Corps of Engineers to Host Cottage Site Leases Public Meeting
Release no. 15-023

ST. LOUIS – The U.S. Army Corps of Engineers, St. Louis District will hold a public meeting regarding cottage site leases Monday, May 18, 2015 at the National Great Rivers Museum, #2 Lock and Dam Way, Alton, Illinois, 6:00 p.m. – 8:00 p.m.

The meeting will provide additional information and updates about the Department of the Army Lease for Cottage Site Purposes, mainly focusing on the lease renewal process and how rental rates are determined. There will also be an opportunity to discuss general terms of the lease and lessee responsibilities.

“My expectation is for the Corps to better define the cottage site leasing program and provide an overview of the most recent rent values that were assigned to the leases," said Kevin Sommerland, Chief of the Regional Management and Disposal Branch.

Doors will open at 6:00 p.m. with presentations to be conducted from 6:30 p.m. - 7:30 p.m. followed by a question and answer session from 7:30 p.m. - 8:00p.m. Subject matter experts will be on hand before and after the meeting to answer any questions or concerns.

"I am hopeful that the meeting will result in a better understanding and appreciation for the Corps' land management challenges and opportunities along the Mississippi River, to include recreation and natural resource management, floodplain management, and environmental stewardship," Sommerland stated.

For more information, contact Amanda Kruse at Amanda.L.Kruse@usace.army.mil or 314-331-8095.

Boat Manufacturer

Brunswick Sees 1Q Market Share Gain........

During the first quarter of 2015, the boat brands of Brunswick Corp. saw an increase of one full point of market share.  The increase was driven by new vessels being introduced.

According to Brunswick's CEO Dustan E. McCoy, the majority of the growth was spurred by smaller boat models that brands like Sea Ray and Boston Whaler released without much fanfare.

McCoy said that in their boat business, they wrapped up the first quarter by gaining a full point of market share in the United States.  He added that this is no mean feat, as there are 1,100 boat manufacturers out there........

Heated Competition In Lake Race "Run What You Brung" Rematch........

During the 2015 Lake Race, CK Motorsports and CMS Marine Technology, Inc. MTI, will be going toe-to-toe once more for the top catamaran bragging rights in the "Run What You Brung" class.  This class is an extreme class run with the best out of two races taking the win

During last year's Lake Race, CK Motorsports' Cat Can Do, which is a 1998 40 foot Skater Catamaran from Douglas Marine, took home the trophy in the "Run What You Brung" class.  Keith Holmes handled the driving, and, Barry Glovick was on the throttles.

Randy Scism and Bob Bull were piloting the #03 CMS, a 2013 48 foot MTI Catamaran, with twin 1,650 HP engines from Mercury Racing, ended up being disqualified for running outside the bouys.  Scism said that their boat's rooster tails were on the wrong side of the buoys that Saturday........

The couple, who may identify themselves next week brought in a photo proving that they were the ones who placed the skeleton into the river.  The Sheriff's Office does not intend to charge the couple since there was no harm done........

Missouri River Flood Outlook

Minor Flooding Forecast For The Lower Missouri River........

Forecasters are predicting that there will be some minor flooding in farmland along the Lower Missouri River during this weekend.

According to Scott Watson, a hydrologist with the National Weather Service, the Missouri River could rise out of it's banks in portions of the river from St. Joseph, into Iowa, as well as downstream from Kansas City, from Napoleon to Miami.

The Missouri River should only be a few inches above flood stage in the affected areas.  The expected flooding is a result of between 5 and 10 inches of rain falling in Nebraska earlier this week........

Animal Planet Series "Flipping Ships" Salvages Derelict Boats........

Cable television network, Animal Planet, recently began a new series Flipping Ships which follows singer-songwriter Edwin McCain's company Boats Have Souls, as they take abandoned vessels, and convert them into floating works of art.

Back in the 90s, McCain spent some time on the Top 10 music charts.  Nowadays, McCain, and longtime friend, and fellow singer Darius Rucker, restore and refresh dilapidated boats into fishing boats, cruisers for the open waters, and family houseboats.

The latest episode of Flipping Ships aired Friday evening, and followed the metamorphosis of a 1968 Avion trailer, into a camping cruiser for the whole family, who enjoys spending together time in the outdoors........

Missouri Department Of Conservation

MDC's Lake Sturgeon Program Intends To Renew Populations........

Since 1984, the Missouri Department of Conservation has been working on restoring the lake sturgeon population that had been around for over 100 million years.  Each year, the MDC releases between 6000 and 10,000 juvenile sturgeon into the Mississippi and Missouri Rivers.

The fish are only 6 to 8 inches long when they are released, but they can eventually grow to 8 feet in length, and weigh nearly 300 pounds.  The life span of a lake sturgeon can be more than 100 years.

Since it takes several decades for the lake sturgeon to reach breeding age, the MDC had not been able to confirm that the stocked sturgeon were spawning.  Last month, the MDC was alerted to what turned out to be 60 to 100 pound lake sturgeon splashing along the rocks in the Mississippi River near West Alton........

The Mississippi Earthtones Festival Changing Locations........

Alton's Riverfront Park will not be hosting the 9th annual Mississippi Earthtones Festival this year, however, the organizers of the festival have yet to determine it's future venue or sponsors.

According to Sara McGibany, the executive director of Alton Main Street, the festival organizers and the Alton Amphitheater Commission could not come to an agreement for holding the event in the park, and at the Liberty Bank Alton Amphitheater.

Since 2007, the event has been co-presented by Alton Main Street and the Sierra Club-Piasa Palisades Group.  If the festival were to move to another community, Alton Main Street would stop being the fiscal agent for it, and licensing, insurance, liability, and other responsibilities will be passed on to another entity........

Amphitheater Commission Responds To Earthtones Festival Departing........

On Friday, members of the Alton Amphitheater Commission spoke about the Mississippi Earthtones Festival's decision to move their event from Alton Riverfront Park.

The Alton Amphitheater Commission issued a statement saying that the commission did not refuse to allow the festival to be held at the Amphitheater, but they are not able to agree to the terms that festival organizers requested.

Reportedly, the festival organizers presented the Amphitheater Commission with a list of demands, including a waiver of the nominal rental fee, a waiver of contractual obligations, and full control of alcohol sales.  The Amphitheater Commission made a counter offer, which the festival organizers refused........

News Release From BoatUS

Long Day of Fishing Goes Sour, Best $14 Ever Spent

HOLLY POND, Ala. May 8, 2015 - Being a member of BoatUS has its advantages. The boat owner group offers its members helpful services such as roadside assistance for breakdowns while towing a boat. If you've ever seen a nice boat on a trailer left unhitched and unattended on the side of a busy highway, you can probably guess that most auto clubs don't handle boat trailers, and the owner has run off to get some help. The few clubs that will assist your boat trailer charge a heck of a lot more than BoatUS' $14 Unlimited Trailer Assist program that can be added to BoatUS annual membership for just $38 total. A few months ago Alabama Bass Trail Angler Keith Blocker and wife Lisa found out just how helpful this service can be when you're tuckered out and want to get home.

"After a long day of tournament fishing, we were headed home when my truck broke down," said Keith. "I called the 800 number on my BoatUS membership card and the lady on the phone was very happy to help me with my problem. I was just looking to get my boat towed home and handle the truck myself," he added.

"But since we were towing the boat trailer, the BoatUS Unlimited Trailer Assist program kicked-in, which gave us the choice of having both the tow vehicle and boat trailer towed," said Blocker. BoatUS Unlimited Trailer Assist provides towing for both a disabled tow vehicle and boat trailer up to a 100 miles to a location of your choice, along with flat tire changing, jumpstarts, ramp winching, fuel drop and key lock out service.

"She was very happy to tell me that the boat being attached to the truck was covered under the BoatUS Unlimited Trailer Assist program that I had added to my membership for $14. She got me a tow for my truck and I decided to have my fishing buddy get my boat. I am pleased to say it was not a good day but ended up being better with the help from BoatUS. Thanks for being there and doing what you say when an angler needs it most."

BoatUS offers the only 24-hour dispatch for both on the water and on the road assistance for boaters that offers five different ways to summon assistance: VHF radio, BoatUS Towing App, telephone, and satellite messaging with SPOT and DeLorme inReach communications services.

More information can be found at BoatUS.com/towing or call 800-888-4869.

Barge Strikes Ohio River Bridge........

At around 10 am Thursday morning, the Motor Vessel Arthur E. Snyder was pushing five empty barges along the Ohio River, when a wind gust shoved the tow into the US 51 Ohio River Cairo Bridge.

The U.S. Coast Guard requested that the Kentucky Transportation Cabinet close the bridge to traffic, so that it could be inspected for damage.

The inspection crew found a scrape along the bridge pier, and the barge showed a dent in it, about the size of a telephone pole.  Officials reopened the span to traffic........

Boat Sales

Statistical Surveys:  Boat Sales Up In 2015........

According to Tom Walworth, the general manager at Statistical Surveys, the latest data is suggesting that boat sales will continue to grow in 2015, and 2016.

Sales of inboard, jet, and outboard powered boats are increasing in a continuous 12 month period, that ended in March 2015.  Outboard boat sales have increased by 10.08%, jet boat sales has increased 5.49%, and the sales of inboard boats increased by 2.46%.

The sales of sterndrive boats are struggling in some markets, however, reporting a 11.14% decrease in sales.  Walworth believes that sterndrive sales are struggling because governmental regulations, and other requirements, have pushed the price point of the product to be higher to the consumer........

Authorities Searching For Missing Angler........

At around noon on Tuesday, 77 year old Ronald Harness went fishing with his dog on the Mississippi River, north of Quincy, and hasn't been seen since.

Harness' truck and trailer were located at the boat ramp, and his boat was found floating in the river.  His dog was found safe and sound.  Harness suffers from dementia, but his family was not worried about him fishing alone.

The Adams County Sherriff's Department, the Illinois Sate Police, the Quincy Volunteer Emergency Corps, Quincy Fire Department, the Illinois Department of Conservation, the Adams County Emergency Management Agency, and the U.S. Army Corps of Engineers have teamed up to search for Harness........

Historic War Vessels

Artifacts Reveal Confederate Sailor's Day To Day Hardships........

Marine archaeologists are recovering artifacts from the CSS Georgia, which sank in the waters of the Savannah River.  As

scientists bring up more artifacts, the hard life of the Confederate soldier becomes more clear.

The Confederate forces did not have the resources available that the Union forces had, and as a result, some compromises had to be made on the CSS Georgia.  Her armor was built from alternating railroad rails, and her engines did not have enough power to move the vessel against the current of the Savannah River.

Reportedly, duty aboard the leaky ironclad was so objectionable, that archaeologist Jim Jobling, project manager with Texas A&M University's Conservation Research Laboratory believe that leg irons were used to restrain sailors that may desert.  Two such pairs of leg irons have been recovered........

One Night's Work

RiverBills Picture of the Day...... was sent to us by Capt'n Ken Longar who hails out of the Yacht Club of St. Louis

Bill,

I just spent the afternoon riding up and down the river with my son. It put me in a reminiscent mood. This old photo is of my Dad, my Uncle Pam (Elsworth Black) AKA Blackie and I believe the guy on the left is Harvey Hatfield of Elsberry, MO- a true river rat. Harvey took his living from the river in a little fishing camp just out of Elsberry. My uncle Pam (Blackie) had a cabin just down stream from Hatfield's place that we got to in our old wooden boats with 5 HP or maybe a 7.5 HP outboard. As a little guy I thought it took for ever to get there.

The fish were one nights work with the trot lines. You know the type, free floating three bricks and oil can floats on one end. This photo pre-dates me I believe this was 1938-1940 but don't know for sure. I spent a lot of weekends playing on the bank, or in the river, It is where I learned to fish, swim, run a boat and most of all to love the Mississippi. I owe a lot to guys who worked harder on weekends than they did all week, just for the fun of it. When you think of a River Rat you just think of guys that look like these.

Bill:

It was a beautiful weekend, but there is still a lot of junk in the water. We're ready for more warm weather and fun in the sun, but as you can see from the picture, our Puggle Pirates might disagree......they prefer boat rides in the shade!

Lake Of The Ozarks

Lower Gas Prices Equals More Time On The Water........

On Saturday, May 2, boats hit the Lake for the 18th Annual Spring Harbor Hop, and the fuel tanks in those boats were filled with gas that cost less than any day during 2014.

Although the price of a gallon of gas is creeping up again, no one expects the price to reach the amount it did last year.  Bruce Kennedy, writing for MoneyWatch, says that lower gas prices are expected for this boating season.

Even though marine fuel is more expensive, Hi-Way Cove Marina says that gas prices are currently $1 cheaper than they were a year ago, and $1.50 cheaper than at the end of last year's summer season........

Bentonville Lake Near Bentonville, Arkansas

Large Piranha Caught In Bentonville Lake........

According to the Arkansas Game and Fish Commission, a large piranha was caught in Bentonville Lake last Friday.  Keith Stephens, spokesperson for the Arkansas Game and Fish Commission says that this is not the first time a piranha has been caught in Arkansas waters.  Stephens added that the fish typically don't last long.

Stephens said that a few pacus and piranhas are caught every so often.  Typically, the fish grow too large for a person's aquarium, so the fish get released.  The fish are not able to survive the low water temperatures during the winter, so no populations can be established.

Alan Bland, spokesperson for the U.S. Army Corps of Engineers, piranhas are often found in local lakes, however, the fish do not pose a hazard to swimmers.  The reason is that the cold water temperatures makes the fish sluggish, and not aggressive.  With the current temperatures of Lake Bentonville, the fish would have died within days........

Boat Motor Oil Analysis Made Simple

ALEXANDRIA, Va., May 6, 2015 – A lot goes on inside a boat engine, and akin to drawing blood, and an engine oil sample analysis (OSA) can tell you a lot about the health of your boat’s motor. While a single sample may not give you the whole story, an OSA creates a “baseline” that helps you look at your engine’s health over time. That’s why some mechanics and surveyors recommend taking one sample every year. But what does a typical oil sample analysis include and what does it tell a boat owner or buyer? BoatUS, the nation’s largest boating advocacy, services and safety group has some answers.

Most oil sample analyses will include the following:

Spectral Exam: A spectrometer is used to find the quantity of various metals and additives in the sample – useful for finding excessive wear in bearings, pistons, rings, cylinders, valve train and gears. It also determines the composition of any oil additives.

Viscosity Test: The thickness of the oil at a specific temperature is tested – useful for finding fuel dilution, the breakdown of viscosity enhancers or other contamination.

Flash Point: Tests the temperature at which vapor from the oil ignites – contamination can cause a specific grade oil to flash higher or lower than the design flash point.

Insoluables Test: Insoluables are typically abrasive solids – higher readings are usually byproducts of incomplete combustion.

An OSA typically costs about $25 by mail or at a local repair shop. If you’d like to learn how to take an oil sample or need more information, see the story “Oil Sample Analysis” by Alison Mazon in the magazine for it’s insured BoatUS members, Seaworthy, at BoatUS.com/oilsampleanalysis.

Colorado River In La Paz County, Arizona

Fake Skeletons Prompt Search For Human Remains........

Earlier this week, two fake skeletons, sporting sunglasses, and tied to lawn chairs were discovered in the Colorado River, causing Arizona authorities to start a search for human remains.

On Monday, a man was snorkeling in the Colorado River, when he came upon what appeared to be two human skeletons tied to lawn chairs.  The man reported the grisly find to the authorities, who dispatched a Buckskin Fire Department diver to investigate.

The diver arrived on scene, and found "an underwater tea party, with two fake skeletons seated in lawn chairs", which he recorded on video.  The skeletons were tied to the lawn chairs, with one holding a sign that said "Bernie", the phrase "Dream in the River" and the date, August 16, 2014.

Mississippi River At Hannibal, Missouri

Second Riverboat Co. Seeks Docking Agreement........

The American Queen Steamboat Company, who owns and operates the American Queen riverboat, has requested a docking agreement with the City of Hannibal.  The Hannibal City Council was set to discuss the request during Tuesday's City Council meeting.

Gail Bryant, the director of the Conventions & Tourism Bureau, says that the request for a docking agreement comes from the expected increase in riverboat dockings at Hannibal this year.  Also, the agreement would outline the services that the American Queen needs while moored in Hannibal.

The proposed docking agreement would run for one year, with a renewable one year term for the next successive four year period, with the condition that one 2015 scheduling conflict be remedied before the agreement begins.  Currently, the American Queen is scheduled to stop at Hannibal 11 times this year........
