City Council Approves Dredging Proposal........

During their last meeting in April, the Grafton City Council approved a dredging proposal, which will allow the city-owned ferry to remain in operation.  The Grafton Ferry transports vehicles between Missouri and Illinois.

The proposal, provided by River Life and Co. Inc., Ron Buchannan, will not exceed $30,000.  Grafton's Mayor Tom Thompson says that the dredging will more than likely cost the city between $15,000 and 20,000.

Alderman Jerry Bauersachs proposed an amendment for the original motion, that would make funding the Grafton Ferry dredging a public-private partnership.  The motion was voted down........

Aldermen Call For Special Meeting To Rescind Port District Inclusion........

Three sitting aldermen called for a special meeting of the Grafton City Council, so that they may inaugurate newly elected officials, as well as rescind a resolution that supports Grafton's inclusion in America's Central Port.

Currently, there is a bill in the Illinois General Assembly that proposes to remove Quarry Township from America's Central Port District, but Grafton would still be included in the port district.

A member of the audience at Tuesday's meeting asked why there is a big hurry to get out of the port district.  Grafton Alderman Jerry Bauersachs said that there were some negatives involved in being part of the port district, including the ability to collect tax revenues as a taxing body........

A Fishing Trip with Zona Could Be Yours - With the Right Photo

ALEXANDRIA, Va., April 29, 2015 – Take a photo of your catch and submit it to the BoatUS “Catch of the Month” photo contest and you could find yourself in a fishing boat with rod, reel and none other than Mark Zona. The former pro angler, Bassmaster Elite Series TV personality and host of Zona’s Awesome Fishing Show will take the BoatUS contest’s grand prize winner to his favorite lake in Michigan. To get there, the winner will also get $1,000 in travel money – but you’ve got to send in a photo at BoatUS.com/catch. The contest ends on October 31, 2015.

Each month, three of the best Catch of the Month photos will be chosen by BoatUS as contenders for the “Catch of the Year” contest, where Facebook voters will determine the grand prize winner for the trip with the Z-Train. “You can submit up to two entries each month to improve your chance of winning the grand prize,” said BoatUS Program Coordinator Dustin King. “It will be the trip of a lifetime as Mark is known for his overboard hospitality, outsized personality, and for having the biggest heart in the sport of bass fishing.”

Additionally, the “Catch of the Year” winner will receive a replica of their winning fish by FishReplicas.com, which offers the highest quality in fish replicas today. “The Pierce brothers and crew at FishReplicas.com are able to create the most life-like fish replicas money can buy,” added King.

These aren’t the only prizes.

Each month, three lucky winners will also receive a one-year BoatUS membership and a prize packfilled with LIVETARGET Lures, a quality manufacturer of fresh and saltwater lures using the very best raw materials, equipment and processes in today’s industry. Earning a premium reputation, every variable in the lure production process is considered from engineering to sonic welding and to the multi-layered hand painted finishes.

Winning photos will appear in the largest national boating magazine, BoatUS Magazine.

The Panama Canal

Last Gate For New Locks Installed........

Another key step in the Panama Canal Expansion Program has been completed with the installation of the 16th, and final gate of the new locks on the Pacific Ocean side of the Panama Canal.

The job had begun on April 28 at the southern end of the canal's Pacific locks, which directly link the canal to the Pacific Ocean.  The next step will involve the electro-mechanical work, that connects the gates to the other lock structures.

The eight gates on the Atlantic side of the canal had been installed earlier this month.  The next major goal on the expansion project will be realized when they flood the lock chambers........

YesterYear's Picture of the Day in 2009.... were sent to us by Capt'n Jeri Levesque

Hi River Bill,

We sailed the Alton Pool on Sunday. Although the weather was warm, it was blowing around 20 knots with gusts of 32 knots (verified on our wind meter) as we sailed aboard Michelle and Denny Wertheimer's 43' Beneteau, Breeze Pleeze. John and Lynda Heald joined the crew. (pix of Michele at the helm, with John on the cockpit coming)

Breeze Pleeze was the only sailing vessel that we spotted all afternoon as we beat down to Alton and ran back to Sioux Harbor. Our top speed over water was 9 knots, which is the max.

Jimmy Buffett sings it best,
Haul the sheet in as we ride on the wind
That our forefathers harnessed before us
Hear the bells ring as the tight rigging sings
Its a son of a gun of a chorus

New Paddlewheeler Docking At Hannibal In 2015........

While plenty of attention has been given to the Viking River Cruises' plans for visiting Hannibal in the future, Gail Bryant, the director of the Hannibal Convention & Visitors Bureau, has been focused on the riverboats scheduled to dock in Hannibal this year.

During the 2015 river cruise season, four riverboats are scheduled to stop at Hannibal, including a new paddlewheeler, the American Eagle.  She will be making four stops in Hannibal this year, two in August, and two in September.

Bryant says that there are 22 dockings scheduled for the 2015 river cruising season, which for the region, begins in July.  She added that the number of dockings may change, as they had recently added a date in August, when the American Queen will tie up on the Hannibal Riverfront.......

Missouri Department Of Conservation

Lake Sturgeon Reproducing In The Mississippi River........

For three decades, the Missouri Department of Conservation has been working on restoring lake sturgeon populations in the Mississippi River.  Now, the MDC Fisheries staff has announced that the fish, once nearly extinct, is now reproducing in the Mississippi River around the Riverbend region.

The lake sturgeon is an ancient species, having been around for over 150 million years, however, they were nearly pushed to the point of extinction within the last 50 years.  The fish were once very common in the rivers, but overfishing, and the degradation of river habitat caused them to almost disappear by the 1970s.

The lake sturgeon can grow to eight feet in length, weigh upwards of 300 pounds, and they live for over 100 years.  The fish have a slow rate of reproduction, and take 25 to 30 years to reach reproductive maturity, making them more susceptible to population decreases........

Upper Mississippi River

Researchers Fitting Paddlefish With Transmitters........

Fisheries researchers with the Minnesota Department of Natural Resources were recently performing minor surgery on paddlefish to install transmitters in them.  Twenty paddlefish were caught, sedated, and after an inch long incision was made, a 4 inch long ultrasonic transmitter was inserted.  After closing the incision, the fish were released.

Researchers will be tracking these fish, wherever they swim.  The idea is to locate concentrations of paddlefish, so that a better understanding of their population numbers may be made.  Smaller paddlefish have been caught, so researchers know they are reproducing.

Paddlefish are filter feeders, meaning that they swim with their mouths open, in order to filter zooplankton through their gill rakers.  Researchers are concerned that two other invasive species, the bighead and silver carp, who also consume zooplankton

may impact the paddlefish population........

VIDEO: Prep Your Inflatable Life Jacket for the Season

ANNAPOLIS, MD, April 28, 2015 – With their small size, inflatable life jackets keep you cool on a hot day, allow you to freely move around the boat, cast a line or raise sail, and come in a variety of belt and harness styles. While inflatables have a reputation for comfort, they do require a little preparation for the season that’s best done at least a day before your first outing. Here’s a quick five-step prep for your inflatable life jacket from the BoatUS Foundation for Boating Safety and Clean Water:

1. Open it up and look: Gently open the life jacket, usually by pulling apart any Velcro covers or flaps and then unfold. This thin walled bladder could be the only thing keeping your head above water, so take your time looking for any tears or abrasions. Are the waist strap and any buckles ok?

2. Remove the cartridge: Unscrew the CO2 cartridge and ensure it hasn’t been discharged, sometimes indicated by a small puncture in the center of the threaded end. Check the cartridge and inflation mechanism for corrosion. Some inflator mechanisms have a little “pill” or “bobbin” that dissolves in water allowing for automatic inflation. It should be in good shape. If not, purchasing a rearming kit can solve the problem. Some inflators will have a green ready-to-go indicator.

3. Make like a birthday balloon: Using your mouth, blow up the life jacket using the manual inflation tube which is found on the upper left front of the life jacket. This tube may also be used as a back up to fill the jacket with air, so familiarize yourself on how it works.

4. Go wax the boat, organize a tackle box, or do some other busy work while you leave the fully inflated life jacket alone for 24 hours.

5. If, after the time is up and the life jacket still holds air, deflate and repack according to the instructions which can usually be found on an inside flap. Congrats – you’ve got a another comfy and safe season of boating, fishing or sailing ahead of you.

If you’d like some help inspecting and repacking belt pack and harness style inflatable life jackets, videos can be found at BoatUS.org/Inflatables.

Dam Removal Plans Are Proceeding........

Plans for the removal of the Ellsworth Park Dam and the Danville Dam are moving forward.  The Ellsworth Park Dam will start to be dismantled in late spring, or early summer, with the Danville Dam removal starting this fall.

Chris Young, the communications director with the Illinois Department of Natural Resources says that they have obtained all of the necessary permits for the removal of the Ellsworth Park Dam.  He added that the IDNR is wrapping up the contracts with aggregate suppliers and special waste haulers for the dam's removal.

The Illinois Department of Natural Resources says that no riverbed protections were installed below either dam, allowing the creation of a submerged hydraulic roller.  This causes a scour hole at the base of the dam, and the turbulence can pull objects, and people under water........

Participants in the Spring Harbor Hop poker run will attempt to complete the winning poker hand, by traveling to waterfront checkpoints around the lake, by land or water.  There are more than 40 businesses participating in the event, mostly bars, restaurants and marinas.

Players start their "hop" at any of the participating locations, by making a suggested donation of $20 per hand, and then drawing the first card.  Six more cards may be drawn at any of the other participating locations.  The seventh card completes the hand.  For those wanting to try to improve their hand, an additional card may be purchased at the final location for a $5 donation........

News Release From BoatUS

Raw Video Footage from TowBoatUS Rescue of Texas Kayakers Has Lessons For All Boaters

HOUSTON, TX, April 27, 2015 – Capsizing on open water can mean life or death to a boater suddenly finding themselves bobbing in the sea. As a wall of thunderstorms approached Galveston Bay late one day last week, two kayakers suddenly found themselves in the water, unable to re-board their swamped craft – and made two near fatal mistakes, captured on video. The incident is a reminder to all boaters that if they ever find themselves aboard a vessel that’s sinking or capsizing, always stay with the stricken craft. It may also help boaters, who are now preparing for the new boating season, understand why life jackets are so important.

While TowBoatUS is not an emergency rescue service, Captain Michael Windham of TowBoatUS Clear Lake TX, overheard on his VHF radio USCG Sector Houston hailing “pan-pan” asking mariners to provide urgent aid to two persons reported in the open bay about 1,000 yards offshore a few miles south of the Kemah Channel. Leaving Clear Lake and with USCG permission, Capt. Windham raced through the empty channel’s no wake zone and was on scene in less than five minutes, initially finding one kayaker hanging on to two semi-sunk kayaks, but in good shape. Windham asked the kayaker for the location of her friend, and headed in the direction the woman pointed, proceeding cautiously.

While conditions were calm, skies were threatening with lightning coming from a not-so-distant wall of dark, ominous clouds. Knowing how difficult it is to see a single person in the water and concerned that he may run over the swimmer, Capt. Windham proceeded slowly until he saw the woman’s head barely above the water. She made a feeble attempt to raise one arm – it was clear she was exhausted. Capt. Windham safely brought her aboard and within minutes both kayakers were safely ashore – including the kayaks.

The video can be found at http://goo.gl/tTbfu4. If you’d like to learn more about boating safety or take a no-cost online boating safety course, go to the BoatUS Foundation for Boating Safety and Clean Water website at BoatUS.org..

Mississippi River Near Marion, Arkansas

Town Commemorates The Largest Maritime Disaster In U.S. History........

On Monday, Marion, Arkansas is commemorating the 150th anniversary of the largest maritime disaster in the history of the United States.  The momentous events of April 1865, Lincoln's assassination, and the surrender of General Robert E Lee, served to eclipse the tragedy.

In the wee hours of April 27, 1865, the S.S. Sultana exploded as the Civil War was ending, killing nearly 1,800 people, many of whom were Union soldiers heading home from prisoner of war camps.  The wreck of the S.S. Sultana is now buried under about thirty feet of dirt under an Arkansas bean field.  The Mississippi River's new course is about a mile east of the location.

Once the memorial has been completed, the residents of Marion intends to turn the temporary Sultana exhibit into a permanent museum.  The exhibit features photos, documents, a replica of the steamboat, and a wall with white panels engraved with the name of each soldier, crewmember and civilian killed in the disaster........

Illinois River History

A Look At The Illinois Waterway Development........

During the early part of the 20th century, deep water shipping was possible via the Chicago Sanitary and Ship Canal, and the Cal-Sag Channel.  The end of the line, however, was at Joliet, Illinois.  The reason was that there was no predictable river depths along the Illinois or Des Plaines Rivers.

To remedy the situation, the Illinois General Assembly passed legislation that authorized the development and construction of the Illinois Waterway in 1919.  The project was intended to create a navigation channel from Lockport to Utica.

The State of Illinois began construction of the Illinois Waterway in 1920.  By 1930, only about 2/3 of the project had been completed.  The project was turned over to the U.S. Army Corps of Engineers, who finished the construction, and opened up the Illinois Waterway on June 22, 1933.........

The Lower Mississippi River Is Recovering........

While the Lower Mississippi River has been heavily altered to allow unimpeded commodity transportation, the Lower Mississippi River also provided crucial habitat for fish and wildlife.

During the 1990s, the Lower Mississippi River Conservation Committee was formed, with the task of restoring the Lower Mississippi River.  The LMRCC operates as a coalition of private partners, as well as federal and state agencies.

Angeline Rodgers, the acting coordinator of the LMRCC, and the acting project leader for the U.S. Fish and Wildlife Service says that all of the agencies working together was the key in making improvements to the health of the Lower Mississippi River........

The Canadian Pacific swing bridge links Savanna, Illinois and Sabula, Iowa.  A tow heading upstream struck the protective pier around 5 am Friday morning.

According to Canadian Pacific spokesman Andy Cummings, the protective piers are placed to keep vessels from striking the bridges directly, and in this case, the protective pier did it's job........

Mississippi River Cruising

American Cruise Lines Launched Another Steamboat........

American Cruise Lines recently christened their second Mississippi River steamboat, the American Eagle in New Orleans, Louisiana.  The event coinciding with the celebration of Navy Week resulted in the spectacle of a recreation of a Mississippi River paddlewheeler side by side with battleship grey warships.

The American Eagle is American Cruise Line's most ecologically friendly vessel, featuring state of the art water purification equipment that minimizes the effects of discharges into the river.  On top of the hydraulic paddlewheel, the American Eagle also features three energy-efficient Z-Drive propeller units that allow for precise control of the vessel.

While the American Queen carries 150 passengers similar to her sister ship the Queen of the Mississippi, layout of vessels is different.  On the Queen the crew quarters are located on Deck 5, while aboard the American Eagle, the crew quarters have been relocated to the first deck, allowing passengers the better views available from Deck 5........

Lower Mississippi River

Study:  River Carries Enough Sediment For Diversions To Work........

Starting in 2007, Louisiana's coastal experts believed that they were able to stop the lower third of the state from disappearing into the Gulf of Mexico, based upon the belief that the Mississippi River carries enough sediment to not only repair damage, but perhaps even to start rebuilding wetlands.

Now, they might have the research data to back the theory up.  According the preliminary findings of the Louisiana Coastal Area Hydrodynamic and Delta Management Study, the amount of sediment carried past New Orleans seems to support the land-building conclusions in the 2012 Master Plan.

The study also found that the proposed locations for sediment diversions are located where they will achieve the desired results, and after two decades of steady decline, the sediment loads in the river has stabilized.  The study shows that the sediment deposits at crucial locations are deep enough to supply dredge and fill marsh construction projects........
