RiverBills Pictures of the Day....  Were sent to us by Dave McMahan

Bill and friends of pool 26,

We met these 6 young men who are paddling from the Gulf to the Arctic Ocean. They stopped at Sherwood Harbor, had some beers and good times.

Jarred, Adam, Luke, Winchell, Dan, and John.

Great young men that work helping troubled youths and took time off to go up the great Mississippi River. They are pulling out tomorrow morning.

Thanks,

Dave, Sue, Jim, Dorothy, and Tommy

We had a great time at the Boat Show, as always! We weren't wealthy enough to leave with a new boat, but we were lucky enough to leave with some RiverBills's coozies! If we're lucky, we'll be using them on the river in just a couple of weeks!

Cold Temps Come And Go, Canada Geese Here To Stay........

People driving around the Alton region can find groups of Canada Geese in many areas, including the Lincoln Shields area near Alton, Illinois, and the Audubon Center at Riverlands in West Alton, Missouri.

Julie Watson, the education manager at the Riverlands Center said that even though the temperatures are below freezing, the Canada geese will be around, as they are very adaptable to conditions.

Watson added that the Canada geese are in the region all year round.  She says that the geese are aquatic birds, and since the region doesn't see a solid freeze, they are able to dine on aquatic plants all year long, so they stay........

Once again its been a long and cold winter and Spring is just right around the corner. Yes, I know snow is still on the ground however we need to think about the marina clean up day. We have scheduled clean up earlier than normal for this year. Easter is in early April and the club opens in a few weeks so we decided to get a jump on this. Clean up day is scheduled for March 14th at starting at 10am. This is general light grounds maintenance such as mulching, planting, trimming, leaf blowing, etc. Also removal of trash and logs along the banks that may have accumulated over the winter. I would like to concentrate on cleaning up around the trash containers this year. Heavy lifting may be involved there, so a few good members with strong backs will be appreciated. In case of inclement weather, March 21st will be the alternative clean up day.
Thanks in advance!

Upper Mississippi River

Start Of Shipping Slowed By Thick Ice........

The resumption of shipping along the Upper Mississippi River has been slowed down on account of thick ice.  On Monday, the U.S. Army Corps of Engineers had planned to reopen Lock and Dam No.5A near Fountain City, Wisconsin.

Unfortunately, ice along the river has caused a delay.  Now, the Corps intends to reopen the lock no later than March 23.

On December 1, the lock had been closed for maintenance and renovation.  The Corps state that they will finish work by the 23rd........

Boating Legislation

Survey:  Fed Regulation Hindering Boating Growth........

According to the latest Boating Industry survey, there are many in the boating industry that believe that federal regulations make it hard for them to grow their businesses.

The survey asked Boating Industry readers about their top concerns and feelings about government regulations and policies.  The survey was emailed to dealers, manufacturers, suppliers, and others in the marine industry.

Close to 60% of the readers feel that federal regulations harmed their ability to expand their businesses over the past year.  Specific reasons for this varied, but the majority focused on fishing restrictions, permitting issues, and ethanol requirements........

Louisiana Mayor Calls For New Bridge........

On Tuesday, Missouri State Bridge Engineer, Dennis Heckman, said that the number of bridges in Missouri that are in poor condition are expected to dramatically increase over the next decade, as state funding declines.

Heckman advised the members of the Missouri Highways and Transportation Commission that the expected increase in bad bridges is mainly due to an expected budgetary shortfall for construction contracts for bridges and roadways.

Louisiana, Missouri Mayor Bart Niedner called on the Highways and Transportation commissioners to place the replacement of the aging U.S. 54 bridge over the Mississippi River at the top of their funding list........

Ethanol Spill -- Fish Kill Case Settled........

Last Thursday, Illinois Attorney General Lisa Madigan announced that a settlement has bee reached with the railroad company that was responsible for an ethanol spill and subsequent fish kill in the Rock River six years ago.

Back in June 2009, a Chicago, Central and Pacific railroad train derailed in Rockford, Illinois, killing one person.  An explosion and fire occurred, allowing some 75,000 gallons of an ethanol - gasoline mix into the Rock River, and it's tributaries.

The settlement will require the CCP to pay $150,000 to the Illinois Environmental Protection Agency, for alleged violations of the Environmental Protection Act, $270,000 to the Illinois Department of Natural Resources to fund restoration efforts at two nature areas close to the Rock River, and another $150,000 for a stream restoration project in the affected area........

Mississippi River Near Moline, Illinois

New Sylvan Island Bridge Will Be Delayed........

Sylvan Island will likely not be accessible by pedestrians until 2017.  This is a year later than Moline had figured for replacing the current truss pedestrian bridge over the Sylvan Slough.

Officials shut down the current span in April 2013, citing concerns with safety and the structural condition of the bridge.  The bridge was constructed in 1891, and was the only pedestrian access to the 35 acre island, and it's hiking and bicycle trails.

Around a year ago, the city found that it would receive over $1.1 million in Illinois Transportation Enhancement Program funds for replacing the bridge.  The span must meet meet federal and Illinois Department of Transportation standards, and receive various approvals, prior to proceeding........

IDOT Reopens Kampsville, Brussels Ferries........

Over the weekend, the Illinois Department of Transportation reopened two ferries on the Illinois River.  On Saturday, the Kampsville Ferry resumed service, and on Sunday, the Brussels Ferry reopened.

Both ferries had been closed for several weeks due to ice flowing down the Illinois River.  Warmer weather has decreased the amount of ice, allowing the ferries to safely reopen.

The IDOT is quick to point out that the status of the ferries may change dependent upon river conditions as the ice melt continues........

Missouri River Management

U.S. Rep Luetkemeyer Concerned About Missouri River Plans........

On Saturday, U.S. Representative Blaine Luetkemeyer spoke at the Missouri Levee and Drainage District Association's annual meeting in Columbia, Missouri, and expressed concerns about the U.S. Army Corps of Engineers requests for funding for their Missouri River shallow habitat projects.

Luetkemeyer says that the Corps are looking to purchase more land as part of their efforts to address environmental issues along the Missouri River.  He had asked the Corps to provide an inventory of the lands they possess, as well as the lands they want to purchase.  Luetkemeyer has not received a response from the Corps.

Luetkemeyer had previously cut funding for the Corps' Missouri River Recovery Program, calling it wasteful spending, with no real benefit.

Brad Walker, rivers director for the Missouri Coalition for the Environment doesn't agree with Luetkemeyer.  Back in January, Walker penned an article that asserted that Corps, and other groups were promoting efforts to retake and restore floodplains bordering the Missouri River........

Native American Petroglyphs Found Along Illinois River........

There are plenty of Native American artifacts in central Illinois, but there aren't any like the rock etchings, known as petroglyphs, found at the Marshall State Fish and Wildlife Area.

Archaeologists were quite surprised to find the petroglyphs, as none have been found in Illinois or Missouri.  They appear to have been etched on a small boulder with a fine tool, possibly made of metal.

The rareness of the petroglyphs got the Marshall Site named to the National Register of Historic Places last year.  The fact that the petroglyphs were found at all involved some luck, and a bit of happenstance........

Study:  Missouri Would Benefit From New Rams Stadium........

According to a study conducted by the Missouri Department of Economic Development, a new riverfront stadium for the St. Louis Rams would create a net benefit for the state in a relatively short period of time.

The study predicts a cumulative net return to the state of $295 million over 30 years, most of which would come from income taxes from football players, coaches and staff.

Mike Downing, director of the Missouri Department of Economic Development says that he believes that the project would offer a very good return to the state.  Downing added that he was quite conservative on his estimates........

go

Some Overdue Time On the Hook

With no visitors scheduled to arrive, and some decent weather forecasted, we began to consider taking Swing Set out to stay on the hook for a few days. Some boat neighbors had been talking about the Content Keys on the Gulf Side for a few weeks now, so when they told us a few boats were planning to go there last weekend, we decided to go there too.
We got wind of the trip last Wednesday, which was planned for the following day, so we made a trip to the grocery store, mainly to get beer, cranked the dinghy up and strapped it in, and pretty much decided we were ready to go the next morning. We like to keep the boat ready to go at any given time, and that includes storing away anything left out on counters, etc.
I'm not much for traveling in groups, so I confirmed just where "everyone" was planning on anchoring, and by mid-morning last Thursday, we saw some movement on a couple of neighboring boats who were planning on going, so we began to untie the boat. It was my plan to let the others get ahead and then tag along well behind, but when two of the vessels steered toward the fuel dock, we decided to just go ahead and start.
Out of seven boats that had planned on making the trip, when it was all said and done, four actually got on their way, and we were ahead of everyone but didn't know it.
We steered toward the southern end of Big Spanish Channel, and by time we got to the northwestern end of it, we learned by listening to the VHF that there were three boats behind us. I told them I'd pick a spot and we made our way west to Content Key and easily set a hook just off the shore on the northern side as no protected anchorages are around Content Key unless you have the draft of a pool float.
The others seemed to be OK with my choice to anchor and soon we had three dinghies out exploring around the back side of Content Key.
By sunset we were all on one boat having sunset cocktails but we soon retired to Swing Set for dinner and a crummy movie.

Bill,

It's been an amazing summer up here at Peoria.

I've also been spending a lot of time over on the Mississippi during the week. I took this pic of the river boat, Twighlight, as it was returning to it's mooring in LeClaire, IA. I think it just takes short excursions up to around Clinton, IA and Fulton, IL. This is a beautiful pool on the ole Miss. Great group of boaters too.

Hope the river has finally settled down for you guys.

Mississippi River Near Galena, Illinois

Oil Tanker Cars Derailed, Threatening The Mississippi, Galena Rivers........

On Saturday, the U.S. Environmental Protection Agency said that the train derailment, and subsequent oil spill near Galena, Illinois poses a substantial and imminent danger of contaminating the Mississippi River.

The oil spill, which happened on Thursday, is threatening a tributary of the Mississippi River, the Galena River.  The spill is also threatening the Upper Mississippi National Wildlife and Fish Refuge, which is one of the more complicated ecosystems found in North America.

The EPA made no estimates on how much oil spilled, but the 21 BNSF Railway cars that derailed carried 630,000 gallons of Bakken crude from North Dakota.  As of Saturday, there were still some fires burning amid the wreckage........

Mississippi River Near The Quad Cities

Water Supply Not Affected By Oil Spill........

Last week's oil train derailment, and subsequent oil spill has raised concerns that the water supply in the Quad Cities may be compromised.  Environmental officials and the water company serving the Quad Cities say that the drinking water supply will not be affected.

On Sunday, Lisa Reisen, spokeswoman for Iowa American Water Co. says that the spill isn't affecting their operations, nor do they believe it will.  Reisen added that they are keeping close tabs on the situation, even though they have been advised that the spill shouldn't affect them.

Iowa American Water Co. is staying in contact with their water quality staff, the Environmental Protection Agency, and the Iowa Department of Natural Resources.  Reisen said that all of the drinking water supplied by Iowa American still meets the struct standards set by the EPA........

Mississippi River Cruising

New Life Coming For The Delta Queen........

At one time, the Delta Queen was a fixture on the Mississippi River, and now that there is a possibility she may return to a life of cruising the Mississippi River, people are keeping tabs in the attempt to rescue and revive the troubled vessel.

There are many things that must happen before the Delta Queen can ply the Mississippi River, with her steam-powered calliope sounding the way, but a few recent events have paved the way for the likely comeback.

First, the Delta Queen has new owners that are committed to reversing the effects of the past seven years.  Second, the Delta Queen will be heading to her new Louisiana home, far from the Chattanooga winters that have caused damage to the wooden vessel.........

River Reading

Author Chronicles Mississippi River Journey........

Back in November, author and photographer Gayle Harper, published her book "Roadtrip With A Raindrop:  90 Days Along The River".  Harper says that the book is comprised of 55 vignettes, and approximately 200 photographs that illustrate her 90 day, 2,400 mile trip down the Mississippi River Road.

Harper said that each vignette is similar to a short story, and with it's photographs, combine to tell the entire story of the journey.

She originally thought of the idea behind the trip after being nominated for the Santa Fe Prize for Photography in 2009.  Harper felt that she wasn't quite ready, until one day she read that it takes a drop of water 90 days to travel from the headwaters of the Mississippi River to the Gulf of Mexico........

Ozark Amphitheater Bringing Outdoor Entertainment To The Lake........

This summer, the Ozarks Amphitheater will open, and with it will likely come big acts.  Formerly known as the Stoneridge Ampitheater, Bill Carle, his family, and his partners are planning on bringing new life and sounds to Camden County.

The Ozarks Amphitheater is set to open in July of 2015, and features seating for 10,000, plus additional lawn seating.  This summer, the venue will be looking to catch the attention of promoters, and will be featuring tribute bands, blues acts, and 80s bands.

On weekdays, during good weather, the amphitheater will be pairing music and movies.  A movie will be screened under the stars, and a band will perform music from the same era, or even the movie.  An amphitheater in Denver offers this type of events at night, and they are quite popular........

U.S. Army Corps of Engineers St. Louis District Public Affairs

Flooding is the most common, costly and deadly natural disaster in the United States each year. One of the Corps of Engineers' main missions is providing assistance when natural disasters or other emergencies strike.

Emergency preparedness and response is primarily a state and local responsibility, but the Corps of Engineers is authorized to assist communities in pre-flood preparedness, during-flood and post-flood response.

Each year the St. Louis District, U.S. Army Corps of Engineers conducts a series of flood preparedness workshops in four local communities covering the St. Louis District's 28,000-square mile area of responsibility to ensure they are prepared for the upcoming season.

"The flood preparedness workshops serve as an outlet for local levee and drainage districts to discuss any concerns or issues that they may have with us before spring flooding begins," Linda Werdebaugh, Natural Disaster Program Manager in the District's Readiness Branch said.

The workshops are designed for the National Weather Service to give the spring outlook and to have the Local and/or County Emergency Management Agency, State Emergency Management Agency, Federal Emergency Management Agency and the St. Louis District discuss their roles in flood fight response and recovery efforts. The workshops also provide an opportunity for levee owners and the public to talk with the Corps and its partner agencies about any levee operation and maintenance problems and overall flood preparedness.

"These workshops are an important part of our shared responsibility to reduce flood risk to the people we serve," said Jake Scanlon, chief of the St. Louis District's Readiness Branch. "Communication between our partners at the local, state and federal level helps us to better prepare, respond and recover from floods."

The St. Louis District has more than 750 miles of levees in its area of responsibility, as well as five flood control reservoirs. Collectively, these structures prevented more than 3.4 billion dollars in damages during the floods of 2013.

Col. Anthony Mitchell, commander of the St. Louis District, welcomed partner agencies, levee boards and other local interests at the Jacksonville, Illinois flood prep workshop March 2. Mitchell cited his experience as commander in Nashville District during the 2010 flood, and stressed the importance of ongoing collaboration between local, state and federal partners.

"The intent is for you to walk away tonight with confidence that you have a host of agencies standing by to support you," Mitchell said.

In addition to the flood preparedness workshops, the St. Louis District uses the web and social media as an avenue to spread flood awareness tips and serves as a resource for timely and accurate information for the public. Flooding Risk Due To Snow Melt Minimal........

Since there are low snowpack conditions in the Upper Mississippi River watershed, the odds of flooding due to snow melt in the Quad Cities region are quite low.

According to the National Weather Service, Davenport, there is only a 15% chance of the Mississippi River reaching it's 15 foot flood stage at Lock and Dam No. 15 at Rock Island.  The second 2015 spring outlook also said that there is less than 5% chance of the Mississippi River reaching the major flood stage of 18 feet at Rock Island.

According to meteorologist Tim Gross, the chances of flooding along the Rock River, however, are a bit more significant.  Gross says that there is a 46% chance of the Rock River hitting it's 12 foot flood stage, but only a 10% chance of reaching major flood stage of 15 feet........

U.S. River Quality

Ohio River Dirtiest In The U.S.........

For the seventh year in a row, the Ohio River has has been named as the most polluted body of water in the U.S..  According to the annual Ohio River Toxic Release Inventory Analysis from the Ohio River Valley Water Sanitation Commission, since 2001, the Ohio River received the most chemicals released into a U.S. body of water.

In 2013, some 23 million pounds of chemicals were released into the Ohio River by businesses and industries.  The Ohio River is well known for it's muddy, brown hues, and garbage icebergs, so it's ranking is not much of a surprise.

During the past 7 years, there have been a total of 174,535,100 pounds of chemicals released into the Ohio River.  In second place is the New River, (Kanawha River -- part of the Ohio River Watershed). It saw 82,925,240 pounds of chemicals dumped into it.  The Mississippi River is in third place, with 80,209,715 pounds of chemicals........

Historic Warships

Aircraft Carrier Featured In Top Gun Is Being Retired........

The USS Ranger is an aircraft carrier that served duty during the Vietnam War and Operation Desert Storm.  She also played supporting roles in the films Top Gun and Star Trek IV.  Now, she is on her final journey to a scrapyard in Texas.

In 1956, the 56,300-ton warship was launched, and in 1993, the USS Ranger was decommissioned, but put into mothballs for possible reactivation.  In 2004, she was removed from the Naval Vessel Register, and was available to be donated to a group that would preserve her as a museum.

Attempts to obtain the carrier by groups from Long Beach, California and Fairview, Oregon failed to meet the U.S. Government standards for donation.  In December, the Navy paid International Shipbreaking of Brownsville, Texas a penny to haul the USS Ranger away........

US Coast Guard

News Release

Coast Guard conducts ice rescue training, urges caution as warm temperatures return

GRAND HAVEN, Mich. – The Coast Guard is urging people to use extreme caution on and near waterways ahead of sustained warmer temperatures that are forecast to return beginning this weekend.

The above freezing-temperatures could pose safety concerns on Lake Michigan and inland rivers, streams and ponds that have become frozen during the past few weeks. Rising temperatures will cause recently-frozen waters to further melt and become weak.

Ice is unpredictable and the thickness can vary, even in small areas. Water currents, particularly around narrow spots, bridges, inlets and outlets, are always suspect for thin ice. Stay away from cracks, seams, pressure ridges, slushy areas and darker areas since these signify thinner ice.

In addition, ice near the shore of a frozen lake may be unsafe and weaker because of shifting, expansion, and sunlight reflecting off the bottom.

The Coast Guard is also urging people to remain clear of shorelines, piers, jetties, rocks, walkways and jogging paths that may have become covered in layers of ice. Mother nature may have created winter wonderlands of interesting formations this winter, but people should not let their curiosities take a priority over safety.

People walking their dogs should always keep them on a leash to prevent the pet from falling or jumping into the water.

Coast Guard continues ice rescue training

Coast Guard crews from Air Station Traverse City and Station Grand Haven conducted joint ice rescue training on the Grand River near Grand Haven, Thursday. Simulating a person who had fallen through the ice, personnel responded from land and air to recover the “victim” from the water before placing him into basket and hoisting him up into the rescue helicopter.

The 1-10-1 Principle: 1 minute - 10 minutes - 1 hour

Everyone who enters cold water doesn't drown, but research shows that many drowning incidents may be the result of cold shock response and cold incapacitation. In cold water drowning situations, if you survive the first minute, the cold will soon rob your muscles of their strength and dexterity. Even strong swimmers can experience swim failure after a few minutes.

When a cold water drowning situation begins, a person has about one minute to gain control of their breathing and 10 minutes or less of meaningful movement and muscle control to get themselves out of the water. Hypothermia may set in within one hour, but without a life jacket, the victim is likely to drown before that occurs.

Cold Water Kills

The Coast Guard and water safety experts say public education and preparedness may help prevent cold water drowning deaths. In addition to understanding the physiological effects of cold water, people need to be aware that the initial shock of entering the cold water can cause panic and gasping, resulting in a person inhaling water large mounts of water.

"Cold water is a very unforgiving environment," said Senior Chief Petty Officer Justin Olson, officer in charge of Coast Guard Station Grand Haven. "People need to know the dangers, know their limits, and be ready to take quick action in the case of an emergency.

The Coast Guard’s 9th District, which includes the Lake Michigan region, has 39 stations, two air stations, and eight cutters designated, trained and equipped for ice rescue operations.

"The Coast Guard and our partner agencies stand ready to help those in distress this winter, but it is the general public who take to the cold water or ice that needs to be the most ready," said Mike Baron, the recreational boating safety specialist for the 9th District."

The public is advised to call 911 to report a person in the water.

Hey Bill,

Still waiting for summer, thought the groundhog said we'd have and early spring?
Is pretty cool watching all the different types of waterfowl passing through.
These pelicans were fishing right under my balcony. Many people have no idea that pelicans are ever in this area .

Mississippi River At Louisiana, Missouri

Progress Sought On Replacement Bridge........

Northeast Missouri officials are trying to convince Missouri regulators that a new bridge over the Mississippi River at Louisiana is not only a state, but also a national necessity that should get immediate funding.

On March 10, the Northeast Missouri representatives will be making a formal presentation before the Missouri Highways and Transportation Commission.  Louisiana Mayor Bart Niedner will be speaking on behalf of the group.

Niedner says that replacing the 87 year old Champ Clark Bridge isn't just about Louisiana, or Pike County, but rather the entire state and nation.  He added that if the transportation infrastructure in Northeastern Missouri is neglected, it will affect St. Louis, Kansas City, and much more........

Upper Mississippi River Basin

Spring Flood Outlook Below Normal........

According to the National Weather Service's second spring flood outlook of this year, the possibility of spring flooding is below normal for the Mississippi River, and slightly below normal for it's Eastern Iowa tributaries.

The Quad Cities office of the National Weather Service based their predictions on the current conditions of snowfall, and it's moisture content, soil moisture, stream levels and frost depths.

The NWS says that any flooding events will be dependant upon rainfall, however, if temperatures rapidly increase, the frost depth may interfere with the absorption of water, and increase the rate of runoff........

Silver Creek Watershed

Madison County, Heartlands Conservancy Focus On Flooding........

The Madison County Planning and Development Department recently teamed up with the Heartlands Conservancy to survey residents and property owners within the Silver Creek Watershed.  The survey is intended to help develop a plan to deal with flooding within the watershed.

The Silver Creek Watershed includes the Williamson, Livingston, New Douglas, Worden, Hamel, Alhambra, Marine, Troy, and St. Jacobs communities, and extends from Macoupin County, about six miles north of the Madison County line, and ends in the northern portions of St. Clair County.

According to Alan J. Dunstan, the Madison County Chairman, there have been issues with flooding within the Silver Creek Watershed for decades.  Dunstan added that the survey reveals data on how flooding affect the residents and property owners in the region........
