Hey RiverBill,

Today (Saturday) we took this picture. Can you make it out? You can see the base. Where is she? Is it just the snow? Or maybe... like the rest of us, she's so sick of the cold and snow she may now be know as Our Lady of the Ocean somewhere in Florida?

A tan might look good on her!  Maybe she'll return with warmer weather. SOON we hope!

Missouri River Management

The Missouri River Is Underutilized........

According to the North Dakota State Water Commission, over 54 billion gallons of water was drawn form the Missouri River, and Lake Sakakawea during 2013.  The majority of the usage permits were for drinking water, generating power, and manufacturing.

There is some concern that too much water is already drawn from the Missouri River.  Terry Fleck, of the Burleigh County Water Resource District Board, believes that the Missouri River is an underutilized resource.

Fleck says that more water evaporates from Lake Sakakawea during the summer than is used for fracking for oil and gas.  He added that the Missouri River is the greatest resource North Dakota has, and that people are now aware how little water the state uses........

Shippers Concerned About Ice On The Lakes........

The Great Lakes shipping industry is concerned with the possibility of the ice cover causing another challenging spring.  Glen Nekvasil, vice president of the Lake Carriers' Association, says that this winter has been very harsh, and if it continues, resuming navigation in March will be a challenge.

The heavy ice that halted shipping on the Great Lakes last winter ended up costing the economy over $700 million and almost 4,000 jobs.  As a result, the Lake Carriers' Association has called for the construction of another heavy icebreaker to assist the U.S. Coast Guard's Mackinaw in keeping the shipping lanes open.

Last winter was so harsh, that U.S. flagged shipments between December 1, 2013 and May 30, 2014 decreased close to 7 million tons, as compared to the same time period in 2012 - 2013.  Last winter, two steelmakers had to cut production, and there were power plants that were very low on coal........

Bi-Partisan Bill Introduced To Repeal Ethanol Mandate........

On Thursday, U.S. Senators Dianne Feinstein, D-Calif and Pat Toomey, R-Pa, and Jeff Flake, R-Ariz introduced a bill intended to remove the corn ethanol mandate within the Renewable Fuel Standard.

Approximately 40% of the corn grown in the U.S. is used to make ethanol.  The senators are concerned about the Renewable Fuel Standard's effect on food prices.

Feinstein said that a considerable amount of corn is being used for fuel, and if the RFS mandate makes it to full implementation, corn prices will increase.  The Congressional Budget Office asserts that this will result in up to a $3.5 billion increase in food costs annually........

Legislation Introduced To Stop Invasive Species........

On Thursday, Michigan legislators, U.S. Senator Debbie Stabenow, D-Lansing and Representative Candice Miller, R-Harrison Township introduced a bill, the Defending Our Great Lakes Act, which mandates federal agencies take immediate action to prevent the spread of invasive aquatic species from the Mississippi River Basin to the Great Lakes.

The bill specifically targets an 82 year old 'strategic choke point", the Brandon Road Lock and Dam on the Des Plaines River in Joliet, Illinois.  The U.S. Army Corps of Engineers has been considering redesigning this lock and dam for some time.  The Corps is mulling the installation of a lock that will "flush" invasive species prior to a boat passing through the system.

The legislation would oblige the Corps to head up the federal efforts to prevent the spread of invasive species, in conjunction with state, local and regional officials, with the input of the environmental and business communities........

Cottage Grove Obtaining Mississippi River Island........

The city of Cottage Grove, Minnesota is looking into acquiring an island in the Mississippi River for use as a primitive recreation spot for outdoors aficionados.

In 2009, the island had been tax forfeited, and is currently owned by Washington County.  In 2014, it was classified as conservation land.  Due to the conservancy status, special legislation is required before the property can be transferred to Cottage Grove.

The city of Cottage Grove will preserve the island for recreational use.  Ryan Schroeder, Cottage Grove's City Administrator says that the island's waterfront would be a nice place for paddlers to take a break and enjoy their surroundings........

Fewer Eagles Around Due To Ice Cover........

In early January, field biologist Kelly McKay found fewer eagles in the Quad Cities region during the North American Mid-Winter Eagle Survey.  He said that there were only 1,525 eagles in the region, compared to 4,958 eagles during January 2014.

McKay said that during this year's count period, there was a severe arctic blast, creating significant ice cover.  As a result, the eagles headed further downstream.

Even considering the ice, the total number of eagles present was still higher than the 548 tallied in 2010.  More significant is the number of immature eagles present was a healthy 34.3%........

Lake Of The Ozarks

Mystery Still Surrounds Handcuffed Suspect's Drowning........

Nine months after the drowning death of 20 year old Brandon Ellingson on the Lake of the Ozarks, there still are questions swirling around about what actually happened on that Saturday in May.

Ellingson and some friends had departed from Coconuts Caribbean Beach Bar and Grill, when their boat was pulled over by Missouri Highway Patrol Trooper Anthony Piercy.  Ellingson was moved to Piercy's boat, arrested on suspicion of drunken boating and handcuffed.  While being transported to shore, Ellingson either fell or jumped from the boat.  He was not wearing a life jacket designed for people in handcuffs.

There are several witness accounts of the events surrounding Ellingson's drowning that are in contrast to the official version of events on May 29.  Also, there are reportedly inconsistencies in the content of toxicology reports, as well as Piercy's own recollections of the accident.......

Mississippi River At Minneapolis, Minnesota

Corps To Reopen The Upper St. Anthony Lock........

On Wednesday, the U.S. Army Corps of Engineers announced that they will be reopening the Upper St. Anthony Falls lock in the spring, and it will remain open until the congressionally mandated closure date of June 10.

Colonel Dan Koprowski stated that the reopening of the lock for approximately two and a half months would give river shippers an opportunity to stockpile materials.

The lock will reopen in the spring, when the river flows are typically high, which makes it harder for the carp to swim upstream.  The higher water flows may also hinder navigation.  The corps shut down the three Minneapolis locks when the current reached 40,000 cubic feet per second........

Legislators Call For Actions To Stop Carp........

On Thursday, Congressional delegates introduced legislation intended to prevent the Asian carp from reaching Lake Michigan via an Illinois waterway, and a renewed push for a permanent plan to protect the Great Lakes from the invaders.

The focal point of the bill is the Brandon Road Lock and Dam along the Des Plaines River, near Joliet, Illinois.  The legislation grants the U.S. Army Corps of Engineers permission to come up with a list of devices and technologies that could be rapidly deployed there to block the path of the carp.

The main carp population is located approximately 15 miles downstream of the Brandon Road Lock.  Recently, Illinois officials announced that about 30 Asian carp have been spotted close to the lock and dam........

Illinois River Near Marseilles, Illinois

Corps Discusses Marseilles Dam Plans........

According to the U.S. Army Corps of Engineers, the Marseilles Dam along the Illinois River will be repaired during the next two years.  Also, a nearby riverfront levee will be repaired by 2018.

The dam and levee sustained damage during the flooding in April 2013, just before the Illinois River saw a new record high.  Seven barges broke loose and collided with the upstream side of the dam gates, damaging them.  The high river level damaged the levee, and inundated the city.

Back in September, a $19.9 million contract was awarded to Kansas City, Missouri based Massman Construction Co.  Repair work is slated to begin next month, and will involve the replacement of three gates, and the repair of two others........

Corps Continues Drawdown At Mississippi River Reservoirs........

The U.S. Army Corps of Engineers, St. Paul District is still drawing down their Mississippi River Headwaters reservoirs to get ready for the spring runoff.

The six Corps reservoirs, Leech Lake, Winnibigoshish Lake, Pokegama Lake, Big Sandy Lake, Cross Lake Recreation Area, and Gull Lake Recreation Area are managed by the Corps to get the most out of environmental benefits, and alleviate the chances of flooding in the area.

The drawdown is about 70% complete at Big Sandy Lake, and Pokegama Lake, and the Corps is maintaining a normal drawdown of these reservoirs.  The other four reservoirs' drawdown rates have been reduced, due to a lack of snow in the area........

Boat Retail Sales

Survey:  Marine Industry Optimistic........

According to a survey released on Wednesday by GE Capitol, Commercial Distribution Finance, close to 80% of the marine industry expects to see sales increase by 5 to 10%.

This survey was conducted a few weeks ago at GE's Industry Leadership Conference, which was held in conjunction with the National Marine Manufacturers Association during the Miami International Boat Show.

This year's survey's results are up from 54% from participants expecting sales increases in 2014, and 43% in 2013.  The survey's results may have been influenced by the strong market in Florida, but Bruce Van Wagoner, president of GE's CDF marine group says he believes it is still indicative of the entire marine industry........

RiverBills Pictures of the Day.... were sent to us by Capt'n Darryll Weil who hails out of the Yacht Club of St. Louis in the cruiser..... After You

Bill:

Saw the post about the boat running into the beach side restaurant on RiverBills and it reminded me of an accident that happened at the 2007 Bud Light Boat Races at Creve Coeur Lake. I had come off the water from working rescue at the races a couple years previous and along with Maureen we were delivering food and beverage to the VIP tents along the beach. Well as we approached one of the tents in the 4 wheel drive mule one of the race boats got bumped in the turn, lost control and came right up the beach into one of the VIP tents. Needless to say people, tables and chairs were flying everywhere. I jumped out of the mule and went to help and to shut down the race boat with the external kill switch. Luckily no one was injured but it was a bit of a project to get the boat on a trailer and out of there. Here are some pictures I took of the recovery operation.

Planner Of Clarksville Skylift Renovations Facing Drug Charges........

A Missouri man that once had plans for renovating the Clarksville Skylift along the Mississippi River has been arrested after authorities allegedly discovered 114 pounds of marijuana and $34,000 in his basement.

Clarksville resident, William Joseph McMurtrey Jr. was charged with felony distribution of a controlled substance, and is being held on a $50,000 bond.  Federal investigators found the drugs and money in 2013.

McMurtrey was behind the $2.5 million project to renovate the Clarksville Skylift, which ferried passengers to a bluff overlooking the Mississippi River from the 1960s to the early 1990s.  The proposal attracted objections from the Sac and Fox Nation of Oklahoma, who consider the bluff to be a sacred burial ground........

Riverfront Task Force Generating Some Excitement........

According to Andy Dorian, the director of the Hannibal Parks & Recreation Department, a city staff meeting was held on Monday, to discuss what steps the Riverfront Task Force will be taking.  Dorian added that the first public meeting of the Task Force will likely happen in March.

During Monday's in-house meeting, the group hashed out what would be discussed during the inaugural gathering.  Dorian says that there are so many things to discuss in a short period of time, and they have an idea what they will do during the first meeting.

Dorian said that there has been a lot of talk about the Task Force; so far they have 25 volunteers.  He added that when asked about the Task Force, he typically asks their thoughts on the Hannibal Marina.  The first big discussion is whether to keep the marina or not........

Corps:  Input Sought On Mississippi River Master Plan Update........

The U.S. Army Corps of Engineers is revising their Mississippi River Master Plan, and as the first step in the process, they are seeking the input of the public.  The entire Master Plan has not been revised since 1972, but parts of it had been revised during the 1980s.

The Mississippi River Master Plan focuses the public use and management of about 55,000 acres of federal land, and 314 Mississippi River miles between Guttenberg, Iowa and Saverton, Missouri.  Navigation, flood risk management, water level management, dredging, channel maintenance, and environmental restoration are not considered in the Master Plan.

There is plenty of information in the current Master Plan that is simply out of date.  One section, published in 1972 and referencing Pool 21, between Lock and Dam No.21 at Quincy and Lock and Dam No.20 at Canton, Missouri, refers to developments on Quinsippi Island that no longer exist........

News Release From BoatUS

Peer-to-Peer Boat Rentals: What Do You Need To Know?
10 Tips From BoatUS for Owners and Renters

ALEXANDRIA, Va., February 24, 2015 – Airbnb may a popular “peer-to-peer” lodging site on the web, but if you want to rent a boat in your local area or away, you’ve got options, too. Boatbound.com, Boatsetter.com and Cruzin.com are just a few of the new crop of online websites offering a chance to rent a boat for the day or weekend. These services, which connect private boat owners to renters, can help owners recoup some expenses, and can also give non-owners a chance to get on the water with friends without the cost of full-time ownership. So what do you need to know? Boat Owners Association of The United States (BoatUS) has some information for both boat owners and renters.

1. Renters do not want boats that are not safe and or can barely get out of the marina, so these services are often better suited to newer vessels less than 10 years old. Older, larger or faster boats may require a survey or inspection. Rental costs vary widely based on boat size and location, and renters typically are required to have some boating experience as well as a deposit.
2. These peer-to-peer boat rental websites generally handle every part of the transaction, including taking deposits and payments. They typically take 30%-40% of the rental fee, which covers overhead, profit, as well as insurance and on water towing services (more on both of those in a second…read on).
3. For boat owners, most boat insurance policies don’t provide coverage during the rental period and some companies may not provide coverage at any time simply if you list your boat with a rental program. If you happen to own and insure your boat but desire to rent another, your insurance company (including BoatUS Marine Insurance) may offer a temporary endorsement for liability coverage while operating the rental boat – but damage to the rental boat still is not covered. That’s why these “peer-to-peer” boat rental companies often provide additional insurance coverage. However, it’s up to owners – and renters – to read the fine print. For owners, know what happens if your boat is damaged, the claims process, how depreciation may figure in, and, in the event of total loss, how the insurance will value your boat. For renters, ensure you are OK with the level of liability coverage being offered during the rental, know how much you would have to pay if you damage the boat, and whether injuries to both you and your passengers would be covered.
4. TowBoatUS and Vessel Assist towing fleets provide on water towing and assistance service to some peer-to-peer rental services at no additional charge to the renter or owner. For the renter that means simply calling BoatUS’ 24-hour nationwide dispatch (800-391-4869) if there is a breakdown.
5. Renters need to ask about any other costs or fees, including fuel or other charges like pump-outs. They should also clarify with the owner what happens if the boat breaks down and becomes unusable.
6. Boat owners have the full right to say “no” to a renter, starting with an initial phone call. BoatUS member Bob Kellet, who has successfully rented his 30-foot sailboat, says owners are in full control of the process, from pricing to vetting renters. After speaking to a potential renter on the phone, if he’s comfortable, Kellet will meet at his boat for a full run-through. He may even take the renter out for a few minutes to show how everything works.
7. Kellet also suggests having a detailed instruction guide for the boat’s equipment and a step-by-step guide for things like starting the engine. Be sure to include safety gear.
8. Having a walk-through, pre-rental checklist is good for both parties, as is taking a few date-stamped photos showing the condition of the vessel.
9. While there is a certain element of trust, owner and renter reviews tend to weed out bad apples quickly, so be sure to check the renter’s history or the owner’s reviews from past renters. “Reviews are the best indicator of whether there will be a positive rental experience,” says BoatUS Consumer Affairs Director Charles Fort, who adds, “These services may also help those looking to buy a certain boat to try it out, if you will, before they purchase.”
10. One man’s experience: BoatUS Member Kellet said he was apprehensive the first few times he rented his sailboat to a stranger, but after a couple rentals he realized the renters cared about his boat, too, and they were there for the same reason: a love of the water and boating. A couple rentals a month easily pays his Seattle, Washington, area moorage fees. The only downside Kellet reports are scheduling conflicts when he’d like to use the boat himself.
