The "Save the Delta Queen" Newsletter

LEGENDARY DELTA QUEEN PURCHASE FINALIZED

CHATTANOOGA, Tenn. (Feb. 16, 2015) – DQSC, LLC (dba The Delta Queen Steamboat Company) a Delaware limited liability company, Tuesday completed the purchase of the Legendary Steamboat Delta Queen from TAC Cruise, LLC (aka Xanterra Cruise, LLC) a Delaware limited liability company.

The legendary Delta Queen began service as an overnight passenger vessel in 1927, carrying passengers, cargo and automobiles between Sacramento, Calif. and San Francisco, Calif. After a brief period of service in the U.S. Navy during World War II, the vessel was sold as war surplus to Captain Tom Greene, owner of the Greene Line Steamers of Cincinnati, Ohio. From 1946 to 2008, the Delta Queen operated as an overnight cruise vessel along many of the prominent river and waterways running through America’s heartland, including the Mississippi, Ohio, Tennessee, Cumberland and Arkansas Rivers. Later on, the vessel operated as a dockside hotel in Chattanooga, Tenn. from 2009 until 2014.

“My partners and I are thrilled to be taking this critical first step toward the preservation and restoration of this important piece of American and river history,” said Cornel Martin, President and CEO of Delta Queen Steamboat Company. “We look forward to the day when the Delta Queen will once again be able to ply America’s waterways and allow passengers to relive the experiences of Mark Twain and his unique cast of river characters from the decks of a true 1927 steamboat.”

The Delta Queen is listed on the National Register of Historic Places and is classified as a National Historic Landmark. The steamboat has also recently been designated by the National Trust for Historic Preservation as a National Treasure.

“Our goal is to have the Delta Queen return to cruising America’s waterways in 2016 following extensive mechanical and hotel renovations,” said Martin.

For more information, visit the Delta Queen on Facebook.

-------------

Thank you so much for your support so far. There is still a long way to go until the Delta Queen will return to the rivers. But the first important step is done now.

Yours Sincerely,
Franz Neumeier

Mississippi River At Hannibal, Missouri

Crews Repair High Pressure Water Intake........

Tuesday afternoon, crews with the Hannibal Board of Public Works were working to repair a leak in the high pressure raw water intake pipes below Riverview Park.  The leak is dime-sized hole in a line equipped with a valve between the 14 and 20 inch raw water lines.

Hannibal's water treatment plant draws water from the Mississippi River through a 14 inch pipe, dating to 1891, and a 20 inch pipe, which was installed in 1924.  These pipes are scheduled for replacement by two 20 inch ductile iron pipes.

Heath Hall, director of operations at the BPW hopes that these repairs will last until the lines are replaced.  Hall added that the joints in the intake pipes are made with lead, and they all seem to be failing........

Lake Of The Ozarks

Is Amren Liable For Dock Electrocution Drownings?

On July 4, 2012, Brayden and Alexandra Anderson were swimming in the Lake of the Ozarks, when they were electrocuted by the stray electrical current emanating from a nearby dock, causing them to drown.

The wrongful death suit filed by the children's mother claims Amren Missouri is culpable, as the utility charges a fee to the private dock owners.  The suit alleges that Amren is responsible for the inspection and safety of the dock.

Missouri's Recreational Use Act says that organizations that allow public use of their property free of charge are not liable for injuries, as long as the property is not used for commercial reasons.

The Missouri Supreme Court heard arguments on the matter Wednesday........

Volunteers Sought To Help Sample Sturgeon........

Missouri River In Franklin County, Missouri

DNR Progressing On Amren's Water Discharge Permit........

The Missouri Department of Natural Resources has begun to proceed with a new permit that regulates water discharges from Amren Missouri's Labadie coal fired power plant in Franklin County.  For the past 15 years, Amren has operated the largest coal power plant in Missouri with an expired water discharge permit.

Environmental groups have criticized what they called lenient rules, however, the water discharge permit would would place new monitoring requirements around Amren's coal ash pond, as well as in the Missouri River.

Maxine Lipeles, an attorney with the Washington University Interdisciplinary Environmental Clinic, said that the water discharge permits are not intended to be in effect for more than five years.  She added that they are pleased to see that the DNR is revising the permit, and hopeful that this final draft will be finalized........

Mississippi River Journeys

Group Paddling Up Mississippi River....  To The Arctic Ocean....

In early January, six men left the Gulf of Mexico, as they began paddling up the Mississippi River.  The men intend to keep paddling until they reach the Arctic Ocean.

The group paddle their canoes approximately 20 miles per day, while being reminded by those they encounter on the river that they are paddling in the wrong direction.  They expect to complete their journey by late September.

When asked why they are undertaking this journey, the response is that the crew thinks that the trip is something "neat" to do, something that may not have been done before........

Boat Manufacturer

Crestliner Unveils Six New Models........

This year, Crestliner has pulled the wraps off of six new fishing boats.  Cecil Cohn, President of Crestliner said that they are quite pleased to reveal the results of significant research, design, and effort that the company has put into their new models.

The new models include the new 2050 and 2250 Authority series, which are intended to perform in harsh conditions, and big waters, all while epic fish battles are taking place.  They feature a wrap-around console, lockable rod storage, and a 20 gallon live well.

Crestliner also added to their Fish Hawk series with the 1950 Fish Hawk, which features an all-welded hull, a bow casting platform, lockable rod storage, and an optional 57 inch muskie livewell.

Back in January, Crestliner added the 2000 Intruder, a 20 foot fishing boat equipped with locking rod storage, large platforms on the bow and stern, pro fishing seats, and an 80 gallon livewell.

New for 2015 is the VT18 and TC17 models of the high-volume bass and crappie segment.  The wide beam design of these models runs up to the bow, forming raised casting decks at the bow and stern........

BoatUS: Lightning Facts

Analysis of Decade of Lightning Strike Insurance Claims and What It Means

ALEXANDRIA, Va., February 17, 2015 – The odds of getting struck by lightning are about one in a million. But if you own a boat, the odds of it being struck by lightning are significantly higher – about one in a thousand. However, not all boats are created equal when it comes to lightning. A just-released analysis of 10 years of insurance claims by Boat Owners Association of The United States (BoatUS) shows that certain boats are significantly more at risk than others. But which ones? And, what can you do if you’re caught on open water? BoatUS has some answers:

Let’s first state the obvious: While even PWC’s can be hit, it’s a no brainer why monohull sailboats with their tall masts pointing to the sky have significantly more lightning claims than powerboats – 3.8 chances per 1,000 versus a 0.1 chance in 1,000 for bass boats-runabouts-pontoons. The national average for the probability of a boat lightning strike claim for all types of boats and sizes is 0.9 chance per 1,000.

Size matters: It’s also not a stretch to understand why larger boats of all types – which present a larger target to the skies – are struck more often than smaller ones. A boat 40-65 feet in length has 6 chances per 1,000 while boats 16-25 feet have just a 0.2 chance per 1,000. Increasing the height of a sailboat mast from 35 to 45 feet nearly triples the odds of being hit.

Location matters, too: Where boating populations are dense and lightning is common, strike insurance claims are high. Six of the top 10 states in terms of frequency of lightning claims – Florida, Mississippi, Louisiana, Alabama, South Carolina and North Carolina – all lay within the thunderstorm hotspot in the Southeast and midsection of the country. Heading west, the frequency of lightning claims falls to about 1 chance in 10,000 along the Pacific Coast, or about 1/10th the national average.

The effect of two hulls: A multihull sailboat is almost twice as likely to have a lightning claim as a monohull. But this is true only for sailing craft – the frequency of pontoon boat lightning claims is well below average. Why sailing cats get hit more is unclear, although theories include lack of a keel, more wetted surface, larger footprint, the dockage of cats at the outside edges of a marina, and higher average mast height.

What can you do to lessen the chance of a strike on open water? According to the University of Florida’s “Boating Lightning Protection” by William Becker, it’s better to run for protection than remain in the open, so long as you can make it all the way back to shore and take shelter in your car or an enclosed building and are not caught at the shoreline.

If that’s not possible, pull in the fishing lines or wakeboarders early as strikes can occur a mile in front of thunderstorm cloud. Listen to the weather reports and learn to read weather conditions. Lower antennas. In an open boat, stay low, keep arms and legs inside. If there’s an enclosed cabin go below to the center. If your boat has a lightning protection system, avoid touching anything connected to it such as a mast. Turn off any electronics and don’t touch them. That includes avoiding the VHF if possible. If you can, remove it and store down below.

To view the full analysis online, “Striking Lightning Facts”, in the January 2015 issue of BoatUS Seaworthy Magazine, go to BoatUS.com/lightningfacts.

Isla Del Sol Poised For Growth After Causeway Completed........

Over the years, the Isla del Sol has been known by many names, including Atlantis Island, Goat Island, Hawaiian Island, and even Pirate Island.  Now, with the completion of the causeway to the mainland, the Isla del Sol is primed for growth.

Quite a bit of effort went into the construction of the Isla del Sol Causeway; it's construction was one of the largest construction projects in Miller County.  Developer Kevin Brown believes that the causeway may be the largest lake construction project since the dam was completed.

For residents of Isla del Sol the causeway has lowered the everyday costs of getting from the island to the mainland for shopping, and other day-to-day errands.  So far, 45 units are sold at the Isla del Sol condominium complex, and 45 are still available; 17 of which are ready for sale, and 28 may be customized to an individual's tastes........

Corps Drawing Down The Mississippi River Headwaters Reservoirs........

The U.S. Army Corps of Engineers, St. Louis District is getting ready for spring runoff, by continuing the drawdown of the Mississippi River Headwaters reservoirs.

There are six Headwater reservoirs, Leech Lake, Winnibigoshish Lake, Pokegama Lake, Big Sandy Lake, Cross Lake Recreation Area, and Gull Lake Recreation Area.  The reservoirs are operated by the Corps to capitalize on the environmental benefits, and lower the chances of flooding in the area.

The Corps is maintaining a normal drawdown at Big Sandy Lake and Pokegama Lake.  Drawdown operations at these lakes are about 70% complete.  Flow has been reduced at the other four reservoirs due to a lack of snowpack in the region........

Spring Is In The Air....  Corps Sampling Ice On Lake Pepin....

One of the earliest signs of spring in the Upper Midwest is when the U.S. Army Corps of Engineers, St. Paul District is taking the annual Lake Pepin ice measurement for this year.  Workers will take the measurements of February 18.

The reason that the Corps takes ice measurements from Lake Pepin each year, is to be able to predict the navigational outlook for the Upper Mississippi River.  Lake Pepin is located between Red Wing, Minnesota, and Wabasha, Wisconsin, and is the perfect location to take the measurements, as it is the last portion of the navigation channel where ice breaks up on account of slower river currents.

A survey crew out of the Corps' Fountain City Service Base will use an air boat and a GPS to mark the exact location of each measurement.  The will then measure the thickness of the ice, as well as the general condition of the ice.  The river navigation industry uses this information to determine when it will likely be safe to break through the ice, and begin the 2015 river shipping season........

Civil Works Projects Put Americans To Work........

Lieutenant General Thomas P. Bostick, commander of the Army Corps of Engineers recently testified before the House Appropriations Committee, subcommittee on energy and water, about the fiscal year 2016 civil works budget.  He advised the legislators that money appropriated for civil works projects puts Americans. to work.

Bostick advised the subcommittee members that for each billion dollars spent on civil works projects, 10,000 full time jobs are created, and another 10,000 jobs are created that are circuitously related to civil works spending.  Bostick added that the Corps work on maintaining waterways keeps Americans working, and boosts economic activity.

Citing the Mississippi River, Bostick stated that many jobs and businesses are dependent upon efficient dredging efforts along the river.  He added that dredging in the Mississippi River allows barge traffic to effectively move cargo, benefitting people and businesses........

Missouri River Near Maryland Heights, Missouri

Floodplain Development An Open House Topic........

Wednesday, more than 200 residents of Maryland Heights accepted an invitation to attend an open house and discuss updates to the city's comprehensive plan.  One of the plans being considered is the is the construction of about 1,000 homes neighboring Creve Coeur Park.

The area being considered for development is the once uninhabitable floodplain between the park and the Missouri River called Howard Bend.  The land, now protected by a 500 year levee, would potentially lure employees of Maryland Heights' businesses into relocating.

Some Maryland Heights residents are concerned about developing Howard Bend, which could bring about major road upgrades, increased traffic, and a higher risk of flooding........

River History....

16 February 1854 in River History

Competition between the boat lines brought about the beginning of racing by the captains. The first boat to come into port was given first chance to unload and to be the first to get away to pick up freight at the next stop. This made it necessary to build faster boats.

Houses were built with lookouts on top making it possible for the people to watch the racing steamers coming into dock. The boats were loaded with freight and crowded with passengers who felt lucky to be aboard during the race.

The townspeople came to the riverfront and cheered as the speeding boats entered the Alton port. The prize was a set of gold covered antlers, which were placed in the pilot house until some other boat defeated the champion.

The boat racing continued until a tragic accident happened. On February 16, 1854, the steamer "Kate Kearney" blew up as she was pulling away from the crowded wharf at St . Louis. Fifty people were killed and twenty-five were badly injured. Some of the passengers and crew were blown into the river and lost. Newspaper criticism of the races and government action brought an end to the reckless races on the Mississippi

U.S. Army Corps Of Engineers

Corps:  Asian Carp Not Pushing Toward Lake Michigan........

Last week, Lt. General Thomas P. Bostick, commanding general of the U.S. Army Corps of Engineers, told Congress that Asian carp from the Mississippi River are not strongly pushing toward Lake Michigan, and the Corps doesn't know why.

Bostick spoke before the U.S. House Appropriations Subcommittee on Energy and Water Development, and advised them that the advance of the carp had stalled downstream from the electric barrier constructed in 2002 in the Chicago Sanitary and Ship Canal.

Bostick says that the adult carp presence remains approximately 55 miles from Lake Michigan.  The carp's spawning area is 62 miles away from Lake Michigan.  The established population of Asian carp is 143 miles from the lake........

The Great Lakes

Asian Carp Fighting Budget Reduced........

The President's proposed budget does include several millions of dollars intended to protect the Great Lakes from the onslaught Asian carp.  There is funding in place to complete a third electric barrier near Chicago, as well as keep tabs on the spread of the invasive species.

It has been over a year since the release of an extensive report on alternative, and possibly more effective methods of ensuring that Asian carp in the Mississippi River Basin do not make it to the Great Lakes, and environmentalists are concerned that there is little funding is aimed at these proposals.

The lack of funding raises doubts that the U.S. government is willing to make a financial commitment for the long and short term alternatives listed in last year's Great Lakes and Mississippi River Interbasin Study.  If these alternatives were funded they could better fight the threat to aquatic wildlife in the region.

Tim Eder, the executive director of the Great Lakes Commission says that he believes that there is a a big gap in the budget for fighting Asian carp.  Eder added that it is completely inadequate........

Mississippi River Delta

NASA:  Delta Losing Football Field Each Week........

The Mississippi River's delta plain is disappearing at a rate of a football field per week.  This means that over the past 80 years, some 2,000 square miles of delta land have disappeared into the Gulf of Mexico.

While the land lost is spread out over the 200 mile wide coastal plain of Louisiana, the Atchafalaya Bay seems to be the exception.  There is new land forming at the mouths of the Atchafalaya River, and the Wax Lake Outlet, which is an artificial channel that diverts a portion of the river's flow to the bay about 10 miles west of the main river.

Both of these deltas are being built by Atchafalaya River's sediment.  The Atchafalaya River is a distributary of the Mississippi River, and if the Mississippi River was left to it's own devices, it would eventually take over the Atchafalaya.  The Old River Control Structure was built by the U.S. Army Corps of Engineers in the 1960s to keep the Mississippi River flowing past Baton Rouge and New Orleans........
