     Alton Ski Club Seeking Members........

The Alton Ski Club is letting prospective members know that as soon as the weather gets warmer, they need to get ready to join up.  The club was founded back in 1955, and right now, a small core group of skiers is keeping the club alive.

The club has a beach and a ski jump ramp they use on the Mississippi River, adjacent to The Great River Road near Clifton Terrace.  They are hoping that the river cooperates this year, so more people can enjoy waterskiing.

Todd Thompson, Alton Water Ski Club's Vice President, says that anyone is welcome to join.  The club has a mouse race fundraiser coming up on March 14, at the Alton VFW........

    Riverfront Stadium Proposal Making Progress........

On Tuesday, Missouri Governor Jay Nixon will be announcing that St. Louis officials have made deals with Amren Missouri and the Terminal Railroad Association with regard to the properties that the two entities own within the proposed riverfront stadium's footprint.

Monday, Mike McCarthy, President of the Railroad Association stated that the association now possesses a nonbinding letter of intent to relocate the rail line that bifurcates the proposed stadium location.  The plan for the rail line would involve gently curving the line westward, and constructing a pedestrian bridge over the track.

Amren Missouri has power lines and a substation occupying a city block located on the riverfront stadium's proposed site, however, a spokesman for Amren declined to comment........

US Army Corps of Engineers

Mother Nature allows for start early to winter lock maintenance

February 4, 2015

Following a historically late start to the navigation season in 2014, Mother Nature once again showed who's in charge, giving the region a shot of cold air and shutting down navigation earlier than anticipated. This worked in favor of the district's maintenance and repair section, based out of the Fountain City, Wisconsin, service base.

Every winter, the St. Paul District takes advantage of the iced-over river to shut down a lock completely and dewater the lock chamber to perform a laundry list of maintenance items. The lock in the spotlight this winter is Lock and Dam 5A, located on the Wisconsin side of the Mississippi River, two miles upstream of Winona, Minnesota. While this year's list of maintenance items is similar to previous years, consisting of repairs to concrete, miter gates and machinery, Lock and Dam 5A does present different challenges.

Unlike most lock and dam facilities, the lock chamber and lock house at Lock and Dam 5A are physically located on an island in the river. While all the heavy equipment needed to perform the work is barged onsite prior to the river freezing, extra logistic details had to be taken into consideration.

Bob Edstrom, project manager for the maintenance, said one such exception that needed to be addressed for this project is how to get wet concrete across the river to the lock chamber. The solution was to load a truck onto a barge immediately downstream of the dam where the river rarely freezes due to the constant movement of water created by the spillway. The truck and barge would then be moved across the river to the lock chamber where the cement would be offloaded. He added the facility also has a crane on tracks situated atop the dam that can be used to move materials from the landside to the lock chamber.

Another logistic concern was safety and responding to an emergency.

"While safety of our crews and the public is always a top priority, one thing we did differently in preparation for this winter's maintenance is orientate first responders who may be called out in an emergency," described Mark Beseler, lockmaster for Lock and Dam 5A. "They can't drive right up the lock house or chamber like they can at other facilities."

Beseler also stated that there is a helipad located adjacent to the lock house that was recently upgraded to improve safety and security.

A pleasant change to the project this year has been the milder weather, at least initially. Despite the early cold snap that closed the river to navigation and allowed maintenance crews to start early, the weather has been working in the district's favor. "Our guys are used to working in the extreme cold while doing our winter maintenance projects," stated Scott Uhl, maintenance and repair section supervisor. "This year's milder temperatures have been a pleasant change."

Uhl added that working on the Mississippi River in the winter is still cold.

New Hearing Ordered On Coal Ash Lawsuit........

For several years, Amren Missouri has been planning to place a coal ash landfill in the Missouri River floodplain in Franklin County, Missouri.  Recently, the Missouri Supreme Court sent a challenge from an environmental group back to the Franklin County Circuit Court for another hearing.

The Labadie Environmental Organization challenged Franklin County's zoning laws that let Amren construct a coal ash landfill adjacent to the Labadie Power Plant.  The group argued that the zoning laws were invalid, because a public hearing was not held by the Franklin County Commission.

The Missouri Supreme Court's decision is keeping alive the years of legal battles threatening to stop Amren from constructing the coal ash landfill in the Missouri River floodplain.  Amren won an important permit last month, and they plan to move forward despite the new hearings........

Coast Guard Unveils Revised Boating Safety Website........

The U.S. Coast Guard' Office of the Auxiliary and Boating Safety recently launched their revised boating safety website, which allows for easier site navigation, so that recreational boaters can readily locate the information they seek.

Captain F. Thomas Boross, chief of the Office of the Auxiliary and Boating Safety at U.S. Coast Guard Headquarters, said that the redesigned website has a fresh look that is aligned with their strategic partner's view of what is important to the recreational boating public.

The redesign of uscgboating.org is the first improvement to the website in over five years.  The new site affords users a more efficient path to the information or content they are looking for, with the bare minimum amount of clicks or keystrokes........

Meramec River Near Pacific, Missouri

What To Do About The Old Bend Bridge........

For quite some time, there has been discussions about the need for a new Bend Road Bridge over the Meramec River.  A question has come up, however, of what to do with the old bridge when the new span is completed.

The Franklin County Commission had wanted to demolish the bridge, however, a group of citizens would like the span to be designated as a historic structure.  The Magi Foundation of Pacific would like to preserve the bridge as a portion of a hiking and biking trail.

Franklin County advised Senator Claire McCaskill that granting a historic designation to the span would cause the county to have concerns over liability, especially is the bridge were to become a party venue........

  Mississippi River History

Lincoln's Epic Legal Battle....  Over A Bridge....

On May 6, 1856, a steamboat named the Effie Afton collided with the Rock Island Bridge, which was the first rail bridge over the Mississippi River.  Luckily, there were no fatalities, however, the Effie Afton was destroyed, and the bridge suffered heavy damage.

The Effie Afton's owner significant financial losses from the collision, and they sued to recover their losses, in addition to having the bridge torn down.  The 1857 trial, "Hurd et al. v. The Railroad Bridge Company" required lawyer Abraham Lincoln and the defense to convince the court that the span was not a obstruction to steamboat navigation.

The defense worked toward making a case that the railroad bridge was not an obstruction, but it's intrinsic value to society should override concerns about steamboat damage.  Lincoln reinforced that point, citing a similar bridge, and noting it's impact on the surrounding communities could not be ignored........

Bill:

Was up at the river today and stopped by Little Johns Marine Service. He was just finishing up repairing the dredge pump from Grafton Harbor. It's a lot bigger than the one that was in my fire truck. Here's a pic of Little John next to the 2500 pound pump. We see the dredges working the harbors but rarely get to see the inner workings. Good caption for this pic would be "This Sucks, yeah, well it's supposed to!"

The second pic is of the new "A" docks at Yacht Club of St. Louis. All the slips flotation and walkway frameworks are in. Decking is next followed by the uprights and roofs. Andy expects completion in about a month. Gonna look much nicer.

Mississippi River Near Granite City, Illinois

Demolition Work On Bridge Continuing Soon........

In about a week and a half, the Illinois Department of Transportation will resume demolition of the old Chain of Rocks Canal Bridge.

Barry Gibbs, IDOT's Supervising Field Engineer, says that both lanes of I-270 in Granite City will be shut down for approximately two hours, beginning at 10 am, on Tuesday, February 17 so that the demolition work can continue.

Gibbs added that there was some limited damage to the new span earlier this week when the second demolition went wrong.  A portion of the steel truss struck the outer concrete wall, however, no structural damage occurred........

Missouri River Basin Ready For Spring Runoff........

On Friday, the U.S. Army Corps of Engineers announced that last year's previously stored floodwaters are out of the reservoir system, so they are ready for the upcoming runoff season.

Jody Farhat, chief of the Missouri River Basin Water Management Division, says that the full flood control zone capacity of the reservoir system is available for the 2015 season.

Farhat stated that the remainder of the 2014 flood water was evacuated back in early January, when the combined storage in the reservoirs dropped below 56.1 million acre feet, the bottom of the flood control zone........

NMMA:  Solid Sales Gains In 2014........

According to the National Marine Manufacturers Association, the U.S. recreational boating industry saw an increase of 7 to 8 percent in new powerboat sales during 2014, and 2015 should see additional growth of 5 percent.

During 2014, retail expenditures were expected to increase by as much as 5%, which would be more than 2007, one of the healthiest years for the boating industry prior to the great recession.  Total expenditures encompass retail spending on boats, marine engines and accessories, and services.

While the sales of large cruising vessels saw a slight increase, the strongest increase in sales came from new ski and wakeboard boats, aluminum fishing boats, fiberglass runabouts, personal watercraft, and pontoon boats.........

Grafton Mulling Over Live Music Rules........

The Mayor of Grafton, Tom Thompson, is putting to rest rumors that live music in Grafton may be a thing of the past.  Apparently, there had been some talk that amplified music played outdoors would face severe restrictions, or be banned altogether.

Mayor Thompson reports that this is not the case.

Reportedly, last summer, one business received several noise complaints.  Thompson says that there has been some debate on placing a 10 pm curfew on live music, and says that option will be discussed before spring........

"Dago" and Ginny lived on their boat "Winstar" at Woodland Marina. Denny was a long time member of Con Trios Yacht Club and was often seen serving Champagne at various events. Many of his boating friends remember the gracious hospitality Dago served up on his many boats. Mr. Ocello owned Ocello Tool & Die in Fenton MO where the street it was on is named after him, "Ocello Drive". There will be a memorial for Mr. Ocello at a later time on his beloved river.

    Arch Grounds Landscaping Starting Soon........

In March, workers will begin the enormous task of landscaping the Gateway Arch Grounds.  The job will begin with the planting of some of the new plants and trees.  The work is going to take several months, as 170,000 flowers, shrubs and trees will be planted.

Landesign, of Moscow Mills was awarded the job of planting the plants.  Laura Rogers, with Landesign, says that the Gateway Arch Grounds project is one of the largest landscape projects to come through St. Louis.  Landesign employee Nicholas Krekler says that the Arch Grounds project defines all of their careers as one of the largest landscaping projects in the country.

For several years, Landesign has been purchasing plants in preparation for the Arch Grounds Project.  800 Sycamore trees will be replacing the Ash trees that are being killed off by insects.  Rogers stated that they had to look to New Jersey to find the correct trees, as it is difficult to find 800 trees that match........

Ethanol From Derailed Rail Cars Leaking Into The River........

On Thursday, officials with Canadian Pacific said that it was not clear how much ethanol spilled into the Mississippi River following a derailment of a train on Wednesday.  CP officials stated that they were working on monitor the impact to the environment, and off-load fuel from the train.

The train derailed Wednesday morning in a steep, remote location along the river, approximately 10 miles north of Dubuque.  CP says that 14 of the cars were carrying ethanol, and eight appear to be leaking.

CP spokesman Andy Cummings said that they have confirmed that some ethanol has reached the river, but they cannot estimate how much made it into the water.  Water samples have been taken along a 10 mile stretch of the river, some samples will be taken upstream as well........

   Sad News

      Dennis "Dago" Ocello

Dennis "Dago" Ocello, 76, beloved husband of Ginny, passed away on Wednesday February 4th after suffering multiple heart attacks while hospitalized.

Thanks to Little John for the information and Greg Sadowski for the photo.

Mississippi River Near South Roxana, Illinois

Crews Battle Barge Blaze, Oil Leaked Into The River........

A bit before noon on Thursday, the South Roxana Fire Department was called out to the Mississippi River to fight a fire aboard a barge.  South Roxana Fire Chief Todd Werner said that the fire began when workers were taking apart an out-of-service barge for scrap.

Werner said that the engine that was still in the barge was leaking oil, and the barge workers placed absorbent pads around the engine to soak up the oil.  When the crew was cutting up the barge, their torches ignited the absorbent pads.

Werner added that the leaking oil was not an environmental concern, as the barge had already been surrounded with floating absorbent and containment booms.  He says that the U.S. Coast Guard had been alerted to the incident as well.

Apparently, the biggest problem firefighters faced was access to the fire.  Alton's Marine 1 fire boat was called out to help battle the blaze, however, she was iced in, thanks to the freezing temperatures.  The Madison fire boat was iced in as well.  Crews had to put out the fire from the riverbank........

Authorities Still Trying To ID Woman Pulled From The River........

Back in September of 2013, the authorities pulled the body of a young woman from the Mississippi River, south of Hannibal, Missouri.  A fisherman found her hung up in some rocks along the river bank. Investigators are still unaware of who she is, or how she died.

Named Jane Doe, the woman is believed to be in her 30s, and had black or dark brown hair.  She was around five foot, three inches tall, and weighed 135 pounds.  It is thought that she was Hispanic.

Jimmy Shinn, the Sherriff of Marion County said that this case is particularly frustrating, as officials have no idea who she is, nor who killed her.  Shinn added that investigators are trying to determine whether the body floated there, was dumped there, and where exactly the body came from........
