New Illinois Boating Laws Take Effect

Effective January 1, 2015, three pieces of Illinois legislature effecting boaters will go into law. The bills were signed by Governor Pat Quinn in July 2014-and go into full effect at midnight New Year's Eve.

  • Illinois Senate Bill 3434 Operating Under the Influence (OUI): The bill allows for the seizure of a watercraft used in the commission of certain offenses related to operating under the influence. The new rules bring penalties for boating under the influence more in line with those for operating a motor vehicle while impaired by drugs or alcohol.

  • Illinois Senate Bill 3433 Mandatory Boater's Education: The Bill requires all persons born after Jan. 1, 1998 to take and pass a boating safety course validated by the Illinois Department of Natural Resources and hold a valid boating safety certificate before they can operate a motorboat with an engine over 10 horsepower.

  • Illinois Senate Bill 2731 New Skier Tow Rules: The Bill mandates that the operator of any watercraft that is towing a person, such as a water skier or tuber, must display a bright orange flag measuring not less than 12 inches per side. The flag must be displayed from the time the person to be towed leaves the boat until that person returns to the boat at the conclusion of the activity.

New Amphitheater Planned For Confluence Tower........

The Lewis and Clark Confluence Tower had hosted numerous special events over the past several years, and they will soon have an amphitheater, which will allow the tower to host musical acts.

Plans are for a modestly sized amphitheater, capable of seating approximately 300 people.  Deanna Barnes, Hartford's Projects Manager said that the amphitheater will complete the vision of the Confluence Tower's planners.

Bids for the construction of the amphitheater will be sought in January........

Weight Restriction Lifted On Beardstown Bridge........

On Tuesday, the Illinois Department of Transportation announced that the weight restrictions on the Illinois River Bridge at Beardstown has been lifted.

The weight on the span had been limited to 15 tons.  Now, vehicles carrying any legal load may cross the bridge.

The Illinois Department of Transportation says that the load limit was lifted as a result of recent repairs being made on the bridge.  IDOT will be continuing repairs, and weight restrictions may be imposed again........

Despite Deficits, Alton Happy With Concerts........

2014 was the first year the City of Alton used a St. Louis promoter for rounding up national acts for their concert series at the Liberty Bank Alton Amphitheater.  Even though the three city-sponsored concerts did not break even, Alton officials are pleased nonetheless.

Dan Herkert, chief of staff for the mayor's office, and City Council liaison said that given the short period of time to gather a group of national acts, they could not be happier with the results.

Despite deficit revenues, Alton is not left in the red because of the concerts.  The most recent City Treasurer's report says that the Amphitheater Concert Series Account is carrying a balance of $150,382 as of the end of November.  No taxpayer funds are used to fund the concerts........

Boating Safety

    Tips For Safe Winter Boating........

When hitting the water during the wintertime, boaters and fishermen will obviously need to wear garments that will keep them warm, but they will also need to have on a life jacket as well.

The cold weather life jackets available do not resemble the life vests commonly seen in warmer weather.  Instead, they resemble winter coats, and contain floatation devices.

Under Illinois state laws, children under the age of 13 are required to wear a life jacket when getting on a boat.  Experts recommend that no matter your age, you should wear your life jacket at all times on the water........

Vintage Vessels Near Cape May, New Jersey

Group Restoring Rare Coast Guard Boat........

Recently, the Cape May Maritime Museum acquired a rare U.S. Coast Guard boat that was discovered nestled in the corner of a Navy warehouse in Virginia.

The 36 foot Coast Guard Motor Life Boat was constructed by the Coast Guard's Curtis Bay Shipyard near Baltimore, Maryland in 1952.  The vessel was one of the first boats designed to roll over, and keep going.

The Cape May Maritime Museum acquired the CG36538 with the help of a retired naval officer and a Coast Guard historian.  Out of 127 constructed, there are only two of these boats left on the East Coast, and perhaps only seven or eight left in the nation........

Shipping Industry Applauds Phase-Out Of Single Hull Barges........

On Tuesday, the American Waterways Operators praised the January 1, 2015 phase-out of the single hull tank barges.  The organization, which is the trade association for the barge, towboat and tugboat industry, says that the phase-out has produced sizable environmental benefits.

The Oil Pollution Act of 1990 requires vessels transporting bulk oil along the inland waterways of the United States must be equipped with a double hull meeting U.S. Coast Guard specifications.

Thomas A. Allegretti, President and CEO of the AWO says that since the enactment of the Oil Pollution Act of 1990, oil spills form oil tanker barges have decreased by 99.6%........

Boat Propulsion Manufacturer

Prediction:  New Mercury Engines Could Increase Boating........

Recently, Brett Manire, co-owner of Performance Center at the Lake of the Ozarks, predicted that if Mercury Marine introduces some new mid-range engines, there would be more boaters likely to buy boats.

Manire said that over the past several years, Mercury changed the game with the introduction of the 1100s and the 1350s, as they have revolutionized the market with their reliability and ease of use.

Manire added that insurance companies have picked up on the huge amounts of power available in boats, leading to higher insurance premiums.  He believes that new mid-range performance engines will lure in buyers, with the ability to go fast, at a much cheaper price tag........

Boat Gear Manufacturer

Dr. Shrink's Wrap Used For Navy Ship Resto........

The USS Constellation is currently undergoing a $2 million hull restoration.  The 160 year old vessel is dry-docked in the U.S. Coast Guard yard in Baltimore, Maryland.

In order for workers to perform the necessary repairs to the 205 foot long vessel, a special structure needed to be built in the dry-dock.  Shrink wrap manufacturer, Dr. Shrink said that their products were used to construct the enclosure.

Crews had to enclose the USS Constellation from the middle of the vessel, all the way around the hull.  The idea is to be able to control the temperature of the area being restored........

Mississippi River Near St. Paul, Minnesota

Mississippi River Water Could Augment Water Supply........

On Monday, the Metropolitan Council released a report that suggests that water taken from the Mississippi River could augment the water supply in the Twin Cities region.

The report examined ways to reduce the burden on the groundwater pulled from the Prairie du Chien-Jordan aquifer, which supplies the majority of the drinking water for the Minneapolis-St. Paul Metro area.

In addition to drawing water from the Mississippi River, developing more groundwater sources would be another solution.  Water supply planning manager for the Metropolitan Council, Ali Elhassen said that there is no clear remedy laid out in the report, and the solution will likely be a combination of river and groundwater sources, in addition to conservation and the reuse of stormwater........

Alton Audubon Eagle Ice Festival Is Coming Up........

Since winter is in the air around the Riverbend, so are the bald eagles.  This means that the Alton Regional Convention and Visitors Bureau will be teaming up with the Audubon Center at the Riverlands in order to present the Alton Audubon Eagle Ice Festival.

On Saturday, January 3, from 10 am to 2 pm, the public is invited out to the Alton Visitors Center in downtown Alton to help start the eagle watching season.  The Visitor Center's parking lot will be jam packed with ice sculptures, games and eagle facts.

There will be shuttles between the Visitors Center and the Audubon Center at the Riverlands in West Alton for more eagle revelry.  The event is free, however, there will be a $5 charge for the shuttle round........

Lower Mississippi River

Shipping Industry Wants Increased Involvement In Coastal Restoration........

Businesses that rely upon the lower Mississippi River remaining navigable typically have found their input on coastal restoration projects largely ignored, despite the economic importance to the state and nation.

In the past few years, however, the relationship between the companies and coastal restoration project planners has improved.  Now, navigation companies are interested in getting more involved in the coastal restoration projects.

Back in 2011, the Big River Coalition was formed to get more funding for river dredging added to the U.S. Army Corps of Engineers' budget, as well as getting the Harbor Maintenance Trust Fund dedicated to dredging.  The coalition also represents the Mississippi River navigation industry in coastal restoration issues........

Hollywood Boats

Miami Vice:  Crockett's Go Fast Boats........

During the run of the Miami Vice television series, there were a few different go fast boats used.  During the first season, the featured boat was the Chris-Craft Stinger 390x.

While filming the show's pilot episode, Crockett's Stinger was a 1984 Stinger 390 with side by side bolsters, and she had the model name printed along the sides.  She was not equipped with a radar arch, as clearance was an issue under a very low bridge.

For the rest of season one, the boat was a slightly updated Stinger 390x that featured a revised paint scheme, and no name along the flanks.  She also had separate bolsters, although a third bolster was added for a race scene in the episode titled The Great McCarthy.

For season 2, and the remainder of the Miami Vice series, Crockett cruised in a Wellcraft SCARAB 38' KV.  The reason for the change is that the producers of the series wanted a sportier, more racy look and feel.

Originally, Chris-Craft was to provide the replacement vessels, but they pushed Universal Studios to purchase the boats instead of leasing them, as they did during season 1.  The studio balked, and switched to the Wellcraft SCARABs.

There were four different versions of the Wellcraft SCARAB 38' KV used during the remainder of the series run, and the majority of the differences were not noticeable while watching the show.  The big difference was during season four, as the boat had a silver hull below the waterline, (as opposed to white), and the addition of a pair of searchlights on the arch. The fourth boat was seen only briefly, and she was not equipped with an arch.

Wellcraft did build and sell copies of the boat used on the show, the SCARAB 38'KV Miami Vice Edition.  There were only 100 produced, however, the the unique color scheme could be ordered on other Wellcraft boats........

The Mayflower II

Restoration Work Has Begun On The Mayflower II........

Recently, the shipwrights at the Henry B. duPont Preservation shipyard at Mystic Seaport began restoration work on the Mayflower II, which is a replica of the vessel that brought Pilgrims to America in 1620.

The Mayflower II was originally constructed in Brixham, England, and was the vision of Englishman Warwick Charlton.  Charlton wanted to strengthen the bonds between America and England.  Sarah Macdonald of the Plimoth Plantation said that the vessel tells not only the story of the Pilgrims, but also the story of Anglo-American relations following World War II.

Talk of restoration work on the Mayflower II began in 2013.  Last week saw the rigging removed from the vessel, and she was hauled out of the water last Tuesday.  The 70 tons of stones and iron ballast will be removed from the hull, allowing for the inspection of the ship's bottom as well as the framing.  Much of the restoration work will involve the replacement of framing and planking........

Missouri River At Washington, Missouri

Riverfront Trail Will Not Be Kept Open During Bridge Construction........

This week, Missouri Department of  Transportation engineer Judy Wagner said that it will not be possible to keep portions of the Rotary Riverfront Trail during the construction of a new bridge over the Missouri River at Washington, Missouri.

Wagner added that during the construction process, sizable staging areas are going to be needed on both sides of the river.  She said that keeping portions of the trail open really is not feasible.  The project is set for 2016 - 2018.

In the coming weeks, the city of Washington and officials with the Missouri Department of Conservation will start discussing issues with the construction staging areas, as well as how the trails will be rebuilt after the bridge is completed........

Small Floating Cabin Featured In Magazine........

Last Summer, Maine Home+Design Magazine featured a floating cabin named the Chateau Bathtub and the Redneck Yacht Club.  It took a decade to construct, and was completed just in time for the owner's wedding night.

The floating home was built by hand by the owners, Foy and Louisa Brown.  The family business, J.O. Brown and Sons Shipyard has been designing and constructing wooden vessels for five generations.

Originally, the Browns intended to rent out the cabin to earn a few extra bucks, but they decided that it was too good to share.   They now use the floating cabin seasonally........

    National Eagle Center Is Expanding........

Over the past 25 years, many people have headed down to the Mississippi River at Wabasha, Minnesota to watch eagles, and their remarkable recovery.

The National Eagle Center, located on the banks of the Mississippi River, not only informs visitors about the recovery of the eagle population, but they also work to ensure the trend continues.  Between 1968 and 1972, there was only one nesting pair of eagles recorded in the Mississippi River corridor between Wabasha and Rock Island, Illinois.  Now, there are at least 313 nesting pairs.

Last month, the National Eagle Center held a successful fundraiser in order to fund expanding the eagle training space.  The Center is working on converting a nearby storefront to suit their needs........

Mississippi And Illinois Rivers

    Lock And Dam Upgrades Needed........

The network of locks and dams along the Illinois and Upper Mississippi Rivers are decaying and in need of serious attention.

Tom O'Hara, with design/construction/infrastructure consultant CH2M Hill rhetorically asks "Why the urgency?  Why the need to discuss this within the next year?".  Answering his own questions, he says that there are increasing risks of failure due to the aging infrastructure, and the lack of funding to address these issues.

O'Hara, former commander of the U.S. Army Corps of Engineers, St. Louis District, addressed a panel of Illinois Senators, saying the lock and dam network supports nearly 50,000 jobs and $6.4 billion in annual revenues........

SpaceX Attempting To Land A Rocket....  On A Barge....

Next month, SpaceX will be attempting a rather difficult landing, involving a rocket base and a barge.  The company will try to land a rocket base onto a barge floating in the ocean.

Typically, multi-stage rockets use up their fuel, and jettison each section.  SpaceX would like to keep the rocket base in good shape, so they intend to land the 14 story tall section, called Falcon 9, standing upright on a floating barge.

SpaceX says that stabilizing the rocket is going to be a challenge, and it's target for landing is only 10 meters wide.  Estimates are a 50% chance of success.  If the landing fails, they will try again.  Takeoff of the Falcon 9 is scheduled for January 6 or 7.......

Give Fish The Gift Of Christmas Trees........

Many people wonder what to do with their live Christmas tree after all of the presents have been opened, and the lights and decorations have been put away.  The Missouri Department of Conservation has an answer:  Give it to the fishes.

Christopher Kennedy, a Fisheries Regional Supervisor for the Missouri Department of Conservation says that the best thing to do with a discarded live Christmas tree is to recycle it, placing it on the floor of a lake or pond.

The Christmas trees provide pond and lake fish with brush and aquatic vegetation.  They also provide fish with with places to rest, shade and cover for hiding from predators........

Environmentalists Disappointed In New Federal Coal Ash Regulations........

On Friday, the U.S. Environmental Protection Agency finalized a rule that places coal ash, the byproducts of coal-fired power plants, under federal regulation.

However, the new rule did not classify coal ash as hazardous waste.  This means that the federal government is not going to be responsible for enforcing the coal ash disposal restrictions.

Andy Knott, with the Missouri Sierra Club, says that lack of federal enforcement may place the health of the public at risk, because Missouri is "a state where often the utility companies and state agencies that should be monitoring them enjoy a cozy relationship."........

Mississippi River Journeys

Vet Hikes Appalachian Trail, Paddles The Mississippi River........

Jared McCallum returned home from Iraq after serving two tours as a helicopter crew chief and door gunner in the Baghdad region.  After returning home, he began to study horticulture at the University of Tennessee.  A chance encounter with some hikers planted the seed of hiking the Appalachian Trail in his mind.

McCallum eventually ran out of tuition money, left college, and spent a year and a half in Afghanistan working as a civilian security consultant, eventually earning enough money to take some time off.

He returned to the States, and with very little preparation, began hiking the Appalachian Trail.  On April 1, he departed from Springer Mountain, Georgia, and wrapped up the 2,180 mile when he arrived at Mount Katahdin in Maine on August 19.

While McCallum traveled, he encountered many good, helpful people along the way.  He found himself learning empathy and generosity.  He also found he still had the itch to explore, so he got a Redbone coonhound, purchased a canoe and began paddling down the Mississippi River on September 1.

McCallum found that the river was quite a challenge, however, the solitude found on the river was quite disorienting.........

Railroad Settlement Mitigates Environmental Damage From Derailment........

Recently, Canadian Pacific, parent company of Dakota Minnesota and Eastern Railroad, agreed to pay $625,000 for damages done to the environment during a derailment of four diesel locomotives, which plunged into the Mississippi River.

On July 9, 2008, a boulder, loosened by heavy rainfall, damaged train tracks approximately 2 miles from Guttenberg, Iowa.  Four diesel locomotives derailed, and toppled into the Mississippi River.  The locomotives leaked approximately 4,400 gallons of diesel fuel into the river.

The consent decree settlement comes after long, drawn out negotiations between the Canadian Pacific Railroad, and the Iowa Department of Natural Resources and the U.S. Fish and Wildlife Service.  The settlement is for restitution only, and will not cover any fines or penalties.   A portion of the settlement is earmarked for preventing future accidents........

According to the tribal investigators, Montclair had driven the truck on the ice three quarters of a mile before it fell through.  He and three other juveniles were able to swim to shore, however, the girl never resurfaced.  She has yet to be found........
