    Senate Committees Discuss River Traffic........

Two Senate Committees recently met jointly to hear comments on the lock and dam system, in light of the new federal Water Resources Reform and Development Act.

During the meeting, an environmentalist suggested that the value of inland waterways has been overstated.  Elliot Brinkman, water resources specialist with the Prairie Rivers Network says that traffic along the inland waterways is roughly half of what was estimated in 2010.

The issue all parties attending the meeting could agree on is the fact the the lock and dam system that was originally intended to last for 50 years, in now in fact eighty years old........

News Release From BoatUS

Help Save a Child's Life - Become a Life Jacket Loaner Site
Deadline to Apply is March 1st Largest, Longest Running Nationwide Loaner Program

ANNAPOLIS, Md., December 8, 2014 – Waterfront businesses, local organizations or government agencies can help themselves, and at the same time, also possibly help save a child’s life. All they have to do is join the nation’s largest Kids’ Life Jacket Loaner Program offered by the non-profit BoatUS Foundation for Boating Safety and Clean Water. By becoming one of the Foundation’s new no-cost loaner site locations available for 2015, a local business or group can have positive interaction with the boating public when a jacket is needed for the day or weekend. However, loaner site applications will only be accepted at www.BoatUS.org/life-jacket-loaner until March 1, 2015.

There is no cost to set up a loaner site and it’s easy to do. “We are looking for hands-on sites that will sign out the life jackets to boaters to help us track their usage,” said BoatUS Foundation Outreach Manager Alanna Keating. “This will help us make sure there are jackets always on hand.” Since the program began in 1997, the Foundation has learned that staffed sites have a higher rate of return for borrowed life jackets, which provide a better community service and continuing opportunities to discuss proper fit. Today, the Foundation supports over 550 sites nationwide that can be found at BoatUS.org/life-jacket-loaner/usamap.asp.

“We look to build an ongoing relationship with our sites and periodically ask them to check in with us to tell us how it’s going.” added Keating. “For borrowers, there is no cost. We know kids grow fast, and sometimes boaters need a correctly-sized jacket for a younger guest.”

Three children’s lives have been saved by wearing a borrowed BoatUS Foundation loaner life jacket and it has likely helped many others -- each year, jackets are loaned out over 140,000 times. “So, in addition to doing good work for the community, this gives groups or businesses that manage loaner sites a little additional foot traffic,” said Keating.

The most qualified applicants -- based on geographical needs as well as their ability to manage the program -- will be selected and notified in spring 2015. They will receive a “life jacket loaner kit” of 12 life jackets in various sizes from infant to adult, a protective container to keep them clean and dry, loaner program signage to display, promotional materials and easy-to-use sign-out sheets to track usage.

Morgantown lock dewatering reveals severe damage

What lies beneath the water in the U.S. Army Corps of Engineers Pittsburgh District's aging navigation locks is sometimes difficult to fathom.

The $2.8-million maintenance dewatering of Morgantown Lock and Dam on the Monongahela River, Oct. 17 - Nov. 19, revealed unexpected deterioration that lengthened the repair schedule and complicated the work needed to fix critical components. But, skilled technicians and craftsmen from the Pittsburgh Repair Fleet and Pittsburgh Engineers Warehouse and Repair Station were up to the task.

Once they dewatered the chamber, crews found that the upper and lower sills providing a seal for the lock miter gates were in much worse condition than originally estimated. Severely cracked concrete and dislodged timbers required crews to completely replace the lower miter sill, stretching the work schedule an additional twelve days and adding $600,000 to the price tag.

Fixing the sills required installing an upstream needle dam and downstream poiree dam so that the existing miter gates could be removed and crews could work in the dry. Jack-hammering, concrete placements, custom fabrication to replace 50-year-old parts, and hard work ensued. Crews fixed the sills as well as gate anchorages, dam gate hoist gear boxes, and feeder electrical cables. New dam safety signs warning mariners of the approaching lock and dam were also installed. When the repair party departed on Nov. 19, its month-plus stay yielded a more tightly sealed chamber and a more reliable facility necessary to keep navigation moving on the upper Mon.

Members of the Upper Monongahela River Association and local government officials toured the site on two separate occasions during the dewatering to emphasize the importance of the facility to the community and the local economy.

Hey Bill,

Crappy cold damp Thursday, doesn't seem to bother the pelican couple that have been hanging in my cove for couple weeks. I think one might have bad wing. They are catching plenty of fish, hopefully some of those damn jumping carp.

Planning my Road trip to Florida soon.

December 07, 2009 in River History

A news story from waow.com reported that Jake Stachovak was prepping for the trip of a lifetime: Paddle a sea kayak 5,000 miles around the eastern portion of the United States.

Jake was planning to depart from Portage, Wisconsin, paddle down the Mississippi River to the Gulf of Mexico, eventually returning to Portage. He had to change his plans because of the very cold weather in the northern United Sates and showed up in St. Louis a few days later to start his journey.

News Release From BoatUS

Media Alert: Ethanol at Any Cost: Chicago City Council Votes Monday To Mandate Sale of E15 Fuel at Chicago City Gas Stations

WHAT: On Monday, December 8, 2014, at 10:00AM the Chicago City Council will vote on Chicago’s E15 Consumer Choice Ordinance 02014-5037. If passed, the proposal would mandate that all City of Chicago gas stations offer E15 fuel or gasoline containing 15% ethanol to all consumers. For safety, reliability and cost concerns, Boat Owners Association of The United States (BoatUS) urges Chicago area boaters to speak out against this proposal immediately.

WHY: If passed, the council would put ethanol industry interests above consumer safety and constituent needs – ethanol at any cost. Federal law prohibits the use of E15 in recreational boats as well as small engines. Automobile manufacturers including BMW, Chrysler, Nissan, Toyota, Ford, Honda, Kia, Mercedes, and Volkswagen advise their warranties do not cover fuel or emission related damage when using more than 10% ethanol blends.

Most boat owners refuel their trailerable boat at roadside gas stations and BoatUS believes the current pump labeling requirements are inadequate. These boaters can easily misfuel their boat at the proposed E15 pumps as tow vehicles and boats on trailers are often filled from the same fuel nozzle.

The proposed ordinance aims to reduce fuel costs and mitigate greenhouse gas emissions. However, the facts and math say otherwise. Ethanol has 33% less energy than gasoline, therefore reducing the mileage traveled. And according to a recent study conducted by the US Department of Energy, the slight reduction in carbon dioxide (CO2) emissions is mitigated by older vehicles’ incompatibility with E15 that causes higher tailpipe emissions.

The corrosive nature of higher blends of ethanol also puts more boaters at risk for damages to hoses, gaskets and seals that keep engines running safely. For more information on ethanol and boats visit www.BoatUS.com/seaworthy/ethanol.

If passed, the legislation may also force stations with limited gas pump selections to replace their current E10 dispensing selection with E15 to meet the mandate.

HOW: We urge all City of Chicago boat owners or anyone concerned with this issue to Click here to urge your Alderman to vote “NO” on Chicago’s E15 Consumer Choice Ordinance 02014-5037.

ABOUT BOATUS: Boat Owners Association of The United States fights against unfair federal taxes, fees and regulations that single out boat owners and works with state agencies to promote boating laws that make sense. Go to www.BoatUS.com for more.
