Bill,

A few pics of a couple Eagles out on the prowl this morning. Couldn't figure out what they were fishing for. Whatever It was, It would surface for a short time and then disappear when the eagles would move in. Anyone have any idea what it might be…..maybe a Turkey?

Wishing everyone a Happy Thanksgiving!

    Temporary Project Unveiled

Keep Asian Carp out of the Great Lakes,

A project has been unveiled by the US Army Corps of Engineers to keep Asian carp out of the Great Lakes. They are considering more electric fields in the Des Plaines River near Joliet Illinois. The location is 5 miles downstream from existing electric barriers on the river.

Most of the Great Lakes states have waged failed court battles to shut down the water links between the Mississippi River and Lake Michigan at Chicago because of the carp problem.

Mike and Rosie's Swing Set Blog

Hello Marathon!

Our friends John and Pat were set to leave on Saturday the 15th of November, so we met them last Thursday night at the Rusty Anchor on Stock Island for a last dinner with them until we see them next year in Key West.
The food was great, as expected. I may have had the best pan fried dolphin that I had eaten since arriving in the Keys, and the price was very reasonable. The Rusty Anchor has a fish processing facility at the rear of their family owned restaurant, and you can't get fish much fresher, unless you catch it yourself, and anyone who has been reading this blog knows about my ability to catch fish.

In 25 years of boating, this is the first time I ever winterized while wearing shorts (and a RiverBills shirt)! What a crazy day. With all the debris blown down to our corner of Lake Center it looks like we could have walked on the water! Then we had a late, great lunch at the Boathouse!

See ya whenever!

Asian Carp Fish Processing Plant Halts Operations

The Asian Carp processing plant in Grafton, Il has ceased operations.

American Heartland Fish Products stopped processing fish and is considering moving the plant to another location because they can not address the smell associated with the carp rendering.

The city of Grafton had given the company the deadline to stop emitting rotten odors or shut down.

The fish plant turns the invasive species into dehydrated meal and fish oil.

St. Louis District, U.S. Army Corps of Engineers

Completion of the St. Louis Flood Protection Reconstruction Projec

     Ribbon cutting ceremony Nov. 14
.
Twenty one years after the Great Flood of 1993, which overwhelmed levees along the Mississippi River and its tributaries, the City of St. Louis and the U.S. Army Corps of Engineers celebrated the completion of the St. Louis Flood Protection Reconstruction Project with a ribbon cutting ceremony Nov. 14.

The $16 million reconstruction project that rehabilitated the aging infrastructure and addressed underseepage issues was a cost-shared partnership between the U.S. Army Corps of Engineers St. Louis District and the City of St. Louis. This partnership is an example of the shared responsibility that is necessary for flood risk management.

“Protecting people and property from the devastating impacts of a flood is a shared responsibility. We can’t do it alone,” said Col. Anthony Mitchell, commander of the Corps’ St. Louis District. “With the support of the City of St. Louis, we focused on the task at hand to reduce risk to the people and City of St. Louis.”
Total retail sales, based on warranty card registrations, were up 4.1% (R12M YOY).

Illinois Conservation Police

Arrest Commercial Fisherman for Possession, Sale of Live Asian Carp

Illinois Conservation Police have arrested a commercial fisherman for the unlawful possession and sale of 1,800 pounds of live Asian bighead and silver carp. Randall E. Watters of Hamburg, IL was arrested October 7, 2014. He was charged in Calhoun County for the Unlawful Sale of Live Injurious Species (Class 3 Felony) and Unlawful Possession of Live Injurious Species (Class A Misdemeanor). Ronald D. Watters of Hamburg, IL was ticketed for possession of live bighead carp.

“Commercial fishermen play a key role in our efforts to control Asian carp, and we make every provision to allow them to deliver fresh product to processing plants,” said Illinois Department of Natural Resources Director Marc Miller. “However, our Conservation Police Officers take the job of preventing the spread of invasive species seriously, and anyone who attempts to transport or sell live Asian carp will be cited.”

Rules governing “injurious” species, such as Asian bighead and silver carp, are designed to curtail the spread of these species. The complete rule can be found at the link below.
http://www.ilga.gov/commission/jcar/admincode/017/01700805sections.html.

By state law, fish are considered to be live if they are held in a container with water, are held in a solution of salt, electrolyte, or other substance, or combination to promote health or longevity. The fish cannot be maintained by the addition of oxygen or compressed or supplied air to keep them alive in captivity.

A Class 3 Felony is punishable by up to 2-5 years imprisonment plus one year of mandatory supervised release, and up to $25,000 in fines or restitution. A Class A Misdemeanor is punishable by up to one year in prison, fines of up to $2,500, or restitution.

    Fisherman Still Missing

There is still no sign of the Onalaska man that went missing on Nov.8, 2014 while fishing on the Mississippi River near Lock and Dam 7 in Dresbach, MN.

Joshua Xiong went out fishing near the lock and dam and never returned. Authorities believe that the boat went through the roller gate of the dam.  They have found a gas tank, life jacket and his boat.

Work is progressing on the new "A" docks at Yacht Club St. Louis in spite of the wicked cold and wind. Most of the boats were relocated to other docks, about a half dozen or so are "on the hard". Basically all of the "A" Docks will be new and there should be some courtesy slips near the entrance. Andy showed me the layout of the new docks, looks good. Here's some pics from today (11/17/2014)

Steamboat Museum
    Mississippi River Scenic Highway
    Darrow, Louisiana

A steamboat museum that was originally slated for Burnside Landing on the Mississippi River near Darrow, Louisiana is still in the planning stages after more than three years after a $5.2 million grant from the federal scenic highways was awarded.

The "Louisiana River Road Steamboat Overlook Interpretative Center" was supposed to be built piers putting it 22 feet above the land between the levee and river. Now the museum building will now be built on the ground level between a park and a parking lot at Houmas House.

The delays and the change in location have been blamed on expensive protective requirements that are being imposed by the Corps of Engineers.

 MARAD Grant

     Green Tug Conversion

The U.S. Maritime Administration has awarded a grant of $450,000 to AEP River Operations of St. Louis, Missouri, to modify the Motor Vessel (M/V) Christopher Parsonage into a green tug.

The grant provides money for the tug to be converted  into a fuel-efficient hybrid vessel that conserves fuel and reduces emissions.  The modification will provide the 180-foot tug boat with a hybrid generator to provide auxiliary power.  This is normally with a diesel generator.

The U.S. Maritime Administration will use the results from this test project to support further work related to "green". The study is expected to be completed by 2017

Public Agency Wants To Build Transfer Station To Bypass Closed Lock

A public agency is proposing to build a transfer station to bypass a lock on the Fox River in northeastern Wisconsin.  The system would move boats "around" the lock on the fox river.  The lock conects Lake Michigan and Lake Winnebago.

"Under state law, Rapide Croche lock near Kaukauna in Outagamie County must remain closed as a precaution to help stop invasive species from Lake Michigan spreading upstream to the prized fishery of the Lake Winnebago system."

The authority is proposing a project that would hoist boats out of the water, spray them under high pressure and put them into a 110-degree bath for 10 minutes.  The boats would then be placed back into the river on the other side of the lock.
