Mississippi River At Alton, Illinois

     Melvin Price Lock Has Reopened........

On Friday, the U.S. Army Corps of Engineers reopened the main lock chamber at the Melvin Price Locks and Dam No.26, following several months of repair work.  The main 1,200 foot lock chamber was shut down back in December, after three failures of the steel cabling that controls the lock's upstream lift gates.  108 stainless steel cable assemblies were installed, replacing the galvanized cables that had failed due to corrosion........

US Army Corps of Engineers

Corps of Engineers reopens main chamber at Mel Price Locks

Alton, Ill. – The U.S. Army Corps of Engineers St. Louis District reopened the main lock chamber to river traffic at Melvin Price Locks and Dam today after completing emergency repairs to one of the busiest locks on the Mississippi River.

The main 1,200-foot lock chamber at Alton, Ill., was closed late December due to a series of failures of the steel cables that hoist one of the lock’s upstream lift gates, allowing the vessels to transit the lock. The lock is a key part of a national inland waterways transportation system and critical to the economics generated by the waterways. Barges move more than 566 million tons of cargo on the nation’s inland waterways, creating an economic impact of more than $180 billion annually. Mel Price Lock and Dam passes roughly 50 million tons of commodities annually, most of it grain headed for export. Other major cargoes include stone, chemicals, petroleum products and coal.

Three cable failures occurred since September, according to Andy Schimpf, St. Louis District Navigation Manager. The third failure occurred Dec. 28, and engineers determined that operating the leaf of the upstream vertical lift gate would be unsafe, prompting the closure of the lock. An investigation determined that the cables failed as a result of severe corrosion near the connection point of the gate, an area which is always underwater. Over time, corrosion caused individual strands of the cable to break until finally the entire cable severed.

New, stainless steel cables – 108 assemblies in total – were ordered to replace the galvanized cables. During the manufacturing and testing of the new cable assemblies, crews from the St. Louis District’s Service Base and other locks converged on Mel Price Lock and Dam to perform as much needed maintenance as possible.

“While the main lock chamber was dewatered, our crews performed any repairs we could while we had access, and made sure that we would be ready to install the cables as soon as they were delivered,” said Mike Quinn, Central Area Navigation Manager for the St. Louis District. “We also increased inspections and monitoring of all the critical components on the 600-foot auxiliary lock to make sure it performed reliably and traffic could keep moving on the river.”

The total cost of the repairs was approximately $4 million, which includes dewatering the chamber, testing and inspections, the cable supply contract, installation of the cables, and other minor repairs in the chamber. The work was funded from the Corps’ Fiscal Year 2014 operations and maintenance funds.

“Other critical backlog maintenance work had to be deferred because of the resources needed to get Mel Price repaired under emergency conditions,” said Schimpf. “In this case we have delayed a contract to replace 80-year-old hoisting chains on gates at Locks 24 and 25. This is one of the normal challenges of managing aging infrastructure with limited funds.”

Freshwater Quality

Wastewater Into Tap Water....  Via Wetlands....

In Fairfield, Texas, a man-made wetland between Houston and Dallas is changing mostly treated wastewater into freshwater.  The shallow ponds are filled with vegetation which slowly filter out nitrates and phosphorous.  After about a week's time the water flows from the wetlands, clear as a creek, into the Richland-Chambers Reservoir.  This wetlands project cost $75 million to construct, significantly less than traditional filtering infrastructure........

River Traffic Affected By Low River Levels........

Low water levels along the Mississippi River near Guttenberg, Iowa are affecting barge traffic.  The U.S. Army Corps of Engineers had closed a portion of the Mississippi River just upstream of Guttenberg Thursday, and into Friday morning.  Dan Arnold, owner of Newt Marina said that a barge had stopped because the river was only 6 feet deep, and the barge pilot didn't want to risk getting stuck........

Meetings Planned For River Flooding Lawsuit........

A pair of public meetings have been planned for a lawsuit filed against the U.S. Army Corps of Engineers, seeking damages from the Corps for flooding along the Missouri River.  The attorneys for a group of business owners and farmers will be distributing information about the lawsuit, which was filed back in March.  The suit alleges that since 2004, the Corps has focused less on flood prevention and more on protecting habitat for endangered species, and this has caused repeated flooding.  The meetings are set for 7 pm, Monday and Tuesday........

Mississippi River Journeys

Former Marine Paddles Down The Mississippi River........

This summer, former Marine Joshua Ploetz paddled down the length of the Mississippi River to help deal with post-traumatic stress disorder.  Ploetz had served two tours in Afghanistan, and was injured by a roadside bomb blast.  Eight years ago, Ploetz returned home, and said that he had an overwhelming feeling of being lost.  Ploetz added that he needed every bit of the river's length to paddle away the demons of war, or at least calm them down a little bit........

Barges May Be Moving By Week's End........

Commercial barge traffic along the Upper Mississippi River has been shut down by large sediment deposits left by floodwaters.  Federal officials are hoping that the barges loaded with millions of dollars worth of cargo will be underway by this weekend.  The U.S. Army Corps of Engineers brought in four dredges to clear the sand deposits.  Steve Tapp of the U.S. Army Corps of Engineers says that while dredging is a normal part of Mississippi River maintenance, this year's silting is among the worst he has seen........

Bill Brendel Update

And .... Looking to hire a driver

Hi Bill,

I saw your new column and like it's super. I am pretty much recovered from Lou Garick's (ALS) and trying to walk again but still stuck in a wheel chair for now. Working closely with the VA, STL U. & Wash.U on the disease and am 1st one to recover from almost total paralysis to do so that anybody knows about. It will be in the papers early next month.

Anyway, want to get to the boating events like the Blessing of the Fleet but don't have a driver for the beautiful Odacee Honda van we have.

Thought your knowledge of the boating people might include some one looking for a part time job. Look for W M/F good river, just need a Missouri auto driver"s license, $12/hr, 6 hours minimum, arranged with driver on times each time/week. Van is fully insured.

Updated Thursday at 7:30AM

US Army Corps of Engineers

    Dredge Potter

The Dredge Potter is the longest-serving dredge in the U.S. Army. The vessel was named in honor of Brigadier General Charles Lewis Potter who, among other things, was St. Louis District Commander from 1910 to 1912, and President of the Mississippi River Commission from 1920 to 1928. The 240-foot long, 46-foot wide Dredge Potter, was originally a steam-powered paddle wheeler, was built for the once considerable sum of $520,000 and launched in 1932. Her first job assignment was with the Memphis District Corps of Engineers before her transfer to the St. Louis District in 1979.

Dredging is the process of removing sediment from the bottom of the river within the navigation channel and placing it somewhere outside the channel. The Dredge Potter is a dustpan dredge. The dustpan head is submerged toward the river bottom and water jets stir up the sand gravel on the bottom of the river. This material is then vacuumed up and flows through 800 feet of pipe to be discharged somewhere outside the channel.

Amendment 7 Rejected....  Champ Clark Bridge Project On Hold........

On Tuesday, voters rejected Amendment 7, which would have raised Missouri's sales taxes by three-quarters-of-a-cent.  The tax increase was expected to raise over $500 million annually, which would have been earmarked for transportation projects.  Northeast Missouri would receive $195 million of the proceeds.  The Champ Clark Bridge is in need of replacement, but that project is on hold.  The Missouri Department of Transportation insists that the project is a top priority, but it all depends on funding........

Missouri And Meramec Rivers

Missouri American Taking No Chances With Water Supply........

Over the weekend, news broke that water supplies for almost a half-million residents of northwestern Ohio had been contaminated by algae-born toxins.  As a result, Missouri American Water moved to find out if the same threats are present in St. Louis' water supply.  The utility draws water from the Missouri and Meramec Rivers, which flow fast enough that algae should not be an issue.  Missouri American Water still tests the water several times per day to guarantee it is safe........

Floating Restaurant Sinks Into The River........

On Tuesday, The Waterfront restaurant in Kentucky sank into the Ohio River.  The restaurant has been a fixture on the riverfront at Covington, Kentucky since 1996.  In that time, the restaurant has been struck by runaway barges, a tugboat and even an iceberg.  Back in 2011, the restaurant came unmoored with 200 customers and staff members aboard.  Owner of The Waterfront, Jeff Ruby believes that the barge strike that occurred two weeks ago caused the restaurant to sink........

Upper Mississippi River

     Corps' Dredging Ahead Of Schedule........

The U.S. Army Corps of Engineers' Upper Mississippi River dredging operations are running ahead of schedule.  On Sunday, restricted traffic was allowed on Pool 6 near Winona, Minnesota.  This year's high water, and the rapid drop in river levels left behind significant sediment on the riverbed.  As of Tuesday afternoon, Corps crews were dredging ahead of schedule, and a 200 foot channel is expected to open later this week........

American Queen Up The River....  Without A Paddle....

On Monday morning, the American Queen riverboat made an appearance on the Hannibal riverfront, albeit without her paddlewheel.  Ted Sykes, President and COO of the American Steamboat Company issued a statement explaining why the paddlewheel was missing.  Apparently, the paddlewheel was removed and disassembled so that repairs could be made to the main shaft, which had developed a stress fracture........

Upper Mississippi River

Barges May Be Moving By Week's End........

For several weeks, shipping along the Upper Mississippi River has been shut down by large sediment deposits left by floodwaters.  Federal officials are hoping that the barges loaded with millions of dollars worth of cargo will be on their way by this weekend.  The U.S. Army Corps of Engineers brought in four dredges to clear the sand deposits.  Steve Tapp of the U.S. Army Corps of Engineers says that while dredging is a normal part of Mississippi River maintenance, this year's work is the worst he has seen in his 25 years of cleanups........

During their annual survey, scientists from the Environmental Protection Agency and the National Oceanic and Atmospheric Administration discovered that this year's Gulf of Mexico dead zone covers an area roughly the size of Connecticut, or 5,052 square miles.  The dead zone is caused by nutrients that find their way to the Mississippi River, and end up in the Gulf.  These nutrients support the growth of algae blooms, which then consume the oxygen in the water........
