Bill,

I wanted to let all the fishermen know that Polestar Marina now has a fish cleaning station. Pete said it’s free for everyone to use and I must say it worked out great.

I wanted to say thanks Pete and Safe Harbor Yacht Sales for putting it in and making it open to the public. I attached a few pictures of Joe Grygiel and his Son Zac along with his nephew Logan with our catch on Saturday morning. We ended up with 9 catfish with the biggest one weighing in at 14 lbs. the kids had a blast and the fish are biting.

    St. Louis District - Weekly Navigation Channel Condition

   

 

 

 

Dredge Potter    - standby
Dredge America - standby

 

Mississippi River

MILE 200.8 - L/D CLOSURE

Continuing until further notice the Melvin Price L/D (main chamber) in the vicinity of Mile 200.8, is closed for repairs. All vessels will be required to use the auxiliary chamber. Mariners may contact the L/D at (618) 462-1713 or via VHF-FM Channel 14, for additional information.

 

MILE 185.4 - MILE 180.0 - SUNKEN VESSEL/COTP ADVISORY
A UTV has been reported sunk in the vicinity of Mile 182.0, approximately 250 yards off the LDB (Illinois side of the river) and approximately 650 yards north of the I-70 Mississippi River Bridge. From a USACE Survey, revealed approximately 21 feet over the top of the UTV with the St. Louis Harbor Gauge at 24.8 feet above zero. Mariners are requested to favor the right descending side of the channel between approximate Miles 185.4 and 180.0 and to transit the area with caution

 

 

Illinois Waterway
Zones 1-8 (Mile 199.0 – Mile 9.0).
The following restrictions apply to all zones contained within this Safety Advisory: Towboat operators should be experienced in high water
operations and should proceed at their slowest safe operating speed based upon prevailing conditions in order to minimize wake damage. The
drift of debris may be hazardous to navigation, causing buoys to be dragged off station. Down streaming operations are not recommended
unless the vessel is equal to or greater than 75 feet in length and have a minimum of 1,800 horsepower. Mariners are requested to remain
aware of the close proximity to railways when choosing a location to push into the bank, with the current river stages, railway systems close to
the river’s edge may become threatened by the head of a tow when pushed into the bank.
All vessels are reminded to minimize speed to avoid wake damage.

 

 

Missouri River

MILE 44.0 - BRIDGE CONSTRUCTION
Daniel Boone Companion Bridge; Cofferdam installation is ongoing on both sides of the navigation channel, minimum horizontal clearance between cofferdams is 400 feet. At times the floating workplant may be temporarily moored in the channel and will move on 30-minute advance notice by contacting the M/V GABRIEL J via VHF-FM Channels 13 or 16.
 

Kaskaskia River
MILE 10.0 - SUNKEN VESSEL

A 45-50 foot vessel has been reported sunk at a dock in the vicinity of Mile 10.0, Water Street Bar and Grill, Evansville, Illinois. A deck barge is reportedly moored over the top of the vessel. Mariners are urged to exercise caution in the area.

Members of the Blessing of the Fleet Committee are scheduled to appear on "Show Me St. Louis" on Channel 5 for Friday August 8th to promote the Blessing of the Fleet parade on August 9th..

Approximate Entertainment schedule the day of the Blessing of the Fleet:


9 AM Longshot Saloon / My River Home Poker Run begins.
11 AM to 7 PM Chris's Smoke House Food Truck at Palisades Yacht Club.
Mike's LaRosa Cabana Bar and Longshot Saloon will have food available all day.
11:30 AM Unleashed Entertainment DJ at Palisades Yacht Club.
2:15 to about 3:30 PM Blessing of the Fleet / Parade of Boats passes.
Awards given to winners.
After Awards are done the band PUSH plays poolside at Palisades Yacht Club.
6 PM Longshot Saloon / My River Home Poker Run boats return.
8 PM to Midnight the band Hotrod Moped plays at Longshot Saloon / My River Home

Illinois River Near Bath, Illinois

     Redneck Fishin' Tournament This Weekend........

 

On August 1 and 2, the community of Bath, Illinois will be hosting the Original Redneck Fishing Tournament.  The 9th annual event, which is one of the only fishing tourneys where fishing poles are prohibited, will feature costumes and live music.  The tournament is also a fundraiser for homeless veterans........

  St. Charles Alligator Update

      Gator Found In Pond May Be Related To Theft........

 

On Monday, an angler snagged an alligator from a St. Charles pond close to the Summit neighborhood.  The fisherman believed that he had spotted more gators in the pond, but Conservation Officers did not see them.  James Brumley, owner of Exotic Amphibian and Reptile Center has shared surveillance video showing a suspect slipping at least one alligator in his pocket.  The theft occurred on Saturday evening........

    Rend Lake

    Hands-on science fun on August 2, 2014


Benton, IL- The U.S. Army Corps of Engineers at Rend Lake invites you to attend this week’s Environmental Science Series program to be held in the Rend Lake Visitor Center on Saturday August 2nd . “Hands-on Science Fun” will be presented by The Science Center of Southern Illinois. Join us at 11:00 a.m. when we will be investigating volcanoes. We will be making a volcano and then watch as we make it erupt! At 2:00 p.m. we will be having some fun with “messy science!” Be sure to wear appropriate clothing as we make our own version of slime.

“Hands-on Science Fun” is another of the programs in the continuing, summer-long Environmental Science Series programs. These programs are held each Saturday from Memorial Day weekend through Labor Day weekend, are presented free of charge, and are suitable for all ages.

  Missouri & Mississippi Rivers Near St. Charles, Missouri

     St. Charles County Levee Transferred To Levee District........

 

Recently, the U.S. Army Corps of Engineers St. Louis District has turned over the Unit L-15 levee protecting 30,000 acres of farmland and associated improvements in the Mississippi and Missouri River floodplains to the Consolidated North County Levee District.  The Corps just finished building the levee up to 20-year normal level flood protection.  Since the Corps relinquished control of the levee to the levee district, any flood-related damage to the levee would be reimbursable by the federal government........

     Teen Injured By Boat Prop........

 

Tuesday morning, an 18 year old man from Greifswald, Germany was taken to the hospital after striking a boat propeller.  The accident occurred when Konstantin Ehmke was swimming too close to the stern of a 2005 Chaparral.  Ehmke's injuries were severe, but he was wearing a life jacket.......

Missouri River Basin

     Streamflow Changed Over The Past 52 Years........

 

Scientists with the U.S. Geological Survey recently poured over data from 227 different streamages located within the Missouri River watershed.  They found that streamflow in the eastern parts of watershed increased over the past 52 years, and other portions saw the flow decrease.  Parker Norton, USGS hydrologist says that understanding the how water flows through the watershed may help guide river management.......

Mississippi River Near Winona, Minnesota

    Emergency Dredging Underway To Get Barges Moving........

 

Extraordinary amounts of sediment was left behind when the Mississippi River fell from flood stage to low water between Winona and Wabasha, Minnesota.  At this time, three dredges are working hard to restore the 9 foot channel, so that 17 stranded tow vessels and 152 barges can get moving again.  While maintenance dredging is normal for this time of year, having the river closed at this time, and for this long is not usual........

MILE 10.0 - SUNKEN VESSEL

A 45-50 foot vessel has been reported sunk at a dock in the vicinity of Mile 10.0, Water Street Bar and Grill, Evansville, Illinois. A deck barge is reportedly moored over the top of the vessel. Mariners are urged to exercise caution in the area.

2:15 to about 3:30 PM Blessing of the Fleet / Parade of Boats passes.
Awards given to winners.
After Awards are done the band PUSH plays poolside at Palisades Yacht Club.
6 PM Longshot Saloon / My River Home Poker Run boats return.

  Mississippi River Near East St. Louis, Illinois

     New Mississippi River Port Construction Delayed........

 

Last Thursday, crews were scheduled to break ground on a new Mississippi River port at East St. Louis.  The new 200 acre Port of East St. Louis will feature docks, cargo cranes and warehouses.  The groundbreaking has been pushed back until August 14.  No explanation for the delay has been released........

     Officials Light Up New Amphitheater Sign........

 

On Tuesday, Alton Mayor Brant Walker, and the president of Liberty Bank, Dale Blachford joined other business leaders at a ceremony for the activation of the new electronic message sign.  The sign is located on the amphitheater's north side.  Liberty Bank is sponsoring the amphitheater for $50,000 per year for the next three years, and part of that agreement is the ability of the bank to be able to construct the message board.  The sign will announce upcoming events and other agreed upon messages........

  World Trade Center

      Ship's Origins Revealed........

 

Four years ago, crews working at the World Trade Center site uncovered the remains of a wooden ship.  The vessel was unearthed approximately 22 feet below the current street level, a little south of where the Twin Towers stood.  Recently, a report was released suggesting that the vessel was constructed around 1773, and was likely built in a small shipyard near Philadelphia.  Scientists drew these conclusions based on the study of the rings in the ship's waterlogged ribs........

Upper Mississippi River

    Sandbars Halt Barge Traffic........

 

The recent heavy rains and flooding has deposited huge amounts of sand along portions of the Upper Mississippi River.  The sandbars have stopped barge traffic along the Mississippi River between Winona and Red Wing, Minnesota.  The U.S. Army Corps of Engineers is currently dredging the river in an effort to get over a dozen tow boats and close to 200 scheduled barges underway........

  Lake Of The Ozarks

      Boat Sales Up At The Lake........

 

A sluggish economy and severe heat over the past two summers had put a damper on boat sales at the Lake of the Ozarks.  Austin French, a sales representative with Iguana Water Sports at the Lake of the Ozarks says that the tide has turned during 2014.  For the year, sales are up across the board at Iguana, including large cruisers.  French added that less rainfall has brought more people out to the lake, where they see the large cruisers, motivating them to buy one........

Mississippi River Near Quincy, Illinois

    Suspected Boat Thief Makes Court Appearance........

 

A man who allegedly stole a boat on July 20 made an appearance in an Adams County Courthouse.  Last week, Quincy Police arrested 22 year old Casey Mayes on theft and criminal damage charges.  On Sunday July 20, a boat was reported stolen from Art Keller Marina.  It was recovered three hours later, trapped against the Quincy Memorial Bridge, close to the Missouri bank.  Mayes is being held on a $20,000 bond........

 CARLYLE LAKE – The U.S. Army Corps of Engineers at Carlyle Lake is preparing for a fun and safe weekend. Whether you enjoy fishing, camping, boating, bike riding or other outdoor activities, Carlyle Lake offers an abundance of recreation opportunities. While participating in water related recreation activities, always wear your life jacket. Over two-thirds of people who drown never had any intention of being in the water.

Dam West, Coles Creek and Boulder Campgrounds are open with sites available on a first-come-first-serve basis and through reservation by calling the National Recreation Reservation Service at 1-877-444-6777 or online at www.recreation.gov McNair and Dam East Campgrounds are open on a first-come-first-serve basis. Eldon Hazlet State Park is also open and has sites available on a first-come, first-serve basis or online at www.reserveamerica.com

The Carlyle Lake Multi-Use Trail is accessible for hiking, walking and biking offering a 17 mile roundtrip loop extending from the Dam West Day Use Area to Saddle Dam III. Also, the Willow Pond Fitness Trail located south of the Carlyle Lake Visitor Center offers a unique outdoor fitness opportunity for visitors. The fitness trail is a 1/5 mile paved trail that encompasses an old farm pond and is home to many different species of wildlife. The serenity of this area adds to the enjoyment of getting fit.

The U.S. Army Corps of Engineers offers educational programs in the campgrounds and at the beaches every Friday, Saturday, and Sunday throughout the recreation season. Presentations are free and open to the public.

When the life jacket is returned in good condition, the deposit will be refunded. Please remember to always wear your life jacket when in, on, or around the water. Life jacket loaner stations are also available at Keyesport, Dam West, McNair, and Coles Creek beaches and boat ramps.

Got an email from the Great Niece of Norma McClory, the lady that designed the statue of Our Lady of the Rivers where the Blessing of the Fleet takes place. They were in town recently and she sent me a picture of Norma's Great Great Niece and Nephew as close as they could get to the Shrine at the time due to the flooding.

 

In the photo is Great Great Niece and Nephew Katy and Sam from Harlingen Texas.

 

Photo was taken by Great Niece Susan Allen. Thought it was pretty cool to have some of Norma's descendants at the statue.

Mississippi River

MILE 200.8 - L/D CLOSURE

Continuing until further notice the Melvin Price L/D (main chamber) in the vicinity of Mile 200.8, is closed for repairs. All vessels will be required to use the auxiliary chamber. Mariners may contact the L/D at (618) 462-1713 or via VHF-FM Channel 14, for additional information.

 

MILE 185.4 - MILE 180.0 - SUNKEN VESSEL/COTP ADVISORY
A UTV has been reported sunk in the vicinity of Mile 182.0, approximately 250 yards off the LDB (Illinois side of the river) and approximately 650 yards north of the I-70 Mississippi River Bridge. From a USACE Survey, revealed approximately 21 feet over the top of the UTV with the St. Louis Harbor Gauge at 24.8 feet above zero. Mariners are requested to favor the right descending side of the channel between approximate Miles 185.4 and 180.0 and to transit the area with caution

 

 

Illinois Waterway
Zones 1-8 (Mile 199.0 – Mile 9.0).
The following restrictions apply to all zones contained within this Safety Advisory: Towboat operators should be experienced in high water
operations and should proceed at their slowest safe operating speed based upon prevailing conditions in order to minimize wake damage. The
drift of debris may be hazardous to navigation, causing buoys to be dragged off station. Down streaming operations are not recommended
unless the vessel is equal to or greater than 75 feet in length and have a minimum of 1,800 horsepower. Mariners are requested to remain
aware of the close proximity to railways when choosing a location to push into the bank, with the current river stages, railway systems close to
the river’s edge may become threatened by the head of a tow when pushed into the bank.
All vessels are reminded to minimize speed to avoid wake damage.

MILE 44.0 - BRIDGE CONSTRUCTION
Daniel Boone Companion Bridge; Cofferdam installation is ongoing on both sides of the navigation channel, minimum horizontal clearance between cofferdams is 400 feet. At times the floating workplant may be temporarily moored in the channel and will move on 30-minute advance notice by contacting the M/V GABRIEL J via VHF-FM Channels 13 or 16.

  Fishy Tales From St. Charles, Missouri

     Angler Reels In An Alligator....  From A Pond....

 

On Monday, Walter Bushmann reeled in an alligator while fishing in a St. Charles pond.  The pond is located behind the Summit Subdivision.  The Missouri Department of Conservation confirmed that Bushmann did indeed catch the gator, and suspect that it was a pet that someone dumped into the pond.  Bushman says that he saw two other gators in the pond, however, the MDC did not find them........

Troop D Announces Results Of Sobriety Checkpoint And Enforcement Saturation


Captain Juan Villanueva, commanding officer of Troop D, announces the results of a sobriety checkpoint conducted in Lawrence County and a water enforcement saturation in Dallas and Laclede Counties on the Niangua River on July 25-26, 2014. The enforcement locations were selected based on their high number of drinking and impairment-related crashes, in addition to reported behavioral problems, illegal drug usage, and underage alcohol consumption.

Troopers, along with officers from the Lawrence County Sheriff's Department, stopped 509 vehicles at the sobriety checkpoint. The following is a list of enforcement contacts made during the operation:

DWI Arrest -- 1
Seat Belt Violations -- 6
Driver’s License Violations -- 14
Uninsured Motorists Violations -- 8
Minor In Possession Violations -- 3
Misdemeanor Drug Arrests -- 2
Misdemeanor Warrant Arrest -- 1
Felony Warrant Arrest -- 1
Warnings -- 27

The following is a list of enforcement contacts made by the Missouri State Highway Patrol and the Department of Conservation during the saturation on the Niangua River:

Total Boating Citations -- 49
Littering/Unsecure Trash Violations -- 11
Minor In Possession Violations -- 15
Misdemeanor Drug Arrests -- 12
Other Boating Violations -- 11

In support of "The Drive To ZERO Highway Deaths," the Patrol encourages motorists to protect themselves and their passengers by making sure everyone in the vehicle is properly restrained in a seat belt or child restraint. On Sunday, August 10, the first annual Stand Up Paddle Sprint race fundraiser will be held at Franky and Louie's on the Lake of the Ozarks.  The 1,000 yard race will be held to raise funds for The STAFF Animal Rescue.  The event is open to young and old alike, and Super Dave's Paddle Craft Adventures will be providing the stand up paddleboards.  There will be stand up paddle lessons and life jackets, free of charge........

     Tiny Boat Ferrying Woman's Ashes To The Atlantic........

 

On September 27, 2013, Maire Kent died of cardiac sarcoma, which is a rare cancer of the heart.  Kent wanted her ashes to travel from the Great Lakes to the Atlantic Ocean by boat.  The 1,400 mile journey requires the assistance of total strangers, and is being chronicled for an upcoming movie.  Volunteer kayakers and stand-up paddleboarders are guiding the tiny boat on it's journey........

    General Management Plan Meets Opposition........

 

The National Park Service is revising the General Management Plan for the Ozark National Scenic Riverways park.  Officials say that unauthorized horse trails and ATVs are damaging the park lands and rivers.  While the new management plan has not been finalized, it has met with opposition.  Critics of the plan argue that park service and environmentalists are attacking their culture, killing their fun, and ruining businesses........

Centennial Park Lake Near Swansea, Illinois

    Well Know Photographer Found In Park's Lake........

 

On Sunday, well known photographer Gerry "Chief" Frierdich died when his motorized wheelchair tipped into a lake.  He was found around 9:15 pm Sunday in a lake in Swansea's Centennial Park.  He was belted in the wheelchair.  Frierdich's friends believe that he went a bit further down a bumpy, root-covered path to get the perfect photograph.  Police are saying that all signs point to an accidental death.

     MDC Offering Look At Nature At State Fair........

 

During the Missouri State Fair in Sedalia, the Missouri Department of Conservation will be offering visitors an opportunity to discover nature at the MDC's Conservation Building, from 9 am to 9 pm.  The display will include aquariums full of fish and other aquatic wildlife.  There will also be demonstrations at the MDC outdoor pavilion on fish cleaning and cooking, fishing equipment tips and much more.  The Missouri State Fair will run from August 7 - 17........

    Concrete does not last forever

 

ELIZABETH, Pa., (July 24, 2014) -- The recently dewatered Monongahela River Locks and Dam # 3 at Elizabeth, Pennsylvania provided an interesting and relevant backdrop, July 18, for the U.S. Army Corps of Engineers Pittsburgh District's discussion about the need to sustain the nation's inland waterways.

Amidst crumbling concrete and rusted rebar, 50 guests representing navigation industry, congressional, and partnering agencies gathered to tour and talk about importance of sustaining the nation's inland waterways.

Standing along side the mostly empty lock chamber of America's oldest continuously operating lock, Col. Bernard Lindstrom, district commanding officer, started discussions about the aging navigation infrastructures in the Corps' national inventory.

"Rust never sleeps, concrete does not last forever, and money does not grow on the water," Lindstrom said during his opening remarks.

Elizabeth's dewatering and repairs are just the start.

According to Lindstrom, the two-month repairs are necessary to keep the 107-year old locks and dam operating, but more is needed to sustain the waterways.

"The biggest benefit of gathering today is to talk about the new authorizations that have been given to us and to address how to best fund future projects," Lindstrom said, referring to the recently passed Water Resources Reform and Development Act of 2014.

MILE 200.8 - L/D CLOSURE

Continuing until further notice the Melvin Price L/D (main chamber) in the vicinity of Mile 200.8, is closed for repairs. All vessels will be required to use the auxiliary chamber. Mariners may contact the L/D at (618) 462-1713 or via VHF-FM Channel 14, for additional information.

 

MILE 185.4 - MILE 180.0 - SUNKEN VESSEL/COTP ADVISORY
A UTV has been reported sunk in the vicinity of Mile 182.0, approximately 250 yards off the LDB (Illinois side of the river) and approximately 650 yards north of the I-70 Mississippi River Bridge. From a USACE Survey, revealed approximately 21 feet over the top of the UTV with the St. Louis Harbor Gauge at 24.8 feet above zero. Mariners are requested to favor the right descending side of the channel between approximate Miles 185.4 and 180.0 and to transit the area with caution

Zones 1-8 (Mile 199.0 – Mile 9.0).
The following restrictions apply to all zones contained within this Safety Advisory: Towboat operators should be experienced in high water
operations and should proceed at their slowest safe operating speed based upon prevailing conditions in order to minimize wake damage. The
drift of debris may be hazardous to navigation, causing buoys to be dragged off station. Down streaming operations are not recommended
unless the vessel is equal to or greater than 75 feet in length and have a minimum of 1,800 horsepower. Mariners are requested to remain
aware of the close proximity to railways when choosing a location to push into the bank, with the current river stages, railway systems close to
the river’s edge may become threatened by the head of a tow when pushed into the bank.
All vessels are reminded to minimize speed to avoid wake damage.

MILE 44.0 - BRIDGE CONSTRUCTION
Daniel Boone Companion Bridge; Cofferdam installation is ongoing on both sides of the navigation channel, minimum horizontal clearance between cofferdams is 400 feet. At times the floating workplant may be temporarily moored in the channel and will move on 30-minute advance notice by contacting the M/V GABRIEL J via VHF-FM Channels 13 or 16.
 

Kaskaskia River
MILE 10.0 - SUNKEN VESSEL

A 45-50 foot vessel has been reported sunk at a dock in the vicinity of Mile 10.0, Water Street Bar and Grill, Evansville, Illinois. A deck barge is reportedly moored over the top of the vessel. Mariners are urged to exercise caution in the area.

     Towboat Festival Features Life On The River........

 

This past weekend, visitors were able to take a look inside an actual operating towboat during the Grafton Towboat Festival. This year's festival featured the Twyler Luhr, which is named for the late wife of the company's founder.  Chair of the festival, Jan DeSherlia, said that the Twyler Luhr is the most pristine towboat in the fleet.   Mike Harlan, an engineer aboard the Twyler Luhr, gave tour-goers a look at the major systems of the boat, and Captain Michael Coyle showed off the vessel's navigation and safety equipment........

     Arch Improvements Cause Detours.... But It Is Still Open....

 

A project to improve the Gateway Arch Grounds is currently underway, resulting on numerous detours.  Organizers of the renovation project are working to guarantee that visitors to the Gateway Arch still have access, while the project is underway.  During this summer, construction work has been an obstacle to visitors, and CityArchRiver has been hearing complaints.  As a result, CityArchRiver has stenciled a new pedestrian path, and altered signage around the Arch Grounds to make them easier to understand........

Missouri River Journeys

     William Clark's Descendent Floating Missouri River........

 

William Clark's great-great-great-great grandson, Churchill Clark spent two and a half months constructing a dugout canoe, which he will use to travel from Twin Bridges, Montana to St. Louis, Missouri.  Clark has been on the river for about three weeks, and the trip is expected to take about two and a half months.  Clark was at the ripe, old age of five when he decided that he was going to follow in the footsteps of his great-great-great-great grandfather.  He completed that trip on the bicentennial of the Corps of Discovery's journey.  This time around, Clark is taking the downstream route........

  Lake Of The Ozarks

     PWC Rider Injures 2 In Collision, Later Killed In Another Collision........

 

Around 9:15 Saturday night, 29 year old Gene Grumbois was riding a 2010 Sea Doo, when he struck the rear of a pontoon boat, injuring two.  The Missouri State Highway Patrol reports that Grumbois left the scene of the accident.  About 40 minutes later, Grumbois collided with a dock ramp at the Niangua's 4 Mile Marker.  He was thrown from the PWC, and pronounced dead at the scene........

     First-ever Energy Savings Performance Contract

     for Corps of Engineers civil works project underway

 

This map shows the Tennessee-Tombigbee (Tenn-Tom) Waterway, managed by the Mobile District U.S. Army Corps of Engineers. Mobile District is teaming up with Huntsville Center to improve the infrastructure along the waterway through the first-ever Energy Savings Performance Contract executed for a Corps Civil Works project.



HUNTSVILLE, Ala. -- (July 23, 2014) Mobile District, U.S. Army Corps of Engineers, is embarking on the first-ever Energy Savings Performance Contract executed for a Corps Civil Works project that could set the stage for other USACE districts.

Mobile District is teaming up with the U.S. Army Engineering and Support Center, Huntsville, to improve the infrastructure along the Tennessee-Tombigbee (Tenn-Tom) Waterway, which the district manages.

The project kicked off July 9. During its 21-year performance period, the Tenn-Tom ESPC is expected to save the Corps of Engineers a projected $5.05 million in energy costs.

Huntsville Center awarded the $2.8 million ESPC to Siemens Government Technologies Inc., of Arlington, Virginia, May 30. The length of the contract is 21 years, 11 months, which includes the construction phase that is scheduled to start in October and be complete in the spring of 2015. The contractor will install, replace or retrofit elements of the Tenn-Tom's infrastructure -- primarily lighting at its 10 locks and dams.

"A lot of time was spent getting it right," said William (Wynn) Fuller, chief of Operations for Mobile District. "Along the Tenn-Tom, our facilities are scattered over 234 miles, so that's a lot of different facilities. It was important to see this as an opportunity to take advantage of ESPC. The measurement and verification are going to be critical.

"It was an education process for both of us," Fuller said. "Mobile District had to understand the proposed methods, outcomes, etc., that Huntsville Center intended to use -- particularly third-party financing. Huntsville Center had to learn about the unique aspects of Civil Works projects, particularly navigation. Civil Works is a different animal altogether.

"I am optimistic that working together we can accomplish our goals in terms of reducing energy consumption," he said.

The Tenn-Tom is a man-made waterway that links the Tennessee River to the Tombigbee and Black Warrior rivers. When the Corps of Engineers completed its construction in 1984, the project offered the nation's midsection an alternate route to the Port of Mobile and the Gulf of Mexico. The Tenn-Tom encompasses 110,000 acres of land that is used by more than 3 million people for recreation annually. The project stimulates economic development, provides outdoor recreational opportunities, supports navigation and enhances wildlife habitat.

ESPCs leverage industry expertise and private sector financing to make infrastructure upgrades to federal facilities to reduce energy and water consumption, and reduce the waste stream. An energy savings contractor guarantees the improvements will generate sufficient savings to pay for the project during the term of the contract, which cannot exceed 25 years. The ESPC incorporates a process for measurement and verification of the annual savings so that the payment to the Energy Services Contractor never exceeds the actual savings.

"This project award demonstrates that we can use ESPCs to leverage third-party funding at our civil works sites to help us reach our national sustainability goals and energy independence," said John Coho, the Corps of Engineers' Energy Coordinator and Senior Adviser for Environmental Compliance. "It is going to be a model for others down the road, and I fully expect we will be able to use it at sites along other rivers, as well."

Huntsville Center is the Corps of Engineers' technical center of expertise for ESPC, and as such, brings years of experience managing ESPCs for military projects, which includes solar and wind turbine projects at Fort Buchanan, Puerto Rico. The three wind turbines will produce an estimated 5 percent of the energy consumed by the installation. A total of 21,824 solar photovoltaic panels will produce about 5.5 megawatts of power, which is at least 60 percent of the installation's current power demand at its peak

Look who we ran into in the lobby of the Doubletree Hotel, in Memphis. It's Chief Mike Hiatt of the U.S. Coast Guard, St. Louis. 

 

Mike noticed the RiverBills' T-shirt that RiverBill Jr. was wearing and said hello, we chatted about the Mississippi River at St. Louis, Mike's responsibility for portions of the Mississippi, Missouri and Illinois Rivers and snapped the above picture.  Mike was in Memphis on Coast Guard business.

 

RiverBill says.... It was a pleasure to meet you Mike.

Media Alert: Chicago City Hall Hearing Monday July 28, 1pm; Boat Owners Association of The United States Asks Chicagoland Boaters to Speak Up on Aldermen' Ethanol Proposal


WHAT: On Monday, July 28, at 1pm at Chicago City Hall a hearing will be held to debate legislation supported by Chicago City Council Alderman that would require all self-serve gas stations in the City of Chicago to sell gasoline with higher levels – 15% – of ethanol (E15). It is against federal law to use E15 gasoline in a boat and using this ethanol blend could lead to significant damage to the engine. More information on how E15 affects outboard engines can be found at National Renewable Energy Laboratory Outboard Study. WHY: Boat Owners Association of The United States (BoatUS) urges Chicago area boaters to speak out against this proposal, as the half-million member national boat owners group believes the legislation would have an unintended consequence of making boat engine-approved E10 fuel harder to find for consumers, as self-serve stations would not be required to add expensive new fueling pumps to offer an additional consumer choice of E15. Instead, the legislation may force stations with limited gas pump selections to replace their current E10 dispensing selection with E15 to meet the mandate. While BoatUS appreciates the need to diversify our country’s fuel and energy sources, passage of this legislation would also greatly increase the chance of misfueling boats on trailers, which are often filled up at the same time as the tow vehicle.
