Blessing of the Fleet Update

Just a heads up for anyone wanting to participate in the Blessing of the Fleet.
The 57th Annual Blessing of the Fleet scheduled for Saturday July 19th may be at risk of being postponed.

River level projections now call for Grafton to go to 25.9 feet about July 11th before falling slowly. Critical levels at Portage des Sioux are in the 21 to 21.5 foot range.

I will be posting updates both on the Blessing website at www.blessingofthefleetstl.com and facebook page at https://www.facebook.com/BlessingoftheFleetSTL

If you want a simple page to bookmark to keep an eye on the levels I have one at http://www.riverwebcams.com/river.html that shows current radar, weather and river gauge graphs.

     News Release

Results Of Missouri State Highway Patrol's Participation In Operation Dry Water— National Crackdown On Impaired Boaters

Colonel Ronald K. Replogle, superintendent of the Missouri State Highway Patrol, announces the results of enforcement efforts to detect impaired boat operators in conjunction with the national “Operation Dry Water” campaign. This is the sixth year for the national effort to reduce impaired vessel operation by highlighting enforcement efforts. Troopers conducted special operations over the weekend to include sobriety checkpoints, saturations, and heightened awareness during normal patrols.

Including those made during the four special operations, troopers arrested a total of eight people statewide for boating while intoxicated, contacted 431 vessels and 1,390 boaters, and issued 72 boating violation summonses and 390 warnings. Marine operations troopers also issued 29 summonses for non-boating violations during the 2014 Operation Dry Water weekend. Special enforcement operations will continue throughout the summer months. Boaters are reminded that designating a sober skipper is always the safest bet if alcohol is going to be included in their boating experience.

In support of "The Drive To ZERO Highway Deaths," the Patrol encourages motorists to protect themselves and their passengers by making sure everyone in the vehicle is properly restrained in a seat belt or child restraint. Watercraft operators should ensure that everyone in the vessel is wearing an approved life jacket. Click It 4 Life And Wear It!!

US Coast Guard

    News Release

Coast Guard urges caution on upper Mississippi River

ST. LOUIS, Mo. — The Coast Guard urges boaters to use extreme caution on the upper Mississippi River.

Heavy rains and high waters have deposited large amounts of debris into the river creating unsafe boating conditons.

Lock 11 near Dubuque, Iowa, through Lock 22 near Hannibal, Mo., are closed.

The Coast Guard would like to remind boater's of the following:
•Boaters can be held responsible for any damage caused by their wake.
•An estimated 95 percent of the boat ramps are inaccessible along the river.
•Boaters should ensure life jackets are worn at all times.
•Locks are closed to both commercial and recreational boat traffic and are anticipated to remain so for the next several days as the river levels are expected to continue rising over throughout the week.
•The Lock closures and submerged boat ramps could result in an extended response time for emergency responders to access your location and provide assistance.

Mike and Rosie's Swing Set Blog

The Party Circuit

Our trip to the dermatologist was fairly uneventful last week. The doctor asked us if she could spare us the lecture about all the exposure that we were getting from the sun, and we told her that she could, we've heard it before. We promised to return in at least a year and out the door we went.
I didn't know until yesterday how much fuel we used on our Boca Grande run weekend before last, but it turns out we only burned 2.6 gallons, in what I figure to be a 30+ mile ride, at wide open throttle. We carry six gallons in our fuel tank, and another 2 gallons in a gas can under the seat. Next time we might just run all the way to The Marquesas.

Here's a photo of one of our SeaDek pads. You might be able to see how shiny the surrounding fiberglass is, and you might be able to see a burn mark, or "scar" on the right side of the pad. In less than one week of sun exposure, the pad was affected by the hot rays of the sun.
I contacted both Tyler Shealy of Castaway Customs, and SeaDek, and was pretty much told that this was typical when the rays of the sun are reflected off of nearby surfaces. They "melt" the SeaDek material.
It was suggested that we; cover any surrounding stainless steel with white tape to cut down on glare, put some plastic film on the surrounding fiberglass to minimize glare, or to have some protective covers made for the steps when they are not in use. You will not find any of these informative details in any of their literature. My call this morning to Customer Service was routed to voicemail.
I was also told that Flexiteek would be hotter to stand on. That's fine. My response was that we could wear shoes, or sit on a towel. Nothing made for a boat should be ruined this quickly due to sun exposure. We bought SeaDek for cosmetic reasons, so it would make the boat look good. Maybe I'm waxing the boat too much.

Hi Bill,

Even with the Grafton scale approaching 20 feet and all kinds of debris floating down, we still got the kids to the sand of Island 521 for a great day on the river Saturday 6/21. The sad and shameful part of the day was that someone left their trash on the island. I want everyone one on the river to come out and enjoy themselves but, I don't think I’m alone in this sentiment, if you can’t clean up your mess I would prefer you went somewhere else. Thanks Bill. Keep up the good work.

  Boating Safety

     Operation Dry Water Has Begun........

Friday marked the beginning of Operation Dry Water, which will run through the weekend.  Operation Dry Water is intended to raise awareness of the dangers of boating while under the influence of alcohol.  Thousands of law enforcement personnel, as well as their boating safety partners will hit the water for Operation Dry Water.  During last year's Operation Dry Water, officers made 290 BWI arrests, and made contact with over 144,000 boaters........

Click here to read this news report from tradeonlytoday.com.

Operation Dry Water

    June 27-29, 2014

Operation Dry Water is an annual nationwide campaign during which federal, state and local maritime agencies take to the water to educate boaters and raise awareness that it is unsafe, as well as illegal, to operate a boat under the influence of drugs and/or alcohol.

According to 2013 Coast Guard statistics, alcohol use is the leading contributing factor in fatal boating accidents; it was listed as the leading factor in 16 percent of deaths. States have gotten tougher in recent years in enforcing laws against this high-risk behavior. Operating a recreational vessel with a blood alcohol concentration of .08 or higher is against federal and most state laws. Boaters caught operating under the influence will have their voyage terminated and their vessel impounded. Additionally, penalties can include arrest, fines, loss of boating privileges, even loss of driving privileges.

  Mississippi River Near McGregor, Iowa

High River Means Dangerous Boating Conditions........

The Mississippi River is high near the town of McGregor, and businesses and boaters are hoping that the river levels return to normal soon.  Connie Miller and her husband dock their boat at the McGregor Marina, but they haven't been on the water much lately, as the high water means fast currents and debris are creating hazardous conditions.  As of Friday, the river was about 16.72 feet, and the National Weather Service is predicting that the river will rise to 17.7 feet by Thursday........

US Army Corps of Engineers News Release

Mitchell takes command of St. Louis District Corps of Engineers

St. Louis – The U.S. Army Corps of Engineers St. Louis District welcomed a new commanding officer during a change of command ceremony today at the National Great Rivers Museum in Alton, Ill.

Col. Anthony P. Mitchell succeeded Col. Christopher G. Hall as District Engineer in a public ceremony at Melvin Price Locks and Dam. Brig. Gen. Peter A. “Duke” DeLuca, commander of the Corps’ Mississippi Valley Division and President-designee of the Mississippi River Commission, presided over the event.

“Col. Chris Hall has clearly left a positive and enduring legacy of contributions to the St. Louis District,” DeLuca said in his remarks. “He also approached command with persistent determination to deliver project and study outcomes, and a steadfast dedication to support his team and encourage initiative.”

Mitchell assumed duties as the 51st Commander of the St. Louis District after serving as the Director, Operational Energy and Contingency Basing Task Force in the Office of the Assistant Secretary of Army (Installations, Energy and Environment). He previously served as commander of the Corps of Engineers’ Nashville District and the Iraq Area Office, Middle East District in Baghdad, Iraq. Mitchell holds a Bachelor of Science Degree in Biology, a Master of Science Degree in Engineering (Construction Engineering and Project Management) from the University of Texas at Austin, and a Masters of Arts in Strategic Security Studies from the National Defense University.

“The St. Louis Engineer District faces a diverse set of challenges in support of the region and nation,” Mitchell said. “The district’s team of professionals and our partners throughout the region make me confident in what we as a region can accomplish together.”

The St. Louis District is strategically located at the crossroads of three major river systems: the Illinois, Mississippi and Missouri. The mission of the District is to manage the 300 mile Mississippi River watershed above the Ohio River by applying engineering, scientific, and other resources while preserving, restoring and enhancing the environment; and maintaining core competencies needed to respond to local and national emergencies and technical requirements.

Hey, Bill,
Some pics from Sunday. We cruised to Cedar Hill for lunch on Sunday. Another great meal. That's Mary and Katy on the deck after stuffing our selves. As we returned to the Y2Katy we ran into Dave and Carrie Ash just arriving to check out the cuisine. We then ran up to the Winfield dam, as you can see the roller gates are all wide open. Since we were so close and the water was up, we went into Bradley Lake. We couldn't get under the bridge, so we just floated awhile in the currentless area next to the lock. That's my bathing beauty Mary, cooling off in the calm water.
See, ya on the river, buddy!

Mississippi River Flooding

High Water May Affect July 4 Celebrations........

So far this year, the Mississippi River between Alton and Grafton has been fairly well behaved, but flood warnings are in effect for points upstream.  This is forcing organizers of Fourth of July celebrations and business owners to keep a close eye on the river.  A combination of winter snow melt and heavy spring rains has pushed the Mississippi River out of it's banks in Minnesota, and that water is headed downstream.........

  MILE 185.4 - MILE 109.9

UPPER MISSISSIPPI RIVER - COTP ADVISORY

We have entered the watch phase for high water conditions in accordance with the Upper Mississippi River WAP Annex. Towboat operators should be experienced in high water operations and transit at the slowest safe speed based upon prevailing conditions in order to minimize wake damage. Towboats are prohibited from laying up on levees. Mariners are advised to ensure that fleets are attended by towboats at all times, use caution in passing and meeting situations and to favor the center of the channel. Mariners are requested to review anchoring requirements and to preidentify layup areas, in the event of a river closure or barge break-away. Mariners are encouraged to ensure that moored vessels and barges are adequately secured with the anticipation of increased velocity and high water. The dirft of debris may drag buoys off station and create visible or submerged obstructions

Nautical Naughtiness Near New York, New York

Man Crashes Boat While Drunk....  And Fooling Around....

Early Sunday morning, a man drunkenly crashed hi boat, while engaged in a little hanky-panky with two other people.  The captain was fooling around with his friend, and a woman they'd just met when his 28 foot Wellcraft boat collided with runway approach lights at La Guardia Airport.  The man appeared in court, and whined about the judge revoking both his boating and drivers licenses........

High River Levels Force New Towboat To Tie Up........

A new towboat, the M/V/ Big J.O. was on her maiden voyage from New Orleans to St. Paul with a load of empty barges, when high river levels forced her to tie up just upstream from Lock and Dam No.15 at Rock Island.  Officials are worried that the towboat, which is 53 feet, four inches tall, would not safely pass under the Interstate 74 and Interstate 80 bridges.  Wednesday, the towboat scraped a navigation light on the Centennial Bridge........
