Mississippi River

MILE 301.0 - L/D CLOSURE
On June 5, 2014 and again on June 10, 2014, from 7:00 a.m. until 5:00 p.m., each day, L/D 22 in the vicinity of Mile 301.0, will be closed for maintenance. During this closure, towboat operators are requested NOT to tie up on the guidewalls. Mariners may contact the lock at (309) 873-2246 or via VHF-FM Channel 14, for assistance.
 

MILE 202.4 - AID TO NAVIGATION

A can buoy has been reported not properly marking the channel, mid-channel

 

MILE 200.8 - L/D REPAIRS
Continuing until further notice the Melvin Price L/D (main chamber) in the vicinity of Mile 200.8, is closed for repairs. All vessels will be required to
use the auxiliary chamber. Mariners may contact the L/D at (618) 462-1713 or via VHF-FM Channel 14, for additional information.
 

 

Illinois River

IL MILE 61.4 - BRIDGE NAVIGATION LIGHTS
Norfolk and Western Railroad Drawbridge; All navigation lights are extinguished. Transit with caution.

 

Missouri River

MILE 44.0 - BRIDGE CONSTRUCTION
Daniel Boone Companion Bridge; Cofferdam installation is ongoing on both sides of the navigation channel, minimum horizontal clearance between
cofferdams is 400 feet. At times the floating workplant may be temporarily moored in the channel and will move on 30-minute advance notice by
contacting the M/V GABRIEL J via VHF-FM Channels 13 or 16.

MILE 22.9 - AID TO NAVIGATION - UPDATE
A nun buoy previously reported submerged in the vicinity of Mile 22.9, approximately 450 feet off of the LDB, has been reset.

MILE 10.5 - AID TO NAVIGATION
A partially submerged buoy previously reported not properly marking the channel, mid-channel in the vicinity of Mile 10.5, has been reset.

Lake Of The Ozarks

    Trooper Returns To Work, Drowning Investigation Continues........

 

Trooper Anthony C. Piercy has returned to duty after being on paid administrative leave, following the arrest, and subsequent drowning of Brandon Ellingson.  Ellingson had either fallen or jumped from the water patrol vessel he was aboard.  Trooper Piercy jumped into the lake, but was unable to save Ellingson.  His body was recovered the next day.  The Missouri State Highway patrol is investigating the incident.........

Missouri State Highway Patrol

    Troop I Announces Boater Safety Enforcement Operation......

 

Captain James W. Remillard, commanding officer of Troop I, announces that sometime during the month of June 2014, Troop I officers will participate in a special enforcement operation on the Gasconade River in Phelps and Pulaski counties. The emphasis of the operation will be the detection of those individuals who are operating either a motor vehicle near the river’s accesses, or water vessel on the river, while intoxicated.
Captain Remillard stated, “No one should have to travel a Missouri highway or waterway with the fear that an impaired driver or operator may put their life or the lives of their family in jeopardy. Protecting those on our roads, lakes, and streams from these unsafe practices will always be a priority. To that end, we will strictly and vigilantly enforce all Missouri laws.”
In support of “The Drive To ZERO Highway Deaths,” the Patrol encourages motorists to protect themselves and their passengers by making sure everyone in the vehicle is properly restrained in a seat belt or child restraint. Watercraft operators should ensure that everyone in the vessel is wearing an approved life jacket. Click It 4 Life and Wear It!!

Rock River Near Milan, Illinois

    Two Men Rescued at Steel Dam........

 

Monday afternoon, two men were fishing on the Rock River, near Milan, when they got a bit too close to the Steel Dam, and got pulled in.  According to Milan Fire Chief Jerry Mader, the men were standing in a shallow portion of the river, and when they went after a stuck fishing lure, the undercurrent pulled them under.  The men grabbed hold of tree branched lodged in the dam, and were able to hang on until help arrived........

Vandals de-faced the painting of the Piasa Bird on the bluffs along the Great River Road just ourtside of Alton, IL, by throwing tar sticks at the painting sometime during the previous night.

Mississippi River At Alton, Illinois

    Bridge Work Expected To Cause Delays........

 

The Illinois Department of Transportation is saying that over the next several weeks, motorists crossing the Mississippi River at Alton, Illinois could experience significant delays.  IDOT has been working on the Clark Bridge, and as of Monday, work was expected to move to pavement patching operations.  Jim Cox, Resident Technician with IDOT is saying that the bridge deck repairs will cause lane closures........

Mississippi River Near Baton Rouge, Louisiana

    Coast Guard Searching For Missing Paddler........

 

The U.S. Coast Guard has been searching for a paddler that went missing along the Mississippi River near Baton Rouge.  Kevin "Rooster" Guy was working at a concert, and was last seen by a band member riding his bike back to his canoe, which was tied up along the Mississippi River.  Guy had intended to load up his bicycle into the canoe and paddle home in Port Allen.  A helicopter and boat search has found no evidence of Guy........

    Coast Guard Encourages Safety In Ohio River Valley........

 

Congestion in the Ohio River Valley is causing the U.S. Coast Guard to urge caution for recreational boaters on the waterway.  Lieutenant Eric Jesionowski, chief of prevention, Coast Guard Marine Safety Unit Pittsburgh said that to guarantee safety and facilitate commerce in the Ohio River Valley, recreational boaters should stay out of the navigation channel, unless transiting through the area........

Bill,

 

Today (06-08-14) was a very fun day at the Con Trios Champagne Brunch. We thought the highlight of the day was to see if the courtesy dock would hold all the boats tied up.

 

Come to find out the highlight of the day was actually when the band announced that a tree was floating down the slough and that the boat owners might want to move their boats.

 

Well with that said we had many people running down to the dock to see if the tree could be pushed out of the way of the boats, that almost happened. It got caught under Rick Phillips house boat. Long story short, Carl Tiemann, Darrel Weil and Brian Hamm went out and Lassoed the tree root and pulled it from under Ricks boat - the boat were saved and no damaged occurred.

Missouri River Flooding

    Farmers Head To Court For Flood Damage........

 

Three years ago, the Missouri River burst from her banks, covering thousands of acres of land, and renewing arguments about how the river should be managed.  Now, landowners are filing suit against the U.S. Army Corps of Engineers, claiming that the Corps is not protecting their land.  Landowners are seeking compensation for the damage to their land, as well as assurances they will be protected from future floods.........

Mississippi River Near Rock Island, Illinois

    Centennial Bridge Shutting Down For Repairs........

 

Later this summer, the Quad Cities' Centennial Bridge will be shut down for repair work, and the Illinois Department of Transportation will be hosting two open houses to discuss the project.  The meetings will be held Wednesday, and representatives of the IDOT and the contractor, General Constructors, Inc. will be present to answer questions about the project.  Work on the $3.4 million project will involve replacing 200 - 300 joints and members........

US Congress passed the Motorboat Act.
The Motorboat Act of 1910 finally established a creditable boating safety program. The act required boats to be equipped with navigation lights, whistles, fire extinguishers, and life preservers. Although enforcement was still a problem, the number of accidents immediately declined.

    Miss Geico Falls Prey To Mechanical Issues........

 

Powerboat racing fans were excited at the news that Miss Geico would be putting in an appearance at Lake Race 2014.  Unfortunately, Miss Geico ran into mechanical problems mid-race, and had to bow out.  Miss Geico was able to turn a few laps around the race course, but it became obvious that something was wrong, as the vessel slowed down and limped to the docks throwing up a huge rooster tail.  A crew member revealed that the vessel blew a hose........

    Boat Runs Aground, Two Injured........

 

Early Saturday morning, two people were injured, one seriously after a boat ran aground.  The Missouri State Highway Patrol says that a 1990 Black Thunder, piloted by Christina Henry, was travelling at a high rate of speed, when it ran aground near the 37.5 Mile Marker.  Reggie Allen and Erica Bagley were injured in the collision.  Allen's injuries were considered serious.  Henry was arrested for Boating While Intoxicated, driving without a boater's education certificate, and travelling above the nighttime speed limit........

     LOWA Kayak Launch Dedication Coming Up........

 

Next weekend, the Lake of the Ozarks Watershed Alliance will be holding a Dedication Celebration ceremony for their new kayak steps and launch.  The ceremony is slated for Saturday, June 14 at the Ha Ha Tonka State Park spring.  The kayak steps and launch were installed for the public to use, as well as a demonstration site for area residents to learn methods of preserving lake water quality........

Mississippi River Near Camanche, Iowa

   Disabled Anglers Spend Time On The River........

 

On Saturday, over 30 anglers with disabilities headed out to the Mississippi River near Camanche for a little fishing.  The Eastern Iowa Chapter of Fishing Has No Boundaries held the event at Rock Creek Marina.  Some of the participants fished from shore. and others were able to take advantage of the sloughs surrounding the marina.  Organizers are hoping to make this an annual event........

On Friday afternoon, Winona State University's new floating classroom arrived in Winona for it's welcoming ceremony, and christening.  The Cal Fremling is a $1.4 million, fully rigged floating classroom that allows students and passengers to study the Mississippi River, and it's ecosystems.  The vessel will also be available for public use and educational opportunities........

On June 5, 2014 and again on June 10, 2014, from 7:00 a.m. until 5:00 p.m., each day, L/D 22 in the vicinity of Mile 301.0, will be closed for maintenance. During this closure, towboat operators are requested NOT to tie up on the guidewalls. Mariners may contact the lock at (309) 873-2246 or via VHF-FM Channel 14, for assistance.
 

MILE 202.4 - AID TO NAVIGATION

A can buoy has been reported not properly marking the channel, mid-channel

 

MILE 200.8 - L/D REPAIRS
Continuing until further notice the Melvin Price L/D (main chamber) in the vicinity of Mile 200.8, is closed for repairs. All vessels will be required to
use the auxiliary chamber. Mariners may contact the L/D at (618) 462-1713 or via VHF-FM Channel 14, for additional information.

A nun buoy previously reported submerged in the vicinity of Mile 22.9, approximately 450 feet off of the LDB, has been reset.

MILE 10.5 - AID TO NAVIGATION
A partially submerged buoy previously reported not properly marking the channel, mid-channel in the vicinity of Mile 10.5, has been reset.

     Excursion Boat Headed For A Makeover.........

 

A historic boat on the Lake of the Ozarks took a trip across the lake, as it headed for a makeover.  The Commander was towed from her long-time berth near the Bagnell Dam, to the Gravois Arm, where she will undergo a rebirth.  The 62 foot Commander was built in 1961 by Dubuque Boat and Boiler Co. for the Casino Pier operation on the lake.  The vessel offered daily excursions on the lake from the Bagnell Dam........

Lake Race on the Lake of the Ozarks is scheduled for June 7 - 8, and five of the world's fastest offshore racing catamarans are slated to put in an appearance.  The cats are running in the unlimited power and unlimited hull length "Run What You Brung" class.  Of the $75,000 in prize money for the event, $40,000 is set aside for the Run What You Brung class........

President Calvin Coolidge signed the legislation to create the upper Mississippi River National Wildlife and Fish Refuge on June 7, 1924.

A Bikeway was opened over the McKinley Bridge.

In 2004, the Great Rivers Greenway District worked with the Metro East Park and Recreation District to make an agreement with the Illinois Department of Transportation to open up a bikeway/pedestrian access on the McKinley Bridge. This project was finished and officially opened up Saturday, 07 June 2008. They had a beautiful day for the festivities. This was the first pedestrian/bike trail over the Mississippi River in the St. Louis area.

Nautical Legislation

     President Expected To To Sign Dredging Bill.........

 

It is expected that President Obama will sign the $12.3 billion Water Resources Reform and Development Act, which authorizes spending for dredging projects performed by the U.S. Army Corps of Engineers.  The measure includes funding for dredging out small boat harbors, as well as channels in the Great Lakes.  The last water resources bill was enacted seven years ago........

Mississippi River Near Winona, Minnesota

     Search On For Missing Paddler.........

 

Around 11 am Friday, Jake Shetler was looking over the Mississippi River backwaters near Prairie Island, when he saw a man in distress in the water.  Shetler and a few other men quickly got their boat to the spot the man was last seen, but the man had disappeared.  Emergency responders searched for the man Friday.  Divers were not dispatched to the river due to safety concerns in that portion of the river........

     New Boat Ramp Improves River Access In KC.........

 

Thanks to a partnership between Platte County, Missouri and the Missouri Department of Conservation, boaters and fishermen will be able to enjoy better access to the Missouri River in the Kansas City area.  On Saturday, June 21, a new boat ramp will be dedicated at Parkville's mew Platte Landing Park.......

Mississippi River

MILE 301.0 - L/D CLOSURE
On June 5, 2014 and again on June 10, 2014, from 7:00 a.m. until 5:00 p.m., each day, L/D 22 in the vicinity of Mile 301.0, will be closed for maintenance. During this closure, towboat operators are requested NOT to tie up on the guidewalls. Mariners may contact the lock at (309) 873-2246 or via VHF-FM Channel 14, for assistance.
 

MILE 202.4 - AID TO NAVIGATION

A can buoy has been reported not properly marking the channel, mid-channel

 

MILE 200.8 - L/D REPAIRS
Continuing until further notice the Melvin Price L/D (main chamber) in the vicinity of Mile 200.8, is closed for repairs. All vessels will be required to
use the auxiliary chamber. Mariners may contact the L/D at (618) 462-1713 or via VHF-FM Channel 14, for additional information.

IL MILE 61.4 - BRIDGE NAVIGATION LIGHTS
Norfolk and Western Railroad Drawbridge; All navigation lights are extinguished. Transit with caution.

 

Missouri River

MILE 44.0 - BRIDGE CONSTRUCTION
Daniel Boone Companion Bridge; Cofferdam installation is ongoing on both sides of the navigation channel, minimum horizontal clearance between
cofferdams is 400 feet. At times the floating workplant may be temporarily moored in the channel and will move on 30-minute advance notice by
contacting the M/V GABRIEL J via VHF-FM Channels 13 or 16.

MILE 22.9 - AID TO NAVIGATION - UPDATE
A nun buoy previously reported submerged in the vicinity of Mile 22.9, approximately 450 feet off of the LDB, has been reset.

MILE 10.5 - AID TO NAVIGATION
A partially submerged buoy previously reported not properly marking the channel, mid-channel in the vicinity of Mile 10.5, has been reset.

On Thursday, Chad Pregracke, founder of Living Lands & Waters was honored by Anheuser-Busch as part of their celebration of World Environment Day.  Pregracke was presented with a check for $90,000.  Kathy Casso, vice president of corporate social responsibility at Anheuser-Busch said that the company has been sponsoring LL&W for 15 years.  The presentation was made while about 200 A-B employees sorted through 30,000 pounds of trash removed from the Mississippi River........

    MTI Builds Lamborghini-Themed Boat........

 

Marine Technology has built another supercar-themed boat, this one based on the Lamborghini Aventador.  While the real Aventador is equipped with a 700 horsepower engine, the MTI version packs a pair of 1350 horsepower Mercury Racing twin turbo engines.  The projected top speed of the boat is around 190 mph........

    L&D No.15 Visitor Center Hours Changing........

 

Starting on Sunday, June 15, the U.S. Army Corps of Engineers Mississippi River Visitor Center at Locks and Dam No.15 on Arsenal Island will be closed on Sundays and Mondays, until further notice.  The visitor center will be open 9 am to 5 pm, Tuesday through Saturday, and will offer normally scheduled tours and programs on these days.  Appropriate identification is required for visitors........

The Illinois Department of Transportation has announced that there will be some lane closures on the Clark Bridge at Alton, in order for repairs to be made to the road deck.  Weather permitting, the closures are set to begin on Monday, June 9.  Work is expected to be wrapped up by June 20........

     Land Management Service Contract For Bid at Mark Twain Lake

 


Mark Twain Lake – June 5, 2014. The U.S. Army Corps of Engineers is currently seeking bidders for a Land Management Services Contract. The contract is for the performance of the following land management activities on the public lands at Mark Twain Lake: prescribed burning, herbicide application, tree seedling planting, container tree planting, tree/shrub mastication, roadside vegetation maintenance, and clearing and grading services. The contract is an indefinite quantities contract with a term of three years, one base year with two option years. A site visit is scheduled for June 12, 2014 at the Mark Twain Lake Project Office at 10:00 am to review contract specifications, contract requirements, and typical work areas. Good Samaritans Tossing A Towline: For Free or for Money?

Tips on How to Help a Boater in Need of a Tow

ALEXANDRIA, Va., June 5, 2014 -- Tossing a towline to a disabled boat and bringing it back safely to the launch ramp is a time honored act of kindness that recreational boaters have always done for each other. But what happens if the Good Samaritan tossing the line decides to charge for their services? Is there much of a difference between a Good Sam looking for a little extra gas money and a professional towing service charging for on water towing services?

According to Boat Owners Association of The United States, once money changes hands for a routine tow, a Good Sam is opened up to a world of liability they may not want in their lap. Accepting money also requires a mariner’s credential – such as a Captain’s license – and would require commercial registration of the towing vessel.

While Boat Owners Association of The United States offers the largest on water towing fleet in the US, it understands the law of averages: There are 12 million registered recreational vessels in the nation and some are bound to breakdown. In 2013, the BoatUS 24-hour dispatch centers alone received 70,000 requests for on water assistance, and the boat owners group says there are likely thousands of Good Samaritans each year lending a helping hand to other boaters. Said BoatUS Towing Services Vice President Adam Wheeler, “Towing is a job best left for the professionals, but many boaters often find themselves in areas where professional assistance is not available."

While Good Samaritan laws vary from state to state, they generally provide that anyone who renders aid to injured persons is not liable for any damages if the assistance is provided in good faith, without compensation or other consideration, and without gross negligence. And in fact, in some states, failing to render emergency assistance to the persons involved can also possibly put you in trouble with the law – but there is no duty to require a Good Sam to tow or “save” a boat.

For federally designated ‘navigable’ waterways, federal law trumps state law and says that the master or individual involved in rendering assistance “is not liable for damages as a result of rendering assistance or for an act or omission in providing or arranging salvage, towage, medical treatment or other assistance when the individual acts as an ordinary, reasonable and prudent individual would have acted under the circumstances.”

“A boater who does not charge for rendering assistance is protected under the Good Samaritan laws for any damages or injuries that might occur during the tow,” said Wheeler. “If money exchanges hands and someone gets injured or the disabled boat gets damaged, you’re no longer considered a Good Sam and would be opening the door to much more liability. You may be even personally liable, depending on your insurance policy – if you have one. It’s just something else to think about before throwing a towline and asking for money. A commercial towing company carries insurance to cover those types of mishaps.”

For boaters committed to being a Good Samaritan, BoatUS has these tips:

1. Never put yourself in danger or go beyond your capabilities.
2. For the safety of everyone, always report disabled vessels to the Coast Guard or other authority.
3. Ensure that your cleats are properly backed and you have the properly sized tow line (some lines can stretch and suddenly break).
4. Understand that once you start towing, the Good Sam has a duty for the safety and care for those aboard the disabled vessel.
5. Minimize risk by having everyone don their life jackets and remain seated – away from the bow in case a line parts or cleat gives way.
6. Maintain headway for control, but don’t tow any faster than leaving a small wake.
7. Be careful to prevent other boat traffic from crossing the towline. Keep a horn or whistle available to warn others to stay clear.
8. Always tow to the nearest safe place. While it may not be near where anyone wants to go, it will shorten the time of the tow and minimize any exposure liability, and gets passengers to a place where they can fix the boat or arrange for a proper tow. 9. Another option is to stand close by, but not undertake the tow and wait for a responder to arrive while staying close just in case of emergencies. A Good Sam could also remain on the right side of the law - and keep potential liability low - by simply removing the disabled boat’s occupants and returning them to the dock, while arranging for a local tow of the broken down (and safely anchored) boat.

“It’s always good to help out a fellow boater because sooner or later, it could be you asking for a tow back to the dock,” said Wheeler. “However, the best backstop for routine on water troubles is to consider a BoatUS annual towing plan.” BoatUS towing plans start at $67 annually (freshwater boaters) and include BoatUS or BoatUS Angler membership.
