    St. Louis District - Weekly Navigation Channel Condition

   

 

 

 

MISSISSIPPI RIVER

MILE 179.0 - BRIDGE MODIFICATION
Douglas MacArthur Bridge; Upper deck is being mechanically removed and the work will not impact navigation. Removal will be performed Monday
through Friday, from 9:00 a.m. until 4:00 p.m., until September 30, 2014. For additional information, mariners may contact the work crew by
phone at (314) 973-2326.

 

MILE 180.0 - BRIDGE MAINTENANCE
Eads Bridge; The containment system in the center span 300-foot navigational opening between the red triangles has been raised to within 6-10 inches of low steel. The containment system located in the Illinois and Missouri spans remain suspended 3 feet below low steel. Work barges are spudded down on the backsides of the main navigation channel piers. Barges will be properly lit at night.

 

MILE 183.2 - MILE 182.5 - DREDGE OPERATION/NAVIGATION RESTRICTION
Continuing until approximately December 7, 2013, dredging operations will be conducted between approximate Miles 183.2 and 182.5, Merchants Railroad Bridge to McKinley Highway Bridge. Work will be conducted from 5:00 p.m. until 7:00 a.m., each day. To facilitate dredging operations, the channel will be closed to barge tows and recreational vessels. Single barge tows and recreational traffic are required to contact the Dredge
POTTER via VHF-FM Channels 13, for passing arrangements during this closure. The channel will reopen to all traffic from 7:00 a.m. until 5:00 p.m., each day. Tows with CDC barges shall not push in between Miles 183.0 and 168.6 and are required to call in their “hold up position” to U.S. Coast Guard Sector Upper Mississippi River Command Center at (314) 269-2332, or via VHF-FM Channel 16.

 

MILE 196.0 - DIVE/PIPELINE OPERATIONS
Continuing until further notice, dive/pipeline operations are being conducted in the vicinity of Mile 196.0, RDB. Work will be conducted from 8:00 a.m. until 5:00 p.m. An Onyx Services dive boat will monitor VHF-FM Channel 13. Mariners are urged to transit the area at their slowest safe speed to minimize their wake.

IL MILE 71.3 - BRIDGE REPLACEMENT
Meredosia Bridge Replacement;
A public notice has been issued for the replacement of the Meredosia Bridge, Mile 71.3, across the Illinois Waterway. The public notice can be viewed by clicking on the following link:click here

IL MILE 3.0 - AID TO NAVIGATION
A can buoy has been reported not properly marking the channel, mid-channel in the vicinity of Mile 3.0. Transit with caution

 

MISSOURI RIVER

MILE 8.2 - BRIDGE REPAIR
Burlington Northern Bridge; Repair work is being conducted on the bridge that will not impede normal river traffic. Estimated time of completion is January 1, 2014

 

MILE 44.0 - BRIDGE CONSTRUCTION

Daniel Boone Companion Bridge; Shaft drilling is ongoing outside of the navigation channel. At times the floating workplant may be temporarily moored in the channel and will move with advance notice by calling M/V GABRIEL J via VHF-FM Channels 13 or 16.

    Investment Company Purchasing Casino Queen Assets........

 

Recently, Gaming and Leisure Properties Inc. signed an agreement to purchase the property assets of the Casino Queen for $140 million.  The Pennsylvania-based investment company will buy the casino's 78 acre property, including a 157-room hotel and the 38,000 square foot casino.  The deal is hinging on the approval of the Illinois Gaming Board, and may be finalized by the end of the first quarter of 2014........

Mississippi River At LeClaire, Iowa

    The Stephen L. Colby Has Been Raised........

 

Two weeks after sinking in the Mississippi River, the towboat Stephen L. Colby has been patched and re-floated.  Crews will still be coping with several days of freezing weather while inspecting the Colby before she can be sent out for repairs.  On Monday, the 150 foot long Colby was suspended by cranes, as 20 workers pumped water out of the vessel.  The Colby still needs to be inspected and decontaminated prior to being towed to the repair facility........

BRP has recently added a new engine to the Evinrude E-TEC Pontoon series of outboards, the Evinrude E-TEC 65 HP.  This power plant is designed for small to mid-sized pontoon applications.  Last summer, BRP introduced their Evinrude E-TEC Pontoon Series of outboards, with 90, 115 and 150 HP offerings, intended to power midsized and large applications.  All of the outboards in BRP's Pontoon Series are specifically designed to meet the needs of pontoon owners........

   The Asian Carp are taking over the Mississippi River in Illinois!! Doug Nikirk from Golden Eagle, IL was almost hit in the head when this 15lb carp jumped into his boat last week! 

  His wife Jeanne was taking pictures of the jumping fish when this one jumped.

White River Near Gamaliel, Arkansas

    Snow And Ice Sinks Boat Dock....  Two Others Saved....

 

On Friday, snow and ice caused the sinking of a boat dock at Charlie's Rainbow Trout Resort on the North Fork of the White River in Northern Arkansas.  Eight boats, motors, fuel tanks, oars and life jackets sank along with the dock.  On Norfork Lake, Rob and Paige Griffith, owners of the 101 Boat Dock found some dock roof collapsed and vessels sinking.  They hit up friends on social media, and by Friday afternoon, more than a dozen people were helping remove snow and ice from the dock roofs........

     152 Year Old Steamer Wreck Found........

 

Back in July, veteran shipwreck hunter David Trotter stated that he and his crew discovered the wreck of the side-wheel steamer, Keystone State.  The steamer sank in Lake Huron during a storm in November, 1861.  When she sank, all 33 souls on board perished.  The Keystone State was constructed in Buffalo, New York, and was one of the bigger steamers of it's time.  Some historians are saying that she sank while secretly carrying Civil War supplies........

1,200 trees, 1 historic voyage

On most days, Coast Guard Cutter Mackinaw keeps Great Lakes channels and harbors open to navigation to meet the region’s winter shipping needs. Saturday was not like most days.

 

Mackinaw served once again as this year’s “Christmas Ship.” Loaded with more than 1,200 Christmas trees, the icebreaker played homage to an annual Chicago tradition from the late 1800s and early 1900s. Coast Guard Cutter Mackinaw served as this year’s Christmas Ship. U.S. Coast Guard photo by Chief Petty Officer Alan Haraf.

 

Herman Schuenemann, captain of the original Christmas Ship, delivered fresh evergreens and wreaths for the holiday season from Michigan to Chicago for more than 30 years. On Nov. 23, 1912, Schuenemann was at the helm of the fabled Christmas Ship the Rouse Simmons, transiting from Michigan. On that day, Schuenemann, the Rouse Simmons and 16 crew were lost in a storm between Kewaunee and Two Rivers, Wis.

 

During its transit to Chicago this year, the crew of Mackinaw held a solemn tribute and dropped a wreath into the waters near the resting place of the Rouse Simmons, which was located in 1971.

 

Chicago’s boating community has re-enacted the landing of the Rouse Simmons in Chicago for the past 14 years through Chicago’s Christmas Ship Committee.

 

Chicago’s Christmas Ship Committee is comprised of all facets of Chicago’s boating community, including: the International Shipmasters’ Association; Chicago Marine Heritage Society; Navy League of the United States; Chicago yacht clubs; Friends of the Marine Community; Chicago Yachting Association, Cruise Ship Mystic Blue; and others.

 

The trees, purchased by Chicago’s Christmas Ship Committee, were offloaded by members of the Coast Guard and local youth volunteers, including Sea Cadets, Venture Crews, Sea Scouts and Young Marines. More than 300 volunteers from various youth organizations help unload trees. U.S. Coast Guard photo by Chief Petty Officer Alan Haraf. During a ceremony at the west end of Navy Pier, the first tree was presented to a representative family. The remaining trees were then loaded onto trucks for distribution by 18 local community organizations to more than 1,200 deserving families throughout Chicago.

Flotilla 03-04 of the United States Coast Guard Auxiliary will hold its December meeting at 14:00 HRS, 08 DEC 13, Pasta House - 4660 N. Illinois, Off Hwy 159, ½ mile south of the Fairview Heights Mall. Guests are welcome. Immediately following the flotilla meeting will be lunch and the flotilla holiday party and gift auction.

The Next Chapter Begins

The days that have lead to this point have been great, only minor setbacks
have been encountered. The first one showed up just after the wedding, when
one of my dock neighbors noticed that my bilge pump was cycling-- Often !
Too Often ! So back on the trailer we went , just for a day. Dennis , Ronnie
and myself resealed the suspected source, "The Mercathode units" and back
in the water we go. And "Voila" !!!! no drips ---- Sweet.

In doing all the work inside and outside the boat, some smaller issues that
came to light were just put on a separate list and held for a future date.
These are not earth shattering repairs, with most of them, the time to get the
tools collected and site prepared will take longer than the repairs themselves.
The small repairs are not keeping us from using the boat at all.
So lately we have had the pleasure to make some short trips around
the Alton pool, we well experienced captains know this area as Alton Lake.
That's for real and you can check me on that.
Matter of fact on the Missouri side just above My River Home is an old harbor
called Alton Lake Yacht Club , some friends of mine kept a small Gibson
house boat there years ago. Which brings me to say that in our recent
travels I have also had the pleasure of meeting some of you. Our last outing
included a stop at the Larosa Cabana ( rapidly becoming one of our favorites)
where we were greeted by Mike Hentrik ( hope that's right) who like us,
likes the the Larosa and introduced himself as someone who has read us since the
beginning. Mike you have no idea how flattered we are and really hope that we
see you again. As we stretch our nautical legs a little more each time we go out
our trust factor in the Fuelishness increases as does our satisfaction in a job
well done.

Illinois Waterways

    More Invasive Species Threatening Illinois........

 

Recently, another invasive species has been found that poses a threat to the waterways of Illinois.  New Zealand mud snails were discovered in a Wisconsin stream less than 50 miles from the Illinois border.  Kevin Irons with the Illinois Department of Natural Resources believes that this is too close, and sees containment as the only option to keep them at bay.  Irons reminds boaters to take care to avoid inadvertently smuggling the snails into Illinois waterways........

    Lewis And Clark Anniversary Coming Up........

 

On Saturday, December 14, and Sunday, December 15, the Lewis and Clark State Historic Site in Hartford, Illinois will be celebrating the anniversary of the 1803 Lewis and Clark Expedition's arrival at Camp River Dubois.  The event is free, and open to the public.  It will run from 10 am to 4 pm, and will feature re-enactors, Native American artifacts, military weaponry and frontier medical tools.........

Mississippi River Near LeClaire, Iowa

    Cold Slows Towboat Salvage Efforts........

 

Salvage work on a submerged towboat has been slowed down because of temperatures that are staying below zero.  Crews had intended to raise the bow of the sunken Stephen L. Colby on Friday, but were not able to due to the weather.  The temperatures were cold enough that recovery workers could only spend two hours working outside at a time.  Divers are only allowed to spent about thirty minutes at a time working in the water........

Lake Of The Ozarks

     Blast Drops First Hurricane Deck Bridge Section........

 

Sunday, a series of explosions rocked the Lake of the Ozarks, dropping the first of three sections of the Old Hurricane Deck Bridge.  Crews will be kept busy over the next several weeks removing the steel from the lake and salvaging it.  The dates for the second and third blasts have not been announced.  The span carried traffic over the Lake of the Ozarks for 77 years, starting in 1936, until it closed on September 9, 2013........

     Christmas Tree Ship Arrived At Chicago........

 

On Friday, a U.S. Coast Guard vessel carrying over 1,200 Michigan Christmas trees arrived in downtown Chicago.  Late last month, the Coast Guard Cutter Mackinaw shoved off from Cheboygan, for her journey to Chicago.  This voyage honors the legacy of the original Christmas tree ship, the Rouse Simmons, which delivered the trees starting in the late 1800s.  The vessel sank in 1912 while carrying Christmas trees........

Cumberland River Near Canton, Kentucky

     Bridge Struck By Barge, Closed For Inspection, Reopened........

 

Saturday evening, a barge struck the US 68/KY 80 Cumberland River Bridge at Canton, Kentucky.  The bridge was closed to vehicular traffic for a safety inspection.  The U.S. Coast Guard received a report that the Motor Vessel James H. Hunter had scraped one of the bridge's piers.  The vessel's captain said that a gust of wind pushed the 15 barge tow into the pier.  The barges were empty.  The inspector found no evidence of damage to the span.  It has been reopened........

     Lighted Boat Parade Ushers In Christmas Season........

 

A day after Thanksgiving, Tennessee River boaters gathered on the Tennessee River at Chattanooga for the city's 29th annual Lighted Boat Parade.  40 decorated boats participated in this year's festivities.  Santa Claus put in a special appearance in the parade, and the evening was wrapped up with fireworks.......

Mississippi River At Davenport, Iowa

      Replica Of First Mississippi River Bridge Going Up........

 

Plans are in the works to construct a footbridge over U.S. 67, which will allow pedestrians safe access to River Heritage Park along Davenport's riverfront.  The bridge would be modeled as a replica of the first bridge to cross the Mississippi River, which incidentally was built at that location in 1856.  A large earthen embankment built 160 years ago remains at the site.  The span is expected to cost around $2 million........

CHICAGO—The crew of the Coast Guard Cutter Mackinaw was joined today by more than 300 young volunteers, including the Sea Cadets, Sea Scouts and Young Marines, to offload more than 1,200 Christmas trees in a ceremony at Navy Pier commemorating the original “Christmas Ship.”

Mackinaw arrived at Navy Pier Friday morning to help the Chicago Christmas Ship Committee re-enact an annual Chicago tradition dating to the late 1800s and early 1900s.

The Christmas trees, purchased by the Chicago’s Christmas Ship Committee, were loaded onto trucks for distribution by 18 local community organizations to more than 1,200 deserving families throughout Chicago. Ada S. McKinley Community Services coordinated the recipients.

The original Christmas Ship, the Rouse Simmons, brought Christmas trees from northern Michigan to the people of Chicago in the late 1800s and early 1900s for more than 30 years before sinking in a winter storm in November of 1912.

In addition to this charitable activity, the Mackinaw conducted a scheduled Aids-to-Navigation mission in the southern region of Lake Michigan to remove buoys for winter maintenance and replacement with “winter marks” to protect them from ice damage. Additionally, regular underway crew training and drills were conducted in preparation for the ship’s primary winter mission of ice-breaking to keep commerce moving through the Great Lakes.

Douglas MacArthur Bridge; Upper deck is being mechanically removed and the work will not impact navigation. Removal will be performed Monday
through Friday, from 9:00 a.m. until 4:00 p.m., until September 30, 2014. For additional information, mariners may contact the work crew by
phone at (314) 973-2326.

 

MILE 180.0 - BRIDGE MAINTENANCE
Eads Bridge; The containment system in the center span 300-foot navigational opening between the red triangles has been raised to within 6-10 inches of low steel. The containment system located in the Illinois and Missouri spans remain suspended 3 feet below low steel. Work barges are spudded down on the backsides of the main navigation channel piers. Barges will be properly lit at night.

 

MILE 183.2 - MILE 182.5 - DREDGE OPERATION/NAVIGATION RESTRICTION
Continuing until approximately December 7, 2013, dredging operations will be conducted between approximate Miles 183.2 and 182.5, Merchants Railroad Bridge to McKinley Highway Bridge. Work will be conducted from 5:00 p.m. until 7:00 a.m., each day. To facilitate dredging operations, the channel will be closed to barge tows and recreational vessels. Single barge tows and recreational traffic are required to contact the Dredge

     Eagle Days Coming To The Lake........

 

Next month, Eagle Days will be held at the Osage National Golf Resort, Country Club Hotel and Spa and Willmore Lodge, on January 4 - 5.  The event will feature naturalists that will answer questions, and live eagles from the World Bird Sanctuary.  The Master Naturalist Chapter of the Lake of the Ozarks and the Boy Scouts will be pointing out eagles in their natural habitat.  Weather permitting, Eagle Watch Cruises will be offered aboard the paddlewheeler Tom Sawyer........

Mississippi River Near Quincy, Illinois

    Man Accused of Dumping Meth In River Sentenced........

 

46 year old Rodney Gallaher, who was accused of dumping waste from methamphetamine manufacturing into the Mississippi River is headed for prison.  Gallaher was arrested back in September, when his home was raided, and police found a shake-n-bake meth lab, as well as ingredients necessary for manufacturing the drug.  He pled guilty to manufacturing meth, and was sentenced to seven years........

Colby continued Friday, albeit at a slower pace, thanks to sub-freezing temperatures.  U.S. Coast Guard Petty Officer 2nd Class Jaclyn Young stated that crews were hopeful to have raised the Colby's bow by Friday, but the frigid temps are only allowing crews to work in two hour shifts.  Divers are only able to work in the water for 30 minutes at a time........

  Missouri River Near Santee, Nebraska

    Hunters Rescued From The Missouri River........

 

On Thursday, eight hunters and one dog were rescued from two boats that were stranded in the rapidly freezing Missouri River.  A helicopter with the Nebraska State Patrol  plucked the hunters from the boats, two at a time.  The vessels had been blocked in by ice, and attempts made by officers from the Nebraska Game and Parks Commission were thwarted by the ice.  The hunters reported that there was no ice on the river when they put in that morning........

Mississippi River Near Minneapolis, Minnesota

    Hydroelectric Plant Proposal Viewed As Green Power Source....  Eyesore....

 

A proposed hydroelectric power plant near St. Anthony Falls in Downtown Minneapolis may be a new source for green energy for Minneapolis.  Residents are concerned that during the summer, the project could transform a portion of the river into a dry, concrete eyesore.  Crown Hydro LLC, is hoping to begin construction within a year.  The project still must receive an approval from several governmental agencies........

A news story from waow.com reported that Jake Stachovak was prepping for the trip of a lifetime: Paddle a sea kayak 5,000 miles around the eastern portion of the United States.

Jake was planning to depart from Portage, Wisconsin, paddle down the Mississippi River to the Gulf of Mexico, eventually returning to Portage. He had to change his plans because of the very cold weather in the northern United Sates and showed up in St. Louis a few days later to start his journey.

Mississippi River Near Clinton, Iowa

    Suicide Threat Closes River Bridge........

 

On Friday, the bridge carrying U.S. 30 over the Mississippi River at Clinton was closed for about two hours, as authorities responded to a man threatening suicide.  The Clinton Police Department was called out about 1:45 pm, for a report of a man walking on the bridge, waving his arms.  The man threatened to jump after the police arrived.  Negotiators were able to talk the man down, and take him into custody........

Mississippi River Near Baton Rouge, Louisiana

    Man's Body Found Along The Mississippi River........

 

Just after 1 pm Friday, a hunter spotted the body of Marcus Franklin on the eastern bank of the Mississippi River, near Baton Rouge, Louisiana.  Franklin had been missing since last Saturday, and officials have said that his body may have been there for a few days.  Franklin's burned out car had been found earlier in the week.........

MISSISSIPPI RIVER

MILE 179.0 - BRIDGE MODIFICATION
Douglas MacArthur Bridge; Upper deck is being mechanically removed and the work will not impact navigation. Removal will be performed Monday
through Friday, from 9:00 a.m. until 4:00 p.m., until September 30, 2014. For additional information, mariners may contact the work crew by
phone at (314) 973-2326.

 

MILE 180.0 - BRIDGE MAINTENANCE
Eads Bridge; The containment system in the center span 300-foot navigational opening between the red triangles has been raised to within 6-10 inches of low steel. The containment system located in the Illinois and Missouri spans remain suspended 3 feet below low steel. Work barges are spudded down on the backsides of the main navigation channel piers. Barges will be properly lit at night.

 

MILE 183.2 - MILE 182.5 - DREDGE OPERATION/NAVIGATION RESTRICTION
Continuing until approximately December 7, 2013, dredging operations will be conducted between approximate Miles 183.2 and 182.5, Merchants Railroad Bridge to McKinley Highway Bridge. Work will be conducted from 5:00 p.m. until 7:00 a.m., each day. To facilitate dredging operations, the channel will be closed to barge tows and recreational vessels. Single barge tows and recreational traffic are required to contact the Dredge
POTTER via VHF-FM Channels 13, for passing arrangements during this closure. The channel will reopen to all traffic from 7:00 a.m. until 5:00 p.m., each day. Tows with CDC barges shall not push in between Miles 183.0 and 168.6 and are required to call in their “hold up position” to U.S. Coast Guard Sector Upper Mississippi River Command Center at (314) 269-2332, or via VHF-FM Channel 16.

 

MILE 196.0 - DIVE/PIPELINE OPERATIONS
Continuing until further notice, dive/pipeline operations are being conducted in the vicinity of Mile 196.0, RDB. Work will be conducted from 8:00 a.m. until 5:00 p.m. An Onyx Services dive boat will monitor VHF-FM Channel 13. Mariners are urged to transit the area at their slowest safe speed to minimize their wake.

Daniel Boone Companion Bridge; Shaft drilling is ongoing outside of the navigation channel. At times the floating workplant may be temporarily moored in the channel and will move with advance notice by calling M/V GABRIEL J via VHF-FM Channels 13 or 16.

Recently, author Charlotte (McDonald) Stetson updated her 27 year old chronicle of the City of Alton.  Stetson recorded the losses in Alton's industry, as well as it's redevelopment.  "Alton, Illinois:  A Pictorial History, Special Edition" is a 216-page hardcover book, available at CNB Bank & Trust N.A..  The expanded book's reprinting of 1,000 copies was sponsored by the bank........

Mississippi River Near Quincy, Illinois

    Man Accused of Dumping Meth In River Sentenced........

 

46 year old Rodney Gallaher, who was accused of dumping waste from methamphetamine manufacturing into the Mississippi River is headed for prison.  Gallaher was arrested back in September, when his home was raided, and police found a shake-n-bake meth lab, as well as ingredients necessary for manufacturing the drug.  He pled guilty to manufacturing meth, and was sentenced to seven years........

Missouri River Paddling News

    Janet Moreland Completes Montana To Gulf Journey.........

 

On Thursday, Janet Moreland wrapped up her river journey from the headwaters of the Missouri River at Brower's Spring, Montana to the Gulf of Mexico.  Moreland started out on skis, and then cycled 100 miles between Hell Roaring Canyon and Clark Canyon Dam, where she was able to slip her kayak, Blue Moon into the river.  Steve Schnarr of Missouri River Relief stated that Moreland was not only the first woman, but the first American to paddle the length of the Missouri River, down the Mississippi River to the Gulf of Mexico........

05 December, 1963 in River History

On December 5, 1963, three painters from the Star Sign Co. began painting the Piasa Bird on a bluff above Alton, that overlooks the Mississippi River. A few weeks, prior, crews from the Hellrung Construction Company worked to prepare the bluff for paint. They had to remove close to a half ton of rock from the surface of the bluff, and then the 2,500 square foot area received a base coat. The painting replaced a previous Piasa Bird that had been removed during the construction of the Great River Road........

Commencing December 15, 2013 and continuing through March 4, 2014, the following L/D’s will be staffed to lock traffic from 8:00 a.m. until
4:00 p.m., Monday through Friday.
   L/D 11, vicinity of Mile 583.0,
   L/D 12, vicinity of Mile 556.7,
   L/D 13, vicinity of Mile 522.5,
   L/D 14, vicinity of Mile 493.3,
   L/D 15, vicinity of Mile 482.9,
   L/D 16, vicinity of Mile 457.2,
   L/D 17, vicinity of Mile 437.1,
   L/D 19, vicinity of Mile 364.3,
   L/D 20, vicinity of Mile 343.2 and
   L/D 21, vicinity of Mile 324.9.
Tows requiring lockage outside of these hours, must contact the lockmaster in advance so that operators can be called in.


L/D 22, vicinity of Mile 301.2, will continue to lock traffic 24-hours a day, 7-days a week, through January 6, 2014.


L/D 18, vicinity of Mile 410.5, will be closed to navigation from December 18, 2013 through March 4, 2014.


During these closure periods, mariners are requested NOT to tie up on the guidewalls

     Mississippi River subsurface rock removal operations in the Thebes, Illinois

    

 

UPPER MISSISSIPPI RIVER - SUBSURFACE ROCK REMOVAL/TRAFFIC MANAGEMENT/REGULATED NAVIGATION AREA

Continuing until approximately April 12, 2014, The U.S. Coast Guard has established a Regulated Navigation Area (RNA) from Mile 109.9 to Mile 0.0. This RNA is to support USACE contracted subsurface rock removal operations in the Thebes, Illinois area and the management of vessel traffic during this work. Continuing until April 12, 2014, ALL vessels that are fitted with an Automatic Information System (AIS) MUST have the system turned on to assist the U.S. Coast Guard in vessel traffic management. Various other vessel restrictions and/or requirements may be put in place, at different times, during this project. Specific requirements will vary based on the planned work and actual and forecasted river
conditions. The current restrictions and requirements will be communicated via Broadcast Notice to Mariners (BNM’s) and through communications with the River Industry Action Committee (RIAC).

BoatUS Speaks Up for America's Boat Owners at EPA Ethanol Hearings
An "Auto Club" for Boaters Provides Reliable Help 24 Hours a Day

WASHINGTON, DC, December 5, 2013 – The blending of ethanol into the nation’s gasoline supply was the topic of a hearing held today by the EPA to discuss the 2014 Standards for the Renewable Fuel Standard (RFS) Program. Last month, EPA released the 2014 proposed standards which reduced the amount of corn ethanol mandated under the RFS for the first time since the law was implemented. This was a small but tide-changing victory for boat owners whose vessels cannot operate with ethanol above a 10% blend level without serious harm or safety concerns. BoatUS Government Affairs Program Manager Nicole Payla Wood, along with a coalition of representatives from environmental groups, fuel and manufacturing associations as well as food, restaurant, poultry and meat producers testified at today’s hearing to lower the Renewable Fuel Standard.

“We believe in a national renewable fuels policy, but one that is both safe for boaters and sound for the environment,” said Wood, “However, until the current ethanol mandate is removed, there is little room for investment in other renewable fuels that may not have the current negative impact of corn-based ethanol.” Wood explained that the real success would come if Congress changes the law to recognize today’s decreasing fuel usage in the US.

In her testimony, Wood advised the EPA, “We want to commend the EPA for taking a giant step towards addressing the current day realities of the Renewable Fuel Standard with the drafting of the 2014 proposed renewable volumetric obligations. We applaud their pivotal recognition of the shrinking demand for fuel and hope this sends a signal to Congress of the dangers that an impending blend wall presents to the average consumer. The EPA is trying to do its part for the consumer in addressing these market changes, and now is the time for Congress to do so as well.”

Wood added: “As the Renewable Fuel Standard policy pushes higher blends of ethanol gasoline into the market, there is an increased potential for misfueling and engine failure that needs to be made clear. Not all Americans can afford to drive tow vehicles made after 2001, and for boaters these higher blends are poison to our marine engines.”

“There is a critical safety and soundness issue related to the use of higher blends of ethanol in marine engines that cannot be denied. More than half of Boat Owners Association of The United States members fuel their boats at roadside gas stations. With 11 states now approved to sell E15 – a fuel that no marine engine is warrantied to run on – the opportunity for misfueling is growing. And what may result in a roadside breakdown for a car, can quickly lead to a search and rescue mission or search and recovery in a boat.”

“We think it’s also important to point out that EPA’s role in the Renewable Fuel Standard is to implement the policy, not reform the law. Although there are implicit waiver authorities written into the law, the EPA shouldn’t have to use that authority to modify policy to meet the realities of the current marketplace every year. It is the responsibility of the EPA and Congress however, to ensure that the fuel they approve for our consumers is a safe and reliable fuel for our engines, all engines. It is our hope that Congress will now accept the baton, and continue their work on a permanent fix for the Renewable Fuel Standard.”
