St. Louis firefighters put the new "Stan Musial" fire boat through its paces hours after arriving on the St. Louis riverfront on the Mississippi River in St. Louis on October 30, 2013. It's radio call sign, "Marine Unit 6" for St. Louis Cardinals slugger Stan Musial, is a 44-foot, state of the art fire boat able to reach speeds of 38 knots. The design allows for a large pumping capacity of 4000 gallons per minute (GPM) @ 150 pounds per square inch (PSI) while underway and 8000 GPM @ 150 PSI while shore side as well as providing fire suppression capability for flammable liquid fires through its inline foam eduction system. Navigation Channel Condition Status Report

    St. Louis District - Weekly Navigation Channel Condition

   

 

 

 

MISSISSIPPI RIVER

MILE 192.1 - CHANNEL BLOCKAGE
Upper Mississippi River Mile 192.1 - I-270 replacement bridge superstructure erection will be ongoing in the navigation channel from 6 A.M. until 6 P.M. Thursday, October 24th. During this time, vessels are prohibited from transiting the bridge construction site. Mariners may contact 'Walsh Construction Boat' on VHF-FM Channel 13 or 16 for further information

 

MILE 183.0 - CHANNEL CONDITION
Continuing until further notice, dredging operations are being conducted in the vicinity of Mile 183.0. Work will be conducted from 5:00 p.m. until 7:00 a.m. The river will be closed during this time to facilitate dredging operations. The river will be reopened to traffic from 7:00 a.m. until 5:00 a.m., each day. Recreational boats and single barge tows can contact the Dredge POTTER via VHF-FM Channel 16, to arrange for passage during dredge operations. Northbound tows pushing CDC barges shall NOT push in between Mile 183.0 and 168.6 and are required to report their hold up position to the U.S. Coast Guard Sector Upper Mississippi River Command Center at (314) 269.2332 or via VHF-FM Channel 16.

 

Upper Mississippi River - COPT Advisory

Due to current conditions, COTP Upper Mississippi has issued the following Safety Advisory;
Upper Mississippi River
Zone 28 (Mile 185.4 – Mile 109.9) Has entered the watch phase for low water conditions in accordance with the Upper Mississippi River WAP
Annex.
Mariners should exercise caution, beware of shifting channels, transit at their slowest safe speed near fleet areas and place heavy barge in middle of the tow. Industry should consider moving deep draft barges out of Zone 28. Mariners may contact Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16 or phone at (314) 269-2332 to report shoaling, hazardous conditions or missing aids to navigation.

 

 

MISSOURI RIVER

MILE 44.0 - BRIDGE CONSTRUCTION

Daniel Boone Companion Bridge; Shaft drilling is ongoing outside of the navigation channel. At times the floating workplant may be temporarily moored in the channel and will move with advance notice by calling M/V GABRIEL J via VHF-FM Channels 13 or 16.

Mississippi River At Grafton, Illinois

   Season Wrapping Up For Grafton Ferry........

 

At the end of business Thursday evening, the Grafton Ferry will be shutting down for the season.  After a three year hiatus, the ferry has carried vehicles between St. Charles, Missouri and Grafton since the middle of the summer.  The hiatus had been due to the buildup of silt along the preferred route.........

Mississippi River Basin

    Nitrates Decrease In Illinois River, Increase In The Mississippi........

 

Between 2000 and 2010, the nitrate levels in the Illinois River decreased by 21 percent, denoting the first time multi-year nitrate decreases have been seen in the Mississippi River Basin since 1980.  However, nitrate levels continued to increase in the Missouri and Mississippi Rivers.  Lori Caramanian, Department of the Interior Deputy Assistant Secretary for Water and Science stated that solving the issue of the Gulf of Mexico dead zone will be neither quick or easy........

The Delta Queen stopped cruising America's waterways because the US Congress did not pass another exemption for the riverboat from a 1966 federal law banning wooden boats from carrying overnight passengers.
The historical paddle-wheeler that was built in the 1920s. It had a steel hull but wooden superstructure.

Boating on Rivers, Locks and Lakes:
New Online Course Can Be Taken at Home

From United States Power Squadrons and BoatUS Foundation
 

ANNAPOLIS, Md., October 30, 2013 – Boating on swift-moving waters, locking through deep, canyon-like lock chambers, and avoiding the daily buzz of commercial ship and barge traffic are some of the most challenging aspects to freshwater boating. But thanks to a partnership with the United States Power Squadrons (USPS) and the BoatUS Foundation, these tough challenges can be overcome with a new online course, “Boating on Rivers, Locks and Lakes.” The course teaches boaters how to recognize features, “read” the river and lock through with confidence. This is the second USPS/BoatUS Foundation course offering after “Partner in Command,” which acquaints the First Mate with basic skills he or she may need in an emergency.

Now available at www.usps.org/edonline, Boating on Rivers, Locks and Lakes will help boaters navigate safely and increase their fun on the water. “We all learn to some degree by trial and error,” said BoatUS Foundation Director of Education Amanda Suttles Perez. “The problem is that these unique waterways sometimes don’t leave much room for error. By using an advanced online educational tool, we’re helping boaters gain that experience in a stress-free environment that will help them get more out the inland boating lifestyle.”


Taken in the comfort of home, time-challenged boaters can progress at will, starting and stopping at any time. The cost is $40 or just $31.60 for members of USPS, US Coast Guard Auxiliary, Great Lakes Cruising Club and, for a limited time, BoatUS members.


The United States Power Squadrons is a non-profit, educational organization dedicated to making boating safer and more enjoyable through teaching boaters courses and seminars covering dozens of topics. To date, over four million boaters have taken a USPS course or seminar. The partnership with the BoatUS Foundation aims to increase the accessibility to boating education courses by tapping into the Foundation’s expertise at presenting engaging and effective course materials for online study at home. United States Power Squadrons have over 30 advanced courses and seminars taught by local squadrons that will be made available online in the next two to three years.

“The United States Power Squadrons has taught this seminar to thousands of boaters who felt uneasy going through locks and boating near large commercial vessels,” said USPS Chief Commander John Alter. “Now, with the online version of this seminar available, we can help every boater become more comfortable on our vast inland waterways.”

The BoatUS Foundation has its roots when Boat Owners Association of The United State’s (BoatUS) Founder and Chairman Richard Schwartz testified before Congress in 1969 that led to the watershed Federal Boat Safety Act of 1971. Today, BoatUS’ member-funded 501(c)(3) nonprofit BoatUS Foundation for Boating Safety and Clean Water is a national leader promoting safe, clean and responsible boating, and provides innovative educational outreach directly to boaters and anglers with the aim of reducing accidents and fatalities, The Foundation’s Online Boating Safety Course is the only free, NASBLA-approved online boating safety course in 33 states. To date, over one million boaters have taken the course.

Recently, Chaparral and Robalo introduced smaller and entry levels, but the companies are remaining focused on all of their models between 18 and 37 feet.  Chaparral and Robalo president Jim Lane  stated that the cruiser market has slowed for all manufacturers, so the companies are not putting much effort in developing cruisers larger than 37 feet.  Vice president Ann Baldree added that their entire line consists of a well rounded cross section of sterndrives........

Pirate Ships

     Five Of Blackbeard's Cannons Recovered........

 

On Monday, crewmembers from the U.S. Coast Guard Cutter Smilax teamed up with personnel with the North Carolina Department of Cultural Resources to recover five cannons and several barrel hoops from the pirate ship of Blackbeard, the Queen Anne's Revenge.  The vessel ran aground on shoals in Beaufort Inlet, North Carolina.  The cannons weigh in at about a ton each, and were lifted with a combination of floatation bags and the Smilax's crane........

Mississippi River Near Winona, Minnesota

     Leads Found In Baby Angel Case........

 

Back in September of 2011, the body of a newborn baby was discovered in the Mississippi River near Winona, Minnesota.  The baby was wrapped in a tee shirt, an garbage bag, inside a canvas bag with 4 porcelain angels.  One of the angels was traced to the Missionary Oblates of Mary Immaculate in Belleville, Illinois.  DNA profiles have been put together on the baby's parents, and has linked Baby Angel to 2 other infants found in the Upper Mississippi River between 1999 and 2007........

Here's a photo of the moon rising over the Dardenne slough Sunday morning. The picture does not do the view we had justice.

We attended the great Halloween party at Kinders on Saturday night, and had a nice ride back to Eagle's Landing when the party was over. We had the entire river to ourselves and were treated to this spectacular moon-rise on the way back. It is getting a little chilly, but not too bad yet. That's frost on the bow.

Those that put their boats away early, don't realize the spectacular boating that they are missing in the fall.

Bill,

I am sending you a couple of the many great pictures we have captured while boating on the river during this October. One photo was taken very early last Saturday morning (October 19, 2013) at the lower end of Turkey Island. We had an overnight camping/fishing trip with some friends from Winfield and Lake Center Marina that ended up lasting two days. We caught some nice sized blue catfish thanks to Sparky. The other photo of Captain Hayden and his first mate Dexter was taken this past Sunday (October 27, 2013) while Hayden was learning to pilot the Lady Di II between Grafton Harbor and Lake Center Marina. We have to teach them young on the river. River dog Dexter looks really stressed by his situation doesn’t he? Hayden will be ready for his own drag boat before we know it.

    St. Louis District - Weekly Navigation Channel Condition

   

 

 

 

MISSISSIPPI RIVER

MILE 192.1 - CHANNEL BLOCKAGE
Upper Mississippi River Mile 192.1 - I-270 replacement bridge superstructure erection will be ongoing in the navigation channel from 6 A.M. until 6 P.M. Thursday, October 24th. During this time, vessels are prohibited from transiting the bridge construction site. Mariners may contact 'Walsh Construction Boat' on VHF-FM Channel 13 or 16 for further information

 

MILE 184.3 - CHANNEL CONDITION
Continuing until further notice, dredging operations are being conducted in the vicinity of Mile 183.0. Work will be conducted from 5:00 p.m. until 7:00 a.m. The river will be closed during this time to facilitate dredging operations. The river will be reopened to traffic from 7:00 a.m. until 5:00 a.m., each day. Recreational boats and single barge tows can contact the Dredge POTTER via VHF-FM Channel 16, to arrange for passage during dredge operations. Northbound tows pushing CDC barges shall NOT push in between Mile 183.0 and 168.6 and are required to report their hold up position to the U.S. Coast Guard Sector Upper Mississippi River Command Center at (314) 269.2332 or via VHF-FM Channel 16.

 

MILE 183.0 - DREDGE OPERATION/RIVER CLOSURE

Continuing until further notice, dredging operations are being conducted in the vicinity of Mile 183.0. Work will be conducted from 5:00 p.m. until 7:00 a.m. The river will be closed during this time to facilitate dredging operations. The river will be reopened to traffic from 7:00 a.m. until 5:00 a.m., each day. Recreational boats and single barge tows can contact the Dredge POTTER via VHF-FM Channel 16, to arrange for passage during dredge operations. Northbound tows pushing CDC barges shall NOT push in between Mile 183.0 and 168.6 and are required to report their hold up position to the U.S. Coast Guard Sector Upper Mississippi River Command Center at (314) 269.2332 or via VHF-FM Channel 16.

 

MISSOURI RIVER

MILE 44.0 - BRIDGE CONSTRUCTION

Daniel Boone Companion Bridge; Shaft drilling is ongoing outside of the navigation channel. At times the floating workplant may be temporarily moored in the channel and will move with advance notice by calling M/V GABRIEL J via VHF-FM Channels 13 or 16.

  1. P-2853 - 10/21/2013: The project proposes to construct a rootless dike at Mississippi River Mile (RM) 173.4L and place backline revetment at four locations on the left descending bank (L) from RM 171 to 175. Fill material would consist of quarry run limestone consisting of graded “A” stone. The Mosenthein/Ivory Landing Phase 4 Regulating Works Project is located in the Middle Mississippi River (MMR) between River Miles (RM) 170 and 175 in St. Louis City, Missouri and St. Clair County, Illinois.
    Expiration date: 11/18/2013 land landfill. The public notice opens October 31, 2011 and closes Nov 20, 2011.

Federal Flood Insurance

    Lawmakers Seek To Delay Insurance Changes........

 

On Tuesday, a bi-partisan group of lawmakers announced legislation intended to delay changes in the federal flood insurance program by about four years.  Last year, the federal flood insurance overhaul passed with overwhelming support, but the increases in premiums threatens to force people from their homes.  Louisiana Senator Mary Landrieu stated that the economic well-being of many communities will be threatened, as no states are exempt from the premium changes........

Mississippi River At St. Louis, Missouri

    Coast Guard Trains For Riverfront Attack........

 

Over a dozen law enforcement agencies participated in training exercises for a possible terrorist attack on the St. Louis Riverfront.  The training was led by the U.S. Coast Guard, and featured two possible scenarios.  The first scenario involved a terrorist takeover of the Tom Sawyer Riverboat, and a SWAT team re-taking the vessel.  The second scenario had law officers holding off a single boat intent on attacking the harbor fronting the Gateway Arch........

October 31, 2009 in River History


The towing vessel Cindy Celeste was towing 15 barges loaded with coal when it colllided with the McArthur Railroad bridge at mile marker 177.5 near downtown St. Louis at 11:30 a.m. Saturday.

Thirteen barges were set adrift and two barges were wedged against the McArthur bridge. The Coast Guard closed the river to all commercial and recreational traffic from mile market 179.2 to mile marker 178.

Fishy Tales

    Billfish Jumps Aboard Boat, Angler Hops Off........

 

While it is dangerous when Asian carp jump aboard boats traveling along inland waterways, an angry billfish leaping a boat is another matter altogether.  Recently, video was filmed of just an occurrence on a fishing boat.  A marlin leapt aboard the vessel, and a crewmember jumped overboard to avoid the flailing fish.  The second crewmember helped the angler stay away from the fish, until it wore itself out........

    River Study Supports Future Projects........

 

Last Wednesday, a public meeting was held by the U.S. Army Corps of Engineers and Louisiana's Coastal Protection and Restoration Authority to update residents on a Louisiana Coastal Area study.  Called the Mississippi River Hydrodynamic and Delta Management Study, it is intended to support future projects.  The study was conceived over ten years ago, and authorized by the Water Resources Development Act of 2007........

Missouri River Management

     River Management Influenced By Drought........

 

Higher than normal runoff is expected along the Upper Missouri River Basin next year, however, the U.S. Army Corps of Engineers will be releasing minimum amounts of water from the upstream reservoirs.  This coming year's runoff is expected to be among the top five wettest years ever recorded.  The reason for the reduced releases is to allow the reservoirs to recover from last year's drought........

Bill,

I am sending you a couple of the many great pictures we have captured while boating on the river during this October. One photo was taken very early last Saturday morning (October 19, 2013) at the lower end of Turkey Island. We had an overnight camping/fishing trip with some friends from Winfield and Lake Center Marina that ended up lasting two days. We caught some nice sized blue catfish thanks to Sparky. The other photo of Captain Hayden and his first mate Dexter was taken this past Sunday (October 27, 2013) while Hayden was learning to pilot the Lady Di II between Grafton Harbor and Lake Center Marina. We have to teach them young on the river. River dog Dexter looks really stressed by his situation doesn’t he? Hayden will be ready for his own drag boat before we know it.

Asian Carp Update

    Great Lakes Watershed Seeing Carp Reproducing........

 

On Monday, researchers announced that for the first time, they have documented that an Asian carp species has successfully reproduced in the Great Lakes watershed.  Last year, four grass carp were caught in Ohio's Sandusky River, a tributary of Lake Erie, and analyzed.  Researchers determined that the grass carp had spent their entire lives in the Sandusky River, and had not been introduced into the waterway........

Missouri River Management

     Corps To Conserve Water Despite Higher Runoff........

 

It is possible that the Upper Missouri River Basin could see near-record runoff levels for October, the officials are expecting to continue with a conservative water management plan for next year.  The 2012 drought, and the dry conditions this summer have left the Missouri River's three largest reservoirs between three and ten feet lower than nominal levels.  As a result, the releases from the Gavins Point Dam will be set at 12,000 cubic feet per second this winter, compared to the normal 17,000 cfs........

U.S. Waterways Legislation

    Expansive Waterways Legislation Passes House........

 

Last week, a water resources bill passed through the U.S. House of Representatives.  The bill will focus on dredging issues, studying the Atlantic Intracoastal Waterway, and requires that the U.S. Army Corps of Engineers address The Great Lakes as a whole, rather than port to port.  The measure will also address the allocation of funds from the Harbor Maintenance Trust Fund.  The U.S. Senate passed a version of the bill back in May........

     Gateway Arch Celebrates 48th Birthday........

 

On October 28, the Gateway Arch celebrated it's 48th birthday, with several of the workers on hand to sign autographs at the Jefferson Expansion Memorial.  The meet and greet with the Arch builders is an annual tradition, allowing them to share memories and stories about the Arch.  Former field engineer Michael Schuller stated that they had no idea that the Arch would become such an icon........

The Delta Queen Celebrates Its Final Cruise......
On Thursday, Oct 29, 2008 at 4 pm the Delta Queen docked in Memphis, Tennessee where it dropped off its last overnight passengers who rode the riverboat there from Cincinnati. A celebration followed. celebration at that time.
On the next morning the Delta Queen headed down the Mississippi RIver to New Orleans. On Nov1 2008 the Delta Queen lost its license to carry overnight passengers. It had cruised the Mississippi River for over 80 years.

Missouri Department of Natural Resources

     Plans public meetings, comment period on 2014 list of impaired waters

 

Jefferson City, Mo. - The Missouri Department of Natural Resources is seeking the public’s input on the biennial draft list of impaired waters and the methods used to develop future lists.

Section 303(d) of the Federal Clean Water Act requires each state to identify waters that do not meet water quality standards and do not have requirements in place to restore water quality. The draft list includes 387 listings on 227 separate waters and includes 56 new listings. Some waters are listed multiple times due to variations in individual sections of the water bodies. The public may view copies of the proposed 2014 303(d) List and the 2016 Listing Methodology document at www.dnr.mo.gov/env/wpp/waterquality/303d.htm.

The department will hold public availability sessions on this topic on Nov. 13 and Dec. 11 from 10 a.m. to 3 p.m. at the Lewis and Clark State Office Building, 1101 Riverside Drive, in Jefferson City. Representatives of the department will be available at these sessions to answer questions.

The public hearing is scheduled for Jan. 22, 2014 at 9 a.m. at the same location. The public is encouraged to participate if they have concerns or would like to provide comments.

The department will accept written comments through Jan. 31, 2014. Comments should be sent to the Department of Natural Resources, Water Protection Program, P.O. Box 176, Jefferson City, MO 65102-0176. Email comments may be sent to trish.rielly@dnr.mo.gov. Emails should include the contact information of the sender, including name, mailing address and phone number.

    Corps, partners build Mississippi River islands to protect aquatic habitat

 

A series of recently restored islands nestled along the Mississippi River near Lansing, Iowa, were merely a design a few years ago.

The construction is a part of the Upper Mississippi River Restoration Program, also known as the Environmental Management Program. The program, according to Tom Novak, project management, is a multi-agency, multi-district program that is restoring aquatic habit along the river.

"Habitat is being lost," said Novak. "It's a huge river, it's a huge amount of habitat and a lot of it has been lost over the past 80 years and it will continue to be lost unless we do something."

Jeff Janvrin, Wisconsin Department of Natural Resources biologist, said the Capoli Slough project was just an idea that started in the 1980s. The project, according to Janvrin, is restoring islands that were in the river prior to the creation of the locks and dams in the 1930s. The navigation construction created wind and waves that deteriorated the islands to a point where they were no longer viable habitat for wildlife.

As the partners continue restoring these projects, they are already seeing new wildlife and recreation aspects. Novak said, the project's value can be found in the outdoor opportunities for fishing and hunting, as well as the economic benefits local communities receive from the increased visitors. "We have an international flyway of wildlife, turtles and all kinds of fish available for people to see," said Novak. "To have nature there and be protected is a good thing."

The wildlife protection being built today is accomplished because the federal, state and local partners agreed to work together toward a common goal to protect the resources in the region. "Partnerships are great," said Novak. "Everyone brings a little bit to the table, and it really makes for a better project."

Those partners include the U.S. Army Corps of Engineers' St. Paul, Rock Island and St. Louis districts; the U.S. Fish and Wildlife Service; the U.S. Geological Survey; the natural resource departments from Minnesota, Wisconsin, Iowa, Illinois and Missouri; and the public. Janvrin said, the restoration would not have occurred without the support of the public. "This is a public program," he said. "As such, you have to meet the expectations; you have to basically involve the public in the design, the building and enjoyment of these projects."

Switchy Woman

The Red Sox wore red caps and helmets for Saturday’s Game Three of the World Series. Sunday they switched to blue. Most Midwesterners have switched the AC off and the heat on. All of the harbor masters along the Alton Pool have warned their members that the water and pump out facilities will be switched off within the week as temperatures are bound to fall below freezing at night. The sun that recently glared mercilessly to further overheat the hemisphere now rides the horizon at hip-height, its rays lazily grazing the cooling waterways. It sleeps late and retires early allowing the supercilious surface river waters to brusquely deflect its tepid brassy rays. Red to blue, warm to chill, on again, off again. Must be the season of the switch.


Fall foliage is a clever disguise for a certain arrogance that permeates fall. When it comes to high honors for best-dressed landscapes, New England wins. Nature flips a switch around the Equinox and the green fields and mountains ignite with a Red Carpet display of organic haute couture. Northeastern foliage screams, “Envy my brilliance – it’s all about me, me, me!” Inflamed crimson leaves glow with golden auras. Brazen mums dominate gardens and resonate with pride. Swirling clouds of leaves slap away at summer highs and signal the all clear for in bound winter lows. Foliage, like guild actors, eventually lie quiet and forgotten as the season passes and they muster patience to endure until next year’s season premier.

MILE 192.1 - CHANNEL BLOCKAGE
Upper Mississippi River Mile 192.1 - I-270 replacement bridge superstructure erection will be ongoing in the navigation channel from 6 A.M. until 6 P.M. Thursday, October 24th. During this time, vessels are prohibited from transiting the bridge construction site. Mariners may contact 'Walsh Construction Boat' on VHF-FM Channel 13 or 16 for further information

 

MILE 184.3 - CHANNEL CONDITION
Continuing until further notice, dredging operations are being conducted in the vicinity of Mile 183.0. Work will be conducted from 5:00 p.m. until 7:00 a.m. The river will be closed during this time to facilitate dredging operations. The river will be reopened to traffic from 7:00 a.m. until 5:00 a.m., each day. Recreational boats and single barge tows can contact the Dredge POTTER via VHF-FM Channel 16, to arrange for passage during dredge operations. Northbound tows pushing CDC barges shall NOT push in between Mile 183.0 and 168.6 and are required to report their hold up position to the U.S. Coast Guard Sector Upper Mississippi River Command Center at (314) 269.2332 or via VHF-FM Channel 16.

    Mayor Wants Boat Ramp For Hartford........

 

Hartford Mayor James Spann attended the recent Mississippi River Economy Summit in Memphis, where there was talk about container on barge shipping, as well as the link between the Mississippi River, and global trade.  The majority of Hartford's riverfront real estate is occupied by the loading docks belonging to the refinery.  Spann stated the what he really wants for Hartford, is a boat ramp for pleasure and fishing boats........

    Grafton Sees Future In Geotourism........

 

After attending the Mississippi River Economy Summit, Grafton's Mayor Tom Thompson has seen the future of Grafton, and that future is in geotourism. 

 

Geotourism is described as destinations that enhance or sustain the geographical atmosphere of the place.  Recently, the Mississippi River Sustainable Destinations Initiative was joined by National Geographic in creating a Mississippi River Trail that includes Grafton, Alton and Hartford.  Thompson stated that Grafton would be proactive in promoting the Mississippi River around the confluence........

The Delta Queen was on her last trip as a passenger carrying vessel. The steamboat was headed down the Ohio River from Cincinnati towards Memphis, Tennessee where they unloaded the very last overnight passengers in a grand tribute.

     Illinois Officials Tour The Stan Span........

 

Recently, some Madison County officials had an opportunity to tour the nearly complete Stan Musial Veterans Memorial Bridge.   Alan Dunstan, Madison County Board Chairman stated that the view from the center of the bridge was rather breathtaking, albeit cold.  Dunstan added that construction was on schedule, or perhaps a bit ahead of schedule, and that the span should be complete in February........

Last year, Congress rewrote the federal flood insurance program, leaving over a million homeowners to face increases to monthly premiums.  This is leading to a decrease in home prices in flood zones across the nation.  Approximately $1.3 trillion in property across the country is covered by federal flood insurance, with the majority of that property located in the Gulf region, as well as on the coasts.  In St. Charles County, the program is raising concerns in low-lying areas, as insurance rates have increased dramatically........
