FATALITY BOAT ACCIDENT - VESSEL 1 WAS TRAVELING SOUTHBOUND ON THE MISSISSIPPI RIVER AND RAN AGROUND. ONCE VESSEL 1 CAME TO A STOP, OPERATOR 1 DOVE INTO THE WATER HEAD FIRST, STRIKING THE RIVER BED. MISSISSIPPI RIVER


MILE 264.0 - AIDS TO NAVIGATION
A nun buoy and a can buoy have been reported not properly marking the channel in the vicinity of Mile 264.0. Transit with caution.

 

MILE 200.7 - MEL PRICE LOCK AND DAM - REPAIR
All navigation interests are advised that the main lock chamber will be closed during the period from 0600 on 20 August 2013 to 1700 on 23 August 2013. The closure is required to perform repairs to the main lock liftgate. The 600-ft auxiliary lock will be available for use during this time. However, no tow haulage unit exists on the auxiliary lock, so tows requiring double lockage must provide their own helper boat. All navigation interests should be alert for, and abide by, any special instructions that may be issued by the lockmaster.


MILE 195.7 - CHANNEL CONDITION
Shoaling has been reported in the vicinity of Mile 195.7, mid-channel. A M/V reportedly grounded at this location with a 9-foot draft on August 2, 2013. Water depths in the area have been reported at 6 feet. Transit with caution.

 

MISSOURI RIVER
MILE 29.6 - BRIDGE CONSTRUCTION
I-70 Dual Bridges; Steel erection is ongoing 24-hours a day, with a work barge being moored in the navigation channel. Work barge will be moved
or an assist vessel will be provided to help transit through the bridge site by calling the onsite work boat M/V KATHERINE O’HARA via VHF-FM
Channels 13 or 16.

 

Mile 69.0 - Mile0.0 - Marine Event

On August 24, 2013, from 9:00 a.m. until 5:00p.m., the Race for the Rivers a canoe/kayak race will be held between approximate Miles 69.0 and 0.0.  Mariners are urges to exercise caution in the area.

Mississippi River Near Portage Des Sioux, Missouri

    Fatal Accident On The Mississippi River........

 

Late Sunday afternoon, emergency responders were called out to Hideaway Harbor on the Mississippi River near Portage Des Sioux, Missouri, for a report of a serious injury.  60 year old Mike P. Dallwitz beached his boat on a sandbar near the 270 Mile Marker of the Mississippi River, and dove into the river.  Dallwitz apparently did not notice that the water was very shallow.  His passengers pulled him back into the boat, and headed back to Hideaway Harbor to call for help.  Dallwitz died from his injuries........

66-year-old, Richard Keith Wells of Wentzville, MO died Wednesday afternoon following a heart attack at his place of business in Portage Des Sioux, MO, the Mississippi Trading Post .....

 

Visitation  2:30 – 5:30 Sunday, Aug. 18 Pitman Funeral Home in Wentzville, MO.

 

Services will be 1:30 p.m. Monday, August 19 at the Pitman Funeral Home in Wentzville, MO with burial in a private family cemetery.

Current River Near Van Buren, Missouri

    Man Falls From Raft, Drowns In Current River........

 

On Saturday, 52 year old Christopher M. Retzloff drowned after he was knocked off of his raft by a tree branch, spilling him into the Current River.  The Carter County Coroner pronounced Retzloff dead around 7 pm.  This is the fourth drowning on that portion of the Current River in the past three years.   A few months ago, the Carter County Sherriff's Department issued a statement reminding people to use floatation devices on the water........

     Coast Guard Aims To Change PFD Codes........

 

Last Wednesday, the U.S. Coast Guard released a notice of proposed rulemaking that seeks to eliminate type codes in regulations covering the carriage and labeling of personal floatation devices.  The changes are intended to simplify the labeling of personal floatation devices, which will help recreational boaters, as well as professional mariners choose the correct pfd for the intended usage........

Summer is typically the busy season for the professional boat salvagers of White Cap Marine Towing and Salvage Inc..  Captain Jack Schachner, and his brother Captain Bernie Schachner are the proprietors of White Cap, and they wait for New Yorkers to get themselves into trouble on the water.  The brothers keep VHF marine radios handy, tuned to Channel 16, as speed is critical in the Maritime salvage business........

Mississippi River Near La Crosse, Wisconsin

     River Rental Owners Charged With Theft........

 

According to criminal complaints, the owners of Mississippi River Rentals have been charged with theft, and owe their clients over $7,300.  There have been a total of 52 complaints lodged against the owners, ranging from rental deposits not being refunded after a rental is returned, rental vessels not being available for use, or items aboard the rental vessel being inoperable.  The company was the owner of a rental that went over Lock and Dam No.7 earlier in the summer, but no charges were filed in that incident........

  US Coast Guard News Release 

      Life jacket saves man from drowning; swims 3 miles to beach

 

HOUSTON — A 51-year-old man is safe after falling off his sailboat and swimming appoximately 3 miles to shore near Freeport Saturday night.

“This goes to show that a life jacket can and will save your life,” said Petty Officer 1st Class Raymond Clemons, an operations specialist at Sector Houston-Galveston. "The important thing in this case is that the man not only had a life jacket on board but made sure he was utilitizing it. That is what saved his life."

The Brazoria County Sheriff's Department called Coast Guard Sector Houston-Galveston watchstanders at approximately 7 p.m. to report that a 12 to 14-foot Hobie Cat sailboat had washed up on Surfside Beach with no one aboard.

The watchstanders launched an aircrew aboard an MH-65 Dolphin helicopter from Air Station Houston and a boatcrew aboard a 25-foot Response Boat — Small from Station Freeport.

About an hour later, Brazoria County Sheriff's Department spotted a man, with a life jacket, on the beach near the location where the sailboat was found. The man stated that he had fallen off his sailboat and swam 3 miles to shore. 

The Coast Guard reminds all mariners to heed this example and do the following before heading out on the water:

HMR C. Bernadette Able is coming your way. This home made raft was built by two young ladies from the East Coast. It took them 3 months to build. Lindsey and Hannah are on their way now down the Mississippi River . They began in Clearwater , MN mid-June and are somewhere south of Dubuque , IA now. Their destination is New Orleans . I just happened to catch site of them August 11 on my evening walk with my camera. I have more pictures posted on my website if anyone wants to check it out closer, it is www.rebeccacatephoto.com

     LCCC Signs Research Pact With River Commission........

 

On Thursday, the National Great Rivers Research and Education Center signed a memorandum with the Mississippi River Commission, naming the NGRREC as a principal research partner tasked to assist with forming the commission's policies.  The memorandum was signed aboard the Motor Vessel Mississippi.  Major General John Peabody of the U.S. Army Corps of Engineers Mississippi Valley Division stated that the memorandum formalizes the way the MRC and the NGRREC have been cooperating........

Mississippi River At Cape Girardeau, Missouri

    Hundreds Tour Towboat M/V Mississippi........

 

Saturday morning, more than 700 people headed to the Cape Girardeau riverfront to tour the M/V Mississippi.  At 241 feet long, and 58 feet wide, the 6,300 horsepower M/V Mississippi is the largest diesel powered towboat working on the Mississippi River.  90% of the time, the M/V Mississippi serves as a working towboat, moving barges that support bank stabilization efforts on the Lower Mississippi River........

Mississippi River At Rock Island, Illinois

    Annual Floatzilla Held Saturday........

 

On Saturday, the lagoon at Rock Island's Sunset Park hosted the fourth annual Floatzilla, which is an attempt at breaking the Guinness world record for the largest kayak and canoe flotilla.  The current record is 1,902 kayaks and canoes.  Organizers are saying that it is not likely that the record was broken, even though the event drew "Floazillians" from 15 states.  As of Thursday, there were more than 1,200 registered participants........

Lake Of The Ozarks

    One Killed, One Arrested In PWC Crash........

 

Late Friday afternoon, Blake Briner and Brett Keith were riding personal watercraft around the 18 Mile Marker of the Glaize Arm, with Briner leading Keith.  Briner apparently made a hard turn, and the front of Keith's PWC hit Briner.  Briner was taken to the hospital, where he was pronounced dead.  Keith was arrested for boating while intoxicated........

MILE 264.0 - AIDS TO NAVIGATION
A nun buoy and a can buoy have been reported not properly marking the channel in the vicinity of Mile 264.0. Transit with caution.

 

MILE 200.7 - MEL PRICE LOCK AND DAM - REPAIR
All navigation interests are advised that the main lock chamber will be closed during the period from 0600 on 20 August 2013 to 1700 on 23 August 2013. The closure is required to perform repairs to the main lock liftgate. The 600-ft auxiliary lock will be available for use during this time. However, no tow haulage unit exists on the auxiliary lock, so tows requiring double lockage must provide their own helper boat. All navigation interests should be alert for, and abide by, any special instructions that may be issued by the lockmaster.


MILE 195.7 - CHANNEL CONDITION
Shoaling has been reported in the vicinity of Mile 195.7, mid-channel. A M/V reportedly grounded at this location with a 9-foot draft on August 2, 2013. Water depths in the area have been reported at 6 feet. Transit with caution.

 

MISSOURI RIVER
MILE 29.6 - BRIDGE CONSTRUCTION
I-70 Dual Bridges; Steel erection is ongoing 24-hours a day, with a work barge being moored in the navigation channel. Work barge will be moved
or an assist vessel will be provided to help transit through the bridge site by calling the onsite work boat M/V KATHERINE O’HARA via VHF-FM
Channels 13 or 16.

 

Mile 69.0 - Mile0.0 - Marine Event

On August 24, 2013, from 9:00 a.m. until 5:00p.m., the Race for the Rivers a canoe/kayak race will be held between approximate Miles 69.0 and 0.0.  Mariners are urges to exercise caution in the area.

   10th Anniversary At Rivers Museum........

 

This fall, the National Great Rivers Museum will be celebrating it's 10th anniversary, and while the exhibits are still relevant, the U.S. Army Corps of Engineers is looking to update the museum's exhibits.  The updates will not be made anytime soon, as there is no funding for the improvements in fiscal 2014.  Angela Smith, director of the museum and the Corps' education outreach program stated that they are in a planning phase for future improvements........

66-year-old, Richard Keith Wells of Wentzville, MO died Wednesday afternoon following a heart attack at his place of business in Portage Des Sioux, MO, the Mississippi Trading Post .....

 

Visitation  2:30 – 5:30 Sunday, Aug. 18 Pitman Funeral Home in Wentzville, MO.

 

Services will be 1:30 p.m. Monday, August 19 at the Pitman Funeral Home in Wentzville, MO with burial in a private family cemetery.

Missouri River At St. Charles, Missouri

   New Westbound Blanchette Span Has Opened........

 

Friday morning, traffic began to travel across three lanes of the rehabilitated westbound span of the Blanchette Bridge.  The $64 million rehab project is running over 2 1/2 months ahead of schedule.  Before all westbound lanes can be reopened, workers still have to rebuild the center median barrier wall.  Crews also need to complete some painting on the some of the overhead steel trusses........

Meramec River Near Steelville, Missouri

    Property Owner Claims Self Defense In Shooting........

 

During a preliminary hearing Friday, property owner James Crocker claimed that he was protecting himself and his property when he shot and killed Paul Dart Jr..  Dart was part of a Meramec River float trip party that had stopped at a gravel bar that Crocker had considered to be part of his property.  Witnesses claim Crocker began firing without provocation.  Crocker claims that some of the floaters were armed with rocks........

  Upper Mississippi River

      River Study Begins On The Upper Mississippi........

 

Over the next two years, the Minnesota Pollution Control Agency will be collecting water samples as part of a large scale study that aims to analyze the condition of the Mississippi River, as pertains to aquatic life, recreation and fish consumption.  Scientists are hoping that the study will help them pinpoint the source of pollution issues.  It is expected that the water samples will be analyzed by late 2015........

Mississippi River At St. Louis, Missouri

     Search Still On For Jumper........

 

At about 5:15 pm Wednesday, authorities received multiple reports of a man sitting on the Eads Bridge, waving to people.  Reportedly, when police arrived, the man jumped into the Mississippi River, quickly slipping below the water's surface.  Responders later saw the man's baseball cap floating on the surface of the water.  An onlooker said he saw a body in the river, however, responders did not find anyone.  The search continued Thursday........

Lake Of The Ozarks

    Man Injured In PWC Explosion........

 

Thursday afternoon, a personal watercraft exploded at the Lake of the Ozarks, injuring the rider, and destroying the vessel.  Apparently, 39 year old Todd Patterson was docking a 2004 Kawasaki PWC, when it exploded, throwing Patterson from the PWC.  He suffered moderate injuries, and was taken to the hospital for treatment.  Patterson was not wearing a lifejacket........

The International Game Fish Association approved the 124 pound blue catfish caught in mid May just below Lock and Dam 26 by Tim Pruitt of Alton, Ill.

 

The IGFA certified Pruitt's catfish for two new records; an all-tackle world record for the heaviest species caught and a freshwater 50 pound line class record.

Lower Mississippi River

    Riverbank Stabilization Project To Begin........

 

On August 26th, the U.S. Army Corps of Engineers Vicksburg District's Mat Sinking Unit is slated to start the installation of articulated concrete mats along the banks of the Mississippi River.  The mats are installed to help prevent erosion and protect submerged riverbanks.  The mat-laying season usually starts in late summer, and runs until work is complete, or river levels become too high.  This year's season has been delayed 2 months due to high river levels........

Mississippi River At Minneapolis, Minnesota

     Man Crashed In River Found In Back Seat........

 

Late Monday, 26 year old Darron Luhrsen drowned when his Pontiac Sunfire veered off the road, and ended up in the Mississippi River.  The vehicle was found in 12 - 15 feet of water, about 40 feet from the shore.  Responders used a remotely operated underwater vehicle to find the car, and confirm that there was a body inside.  Luhrsen was found in the back seat.  Officials are not sure how or why the car ended up in the river........

Lake Shelbyville

    Special Draw Hunts

 

 

LAKE SHELBYVILLE - Lake Shelbyville will be offering special draw hunts during this year’s early goose season. The drawing will be held August 30, 2013. The dates of the hunts will be September 9, 10, 14, and 15. Location of the hunts will be Wilborn Creek and Sullivan Beach Recreation Areas. A total of 2 blind locations will be staked out at each Recreation Area and two hunters will be allowed per blind location. Hunters for each day will be drawn from the pool of applicants to maximize hunter opportunity. Hunters must provide their own blind and stay within 5 feet of the stake at each location. All statewide regulations shall apply including but not limited to; shooting hours and bag limits.

Due to the limited size of the area, all hunting within these special units will be strictly controlled during the early goose hunting season. Successful applicants are required to have a Special Use Permit in their possession while hunting. The Special Use Permit will allow up to two hunters per stake for any of the four dates and all permits are non-transferable, which means the person obtaining and signing the Special Use Permit must be in the blind while the blind is in use. The permit holder may bring any hunting partner along on the hunt he or she chooses.

To obtain an application for the draw hunt, you can either pick up an application at the Lake Shelbyville Project Office Monday – Friday from 0830 – 4:30 p.m. or download an application at... click here. All applications are due by 4:00 p.m. August 29, and the drawing held at 8:30 a.m. on August 30 at the Lake Shelbyville Project Office. Successful applicants will be notified on the 30th.

MILE 264.0 - AIDS TO NAVIGATION
A nun buoy and a can buoy have been reported not properly marking the channel in the vicinity of Mile 264.0. Transit with caution.

 

MILE 227.4 - MILE 227.3 - CHANNEL CONDITION
Shoaling has been reported between approximate Miles 227.4 and 227.3. A M/V reportedly grounded at this location with a 9-foot draft on August 2, 2013. Transit with caution.

 

MILE 200.7 - MEL PRICE LOCK AND DAM - REPAIR
All navigation interests are advised that the main lock chamber will be closed during the period from 0600 on 20 August 2013 to 1700 on 23 August 2013. The closure is required to perform repairs to the main lock liftgate. The 600-ft auxiliary lock will be available for use during this time. However, no tow haulage unit exists on the auxiliary lock, so tows requiring double lockage must provide their own helper boat. All navigation interests should be alert for, and abide by, any special instructions that may be issued by the lockmaster.


MILE 195.7 - CHANNEL CONDITION
Shoaling has been reported in the vicinity of Mile 195.7, mid-channel. A M/V reportedly grounded at this location with a 9-foot draft on August 2, 2013. Water depths in the area have been reported at 6 feet. Transit with caution.

MILE 29.6 - BRIDGE CONSTRUCTION
I-70 Dual Bridges; Steel erection is ongoing 24-hours a day, with a work barge being moored in the navigation channel. Work barge will be moved
or an assist vessel will be provided to help transit through the bridge site by calling the onsite work boat M/V KATHERINE O’HARA via VHF-FM

Mississippi River At St. Louis, Missouri

    Jumper Leapt From The Eads Bridge........

 

Wednesday evening, a man jumped from the Eads Bridge into the Mississippi River during rush hour.  Just after 5 pm, authorities received multiple reports of a man sitting on the bridge, waving to people.  Reportedly, when police arrived, the man jumped, sinking quickly into the river.  Responders later saw the man's baseball cap floating on the surface of the water.  A search for the man's body is ongoing........

Boating Reminders This Holiday Weekend

 

Not only are more cars expected on our roadways this Labor Day weekend, but more boats are expected out on our lakes and rivers. Holidays often bring infrequent boaters and their guests to the waterways. The United States Coast Guard Auxiliary offers these helpful hints so that all boaters will have a safe and enjoyable time while out on the water this holiday weekend.

1.Check the trailer before taking to the road. The boat needs to be properly tied down to the trailer, and the trailer needs to be properly secured to the car. Lug nuts on trailer wheels need to be tightened, and the outdrive or motor needs to be secured in the up position. Don’t let a trailer mishap spoil the weekend.

2.Prepare boat away from the ramp. Transfer all supplies and equipment from the tow vehicle to the boat while in the parking lot, away from the launch ramp. Be considerate of others and do not block the ramp while transferring coolers, waters skis, tubes, and other equipment to the boat.

3.Put in the drain plug. Nothing will spoil a holiday outing quite like a boat that is taking on water and about to sink. Remember to put in the drain plug before launching.

4.Do not overload the boat. Boats have a capacity plate that will indicate the total weight of the people, equipment and supplies that the boat can safely accommodate. When a boat is overloaded, it will sit very low in the water and is more likely to swamp or capsize.

5.Have a properly sized life jacket for everyone on board. Life jackets are not only needed for everyone on board the boat, but the life jacket needs to be properly sized for each individual. An adult extra large is not an appropriate life jacket for a small child, for example. A throwable flotation device is also required for boats 16 feet and longer in length.

6.Always wear a life jacket while underway. Coast Guard statistics from 2012 indicate that 71% of all fatal boating accident victims drowned, with 84% of those victims reported as not wearing a life jacket. Moreover, on state waters in [STATE], children under the age of [AGE] must wear a life jacket at all times while on board any vessel.

7.Limit alcohol intake. Alcohol use is the leading contributing factor in fatal boating accidents. Alcohol impairs judgment and causes a decreased sense of balance and depth perception, factors which are necessary for the safe operation of a vessel.

 

8.Operate in a safe and responsible manner. Limit the speed of the vessel when operating at night, go slowly through “No Wake” zones, stay out of restricted areas, and do not operate the boat or jet ski in close proximity to swimmers, skiers, and others out on the water. In addition, personal watercraft operators must avoid wake jumping – passing closely behind an underway vessel in order to launch the jet ski in the air off of the boat’s wake.

On Wednesday, mayors from the Quad Cities signed a memorandum that supports the preservation and promotion of the Mississippi River.  The memorandum of common purpose was signed by the mayors of Bettendorf, Davenport, East Moline and Muscatine.  The memorandum creates a partnership with the U.S. Army Corps of Engineers to tell how important the Mississippi River is........

    Lewis And Clark Commemoration Returns........

 

This weekend, the annual commemoration of the Lewis and Clark Expedition will return to the Sioux City riverfront, two years after the flood.  The Sergeant Floyd Memorial Encampment will be held on the River Museum grounds, and will feature period correct tents, uniforms, equipment as well as reenactments.  The event is free and open to the public........

More than 100 stopped for BUI, Great Lakes Coast Guard continues efforts to enforce boating-under-the-influence laws

 

CLEVELAND — Coast Guard law enforcement teams continued to remove unsafe boaters from the Great Lakes over the weekend, approaching the 100th boating-under-the-influence citation for the boating season in a worrisome trend.

To date, more BUI citations have been issued this season than at similar points in two of the past three years.

Alcohol consumption continues to be a leading contributing factor in recreational boating accidents, injuries and deaths. According to the Coast Guard's Recreational Boating Statistics 2012 report, the most current validated statistics available, alcohol use was determined to be the leading factor in nearly 17% of the recreational boating deaths in 2012.

"Keeping the waterways safe for everyone is a top Coast Guard priority, which is why we enforce boating-under-the-influence laws so rigorously," said Rear. Adm. Fred Midgette, commander of the Coast Guard 9th District. "BUI puts everyone on the water in danger, not just the person who is irresponsibly drinking. Passengers who are under the influence can drown while swimming from anchored or adrift vessels." 

"Not only is boating under the influence just as illegal as driving under the influence, it's just as dangerous," said Cmdr. David Beck, chief of the Coast Guard 9th District Enforcement Branch. "The environmental influences of the sun, vibration, waves and dehydration can magnify the effects of consuming alcohol on the water. Coast Guard crews on the Great Lakes have conducted more than 10,000 recreational boating safety boardings this season. Roughly 1% of these boardings have resulted in a BUI citation. The percentage of intoxicated boaters may not seem high to some, but drinking and boating is a high risk activity that boat operators can control.  If you plan to consume alcohol, plan ahead and have a sober operator return you home safely."

BUI laws are enforced at the state and federal level.  Penalties for BUI conviction by the state are governed by the applicable state BUI laws.   

Consequences of BUI conviction vary based on location of the incident, enforcement option exercised, and specific facts of each case, including repetitive violations and negligent operations. Civil penalties can be as high as $5,000, and a federal ticket may result in a Class A misdemeanor. Collateral consequences of BUI conviction could include increased insurance premiums and, for licensed mariners, revocation and/or suspension of merchant mariner credentials.

The Coast Guard recently approved the use of a seated sobriety test for determing if a boat operator was impaired.

The Coast Guard encourages public participation in many forms of recreational activity on the Great Lakes. State boating registration data from 2010 and 2011 indicates over 883,000 boats in counties along the lakes.

Some Mechanical Issues And A Staniel Cay Redux

 

 We left the sanctuary of Elizabeth Harbour a week ago yesterday, but before we left we had a mission to find two bilge blowers to replace the two on the boat that had begun to act up. It proved to be yet another one of our minor adventures.

First we went to Top II Bottom, the hardware/miscellaneous store in the heart of Georgetown. I could have sworn I saw a box with the word “blower” on it during one of our visits. (One thing we always do, when we visit a new town or settlement, is when we enter any store for the first time, or any subsequent time for that matter, is to browse through the whole place and make mental notes of what they have to offer.) One of the girls in Top II Bottom, as is usually her custom, asked us what it was we were looking for. When I told her that we needed one or two blowers for our engine room, she was perplexed. She asked the woman at the check out counter if they had any engine room blowers, and the woman said she would have to order it. While those two were talking, I was looking. I then said that we wouldn’t order anything as we were leaving the area, so she called a marine outfitter nearby called Perry Brown’s. She got off the phone and said that they didn’t answer, and then asked me again what it was that we were after.

As good naturedly as I good manage, I asked her why she immediately said she would have to order the blowers if she didn’t know what they were? I then spied a box on a shelf marked “blower”, and was somewhat relieved until I saw no markings on the box except a price of over $176.00. I know what the price of such blowers are in the U.S., and even with the typical 50% markup in the Bahamas, no engine room blower that I had ever seen was going to cost $176.00. I needed to open the box to satisfy my curiosity, if nothing else.
