Fishy Tales From Lake Decatur, Illinois

Lake Decatur Seeing Moderate Fish Kill........

Recently, the Illinois Department of Natural Resources reported a moderate fish kill on Lake Decatur. The affected species include gizzard shad and small freshwater drum. The IDNR says that given the small number of species involved, the fish kill is likely caused by a bacteria, fungus or virus. There have not been many fish kills reported over the years, but it is not an unusual event in central, Illinois........

They arrived 2,348 miles later at the Gulf of Mexico on Wednesday, May 28, at 10:51 AM. They paddled the entire length of the Mississippi RIver with no time outs or breaks ! Time....18 days, 4 hours, 51 minutes

They shattered the previous records set in 1984 and 1989 by over 5 days !

US Army Corps of Engineers

Waives day-use fees at U.S. Army Corps of Engineers recreation

      sites nationwide...

WASHINGTON – The U.S. Army Corps of Engineers (USACE) announced today it will continue to accept the America the Beautiful Federal Recreation Pass Program’s Interagency Annual Pass for Military (Military Pass) at its more than 2,500 USACE-managed recreation areas nationwide.

Initiated last year, service men and women - Army, Navy, Air Force, Marines, Coast Guard, and activated National Guard and Reserves, and their dependents who present the Interagency Military Pass will receive a fee waiver to USACE-managed day-use areas (boat launches and swimming areas). The Military Pass, which is free, may be obtained in person at U.S. Forest Service, National Park Service, Bureau of Reclamation, Bureau of Land Management and U.S. Fish and Wildlife Service facilities. Additional information on the Federal Recreation Pass Program is available at http://store.usgs.gov/pass/annual.html.

Military members and their dependents may also present a Department of the Defense Identification Card or Common Access Card (CAC) to receive the day-use fee waiver at USACE-managed day-use areas.

In a separate effort, USACE will continue to waive camping fees for active duty military members and their dependents on mid- or post-deployment leave from duty in a hostile fire zone to include Operation Enduring Freedom, Operation Iraqi Freedom, and other deployments to support Overseas Contingency Operations. To qualify for a camping fee waiver at a USACE-managed campground, a member or dependent must present the Interagency Military Pass or CAC and a copy of their mid- or post-deployment (reintegration) leave orders. Camping fees are waived on a walk-up and space available basis, as well as for reservations made through the National Recreation Reservation Service call center at 1-877-444-6777. However, fees will not be waived for on-line reservations made through the on-line Recreation.gov website.

Acceptance of USACE fee waivers is encouraged, but not required, at the more than 1,800 nationwide recreation areas managed by other entities on USACE lands.

"Our military service members and their families sacrifice so much for our country. The waiver of day-use fees at USACE lakes and recreation areas will make it easier and more affordable for them to get to the great outdoors with their families and relax," said Maj. Gen. Michael J. Walsh, USACE Deputy Commanding General for Civil and Emergency Operations.

USACE is the nation’s largest federal provider of outdoor recreation, managing more than 420 lake and river projects in 43 states and hosting more than 370 million visits per year. With 90 percent of these recreation areas within 50 miles of metropolitan areas they provide a diverse range of outdoor activities close to home and to people of all ages. For more information on USACE recreation sites and activities, visit www.CorpsLakes.us.

Hey Bill,

These guys were removing logs from a few places here in Portage and were nice enough to drag away the log-pile that had built up on side of my place. Some were getting close to the downstairs windows.

They refused to accept any money or even beer for their good deed. I forget what they said their names were, damn short term memory.

It's really great how everybody up here pulls together. Neighbors couple blocks over are even nice about letting us pull our boats up in their back yards and are even keeping eye on our cars.

See ya on the beach soon I hope.

U.S. Coast Guard

Five easy ways to stay safe on the water

New Haven, Conn. - Coast Guard Sector Long Island Sound’s Command Center watchstanders responded to a distress signal from a 42-foot pleasure craft that struck a submerged object on the Connecticut River May 3, 2013. The Coast Guard was notified when the vessel’s Digital Selective Calling (DSC) alarm that is integrated with the vessel’s VHF radio and GPS automatically sent a signal to the command center, notifying them of distress.

“This was a great success story for the DSC system. This particular situation really highlighted how the DSC system, when used properly with a registered VHF radio and GPS, can save lives,” said Command Duty Officer John Olsen, a member of the Sector command center.

With the summer months fast approaching, and the water and air temperatures getting warmer, it is critical to remember safe boating practices as the season begins.

Here are five easy ways to stay safe on the water:

1. Wear a lifejacket: properly wearing a Coast Guard-approved lifejacket is the single easiest way to improve your survival chances after an accident. This goes for any form of water sports, from kayaking to sailing.

2. File a float plan: filing this plan simply consists of providing a description of your watercraft, telling someone where you are going and when you plan to return, so in the event you don’t come back, rescuers have a better idea of where to look for you.

3. Mark your gear: if you use indelible ink to put down an address and phone number on paddles, sails, canoe and kayak hulls, we can call you the minute we find the gear to see if your items are lost or if you are actually in trouble.

4. Ensure you have safety equipment with you: bringing flares, a sound-producing device, signaling mirror, marine band radio and a cell phone can all help you get our attention and help us get to you as fast as possible. When winds pick up, it may not be easy to hear your voice, and that’s when a call to the Coast Guard on VHF-CH 16, flares or sound-producing devices can help immensely.

5. Take a boating safety course: Often boaters and paddle sport enthusiasts get excited to get their new vessel on the water before they’ve learned how to properly use it and avoid dangerous situations. Free boating classes are provided by the Coast Guard Auxiliary; for a calendar of events in your area, go to: www.d1south.org

A great safe boating website is: http://www.uscgboating.org/

Don’t forget, National Safe Boating Week is May 18 – 24. http://www.safeboatingcouncil.org/

Mississippi River At Hannibal, Missouri

Leave The Flood Gates, Or Remove Them.... That Is The Question....

The Mississippi River at Hannibal is continuing to slowly fall, and officials are not sure if they should remove the flood gates yet. John Hark, Hannibal's Emergency Management Director stated that the level of the Mississippi River is still a bit too high to remove the gates, even though there is no water up on the gates. Hark added that any significant rainfall upstream could bring the river levels back up quickly........

Reflecting On One Year Of Cruising

One year of living on the boat was celebrated on April 20th, but we didn't leave St. Louis until May 8th of last year. It was my birthday, and what a way to celebrate a birthday!

I'm a year older, and I think I'm a bit wiser, as far as cruising and living on a boat goes, anyway.
Rosie and I have faced a few challenges in the last year, but we've met them, and have overcome them. We are in no worse health than we were a year ago, and the boat is no worse for wear either. In fact, the boat runs better than it did a year ago. But it hasn't been without a lot of work. Rust is a constant issue, but much better and more expensive yachts share the same problem. It's said that stainless doesn't mean stainfree. Everything on the boat works as it should (except for the generator, but that will be fixed today), even our one Bora fan started working again, right out of the blue. Keeping our little city operating at 100% is a primary goal of ours.
We checked some numbers and found that we've spent a tad over $12,000 for fuel since we left St. Louis. We also spent $4,000 to stay at marinas. A-B Marina in Key West was over half of that though. Like they say, we wasted the rest, but we've been able to overcome some minor debt we carried with us upon leaving St. Louis, keep the boat maintained, and even save some bucks for upcoming surprises. This lifestyle has been affordable for us.
We miss our friends and family at times, anyone would. There is a fairly long list of friends that have visited us in the course of the year, and we've been able to meet up with friends in Florida that we haven't seen in years. We expect to be able to meet up with more friends as time goes by, once we get "settled" some, and can predict our whereabouts a little easier.
We are still both enthusiastic about our adventures. I do get overwhelmed at times about the responsibility of getting us where we need to be, and keeping the boat safe and operating properly. There are lots of decisions to be made and I make them, and I won't allow anyone to second guess anything I decide to do. Of course, we run into all sorts of other boaters who have the right idea about everything. I resist telling others what they should do, but rather just relay our story and they can decide what works for them.
Rosie and I have both learned some things about each other that we didn't know, none of them are deal breakers, but were a little surprising. It would serve no purpose to go into them here, but even with our thirty- seven years together, we still don't know everything about each other. Not sure if we want to find out more though. Who knew Rosie was a man?

Illinois River At Peoria, Illinois

SUV And Man Found In Illinois River........

On Tuesday, authorities searching the flooding Illinois River near Peoria, Illinois found a SUV with a man's body inside. Police had been searching for 33 year old Clarence Hanson, who had been missing since Friday. The authorities did not identify the body in the SUV, pending notification of the next of kin. Swift moving river currents kept divers from accessing the SUV. The Peoria Fire Department was able to hook the vehicle and tow it out of the water........

Mississippi River At St. Louis, Missouri

Half Of New Bridge Could Be Named For Musial........

Missouri legislators have come up with a way to name the New Mississippi River Bridge for Cardinals great Stan Musial. On Monday, the Missouri House passed a measure that would name the Missouri portion of the span for Musial. Unlike previous versions of the bill, this measure no longer depends on what Illinois lawmakers decide. Senator Eric Schmitt, R-Glendale, sponsored the measure, and hopes Illinois follows suit........

Some southeast Missouri communities are again concerned with the rising Mississippi River levels. Last week's heavy rains have caused the river levels to spike. This is some 10 feet above flood stage, but only inches shy of the crest reached during April's flooding........

    Lake Shelbyville Boat Rafting Policy

Lake Shelbyville – As the weather warms up and the boating season starts the U.S. Army Corps of Engineers would like to remind boaters of the Boat Rafting Policy in place at Lake Shelbyville. The Lake Shelbyville Boat Rafting Policy is as follows:
Up to five boats are allowed in a raft without requiring a special use permit. For the purposes of this policy a raft is defined as two or more boats tied together.

  • No more than 50 people will be allowed on any raft of boats that consists of five boats or less.

  • No more than four persons per boat will be allowed for each additional boat over five. For example eight boats in a raft would be limited to a total of 62 persons in a raft.

  • Required distance between each raft of boats is 150 feet.

  • Life jackets are to be worn at all times on rafts greater than five boats unless person is below deck or in an enclosed cabin.

  • Everyone in the water associated with a raft greater than five boats must have a US Coast Guard approved properly fitted life jacket or Type IV throwable device in their personal possession at all times.

  • Kegs containing alcoholic beverages or portable PA systems are not allowed.

  • A Special Use Permit, which is free of charge, will be required for a raft of boats that consist of more than five boats and up to 20 boats.

The permit can be obtained by visiting or calling the Lake Shelbyville Project Office at 217-774-3951 ext. 2. The office is located on the east end of the Lake Shelbyville Main Dam off of IL Route 16 east of Shelbyville and a rafting permit can be obtained Monday – Friday 8:00 a.m. to 4:00 p.m. Information needed for the permit is name, address, and phone number of person requesting permit, number of boats in the raft, location on Lake Shelbyville where boats will be rafted (primary and alternate location), date(s) when boats will be rafted, and state registration number and owner or operator of every boat in the raft.

If you have any questions or concerns about the Lake Shelbyville Boat Rafting Policy contact the Lake Shelbyville Visitor Assistance Department by calling 217-774-3951 ext 3

Marseilles Dam repairs require drawdown of navigation pool

MARSEILLES, Ill. — In order to facilitate further repair work at Marseilles Dam, the Unified Command has announced plans for a 4-foot drawdown of the Marseilles navigation pool to be executed Friday.

The Marseilles Dam was damaged during an incident April 18 when seven barges broke loose from a tow during historic flooding on the Illinois River.

Four of the seven barges have been removed through salvage operations, but those operations have been suspended as the U.S. Army Corps of Engineers works to repair the dam and construct a rock dike just below the dam. This dike will help reduce river flows and facilitate repairs to the dam. The dike may also assist the Corps in maintaining the navigational pool upstream of the Marseilles Lock and Dam.

The required drawdown is being implemented by the U.S. Army Corps of Engineers, in coordination with the U.S. Coast Guard and the barge industry. Mike Cox, Chief of Operations Division for the U.S. Army Corps of Engineers, Rock Island District, said the reason for the drawdown is to reduce river flows at the dam.

"Lowering the water levels will reduce the volume of water flowing through the broken gates," he said. "This reduction will result in less erosive forces placed on the rock dike and facilitate safe completion of the dike."

According to Cox, the decision to draw down the pool was extensively evaluated and was one of many alternatives considered to reduce flows.

"Our engineers and the Unified Command are looking at alternatives to the drawdown to reduce flow to include placement of 3,000-pound sand bags above the dam," Cox said. "At this time it appears the drawdown will be necessary to facilitate completion of the rock dike."

Navigation notices have been coordinated and broadcasted to mariners who may be affected by the drawdown.

The Unified Command also announced that lockages for recreational vessels have begun and will take place each afternoon while navigation conditions allow. Vessels needing to transit southbound through the Marseilles Locks can do so at 3:30 p.m. Recreational vessels needing to transit northbound through the Marseilles Locks will be able to do so at 4:15 p.m. All vessels transiting in the vicinity of the Marseilles Lock canal should proceed with extreme caution due to hazards associated with channel obstructions, ongoing dike construction operations, heavy commercial vessel traffic, and floating debris leftover from flood waters. Boaters can contact the 24-hour Coast Guard Marseilles Lock Watch at 630-336-0300 if they have any questions or concerns regarding transiting in the vicinity of the Marseilles Lock and Dam.

The Coast Guard established a persistent website to keep the public informed of ongoing operations and provide the latest Unified Command updates on vessel transit restrictions for the Illinois River between the Starved Rock and Dresden Dams. Information can be accessed at http://tinyurl.com/marseillesdamincident.

Cedar Hill Resort
Due to the current weather conditions and flooding, we will be closed until further notice. We apologize for any inconvenience.

John's Boat Harbor
Went Harbor Hopping and the harbor and river is really sad. Was very depressing to see the harbors as we know they are looking so
bad. Be glad when it dries up, everything gets put away, and everything looks good again. We went from South Shore all the way down to Portage and saw the three harbors. Most harbors you can drive to, but not much access to docks or anyting else.
Next week will make a big difference. We hope

Lake Center Marina
Good afternoon everyone. Unfortunately with the recent rain they are calling for the river to go back up and over the entrance road again on Sunday after noon. We will be closing down access to the marina Sunday morning. Hopefully they will adjust their forecast. Thanks again for your patience.

Bill,

Apparently River Des Peres has become a perfect place to ride your wave runner with the backed up flood waters off the Mississippi River. These guys launched them last night, 4/29, at Morganford Road and it looked like they were having a good time.
