RiverBill:

It isn't a good weekend for river rats!

I'm sure you'll get a ton of pics like the ones I've attached. The water is very high! There is usually a downhill walk to our slip, but it is horizontal right now!

I hope everyone stays safe and that the Mighty Mississippi drops soon!

Bill,

These pictures were taken at 4:00 PM on Friday. If the predictions are correct, Lake Center will see about seven more feet of water by early next week. The only positive I can see in this is that it’s April, not June or July. Hopefully the crest will be lower than predicted and will subside quickly.

Best Regards,

Randy Johnston

Mississippi River At Alton, Illinois

Alton Prepping For High River Levels........

On Friday, the City of Alton built sandbag barriers in portions of downtown, and constructed a rock dike at one end of the Alton Marina's parking lot. A boater dropped into the marina's office to see if the Mississippi River was going to overtop the marina's breakwater, and asked if he should add another line to his boat. General manager of the Alton Marina, Karen Baker-Brncic advised him to do so. She added that it is possible that the marina will close Tuesday evening........

The National Weather Service has predicted that there will be what they term as major flooding along the Mississippi River between the Quad Cities and St. Louis through this weekend. They have forecast similar flooding further downriver early next week. Friday, One of two Mississippi River bridges closed at Quincy, Illinois. Barge traffic has been shut down as well, as the U.S. Army Corps of Engineers closed locks between the Quad Cities and St. Louis........

Updated Sunday at 5:30AM

A Milestone

Today is April 20th and marks one year to the day that we have been living full time aboard Swing Set, and it's the one year anniversary of Rosie's retirement. When we reflect back on all that has transpired in the last year we cannot hardly believe it.
We've been at anchor here just across from Fox Town in the Little Abacos since last Wednesday. We had intentions of going in to shore on Thursday, but didn't see any activity at the local restaurant, Da Valley, at all. We didn't see any point in sitting in a bar or restaurant by ourselves, so we figured that we'd wait until the weekend, as the weather forecast has dictated that we'll be here at least until Sunday afternoon.
The trouble with having windy conditions that warrant staying put is that those same windy conditions make dinghy travel wet and uncomfortable, and make other water type activities less than enjoyable too. So while we are waiting for the wind to calm down some, we have been reading and doing some chores, but are still enjoying the fabulous view from the boat.
Some woodwork in the galley had come loose, so yesterday I used Gorilla Glue and fixed that, using some creative methods to clamp the repair while the glue dried. Having clamps and ratchet type strapping available is great for these type of projects because finding ways to put pressure on glue repair jobs takes some doing if you need to do them while the object is "in place".
foot, but I hate it when other folks are gunnin' for us

St. Louis Corps of Engineers activates Emergency Operations Center

St. Louis, Mo. – Flood preparations are taking center stage in the U.S. Army Corps of Engineers St. Louis District. Col. Christopher Hall, District Commander, activated the emergency operations center at 6:30 a.m. today to increase awareness and to be better prepared to meet any emerging situations. The activation is in response to predicted precipitation and river stages.
“Activating our Emergency Operations Center is one of the measures we take to better position ourselves to respond to high water events and get our teams out in the field to support our partners,” Hall said.
St. Louis District conducts annual flood preparedness workshops with levee district officials, emergency management officials and other state and federal agencies. Four such workshops were held in February and March across the St. Louis District.
Corps personnel on flood fight teams have contacted drainage and levee districts to coordinate flood fighting activities and ensure supplies such as sand bags, pumps and plastic are available if needed. Flood fight teams are an interdisciplinary teams comprised of project managers and engineers. The size of the team will vary, depending on the river conditions and how large their area is.
Once the teams are on site, their activities include measuring freeboard, which is the difference in elevation between the level of the water and the top of the levee. This information is then compared to the forecasted river crest to determine how much, if any, flood fighting will be necessary.
St. Louis District emergency experts caution people who live along or travel near are rivers to be watchful for any changing conditions. Particularly, they should never drive into water on roads. An apparently small amount of water can have surprising force. Find an alternate route.
For more information, http://www.mvs.usace.army.mil/Home/FloodFight.aspx
Note to editors: U.S. Army Corps of Engineers Districts are organized along watershed boundaries. Additional information for areas on the Mississippi River upstream of Lock and Dam 22 and on the Illinois River, upstream of LaGrange Lock and Dam can contact the Rock Island District Public Affairs Office at 309-794-5274.

 Mississippi River Flood Preparedness

River Towns Preparing For Coming Flood........

Recently, the National Weather Service dropped their crest forecast for St. Louis slightly to 39 feet. This is still 9 feet above flood stage. Major flood stage at St. Louis is 40 feet. On Friday, St. Louis City workers closed flood gates along the floodwall. About 50 miles upstream at Clarksville, Missouri, around 200 volunteers build a temporary floodwall about eight feet tall. Sandbags have also been stockpiled near Winfield........

U.S. ARMY CORPS OF ENGINEERS

For Immediate Release:

April 19, 2013

Release No. 10-22

BUILDING STRONG

Contact:

Public Affairs, 314-331-8000

Mississippi River Flooding

The Mississippi River Rising Toward Major Flood........

Recent rains are causing the Mississippi River to rise toward a significant flood surge. The flood surge is even more dramatic when compared to the drought-ravaged river levels of just a few months ago. The National Weather Service is predicting a crest of 39.5 feet at St. Louis on Tuesday. If the forecast holds true, this crest will make it onto the top 10 on record in St. Louis. The crest will be within about ten feet of the Great Flood of 1993........

Mike and Rosie's Swing Set Blog

Fox Town Little Abacos

There was quite a thunderstorm brewing on the morning we wanted to leave Port Lucaya Marina, but if I had the tides figured right, we needed to leave around noon to be at high tide when we got to the critical northern section of the Grand Lucayan Waterway. I had decided that if we couldn't leave in time for a safe passage through the Waterway, then we would stay another night and sit out the storm.
We had good WiFi at the dock, so I had checked all my weather tools, not only for the current storm, but for the outlook for the next several days. I didn't expect to have any Internet service until we reached the western end of Grand Bahama and the Abaco Islands. The current storm was fizzling out and it looked like we would meet our intended departure time of noon.
Meanwhile, I cleaned out the sea strainers on our main engines. There was a fair amount of grass and sea shells, (little ones), giving credence to my suspicion of the starboard engine running hot was due to the debris in the strainers. I also checked engine coolant in both engines and they were full. Engine oil was full too. We were good to go.
First we did a quick walk around the "town" to look for a loaf of bread. We wanted Bahamian bread but wound up buying a mass produced loaf of wheat at a small grocery for $4, the going rate. We also had to dodge several hawkers standing out in front of the many restaurants wanting to know if we had had our breakfast yet. I must be losing weight and be looking skinny for them to be concerned with me having had a good meal lately. If I look skinny, Rosie must look emaciated.
We got back to the boat and I went up to pay our bill and get a receipt for our fuel and dockage. They had wanted to put us on a flat rate at $15 for electricity, but I opted for the metered rate, much to their chagrin. We used 6 kilowatt hours of electricity which amounted to a big $3.60. Cha-ching! But the rest of the bill was close to $500. Still, I'll always opt for metered electric as we don't use much, especially if we don't run the A/C, which we hadn't. In fact we haven't run any heat or A/C since last September.

Patience is not a virtue I possess, and once the bill was paid and the sky cleared up, I wanted to head out and Rosie was ready too. I figured even if we left early, we could poke along and wait for high tide in the waterway if we needed to.
We followed the Bell Channel east for a couple of miles and entered the Grand Lucayan Waterway, a boondoggle project if there ever was one. The eight-plus mile canal was dug to promote housing and resort construction right before the economy collapsed several years ago. There is huge concrete structures nearly completed, but abandoned. Lots of half built houses too. The early birds finished their homes, some of them humongous mansions, and they sit along the waterway alone, surrounded by barbed wire and big Doberman Pincers.
There is one bridge to pass under but it's over 27 feet high. The waterway is lined with a concrete wall on all sides, and most of it is intact. The canal is 250 feet wide on the lower end, but narrows on the upper end and the retaining walls end there.

We regret to inform everyone that was excited about this weekend's show featuring our friends Seeing Daylight will be cancelled due to rising river levels which will most likely cover our downstairs patio area by this weekend. Our restaurant will be continue to be OPEN as we do not see the waters coming near the parking lot. So stop in and see us and enjoy some great catfish fritters or our amazing weekend prime rib special. We certainly look forward to having Seeing Daylight perform for you all when we can find an open date. We will continue to keep everyone informed of the rising river levels. Cheers!

More Pictures of the Day....were sent to us by Cheri Napoliton

-- Hi Bill

Just sending a few new pictures for you to look at. The one is the huge tree just wanting to float right into the North Shore Marina Cove and block the boat ramp and the herron was just relaxing and was enjoying the ride LOL!!! The other photo looked a little eerie. Lil warmth and cold and the weather produces some interesting things!!! The last one I love is a postcard picture looking out from Palisades and caught this shot with the old small boat looking out to the east on the river towards Alton.

As always thanks for your wonder page and keeping us informed of everything!!!

Higher Flood Levels Forecast, City Prepping........

The National Weather Service has predicted that the Mississippi River will crest at 15.7 feet at Lock and Dam No.15 on Sunday. However, between Wednesday and Friday, 3 - 4 inches of rain is expected, adding runoff at the same time the crest is expected. US Coast Guard

     News Release

Coast Guard accepts ballast water treatment systems as Alternate Management Systems

WASHINGTON — The U.S. Coast Guard announced the acceptance of nine ballast water treatment systems today as Alternate Management Systems (AMS) in compliance with the service’s March 2012 final rule for Standards for Living Organisms in Ships’ Ballast Water Discharged in U.S. waters.

AMS acceptance by the Coast Guard is a temporary designation given to a ballast water treatment system approved by a foreign administration. Vessel operators may use an AMS to manage their ballast water discharges in lieu of ballast water exchange, while the treatment system undergoes approval testing to Coast Guard standards.

An AMS may be used to meet the Coast Guard ballast water treatment requirements for up to five years after the ship’s ballast water discharge standard compliance date specified in the final rule. This five-year timeframe allows for the completion of required land-based and shipboard testing.

“With these AMS acceptances, we move into a new era of aquatic invasive species prevention and control,” said Coast Guard Rear Adm. Joseph A. Servidio, Assistant Commandant for Prevention Policy. “Compared with the existing requirement for mid-ocean ballast water exchange, these technological solutions reduce the ballast water exchange safety concerns for mariners and provide greater protection for the marine environment.”

“This is an important first step in making Coast Guard and foreign approved ballast water treatment systems available for the global shipping industry,” said Servidio. “The Coast Guard AMS program will allow ship owners and operators to install a ballast water treatment system and use it in U.S. waters while it undergoes approval testing.”

The Coast Guard continues to review applications for AMS acceptance and will announce further determinations. For information on how to obtain an AMS acceptance from the Coast Guard and for a complete list of ballast water management systems that have been accepted for use as an AMS, please visit the Coast Guard’s Environmental Standards Division’s website at http://www.uscg.mil/hq/cg5/cg522/cg5224/bwm.asp.

Mississippi River Shipping

    Taxpayer Funds Floating River Shipping........

The busiest port in the Western Hemisphere is the 150 mile stretch of the Mississippi River between the Gulf of Mexico and Baton Rouge, Louisiana. More than 400 million tons of cargo move through the port each year. The federal government subsidizes the cost of riverbourne shipping, and those subsidies are not likely to decrease. In fact, companies that profit from these subsidies are looking to increase them........

Theme this year will be "SHARKS" (use your imagination, Loan Sharks, Card Sharks, Pool Sharks, etc.). Decorated boats will be reviewed by a panel of judges on the deck at Palisades Yacht Club and awards will be presented at My River Home Marina in Portage des Sioux.

There will be three distinct parades of boats this year that will merge and pass the Statue of Our Lady of the Rivers at Portage des Sioux MO in one continuous parade.

The Lower Pool Parade will start at Alton Marina by the Clark Bridge at 1 PM led by Captain John Bloch in the cruiser "Audy B II" and will proceed upstream to the Statue.

The Upper Pool Parade will start at Yacht Club of St. Louis in the Dardenne Slough at 1 PM led by Captain Dutch Hauhe in the cruiser "Scoundrel" and will proceed downstream crossing from the Mississippi River into the Illinois River at Grafton Illinois and then re-entering the Mississippi River to eventually merge with the Lower Pool group to pass the Statue.

The Antique and Classic Boat Society will have a group of restored antique boats that will begin the Blessing ceremonies at the Statue as a group beginning at 2:15 PM immediately followed by the full parade of boats from the Upper and Lower Pool groups. Some of the ACBS boats will be on display after the Parade.

Benefit for the Blessing of the Fleet will be Saturday, June 22nd , 2013 at Grafton Harbor in Grafton IL.

This event is held to raise the funds to keep the Blessing of the Fleet going from year to year. Saturday afternoon from about 2 to 6 there will be a Pool Party, music poolside by the "D Dock DJs", raffle prizes, t-shirt sales, food and drink specials and the "RUBBER DUCK PLUNGE" raffle (it involves the pool).

Many of our fellow boaters are already planning on making this a weekend boating getaway by arriving at Grafton Harbor on Friday to enjoy the many amenities at the marina and all of the shops, restaurants and bars within walking distance not to mention the beautiful floating pool next to the Big Kahuna restaurant and bar.

Contact Grafton Harbor at 618-786-7678 for slip reservations.

We welcome everyone, boaters and non boaters, to come out for what will surely be a fun way to help us continue this great river tradition. There may even be Shark themed boats there.

Many Thanks to all of our supporters helping to put this all together. Check out the huge list on the Blessing of the Fleet website, www.blessingofthefleetstl.com.

Hope to see everyone at both events!

Darryll Weil, President, Blessing of the Fleet, Inc.

News Release From BoatUS

Only BoatUS Offers Five Ways
to Call for On Water Towing Assistance 24 Hours a Day

ALEXANDRIA, Va., April 15, 2013 – Let’s face it. Today, there are so many ways boaters can communicate while on the water, it’s hard keeping track. VHF radio, which is monitored by the US Coast Guard and its life-saving Rescue 21 system, is the accepted method for getting emergency help. But what about calling for routine on-the-water towing assistance for things like a dead battery, dead engine or grounding? The nation’s largest on water towing fleet from Boat Owners Association of The United States (BoatUS) now gives boaters five ways to summon a towboat, from cell phones to satellite – and everything in between.

“Regardless of which way a boater chooses to contact us, they’ll all get you back to the launch ramp, marina or dock - day or night,” said BoatUS Vice President of Towing Services Adam Wheeler. Hailing one of the 300 local TowBoatUS or Vessel Assist locations or 600 response towboats is simple on VHF channel 16. But, as smartphones have become a mainstay of modern life, the BoatUS 24-hour dispatch centers report that recreational boaters’ number one preferred method of communication is their cell phone.

“Seventy percent choose to phone us from their boat instead of using the radio,” Wheeler continued. “We’re also seeing an increase in requests for assistance from boaters using our BoatUS Towing App. The App speeds response times because once you press the button on your smartphone to request assistance, we instantly map your location, have a description of your boat and your emergency contacts – all before our dispatcher connects to ask if everyone is safe on board. It’s been downloaded over 120,000 times.”

Unique to the BoatUS Towing Program are its personal satellite messaging service offerings through partnerships with SPOT satellite messenger and the DeLorme inReach two-way satellite messenger, a 2012 National Marine Manufacturers Association Innovation Award winner in the Consumer Electronics Category. In the case of SPOT, you can summon towboats with the touch of one button, or with DeLorme inReach by ‘chatting’ directly using it’s two-way satellite text messaging feature.

In 2012, the BoatUS 24-Hour dispatch centers and towing fleet received 70,000 requests for on water (non-emergency) assistance. For more information on BoatUS Towing Services including the TowBoatUS and Vessel Assist fleets, go to www.BoatUS.com/towing, or call 800-888-4869.
