MILE 192.1 - BRIDGE CONSTRUCTION
I-270 Highway Replacement Bridge; Cofferdams are in place and pier work is ongoing both sides of the navigation channel. Horizontal clearance is reduced to 250 feet. Mariners are advised to transit construction site at slowest safe speed

 

NOTICE TO NAVIGATION - RM 185.5 - L&D 27
The 1200 ft main lock will be closed for miter gate replacement and embedded metal repairs from 10 December 2012 til 1 March 2013. During this time, the 600 ft auxiliary lock will be open and the Government will provide the services of a helper boat to pull cuts from the 600 ft chamber

 

MILE 181.2 - BRIDGE CONSTRUCTION
New 1-70 Mississippi River Bridge; Superstructure erection ongoing both sides of navigation channel. Periodic river blockages of up to 10-hours will occur over the upcoming months, individual BNMs, outlining each blockage will be issued at least 24-hours in advance. All vessels transiting work site shall proceed at slowest safe speed and contact the M/V FRANK PITZ or the M/V KEITH JACOBSON via VHF-FM Channels 13 or 16, for passing arrangements

Mississippi River Near St. Louis, Missouri

    Chouteau Island Is Going To The Dogs........

 

Over the past two weeks, a man and some of his friends have been trying to retrieve dogs they believe are being dumped on Chouteau island. Paul Anderson of Wood River has recently re-started his hunting and fishing hobbies, and noticed what appeared to be a Great Dane mix on the island. Anderson and his friends have been feeding and watering the dog, but have yet to be able to catch it. Chouteau Island is located between the main channel of the Mississippi River and the Chain of Rocks Canal........

Lower Mississippi River Flooding

    Corps' Report Outlines Plans To Minimize Floods........

 

On Monday, the U.S. Army Corps of Engineers released a report that outlines their efforts in dealing with the massive flooding of the Lower Mississippi River in 2011. The Lower Mississippi River between Cairo, Illinois to the Gulf of Mexico is inhabited by about 7.2 million people, and covers approximately 39,000 square miles, and is covered under the Corps' Mississippi River and Tributaries System. This system is credited in preventing some $234 billion in flood damaged during the 2011 floods........

We took a weekend train trip to Springfield IL and our tour guides Cpt Phil Simpson and first mate Sue out of My River Home gave us a wonderful trip!

 

Our final stop was the new Boatel in Napples. It just opened in November and is amazing!!! Great food, staff and of course the view. I recommend this to everyone down south. (No boat docks)

Recently, Senator Roger Wicker, R-Miss. and Senator David Vitter, R-La. introduced a bill that would annul waivers issued by the Environmental Protection Agency that would have allowed gasoline containing 15% ethanol to enter the fuel supply. The National Marine Manufacturers Association and the Marine Retailers Association of the Americas are among several groups that signed a letter of support for the bill........

    Cargill Says Infrastructure Maintenance Badly Needed........

 

Rick Calhoun, president of Cargill's marine and terminal division said that the drought conditions that stopped barge traffic along the Mississippi River last year would pale in comparison to the problems caused by the failure of one lock and dam were to fail. Recent snowstorms have eased concerns that the 2013 shipping season will see a repeat of drought conditions, but concerns over the conditions of locks and dams, mostly built in the 1930s, linger on........

Lake Of The Ozarks

    On Water St. Paddy's Day Parade Coming Up........

 

On Saturday, March 16, the Lake West Chamber of Commerce will be holding the 22nd Annual St. Patrick's Parade on the Water. This year's theme is "The Wild Wild West Side", and participants are encouraged to decorate their boats in a western style. Festivities will kick off at 9 am at the Ozark Bar-B-Que with a breakfast buffet, and the parade will shove off at 10:30. Parade-goers can also book a seat on the 100 passenger Tropic Island Cruise Boat........

Back In Marathon With A Laundry List

I'll get a couple of things out of the way first. The wind generator worked for a couple of days and then quit again, so we're going to embark on a plan to get it fixed. On a successful note, I put on my snorkel gear and quickly found our grill that I had sent flying into Newfound Harbor by accident.
On Friday and Saturday we spent some time visiting other boaters on Picnic Island. For the most part, the people we met were nice. Two couples from Canada waded over to meet Holly. We talked for a bit and one of the things we talked about was Little Palm Island Resort. The one fella told us how they visited one time, and two shots and two appetizers came to a total of almost three hundred dollars, and that dinner was typically five hundred dollars and up. To spend the night there ran over three thousand dollars. You can rent the whole place for five hundred thousand dollars per night.
Most people would be telling you this in a way of bragging that they had spent this kind of money on something as fleeting as dinner. I'm telling you this so you can avoid the place. Some people have more money than sense.
As we were getting ready to head back to the boat, the Canadians, who had retired to their pontoon boat, invited us over for a beer. I normally trust my instincts, and my instincts were telling us to decline, but my instincts were also affected by the consumption of a few cold ones, so we went. Mistake number one.
Of course, they would have none of us sitting in the dinghy, so we were invited to come sit up on the deck of their boat. Mistake number two.
I knew they had been fishing. Fishing poles lined the rails and fish scales and whatever else was in the carpet. Holly thought she was in heaven. We tried to hold her in our laps, but she scrambled away at every chance, and ignored us when we tried to rope her back in. Compared to fish guts, we are nothing to her.
Now these folks were putting some good dents into their supply of rum and Budweiser, I must tell you. They had the idea that we must hate sleeping on the boat, and offered us the comfort of a bedroom over at their house. Not that we would accept any such invitation, but they had no regard as to where we were to keep the boat, or the dog. A similar request was made to join them all in Key West over the weekend. They would drive us all over there and spend a night or two, again, they didn't seem to think that leaving our boat at anchor in Newfound Harbor while we were all traipsing around Key West drunk as monkeys was of any concern.
Short of saying, "Are you people idiots?" We had all we could do to be polite and continue to ward off their invitations. Now, let's be honest. Had one of the women looked like Supermodel Kate Upton, there might have been some wiggle room. The term, "far cry", would apply here.

Savvy Boaters Know The Difference Between "Towing" And "Salvage"

Who Pays for Each?

ALEXANDRIA, Va. February 26, 2013 -- On-the-water breakdowns, running aground or other mishaps can ruin a day of boating or fishing fun. But when the towboat arrives on the scene, do you know if the service is a “tow” or a “salvage” job? If you’re ever in doubt, the safest bet is to ask the towboat crew. That’s because there could be a big difference in the cost of each service, and it also determines who pays the bill, says Boat Owners Association of The United States (BoatUS).

While there is sometimes a fine line between the towing and salvage, there are a few clear indicators that point to each. “Salvage requires the existence of ‘peril’ to the distressed vessel or persons aboard, or peril to the rescue boat and its crew, or the marine environment,” said Vice President of BoatUS Towing Services Adam Wheeler.

Historically and legally, salvage is any voluntary and successful rescue of a boat, its cargo, and/or passengers from peril at sea. Today that definition includes the successful avoidance of damage to a legally protected marine environment.

Vessels hard aground, on rocks, taking on water or sunk are salvage, as are collisions, fires, breakaways or other types of immediate danger. Salvage also comes into play when specialized equipment such as pumps, air bags, or divers are called for – even if the boat is at the dock.

All TowBoatUS and Vessel Assist companies are committed to informing the owner of a boat – before beginning any work – if the procedure will be declared salvage. If the owner is not on board or the conditions are so perilous and the rescue of the boat requires immediate action, they’ll be notified as soon as possible after saving the boat.

“On the other hand, when there is very little or no peril or damage to the vessel - you have a towing situation,” said Wheeler. “A typical example is when you run out of gas or have a dead battery, and have subsequently dropped anchor to await assistance. Waters are calm, you’re no threat to navigation, your crew and boat are fine and there’s no peril to those on the response boat.” Of the 65,000 requests for assistance made last year by boaters to BoatUS 24-hour Dispatch Centers, 98% were for routine towing services.

When it comes to soft ungroundings, BoatUS members enjoy a special agreement with the TowBoatUS and Vessel Assist on-the-water towing fleets which ensures that if there is little peril and no damage to the BoatUS member’s disabled boat, and only one towboat is needed to remove the softly grounded vessel from a shoal, it’s a simple towing job. Other commercial towing companies may or may not honor this agreement.

The Costs
Nationwide, towing and soft ungrounding costs average about $600 and $800, respectively. These are either paid by an annual towing service plan or out-of-pocket by the boater.

Salvage cases are usually covered by insurance – or out-of-pocket if self-insured – and are much more expensive than a tow. Salvage continues to be the way to award a rescuer who maintains a 24-hour state of readiness to risk life, limb and vessel for others, and often results in a charge based on the length of the vessel saved or a request for a percentage of the boat's post-casualty value. While it’s a reward for extraordinary service, the dollar amount awarded factors in the degree of peril as well as the risk to the salvor and their crew.

“There are significant expenses in operating and maintaining a professional towing operation,” says Wheeler, “such as Captain’s and staff salaries, insurance, equipment maintenance and increasing fuel costs, not to mention capital expenses such as towboats and other specialized recovery equipment – and it all has to be ready to go at a moment’s notice,” he added.

Time and circumstances permitting, Wheeler suggests that if it’s a salvage job, boaters should try to call their insurance company so they may attempt to negotiate with the salvor before the operation gets underway. If circumstances don’t allow this, ask the salvor for a fixed price and try to get it in writing.

Wheeler also says that boaters should review their boat’s insurance policy to ensure it fully covers salvage. Some policies have limits, high deductibles, or may not include environmental damage – all of which would have to be paid out of pocket.

BoatUS also suggests having a copy of the BoatUS Open Form Yacht Salvage Contract aboard at all times, which assures that any salvage claim will go to local binding arbitration if negotiations between your insurance company and salvor fails. Four Salvage Tips:

· Protect yourself by having both a towing service plan for basic towing assistance needs and an insurance policy that fully covers the costs of salvage.
· If you do have an incident, ask questions first, not later, to confirm whether the job is towing or salvage.
· Have your insurance claims department phone number aboard. If it’s salvage, you’ll want to try to contact them to help negotiate a fixed price.
· When all else fails, have a copy of BoatUS Open Form Yacht Salvage Contract aboard. You can get one for free at BoatUS.com/salvage.

    Friday's Trout Opener Expected To Lure Thousands........

 

On Friday, March 1, the Missouri Department of Conservation will open Missouri's catch and keep trout season. Trout season will open at Bennett Spring State Park, Meramec Spring Park, Montauk Park and Roaring River State Park. The DOC operates hatcheries at each of the trout parks. The trout parks will be stocked with more than 25,000 trout, and nearly 9,000 fishermen are expected to turn out for the opener........

2011 Flood Aftermath

    Corps Reports On Mississippi River Flood........

 

On Monday, the U.S. Army Corps of Engineers released a report on the near-historic flooding along the Mississippi River in 2011. The report states that the flooding caused $2.8 billion in damages, and tested the system of floodways, levees and reservoirs like no flood before. The report concluded that the Mississippi River and Tributaries system operated as it was intended to, and was by and large successful in fighting flooding........

The Great Flood Of 1993

     Man Convicted Of Levee Breach Speaks Out........

 

It is creeping up on the 20th anniversary of the Great Flood of 1993, and for a good part of that time, James Scott has been serving out a life sentence for intentionally breaching the West Quincy levee on July 16, 1993. Scott was one of hundreds of volunteers working on the levee. He and another man reported an issue with the levee, and left the area. Scott had returned later that evening, and rearranged some of the sandbags. The levee later broke........

    Barge Limiting River Levels Could Plague 2013........

 

Forecasters are saying that dry soil and low reservoirs could lead the Missouri and Mississippi Rivers to return to drought depleted levels this year. Steve Buan, a hydrologist with the National Weather Service stated that the rivers would need to receive greater than normal rainfall runoff to avoid repeating near record low water levels this year. The critical situation along the rivers has eased, federal scientists are saying that the long term effects of the 2012 drought could be lower river levels this year........

Upper Mississippi River

     Early Barge Season Unlikely........

 

Thanks to the ice on Lake Pepin, in is looking like there will not be an early start to the barge shipping season along the Upper Mississippi River. Last week, the U.S. Army Corps of Engineers decided not to conduct their late winter measurements of the ice in Lake Pepin, as very cold conditions make the ice thicker. The Corps had started measuring the Lake Pepin ice on February 13. The measurements are used by the barge industry to decide when the ice can be broken to informally start the barge shipping season........

In a recent news article dated February 15, the U.S. Department of Agriculture announced that they would be putting $59 million into an initiative this year that would work with landowners and farmers in order to reduce pollution into the Mississippi River basin. This funding increases the USDA's total investment in the Mississippi River Basin Healthy Basin initiative to around $289 million since 2010........

    River Shipper Says Infrastructure Improvements Necessary........

 

Rick Calhoun, president of Cargill's marine and terminal division stated that the drought conditions that nearly stopped barge traffic along the Mississippi River demonstrates the need for infrastructure improvements to remain competitive in export markets. Friday, Calhoun was addressing the U.S. Department of Agriculture's annual outlook forum. He added that the locks and dams are aging, and not gracefully........

Mississippi River Near Homer, Minnesota

     Asian Carp Search Continues........

 

While commercial fishermen are working a narrow cut in the Mississippi River ice, the Minnesota Department of Natural Resources is on hand looking for Asian carp. The Minnesota DNR stated that on Wednesday, the commercial fishermen caught four grass carp and one silver carp in their nets. Commercial fisherman George Richtman does not believe that the Asian carp are a threat to native species as many fear........

The Trouble With Buying Kids' Life Jackets Like Shoes
"You'll Grow Into It" Doesn't Work


ALEXANDRIA, Va., February 22, 2013 – Kids grow fast. That’s why frugal parents often buy their kid’s shoes a little bigger than the actual size. However, when buying a kid’s life jacket that’s too large – a common mistake – the results can be heartrending because children in a wrong-sized life jacket can easily slip out.
“I’ve sent my own kids to school with slightly bigger shoes,” says BoatUS Foundation for Boating Safety President Chris Edmonston. “However, if a too-big life jacket slips off a child when their arms go above their head, there could be tragic results.” Edmonston, himself a father of five, knows what he’s talking about. Here are some tips on having the right-sized kids’ life jacket:

• Kid’s life jackets come in three sizes: infant (under 30 lbs.) which offer greater floatation for the head; child (30-50 lbs.) and youth (50-90 lbs.). Any child more than 90 lbs. should wear an adult life jacket. Only purchase life jackets that are US Coast Guard approved.

• “Every season I have my kids put on their life jacket to check for comfort and the proper size,” said Edmonston. If you boat year round, it may be good to do this a couple times a year.

• To check for proper fit: 1.) Have the child stand with the jacket on and all buckles, zippers, crotch straps fastened. 2.) Grab the life jacket’s shoulder area and pull straight up. The jacket should not move up to (or over) the child’s ears. If it does, it’s likely to be too big, and mom or dad need to find another one.

• The best fit for a kid’s life jacket is one that fits snugly yet comfortably. If all of the fasteners cannot be attached, it’s likely too small.

“If a child has a good fitting life jacket, they won’t complain about wearing it,” added Edmonston. “Better yet is to set the example and wear one yourself.”

We Emerge Victorious-For Now

 

The wind and the rain has let up finally. Three days ago we pulled up anchor and tried to get into Dolphin Marina to get our water tanks topped off. I quit using the water maker because without the port wind generator working, the power drain was too much on our house bank of batteries.
Toward the largely unmarked northern end of the channel leading to the narrow secondary channel into the marina (which is marked) we began to stir up sand, so we turned around and got away unscathed, and decided to learn more about entering Dolphin Marina before we make another attempt. We also didn't go at high tide, which would have helped.
If you read the comments on our previous posts, you already know that we cruised over to Little Palm Island to get water. Active Captain indicates that there is a marina there, with fuel, but this is not so. I did figure that they had water and perhaps we could buy some.

I rarely call ahead to a marina or a dock if the approach is obvious and it's not too crowded, so our approach to Little Palm Island Transient dock was no exception. Two guys from a large yacht already docked there came off their boat and gave us a hand in securing lines. By the time I stepped off of Swing Set, an employee was walking down the dock to meet us.
I asked about getting our water tank filled up and he said he had to get on the radio and ask his boss. My optimism in regard to us getting our water sank. I had told him that we could probably use about 100 gallons, and offered to pay whatever the going rate was for it, but I'm not sure if he relayed to his boss the fact that we were willing to pay. All I heard on the radio was, "Give them 10 or 20 gallons, but not no 100 gallons. We got a boat comin' in here soon and they are in the way."
Some water was better than none, and I also knew that there was nothing to measure how much water was going in, so we stuck the hose in and started filling 'er up. After a few minutes, the harbormaster came down to the dock with a sour look on his face. He took exception to the fact that we had tied up to his dock without asking first. He asked if it was our habit to tie up to a dock without permission. I explained to him that I initially believed that we were approaching a dock that had fuel, and no, we had never encountered an issue with tying up to a dock without permission. (OK, just that one time in Marco Island, but this guy didn't have to know it.)

US Coast Guard Auxiliary Safe Boating Class

Boater Education Saves Lives

Missouri’s Mandatory Boater Education Law requires that every Missouri resident born after January 1, 1984 who operates a vessel on Missouri lakes must carry a boating safety identification card issued by the State Water Patrol and a valid photo ID. This includes personal watercraft like Jet-Skis. The Boating Safety ID Card indicates successful completion of a boating safety education course. Illinois and many other states have similar requirements.

Flotilla 3-13 of the United States Coast Guard Auxiliary will be offering the “About Boating Safety” course at Grafton Harbor this winter and spring. The course runs on 2 consecutive Saturdays from 9:00 AM till 1:00 PM. The class schedule is as follows:

     Class 1: February 23 and March 2
     Class 2: April 6 and April 13
     Class 3: May 4 and May 11

Successful completion of this course will not only earn the Boating Safety ID Card, but will also give you invaluable information which will help you to remain safe on the water. Whether you are required by law to take the course or not, Boating Safety Education will help you be a better, safer boater. Insurers recognize this and most offer a discount on your insurance for completing the course.

The 1200 ft main lock will be closed for miter gate replacement and embedded metal repairs from 10 December 2012 til 1 March 2013. During this time, the 600 ft auxiliary lock will be open and the Government will provide the services of a helper boat to pull cuts from the 600 ft chamber

Poplar Street Bridge; A bridge inspection is being conducted using snooper trucks until March 17, 2013, during daylight hours. The inspection team may be contacted by cell phone at (913) 302-8931 or (816) 896-9497. Transit with caution.

  It is said that that the margarita was invented in 1948 by socialite Margarita Sames during one a party at her hacienda in Acapulco .

   She stirred tequila, Cointreau and lime juice together as a remedy for quenching a person's thirst on a hot, dusty afternoon.

 

  Reportedly the new cocktail kept her party going for two weeks....

   Renew hunting, fishing permits online with MDC e-Permits

 

JEFFERSON CITY Mo – Many hunting and fishing permits will expire at the end of February, including 2012 permits for small game, fishing, trout fishing and the combination permit for hunting and fishing. The Missouri Department of Conservation (MDC) reminds hunters and anglers to purchase their 2013 permits so they won’t miss opportunities in the year ahead.

Conservation makes Missouri a great place to hunt and fish, and MDC makes buying permits for these activities simple and convenient through its online system called e-Permits. E-Permits lets Missouri sport hunters, anglers and trappers purchase, print and immediately use most permits 24/7 from a personal computer with a printer. Simply visit mdc.mo.gov and click on “Buy Permits” from the MDC home page.

All sport-fishing and sport-hunting permits are available through e-Permits, along with trapping permits and the Apprentice Hunter Authorization. Commercial permits and lifetime permits will continue to be sold through MDC’s Central Office by calling 573-751-4115.

People can still buy permits from vendors, and by phone by calling toll-free 1-800-392-4115. Allow up to ten days for mail delivery of permits purchased by telephone. Phone purchases are subject to a $2 convenience fee, while the fee for online permit purchases is $1.

E-Permits are printed on regular printer paper and can be saved on a computer so extra copies of permits can be printed in case one is lost or destroyed. Permits may not be shared, and additional copies of a permit do not provide additional valid permits for the buyer or others to use.

New Mississippi River Bridge

    I've Crossed The Mississippi On A Bridge With No Name........

 

The New Mississippi River Bridge has yet to be named, but it could fare worse than being named for Stan "The Man" Musial. Of the 10 Mississippi River crossings around the St. Louis Metro area, 5 are named for people. Only two of those people lived in St. Louis. The Poplar Street Bridge was unnamed during it's construction, but ended up being informally named the "bridge at Poplar Street" for an obscure street below the span ........

    Arch Grounds Design Gets Go-Ahead........

 

A second big project in the $380 million restoration of the Gateway Arch grounds has been approved. This summer, work will begin on the installation of a lid over the depressed section of I-70. Engineers have discovered that the depressed section retaining walls do not need to be reconstructed, meaning funds will be freed up for another riverfront project: The redevelopment of Lenor K. Sullivan Boulevard........

Lake Of The Ozarks

    Polar Plunge February 23, 2013

 

On Saturday, February 23, 2013, the Lake of the Ozarks will be hosting the 18th Annual Lake of the Ozarks Polar Plunge. The Plunge is an event to raise funds for Special Olympics Missouri. Organizers say that the goal for this year's Plunge is $175,000. Participants must be 10 years old and raise $75 in donations prior to Plunge Day. On February 22, there will be a Super Plunge, consisting of hourly plunges into the chilly waters. Participants must be 21 years old and raise at least $2,500 in donations before the event........
