NOTICE TO NAVIGATION - RM 185.5 -L&D 27
Continuing until approximately November 17, 2012, L/D 27 (auxiliary chamber), in the vicinity of Mile 185.5, is closed to facilitate dredging operations immediately downstream of the L/D. Mariners may contact L/D 27 via VHF-FM Channel 12, for additional information.

All navigation interests are advised that removal of the LD 27 D/S protection cell has been postponed until after 10 Dec 2012. In order to protect the damaged cell from impact, the spud barge will remain until after 10 Dec 2012. Helper boat requirements and availability HAVE CHANGED - SEE NOTICE TO NAVIGATION PN 12-15.

All navigation interests are advised of an obstruction (embedded metal) at the Main Lock lower I-wall bulkhead slot, just below the I-wall miter gate. The embedded metal corner protection on the U/S side of the bulkhead slot protrudes into the lock chamber roughly 3" from the wall. It is considered a hazard to passing tows and all mariners are advised from now until further notice to favor the east wall so as not to rub in this area of the main lock. The district will advise when repairs are made.

The 1200' main lock will be closed for miter gate replacement and embedded metal repairs from 10 Dec 2012 til 1 March 2013. During this time the 600’ aux lock will be open and the Government will provide the services of a helper boat to pull cuts from the 600' chamber. The auxiliary lock will have short intermittent closures between 17 Dec 2012 and 31 Dec 2012 to facilitate removal of the damaged protection cell. Specific durations and details will be announced. All navigation interests should be alert for, and abide by, any special instructions that may be issued by the Lockmaster during these timeframes

    Onlookers Had A Blast Sunday Morning........

 

Sunday morning's demolition of a portion of the westbound span of the Blanchette Bridge turned into a family event, as hundreds of people turned out to watch from the hillside in front of the Heart of St. Charles Banquette Center. The blast took down 350 feet of structural steel. The concrete deck had been taken up over the past few weeks. Other spectators congregated along the riverfront in St. Charles, hoping to catch a glimpse of the detonation........

    Crews Scramble To Remove Debris From River........

 

After 1.5 million pounds of structural steel plunged into the Missouri River after Sunday's Blanchette Bridge blast, crews are racing against the clock to remove the debris from the river. U.S. Coast Guard regulations require that all sections are removed from the water within 48 hours. As of Monday evening, workers were about halfway to their goal, with the Tuesday morning deadline looming........

Federal court fines Ohio man for boating under the influence of alcoholConviction, sentencing is 3rd on Great Lakes this monthCLEVELAND — The 9th Coast Guard District announces Monday that a Sandusky, Ohio, resident pleaded guilty Friday and was sentenced to pay a $725 fine in federal court for boating under the influence.

Timothy D. Fresch, 56, was sentenced by U.S. District Magistrate Judge James R. Knepp for a charge that on Aug. 30, he operated a recreational vessel on Lake Erie while under the influence of alcohol, in violation of federal and Ohio laws.

This case is the third this month involving someone in northern Ohio convicted under federal law for boating under the influence during the spring and summer of 2012.

Earlier this month, a similar conviction was handed out to Bradley J. Green, 29, from Garfield Heights, Ohio, who pleaded guilty to operating a recreational vessel under the influence of alcohol on May 26 near Kelly's Island on Lake Erie. Green was also ordered to pay a $725 fine.

On Nov. 1, Christopher J. Cook, 47, of Ashtabula, Ohio, pleaded guilty to operating a recreational vessel on the Ashtabula River while under the influence of alcohol. He was ordered to pay a $250 fine.

The Coast Guard and every state have stringent penalties for boaters violating BUI laws. The federal statute can be found in Title 46, U.S. Code, Section 2302. Penalties can include large fines, suspension or revocation of boat operator privileges, and jail terms.

"When mariners boat under the influence, it puts all those around them at significant risk,” said Capt. Stephen Torpey, chief of response for the 9th District. “We want mariners to enjoy our nation's waterways but to do it safely and responsibly. The Coast Guard will continue to work closely with federal, state, and local partners to ensure the safety of those on the water.”

Alcohol affects judgment, vision, balance and coordination. These impairments increase the likelihood of accidents afloat — for both passengers and boat operators. Coast Guard data shows that in boating deaths involving alcohol use, more than half the victims either capsized their boat or fell overboard.

Alcohol is even more hazardous on the water than on land. The marine environment — motion, vibration, engine noise, sun, wind and spray — accelerates a drinker's impairment. These stressors cause fatigue that makes a boat operator's coordination, judgment and reaction time decline even faster when using alcohol.

When the Coast Guard determines that an operator is impaired, the operator’s voyage may be terminated. The vessel may be brought to a mooring by the Coast Guard or turned over to a competent and un-intoxicated person aboard the recreational vessel. Depending on the circumstances, the Coast Guard may arrest the operator, detain him until sober, or turn him over to state or local authorities.

    I-64 Boone Bridge Project To Begin In Spring........

 

This spring, the Missouri Department of Transportation will begin construction on a new eastbound span for the Daniel Boone Bridge. The Boone Bridge project will be carried out very differently than the Blanchette Bridge project down river. While the Blanchette project involves the removal of one span, and a corresponding reduction in traffic lanes from 10 to 6, the Boone project will leave the existing spans open to traffic, while a new eastbound span is constructed upstream........

Just Three Weeks After Sandy Struck, BoatUS Claims Team Clearing The Way
Hurricane Catastrophe Team Faces Their Biggest Challenge

ATLANTIC HIGHLANDS, NY, November 19, 2012 – Atlantic Highlands is a small Victorian town on the New Jersey shore overlooking lower New York Bay, where at night, the twinkling lights of the Manhattan skyline can be seen in the distance. It’s also one of dozens of New Jersey shore towns that felt the brunt of Hurricane Sandy, which pushed a record 13-foot-plus high wall of storm surge through the community severely damaging the municipal marina, home to over 400 boats. Put another way, the water level rose about eight-feet above the average high-tide line. And it is here where the BoatUS Catastrophe Team – insurance surveyors, damage appraisal and salvage experts and transportation teams – has made a stand to do their part to help this town get back on its feet.

Just one day after the storm, Mike McCook, the salvage coordinator for the BoatUS Catastrophe Team and storm veteran with over 30 years of hurricane recovery experience, was on the debris-laden and boat-strewn waterfront. Every single one of the municipal facility’s 425+ boats had to be salvaged or recovered. Many were BoatUS customers. Teaming up with Capt. Harold Smith of TowBoatUS Sandy Hook, the BoatUS team presented a salvage master plan for the facility to the City Council to recover all of the marina’s boats, which was quickly approved just four days after landfall. McCook’s team now reports that just three weeks after the storm, every single boat has been recovered and safely blocked ashore, and they are now moving into the damage appraisal process.

“While some boats are complete losses, many simply floated away and initially appear to have sustained only minor damage,” said McCook. “We’ve got the best team in the field and our friends in the local boating community are really pulling out the stops to help us. Their support has been great.”

“So many people’s lives were affected,” said BoatUS Assistant Vice President of Public Affairs Scott Croft. “We want our BoatUS customers focusing on their most important needs right now, such as their home and family – while we take away the hassle of getting their boat recovered and into the repair pipeline.”

BoatUS reports there are still some pockets in the New Jersey barrier islands that have not been made available to insurance teams due to public safety concerns. “But we are checking with authorities daily and as soon as we are allowed in we’ll move forward to address these boats.” BoatUS estimates that 65,000 boats have been damaged or lost as a result of Hurricane Sandy – 25,000 in New Jersey alone. “We’ve also had boats to recover in protected wetlands, which require an extra level of care, but we understand the process and are working with the authorities to get access to these boats,” added Croft.

“I’m proud to say that as of today, while we still have a significant clean-up effort at hand, every BoatUS Insurance program customer who has reported a claim to date has heard from us, whether by mail or phone, and while there are still boats that need to be salvaged, the process is going well,” said Croft. “In every storm there are some property owners who are reluctant to give access to remove boats that have floated onto their land, but we are working with them for an amenable solution.”.

Columbia, MO. — The Missouri Department of Conservation (MDC) invites families to discover nature with a fish gigging clinic from 6 to 10 p.m. Dec. 7 on the Gasconade River in Osage County. This program is open to youths and their parents or adult mentors. All participants must attend a mandatory classroom session from 6 to 8 p.m. on Dec. 6 at the MDC Central Regional Office in Columbia.

Participants will learn the basics of gigging safety, type of equipment to use, fish identification, fish gigging regulations and much more...

The public is being told to expect higher prices in restaurants and at the grocery store because of the ongoing drought, and lever levels along the Mississippi River. Dan Featherston of SEMO Milling stated that goods are having to be moved by truck or by rail, and as a result will end up being more costly. Featherston added that many farmers are waiting to see if and when the shut down of the Mississippi River occurs in the Heartland........

NOTICE TO NAVIGATION - RM 185.5 -L&D 27
Continuing until approximately November 17, 2012, L/D 27 (auxiliary chamber), in the vicinity of Mile 185.5, is closed to facilitate dredging operations immediately downstream of the L/D. Mariners may contact L/D 27 via VHF-FM Channel 12, for additional information.

All navigation interests are advised that removal of the LD 27 D/S protection cell has been postponed until after 10 Dec 2012. In order to protect the damaged cell from impact, the spud barge will remain until after 10 Dec 2012. Helper boat requirements and availability HAVE CHANGED - SEE NOTICE TO NAVIGATION PN 12-15.

All navigation interests are advised of an obstruction (embedded metal) at the Main Lock lower I-wall bulkhead slot, just below the I-wall miter gate. The embedded metal corner protection on the U/S side of the bulkhead slot protrudes into the lock chamber roughly 3" from the wall. It is considered a hazard to passing tows and all mariners are advised from now until further notice to favor the east wall so as not to rub in this area of the main lock. The district will advise when repairs are made.

The 1200' main lock will be closed for miter gate replacement and embedded metal repairs from 10 Dec 2012 til 1 March 2013. During this time the 600’ aux lock will be open and the Government will provide the services of a helper boat to pull cuts from the 600' chamber. The auxiliary lock will have short intermittent closures between 17 Dec 2012 and 31 Dec 2012 to facilitate removal of the damaged protection cell. Specific durations and details will be announced. All navigation interests should be alert for, and abide by, any special instructions that may be issued by the Lockmaster during these timeframes

Missouri River At St. Charles, Missouri

     Blanchette Bridge Section Blasted Sunday........

 

Sunday morning, twenty five pounds of explosives transformed 1.5 million pounds of structural steel that made up a portion of the westbound span of the Blanchette Bridge into scrap. The demolition is part of a $63 million project to replace the aging westbound span. Land traffic was held in place for a half an hour following the blast, so crews could remove debris from the adjacent span. Crews have 48 hours to remove the debris from the river.......

     Corps Orders Reservoir Release........

 

Recently, a top official with the U.S. Army Corps of Engineers has ordered water releases from a Upper Mississippi River reservoir, with the hopes of avoiding the closure of the river at St. Louis. Major General John Peabody of the Corps stated that the releases are expected to add between 3 and 6 inches to the Mississippi River at St. Louis. This amount of water is not going to offset the three foot drop expected when the Corps slows Missouri River releases.........

Leaders discuss keeping commerce moving on low Mississippi River


   ST. LOUIS – Leaders from the U.S. Army Corps of Engineers, U.S. Coast Guard, and American WaterwaysOperators discussed their expectations and challenges to navigation during a joint news conference today in St. Louis onthe Mississippi River as it reaches record lows.
   Maj. Gen. John W. Peabody, commander, Mississippi Valley Division, U.S. Army Corps of Engineers talked about the measures taken by the Corps of Engineers throughout the Mississippi River Valley including ongoing dredging operations on the river, and plans to address rock formations that threaten navigation near Thebes, Illinois

.
   Peabody cited preparations for the drought that date back to the last record-setting drought in 1988-89, including the construction of river training structures that have drastically reduced the need for dredging. The investment in constructing rock dikes, weirs and other structures allowed for a better channel now than in previous droughts.
   “The situation we face today would be worse, more acute earlier, had it not been for that investment,” he said. Peabody also cited efforts from upstream to help keep the river navigable. The Corps’ St. Paul District is releasing stored water to help mitigate for low levels on the Middle Mississippi, with a slight rise expected in the St. Louis area mid-December. Peabody authorized Mississippi River reservoirs to store extra water for long-term drought management,but lack of rain has hampered that effort at most Corps lakes.
   “This is not something we can solve in a few days, a few weeks, or even a few months if we have a persistent drought situation. We have to plan for the long term,” Peabody said. “We’re going to have to husband our resources for when the situation gets truly dire. In my personal estimate, we’re not there yet.”
   Rear Adm. Roy A. Nash, commander, Eighth District, U.S. Coast Guard, highlighted the critical coordination that happens between the Coast Guard, the Corps and industry, especially during difficult times on the river. “We have worked together throughout high water last year, through low water this year, and will continue to work together,” Nash said.
   Daily conference calls and regional coordination between industry, the Corps and the Coast Guard are ongoing as conditions change on the dynamic Mississippi River.
“This is a vital thoroughfare linking producers and commodities from the heartland to markets around the world,” Nash said.

   “We recognize the incredible importance of our collective work in keeping commerce flowing on the rivers and protecting our nation’s economic prosperity.”
Representing the industries that depend on river commerce were Craig Philip, Chief Executive Officer of Ingram Barge Company in Nashville, and George Foster, President, JB Marine Service, Inc., from St. Louis. Both men highlighted the acute impacts of potential river closures on their industries as well as the nation.
   “The cooperative tenor with the industry and government partners has been a testament to intrinsic importance of this system to the nation,” Philip said. “A cessation of navigation would have a ripple effect of economic loss that would be felt most heavily in the Midwest, but would endanger our national prosperity as well.”
   The St. Louis District Corps of Engineers is working on a contract to remove the rock pinnacles near Thebes in February. The Corps has also created electronic navigation charts overlays of this area at various river stages for mariners.

Coast Guard crew set to load 1,300 Christmas trees onto

Mackinaw for historic transit to Chicago

 

CHEBOYGAN, Mich. – The crew of the Coast Guard Cutter Mackinaw is scheduled to load 1,300 Christmas trees onto the ship at its homeport of Cheboygan, Mich., on Tuesday in preparation for the 2012 Christmas Ship celebration.

The trees will then be transported aboard Mackinaw to Chicago, where they will be offloaded during a special two-day ceremony and then delivered to needy families.

This year marks the 100th anniversary of the wreck of the schooner Rouse Simmons, the original Christmas Ship, which sank between Kewaunee and Two Rivers, Wis., on Nov. 23, 1912 in a storm during its transit to Chicago.

To mark this anniversary, a special collection of 100 trees from an area outside of Two Rivers, where the Rouse Simmons launched, are set to be included.

During the transit to Chicago, the crew of Mackinaw will toss a wreath into Lake Michigan near the resting place of the Rouse Simmons.

"The crew and I are excited to participate in this year’s Christmas Ship activities, especially considering the significance of the 100th anniversary,” said Cmdr. Michael Davanzo, the ship’s commanding officer.

     Barge Industry Warns Of Shipping Disruptions........

 

On Friday, barge industry leaders re-iterated their warnings of wide spread economic losses across the Midwest if Mississippi River levels keep falling toward levels that interrupt shipping. The drought conditions, combined with reductions in Missouri River reservoir releases have driven the American Waterway Operators and Waterways Council to warn that river shipping could come to a standstill by the beginning of December........

Bear Creek Near Hannibal, Missouri

    Plans For Flood Buyout Land Moving Forward........

 

The process to develop several acres of flood buyout properties in the Bear Creek Basin near Hannibal, Missouri will start soon. On Thursday evening, the Hannibal City Council and the Hannibal Parks and Recreation Department met to discuss possible plans for land that will soon be owned by the city. Initial plans call for a green space with native grasses, trees and bushes, as well as baseball fields........

Mississippi River At The Chain Of Rocks

     Lane Closures Coming Along The Chain Of Rocks........

 

Monday, nightly lane closures are scheduled to begin on the westbound I-270 span over the Chain of Rocks Canal Bridge and the Chain of Rocks Bridge over the Mississippi River. The closures will run from 9 pm to 5 am, in order to make repairs to the existing pavement........

Mat Sinking Unit

 

Vicksburg, Ms... The U.S. Army Corps of Engineers' Vicksburg District Mat Sinking Unit (MSU) is currently working on the Mississippi River near Blackhawk, Louisiana, on river mile 328. Thus far this season the MSU has placed 229,405 squares or approximately 527 acres of articulated concrete mats on the banks of the Mississippi River. The goal for this six-month revetment season is to place 442,786 squares covering approximately 1,018 acres. The next location for the MSU is mile 225 near Arlington, Louisiana.

This revetment season may extend through February 2013 and includes a larger than normal program that requires critical repairs to sites damaged as a result of the 2011 historic flood. Due to this longer than normal season, an additional 90 jobs may be required for temporary positions, beginning December 2012. These positions will be temporary, lasting from two weeks to six months. Those interested in applying for any of these positions should be at the bank of the Mississippi River at the mat casting fields in Delta, Louisiana, on 19 November. Employment representatives will be on the bank of the river at Delta Casting Field located at 100 St. Martin Street Extension, Delta, Louisiana, 71233, from 7:00a.m until 11:00a.m. A resume including references with phone numbers, two forms of identification, and checking or savings account information are required. Those seeking veteran's preference must present your DD-214.

These positions consist of revetment workers and deckhands with a pay scale ranging from $10.59 to $19.16 per hour. For additional information regarding vacancies or directions to the Delta Casting field, call 601-631-7864.

Mat sinking is not an 8 to 5 job, but is seasonal work where employees live and dine on the quarter boats that tie off to the bank near the work area. These men and women work in shifts and perform one of the most important jobs in the Corps of Engineers river stabilization program. The MSU is the only one of its kind in the world and consists of the Motor Vessel Benyaurd with the quarter boats, the Motor Vessel William James with the mat sinking plant and the Motor Vessel Harrison which all work together to distribute articulated concrete mat squares on the banks of waterways. These concrete mats assist with the prevention of erosion and to protect submerged river banks. The scope of work encompasses three Corps' districts, seven states, and multiple watersheds, and utilizes proven technology in river engineering and operations.

A mudslide at Piasa Park, just north of downtown Alton, Illinois, was attributed to heavy rains. Mud fell approximately 150 feet from the top off the bluff and landed at the entrance to the cave.

No injuries were reported.

Final Days In Bimini Basin

 

 

Like all good things, our stay in Bimini Basin will draw to a close. Are plan is to head south on Monday afternoon, Tuesday morning at the latest. It's not getting crowded in here, but we have had the addition of three more sailboats in as many days.
Interestingly enough, we are becoming known around these parts, so it might be time to leave just on that account. On Thursday afternoon, while Rosie and I were enjoying some late afternoon sun, a pontoon boat came by and the couple on board waved hello and pulled alongside Swing Set. It turns out that Art and Nancy Leefers were from Grafton, Ill, and had found our blog months ago. They were just out sightseeing in the rented pontoon and saw Swing Set as they entered Bimini Basin. They keep their big boat at Grafton Harbor and we know some of the same people, and even admitted it. They have a winter home in Ft. Myers Beach, but one day would like to do what we are doing, whatever that is.
On Friday morning, just after breakfast, I got all my stuff out to change the oil in our Z/F transmissions. I started our engines up and ran both transmissions in and out of gear a few times to circulate the 30 weight oil in them and went below to pump the fluid out of the starboard tranny. Nothing would flow through my recently purchase drill pump, so I methodically put away all of my materials for the oil change, and packaged up the pump, with the intention of returning it to the hardware store and buying something more suitable for extracting the fluid from our transmissions. I got everything put away and then decided to read the directions. Yes, I fully admit that sometimes I am just an idiot. It clearly states on the package, and on the packages of all the other pumps I viewed at two different hardware stores later, that the oil has to be warm for the pump to transfer the thicker fluid. I know this from my experience with our onboard oil changer for the generator and main engines, but somehow this fact escaped me when it came time to change the transmission fluid. I'll plan this to do after a short trip some other day.
We left Holly on the boat and we took a walk to the grocery store to pick up a few things in order to have a full larder once we head south. In the grocery store we played cart tag for a minute with a fella that said he recognized our boat from the basin. Jim introduced himself and said "You're from that boat Swing Set, right?"
"I follow your blog and have a condo right across from where you guys are anchored, and you waved to me and my neighbor when we were sitting outside yesterday afternoon."
How about that? We chatted a little about our upcoming plans, plus a little about some of the more unkempt boats that call Bimini Basin home, then we finished our shopping trip.
When we got back to the boat, there was a small package on our deck chairs. There was a present from one of our boat neighbors, Larry and Linda, in the form of two neckerchiefs that Linda made for Holly.

    15 Senators Urge Corps To Keep Barges Moving........

 

15 Senators from 8 states along the Mississippi River are urging the U.S. Army Corps of Engineers to take action to keep barge traffic moving along the Mississippi River. On Friday, Senators Roy Blunt, R-Missouri and Tom Harkin, D-Iowa penned a letter, with 13 co-signers, to Army Assistant Secretary Jo-Ellen Darcy encouraging the Corps to delay plans for slowing the releases from Missouri River reservoirs........

Missouri River At St. Charles, Missouri

    I-70 To Close Sunday For Bridge Demolition.........

 

On Sunday, Interstate 70 will be closing for an hour, between 10 and 11 am, so a portion of the Blanchette Bridge can be demolished as part of a $63 million renovation project. The Missouri Department of Transportation stated that the steel truss span will be demolished in two sections. The second explosion is planned for the beginning of December. The bridge closure will keep westbound traffic at I-270, and eastbound traffic at Route 94........

Mississippi River Near Hartford, Illinois

    Authorities ID Man Killed Working On Barge........

 

Thursday evening, 23 year old Jason T. Sagez was killed in an accident that occurred while he was working at a boat repair company along the Mississippi River. Sagez was working on a towboat propeller, when a chain broke while under tension. The chain struck Sagez, throwing him into the Mississippi River. His co-workers pulled him from the water but were unable to revive him. Preliminary autopsy results indicate that Sagez died from blunt force trauma to the pelvis........

NOTICE TO NAVIGATION - RM 185.5 -L&D 27
Continuing until approximately November 17, 2012, L/D 27 (auxiliary chamber), in the vicinity of Mile 185.5, is closed to facilitate dredging operations immediately downstream of the L/D. Mariners may contact L/D 27 via VHF-FM Channel 12, for additional information.

All navigation interests are advised that removal of the LD 27 D/S protection cell has been postponed until after 10 Dec 2012. In order to protect the damaged cell from impact, the spud barge will remain until after 10 Dec 2012. Helper boat requirements and availability HAVE CHANGED - SEE NOTICE TO NAVIGATION PN 12-15.

All navigation interests are advised of an obstruction (embedded metal) at the Main Lock lower I-wall bulkhead slot, just below the I-wall miter gate. The embedded metal corner protection on the U/S side of the bulkhead slot protrudes into the lock chamber roughly 3" from the wall. It is considered a hazard to passing tows and all mariners are advised from now until further notice to favor the east wall so as not to rub in this area of the main lock. The district will advise when repairs are made.

The 1200' main lock will be closed for miter gate replacement and embedded metal repairs from 10 Dec 2012 til 1 March 2013. During this time the 600’ aux lock will be open and the Government will provide the services of a helper boat to pull cuts from the 600' chamber. The auxiliary lock will have short intermittent closures between 17 Dec 2012 and 31 Dec 2012 to facilitate removal of the damaged protection cell. Specific durations and details will be announced. All navigation interests should be alert for, and abide by, any special instructions that may be issued by the Lockmaster during these timeframes

Thursday evening, a 23 year old man was killed in an accident at a boat repair company along the Mississippi River. The worker from National Maintenance was reportedly struck by a four ton propeller while crews were trying to remove it. The man was thrown into the water for approximately 30 seconds. Efforts to revive the man were not successful. The man was not identified........

This reduction in flow may seriously affect Mississippi River shipping. On Thursday, Jody Farhat, chief of the Water Management Division for the Northwestern Division of the Corps stated that flow reductions are necessary, because of drought conditions along the Upper Missouri River........

On September 30, crews building the new Mississippi River Bridge at St. Louis topped the million hours mark. 23% of those hours were performed by minority workers, and a little over 5% were performed by female workers. Construction on the main span of the bridge has been going on since February 2010. The project is expected to be finished, and open by early 2014.........

    Bridge Section To Be Blasted Sunday........

 

Officials from the Missouri Department of Transportation are encouraging drivers (and boaters) to avoid the Blanchette Bridge on Sunday morning. The I-70 span will be closed between 10 am and 11 am so crews can blast a section, and drop it into the river. The pieces will then be removed from the water following the explosion. There may be a second blast the week after Thanksgiving........

    River Levels Could Jeopardize Miner's Jobs........

 

Hundreds of southern Illinois coal miners are at risk of losing their jobs, thanks to the mild winter and summer drought. The resulting low water levels along the Mississippi River could affect the ability of Knight Hawk Coal to ship their product. The company moves about 80% of each day's production on the Mississippi River. VIDEO: Hurricane Sandy Damages Over 65,000 Recreational Boats
Over $650 Million in Estimated Losses to Boats
Makes Storm Single Largest Disaster for Recreational Boats on Record


STATEN ISLAND, NY, November 14, 2012 — The nation’s largest group of boaters, Boat Owner’s Association of The United States (BoatUS), estimates that over 65,000 recreational boats were damaged or lost as a result of Hurricane Sandy. BoatUS also estimates that dollar damage to all recreational boats (only) is $650 million, making the late October storm the single-largest industry loss since the Association began keeping track in 1966. “We are all reeling from the huge impact this storm has had on communities and people’s lives,” said BoatUS AVP Public Affairs Scott Croft. “We’ve never seen anything like it. The scope of the damage to boats is unprecedented, affecting large areas from the Atlantic seaboard as far inland as the Great Lakes, with the majority of damage in New Jersey, New York and Connecticut. The combination of boats stored ashore at low elevations and record high surge levels caused hundreds, if not thousands, of boats to float away into neighborhoods, parks and marshes. The tri-state coastline left no place for the surge to go, but up. While some boats that stayed in the slips did fine, other boats tied to floating docks simply lifted off too-short pilings and floated away — still tied to the dock. Some vessels never made it out of their slip and rest on the bottom.”

The BoatUS Catastrophe Response Team reports that the marine community has rallied to gain the upper hand on the recovery process. “If there is a story to tell, it’s about how the boating industry got together immediately after the storm to help each other out and get boats back in their place,” said BoatUS Catastrophe Team Member Jack Hornor. While some New Jersey barrier islands continue to restrict access delaying boat recovery efforts, some marinas, boat clubs and yards have recovered their customers’ boats and put them back on blocks to undergo damage assessments. Many boating facilities, especially those on New Jersey’s coast, Staten Island and western Long Island, sustained significant damage to infrastructure such as docks, workshops, clubhouses and equipment, which will likely have an impact on the 2013 boating season.

BoatUS estimates over 32,000 boats were damaged in NY, followed by New Jersey’s 25,000, Connecticut’s 2,500 and 6,000 remaining in various states. Dollar damage to recreational boats (only) in New York is estimated at $324 million, followed by $242 million in New Jersey and $23 million in Connecticut. Previously, in the 2005 storm season, Hurricane Wilma and Katrina damage was estimated at over $700 million combined.

As with any storm, the BoatUS Marine Insurance Program will be investigating hurricane damage prevention measures taken by boaters and possible new solutions, but one early indication is that boats tied-up to protected floating docks with tall pilings had the best chance of survival with Sandy. “However, you can’t base a hurricane preparation plan on one storm. While storm surge was the biggest factor here, wind and rain can be major factors in the next one. Hindsight is only good if you look at the bigger picture,” said BoatUS Director of Technical Services Bob Adriance.

One new factor that is affecting post-hurricane boat recovery efforts? Snow. BoatUS reports there is some concern in the industry that storm damaged vessels may not be winterized in time with the arrival of colder weather.

The company had been accused of releasing sewage and industrial waste into Soap Creek and the Mississippi River. The company has had a history of environmental issues........

Upon Further Review...

 

When I make a mistake I have no need to tell on myself because only Rosie and I would be the only ones who knew about it, but the truth is the truth, and after reflecting on our recent anchor losing incident, I have come to the conclusion that our anchor line did not break at the rope/chain splice, but instead the rope got cut when I inadvertently ran over it. Yes, I ran over my own anchor line. I decided that this is what happened by examining the remaining anchor line. There was no evidence of the splice, which part of would still remain if the line separated there.
By using the saved track on our chart plotter, we went back to the scene of the crime on Monday with our friends Gary and Judy. Gary and I used a small anchor to drag the area behind the dinghy. We didn't find the anchor, but have not entirely given up yet.
How could this happen to such as an experienced boater such as I? Let's call it a momentary lapse in judgement and just move on, OK?

NOTICE TO NAVIGATION - RM 185.5 -L&D 27
All navigation interests are advised that removal of the LD 27 D/S protection cell has been postponed until after 10 Dec 2012. In order to protect the damaged cell from impact, the spud barge will remain until after 10 Dec 2012. Helper boat requirements and availability HAVE CHANGED - SEE NOTICE TO NAVIGATION PN 12-15.

All navigation interests are advised of an obstruction (embedded metal) at the Main Lock lower I-wall bulkhead slot, just below the I-wall miter gate. The embedded metal corner protection on the U/S side of the bulkhead slot protrudes into the lock chamber roughly 3" from the wall. It is considered a hazard to passing tows and all mariners are advised from now until further notice to favor the east wall so as not to rub in this area of the main lock. The district will advise when repairs are made.

The 1200' main lock will be closed for miter gate replacement and embedded metal repairs from 10 Dec 2012 til 1 March 2013. During this time the 600’ aux lock will be open and the Government will provide the services of a helper boat to pull cuts from the 600' chamber. The auxiliary lock will have short intermittent closures between 17 Dec 2012 and 31 Dec 2012 to facilitate removal of the damaged protection cell. Specific durations and details will be announced. All navigation interests should be alert for, and abide by, any special instructions that may be issued by the Lockmaster during these timeframes.

 

MILE 184.0 - DREDGE OPERATION/RIVER CLOSURE
Continuing until approximately November 10, 2012, dredging operations is being conducted in the vicinity of Mile 184.0. Dredging will be conducted from 7:00 p.m. until 7:00 a.m. The river will be closed during this period to facilitate dredging operations. The river will be open to navigation from 7:00 a.m. until 7:00 p.m. For further information, mariners may contact Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16.

 

MILE 175.0 - CHANNEL CONDITION/AIDS TO NAVIGATION
A nun buoy has been reported not properly marking the channel, mid-channel in the vicinity of Mile 175.0. Transit with caution

 

MILE 173.5 - 173.0 - CHANNEL CONDITION
Two nun buoys have been reported missing between approximate Miles 173.5 and 173.0. The nun buoys previously marked a channel area known for shoaling. Transit with caution

Recently, Grafton's Mayor Tom Thompson teamed up with other Mississippi River mayors for the Mississippi River Cities and Towns Initiative. Some 30 mayors took part in the conference to bring attention to America's great waterway. Francis Slay, Mayor of St. Louis invited Thompson to participate in the conference, and to speak on his city's survival along the river. Grafton came back after being devastated by the Great Flood of 1993........

Recently, the East-West Gateway Council of Governments recognized Hartford for the tower's completion, and awarded the village the Outstanding Local Government Achievement Award for this year. The Confluence Tower and Visitor's Center marks the starting point of the Great Rivers Scenic Byway, and offers viewing platforms at 50, 100 and 150 feet above the confluence of the Mississippi and Missouri Rivers........

Missouri River Management

     Flow Reductions Planned For Missouri River........

 

In spite of concerns that low water issues along the Mississippi River could worsen, the U.S. Army Corps of Engineers is proceeding with plans to reduce flow from the Missouri River reservoirs. Around November 23, the Corps will begin slowing the flow from the Gavins Point Dam from 17,000 cubic feet per second to 12,000 cubic feet per second. The reduction in flow could lower Mississippi River levels between St. Louis and Cairo, Illinois, possibly halting barge traffic........

    Drivers Get Peek At New Boone Bridge Span........

 

On Tuesday night, drivers got a sneak peek at the new span of the Daniel Boone Bridge, which carries I-64 over the Missouri River. Work will start within the next two months, with the new span being built upstream. the nearly 80-year old westbound span will stay open while the new bridge is being built. The project is slated to be completed by 2015........

The Mermad

Many of you have asked about "The Mermad" normally docked in F-30 at Grafton Harbor. The Mermad is a 1970 Chris Craft owned by Joanie and Mike Steckel. The Mermad will be returning to Grafton Harbor in the Spring. Mike and Joanie have been working for months restoring her and you can see how their work has paid off!! Beautiful!!

All navigation interests are advised that removal of the LD 27 D/S protection cell has been postponed until after 10 Dec 2012. In order to protect the damaged cell from impact, the spud barge will remain until after 10 Dec 2012. Helper boat requirements and availability HAVE CHANGED - SEE NOTICE TO NAVIGATION PN 12-15.

All navigation interests are advised of an obstruction (embedded metal) at the Main Lock lower I-wall bulkhead slot, just below the I-wall miter gate. The embedded metal corner protection on the U/S side of the bulkhead slot protrudes into the lock chamber roughly 3" from the wall. It is considered a hazard to passing tows and all mariners are advised from now until further notice to favor the e
