Mississippi River Near St. Louis, Missouri

River Shipping May Be Curtailed Due To Drought Measures........

Next month, commercial barge traffic could be heavily restricted, or even stopped completely along the Mississippi River, south of St. Louis, as drought conservation measures slow the release of water into the Missouri River. The Missouri River accounts for about 60% of the water in the Mississippi River between St. Louis, Missouri and Cairo, Illinois. Starting in the third week in November, the U.S. Army Corps of Engineers will begin to reduce releases from the Gavins Point Dam to about 12,000 cubic feet of water per second.......

FOR IMMEDIATE RELEASE:

The Off-Season is a great time to take a Safe Boating Class

While it may seem that talking about boating safety at this time of year is about as relevant as a snooze button on a smoke alarm – just because your boat is in dry dock doesn’t mean you have to be!

This is a great time to sign up for a US Coast Guard Auxiliary Boating Safety class!

An educated boater is a safer boater, and in both Missouri and Illinois, younger boaters (those born after a certain date) are required by law to complete an approved Boating Safety Course before they may operate a vessel, and must carry proof of course completion when they do.

Whether you are required by law or not, a boating safety class is a great way to improve your odds of returning safely from your future excursions. Besides, many insurance companies give discounts for those who complete the course! Be smart. Be safe. Learn it !

To learn more about boater education, Vessel Safety Checks and other services provided by the Coast Guard Auxiliary – or if you are interested in learning how to become one of us – please visit us online at www.uscgauxflotilla3-13.org or contact us at msz@charter.net.

Missouri Department of Conservation

Famous figure-8 turtle and No MOre Trash! mascot celebrates 29th birthday today

ST. LOUIS, Mo -- She may be the most famous real turtle in the country, and certainly in Missouri! She’s Peanut the Turtle, the official mascot of The Missouri Departments’ of Conservation (MDC) and Transportation’s (MoDOT) No More Trash! campaign. And she’s having a birthday party today, Nov. 8, at MDC's August A. Busch Conservation Area in St. Charles from 5:30 to 7:00 p.m. The event is free.

Peanut is a native St. Louisan. She’s the red-eared slider who was found in 1993 in the St. Louis area with a plastic six-pack ring stuck around her body. This caused her shell to grow into the unusual figure-eight shape for which she was named. Currently residing at the Busch Conservation Area, she travels around Missouri, helping remind us to consider wildlife and put litter in its place. Peanut has been featured in numerous TV appearances, newspaper articles and makes an annual visit to the Missouri State Fair in Sedalia. With a figure like hers, she is definitely one-of-a-kind.

Chief of Engineers thanks St. Louis District personnel for quick actions following Hurricane Sandy

Lt. Gen. Thomas P. Bostick, U.S. Army Chief of Engineers and Commanding General of the U.S. Army Corps of Engineers, visited personnel deployed in response to Hurricane Sandy Nov 3 at the North Atlantic Division Headquarters to express his appreciation for their dedication and quick actions following the storm that devastated the northeast.

Don Ayres, a member of the Logistics Prepared Readiness Team from the St. Louis District, was one of the first St. Louis District staff members to arrive in the area and one Bostick spoke with personally. Ayres’ team is one of five teams that coordinate the supplies, facilities and services needed to support Corps operations throughout the New York District.

Five additional members of the St. Louis team have also deployed in specialized detail assignments to the storm-ravaged region, including the District Commander, Colonel Christopher Hall.

Hall is serving as part of the Corps dewatering task force alongside Maj. Gen. Kendall P. Cox, Deputy Commanding General – Military and International Operations, and Colonel (Retired) Alvin B. Lee, Regional Business Director for the Mississippi Valley Division and the Mississippi River Commission.

The team is aggressively supporting the NYC Unwatering Mission, pumping water out of the transportation systems and other flooded areas of the New York District. Currently, the team, working with local authorities, has concentrated pumping efforts at 14 critical locations. The team has completed pumping operations at seven locations throughout the city

Mel Cundiff and Blaine Napier deployed aboard the St. Louis District’s Emergency Command and Control Vehicle 10 to support Pittsburgh District’s Emergency Power Team. The ECCV is a 47-foot box truck that provides communications and workspace for 11 people for up to 72 hours without additional support.

The power mission Cundiff and Napier is working to support is one of the Corps’ top priorities, providing emergency temporary power missions in New York and New Jersey.
Other St. Louis team members deployed include Mary Markos, public affairs specialist, who is supporting the Joint Information Center, and Greg Bertoglio, a project manager, is working on aerial reconnaissance as a subject matter expert assessing the roofing damage.

Currently, USACE has more than 3000 employees from the North Atlantic Division with an additional 720 people deployed from other USACE divisions across the Nation engaged to support the response mission. USACE currently has more than 38 FEMA Mission Assignments exceeding a total of $151 million.

Lower Mississippi River

Barge Rates Improve With More Water........

Recently, the U.S. Army Corps of Engineers reported that rains from Hurricane Sandy have caused a temporary increase in water levels along the lower Ohio and Mississippi River valleys. This in turn has allowed the draft levels of barges to be increased, from 9 feet to 12 feet. As a result of the increase in water and draft levels, barge shipping rates on the lower Mississippi River decreased by 31% last week........

See you at the

2013 Boat and Sportshow !

Picture of the Day  .... was taken last night at the National Marine Manufacturers Association Office in downtown Kirkwood, Mo.  It's Captain Mark Adams, President of the St. Louis Boat and Sportshow,  and his crew, Christina Keller and Becca Doyle.

Mark, Christina and Becca are preparing for the 2013 St. Louis Boat and Sportshow, on February 06-10 in downtown St. Louis at the America's Center and Edward Jones Dome.  Look for the 2013 show to be bigger and better than last year's show...... And of course there will be a RiverBills Free Shuttle Bus running to and from Laclede's Landing and RiverBills' Night featuring the RiverBills' Girls !  Keep your anchor right here for more information about the 2013 Boat and Sportshow.

The sign on the Mark's office wall is an antique advertisement from years gone by when the show was held at the Keil Auditorium for a couple of years.

     Wastewater Leaks Into Mississippi River........

Tuesday morning, a power outage caused the shutdown of the equipment that processes wastewater at the headworks building in Burlington, Iowa. This allowed over 100,000 gallons of untreated wastewater to flood the building, and discharge into the Mississippi River. It took crews about 15 minutes to get the equipment restarted and halt the wastewater flow. The Iowa Department of Natural Resources supervised the clean up of the spill........

     Low Water Helping Riverfront Projects........

While low water levels along the Mississippi River are not helping the barge shipping industry, they are benefiting a Memphis riverfront development project. A new terminal for arriving riverboat passengers is nearing completion, and low water levels are allowing crews to work on the riverboat dock and a sweeping terrace. Low water is causing issues in the Mud Island Harbor, however. The dredge Venture has been operating since October 29 to clear the harbor. It's work should fining this week........

Hi Bill,

The Mississippi river looked so pretty yesterday (10-14-12) with all the clouds overhead.

See you on the river!

River Bill,

I recently “checked off” one of my bucket list items. And I have had a lot of my “River” friends ask how I did, so I thought this would be a great posting place for my outcome.

I entered the St. Louis All Natural body building/figure competition on Saturday October 13th.

And although I did not place in any category I entered, I still won in my eyes. I set out to compete against all ages, tall and short, pro and non pro(myself). I stood next to 20 year olds in college, while I am the 44 year old, full time working mother, with a 6 year old and a 3 year old.

At the end of the day, I did not receive any trophy’s, BUT, I look at this picture and know that I brought my best, held my head high, and did myself proud.

So one of our very own River Rats is also an “All natural body builder”. Who would have thought right?!

River Basin Runoff Low, Flow To Decrease........

In the next few weeks, the U.S. Army Corps of Engineers will be slowing releases from the Gavins Point Dam, because runoff into the Missouri River Basin is 40% of normal. Starting in the third week in November, releases will be slowed to the minimum winter levels. The release reduction is the first step the Corps is taking to deal with drought conditions. From December through February, Gavins Point releases will average around 12,000 cubic feet per second........

Water Pollution

New Technique Developed to Study Oil Spills........

Scientists at the NASA Jet Propulsion Laboratory and the California Institute of Technology have come up with a way to use a NASA 3-D imaging radar to differentiate oil in oil spills, like the Deepwater Horizon oil spill in the Gulf of Mexico. This research may be used to improve response efforts during future marine oil spills. The imagery collected by the radar apparatus allows researchers to distinguish thin oil sheens from thicker, more damaging oil emulsions........

Corps of Engineers helps pump NYC floodwaters

WASHINGTON (Army News Service, Nov. 2, 2012) -- The U.S. Army Corps of Engineers is helping pump water out flooded New York City and providing generators to temporarily restore electricity to areas hit hard by Hurricane Sandy in both New York and New Jersey.

The Corps of Engineers has more than 500 people engaged to support the response mission and has received a total of 35 mission assignments from the Federal Emergency Management Agency. The 249th Engineer Battalion and other power response teams have been deployed to provide assistance, along with other technical experts from the Corps.

The Corps of Engineers has provided 96 truckloads of water to New Jersey and 80 truckloads of water to areas hit by the storm in West Virginia.

Corps teams are clearing debris from ports and waterways in both New Jersey and New York. Other teams remain on alert for additional debris management, commodities distribution, infrastructure assessment, temporary roofing, critical public facilities, water planning, and temporary housing, officials said. They said additional temporary power teams have also been placed on alert status.

The Corps is concentrating its pumping efforts to help with flood mitigation at 11 critical locations as determined by New York City officials:

-- Battery Underpass/West Street Underpass
-- Brooklyn Battery Tunnel
-- Queens Midtown Tunnel
-- Rockaway Wastewater Treatment Plant
-- Passaic Valley Sewage
-- South Ferry Station
-- Jersey City PATH train station
-- World Trade Center site
-- 14th Street Tunnel
-- 53rd Street Tunnel
-- Montague Street Tunnel.

One large Navy salvage pump was transported by barge to assist with the Battery Park Tunnel Underpass. The Corps will be pumping an estimated 10-million gallons of water out of the Battery Park Underpass, estimated to take 24 hours to complete.

The Corps has shipped 12 eight-inch pumps and 13 six-inch pumps from New Orleans in order to support the flood mitigation mission assigned by FEMA. A team is coordinating with the Navy to determine availability and capacity to transport other large pumps, officials said.

More than 25 Corps team leaders or assistants have been alerted or deployed to provide public works and engineering expertise to include damage modeling, storm surge modeling, and coastal preparations.

Coast Guard reminds boaters of the dangers of fog, weather conditions
TAMPA, Fla. — The Coast Guard and partner agencies responded to numerous fog related distress calls in the Tampa Bay and surrounding areas this weekend.

Coast Guard watchstanders at Sector St. Petersburg received seven distress calls from boaters in need of assistance due to the fog and would like to remind boaters of a few tips to keep safe on the water:

  • VHF-FM radio is the best method of communication while on the water. Although cellular phones are a good backup, they can be unreliable due to gaps in coverage area and the inevitable dead battery.

  • As a reminder, prepaid cellular phones are unable to assist the Coast Guard with a GPS signal to locate a distress boater.

  • Make certain to check the local weather prior to departing the dock. Weather can change very rapidly and you should keep a watchful eye on the fore-casted conditions.

  • Have nautical charts of the area you are boating in, a global positioning device and a reliable means of communication on board your vessel.

  • Being educated about safe boating could save a life. Most boating fatalities occur on boats where the operator had not completed a boating safety education course. Courses cover many aspects of boating safety, from boat handling to reading the weather.

  • The Coast Guard urges boaters to obtain a free vessel safety check, which can be conducted by the Coast Guard Auxiliary. Vessel safety checks are courtesy examinations of your vessel, verifying the presence and condition of certain safety equipment required by state and federal regulations.

  • Always wear a life jacket and be alert and aware while on the water.

  • Make sure a friend or relative knows your float plan. A float plan states where you are going and how many people are on board your vessel. It also gives a vessel description, details your destination and what time you expect to arrive there. If you are delayed for some reason, make sure you let someone know.

  • Wear your life jacket. More than 90 percent of boaters who drown were not wearing their life jackets. In an emergency there might not be enough time to put one on, so wearing one at all times may save your life.

  • Making sure all equipment is in good working order, prior to leaving the dock ensures a safe trip.

"We are entering the time of year where reduced visibility is affecting boaters," said Lt.j.g. Michael Persun. "It is imperative boaters are aware of weather, have a marine band radio and other safety equipment aboard if they are beset by weather conditions."

Staying Busy In Cape Coral

We have some reasons why posts have been a little sparse lately; One is that since we are staying in one spot for so long we don't have much to offer that may be of any interest to anyone, or has nothing to do with our blog subject matter. The other one is that our inverter bank of batteries has finally called it quits, so this requires us to start and run the generator to be able to write the blog. The generator is on right now so we can cook dinner, so here we go...
We were visited by the Florida Marine Patrol last week and they wanted to check our head system to see if we were flushing the toilet overboard. We had taken the dinghy over to Gary and Judy's place and we saw them come in and were over at one of the sailboats in the basin here. I took the dinghy back to our boat to fetch my wallet and they hailed me and asked me to stay where I was. When they came over they told me that someone had reported an odor in the area and that they were checking for boaters pumping waste overboard and would I mind if they checked our boat.
They asked me what would happen if they put dye in our toilet and flushed it and I told them that nothing would happen except the toilet waste would go right into our holding tank where it belongs. They did their test and went on their way, thanking me for my co-operation. Our boat neighbor did not fare so well, she got a $275 ticket.

    Record Lows Forecast For Lakes........

Monday, the U.S. Army Corps of Engineers released statistical projections that predict that the Lake Michigan/Huron system is likely to reach all time low water levels over the next six months. Lake Michigan/Huron is expected to be within an inch above or below the all time low of 576.4 feet above sea level. That elevation occurred in 1964. Lake Superior should be within 5 to 8 inches of it's historical low of 600.7 feet, set in 1925. Lakes Erie, St. Clair and Ontario are expected remain well above their all time lows, but lower than their historical averages........

The National Transportation Safety board recently released their preliminary report on a fatal plane crash that occurred in Maryland Heights. Bill:

For the second year, the "River Gods" were smiling on the MarineMax Port Arrowhead Cruise Club for their Fall Getaway to Cedar Hill restaurant on Sunday, October 29th. A procession of 13 boats with 50 members (some experiencing their first gathering) cruised up the Mississippi River for a fun-filled afternoon of trivia contests, great food (thanks to Kevin, Dave & Carrie), Halloween treats and tremendous laughter. This event was the finale to a great year filled with many festive occasions; all successfully coordinated by "our leader - J.D. Schmid."

  US Coast Guard news Release

      News Release

Date: Nov. 02, 2012

Coast Guard to conduct investigation into HMS Bounty sinking

PORTSMOUTH, Va. - Rear Adm. Steven Ratti, the Coast Guard 5th District commander, ordered a district formal investigation Thursday to determine the cause of the sinking of the Tall Ship Bounty, a three-masted sailing ship, 90 miles southeast of Hatteras, N.C., Monday, which resulted in the death of one crewmember, and one crewmember who remains missing.

A district formal investigation consists of a Coast Guard investigating officer who will receive evidence and testimony using formal rules and procedures and is convened when the information to be derived has considerable regional significance, or may indicate vessel class problems or areas of technical importance.

The district formal investigation will probe every aspect of the accident and will determine as closely as possible:

  1. the cause of the accident;

  2. whether there is evidence that any failure of material or equipment was involved or contributed to the casualty;

  3. whether there is evidence that any act of misconduct, inattention to duty, negligence, or willful violation of the law on the part of any licensed or certificated person contributed to the casualty;

  4. whether there is evidence that any Coast Guard or other government agency personnel caused or contributed to the casualty; and

  5. whether the accident should be further investigated by a Marine Board of Investigation.

The Investigating Officer, Cmdr. Kevin M. Carroll, is the chief of the Coast Guard 5th District Marine Inspections and Investigations Branch and will be assisted by investigating officers from Coast Guard Sector North Carolina in Wilmington, N.C.

Coast Guard investigations of marine casualties and accidents are for the purpose of taking appropriate measures for promoting safety of life and property and are not intended to fix civil or criminal responsibility.

A district formal investigation often takes several months to properly complete.

Hey Bill, thought you would enjoy these!

Last week we hung up the wakeboards and winterized the boat (sniff!). The good news? We headed down to the Caribbean for our first ever cruise! Went with friends from Chicago, one born and raised on St.Thomas.

One of the highlights of the trip was getting to crew the "Stars and Stripes" America's cup boat! There is something magical about being on a sailboat that is a living piece of history in the beautiful water surrounding St. Maarten!

NOTICE TO NAVIGATION - RM 185.5 -L&D 27
All navigation interests are advised that removal of the LD 27 D/S protection cell has been postponed until after 10 Dec 2012. In order to protect the damaged cell from impact, the spud barge will remain until after 10 Dec 2012. Helper boat requirements and availability HAVE CHANGED - SEE NOTICE TO NAVIGATION PN 12-15.

All navigation interests are advised of an obstruction (embedded metal) at the Main Lock lower I-wall bulkhead slot, just below the I-wall miter gate. The embedded metal corner protection on the U/S side of the bulkhead slot protrudes into the lock chamber roughly 3" from the wall. It is considered a hazard to passing tows and all mariners are advised from now until further notice to favor the east wall so as not to rub in this area of the main lock. The district will advise when repairs are made.

The 1200' main lock will be closed for miter gate replacement and embedded metal repairs from 10 Dec 2012 til 1 March 2013. During this time the 600’ aux lock will be open and the Government will provide the services of a helper boat to pull cuts from the 600' chamber. The auxiliary lock will have short intermittent closures between 17 Dec 2012 and 31 Dec 2012 to facilitate removal of the damaged protection cell. Specific durations and details will be announced. All navigation interests should be alert for, and abide by, any special instructions that may be issued by the Lockmaster during these timeframes
