LOCAL NOTICE TO MARINERS

Mississippi River System

 

MISSISSIPPI RIVER

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; A 24-hour blockage of the channel for the removal of the old main navigation (Illinois) span has been scheduled for September 14, 2021. A second 24-hour blockage will occur September 17, 2021, to install the new span. These dates are dependent upon weather and river conditions encountered between now and the dates noted.

MILE 184.0 - DREDGE OPERATION
Continuing until approximately September 24, 2021, the Dredge POTTER will be conducting dredging operations in the vicinity of Mile 184.0, Lower Chain of Rocks Canal Entrance. Work will be conducted 24-hours a day, 7-days a week. The floating plant will consist of the Dredge POTTER, tender boats, small boats, barges and pipeline. While dredging, dredge spoils will be pumped through a pontoon line or self-floating pipeline, which may be crossing the channel and is placed outside of the navigation channel. Mariners should be on the lookout for tender boats, small survey boats and dredge pipeline when transiting the area. Minor traffic delays may be experienced in the area. The Dredge POTTER will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made

ILLINOIS RIVER

MILE 157.7 - INVASIVE CARP DETERRENCE
The USACE Rock Island District, and the Engineer Research and Development Center, are planning to test invasive carp deterrence technology at the Peoria Lock and Dam on the Illinois River, Mile 157.7. Work is planned for November 3 and 4, 2021, from 7:00 a.m. until 5:00 p.m., each day. Navigation will be closed during installation and while testing is conducted. These timeframes are subject to change based upon river conditions. Safety testing consists of passing loaded barges over a line of air bubbles to determine the effect it has on the handling and maneuverability of the tow. Multiple runs would be conducted over an approximate 30-day period. Quantitative variables of interest include speed, yaw and lateral movement of the barge resulting from the continuous release of air from the air line. The study would be conducted mainly during daylight hours, when the wicket gates are up (impounding water in the Peoria Pool). The purpose of the test is to evaluate navigation safety when using bubbles to remove small invasive carp (silver and bighead carp) from the rake-box junction of a barge tow. This action involves the temporary installation of an anchored airline, in the downstream lock approach channel (see map, Enclosure 1). The airline will be attached to a series of metal frames to hold it on the bottom using the weight of the frame to hold it in place. It is approximately 210 feet long, perforated with a series of nozzles spaced 8 feet apart that will release air to create a column of bubbles along the length of the line. Air will be fed through a hose from a diesel-powered air compressor located on the Peoria Lock and Dam Project grounds. The hose would be routed from the surface through recesses in the lock approach wall to avoid interference with navigation. The air pressure within the hose will vary with each test parameter. Weights will hold the hose to the bottom between the ladder recess to the bubbler array. The airline and metal frames would be installed and removed using a barge mounted lift crane before and after testing. Mariners are urged to exercise caution in the area.

MISSOURI RIVER -

WATERWAYS ANALYSIS AND MANAGEMENT SYSTEM STUDY
The U.S. Coast Guard is conducting a Waterways Analysis and Management System (WAMS) study of the Missouri River from the confluence of  the Mississippi River (Missouri River Mile 0.0 to Mile 732.3), in the vicinity of Sioux City, MO. The study focuses on the area’s aids to navigation
system, waterborne commerce, marine casualty information, port/harbor resources, emergency response plans, routine and emergency communication capabilities, and future development projects. Any interested company or individual wishing to provide comments or participate in a user survey should do so by September 28, 2021. The survey is available at: https://forms.gle/Y5Mm2iKWq7AJsvx7A

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in accordance with the Western Rivers WAP Annex:
Jefferson (Mile 100.0 – Mile 200.0) and
Washington (Mile 0.0 – Mile 100.0).
Deep draft tows are advised to depart these areas. Mariners shall transit these areas at their slowest safe speed near fleeting areas to minimize wake impact, due to narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure.

October 29 , 2008 in River History

Delta Queen Celebrated Its Final Cruise as she docked in Memphis, Tennessee where it dropped off its last overnight passengers who rode the riverboat there from Cincinnati. A celebration followed.

On the next morning the Delta Queen headed down the Mississippi River to New Orleans. On Nov 1, 2008 the Delta Queen lost its license to carry overnight passengers. It had cruised the Mississippi River for over 80 years.

The Delta Queen then operated as hotel at Coolidge Landing. Chattanooga, Tennessee for a while, but now is moored in a ship yard in Houma, Louisiana awaiting repairs and upgrades..

Old Settler's Days Set For Second Weekend Of October........

 

Officials have announced that the preparations for the 2021 Old Settlers Days are underway.  The event is scheduled for the second weekend in October, October 9 - 10 , 2021.

 

The free event features re-enactors depicting the life and times of the early Calhoun County settlers, who crossed the Illinois prairie in covered wagons in the early 1800s before settling amongst the bluffs along the Illinois River.

 

Every year, the second weekend in October sees that same riverbank come alive with tents, teepees and re-enactors who are honoring the past.  Old Settlers Days will run from 10 am to 5 pm each day........

Race to the Dome is a charity canoe & kayak race on the Missouri River for paddlers young and old, experienced or beginner, to benefit Missouri River Relief.

Registration for the 12th Annual Race to the Dome closes this Thursday, Sept. 30 at midnight.

​Two racecourses are available to paddlers -
     Hartsburg to Jefferson City (15.8 miles)
     Providence to Jefferson City (27.6 miles).


Both end at the beautiful "Wilson's Serenity Point" at Noren Access on the Missouri River. ​Proceeds from the race support Missouri River Relief's efforts to connect people to the Missouri River through hands-on river clean-ups, education and recreation.

Fishy Tales from Coventry, Connecticut

Officials Withdraw State Record Status As Catfish Was Eaten........

 

Officials with the Connecticut Fish and Wildlife agency announced that they were rescinding the state record designation of a white catfish as the evidence had eaten before it could be examined.

 

State Fish and Wildlife says that without examining the actual fish, identification was limited to photos and video, which were somewhat ambiguous and inconclusive in positively identifying the catfish's species.  They added that they are not disputing the fish's weight.

 

25 year old Ben Tomkunas of Coventry, Connecticut caught the 21.3 pound catfish and gave it to his grandfather, who ate it.  He states that he is shocked that state officials are rescinding the record designation........

Mississippi River Journeys

Man Paddled The Mississippi River In 113 Days........

 

Caleb Korder, with his two brothers, his girlfriend and other family members took the journey of a lifetime by spending the summer paddling the length of the Mississippi River in a canoe.

 

The trip started on June 7, 2021 at Lake Itasca in Minnesota.  It took Korder 113 days to complete the journey to the Gulf of Mexico.  One of his brothers finished the trip six days ahead of Korder.

 

Upon achieving his goal, Korder took a celebratory dip in the Gulf of Mexico.  He states that he learned a lot from his dream trip, and he is grateful for having the opportunity to make the trip, and have his story to tell........

Search On For Report Of A Body In The River........

 

Responders are searching for a possible body in the Mississippi River near the St. Louis riverfront.  St. Louis Fire Department Captain Garon Mosby says that someone reported seeing a person on tubing that was attached to something in the river Tuesday evening.

 

Responders were able to find the floating contraption, but were not able to locate a person.  The search was called off after daylight gave way to night on Tuesday.  The search resumed Wednesday morning near South Broadway and Bates........

Mississippi River System

 

MISSISSIPPI RIVER

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; A 24-hour blockage of the channel for the removal of the old main navigation (Illinois) span has been scheduled for September 14, 2021. A second 24-hour blockage will occur September 17, 2021, to install the new span. These dates are dependent upon weather and river conditions encountered between now and the dates noted.

MILE 184.0 - DREDGE OPERATION
Continuing until approximately September 24, 2021, the Dredge POTTER will be conducting dredging operations in the vicinity of Mile 184.0, Lower Chain of Rocks Canal Entrance. Work will be conducted 24-hours a day, 7-days a week. The floating plant will consist of the Dredge POTTER, tender boats, small boats, barges and pipeline. While dredging, dredge spoils will be pumped through a pontoon line or self-floating pipeline, which may be crossing the channel and is placed outside of the navigation channel. Mariners should be on the lookout for tender boats, small survey boats and dredge pipeline when transiting the area. Minor traffic delays may be experienced in the area. The Dredge POTTER will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made

ILLINOIS RIVER

MILE 157.7 - INVASIVE CARP DETERRENCE
The USACE Rock Island District, and the Engineer Research and Development Center, are planning to test invasive carp deterrence technology at the Peoria Lock and Dam on the Illinois River, Mile 157.7. Work is planned for November 3 and 4, 2021, from 7:00 a.m. until 5:00 p.m., each day. Navigation will be closed during installation and while testing is conducted. These timeframes are subject to change based upon river conditions. Safety testing consists of passing loaded barges over a line of air bubbles to determine the effect it has on the handling and maneuverability of the tow. Multiple runs would be conducted over an approximate 30-day period. Quantitative variables of interest include speed, yaw and lateral movement of the barge resulting from the continuous release of air from the air line. The study would be conducted mainly during daylight hours, when the wicket gates are up (impounding water in the Peoria Pool). The purpose of the test is to evaluate navigation safety when using bubbles to remove small invasive carp (silver and bighead carp) from the rake-box junction of a barge tow. This action involves the temporary installation of an anchored airline, in the downstream lock approach channel (see map, Enclosure 1). The airline will be attached to a series of metal frames to hold it on the bottom using the weight of the frame to hold it in place. It is approximately 210 feet long, perforated with a series of nozzles spaced 8 feet apart that will release air to create a column of bubbles along the length of the line. Air will be fed through a hose from a diesel-powered air compressor located on the Peoria Lock and Dam Project grounds. The hose would be routed from the surface through recesses in the lock approach wall to avoid interference with navigation. The air pressure within the hose will vary with each test parameter. Weights will hold the hose to the bottom between the ladder recess to the bubbler array. The airline and metal frames would be installed and removed using a barge mounted lift crane before and after testing. Mariners are urged to exercise caution in the area.

MISSOURI RIVER -

WATERWAYS ANALYSIS AND MANAGEMENT SYSTEM STUDY
The U.S. Coast Guard is conducting a Waterways Analysis and Management System (WAMS) study of the Missouri River from the confluence of  the Mississippi River (Missouri River Mile 0.0 to Mile 732.3), in the vicinity of Sioux City, MO. The study focuses on the area’s aids to navigation
system, waterborne commerce, marine casualty information, port/harbor resources, emergency response plans, routine and emergency communication capabilities, and future development projects. Any interested company or individual wishing to provide comments or participate in a user survey should do so by September 28, 2021. The survey is available at: https://forms.gle/Y5Mm2iKWq7AJsvx7A

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in accordance with the Western Rivers WAP Annex:
Jefferson (Mile 100.0 – Mile 200.0) and
Washington (Mile 0.0 – Mile 100.0).
Deep draft tows are advised to depart these areas. Mariners shall transit these areas at their slowest safe speed near fleeting areas to minimize wake impact, due to narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure.

Grafton Celebrating New Years Eve With Fireworks........

 

Grafton has announced that they will be celebrating the New Year with a fireworks display.  According to Grafton Mayor Mike Morrow, the City Council has approved spending $4,500 on the fireworks display.

 

Morrow says that the fireworks show will give Grafton businesses a chance to present their New Year's Eve celebrations.  He adds that the businesses will be helping out with paying for the fireworks.

 

The funding for the fireworks show will come from the general fund, the tourism budget and Grafton businesses.  The show will begin along the Grafton riverfront at 10 pm, on Friday, December 31.........

Officials with the National Great Rivers Research and Education Center's Field Station has announced that they are inviting the public to tour their facility and participate in educational discussions about different environmental topics.

 

The Field Station Walks and Talks are set for October 6, 20 and 27, 2021.  They will leave the Field Station at 11 am and 4 pm and will feature a different topic each day.

 

On October 6th, the event is a Wildflower Walk, October 20 will be a Trees Walk and October 27th will be a Bat Walk, in honor of Bat Week.,  Environmental Educator Jen Young says that they are using the events to reach out to the community........

The U.S. Army Corps of Engineers has announced that the visitor's area at Lock and Dam No.21 at Quincy, Illinois has been closed due to a road construction project.

 

During the construction project, the observation platform, parking lot and restroom facilities will not be accessible to the public.  The Corps expects the construction project will run through October........

The 14th Annual Upper Mississippi River Conference - Pooling Our Efforts To Raise The Grade, will be held from October 5 - 7. 2021.  The conference will revisit the America's Watershed Initiative 2016 Report Card and the past five years' efforts to raise the grade.

 

Panelists and speakers will be discussing what has worked for improving the grade and resiliency of the Mississippi River Watershed.  The presentations will be focused on Sustaining and Improving the River and Utilizing the River........

Mississippi River Near Dorena, Missouri

Dorena-Hickman Ferry Opening Late Wednesday........

 

On Tuesday, the Kentucky Transportation Cabinet announced that on Wednesday, September 29, 2021, the Dorena-Hickman Ferry will be opening approximately two hours late.

 

The ferry is slated to start running at 9 am Wednesday morning.  The KYTC states that the delay is due to one of the ferry's engines requiring minor repair work.

 

The Dorena-Hickman Ferry runs across the Mississippi River, linking Missouri Route A and Route 77 near Dorena, Missouri and KY 1354 at Hickman, Kentucky........

Mississippi River System

 

MISSISSIPPI RIVER

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; A 24-hour blockage of the channel for the removal of the old main navigation (Illinois) span has been scheduled for September 14, 2021. A second 24-hour blockage will occur September 17, 2021, to install the new span. These dates are dependent upon weather and river conditions encountered between now and the dates noted.

MILE 184.0 - DREDGE OPERATION
Continuing until approximately September 24, 2021, the Dredge POTTER will be conducting dredging operations in the vicinity of Mile 184.0, Lower Chain of Rocks Canal Entrance. Work will be conducted 24-hours a day, 7-days a week. The floating plant will consist of the Dredge POTTER, tender boats, small boats, barges and pipeline. While dredging, dredge spoils will be pumped through a pontoon line or self-floating pipeline, which may be crossing the channel and is placed outside of the navigation channel. Mariners should be on the lookout for tender boats, small survey boats and dredge pipeline when transiting the area. Minor traffic delays may be experienced in the area. The Dredge POTTER will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made

ILLINOIS RIVER

MILE 157.7 - INVASIVE CARP DETERRENCE
The USACE Rock Island District, and the Engineer Research and Development Center, are planning to test invasive carp deterrence technology at the Peoria Lock and Dam on the Illinois River, Mile 157.7. Work is planned for November 3 and 4, 2021, from 7:00 a.m. until 5:00 p.m., each day. Navigation will be closed during installation and while testing is conducted. These timeframes are subject to change based upon river conditions. Safety testing consists of passing loaded barges over a line of air bubbles to determine the effect it has on the handling and maneuverability of the tow. Multiple runs would be conducted over an approximate 30-day period. Quantitative variables of interest include speed, yaw and lateral movement of the barge resulting from the continuous release of air from the air line. The study would be conducted mainly during daylight hours, when the wicket gates are up (impounding water in the Peoria Pool). The purpose of the test is to evaluate navigation safety when using bubbles to remove small invasive carp (silver and bighead carp) from the rake-box junction of a barge tow. This action involves the temporary installation of an anchored airline, in the downstream lock approach channel (see map, Enclosure 1). The airline will be attached to a series of metal frames to hold it on the bottom using the weight of the frame to hold it in place. It is approximately 210 feet long, perforated with a series of nozzles spaced 8 feet apart that will release air to create a column of bubbles along the length of the line. Air will be fed through a hose from a diesel-powered air compressor located on the Peoria Lock and Dam Project grounds. The hose would be routed from the surface through recesses in the lock approach wall to avoid interference with navigation. The air pressure within the hose will vary with each test parameter. Weights will hold the hose to the bottom between the ladder recess to the bubbler array. The airline and metal frames would be installed and removed using a barge mounted lift crane before and after testing. Mariners are urged to exercise caution in the area.

MISSOURI RIVER -

WATERWAYS ANALYSIS AND MANAGEMENT SYSTEM STUDY
The U.S. Coast Guard is conducting a Waterways Analysis and Management System (WAMS) study of the Missouri River from the confluence of  the Mississippi River (Missouri River Mile 0.0 to Mile 732.3), in the vicinity of Sioux City, MO. The study focuses on the area’s aids to navigation
system, waterborne commerce, marine casualty information, port/harbor resources, emergency response plans, routine and emergency communication capabilities, and future development projects. Any interested company or individual wishing to provide comments or participate in a user survey should do so by September 28, 2021. The survey is available at: https://forms.gle/Y5Mm2iKWq7AJsvx7A

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in accordance with the Western Rivers WAP Annex:
Jefferson (Mile 100.0 – Mile 200.0) and
Washington (Mile 0.0 – Mile 100.0).
Deep draft tows are advised to depart these areas. Mariners shall transit these areas at their slowest safe speed near fleeting areas to minimize wake impact, due to narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure.

Pere Marquette Hosting Two Rivers Fishing Fair Saturday........

 

On Saturday, October 2, 2021, Pere Marquette State Park along Route 100 near Grafton, Illinois will be hosting the Annual Family Fishing Fair event.  The event is presented by the U.S. Army Corps of Engineers, Two Rivers National Wildlife Refuge (administered by the U.S. Fish and Wildlife Service) and Pere Marquette State Park (administered by the Illinois Department of Natural Resources).

 

Scott Isringhausen, the IDNR Urban Fishing Coordinator says that they are fortunate in having Phillips 66 as a prime sponsor, as well as Farm and Home Supply in Jerseyville, the Jersey County Board, Walmart and State Farm of Jerseyville and Carrollton, and many other sponsors.

2021 saw Sea-Doo redefine their performance segment and launch new features on multiple platforms.  The company is reporting that they are enjoying a record market share around the world and has welcomed an unprecedented number of new customers.

SPRINGFIELD, Va., Sept. 27, 2021 – Recreational boat owners are preparing their boats for a long winter’s nap, but sugarplums aren’t dancing in their heads. What may keep them up at night is hoping cold temperatures won’t damage their boats. Freshwater expands in volume by about 9% when it freezes and can push outward with a force of tens of thousands of pounds per square inch, cracking engine blocks, damaging fiberglass, splitting hoses and waterlines, and destroying refrigeration systems. Boat Owners Association of The United States’ (BoatUS) marine insurance provider, GEICO, shares that boaters often don’t become aware of the damage until springtime.

To prevent your boat from becoming a winter storage statistic, BoatUS has a three question, true-false quiz for boaters to test their winterizing knowledge and also offers a free Boater’s Guide to Winterizing that includes a two-page winterizing checklist, as well as other winterizing resources, at BoatUS.com/Winterization.

1. True or false? A boat’s internal gas tank should be left nearly full of fuel over the winter.

Answer: True. Before there was ethanol in our nation’s fuel supply, the best advice was to leave the tank as empty as possible, ensuring you could add plenty of fresh gas at the start of the next season. For built-in gas tanks today, however, the name of the winterization game is to prevent condensation from forming on the inside of the tank walls, typically a result of daily freeze/thaw cycles. Boat fuel systems are not closed and draw in humid air via the vent. Keeping the tank nearly full, with a little room for expansion, doesn’t give water droplets the chance to form and mix with the fuel, which may contain up to 10% ethanol, potentially leading to phase separation. Phase separation is when water and ethanol separate out from the fuel and settle on the bottom of the tank. This phase-separated cocktail can stall out or even damage your engine. Also note, never plug a vent, as it can rupture the fuel system.

Portable gas tanks, on the other hand, are best removed and emptied, typically into a vehicle if the gas is unmixed or, if mixed, used in other two-stroke engines. One caveat for boats stored in racks − be sure to check your marina’s fuel-storage policy. Also, understand that once fuel becomes phase separated, no amount of additives or fuel stabilizers can help. The contaminated fuel and water mixture must be safely removed by a professional.

2. True or false? Instead of winterizing a boat’s engine and plumbing systems, it’s acceptable to use a plug-in space heater to prevent freeze damage.

Answer: False. GEICO marine insurance claims files show that substituting proven winterization procedures with an electric heater can lead to claims for not only catastrophic engine damage, but fire as well. Claims files are littered with instances of heaters tipping over, shorting out, or igniting nearby combustibles.

Even if you live in a temperate state, you should properly winterize your boat even if you will only be off the water for a few weeks. Having an engine flush system makes replacing raw engine water with antifreeze fast and easy. The top 10 states for winterizing-related insurance claims include 1. Texas, 2. New York, 3. New Jersey and Maryland (tie), 5. Virginia, 6. Mississippi, 7. Georgia, 8. North Carolina, 9. Washington, and 10. South Carolina.

3. True or false? Most insurance policies cover ice and freeze damage as a result of cold winter temperatures.

Answer: False. Coverage for ice and freeze damage is often excluded from marine insurance unless the policyholder specifically requests it. Ice and freeze coverage may be added as a policy rider or endorsement. This coverage takes care of winterizing mistakes made by your marina, yard or other professional service provider that can leave your engine unprotected when temperatures tumble or when winter storms knock out the heat to indoor boat storage facilities.

Mississippi River System

 

MISSISSIPPI RIVER

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; A 24-hour blockage of the channel for the removal of the old main navigation (Illinois) span has been scheduled for September 14, 2021. A second 24-hour blockage will occur September 17, 2021, to install the new span. These dates are dependent upon weather and river conditions encountered between now and the dates noted.

MILE 184.0 - DREDGE OPERATION
Continuing until approximately September 24, 2021, the Dredge POTTER will be conducting dredging operations in the vicinity of Mile 184.0, Lower Chain of Rocks Canal Entrance. Work will be conducted 24-hours a day, 7-days a week. The floating plant will consist of the Dredge POTTER, tender boats, small boats, barges and pipeline. While dredging, dredge spoils will be pumped through a pontoon line or self-floating pipeline, which may be crossing the channel and is placed outside of the navigation channel. Mariners should be on the lookout for tender boats, small survey boats and dredge pipeline when transiting the area. Minor traffic delays may be experienced in the area. The Dredge POTTER will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made

ILLINOIS RIVER

MILE 157.7 - INVASIVE CARP DETERRENCE
The USACE Rock Island District, and the Engineer Research and Development Center, are planning to test invasive carp deterrence technology at the Peoria Lock and Dam on the Illinois River, Mile 157.7. Work is planned for November 3 and 4, 2021, from 7:00 a.m. until 5:00 p.m., each day. Navigation will be closed during installation and while testing is conducted. These timeframes are subject to change based upon river conditions. Safety testing consists of passing loaded barges over a line of air bubbles to determine the effect it has on the handling and maneuverability of the tow. Multiple runs would be conducted over an approximate 30-day period. Quantitative variables of interest include speed, yaw and lateral movement of the barge resulting from the continuous release of air from the air line. The study would be conducted mainly during daylight hours, when the wicket gates are up (impounding water in the Peoria Pool). The purpose of the test is to evaluate navigation safety when using bubbles to remove small invasive carp (silver and bighead carp) from the rake-box junction of a barge tow. This action involves the temporary installation of an anchored airline, in the downstream lock approach channel (see map, Enclosure 1). The airline will be attached to a series of metal frames to hold it on the bottom using the weight of the frame to hold it in place. It is approximately 210 feet long, perforated with a series of nozzles spaced 8 feet apart that will release air to create a column of bubbles along the length of the line. Air will be fed through a hose from a diesel-powered air compressor located on the Peoria Lock and Dam Project grounds. The hose would be routed from the surface through recesses in the lock approach wall to avoid interference with navigation. The air pressure within the hose will vary with each test parameter. Weights will hold the hose to the bottom between the ladder recess to the bubbler array. The airline and metal frames would be installed and removed using a barge mounted lift crane before and after testing. Mariners are urged to exercise caution in the area.

MISSOURI RIVER -

WATERWAYS ANALYSIS AND MANAGEMENT SYSTEM STUDY
The U.S. Coast Guard is conducting a Waterways Analysis and Management System (WAMS) study of the Missouri River from the confluence of  the Mississippi River (Missouri River Mile 0.0 to Mile 732.3), in the vicinity of Sioux City, MO. The study focuses on the area’s aids to navigation
system, waterborne commerce, marine casualty information, port/harbor resources, emergency response plans, routine and emergency communication capabilities, and future development projects. Any interested company or individual wishing to provide comments or participate in a user survey should do so by September 28, 2021. The survey is available at: https://forms.gle/Y5Mm2iKWq7AJsvx7A

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in accordance with the Western Rivers WAP Annex:
Jefferson (Mile 100.0 – Mile 200.0) and
Washington (Mile 0.0 – Mile 100.0).
Deep draft tows are advised to depart these areas. Mariners shall transit these areas at their slowest safe speed near fleeting areas to minimize wake impact, due to narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure.

Missouri River Relief Celebrating 20 Years of Linking People To The River........

 

Missouri River Relief had rather humble beginnings, starting off with a Missouri RIver cleanup at Easley, Missouri on October 6, 2001.  Steve Schnarr was there and looks back at the camaraderie amongst the 400 volunteers.

 

Following that cleanup, Missouri RIver Relief sprang into existence.  The not-for-profit organization was dedicated to connecting the public with the Missouri River.  Schnarr is the director of the organization. 

 

Missouri River Relief is celebrating their 20th anniversary and since it's founding, the organization has collected 1,000 tons, or 2 million pounds of trash from the Missouri River........

Meramec River Near Ballwin, Missouri

Family Files Suit Against Missouri In Castlewood State Park Drowning........

 

Three years ago, a Florissant woman was swept away in the Meramec River and drowned in Castlewood State Park, and now, her family has filed a wrongful death lawsuit against the Missouri Department of Natural Resources.

 

Rose Shaw died in August 2018 while trying to save 12 year old Deniya Johnson.  Reportedly, Shaw and Johnson were wading in the Merrimac River with three other people when they encountered a drop off.  all five people went underwater.  Shaw and Johnson drowned.

 

Last month, Bobbiere Shaw, Rose's mother filed the lawsuit and is seeking a jury trial.  The suit names the DNR and John Doe No. 1 and John Doe No.2 as defendants.  The suit claims they acted with negligence as there were no lifeguards along the Meramec River and the DNR did not closed off access to that part of the river........

Chester Bridge Project Moved Up Four Years........

 

During last week's Chester City Council meeting, Chester Mayor Tom Page announced that he had received confirmation that the new Mississippi River bridge project had been moved up.

 

The State of Missouri announced that the initial work on the project will begin in 2023.  The project was originally slated to begin in 2027.  Page says that the news is greatly welcomed........

Mississippi River Near New Orleans, Louisiana

Coast Guard Searching For Man That Fell Overboard........

 

Officials report that on Friday afternoon, a man fell into the Mississippi River near the mouth of the Mississippi River, and responders with the U.S. Coast Guard.

 

The man had been aboard the fishing vessel, Master Waye when he went overboard near the Southwest Pass at 1:30 pm.  His fellow crew mates alerted the Coast Guard.

 

Coast Guard responders used boats, a helicopter and an airplane to search for the missing man.  Deputies with the Plaquemines Parish Sheriff's Office assisted in the search as well........

Mississippi River At Cairo, Illinois

Cairo River Port Could Drive The Region's Economy........

 

The Rebuild Illinois capital improvements program is investing $40 million into the development of a large river port along the Mississippi River at Cairo, Illinois. 

 

Larry Klein, chairman of the Alexander Cairo Port District says that the project is bringing hope to the region.  The port development project has been in the development stages for at least a decade and now the state has provided funding for the project.

 

Approximately eighty percent of the barge traffic in the United States passes by or through the confluence of the Ohio and Mississippi Rivers, and being located at that confluence, Cairo is seen as a natural location for a river port........

Mississippi River Near Baton Rouge, Louisiana

Judge Dismisses Parts of Bonnet Carre Lawsuits........

 

On September 13th, a federal judge in Mississippi ruled that in two separate lawsuits, his court did not have the authority to order the U.S. Army Corps of Engineers to conduct an environmental review after opening the Bonnet Carre Spillway.

 

U.S. District Judge Louis Guirola Jr. dismissed a part of the suit filed by the state of Mississippi alleging that the Corps caused damage to the Mississippi Sound by operating the spillway.  He also dismissed part of a second suit filed by Gulf Coast counties, cities and organizations.  The judge did leave part of the second suit standing, which alleges violations of the Magnuson-Stevens Fishery Conservation and Management Act.

 

The Corps opens the Bonnet Carre Spillway to protect New Orleans from flooding.  The spillway was completed in 1931 and has bee opened 15 times.  Four of those openings have been between 2018 and 2020........

Inland Waterways Recovering, Barge Rate Soaring........

 

Just as the corn and soybean harvests are nearing their peak, the resiliency of the inland waterway system is being put to the test in the wake of Hurricanes Ida and Nicholas.

 

According to Ken Erikson, senior vice president-agribusiness at IHS Markit, the effects of Hurricanes Ida and Nicholas have been considerably worse than Katrina, but they have also boosted barge rates.

 

The barge rates are increasing as the harvest continues and equipment is being repaired.  Erikson says that fortunately, there is plenty of storage capacity as an active export year has resulted in low September stocks of corn and soybeans.......

Winnebago Purchased Barletta Pontoon Boats........

 

At the end of July, Winnebago Industries entered into a $270 million agreement to purchase Barletta Pontoon Boats located in Bristol, Indiana.  Barletta joins Chris-Craft in Winnebago's marine segment.

 

In 2020, Barletta's 125 location dealer network across North America brought in $120.6 million in revenue.  The pontoon manufacturer estimates a strong growth trajectory for 2021, with projected revenues reaching $214.6 million.

 

In early 2021, Barletta completed a new 146,000 square foot manufacturing facility on the company's 37 acre campus.  The company says that the expansion can more than double their manufacturing capabilities........

MISSISSIPPI RIVER

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; A 24-hour blockage of the channel for the removal of the old main navigation (Illinois) span has been scheduled for September 14, 2021. A second 24-hour blockage will occur September 17, 2021, to install the new span. These dates are dependent upon weather and river conditions encountered between now and the dates noted.

MILE 184.0 - DREDGE OPERATION
Continuing until approximately September 24, 2021, the Dredge POTTER will be conducting dredging operations in the vicinity of Mile 184.0, Lower Chain of Rocks Canal Entrance. Work will be conducted 24-hours a day, 7-days a week. The floating plant will consist of the Dredge POTTER, tender boats, small boats, barges and pipeline. While dredging, dredge spoils will be pumped through a pontoon line or self-floating pipeline, which may be crossing the channel and is placed outside of the navigation channel. Mariners should be on the lookout for tender boats, small survey boats and dredge pipeline when transiting the area. Minor traffic delays may be experienced in the area. The Dredge POTTER will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made

ILLINOIS RIVER

MILE 157.7 - INVASIVE CARP DETERRENCE
The USACE Rock Island District, and the Engineer Research and Development Center, are planning to test invasive carp deterrence technology at the Peoria Lock and Dam on the Illinois River, Mile 157.7. Work is planned for November 3 and 4, 2021, from 7:00 a.m. until 5:00 p.m., each day. Navigation will be closed during installation and while testing is conducted. These timeframes are subject to change based upon river conditions. Safety testing consists of passing loaded barges over a line of air bubbles to determine the effect it has on the handling and maneuverability of the tow. Multiple runs would be conducted over an approximate 30-day period. Quantitative variables of interest include speed, yaw and lateral movement of the barge resulting from the continuous release of air from the air line. The study would be conducted mainly during daylight hours, when the wicket gates are up (impounding water in the Peoria Pool). The purpose of the test is to evaluate navigation safety when using bubbles to remove small invasive carp (silver and bighead carp) from the rake-box junction of a barge tow. This action involves the temporary installation of an anchored airline, in the downstream lock approach channel (see map, Enclosure 1). The airline will be attached to a series of metal frames to hold it on the bottom using the weight of the frame to hold it in place. It is approximately 210 feet long, perforated with a series of nozzles spaced 8 feet apart that will release air to create a column of bubbles along the length of the line. Air will be fed through a hose from a diesel-powered air compressor located on the Peoria Lock and Dam Project grounds. The hose would be routed from the surface through recesses in the lock approach wall to avoid interference with navigation. The air pressure within the hose will vary with each test parameter. Weights will hold the hose to the bottom between the ladder recess to the bubbler array. The airline and metal frames would be installed and removed using a barge mounted lift crane before and after testing. Mariners are urged to exercise caution in the area.

MISSOURI RIVER -

WATERWAYS ANALYSIS AND MANAGEMENT SYSTEM STUDY
The U.S. Coast Guard is conducting a Waterways Analysis and Management System (WAMS) study of the Missouri River from the confluence of  the Mississippi River (Missouri River Mile 0.0 to Mile 732.3), in the vicinity of Sioux City, MO. The study focuses on the area’s aids to navigation
system, waterborne commerce, marine casualty information, port/harbor resources, emergency response plans, routine and emergency communication capabilities, and future development projects. Any interested company or individual wishing to provide comments or participate in a user survey should do so by September 28, 2021. The survey is available at: https://forms.gle/Y5Mm2iKWq7AJsvx7A

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in accordance with the Western Rivers WAP Annex:
Jefferson (Mile 100.0 – Mile 200.0) and
Washington (Mile 0.0 – Mile 100.0).
Deep draft tows are advised to depart these areas. Mariners shall transit these areas at their slowest safe speed near fleeting areas to minimize wake impact, due to narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure.

Celebrate National Public Lands Day At The Arch........


On Saturday, September 25, the National Park Service and the Gateway Arch Park Foundation will be celebrating National Public Lands Day with a full range of events on the Arch Grounds.

Pam Sanfillipo, Program manager of Museum Services at the Gateway Arch National Park says that they are inviting the public to the Arch Grounds to celebrate National Public Lands Day with free event programming.

The events schedule will include:

○ Mississippi River Clean-up from 9 am to noon
○ Just Breathe STL Yoga Under the Arch from 9:30 to 10:30 am
○ The Great MonArch Migration Event from 10 am to 2 pm

Mississippi River At St. Louis, Missouri

Truss Installed On Merchants Bridge From Barges........

 

On September 17th, a milestone was reached on the $222 million project to replace the Merchants Bridge spanning the Mississippi River at St. Louis, Missouri, when crew hoisted the first of three trusses into place from river barges.

 

The Merchants Bridge dates back to 1890 and carries six Class I railroads and Amtrak across the Mississippi River and is one of the nation's primary east-west rail corridors.  The span's replacement is one of the St. Louis Metro region's top infrastructure priorities.

 

The span, owned by the Terminal Railroad Association of St. Louis, required rebuilding because of speed, clearance and load restrictions. The project involves the removal and replacement of the three river span trusses, seismically retrofitting the existing river piers and making improvements to the east approach........

Ingenity Electric Believes Rapid Charging Station Installations Will Speed Adoption Of Electric Boats........

 

The adoption of electric boats and their required rapid charging stations presents a double-edged sword of sorts, as consumers would likely purchase e-boats if they have a place to charge them, however, marinas won't install charging stations until enough e-boats are on the water to use them.

 

Ingenity Electric, a project of Correct Craft's Watershed Innovation division is working to solve the problem by creating a baseline standard for fast charging technology that may be used with boats from a variety of manufacturers.

 

In Mid-May, Ingenity Electric assisted in the installation of the first electric boat charging station on Lake Tahoe, California.  The station utilized Combined Charging System technology, which Ingenity is betting will become the industry standard foe e-boat manufacturers and marina charging stations........

River Des Peres At St. Louis, Missouri

ATV Thief Runs From Police, Gets Stuck In River Des Peres........

 

On Thursday, an all terrain vehicle thief found himself stuck in the River Des Peres after running from Police, who had responded to a report of a man riding a stolen ATV.

 

Following a brief chase, the man abandoned the ATV and started running on foot.  He ended up stuck in the River Des Peres, prompting officers to call in the St. Louis Fire Department for a water rescue.  The man was taken into custody at that time........

ABYC Opening Registration For 2022 Standards Week........

 

The nonprofit organization, the American Boat & Yacht Council recently opened registration for Standards week, which will be held January 10 - 14, 2022 at the Francis Marion Hotel in Charleston, South Carolina.

 

The American Boat & Yacht Council develops the safety standards utilized in the design, construction, maintenance and repair of boats.  Standards Week attendees will learn what standards are being revised or newly considered for development.

 

According to Brian Goodwin, Technical Director for ABYC, the boating industry needs to be involved in these discussions as standards are added or changed ........

Call For Volunteers

15th Annual Mississippi Earthtones Festival River Clean-up

News Release

 

ALTON, IL -- The Sierra Club Illinois’ Three Rivers Project and the National Great Rivers Research and Education Center (NGRREC) are calling for volunteers to support the 15th annual Mississippi Earthtones Festival River Clean-up. The river clean-up, which will be held from 9:00 AM to 3:00 PM on Saturday, September 25, is part of the Three Rivers Project and the National Great Rivers Research and Education Center’s ongoing conservation work. Volunteers and staff will work together to rid the islands and shorelines of the beautiful Mississippi River of trash and debris. Interested community members should sign up to volunteer at the clean-up by September 23.


“To date, the Mississippi Earthtones Festival River Clean up has netted over 36 tons of trash and has recycled 8 tons of recyclable materials”, said Christine Favilla, Three Rivers Project Co-Coordinator. “As we look forward to another successful year of conservation work, we ask that each volunteer determine their comfort level when participating in in-person activities with the public at this time. Masks will be mandatory during the boat ride and during check-in, and we will maintain social distancing as much as possible. Volunteers’ safety is paramount and we appreciate the community’s cooperation.”


This important conservation work is made possible by our partners, including the Beasley Fish Brothers, the Audubon Center at Riverlands, National Public Lands Day, the Army Corps of Engineers, and the National Great Rivers Research and Education Center.


“The National Great Rivers Research and Education Center (NGRREC) is proud to partner with Sierra Club Illinois to contribute to educating the public about the health of our great rivers,” says Sarah Fisher, Director of Environmental Education at NGRREC. “The river clean-up scheduled in honor of National Public Lands Day is a wonderful opportunity for our community to come together and give back to the rivers that sustain us. Through community volunteerism and education, we can help facilitate meaningful impacts on our public lands and waterways.”


Volunteers will receive a free boat ride, lunch, and t-shirt! Interested community members can learn more about the river clean-up and register to participate at sc.org/MEF_RiverCleanUp21.

MISSISSIPPI RIVER

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; A 24-hour blockage of the channel for the removal of the old main navigation (Illinois) span has been scheduled for September 14, 2021. A second 24-hour blockage will occur September 17, 2021, to install the new span. These dates are dependent upon weather and river conditions encountered between now and the dates noted.

MILE 184.0 - DREDGE OPERATION
Continuing until approximately September 24, 2021, the Dredge POTTER will be conducting dredging operations in the vicinity of Mile 184.0, Lower Chain of Rocks Canal Entrance. Work will be conducted 24-hours a day, 7-days a week. The floating plant will consist of the Dredge POTTER, tender boats, small boats, barges and pipeline. While dredging, dredge spoils will be pumped through a pontoon line or self-floating pipeline, which may be crossing the channel and is placed outside of the navigation channel. Mariners should be on the lookout for tender boats, small survey boats and dredge pipeline when transiting the area. Minor traffic delays may be experienced in the area. The Dredge POTTER will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made

ILLINOIS RIVER

MILE 157.7 - INVASIVE CARP DETERRENCE
The USACE Rock Island District, and the Engineer Research and Development Center, are planning to test invasive carp deterrence technology at the Peoria Lock and Dam on the Illinois River, Mile 157.7. Work is planned for November 3 and 4, 2021, from 7:00 a.m. until 5:00 p.m., each day. Navigation will be closed during installation and while testing is conducted. These timeframes are subject to change based upon river conditions. Safety testing consists of passing loaded barges over a line of air bubbles to determine the effect it has on the handling and maneuverability of the tow. Multiple runs would be conducted over an approximate 30-day period. Quantitative variables of interest include speed, yaw and lateral movement of the barge resulting from the continuous release of air from the air line. The study would be conducted mainly during daylight hours, when the wicket gates are up (impounding water in the Peoria Pool). The purpose of the test is to evaluate navigation safety when using bubbles to remove small invasive carp (silver and bighead carp) from the rake-box junction of a barge tow. This action involves the temporary installation of an anchored airline, in the downstream lock approach channel (see map, Enclosure 1). The airline will be attached to a series of metal frames to hold it on the bottom using the weight of the frame to hold it in place. It is approximately 210 feet long, perforated with a series of nozzles spaced 8 feet apart that will release air to create a column of bubbles along the length of the line. Air will be fed through a hose from a diesel-powered air compressor located on the Peoria Lock and Dam Project grounds. The hose would be routed from the surface through recesses in the lock approach wall to avoid interference with navigation. The air pressure within the hose will vary with each test parameter. Weights will hold the hose to the bottom between the ladder recess to the bubbler array. The airline and metal frames would be installed and removed using a barge mounted lift crane before and after testing. Mariners are urged to exercise caution in the area.

MISSOURI RIVER -

WATERWAYS ANALYSIS AND MANAGEMENT SYSTEM STUDY
The U.S. Coast Guard is conducting a Waterways Analysis and Management System (WAMS) study of the Missouri River from the confluence of  the Mississippi River (Missouri River Mile 0.0 to Mile 732.3), in the vicinity of Sioux City, MO. The study focuses on the area’s aids to navigation
system, waterborne commerce, marine casualty information, port/harbor resources, emergency response plans, routine and emergency communication capabilities, and future development projects. Any interested company or individual wishing to provide comments or participate in a user survey should do so by September 28, 2021. The survey is available at: https://forms.gle/Y5Mm2iKWq7AJsvx7A

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following reaches are in the low water watch phase in accordance with the Western Rivers WAP Annex:
Jefferson (Mile 100.0 – Mile 200.0) and
Washington (Mile 0.0 – Mile 100.0).
Deep draft tows are advised to depart these areas. Mariners shall transit these areas at their slowest safe speed near fleeting areas to minimize wake impact, due to narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure.

Celebrate The New Year With Grafton's Fireworks........

 

There are plenty of ways to ring in the new year.  If you happen to be in Grafton, there will be a fireworks display along the city's riverfront beginning around 10 pm. 

 

Grafton Mayor Mike Morrow says that it isn't too early to begin planning your New Year's Eve festivities.  He adds that they are hoping to bring people into town during what is usually a slow time in the tourism industry.

 

This will be the second year that there has been a fireworks display along the riverfront on New Year's Eve.  The Grafton City Council voted to spend $4,500 on the show; half to be paid by the general fund and the other half to be paid by the tourism budget. They will also ask businesses to pitch in........

Parents Of Drowning Victim File Wrongful Death Suit........

 

The parents of Sean Jouglard of Waterloo, Illinois have filed a wrongful death lawsuit against three Metro east men, claiming that they were negligent and reckless proceeding their son's death.

 

Missouri State Highway Patrol divers recovered Jouglard's body near the 20 Mile Marker of the Lake of the Ozarks' Main Channel on August 9th.  He had been reported missing after being thrown from the boat he was a passenger in and not resurfacing.

 

The suit, filed in the Camden COunty, Missouri Circuit Court alleges that the actions of Dylan McEwen of Caseyville and Eric Goette and Ronald Goette of Columbia led to Jouglard's death........

US Warships

USS St. Louis Documentary Airing Monday........

 

A documentary about the newly commissioned Navy fighting ship, the USS St. Louis will be airing at 7 PM Monday evening on KETC Channel 9.  The show, USS St. Louis:  Centuries of Service, will be repeated at 9 pm Wednesday and again at 9:30 am on October 3rd.

 

This vessel is the seventh Navy vessel named in honor of the City of St. Louis.  THe first was a sloop of war launched in 1828.  The name was also given to a Civil War gun boat, a Spanish-American War troop ship, a World War I cruiser, a World War II light cruiser also called "Lucky Lou" and a cargo ship that was decommissioned in 1991.

 

The newest USS St. Louis entered service in August 2020.  The vessel is a littoral combat vessel, which is designed for surface and submarine combat in coastal waters.  She is 388 feet long, has a top speed of over 40 knots (approximately 46 MPH) and is crewed by about 70 people........

US Waterways

Abandoned Mine Cleanups Will Benefit Streams, Rivers........

 

There are thousands of abandoned coal mines dotting the Appalachian mountains, the Rocky Mountains as well as across the Midwest.  These sites have been polluting streams and rivers for decades, harming fish and contaminating drinking water.

 

Efforts to clean these sites up may soon get a boost, as $11.3 million for the cleanup of defunct coal mines was slipped into infrastructure bill passed by the Senate.

 

Under the Surface Mining and Reclamation Act of 1977, which sought to remedy the unregulated coal mining that left abandoned mines across the nation, fees from mining companies were used for site cleanups. 

 

The new funding would go towards cleaning up sites dating prior to 1977, as mining companies are now required to clean up sites once mining is completed........

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; A 24-hour blockage of the channel for the removal of the old main navigation (Illinois) span has been scheduled for September 14, 2021. A second 24-hour blockage will occur September 17, 2021, to install the new span. These dates are dependent upon weather and river conditions encountered between now and the dates noted.

ILLINOIS RIVER

MILE 157.7 - INVASIVE CARP DETERRENCE
The USACE Rock Island District, and the Engineer Research and Development Center, are planning to test invasive carp deterrence technology at the Peoria Lock and Dam on the Illinois River, Mile 157.7. Work is planned for November 3 and 4, 2021, from 7:00 a.m. until 5:00 p.m., each day. Navigation will be closed during installation and while testing is conducted. These timeframes are subject to change based upon river conditions. Safety testing consists of passing loaded barges over a line of air bubbles to determine the effect it has on the handling and maneuverability of the tow. Multiple runs would be conducted over an approximate 30-day period. Quantitative variables of interest include speed, yaw and lateral movement of the barge resulting from the continuous release of air from the air line. The study would be conducted mainly during daylight hours, when the wicket gates are up (impounding water in the Peoria Pool). The purpose of the test is to evaluate navigation safety when using bubbles to remove small invasive carp (silver and bighead carp) from the rake-box junction of a barge tow. This action involves the temporary installation of an anchored airline, in the downstream lock approach channel (see map, Enclosure 1). The airline will be attached to a series of metal frames to hold it on the bottom using the weight of the frame to hold it in place. It is approximately 210 feet long, perforated with a series of nozzles spaced 8 feet apart that will release air to create a column of bubbles along the length of the line. Air will be fed through a hose from a diesel-powered air compressor located on the Peoria Lock and Dam Project grounds. The hose would be routed from the surface through recesses in the lock approach wall to avoid interference with navigation. The air pressure within the hose will vary with each test parameter. Weights will hold the hose to the bottom between the ladder recess to the bubbler array. The airline and metal frames would be installed and removed using a barge mounted lift crane before and after testing. Mariners are urged to exercise caution in the area.

MISSOURI RIVER -

WATERWAYS ANALYSIS AND MANAGEMENT SYSTEM STUDY
The U.S. Coast Guard is conducting a Waterways Analysis and Management System (WAMS) study of the Missouri River from the confluence of  the Mississippi River (Missouri River Mile 0.0 to Mile 732.3), in the vicinity of Sioux City, MO. The study focuses on the area’s aids to navigation
system, waterborne commerce, marine casualty information, port/harbor resources, emergency response plans, routine and emergency communication capabilities, and future development projects. Any interested company or individual wishing to provide comments or participate in a user survey should do so by September 28, 2021. The survey is available at: https://forms.gle/Y5Mm2iKWq7AJsvx7A

An accident on Mississippi River in New Orleans spilled 280,000 gallons of oil into the river.
The Mel Oliver was pushing a barge loaded with fuel oil when it suddenly changed course and veered into the path of the ship Tintomara.

The captain of the Mel Oliver was not on board. He had left the pushboat several days earlier to drive to Illinois for personal reasons. The Apprentice Mate and the captain had an arrangement where they would cover for each other when one wanted time away from the pushboat.

Fall Colors

The Riverbend Is Preparing For The Color Change........

 

Now that fall has officially arrived, the change in foliage colors is not far behind.  The Riverbend region happens to offer one of the premier spots to view the fall colors, specifically along the 33 mile stretch of the Greta River Road.

 

According to Cory Jobe with the Alton Regional Convention and Visitors Bureau, the next five weeks will be the region's Super Bowl, as it will likely be a very busy time along the Great River Road.

 

Jobe says that typically, the colors tend to peak during the last week in October into the first few weeks of November.  He adds that the area is known for Summer travel and the eagle watching season, but the top time to visit is in the fall........

Earlier this month, the city of Alton hosted the second Alton Classic, and now the video of the event is available online.

 

While the event is only in it's second year, the 100 team tournament sold out in January after last year's tournament was cancelled due to COVID-19 concerns. 

 

Todd Adamitis, the chief operating officer of Simmons Hanly Conroy and a member of the tournament committee says that Alton, Illinois is known for giants.  He adds that this Classic is the premier catfish tournament in the nation........

Mercury Racing Entering Electric Racing Series........

 

Mercury Racing has announced that they are developing an electric powertrain for a new powerboat racing series, the E1 Series, which is slated to begin in 2023. 

 

The E1 series will feature electric hydrofoil boats known as RaceBirds, competing on closed courses.  Monaco will be a host location in the inaugural season, with additional locations being announced in the future.

 

In a separate announcement, Mercury Racing's sister Brunswick company Navico has announced that they will be providing Simrad and C-MAP cartography and electronics to the racers........

U.S. Fish and Wildlife Broadens Recreational Opportunities On Federal Waters........

 

The Department of the Interior announced that the U.S. Fish and Wildlife Service has opened new or expanded boating, sport fishing and hunting opportunities across 2.1 million acres.

 

This increase in recreational access, which is the largest expansion of outdoor recreation opportunities in recent history.  The expansion covers 88 National Wildlife and one National Fish hatchery.

 

The expansion is consistent with the Biden-Harris administration's "America the Beautiful" initiative, which is a locally led, voluntary nationwide push to conserve, connect and restore 30 percent of lands and waters by 2030........

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; A 24-hour blockage of the channel for the removal of the old main navigation (Illinois) span has been scheduled for September 14, 2021. A second 24-hour blockage will occur September 17, 2021, to install the new span. These dates are dependent upon weather and river conditions encountered between now and the dates noted.

ILLINOIS RIVER

MILE 157.7 - INVASIVE CARP DETERRENCE
The USACE Rock Island District, and the Engineer Research and Development Center, are planning to test invasive carp deterrence technology at the Peoria Lock and Dam on the Illinois River, Mile 157.7. Work is planned for November 3 and 4, 2021, from 7:00 a.m. until 5:00 p.m., each day. Navigation will be closed during installation and while testing is conducted. These timeframes are subject to change based upon river conditions. Safety testing consists of passing loaded barges over a line of air bubbles to determine the effect it has on the handling and maneuverability of the tow. Multiple runs would be conducted over an approximate 30-day period. Quantitative variables of interest include speed, yaw and lateral movement of the barge resulting from the continuous release of air from the air line. The study would be conducted mainly during daylight hours, when the wicket gates are up (impounding water in the Peoria Pool). The purpose of the test is to evaluate navigation safety when using bubbles to remove small invasive carp (silver and bighead carp) from the rake-box junction of a barge tow. This action involves the temporary installation of an anchored airline, in the downstream lock approach channel (see map, Enclosure 1). The airline will be attached to a series of metal frames to hold it on the bottom using the weight of the frame to hold it in place. It is approximately 210 feet long, perforated with a series of nozzles spaced 8 feet apart that will release air to create a column of bubbles along the length of the line. Air will be fed through a hose from a diesel-powered air compressor located on the Peoria Lock and Dam Project grounds. The hose would be routed from the surface through recesses in the lock approach wall to avoid interference with navigation. The air pressure within the hose will vary with each test parameter. Weights will hold the hose to the bottom between the ladder recess to the bubbler array. The airline and metal frames would be installed and removed using a barge mounted lift crane before and after testing. Mariners are urged to exercise caution in the area.

MISSOURI RIVER -

WATERWAYS ANALYSIS AND MANAGEMENT SYSTEM STUDY
The U.S. Coast Guard is conducting a Waterways Analysis and Management System (WAMS) study of the Missouri River from the confluence of  the Mississippi River (Missouri River Mile 0.0 to Mile 732.3), in the vicinity of Sioux City, MO. The study focuses on the area’s aids to navigation
system, waterborne commerce, marine casualty information, port/harbor resources, emergency response plans, routine and emergency communication capabilities, and future development projects. Any interested company or individual wishing to provide comments or participate in a user survey should do so by September 28, 2021. The survey is available at: https://forms.gle/Y5Mm2iKWq7AJsvx7A

Abraham Lincoln and James Shields, then State Auditor of Illinois, rowed out to an island in the Mississippi River across from Alton, IL. to duel with broadswords.

The duel was over Lincoln's severe criticism of Shields' proclamation that ordered tax collectors at that time to accept only gold and silver for payment of taxes and school debts. .

While the parties set up the dueling area, the principal seconds tried to resolve the issue peacefully. To demonstrate his obvious physical advantage, Lincoln then reached up and lopped off a high willow branch. After discussion the two seconds finally agreed that a note in which Lincoln admitted authorship of the letter and asserted that he "had no intention of injuring your (Shields) personal or private character or standing as a man or gentleman" would satisfy the honor of both them.

The duel never took place.

Today the Lincoln Shields Recreation Area is located on the Mississippi River in West Alton, Mo directly across the Mississippi River Alton, IL

Mississippi River At East Alton, Illinois

Volunteers Sought For A Nurdle Patrol........

 

The National Great Rivers Research and Education Center and Illinois Riverwatch will be teaming up with the Nurdle Patrol to clean up plastic waste in local waterways this October, and they are looking for volunteers to help out.

 

Nurdles are small plastic pellets which are produced during plastic manufacturing.  They are the raw materials in plastic manufacturing which are melted down and used in making plastic products.

 

Riverwatch Technician Hannah Griffis says that the microplastics enter the environment during the production and shipping of the nurdles.  Once in the environment, they become hazardous to wildlife as they can be mistaken for food.........

Mississippi River At Quincy, Illinois

Quincy Awarded $743,000 Grant For Barge Dock Improvements........

 

Quincy, Illinois is going to receive a $743,000 capitol grant for barge improvements as part of the Rebuild Illinois Regional Economic Development program.

 

The funds are part of some $16.5 million in build Illinois capitol grants That were announced on Tuesday by Illinois Governor J.B. Pritzker.  These grants are expected to provide at least 1,465 jobs across the state and bring in around $75 million in investments across the state.

 

According to Quincy Planning and Development director Chuck Bevelheimer, the grant will allow Quincy to raise the barge dock's elevation and unloading areas by about three feet, allowing the dock to operate longer through periods of high water........

Ohio River Near Paducah, Kentucky

Barge Crew Rescued Woman That Drove Into The River.,......

 

Witnesses report that members of an Ingram Marine crew rescued a woman from the Ohio River after she had driven her car into the river in an apparent suicide attempt.

 

According to the Paducah Police Department, a 21 year old Marion, Illinois woman drove into the Ohio River just before 3 am.  A witness says that he saw the vehicle approaching, going airborne and entering the river as he was dialing 911.

 

When officers arrived on scene, they found the woman screaming, and the car sinking in the river.  As the woman swam towards the shore, a small boat piloted by an Ingram Marine crew pulled her from the ware........

Salvage Teams Re-Floating Grounded Barges........

 

While Trolling The Internet....  We Reeled in a video from the U.S. Coast Guard Heartland's Facebook page showing salvage crews re-floating grounded  barges from the river bank near the Bonnet Carre Spillway back into the Mississippi River.  So far, 11 of the 18 wayward barges have been re-floated.  The salvage crews use specialized inflatable bags to roll the 297 foot barges back to the river....

Lake Of The Ozarks

A Peoria Man Drowned In The Lake........

 

On Sunday evening, 51 yea old Stephen Jones of Peoria, Illinois drowned in the Lake of the Ozarks near the 17.6 Mile Marker.  The Missouri State Highway Patrol reports that Jones jumped from a diving board into the water and did not resurface.

 

Jones was pronounced dead by the Camden County medical examiner at 8:23 pm.  He was then transported to Hedges Scott Funeral Home........

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; A 24-hour blockage of the channel for the removal of the old main navigation (Illinois) span has been scheduled for September 14, 2021. A second 24-hour blockage will occur September 17, 2021, to install the new span. These dates are dependent upon weather and river conditions encountered between now and the dates noted.

ILLINOIS RIVER

MILE 157.7 - INVASIVE CARP DETERRENCE
The USACE Rock Island District, and the Engineer Research and Development Center, are planning to test invasive carp deterrence technology at the Peoria Lock and Dam on the Illinois River, Mile 157.7. Work is planned for November 3 and 4, 2021, from 7:00 a.m. until 5:00 p.m., each day. Navigation will be closed during installation and while testing is conducted. These timeframes are subject to change based upon river conditions. Safety testing consists of passing loaded barges over a line of air bubbles to determine the effect it has on the handling and maneuverability of the tow. Multiple runs would be conducted over an approximate 30-day period. Quantitative variables of interest include speed, yaw and lateral movement of the barge resulting from the continuous release of air from the air line. The study would be conducted mainly during daylight hours, when the wicket gates are up (impounding water in the Peoria Pool). The purpose of the test is to evaluate navigation safety when using bubbles to remove small invasive carp (silver and bighead carp) from the rake-box junction of a barge tow. This action involves the temporary installation of an anchored airline, in the downstream lock approach channel (see map, Enclosure 1). The airline will be attached to a series of metal frames to hold it on the bottom using the weight of the frame to hold it in place. It is approximately 210 feet long, perforated with a series of nozzles spaced 8 feet apart that will release air to create a column of bubbles along the length of the line. Air will be fed through a hose from a diesel-powered air compressor located on the Peoria Lock and Dam Project grounds. The hose would be routed from the surface through recesses in the lock approach wall to avoid interference with navigation. The air pressure within the hose will vary with each test parameter. Weights will hold the hose to the bottom between the ladder recess to the bubbler array. The airline and metal frames would be installed and removed using a barge mounted lift crane before and after testing. Mariners are urged to exercise caution in the area.

MISSOURI RIVER -

WATERWAYS ANALYSIS AND MANAGEMENT SYSTEM STUDY
The U.S. Coast Guard is conducting a Waterways Analysis and Management System (WAMS) study of the Missouri River from the confluence of  the Mississippi River (Missouri River Mile 0.0 to Mile 732.3), in the vicinity of Sioux City, MO. The study focuses on the area’s aids to navigation
system, waterborne commerce, marine casualty information, port/harbor resources, emergency response plans, routine and emergency communication capabilities, and future development projects. Any interested company or individual wishing to provide comments or participate in a user survey should do so by September 28, 2021. The survey is available at: https://forms.gle/Y5Mm2iKWq7AJsvx7A

21 September 2015 in River History


Navy Vet, Chris Ring, swam into St. Louis and got out at the St. Louis Arch. Chris and his kayak boat arrived at the arch about 5pm, escorted by two St. Louis fireboats.

There were about 30 people awaiting his arrival, including three Gold Star Families. Lots of flags and all the news crews. Chris spent time visiting with each Gold Star family, looked at pictures of their fallen loved ones and embraced them all.

Chris was attempting to be the first American to swim the entire length of the Mississippi River for our Fallen Vets.

Chris continued on his journey swimming down the river and completed his swim of the entire length of the Mississippi River on Dec. 4, 2015.

Mississippi River At Houma, Louisiana

The Delta Queen Sustained Damage From Hurricane Ida.........

 

While the Delta Queen did not sustain major structural damage from Hurricane Ida, the heavy winds did cause some damage.  The Delta Queen Steamboat Company announced on September 15th that the floating National Historic Landmark endured winds in excess of 150 MPH for over an hour.

 

Hurricane Ida's winds tore away the waterproofing membrane on the roof as well as several sections of hand railing along the stern.  About a dozen windows were broken and several doors were damaged.

 

The shore power connections that bring electricity to the Delta Queen were destroyed and the boarding stage was severely damaged.  The company added that the Delta Queen held up well, all things considered, and she is a true testimony to the Quality of her builder's craftsmanship more than 90 years ago.........

Since 2007, the festival organizers recognize community members who have made significant contributions to environmental conservation in the Riverbend region. This year, in honor of the festival’s theme “metamorphosis,” all three award recipients are emerging young conservation leaders in the region.

Confluence Conservation Leadership awardees include: Allison Rhanor, Director of the National Great Rivers Museum, Megan Cowan, Field Technician with the Great Rivers Field Station, and Megan Dooling Cosgriff, Resource Conservationist with the Madison County Soil and Water Conservation District.

Alton Marina, Boaters Begin Winterization........

 

Summer is winding down, and boaters, as well as the staff at the Alton Marina are beginning to take care of some of the end-of-season tasks, including winterizing the marina and boats.

 

Greg Brown, the Harbormaster at the Alton Marina has worked for the marina since 2013 and served in many roles along the Mississippi River since 1975.  He says that not winterizing is not an option.

 

Brown and his crew will need to drain the marina's pool and add antifreeze to the pool's plumbing.  They will also have to blow out the marina's irrigation system, the plumbing system under the docks as well as the two waste pumps........

Where and When Illinois' Fall Colors Will Peak........

 

For many people, checking out the changing colors of the foliage is a favorite fall activity.  The only question is when will the fall color change will peak in the Midwest.

 

The crew over at SmokyMountains.com have updated their predictive fall foliage map in order to give leaf peepers a better way to plan their color watching excursions.

 

The 2021 Fall Foliage Prediction Map indicates that northern Illinois will begin to see a minimal amount of color change by this week.  Over the coming week, the northern reaches of Illinois will see a lot more color, and the leaves in central and southern Illinois will begin to change........

Missouri Department of Conservation foresters update "Fall Color" reports weekly from mid-September through early-November.  

 

The peak of fall color in Missouri is usually around mid-October. This is when maples, ashes, oaks, and hickories are at the height of their fall display. Normally by late October, the colors are fading and the leaves beginning to drop from the trees. Fall color is usually finished by the middle of November.
 

 

St. Louis Region:
Status... Not Started
Over much of the region, there is minimal color change so far, although some scattered color can be seen in some dogwoods, cherry, and black walnut as well as vines and shrubs like Virginia creeper and sumacs. A warm and wet fall color season tends to reduce the intensity of fall color, but it’s early, and things can change dramatically. Warm, dry days and cool nights will provide us with the most brilliant fall color.

Two Rivers Family Fishing Fair
Pere Marquette State Park


The Two Rivers Family Fishing Fair, traditionally held in June each year at Pere Marquette State Park, will be held Saturday, October 2, 2021. The event was canceled in June 2020 due to health and safety concerns related to the COVID-19 pandemic.

For more than 30 years, the free Fishing Fair has been one of Pere Marquette's most popular family events, featuring catch-and-release fishing, casting stations, fishing instruction, information, and entertainment. The event is hosted by the U. S. Army Corps of Engineers, the National Great Rivers Research and Education Center (NGRREC), Two Rivers National Wildlife Refuge (administered by the U.S. Fish and Wildlife Service), and Pere Marquette State Park (administered by the Illinois Department of Natural Resources). Dozens of local businesses and volunteers support the fair.

Mississippi River Shipping

Grain Exports Halted Temporarily by Hurricanes Ida and Nicholas........

 

Over the past two weeks, the one-two punch of Hurricanes Ida and Nicholas have slowed or stopped grain exports from ports located in Texas and Louisiana.

 

The U.S. Army Corps of Engineers reports that barged grain for the week ending August 28 had decreased 28 percent from the previous week and 69 percent from a year ago due to hurricane preparation.

 

After Hurricane Ida passed on September 4th, the Mississippi River was reopened relatively quickly to river traffic, albeit with restrictions.  The Gulf Intracoastal Waterway is open, however, traffic is slowed........

Boston Whaler Celebrates 50 Years Of The Outrage........

 

Boston Whaler recently celebrated 50 years of manufacturing their Outrage model with a celebration in Quincy, Massachusetts.  The event included the display of the first Outrage ever built and their new 420 model.

 

Outrage Hull No. 001 is owned by the Marine Biological Laboratory in Woods Hole, Massachusetts.  Boston Whaler founder Richard Fisher sold the 21 foot Outrage to the Marine Biological Laboratory in 1971, where it and three other Boston Whalers conduct their studies.

 

David Remsen, director of marine operations for the Marine Biological Laboratory  says that the vessel has been constantly operating since 1971.  He adds that the boat has been used as a workboat, it hasn't been pampered........

We have ordered our steel (for the) building and they are in the process of making it. They said it usually takes about 3 months to have it built and delivered. Let’s pray everything goes smoothly and there are no setbacks

We have the foundation built!!! Unfortunately, since lumber prices are so high right now we are putting a hold on the build. Hoping all of this ends soon so we can get back to it.

Carl Bumba of Woodland Marina told RiverBills yesterday evening that the marina has plans in the works to have a restaurant on the property, along with new courtesy docks and an in-ground pool by mid-summer 2021.
