LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED September 15, 2021

Mississippi River System

MISSISSIPPI RIVER

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; A 24-hour blockage of the channel for the removal of the old main navigation (Illinois) span has been scheduled for September 14, 2021. A second 24-hour blockage will occur September 17, 2021, to install the new span. These dates are dependent upon weather and river conditions encountered between now and the dates noted.

ILLINOIS RIVER

MILE 157.7 - INVASIVE CARP DETERRENCE
The USACE Rock Island District, and the Engineer Research and Development Center, are planning to test invasive carp deterrence technology at the Peoria Lock and Dam on the Illinois River, Mile 157.7. Work is planned for November 3 and 4, 2021, from 7:00 a.m. until 5:00 p.m., each day. Navigation will be closed during installation and while testing is conducted. These timeframes are subject to change based upon river conditions. Safety testing consists of passing loaded barges over a line of air bubbles to determine the effect it has on the handling and maneuverability of the tow. Multiple runs would be conducted over an approximate 30-day period. Quantitative variables of interest include speed, yaw and lateral movement of the barge resulting from the continuous release of air from the air line. The study would be conducted mainly during daylight hours, when the wicket gates are up (impounding water in the Peoria Pool). The purpose of the test is to evaluate navigation safety when using bubbles to remove small invasive carp (silver and bighead carp) from the rake-box junction of a barge tow. This action involves the temporary installation of an anchored airline, in the downstream lock approach channel (see map, Enclosure 1). The airline will be attached to a series of metal frames to hold it on the bottom using the weight of the frame to hold it in place. It is approximately 210 feet long, perforated with a series of nozzles spaced 8 feet apart that will release air to create a column of bubbles along the length of the line. Air will be fed through a hose from a diesel-powered air compressor located on the Peoria Lock and Dam Project grounds. The hose would be routed from the surface through recesses in the lock approach wall to avoid interference with navigation. The air pressure within the hose will vary with each test parameter. Weights will hold the hose to the bottom between the ladder recess to the bubbler array. The airline and metal frames would be installed and removed using a barge mounted lift crane before and after testing. Mariners are urged to exercise caution in the area.

MISSOURI RIVER -

WATERWAYS ANALYSIS AND MANAGEMENT SYSTEM STUDY
The U.S. Coast Guard is conducting a Waterways Analysis and Management System (WAMS) study of the Missouri River from the confluence of  the Mississippi River (Missouri River Mile 0.0 to Mile 732.3), in the vicinity of Sioux City, MO. The study focuses on the area’s aids to navigation
system, waterborne commerce, marine casualty information, port/harbor resources, emergency response plans, routine and emergency communication capabilities, and future development projects. Any interested company or individual wishing to provide comments or participate in a user survey should do so by September 28, 2021. The survey is available at: https://forms.gle/Y5Mm2iKWq7AJsvx7A

15th Annual Mississippi Earthtones Festival Was Saturday........

On Saturday, Broadway in Downtown Alton hosted the 15th annual Mississippi Earthtones Festival, which featured a combination of entertainment and education.

Christine Favilla, the event organizer, says that while the 2020 event offered an app-based scavenger hunt and other remote activities, this year, more than 60 vendors were able to set up shop along Broadway between Easton and Langdon Streets.

The Mississippi Earthtones Festival was co-organized by Alton Main Street and the Sierra Club and is part of a state initiative to celebrate watersheds.  Another part of the festival will be a September 25th cleanup of the Mississippi River banks and islands........

U.S. Waterways

Can't We Solve Western Droughts By Moving Water?

Over 98 percent of the Western United States is suffering from drought conditions, however, there is plenty of water in reservoirs to the east.  To help combat the drought in the west, perhaps water could be diverted from the Mississippi River and piped west.

Stephanie Pinceti, professor at UCLA's Institute of the Environment and Sustainability says that the distance the water would have to travel would be prohibitive, as would the cost of constructing the infrastructure necessary to carry the water halfway across the nation.

Alex Hall with the Center for Climate Science at UCLA says that if cost were not a consideration, the water diversion would not make sense environmentally, as half of Southern California's water is used in an irresponsible manor.  Hall adds that it would be a better idea to conserve water and use it more wisely........

Boat Manufacturer

Yamaha Rightwaters Launching Trash Interceptor........

Yamaha Rightwaters has teamed up with the FMAU-FSU College of Engineering, a joint college of Florida A&M University and Florida State University, for the development of a land-based trash interceptor which would help remove trash from waterways before it reaches the ocean.

Yamaha Rightwaters is a national sustainability program which is comprised of all of Yamaha Marine's conservation and water quality endeavors.  The group constructed a scale model of the trash interceptor last year and after receiving input from the College of Engineering in Brunswick, GA, will deploy it later this year or in early 2022.

John O'Keefe, senior specialist, government relations, Yamaha U.S. Marine Business Unit says that the trash interceptor pilot program is jus the start of what they hope will grow into a larger initiative.  They intend to expand the project to waterways around the nation........

Boat Propulsion Manufacturer

Hydrogen Fuel Cells May Be The Future Of Marine Propulsion........

The marine industry is set to become another application for the use of hydrogen fuel cells to generate clean electricity for propelling vessels.  The hydrogen fuel cells are already being used to power warehouse forklifts, automobiles and ferries.

Hydrogen fuel cells generates electricity via an electrochemical reaction instead of through combustion.  Since there are no moving parts, the fuel cells are quiet and reliable.  They are scalable as well, allowing for the creation of larger systems.  With pure hydrogen "fuel", then only byproducts are electricity, heat and water.

Hydrogen fuel cells have been around for many years, with the 1st "gas battery" being developed by Welsh scientist William Robert Grove in 1838.  About 50 years later, the Germany-based Lurssen shipyard built the world's first motorboat, a 20 foot vessel which was commissioned by Gottlieb Daimler, the engine inventor and manufacturer.

Now, Lurssen is constructing the world's first superyacht to be powered by hydrogen fuel cells.  The vessel was commissioned by a technology-loving customer who once the vessel is completed, will be able to spend 15 nights at anchor and travel 1,000 miles at low speed with no emissions........

Some Highlights of This Week's

First Truss Placed On Merchants Bridge Project........

On Friday, around 200 people checked out the rehabilitation project being carried out on the Merchants Bridge spanning the Mississippi River at St. Louis, Missouri.

The observers were on a riverboat tour sponsored by the St. Louis Regional Freightway, which allowed construction and transportation representatives, government officials, and a dozen high school students to see the progress being made on the bridge project.  The tour was able to see one of the three new trusses being raised into position.

Man Sentenced To Prison For Fraud Scheme Involving Boats........

On Friday, a Rogersville man was sentenced to five years in federal prison for operating a boat building scheme which defrauded customers out of more than $4 million.

53 year old Michael David Dismer was sentenced for tax evasion for failing to pay over $768,000 in state and federal taxes.  He was also ordered to pay $4.3 million in restitution to his victims.

According to federal prosecutors, Dismer operated at least eight businesses since 1993 that had promised to build vessels for customers around the globe.  Once a business accumulated an unpaid tax assessment, Dismer would close up shop and then resume operations under a new name........

Wilson's Creek in Greene County, Missouri

Local Waterway Still Polluted After Two Decades........

After more than two decades, a Greene County creek is still polluted and researchers are trying to determine why.  The Missouri Department of Natural Resources says that thye are not sure the pollution is tied to one source.

Wilson's Creek contamination dates back to at least 1998 and at that time, it was placed on an impaired waters list.  MoDNR Environmental Supervisor Robert Voss says that Wilson's Creek was added to the list because of an unknown cause of toxicity to aquatic life.

Over the years, the Environmental Protection Agency has conducted a variety of testing at Wilson's Creek and concluded that there are elevated levels of polycyclic aromatic hydrocarbons, or PAHs, that are naturally found in coal, crude oil and gasoline........

Mississippi River Near New Orleans, Louisiana

Federal Judge Dismissed Suit Over Spillway Damage........

U.S. District Judge Louis Guirola Jr. recently ruled in two cases that his court did not have the authority to order the U.S. Army Corps of Engineers to perform an environmental impact study on repeated openings of the Bonnet Carre Spillway, a flood control structure north of New Orleans along the Mississippi River.

Judge Guirola dismissed a lawsuit filed by the State of Mississippi against the Corps and others concerning damage to the Mississippi Sound caused by the openings of the Bonnet Carre Spillway.  He also dismissed a similar suit filed by Mississippi Coast cities, counties and organizations.  He did not, however, dismiss the claim that the Corps violated a federal fishery conservation act.

THe spillway gets opened when the possibility of Mississippi River flooding New Orleans arises.  THe structure was completed in 1931 and has been opened 15 times since, with four of the openings occurring between 2018 and 2020.  The excess water is diverted into Lake Pontchartrain, and then into the Mississippi Sound.  The excess freshwater decreases salinity and aids formation of algal blooms, both of which harms aquatic wildlife........

Fishing News From Coventry, Connecticut

White Catfish Caught, Smashing State Record........

Last month, a white catfish caught in Coventry, Connecticut has shattered a state record, and may even be a world record for the species, however, the evidence has been eaten.

25 year old Ben Tomkunas was fishing with a friend late at night in Coventry on August 21st.  He says that they were kicking back with a few beers when his reel started screaming.

When he landed the fish, Tomkunas' friend, Chris Braga, had a digital scale, and took a photo of the fish weighing in at 21.3 pounds, besting the state record of 12.7 pounds........

St. Francis River Near Kennett, Missouri

Corps Awarded Contract For Phase 1 Of Levee Project........

On Thursday, September 16, the U.S. Army Corps of Engineers, in conjunction with Drainage District No.48 of Dunklin COunty, Missouri announced that they had awarded Dumey Contracting Inc. of Benton, Missouri a $13.6 million contract for the first phase of a St. Francis River mainline levee project near Kennett, Missouri.

The project is intended to address an underseepage issue and will involve the construction of a six mile long semi-pervious landslide berm adjacent to the levee, as well as performing drainage work that will support the berm's construction.  The project is expected to run into the 2022 construction season.  The Corps says that work is already underway.

The contract for Phase 2 will likely be awarded soon.  That project will involve the construction of an additional two miles of seepage berm with drainage work along the levee.  The Corps says that the project will eliminate a serious threat to the integrity of the levee and guarantee it's stability ........

Current River At Van Buren, Missouri

The Landing Burned To The Ground Wednesday........

The Van Buren-based float business, The Landing, which just celebrated it's 40th anniversary, burned to the ground early Wednesday morning.  The Current River fixture saw people coming from several surrounding states to float the river.

While investigators comb through the debris searching for the cause of the fire, officials in Carter County, Missouri are hopeful that the business will be able to recover.

Ron Keeney, Carter County's presiding Commissioner says that The Landing was a big local employer and the business contributed quite a bit to the tax base.

Tom Bedell, owner of The Landing says that the loss is devastating, and at this time, they don't know what they plan to do, but one way or another they will build back and overcome this........

St. Louis Zoo Released 800 Hellbenders Into Ozarks Rivers.........

Over the summer, the St. Louis Zoo released more than 800 giant salamanders into Missouri Rivers.  The endangered Ozark and Eastern hellbenders were raised from eggs at the Zoo prior to being released as part of the Zoo's hellbender conservation program.

According to the Ron Goellner Center for Hellbender Conservation, hellbenders are the largest salamander species native to North America, and they are perfectly adapted to living in Missouri rivers due to their flat head and body, stout legs, rudder-like tail and beady eyes.

Over the past 40 years, the hellbender populations have declined by up to 70 percent.  The animals are threatened by pollution, stream impoundments and siltation,.......

Fall Colors

MDC To Offer Fall Color Reports Beginning This Month........

The return of cooler temperatures, pumpkin spice and sweater weather are sure signs that the foliage in the Riverbend region will soon start turning vibrant shades of red, orange, yellow and purple.

Beginning this month, the Missouri Department of Conservation will be releasing a fall color report each week throughout the leaf-peeping season.  The first report has not been released yet, but should be soon.  The reports will continue through November.

While peak fall foliage can change from year to year due to weather conditions, the third week in October tends to be a good time to enjoy the colors.  MDC community forester Ann Koenig says that the colors are fading and the leaves are falling by the end of the month........

Yamaha Introduces Electric Outboard System In The U.S.........

Yamaha Marine recently announced the release of their HARMO electric outboard system in the United states.  Back in 2016, the company had introduced a prototype HARMO system in Europe, and now there is an updated version currently available in Europe.

American boat manufacturers are already testing to determine which of their models will get the new propulsion system.  Yamaha anticipates that consumers will start seeing HARMO equipped boats within the next 18 months.

Yamaha says that HARMO is a complete electric outboard system, with propulsion coming from a rim-drive electric motor.  The motor is mounted along the outside edge of the specially-encased four blade aluminum impeller.  The 2.7 kW motor operates off of a 48 volt power supply and can deliver 225 pounds of static thrust.........

Discover Boating Introduced State-By-State Safety Map........

Discover Boating has introduced a new interactive state-by-state safety map which will offer boaters an easy to use resource for information on boating safety, life jacket and education course requirements and licenses needed in their state before hitting the water.

The boating rules, laws and regulations vary from state to state.  The Discover Boating interactive map allows boaters to learn the rules for boating within their own state, but will also prepare them to hit the water in other states........

Illegal Boat Charters A Problem At The Lake........

The U.S. Coast Guard removed four vessels from the Lake of the Ozarks in early June for illegal chartering.  The Coast Guard says that the captains were in violation of having a passenger-for hire excursion without proper inspections and not having a licensed mariner in charge.

According to Doug Beck, president of the Lake of the Ozarks Captains Association, illegal charters happen during every holiday and throughout the boating season.

Beck says that he doesn't believe that the number of illegal charters are increasing, however, the numbers are not going down, either.  The Coast Guard has a limited presence on the lake to police illegal charters, as section 8 covers a swath of the nation reaching from the Great Lakes down to Texas........

Ohio River At Cincinnati, Ohio

A Look Back At Steamboat Racing........

On July 24, 1928, tens of thousands of cheering spectators lined the banks of the Ohio River at Cincinnati, Ohio to watch the revival of the old river tradition of steamboat racing.

The sternwheelers Betsy Ann and Chris Greene raced upstream about 26 miles to New Richmond.  The Chris Greene took an early lead and ended up crossing the finish line two boat lengths ahead of the Betsy Ann, claiming the gilded antlers, the symbol of riverboat supremacy.

Captain Chris Greene was in command of his namesake and Captain Charles Ellsworth was the master aboard the Betsy Ann.  The owner, Captain Fred Way was on board as well.  The race ended up making front page headlines in newspapers across the nation........

Kampsville Ferry Shutting Down Monday.........

Starting Monday, the Kampsville Ferry will be shut down for several weeks while the Illinois Department of Transportation begins a project to make improvements and repairs on both sides of the Illinois River.

If all goes smoothly, the Kampsville Ferry will reopen on Friday, September 30th.  IDOT Engineer John Adcock says that the complete shutdown of the ferry is necessary to upgrade the vehicle loading ramps.

Adcock says that the project will continue with construction on the ferry office parking lot, however, traffic should not be affected .  The entire project is scheduled to be completed in the summer of 2022.  During the closure, traffic will detour south to Illinois 16/100........

Feds Sue Barge Company Over Lock Damage........

On Monday, the federal government filed suit in the U.S. District Court in East St. Louis against the Ingram Barge Company for damage done to the Melvin Price Locks and Dam near Alton, Illinois in 2018.

The suit alleges that on July 17, 2018, the Motor Vessel R. Clayton McWhorter, pushing a string of barges were heading southbound along the Mississippi River when it struck a wall at the auxiliary lock chamber after the pilot was "unable to control the vessel and it's tow".

The suit says that six barges broke free, struck one of the lock's gates and damaging it.  It further claims that the captain and crew were negligent in keeping a safe distance from the lock, operating the vessel without a properly trained crew and failing to take evasive maneuvers to avoid the collision.

The lawsuit seeks repayment of the $3 million in repair costs for the lock chamber........

The closure is allow the movement of dredged material from Willow Bar Island to the Iowa shore.  The closure is expected to last three weeks and will affect navigation.

While the river is closed, recreational vessels will be allowed to pass up or down river through the dredging pipeline area during two designated times.  The Corps says they will dismantle the pipeline from 11:30 am to noon and from 4:30 to 5 pm daily.  Recreational boaters will be permitted to pass after a commercial vessel has transited the area and before the pipeline has been reconnected........

Louisiana Ports Working On Recovering From Hurricane Ida........

The ports of Louisiana are continuing to make their recovery from Hurricane Ida.  The Port of New Orleans has resumed operations and the Port of South Louisiana is making progress on repair work.

Paul Aucoin, executive director of the Port of South Louisiana says that almost everything at the port sustained some type of damage, but everything appears to be repairable.  The Port of South Louisiana stretches 54 miles across the Mississippi River.

As of September 8th, the port was still without power.  Aucoin was hoping to be able to service a ship by September 10th.  Approximately 20 feet of dock was removed, as they were deemed to be unsuitable for receiving a vessel.........

The 9/11 Boat Lift:

Largest Marine Evacuation in History

Published on Jun 28, 2016

During the tragedy that was 9/11 there is a story that is often overlooked. That is the story of the massive boat lift that took place in the nine hours after the planes hit the WTC. During that time almost 200 boats moved 500,000 people from lower Manhattan by boat. It is the largest Maritime evacuation in history. The coast guard called for all vessels, and hundreds showed up, mainly just simple boat owners. That effort is captured here in this short 1 min video. ...click here

Illinois Removed Final Species from Illinois River Do Not Eat Advisory........

Back in August, the Illinois Department of Public Health removed the final species, the channel catfish, from the do-not-eat advisory for fish caught in the Illinois River.

According to Brian T. Koch, environmental toxicology program manager for the Illinois Department of Public Health, any fish species that the agency had sampled is now safe to eat as long as people follow their fish advisory guidance.

Koch says that almost all fish that are caught or purchased in supermarkets contain some level of contaminants, and there is no immediate danger to consuming fish with low levels of contaminants........

Mississippi River At Portage Des Sioux, Missouri

A Look At The History Of The Our Lady Of The Rivers Shrine........

Along the Missouri bank of the Mississippi River at Portage des Sioux, there is a statue that many drivers along the Great River Road between Alton and Grafton, Illinois wonder what it is and what it's there for.

Called Our Lady of the Rivers shrine, the statue is a depiction of the Virgin Mary, who serves not only as a guardian of the boaters along the Mississippi, Missouri and Illinois Rivers, but the tiny village of Portage des Sioux as well.

In 1951, the flooding Mississippi River threatened Portage des Sioux, and the pastor of St. Francis' church in the village, Father Edward Schlattman, urged his congregation to pray to Mary to spare their town from the flooding.

To this day, the annual Blessing of the Fleet, organized by Blessing of the Fleet STL, is held on the Mississippi River at the Our Lady of the Rivers shrine each August........
