Picture of the Day ...... was sent to us by Capt'n Larry Demko and his wife, Susan, whoare cruising around  the US in their land yacht visiting friends !

Bill:

Susan and I are spending a week with friends on Lake James (in North Carolina near Asheville)

As usual, I'm "spreading the gospel" of Riverbills.com (I think you need to provide me with a Roman collar!)

Attached is a pic we took on the pontoon boat that came with house. (I still prefer boats with a pointy front!)

From left to right, at the top is:
Duane Fagg and Janette McKeown (our gracious hostess when we stay in Tellico Village)
In front is: Me, Mary Alice Fagg and our hosts on Lake James: Gary & Connie Fagg.

I'm always surprised by the quality of boating on these inland lakes. The water quality here is great. The water is pretty clear and water temp is about 80 degrees even though we're in the Smoky Mountains. I'd highly recommend it.

We'll be coming home to STL in mid-September and will have to face the real world!

In the meantime, I'll put up my two Riverbills.com bumper stickers in appropriate places and send you yet another pic.

See you soon!

Another Picture of the Day ...... was sent to us by Mike and Rosie  who are cruising south from St. Louis in their boat.... Swing Set

Hi Bill,

Rosie and I have been holed up here on the hook above the Coffeeville Dam for a week waiting for Isaac to pass. We went to Bobby's Fish Camp for the second time since we got here and we remembered to bring along our RiverBill's stickers. We stuck one here below the gator heads and another one on the wall which you can see on our last blog post. We also saw two live gators tonight, a ten footer and a smaller one. Pretty neat stuff when the only other one we ever saw was on T.V. or at the zoo. Enjoy the rest of Isaac this weekend in St. Louis, we've had enough of him and we are headed to a flooded Gulf coast tomorrow.

Yesteryear's Pictures of the Day in 2011...... were from Eric, Lisa, Marina and Jake Ridenhour
who hail out of Grafton Harbor......

Hi Bill,

Here are some pictures from last Saturday night on the beach. Our daughter, Marina, was posing with “her” band (Dave and Kene of the Keystone River Rats) before they played some tunes around the bonfire that night. They rocked the Big Kahuna at Grafton Harbor on Sunday afternoon and it was awesome! Make sure everyone comes out to see the Keystone River Rats and all the other bands at Rockin on the River on September 10th. It’s going to be a blast and fun for all!

See you soon!

Destination for  Queen of the Mississippi Riverboat

Gail Bryant, director of the Hannibal Convention and Visitor's Bureau is rather excited about Sunday's arrival of the Queen of the Mississippi riverboat. However, she will not be on the riverfront when the Queen arrives, as her arrival is slated for 4:30 am. Bryant will be on hand as the passengers leave the vessel between 8:15 and 8:30 am. Bryant is hopeful that a crowd will be on hand to welcome the passengers........

 US Coast Guard

      News Release

Coast Guard urges safe boating for Labor Day weekend

SEATTLE — The U.S. Coast Guard anticipates an increased number of recreational boaters throughout Puget Sound, the Columbia River and along the coasts of Oregon and Washington during Labor Day weekend, and is urging boaters to take proper safety precautions.

To promote a safe and enjoyable weekend for members of the boating community, U.S. Coast Guard, Coast Guard Auxiliary and local marine law enforcement boatcrews will be on patrol conducting safety checks on the water; focusing on boaters who are operating their vessel in an unsafe manner or appear to be operating their vessels while intoxicated.

Boaters, personal watercraft operators, paddlers and surfers need to be aware of their surroundings, and are reminded to continuously monitor weather forecasts. Weather conditions can change instantaneously throughout Puget Sound and the lower Columbia River region, where rapidly forming fog, strong currents, wind and tide changes can create hazardous conditions for boaters.

Here are three steps every boater can take to reduce the risk of accidents and/or prevent serious injuries and ensure a safe and enjoyable weekend:

Wear a Life jacket
Boaters should always wear a lifejacket. The number one cause of boating fatalities is drowning, most often by sudden, unexpected entry into the water. Wearing a lifejacket increases the chances of surviving a boating accident. The law states you must have a life jacket, or personal floatation device, for every person on board. The Coast Guard recommends boaters wear lifejackets at all times. It is much more difficult to locate, access and don a life jacket after an accident occurs.

Boat Sober
Never boat under the influence of alcohol and/or drugs. Alcohol and drugs affect judgment, vision, balance and coordination. Alcohol, combined with boat motion, vibration, engine noise, sun, wind and spray accelerates an operator's impairment. Intoxicated boaters can face both federal and state charges with penalties of up to one year in prison and fines up to $100,000. The legal definition of intoxication in Oregon and Washington is blood alcohol content of .08. Don’t be fooled into thinking that lesser amounts of alcohol consumption are OK, or that passengers aren’t at risk if they drink. The latest study on boating and alcohol indicates that the risk of a fatality rises significantly at amounts as low as .02 BAC.

Dress for the water, not the weather:
Water temperatures throughout the Pacific Northwest remain in the 50s during this time of year. The risk of hypothermia increases with lower water temperatures, and survivability time in the water decreases. Wet suits and other personal protective equipment assist the body as an insulator, limiting exposure to dangerous water temperatures.

Generally speaking, recreational boaters should make a concerted effort to keep out of the way of large commercial vessels, including ferries, tug and tow configurations, and freighters. Due to powerful currents these vessels must maintain a moderate speed, and it can often take more than a mile to stop. Making way for larger vessels promotes the safety of all mariners.

Additional steps all boaters can take:
•File a float plan and leave it with someone at home. A float plan says where you are going and when you plan on returning, which helps emergency responders locate distressed mariners. CLICK HERE for more information on float plans.
•Have a marine band radio and visual distress signals. All of these devices will greatly assist you if you are in distress. CLICK HERE for more information on visual distress signals.
•Have a registered 406MHz Emergency Position Indicating Radio Beacon. CLICK HERE to learn more about registering your EPIRB

The Coast Guard and local marine agencies ask boaters to help be their eyes and ears on the water. Boaters who see suspicious activity should immediately call 911, Coast Guard District 13 Command Center at (206) 217-7001, Coast Guard Sector Puget Sound at (206) 217-6001, Coast Guard Sector Columbia River (503) 861-6211 or the Coast Guard's National Response Center at 1-877-24WATCH (1-877-249-2824).

For more information or to interview a Coast Guard member concerning boating safety, contact your local Coast Guard unit or the 13th Coast Guard District Public Affairs Office at (206) 220-7237.

Isaac Causes Mississippi River To Flow Backwards........

The storm surge and strong winds from Hurricane Isaac's landfall caused the Mississippi River to flow backwards for almost 24 hours on Tuesday.

At Belle Chasse, Louisiana, the USGS stream gauge revealed that the Mississippi River was flowing upstream at a rate of 182,000 cubic feet per second.

The phenomenon does not happen often, but typically happens when very strong winds and massive waves overpower low to normally flowing rivers, causing them to flow backwards.........

A Long Week On the Hook

On Tuesday the 28th, after preparing as much as we felt we had to, soon to be Hurricane Isaac made his appearance here where we were in Alabama, but the most important thing for us was that Isaac was kind enough to make landfall two states away. The first wave produced some respectable wind but it only lasted about ten minutes. After that we had rain off and on for three days but only mild winds.
We had two anchors out and they both held very well. Sticking them in a few days early helped them settle in to hold us adequately.

Evacuation Ordered For Possible Dam Breach........

On Thursday, officials were rushing to evacuate as many as 60,000 people in a rural area, because a lake dam is threatening burst close to the Louisiana-Mississippi border.

If the dam does break, the water would dump into the already engorged river, causing the flooding in low-lying lands downstream.

Officials in Mississippi were planning to intentionally breach the dam Thursday afternoon, however, they were still looking at the potential impact on the surrounding areas........

Bill,

I was out today and just south of Grafton, when I stopped and talked with these 2 boys floating on a raft. They are from Germany, recently graduated high school, and are rafting from Quincy to Cape Girardeau.

They left Quincy a week ago and expect to take another week to reach Cape Girardeau. Very pleasant young men who said everyone they have met along the way have been nice to them. I gave them your website and told them when they stay on land at night, if they have internet access, to look for their picture. Hope to see it on the site.

Labor Day Weekend Recreation at the Kaskaskia River Project

The U.S. Army Corps of Engineers invites everyone to come out to the Kaskaskia River Project and enjoy the beautiful weather and great river conditions this Labor Day weekend! The Corps managed Kaskaskia River Recreation Area offers 15 campsites that are available on a first come first serve basis that cost $10.00 a night. The campground amenities include electric hook-ups, a vault comfort station, and asphalt camp pads.

The trailhead of the Kaskaskia River Confluence Trail is also located adjacent to the campground. Come and walk through the bottomland forest on our new universally accessible trail that takes you out to the confluence of the Kaskaskia and Mississippi Rivers. Here you can enjoy beautiful views overlooking the Mississippi River. There are also picnic sites and fire pit available at the confluence or you can just sit at the stone amphitheater and reflect while watching the river and wildlife.

A large reservable picnic shelter is available also for cookouts, get togethers, and birthday parties.

There is currently one boat ramp available to the Kaskaskia River at the Corps Recreation Area upstream of the lock and dam. Due to the low water levels, the boat ramp with direct access to the Mississippi River downstream of the lock and dam is temporarily closed. Recreational boaters wanting to venture on the Mississippi River may put in at the upstream ramp and go through the lock.

Remember that river currents can be dangerous and wearing your life jacket when fishing and boating will help ensure that you will return home safely. Drowning is the Nation’s fifth leading cause of accidental death yet just by simply wearing your life jacket it could save your life. Wear your life Jacket!

Kaskaskia River Project park rangers encourage you to come out for a great time!

For more information contact the Kaskaskia River Project Office at 4800 Lock and Dam Road, Modoc, IL 62261, call (618)284-7160, or email at KaskyL&D@usace.army.mil.

Yesteryear's Pictures of the Day in 2010...... is of the Blessing of the Fleet.  It's Tom and Lou's cruiser "Willpower"  passing in front of the judges stand at Palisades Yacht Club.

It was a beautiful day, 248 boats participated in the Blessing, with many anchored boats watching and a good turnout of land spectators at Palisades Yacht Club and Longshot Saloon.

The St. Louis Pirates Group were firing cannons before the blessing and were a big hit with the crowd.  Mike Stanczak was flying overhead taking video for Rib Bolton and Larry Demko of Salty Dog Productions.  Captain Pat Reid was on the deck of Palisades and took a picture of each boat in the parade that passed the Judges stand.

Mississippi River Near Cape Girardeau, Missouri

Ports Having Issues With Low Water, Silt........

While the low water levels along the Mississippi River are causing problems with shipping at ports in Southeast Missouri, they are likely to remain open.

The near record flooding last year may in fact be worsening the situation on the Mississippi River, as debris and silt were left behind in places that would be normally clear.

Thankfully, the U.S. Army Corps of Engineers received extra funding for dredging operations as part of the post flooding appropriation from Congress. The Corps also began dredging a month early, as they expected low water issues........

 Still Waiting on Isaac

Just an update on our current situation: We've gotten lots of well meaning advice from many friends concerned about us with soon to be Hurricane Isaac breathing down our necks. The forecast for Isaac keeps getting better for us and we are keeping a watch on each update from the National Weather Service and other weather applications that we have.
The first advice which was to "stay put" has been the best so far. Thank you Greg and Mike. We are in an open area (not too open) where the boat can swing in a circle, essential because the wind will be shifting direction as the storm passes. There are creeks in the area that would provide wind protection, but not only are they narrow, the trees would interfere with our wind generators. The most important thing is that flash flood warnings have been issued for Choctaw County which is where we are. You don't want to be anchored in a creek during a flash flood.
We also considered our quality of life while we have been waiting, which will most likely turn out to be a week or more. We are away from the bank where we would have a better chance to avoid snakes and alligators. Today looks like it may be the first day we won't be out on a raft enjoying the water.
We also are not in the narrow channel of the Tenn-Tom where we would need to put out a stern anchor to keep from swinging into the path of traffic on the river. High wind and waves to the stern of our boat may sink it, not a good idea to prevent the boat from swinging with her bow into the wind.
We could have high tailed it back to Demopolis, an attractive idea since we had so much fun there, but it's 90 miles north of here, a 180 mile round trip and still not too many open anchorages up there either. Where we anchored on the trip down in Foscue Creek would be good but I like the idea of avoiding man made objects during high wind, and it's still a creek. We've seen enough peeled off metal roofs on docks along our trip to know that sheet metal is just one of the items that can become missiles when the wind kicks up. We are going to have 24-25 mile per hour winds today, we are accustomed to more, but if we don't feel safe, we'll still head upriver. It's a plan B.
One friend advised to lock through and suggested an anchorage about ten miles down the river, but for the reasons stated above, locking through is out of the question, it eliminates too many options. I don't think storm surge would be an issue this far north, but tide would be. We can eliminate of factor in the equation by staying above the lock and dam.
Another well intentioned email from a new friend suggested that we leave our boat somewhere and we could be evacuated by them. I think this suggestion was bent more toward the prospect of a good party than it was for our safety. Dave, you are a nut.
Really though, anyone who knows us from our Meramec River days also knows that we'll stay with the ship, but really don't think we'll have to go down with it. Had Isaac kept to the original track that it was predicting a couple of days ago, we probably would have made our way back up the river. But now the track is predicted to go further north than St. Louis. Are we to beat feet back up the river to Iowa to get out of the way?
This will be our first experience with a hurricane, and there will be many more to come. If I am posting something on Friday morning, you'll know we came out OK.

United States Coast Guard

    News Release

Date: Aug. 28, 2012

Coast Guard closes ports, mouth of Mississippi as Isaac approaches

NEW ORLEANS — The Coast Guard has closed the major ports along the Gulf Coast in the path of Hurricane Isaac and the Mississippi River from Baton Rouge to the mouth of the river.

The Coast Guard has moved all of its resources out of the path of the hurricane and won’t be able to respond to emergencies on the water until after the storm passes, which emphasizes the importance of remaining off the water.

Once the storm passes, the Coast Guard will begin assessment of the waterways and conducting search and rescue operations as needed.

The National Hurricane Center forecasts Isaac to make landfall as a hurricane along the Gulf Coast between Tuesday night and Wednesday morning. As Isaac approaches, the Coast Guard advises people to remember the following:

• Stay informed of Hurricane Isaac’s progress.

• Follow your severe weather plan.

• Follow the instructions of local law enforcement and first responders.

• Secure your property and vessels.

• Be cautious of inland flooding and storm surge

Metro East Levees

    Levee Recertification Big Priority........

Just over five years ago, the Federal Emergency Management Agency made a surprise announcement that they would no longer deem the Metro East Levees up to the task of offering protection at the 100-year flood level.

The manner in which FEMA reached this conclusion was without specific documentation from the U.S. Corps of Engineers. Their national flood mapping process created a veritable firestorm among the public, and Metro East officials responded by creating the Southwestern Illinois Flood Prevention District Council.

The council allows collaboration between Madison, St. Clair and Monroe counties as they work toward restoring the Metro East Levee system........

 The Great Lakes

Committee Seeks Reduction In Salmon Stocking........

Under a proposal put forth by the Lake Michigan Commission, the number of Salmon stocked in Lake Michigan would be reduced considerably over the next three years. This commission is part of the Great Lakes Fishery Commission.

Experts are claiming that the reduction is necessary to preserve the balance between sport fish and their food sources. The move is intended to protect the multi-billion dollar fishing industry.

The plan would involve decreasing by half the number of Chinook salmon released into Lake Michigan, from 3.3 million to 1,7 million fish. The decrease would begin this spring........

United States Coast Guard

    News Release

Coast Guard aids EPA with clean up of jet fuel spill on Calumet Sag Channel

CHICAGO — The Coast Guard is supporting the response to a ruptured pipeline causing pollution near the Calumet Sag Channel in Palos Height, Ill., Monday.

The Coast Guard was notified at 5:31 a.m. that the pipeline ruptured near mile marker 311.5 on the Calumet Sag Channel and caused jet fuel to enter a nearby drainage ditch and subsequently enter the adjacent channel.

The Coast Guard is responding on scene with the U.S. Environmental Protection Agency, Illinois Environmental Protection Agency, and the Metropolitan Water Reclamation District of Chicago. The EPA is the lead agency for the response and has established an incident command post in the vicinity of the spill.

In order to help facilitate clean-up operations, the Coast Guard has implemented a safety zone on the Calumet Sag Channel that closes down the channel from mile marker 304 to mile marker 311.5. The safety zone will be in effect until the waterway is deemed safe for vessel traffic.

West Shore Pipeline owns the pipeline and has secured the source of the spill. The estimate of how much jet fuel spilled into a nearby drainage ditch is unknown, and responders are still trying to determine how much jet fuel entered into the navigable waterway.

On-scene responders have deployed 600 feet of boom, a temporary barrier used to contain a spill, across the entire channel and around the source of the spill.

"The Coast Guard will continue to ensure the safety of responders and the public," said Lt. Leslie Downing, senior investigating officer at Coast Guard Marine Safety Unit Chicago. "Our other objectives are to initiate any appropriate actions to control the source and minimize further release, assess the trajectory of the spill and identify any sensitive areas that need protecting, and keep the public informed."

The EPA is estimating that the cleanup of the channel and surrounding areas could take up to three days to complete.

The cause of the ruptured pipeline is unknown, and the EPA is investigating.

For more information, contact the Marine Safety Unit Chicago at 630-986-2155.

Hi Bill:

This past week I had the opportunity to fly on the airSHIP Zeppelin NT Eureka. The flight departed from Bi-State Parks Airport in Cahokia and did two loops around downtown St. Louis.

After we left the ground, all the passengers were free to move about the cabin, from the love seat with the panoramic window in the rear to the cockpit in the front. They even opened up the windows so that you could hang your head out the window. The ride was very quiet, smooth and offered outstanding views of St. Louis.

It was a little expensive but still a very worth-while trip. One of those things that I can cross off my bucket list.

Here are a few photos - hope you enjoy.

  Mississippi River Near Greenville, Mississippi

Barge Grounding Closes Mississippi River.... Again....

Saturday evening, another barge ran aground near Greenville, Mississippi, causing the river to be shut down again. Apparently, the barge ran past channel marker buoys.

Petty Officer Ryan Tippets of the U.S. Coast Guard stated that the barge was refloated, but they don't expect the re-open the river to traffic prior to Monday. As of Sunday afternoon, there were 21 vessels awaiting to head downstream, and 18 waiting to head upstream.

The U.S. Army Corps of Engineers plans to shut down the lower Mississippi River near Baton Rouge, Louisiana for 12 hours for dredging operations........

Carlyle Lake In Clinton County, Illinois

    Men Declared Drowned After Search........

Two men have been declared drowned at Carlyle Lake on Sunday. The pair were in a boat with another man when they went missing on Saturday.

One of the men had jumped into the lake, and began having trouble in the water. The second man jumped in after him. The third man remained in the boat which began to drift away. He did not know how to operate the vessel.

The call for help went out around 8 pm Saturday, and rescue crews were out on the water by 9 pm. The search went on around the clock, but was called for an approaching storm Sunday evening. The search will resume Monday morning at 6:30 am........

Metro East Levees

Opinion: Biggest Risk To Levees Is Inaction........

Back in May, the U.S. Army Corps of Engineers classified the Metro East Sanitary District portion of the levees at "extremely high risk" of failure during a flood.

The Southwestern Illinois Flood Protection District has come up with plans that will upgrade the levees to FEMA standards. The plans were put together by private engineers, as the Corps will not have funding for the repairs for many years.

The Corps has not approved of the plan. It is estimated that the Corps' inaction has delayed the project six to eight months, and added hundreds of thousands of dollars to the project........

Waiting Out Hurricane Isaac On Coffeeville Lake

It looks like we're going to be here for a week or so. We started watching Tropical Storm Isaac as soon as we got the notice from NOAA via an email. This type of travel is a good reason to sign up and get the updates on storms. You can do this from the Boat U.S. website or straight from the NOAA website.
There is no point in tempting fate by going further south. We are 116 miles north of Mobile Bay and under current predictions, should experience nothing greater than 30 mile per hour winds by next Thursday, the 30th of August, and to be safe all we have to do is stay put. Seems like a no brainer to us.

  Mississippi River At Bettendorf, Iowa

Quad Cities Gets Another Rescue Boat........

The Bettendorf Fire Department took delivery of their new rescue boat recently, and it features underwater sonar capabilities. This is the second such vessel in the Quad Cities area.

Only a few weeks after Bettendorf took delivery of the vessel, it was called into service to search for a sunken car. It found that car, and while circling that location, another car was found.

While Bettendorf firefighter Bill McDonald is curious of what may be lurking below the water's surface, the fire department has no intention of mapping the river's bottom........

News Release
US Coast Guard Auxiliary Elects New National Commodore

SAN ANTONIO – Coast Guard Auxiliary senior leaders today elected Commodore Thomas C. Mallison of Bear Lake, Mich. as the organization’s national commodore for a two-year term beginning November 1, 2012. The election was held at the Coast Guard Auxiliary National Conference (NACON) underway at the Hyatt Regency Riverwalk hotel.

Mallison will succeed current National Commodore James E. Vass, Jr. who is completing his two-year term of office. Mallison has served as vice national commodore under Vass since November 2010.

“The expanding number of operational, administrative and logistical missions that the Coast Guard Auxiliary is able to perform gives us ever-increasing opportunities for service,” said Mallison. “Every member should be able to attain personal satisfaction within that array of missions.”

Mallison has identified “training, communication, and members” as the watchwords that will help guide the Auxiliary’s focus during his tenure as national commodore.

Prior to 2010, Mallison served as deputy national commodore - operations policy and Atlantic area west, 2009-2010, district commodore, Eighth District eastern region, 2007-08, district vice commodore, 2005-06, and district rear commodore west, 2003-04. He served as department chief of the Coast Guard Auxiliary National Department of Personnel from 2000-02.

Mallison is a graduate of the U.S. Military Academy with a Bachelor of Science in Mathematics and Science. He graduated with honors from the U.S. Army Command and General Staff College and earned a Doctorate of Business Administration.

Mallison joined the Coast Guard Auxiliary in 1990 and has served in a wide variety of elected and staff offices at all levels of the organization. His Auxiliary certifications include coxswain, private aids to navigation verifier, recreational boating safety program visitor, vessel examiner, instructor, and qualification examiner. Mallison also holds the advanced “Operational Auxiliarist” designation.

Retired from Systran Corporation in Dayton, Ohio where he served as vice president and director of administration, Mallison served on the boards of directors of three manufacturing companies and a nonprofit corporation in the medical sector during his business career.

Prior to Systran, Mallison retired with twenty-years of service in the U.S. Army where he served as both a commissioned officer and a non-commissioned officer. His overseas tours included Germany, Korea and Vietnam.

Mallison is married to the former Wanda Rodieck from Nevada, Mo.

NACON is hosted by the Coast Guard Auxiliary Association, Inc., a non-profit organization based in St. Louis that provides business management, financial and training support for the Coast Guard Auxiliary.

River History....

August 25, 2002 in River History

William Warfield, who sang 'old man river' in the 1951 movie version of showboat, died at the age of 82.

NASHVILLE, Tenn. (Aug. 23, 2012) -- The lower Mississippi River would be four feet less mighty today if not for the water storage reservoirs along the Tennessee and Cumberland rivers and their tributaries that provide a stream of water management benefits.

In support of current drought conditions on the lower Ohio and Mississippi Rivers, water is being released at a rate of 41,000 cubic feet per second from the Tennessee River and 12,000 cfs from the Cumberland River.

According to water managers in the U.S. Army Corps of Engineers Nashville and Memphis Districts, the Tennessee and Cumberland River Basins represent about six percent of the drainage area above Memphis. However, the basins are currently providing one half of the water flowing in the lower Ohio River, and one third of the water flowing in the Mississippi River at Memphis, Tenn.

David Berretta, chief of the Memphis District Hydraulics and Hydrology Branch, said contributions from the Tennessee and Cumberland Rivers are very important to the Lower Mississippi River. He reports that currently there are no navigation issues in the Memphis District, although the towing industry in conjunction with the U.S. Coast Guard is limiting tow sizes and are "light loading" barges.

"The level on the Mississippi River would absolutely be at a historical low if it were not for the water from the Tennessee and Cumberland rivers," Berretta said.

Water managers in the Nashville District said the system of dams and reservoirs were built to provide water resources during months of limited rainfall, which is proving its worth now during a drought throughout the middle of the country
