Towboat operators should be experienced in high water operations, exercise caution in all passing and meeting situations and be mindful of all charted bridge navigational clearances. Down-streaming operations are not recommended. Drift and debris may pose navigation obstructions. Buoys may have been dragged off station, so remain cautious while transiting.

July 6, 2021 until July 28, 2021, Auxiliary lock closed and

All navigation interests should be alert for, and abide by, any special instructions that may be issued by the lockmaster

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 65 feet into the navigation channel, at any time. Mariners should exercise caution and minimize their wake in all high water zones. The laying up on saturated levees is prohibited. Mariners should be experienced in high water conditions and avoid down-streaming operations. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways. Exercise caution in all meeting situations, as swift currents may be present. Navigational buoys may have been dragged off station,so remain alert while transiting. Recreational traffic is discouraged

St. Louis Area Rivers

Heavy Rainfall Pushing Area Rivers Into Flood Stage........

The recent heavy rainfall has prompted flash flooding and forced the rivers in the St. Louis region towards and even into minor flood stages.  The National Weather Service says that the river levels are not expected to pose any real threat despite additional rain in the forecast.

The Cuivre River at Old Monroe crested just above 31 feet over the weekend, reaching major flood stage and causing road closures.  The Missouri RIver At Hermann has been at moderate flood stage since Saturday, and on Monday, the Mississippi River at St. Louis got close to minor flood stage.

Mark Fuchs, a hydrologist with the National Weather Service's St. Louis Office says that all of the rising river levels are for the most part due to the past weekend's rain.  He adds that the river rises were quick and associated with flash flooding........

News Release From BoatUS

SPRINGFIELD, Va., June 29, 2021 – It’s been a tumultuous year for Americans, and getting away from it all on a recreational boat has given many the respite they’ve needed. With lives upended, some recreational boat owners have chosen to reflect on the times when selecting a name for their boat. “Social Distancing” rocketed to the No. 2 spot on the BoatUS Top 10 Boat Names list for 2021. The choice of boat names, which were requested from the BoatUS online Boat Graphics service, may also tell you a little about the owner.

Here’s this year’s Top 10 Boat Names list:

1. Andiamo: There’s no mistaking this meaning of this Italian word for “let’s go.” While this name has made the list in the past, never before have so many boaters wanted to go and get away from it all, making this the No. 1 boat name for 2021.
2. Social Distancing: An affirmation of the times, physically separating by escaping to the water gives this boat owner the space they need to recover and rejuvenate during a crazy year of change.
3. Grace: Elegance, a refinement of movement. This owner may have chosen a vessel with the classic lines – a bit of tumblehome, a raked stern and overhanging bow. There may even be Grey Poupon aboard.
4. Shenanigans: Moving up the list from No. 7 last year, this boat owner is definitely up to something. For other boaters who may share a dock with this vessel’s owner, playful pranks are always part of the summer boating season. Better make sure your binoculars don’t have a layer of black charcoal smudged on the eyepieces before you use them.
5. Cool Change: Also moving up three spots from the previous list, time for a “cool change” can be the escape this boat’s owner is looking for. The literal meaning, which describes the change from a hot summer day to a cool afternoon breeze and thunderstorms ahead, comes from Australia and sparked a pop song.
6. Island Time: Falling from the No. 2 spot last year, everything is more laid back aboard this vessel. Let down your hair, relax – you will get there when you get there. Literally and figuratively, this owner is on Island Time.
7. Knot on Call: Moving up two spots, this is a name often chosen by medical professionals. It also likely appeals to a wider group of boat owners where technology has made them always available to the office.
8. Mojo: Got yours back yet? Boating regains this owner’s energy and enthusiasm.
9. Freedom: Ever since appearing on the Top 10 Boat Names list for the first time after 9/11, this perennial favorite explains everything that boating gives this boat owner. Let it all go – no one is stopping you.
10. Serenity: An all-time favorite that was No. 1 last year, this name may indicate the owner’s need to find time away from a high-stress job … or family! It’s often a name found on sailing vessels.

For a look at all of the BoatUS Top 10 Boat Names lists over the years, go to BoatUS.com/Boatgraphics/Top-10-Boat-Names. The BoatUS Graphics service offers an online design tool that allows you to easily create custom boat graphics with fast turnaround times. BoatUS also offers simple step-by-step video instructions on how to install your new graphics yourself.

Mississippi River Speed Record Solo Female EXPEDITION UPDATE:

UPDATE:

Monday June 28th
Expedition Day 43

Paddling Plans for the next 3 days:
Marv is going to go to Greenville to get the truck fixed. It’s 126 miles and I’m planning on camping for the next 3 days without seeing him.
***
I think I had a contact in Terrene - River Mile 592.
If someone can meet me there at the boat ramp with some fresh water - that would be awesome - if not, no worries -
The Great Lakes was easier to camp because I never had to worry about the heat or water (I filtered the lake water).

Looking forward to getting back on the water today!!

Officials Wary As Mississippi River Nears Flood Stage........

After this past weekend's heavy rainfall around the Riverbend and points upstream, local emergency management officials are keeping tabs on the rising Mississippi River levels.

Tony Falconio, the Madison County Emergency Management Director stated that flash flooding was not an issue, but they were monitoring the river, especially in the problem areas such as downtown Alton, Pontoon Beach and Granite City,.

Falconio adds that rain from upriver will keep the county ready for anything, as the flood stage can quickly change.  He said that there was quite a spike on the Mississippi River gauge at St. Louis........

News Release From BoatUS

ANNAPOLIS, Md., June 28, 2021 – More recreational boaters than ever are expected to hit the water over Fourth of July weekend, and for some it will be their first spent aboard a boat during this uniquely American holiday. While many vessels will have alcoholic beverages aboard, alcohol use is the leading known contributing factor in fatal boating accidents. The BoatUS Foundation for Boating Safety and Clean Water offers two reasons why it may be best to save those drinks until everyone is safely ashore.

Why risk it? An increased presence of law enforcement officers is expected on the water as part of Operation Dry Water. Operating a boat with blood alcohol content (BAC) of .08 or greater could earn you a large fine, jail time, possible loss of driving and boating privileges and, depending on the state, may be a misdemeanor or felony conviction. If you are in an accident, any level of intoxication can lead to a charge.
Know the stressors. Being out all day on the water with the sun, wind, waves and heat stresses the body making you feel tired and slow to react. Adding alcohol amplifies these effects on the body. Boat operators also have the responsibility to keep everyone aboard safe, and wobbly passengers are more at risk for getting injured or falling overboard. In fact, passengers are far more at risk of injury if they have been drinking, so having a designated driver may not help.
The Foundation suggests taking along a variety of nonalcoholic drinks and water, and plenty of food and snacks. Wear clothes that will help keep you and your passengers cool. Plan to limit your trip to a reasonable time to avoid fatigue. If you want to make alcohol part of your day's entertainment, plan to have a party ashore at the dock, beach, boat club or in your own backyard..

Alum Creek Lake Near Delaware, Ohio

Kayaker Makes Grisly Discovery While Paddling........

Monday morning, a kayaker paddling along Alum Creek Lake north of Columbus, Ohio made a grisly discovery when he stopped to pick up a plastic container.

Delaware County Sheriff Russell Martin reports that as the kayaker approached the plastic tote, it appeared to have a human leg visible.  Several hours later, the tote was recovered and a complete body was recovered.

Officials state that the person was a male and most likely Caucasian   The remains were sent to the Montgomery County coroner's office for further testing.  Sheriff Martin says that it is too soon to tell how long the tote has been in the water........

Well, the Skipperliner, christened Mae Belle, that's dry docked on Polestar's Point was built by my wife and I in 1993 and berthed at Duck Club for the first 3 years of its journey. We brought her down the Mississippi during the flood of "93" during nearly impossible conditions where fuel and marinas were all but unavailable. Pete Tully, and his wife Pat, joined us for the last leg from Louisiana Mo to Duck Club.

We eventually moved her to Sioux Harbor where we owned 2 slips Ron Buchanan built in 1996. She saw service as far away as Dog River Marina on Mobile Bay with many nights hanging on the hook in Pool 26. We traded Mae Belle to Port Arrowhead for a new 1998 Sea Ray 370. Unfortunately she suffered extensive damage at Harbor Point during an ice storm that collapsed the dock. True to form she lived up to her sturdy reputation keeping the roof from damaging boats around her.

Eventually she was sold to the second owner and berthed at Harbor Point for many more years. Finally a third couple bought her and was brought back to Polestar for the remainder of her time afloat. Apparently she had suffered more damage over the dock collapse incident and developed rust and corrosion from water penetration. The cost to repair the hull was just too much and she ended on long life afloat.

Pete Tully acquired her from the last owners and has decided to permanently dry dock her on Polestar Point. He plans to turn her into an AirBnB where people can enjoy her rich history with commanding views of Dardenne Slough. A far cry from the miles under her keel but on full view of those who still travel Pool 26.

So, the next time a boater cruises by "Mae Belle" hoist one in a toast to a once proud vessel.

Capt. Arlie Appler (Ret.)

Researchers Using AI To Divert Invasive Species........

Researchers with the Nature Conservancy, Illinois' Department of Natural Resources and Whoossh Innovations are testing the use of artificial intelligence to divert Asian carp at Emiquon, a 6,000 acre wetland along the Illinois River.

Kevin Irons, the Assistant Chief of Fisheries for the Illinois Department of Natural Resources say that they are combining the AI with a fish ladder, which is often used in the west to help large fish like salmon climb dams.

Irons says that if carp can climb the ladder, the AI would be used to identify them as invasive species, allowing them to be separated while letting native species to pass through........

I-80 Highway Bridge Could Be Converted For Bison To Use........

The current Interstate 80 bridge spanning the Mississippi River near the Quad Cities and is slated for replacement over the next several years, and instead of tearing down the old structure, convert it into a buffalo preserve.

The idea to make the bridge a wildlife crossing came to Chad Pregracke, conservationist and founder of Living Lands & Waters, four years ago when he was crossing the aging span.

Now, Pregracke's unlikely vision is under serious consideration by the departments of transportation in Iowa and Illinois, who could break ground on the project in as little as five years.........

Boating Safety

A Few Tips On Safely Fueling Your Boat........

Already this season, responders have been called out to several boat fires at the Lake of the Ozarks, and fire officials are reminding boaters to make sure they know how to properly fuel a boat.

According to Mid-County Fire Chief Scott Frandsen says that boat fires are dangerous for boaters on-board, as well as people on the dock and nearby vessels.  A boat fire that gets out of control can spread quickly.

The Lake of the Ozarks Captain's Association advises boaters run their blowers for at least five minutes to remove any fuel fumes trapped in the bilge/engine compartment.  It is also advised to keep the engine hatch open while running the blower.  Do a sniff test to detect any fuel odor........

Tracy Lynn Martin

Mississippi River Speed Record Solo Female EXPEDITION UPDATE:

UPDATE:

Friday June 25th
EXPEDITION DAY 40

Miles paddled on this day - a disappointing 39 miles.
I left Dale Sanders home and put back on the water at Memphis Marina- (a HUGE thank you to Andy Anderson for allowing me to keep my boat overnight at the Yacht Club and Marina)
River Mile - 735
% of River completed- 69%
Total miles - per Race Owl - 1,594 miles paddled
****
Strong continuous southern headwinds made the day on the water miserable and exhausted... with gusts around 25 mph.
At one section of the river, the entire area was bubbling and churning with confused water and whirlpools ... I became concerned that I was heading for a slightly submerged wingdike ... but it stretched into the channel- as I entered this Turbulent water, it grabbed hold of my boat and my rudder control was useless. Water began bubbling over the sides of my boat and a whirlpool caught me and spun my entire boat, the force of it almost flipping me over. I quickly put my feet in the water for better stability and tried bracing with my paddle ... but the energy of the water was grabbing hold of my paddle and pulling it down, increasing my unbalanced precarious situation. I finally pulled my paddle out of the water and held onto the sides of my boat and allowed the water to take me where it wanted for several seconds before trying to brace again.
The whole experience lasted only 5 minutes- it it was an unsettling 5 minutes.
I’ve never experienced anything like that before, and began wishing that I was not out there alone.

I stopped for the day at Tunica Boat Ramp - Mississippi!
I paddled out of Tennessee and into Mississippi!
River Mile 699!

Low River Levels Keep Local Boaters Landlocked........

Texas boaters Rod and Pat Stalker brought their boat up the Mississippi River in order to spend the summer on the water, however, they were not expecting to spend their time hanging out at the dock.

Recent dry conditions has left the Mississippi River in the Dubuque, Iowa area at it's lowest level in more than 8 years, forcing the Stalkers to keep their 45 foot Carver yacht docked at the Dubuque Marina.

The Stalker's Carver required 3.5 feet of water to navigate safely, however, the waters linking the marina with the main channel was only  1.5 to 2 feet deep........

Towboat News

Ingram Christens First New Built Towboats In 40 Years.........

Earlier this month, members of the Ingram Marine Group family turned out to honor two long serving Ingram leaders and commission two new towboats into the company's fleet.

The two new towboats, the M/V Adrienne M. Moore and the M/V Tom Cornwell are the first in a 10 boat series that Main Iron Works is constructing for Ingram.  They are also Ingram's first new builds in nearly 40 years.

Orrin Ingram, Chairman of Ingram Barge Company and COE of Ingram Industries says that he has been working for the company since 1983, and the new boats are the first new construction towboats built since 1980........

Pipeline Closure Demonstrates Importance Of Barge Shipping........

A study has shown that during the recent shutdown of the Colonial Pipeline, cities located in mid and eastern Tennessee that have access to barged petroleum products were affected less than other cities.

The study was conducted by the Vanderbilt University as part of a broader study of resilience strategies for navigable portions and associated infrastructure of the Cumberland /Tennessee River couplet system.

The Colonial Pipeline transports gasoline, diesel and jet fuel from Houston, Texas to New Jersey, with branches going to major cities across the Southeast.  It was shut down in early May by a hacker group in a ransom ware attack........

Solo Female Speed Record Attempt

From the Headwaters to the Gulf

Tracy Lynn Martin

Mississippi River Speed Record Solo Female EXPEDITION UPDATE:

UPDATE:

Expedition Day 39
I will start today at the Ashport Boat Ramp - in Tennessee- River Mile 796
My goal is Memphis Tennessee- and meeting up with Dale Sanders!
****
Yesterday was a HUGE mental blow to me

Yesterday, I finally realized, that with the low water and slow current - that there won’t be any hundred mile days and 10 mph pace.
I had planned on doing the last 800 miles of this journey in 9 or 10 days.
Yesterday made me realize that’s not going to happen... and it broke my heart.
My daughter had a baby girl, and I so much want to go home and hold my new granddaughter.
My original plan had been to make it home before my granddaughter was born.
Yesterday made me realize I’m not doing this in 47 days.
I’m looking at 54 to 57 days. It will still give me the RECORD FOR THE FASTEST DECENT OF A SOLO FEMALE- but much slower than what I had wanted to accomplish.
Thank You EVERYONE for your positivity - it means a lot to me!

Missouri State Highway Patrol

News Release........

June 25, 2021
EMPHASIS: Drivers, Boaters Encouraged To Make Smart Decisions

Colonel Eric T. Olson, superintendent of the Missouri State Highway Patrol, wants to remind Missourians that thunderstorms are expected over the next several days which may lead to flooding in certain areas. Flooding, especially flash flooding, is dangerous and can be fatal. Drivers and boaters are encouraged to make smart decisions.

Drivers

Drivers are urged to avoid attempting to cross a flooded low water crossing simply because they were able to do so in the past. Don’t be tempted to drive into floodwater because it appears shallow. Looks are deceiving and the roadway may not be intact. Floodwater often washes out roads or compromises their structural integrity.

Did you know less than a foot of moving water is enough to push a vehicle? Cars will float when the force of the water is greater than the force of friction. Flash flooding brings sand and mud, which reduces the friction force of gravity holding the vehicle in place. Think about everything you could lose before trying to save a few minutes by not turning around.

Barricades closing a roadway are there to protect you. Drivers must respect barriers or barricades put in place by MoDOT — it is extremely dangerous and a violation of state law to drive around them. For information regarding road closures consult the Missouri Department of Transportation’s “MoDOT traveler” app or visit MoDOT’s road condition map at the Missouri State Highway Patrol’s website www.statepatrol.dps.mo.gov. (Select the “Road Conditions” box.) Road conditions can change often with flash floods or heavy rains. The map is updated regularly, but it is not possible to predict future road closings or water levels of specific rivers, lakes, or streams. Drivers are encouraged to check for updates often when planning their route and just prior to traveling.

Boaters

Flooding also affects safety on Missouri's waterways. The Patrol asks boaters across the state to take extra precautions when boating in flooded areas. Large amounts of rainfall cause rivers and lakes to become swollen. Many times, the right decision is to stay off the water. In areas where lakes or rivers spill over the banks, erosion and damage can occur to flooded structures, docks, or water laden levees by boat wakes. Boaters should avoid operating in these areas. If operation in these areas is necessary, boaters should operate at idle speed to avoid causing a wake.

Flooded rivers and streams with moving currents present some of the most dangerous situations a boater can encounter. Fast moving water can easily capsize or flip a boat—or personal watercraft—especially when combined with fixed objects such as trees and buildings. Boaters should avoid any operations in these swift flowing waters.

     River History....

June 25, 1906 In River History

U.S. Congress passes bill authorizing construction of a bridge spanning the Mississippi River at St. Louis. The bridge was initially called the "St. Louis Municipal Bridge" and known popularly as the "Free Bridge" due to the original lack of tolls. It had a road deck and a rail deck.

In 1942, the bridge was renamed for WWII General Douglas MacArthur and still has that name today.

The bridge was part of Route 66 from 1929 thru 1955.

Upper Mississippi River

Low Water Causing Shipping Issues.........

Drought conditions in the Upper Mississippi River Basin are causing low water levels along the Upper Mississippi River, which is in turn causing issues for barges trying to navigate that section of the river.

The low river levels are especially an issue near Wacouta, Minnesota, where the river shifts from being very narrow to being very wide.  Only one barge and a towboat are able to transit the region at a given time and heading in either direction.

Steve Tapp, U.S. Army Corps of Engineers St. Paul DIstrict Channels and Harbors Chief says that they have had more groundings in that area than they have seen in the past 10 to 15 years........

Words fail to express my frustration and utter dismay with this day!!
1) No Matter how hard I tried, I could not get my boat above 5 mph on a river that everyone said I should be flying through at this point.
2) I was sitting in Marv Kuziel truck, eating my sandwich, getting ready to load up my camping gear and head back out, when an insect flew in through his window and stung me on the side of my face next to my eye. It’s now starting to swell up just like my other eye did last week! 😡🤬🤬
3) After I was done yelling some choice words And trying to clean the side of my face with rubbing alcohol and grabbing the Benadryl...
I told Marv “I’m done for today- I’m not going out there camping and have my eye swell closed again like last week..
After pulling my boat to the truck - we start to load it and it weighs like ... 100 pounds.
Both Marv and I are like ... “what the hell!”
We open the hatch and it’s FULL of water... we turn it over to dump out the water and there is a hole in it! The hole goes all the way through the hull!!
I don’t remember hitting anything ... but it would explain why it felt like I was paddling with a load of bricks in my boat!
THANK YOU KJ (MM Zero) FOR THE REPAIR TAPE!!!

Nurse Fighting Chronic Pain Looking To Set Speed Record........

Traci Lynn Martin, a Kansas City nurse, is working to set a new speed record by paddling the length of the Mississippi RIver   She intends to complete her task within 45 days.  The last woman to take the challenge did so in 61 days.

Martin says that her message is to show people what is possible.  Her goal of paddling the length of the Mississippi RIver is about more than just setting a record, it is also about raising awareness for chronic pain.

Martin was diagnosed with scleroderma, an autoimmune disease. She adds that people diagnosed with autoimmune diseases and suffering with chronic pain typically stop living their lives........

Several Firms Working With Electric Propulsion........

There are several marine propulsion manufacturers working with electric power trains, meaning that 2021 could possibly be the year that electric propulsion hits the mainstream.

Back in May, Brunswick Corporation announced that their divisions, Mercury Marine Boston Whaler, Sea Ray and Lowe were all set to have five electric propulsion products and boats in four different segments.

In June, Seattle based Pure Watercraft began production on their own electric outboard.  Alex Morgan CEO of Vision Marine Technologies Inc. notes that they were the first to be listed as an electric boatbuilder on the Nasdaq........

Boat Manufacturer

Supreme Completed First Boat In New Facility.........

Supreme Boats recently completed the first boat to be built in their new 160,000 square foot production facility located in Valdosta, Georgia.  Back in February, the company had relocated from Merced, California .

Correct Craft and Supreme both made major investments outfitting the new manufacturing facility with new equipment, CNC machinery and a team of great leaders that will serve countless boaters in the years to come.

Supermen's production goal is to build two boats per day, with the expectation that will increase to three per day by the year's end.  With the high capacity manufacturing facility, Supreme intends to release an innovative series combined with a fresh look, brand and tag line........

Mississippi River Near Dorena, Missouri

The Dorena Hickman Ferry Has Resumed Service........

The Dorena-Hickman Ferry resumed service early Wednesday morning after being closed since Sunday, when a buildup of sand prevented the ferry from accessing the Missouri landing.

Captain Jeremy Newsom reports that a contractor with a long-reach excavator was able to clear out enough sand to allow the ferry to load and unload vehicles from the ferry's Missouri landing.

The contractor is still working to clear sand near the landing in order to prevent a repeat of this week's ferry closures.  The ferry is running on the regular summer schedule........

Mississippi River At Alton, Illinois

Alton's Latest Water Attraction Nearing Completion.........

Towards the end of March, Alton's former Mayor Brant Walker hosted a groundbreaking ceremony for a recirculating splash pad along the riverfront near the Liberty Bank Alton Amphitheater and the Alton Marina.

A few short months later, the Alton Splash Pad in Riverfrotn Park is nearing completion.  The splash pad design features a large frog, an eagle and a paddlewheeler steamboat reflecting a bit of Alton's history.

The splash pad is intended to provide water play amid nature themed elements that reflect Alton's connection to the Mississippi River.  The splash pad should be ready to use later this summer.........

Mississippi River At Quincy, Illinois

$4.8 Million in Federal Funds Requested For Riverfront Dock........

U.S. Representative Darrin LaHood, R-Peoria recently made a federal funding request in the  amount of $4.8 million that would help finance the construction of a cruise ship dock and an adjacent parking lot along the Quincy riverfront.

LaHood says that the Riverfront Master Plan would transform the Quincy Riverfront from a passive area used of walking, sightseeing and small gatherings into a dynamic community gathering place and a welcoming gateway to the city.

The Quincy Riverfront Master Plan considers the cruise ship port dock and parking lot to be a mid-term priority project with a two to four year implementation period.........

Double Towboat Christening .........

Earlier this month, a crowd of about 100 people braved the humid 90 degree temperatures to attend a long-delayed double towboat christening in Evansville, Illinois.

The attendees were the friends and families of the vessel's namesakes, Karl E. Johnson and Patricia Arbeiter, whom they were honoring at the Waterstreet Bar And Grill along the Kaskaskia riverfront.

The 325 mile long Kaskaskia River has become an important shipping artery for grain, fertilizer, steel and limestone.  The Kaskaskia RIver features 1 lock, where it joins the Mississippi River.........

SPRINGFIELD, Va., June 22, 2021-- Taking from one and giving to another has consequences. A bill introduced today by Sen. Jim Inhofe (R-OK) aims to right the wrongs of an April 2020 FCC decision to permit Ligado Networks LLC to use radio spectrum in a way that would cause interference with GPS, and force the company to pay for costs incurred by businesses and consumers to ensure continued GPS reliability.

Ligado’s slice of licensed “L-Band” radio spectrum, designated for space-based navigation and communications, is located near lower frequency bands used by hundreds of millions of GPS units in public safety, health, government, transportation, military, commerce, agriculture and more. Boat Owners Association of The United States (BoatUS) and other coalition members believe that, as the Ligado network is rolled out, instances of signal interference will increase. Beyond the issue of safety, failure of the GPS system could potentially cost the national economy approximately $1 billion a day or more, according to a study commissioned by the National Institute of Standards and Technology.

Passage of the “RETAIN GPS and Satellite Communications Act” would fix the issue of fairness of who should pay to ensure GPS remains reliable. While the 2020 FCC decision included language to ensure “Ligado shall expeditiously repair or replace any U.S. government GPS devices that experience or are likely to experience harmful interference from Ligado’s operations,” nongovernment users were left holding the bag. BoatUS also notes FCC’s decision didn’t provide an adequate description of the potential costs to federal agencies whose budgets are ultimately supported by American taxpayers.

The RETAIN (Recognizing and Ensuring Taxpayer Access to Infrastructure Necessary) act acknowledges the harm to GPS and satellite communications end users caused by the FCC decision and ensures the burden of costs to all users sits squarely where it belongs — on Ligado — and not on boat owners, aviators, farmers, weather forecasters, transportation companies and many other users.

Joining BoatUS in support of RETAIN are nearly 100 industry and public/private associations including the Air Line Pilots Association, Aircraft Owners and Pilots Association, International Air Transport Association, American Trucking Associations, American Farm Bureau Federation, National Weather Association, U.S. Geospatial Intelligence Foundation, National Defense Industrial Association and others.

“It is critical that recreational boaters have a reliable GPS system to safely navigate,” said BoatUS Manager of Government Affairs David Kennedy. “Ligado must be held accountable for any costs to maintain continued reliability of the GPS system for all users. We thank Senator Inhofe for working on behalf of recreational boat owners and many other users who rely on GPS every day.”

BoatUS urges boaters and anyone who relies on GPS to ensure their state’s senators sign on to the RETAIN legislation as cosponsors. Easily send a message by clicking here

The Picture of YesterYears on this day in 2017 ....was sent to us by Claudia Burris who hails out of Hoppies Marina in Kimmswick, Mo

Hi Bill!

Look who I met at Hoppies! Rob Boteler and Graham Wilson came down because they had heard so much about Hoppies on riverbills.com. "We had to come down and see Hoppies because we see photos from Claudia on Riverbills every other day!" That's the comment I heard as they pulled up to the marina!

Wilson introduced Boteler (pronounced BOAT-LER) to boating many years ago when they were next door neighbors in St. Charles. "He's gone over to the dark side now, from sail boating to motor boating," says Wilson, who currently lives in Lexington, Kentucky. Wilson came up for a cruise with Boteler, who keeps "Yesterday's Dream" at the Yacht Club, run by harbor master Andy Alexander.

Their four-day trip included stops at the Alton Marina, The Blue Owl in Kimmswick, the Grafton Oyster Bar, and Hardin, Illinois. Boteler says his boat is a Bayliner 2859. "It's 28 feet long and I have no idea what the 59 stands for," jokes Boteler. The two boaters were pretty excited about being featured on your web site!

See you on the river!

Solo Female Speed Record Attempt

Mississippi River Speed Record Solo Female EXPEDITION UPDATE:

UPDATE:

MONDAY, JUNE 21
I woke up this morning with my hands throbbing with shooting pain and swollen so badly I couldn’t close them. I took an 800 mg ibuprofen and checked the weather.
It’s a windy cloudy stormy day!
Dark blackish clouds filled the sky.
The wind was suppose to calm down around 7 am - but it’s still blowing like hell out there!
There is huge whitecaps on the river!
My app Windy is now saying it’s blowing at 15 to 19 mph sustained winds with gusts up to 28 to 33 mph.
Marv thinks this is the tail end of the tropical storm that hit New Orleans last week.
According to my app Wendy ... It’s looking like Tuesday Wednesday and Thursday is calmer.
If I felt 100% - I would have be out there battling the wind.
If it was a calm day - I would have sucked up the pain of my hands and go out and do my best.
As it was - I was sitting on the riverbank - frustrated and upset. Marv was trying to calm my frustration with words of encouragement...
Then, SUDDENLY- it felt like a tornado was ripping through the area and the sky darkened and it began pouring rain with lightning and thunder...
Marv and I are both grateful I’m not out there!!
It would be dangerous and possibly life threatening if I was on the River right now ...
Thank You God for my swollen hands and pain this morning... otherwise... I would be out there right now.

Water Safety

Officials Issue Warning Following String Of Drownings,,,,,,,,

This year, 11 people have drowned in the St. Louis region, with 9 of those drownings happening within the past two months.  First responders are calling on the public to heed their warnings.

On Monday, first responders representing 20 different agencies held a meeting in response to the number of drownings that have occurred this year.  Last year, there were 12 drownings in total.

The main issue is the Meramec River, Big River, and Creve Coeur Lake.  First responders say that waterways look calm on the surface, but looks can be deceiving.  The murky waters and dangerous undercurrents are claiming the lives of even veteran swimmers........

Missouri State Highway Patrol

News Release

June 21, 2021
EMPHASIS: Patrol: Plan A Safe July Fourth Weekend!

The July Fourth weekend is a great opportunity to enjoy one of Missouri’s national parks, recreational opportunities, lakes and rivers, or a backyard barbecue. Colonel Eric T. Olson, superintendent of the Missouri State Highway Patrol, reminds Missouri’s travelers to make smart choices for a safe July Fourth holiday. Safety should be at the top of the list when planning how you’ll celebrate our nation’s freedoms. No matter how you decide to spend the long weekend, your smartest choice is to follow all Missouri traffic and boating laws.

During the 2020 counting period, 15 people were killed and 671 injured in Missouri over the holiday in 1,356 traffic crashes. Over the 2020 July Fourth holiday, troopers arrested 145 people for driving while intoxicated. In 2020, there were 14 boating crashes, which included seven injuries and zero fatalities. Two people drowned during last year's July Fourth holiday. Troopers made six boating while intoxicated arrests over last year’s July Fourth holiday weekend.

The 2021 counting period for the July Fourth holiday will be from 6 p.m., Friday, July 2, to 11:59 p.m., Monday, July 5, 2020.

The Highway Patrol will be participating in Operation C.A.R.E. (Crash Awareness & Reduction Effort) and Operation Dry Water over the July Fourth holiday weekend. Operation Dry Water specifically targets impaired vessel operators. All available troopers will be patrolling Missouri roadways and waterways to enforce traffic and boating laws, and offering assistance as needed.

Missouri’s boaters are asked to do their part by remaining alert for other boats and swimmers, and being courteous on the water. With more boats on the water, it is even more important to pay attention when operating your vessel. Never operate a vessel if you’ve consumed alcohol. Boaters need to be aware that it is illegal to discharge fireworks from a vessel. Leave all fireworks in a safe place on shore. Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

Anyone needing assistance or who witnesses criminal activity while traveling on Missouri’s roadways or waterways can contact the nearest Highway Patrol troop headquarters by calling the Patrol Emergency Report Line at 1-800-525-5555 or *55 on a cellular phone. Motorists may call 1-888-275-6636 to check for road construction along their travel route.

Too many people die in traffic crashes each year in Missouri. The choices you make when you’re behind the wheel matter. Make good choices, so you’ll never have to say, “If I could just go back …

Mississippi River At Thebes, Illinois

Possible Ancient Skull Discovered On Thebes Island........

Artifact collector Michael Briggs of Cape Girardeau, Missouri was searching for arrowheads on Thebes Island in the Mississippi River, when he found a skull.  He said that he reached down to pick up what he thought was a rock, and it was a human skull.  He added the find took him by surprise.

The next morning, Bragg called the Illinois State Police in order to arrange to turn the skull over to them.  He agreed to meet the officers back in Thebes, where they began to question him.  Bragg felt as if he were a murder suspect, so he cut the questioning off and made a statement.

When the Police found out that the skull did not belong to a homicide victim, Bragg felt the skull should have been returned to him.  The authorities said that the artifact went to a museum, and would not tell Bragg which one.  He is trying to get the skull back........

Congress Moving To Reauthorize Sport Fish Restoration & Boating Trust Fund........

As part of the recent National Fishing and Boating Week, a bipartisan group of senators and representatives introduced the Sport Fish Restoration and Recreational Boating Act of 2021, which reauthorizes the $742 million Sport Fish Restoration and Boating Trust Fund.

The reauthorization of the Trust Fund is a top priority of the recreational boating community, and the legislation's introduction drew praise from the National Marine Manufacturers Association, who headed up the efforts.

The trust fund finances fishery restoration and conservation efforts, boating access and infrastructure, in addition to fish stocking programs crucial to recreational anglers across the nation.........

Mississippi River Speed Record Solo Female EXPEDITION UPDATE:

UPDATE:

SUNDAY, JUNE 20
I spent the day following Traci Lynn Martin down the River. She left Hickman, KY and was wanting to stop for the night at Tiptonville, TN which would have resulted in over a 50 mile paddle. But, she fought wind gusts and they got stronger the longer she paddled. She and Marv decided it was in her best interest to pull out early today and go back to the landing in the morning and continue her trip around the Bend and down the river. It was either that or paddle into the night.... 🙂

River Reading

Holding Back The River:  The Struggle Against Nature on America's Waterways

Journalist Tyler J. Kelley discusses three rivers in his book Holding Back the River:  The Struggle Against Nature On America's Waterways, the Mississippi, Missouri and Ohio Rivers.

While Kelley sides with environmentalists vs. the U.S. Army Corps of Engineers, he does recognize the value of controlled and navigable rivers.  Kelley says that trucks and trains would like to take a larger share of goods shipped by river, however, there would not be enough room on the highways or railways to make up the difference if river shipping stopped altogether.

Kelley feels that controlling rivers with dams and levees has been unbalanced and shortsighted.  He states that given an entire floodplain to roam, it would barely rise a foot a day.  The fury doesn't come naturally from the river, but when it breaks free from the man-made structures confining it, it becomes destructive........

Mississippi River At Dorena, Missouri

The Dorena-Hickman Ferry Is Closed Until Further Notice........

THe Dorena-Hickman Ferry has shut down operations until further notice.  The ferry closed at around noon on Sunday, June 20 because of sand accumulation blocking off access to the Missouri landing.

Sediment has filled in along the shoreline preventing the ferry from loading and unloading vehicles.  Captain Jeremy Newsome is hopeful that a contractor with a long reach track hoe able to remove the sediment can accomplish the job within a few days.

The Dorena-Hickman Ferry will pass on word when the ferry is able to resume operations.  The ferry links KY 1354 at Hickman, Kentucky with Missouri Route A and Route 77 near Dorena, Missouri........

Angler Found Dead ........

Earlier this week, a fisherman was found dead along the Osage River approximately 30 miles downstream from the Bagnell Dam.  The Miller County Sheriff's Office reports receiving a call about a missing fisherman from the Osage-Tavern State Wildlife Area.

Miller County Deputies arrived on scene and discovered fishing gear along the bank of the Osage River and a vehicle believed to be owned by the missing person.

Fireworks Shows Thursday Nights

Pool 26 of the Mississippi River at Alton and Grafton

Some Highlights:

Thursday night from June 3 to Sept. 9 with the exception of Thursday, July 1.

The dazzling light show in Alton will launch from the parking lot at Landmarks and Henry Streets on the city’s riverfront. The Grafton show will launch from Grafton Lighthouse Park.

The Grafton Ferry has added Thursday to its schedule to help encourage people to enjoy the Grafton fireworks. A farmers market will take place in Grafton on Thursdays and the Grafton Music in the Park concert series also takes place Thursday evenings. Both of those events precede the fireworks shows

We have ordered our steel (for the) building and they are in the process of making it. They said it usually takes about 3 months to have it built and delivered. Let’s pray everything goes smoothly and there are no setbacks

Hi Bill!
We have the foundation built!!! Unfortunately, since lumber prices are so high right now we are putting a hold on the build. Hoping all of this ends soon so we can get back to it.

Foundation work started

"The plan is to keep it in the same location, maybe a little closer to the river and up about 7 ft higher. The building will be just a little smaller with a bigger deck."
