Logging Two Branch island

Yesteryear's Picture of this Day in  2006-----   was of a logging company barging cut timber across the main channel of the Mississippi from Two Branch Island to the Missouri side of the river where they are stacked on the bank,  loaded on trucks and hauled away.

The tow in the picture came to an almost complete stop as it waited for the logging barge and tug to cross the channel and get to it's destination just below Two Branch Marina..  Then the tow just seemed to float past ....as not to make any waves for the loggers.

Barge Traffic On The Mississippi River Shut Down By Silt........

Friday marked the second day that barge traffic on the Mississippi River near St. Louis was not moving in either direction.  Barges are lining up as dredging crews are rushing to clear away sediment that is pinching the shipping channel.  Several factors have contributed to the silt buildup, including strong cross currents and the massive influx of sediment-rich floodwaters from the Missouri River.  There are no estimates on how long the dredging will take........

Amren To Unveil Lake Plan Next Year........

On Friday, Amren Missouri announced that early next year, they will be submitting a proposal that will take care of the issues with homes and other structures built along the Lake.  In 2008, Amren filed a required shoreline management plan with the Federal Energy Regulatory Commission, mentioning that many structures had been built within the boundaries of the hydroelectric project.  In July, FERC ordered that structures within the project may be required to be removed.  A week ago, FERC directed Amren to draw up another boundary proposal and submit it by June of 2012........

Hello RiverBill

I'm sending you two photos, one of Mark and Sue Cutler ( Cuttys Ark, which hails out of Lake Center Marina ), and Judy. The second photo of Sue Cutler, Judy and myself . Both photos are sporting RiverBills Shorts. The reason for two photos is because we could not find another person on the six mile long beach to take one photo of all four of us.
We were on the island of Cayo Costa, north of Captiva Island.

A wonderful, warm, sunny afternoon, good friends, cold beer and wine with Cuban sandwiches, could not have been better.

Senators To Corps: Spend On Floods, Not Wildlife........

Congress' dismay with the U.S. Army Corps of Engineers has shifted from grumblings about the operation of the Missouri River to how the Corps spends money.  Amendments have been drafted by Missouri's senators that aim to pull funding from the Corps' river recovery program and shift it to a expansive energy and water bill currently under consideration.  Senator Roy Blunt has proposed to cut $50 million from fish and wildlife recovery efforts, and channel those funds into flood recovery efforts........

Bridge Builders Break Out Big Crane........

A new worker recently arrived on the site of the New Mississippi River Bridge Project, a barge based, 900 ton, nearly 400 foot tall Manitowoc 7000 "ringer crane". The crane is actually mounted to a ring that allows the crane to maneuver to either side of the barge.  The crane was brought in to erect the support towers for the bridge.  After the towers reach 300 feet high, workers will add another 75 feet of boom to complete the towers........

News Release From BoatUS

The Low-Down on Ultra-Sulfur Diesel Boat Fuel
Anything to Worry About?

ALEXANDRIA, Va., November 17, 2011 – As a way to reduce particulate matter, ultra-low-sulfur diesel (ULSD), with only 15 ppm or less of sulfur, was mandated for use in most vehicles, boats and machinery as of December 2010. As a practical matter, however, ULSD has been around since late 2006 when 2007 model year vehicles with more advanced emissions control devices began requiring its use in cars. And since most fuel refiners don’t have the capacity to offer more than one type of diesel, it’s also been sold at marinas ever since.

During that time, the BoatUS Damage Avoidance Program has kept a close look out for any potential problems with the newer, environmentally-friendly fuel. Recently, the boat owner association’s Damage Avoidance Program publication, Seaworthy, The BoatUS Marine Insurance and Damage Avoidance Report, investigated the issue and has these findings to share:

Lubricity: In diesel engines, having enough “lubricity” in the fuel is critical – without it, the engine would grind itself to a premature death. A lot of publicity has been given to ULSD because the process of removing sulfur from diesel fuel also removes much of the fuel’s lubricity. Contrary to what some have said, however, lubricity is not a problem with ULSD. Minimum lubricity is a requirement of the ASTM-D975 diesel fuel standard and oil companies typically use a synthetic additive to return fuel to its pre-ULSD lubricity levels.

Cetane:All diesel fuel must have a cetane rating of at least 40. Most regular diesel fuel has a cetane rating of 43 to 45, which should be fine for most boat engines. The good news is that the cetane numbers remained the same with ULSD.

Gaskets: When the transition was made to low-sulfur diesel (LSD) in 1993, there were problems with leaking gaskets. Newer gaskets that resist leaking were developed, but there were some fears that the gaskets might not stand up to ULSD. After talking to numerous marina owners and engine manufacturers, leaking gaskets don’t appear to be a problem.

Water and “Bugs”:Microbial growth — bugs — need water to grow and have always been a concern with diesel fuel. ULSD holds less water than older, higher-sulfur fuels, which means that any water entering the tank is less likely to be absorbed and instead more likely to become a breeding ground for bugs. Biocides (and cold weather) kill the bugs but their tiny little carcasses pile up in funereal goo at the bottom of the tank. Tanks may need to be cleaned more often to prevent clogged filters and corrosion. The best defense is to keep tanks as full as possible (especially over winter storage) and keep a routine eye on the water separator.

     Lawsuit Blames Manufacturer For Accident........

Currently, a Nevada court is hearing Robin Listman vs. Ourboard Marine Corp., where Listman is suing for injuries received in a propeller accident.  In August 2001, Listman was aboard a 1995 Four Winns 19 foot boat, when a floating toy blew into the water.  The vessel's operator attempted to help retrieve the toy by easing the boat to the toy.  Listman fell from the swim platform, and the operator placed the boat into reverse, and the prop severely injured the woman.  The suit had reached summary judgment in favor of OMC, but that was vacated a year later, allowing the case to go to trial........

Bill Proposed To Ban Corps Land Offers During Floods........

Amid this summer's flooding along the Missouri River, some farmers in Missouri and Iowa received letters from the U.S. Army Corps of Engineers offering to purchase their land.  Tuesday, U.S. Senator Claire McCaskill introduced an amendment that would bar the Corps from sending out these letters during flood events.  McCaskill stated that the letters were inappropriate and rude.  The Corps had previously asserted that the land offers had to do with habitat restoration, as opposed to flooding........

River History....

November 17, 2008 in River History

The US Coast Guard hearing on the cause of the July 23, 2008 accident that spilled 280,000 gallons of oil into the Mississippi River in New Orleans concluded.

Neither the captain of the pushboat Mel Oliver nor the executives of the towing company testified. The captain filed a statement, refusing to testify, and four officers of the company that operated the Mel Oliver submitted statements declining to be interviewed.

The Mel Oliver was pushing a barge loaded with fuel oil when it suddenly changed course and veered into the path of the ship Tintomara.

The captain of the Mel Oliver was not on board. He had left the pushboat several days earlier to drive to Illinois for personal reasons. The Apprentice Mate testified that the two had an arrangement where they would cover for each other when one wanted time away from the pushboat.

Looking for info on a Missouri River Trip.......

Hello RiverBills,

We met at the Aquapoloza, and I'm interested in finding someone that is knowledgeable about making a trip up the Missouri River. In the past I've made the trip from the Mississippi up the Missouri to the Hwy 67 bridge. My dream is to make it up to Washington or Herman. Do you know or do you know of someone that is experienced with a trip up the Missouri?

Thanks,

  Missouri Waterfowl Hunters

MDC working to prevent Quick Draw errors

JEFFERSON CITYThe Missouri Department of Conservation (MDC) is taking action to ensure against the recurrence of an error that affected the Quick Draw (QD) waterfowl drawing system at one area for one day.

The error occurred on Nov. 10, when MDC technicians were editing the QD system to increase the number of hunting spots available at Grand Pass Conservation Area (CA). Heavy rainfall had increased the amount of flooded acreage there, allowing the area to accommodate five additional hunting parties. When updating the system, a technician inadvertently deleted more than 900 applications that had been submitted up to that time. The deletions occurred a little more than an hour before the end of the application period at 3 p.m.

As a result, the only applicants who were included in the drawing for Nov. 16 at Grand Pass were hunters who applied after the update.

MDC became aware of the problem on Nov. 14, after a hunter checked to see if he had drawn a reservation for Nov. 15, 16 or 17. The QD system showed he was not drawn for Nov. 15 or 17, but it did not show any record of his application for Nov. 16. He contacted MDC to find out why. MDC personnel immediately tracked down the cause of the problem.

MDC Wildlife Programs Supervisor Shawn Gruber said the agency will send e-mail or text messages to the affected hunters apologizing for the error and promising action to ensure the problem is not repeated.

Corps Scrambling To Complete Levee Repairs........

Back in May, the U.S. Army Corps of Engineers used dynamite to blast three holes in the Birds Point Levee to relieve pressure from the Mississippi River to protect nearby Cairo, Illinois.  Now, the Corps are trying to get the levee repairs finished before cold weather sets in.  The Corps has set a goal of 55 feet before the spring rains arrive, but if the weather cooperates, they can reach that height by the middle of December........

 Lake Of The Ozarks

Where Will The Project Boundaries End Up?

Monday, Phillip Moeller, a FERC commissioner, stated that the regulated property surrounding the Lake of the Ozarks could shrink to as little as 1,000 acres from the present boundary of 32,000 acres.  FERC officials added that decreasing the project boundaries would exclude non-conforming structures, without removing buildings.  Amren would be responsible for defining these new boundaries.  The boundary redefinition is part of the process Amren has to complete in order to relicense the hydropower project........

  Waterfowl Migrations

Next Wave Of Migration Coming Soon........

Along the Illinois River Valley, duck migrations are moving ahead of schedule for the earlier migrants like teal and pintail, but a bit behind the curve for mallards, who tend to migrate later.  Migrants appearing along the Mississippi River Valley are increasing, after a slow start.  So far many mallards are staying to the north.  The weather forecast for this week are indicating that another migration surge is likely.........

    Lakefront Property Saga Continues........

Last Thursday, the Federal Energy Regulatory Commission issued an order to AmrenU.E., giving the utility until June to redraw the boundaries of their project, reducing the number of structures in the buffer zone above the water line.  Last month, both of Missouri's senators proposed legislation to keep FERC from ordering the removal of any homes.  Unfortunately, neither FERC's order or the Senate bill clarify if residents own the property their homes sit on........

Lake Of The Ozarks

Lakefront Property Owners Clamber For Help........

During a conference call on Friday, Lake of the Ozarks homeowners beseeched federal authorities and elected officials for assistance in fighting for their property rights.  However, the entity at the center of the property dispute, AmrenU.E. was not involved with the conference call.  Issues began when AmrenU.E. filed a new shoreline management plan, showing over 1,200 homes had been built in the utility company's buffer zone........

Yesteryear's Picture of this Day in  2010.........

Dear River Bill,

My friend and I were out for an end of season ride on the river on Sunday. We were up on the deck at Grafton’s Landing having cocktails and snacks when low and behold, we looked down and saw to our amazement, Asian tourists jumping in our boat and taking pictures of themselves! We shouted at them, but they just smiled and continued to take turns pretending to be driving while holding up our bottles of beer, all while taking more pictures! I always knew to be on the lookout for the Jumping Asian Carp, but now we have to watch out for the Jumping Asian Tourists as well!

Asian Carp Update

Big River Fish Will Start Shipping More Carp........

Pearl, Illinois fishery, Big River Fish Corp. recently closed on property in Griggsville, Illinois that will allow the company to add another 10,000 square feet of workspace.  The company has an agreement to ship 30 million pounds of Asian carp to China, but to date, has only shipped a limited quantity of fish, due to lack of facilities needed to handle this amount of fish.  As early as December, shipping could increase from one 44,000 pound container per month, to at least one per week........

18th Century Log Fort Remains Found Near Fort de Chartres........

Recently, archaeologists began excavating the buried remains of the only 18th century frontier log fort in Illinois that hasn't been destroyed by modern construction or washed away by flood waters.  This excavation is the fourth fort in the area known as Fort de Chartres.  Two of the others are made of wood and were constructed in 1721 and 1725.  The fourth was built of stone in 1754, and was fully restored in the '40s as part of a WPA project........

Tuesday’s catfish stocking was delayed a year because a private hatchery in Tennessee that supplied fish for stocking was unable to deliver the 7,000 baby Blue Catfish in 2010. The contract was carried over to 2011.

Tuesday's stocking was the second at Lake Springfield of this fall, they stocked 8,000 small blue catfish earlier.

The Central Minnesota city of Rice is the latest to lend it's support to the Mississippi River Trail.  The trail is a paved recreational trail running along the Mississippi River from it's headwaters at Lake Itaska to the Gulf of Mexico.  However, the approval does not guarantee funding for the project.  The city's approval merely acknowledges the importance of a trail that relies on existing paved recreational trails, low volume paved roads and highway shoulders........

Thanks,

  Illinois River Near Pekin, Illinois

30 Years Ago, Bridgeworker Fell 70 Feet, Survived........

Back in 1981, American Bridge Co., a division of U.S. Steel, was building a new bridge to carry Illinois Route 9 over the Illinois River at Pekin to replace the existing lift span bridge.  On November 17, 1981, an ironworker named Roger Williams fell some 70 feet from the bridge to the river below, and survived.  A ladder Williams had been climbing shifted, throwing him into the water.  Williams may not have broken any bones, but he has had chronic back issues even since.  Williams states he is just happy to be alive........

Bill,

I propose you hold a boat xmas decoration theme contest.

Hopefully with all the hits you get from all over the world you will get some really good x-mas pics. Then viewers vote and weekly or whatever someone gets a RiverBills T-shirt or whatever prize. You know, of people who put x-mas lights on their boat or whatever.

I have an example attached from last year. It was a weak attempt by me on the decoration.

Blue Catfish Finally Stocked Into Lake Springfield........

After a year of waiting, 7,000, six inch blue catfish were released into Illinois' Lake Springfield on Tuesday.  The release efforts had been delayed because the supplier was not able to fulfill their contract for 7,000 catfish in 2010, so the order was held over for 2011.  Over the past five years, fishermen have transplanted breeding age catfish from the Mississippi River into the lake, and now those have been supplemented with two stockings of a total of 15,000 fish........

Missouri River Management

Corps Is Changing Their Management Policies.........

Amid criticism, the U.S. Army Corps of Engineers recently announced that they will be changing their management plans for the Missouri River.  The Corps will take a three phased approach to Missouri River Management to help out with flooding.  First, the Corps will be more flexible in their assessment of how much water to release from reservoirs in the fall and early winter.  Second, the Corps will be more aggressive in their late winter and early spring releases.  Lastly, the Corps will be more communicative with interests downstream, so they know how much water is coming........

Honoring All Who Served

MESSAGE FROM THE SECRETARY OF VETERANS AFFAIRS

VETERANS DAY 2011

Tomorrow, at the 11th hour, on the 11th day, of the 11th month of 2011, we will pause to honor America’s Veterans and celebrate their contributions to our way of life. Few have given more to our Nation than the men and women who have served in our Armed Forces in peace and in war.

Generation after generation—from Bunker Hill and Bennington to Baghdad and Abbottabad—protected, defended, and preserved the principles and ideals that define our democracy. Across that remarkable sweep of history, today’s America was shaped at Lexington and Concord, Antietam and Gettysburg, in the skies over Midway, on the beaches of Normandy, in winter’s grip at Chosin Reservoir, in the heat of Ia Drang Valley, from the Persian Gulf into Afghanistan and Iraq by those who wore our Nation’s uniforms. Over twenty-two million living Veterans today embody our exceptional character and values as a people—each a line in our Nation’s history, but together many chapters towards today’s future.

The Department of Veterans Affairs fulfills its obligation to serve Veterans, their families, and survivors of the fallen by living a set of core values defining who we are as an organization: Integrity, Commitment, Advocacy, Respect, and Excellence—I CARE. Veterans trust that we will live these values, every day, in our medical facilities, our benefits offices, and our national cemeteries. And VA is committed to serving them. We are privileged to provide the very best in compassionate and quality care and services, delivered by our more than 300,000 employees.

As we honor and celebrate the contributions of all of our Nation’s Veterans, we take special pride in those Veterans who work here at VA—over 100,000 of us—bringing to our mission the skills, knowledge, attributes, experiences, and unwavering commitment to the well-being of our fellow Veterans. Take a moment and visit VA’s Flicker site to see our photographs and snapshots from earlier times in uniform. You can access those photos today at: http://www.flickr.com/photos/VeteransAffairs/sets/72157627830104759/

I am privileged to join all my VA colleagues in saluting the service and honoring the sacrifices of the special men and women who walk the halls of our hospitals and clinics, offices and Vet Centers each day. God bless our Veterans. And may God continue to bless this wonderful country of ours.

More Pictures of the Day ... are from Claudia Burris who hails out of Hoppies Marina in Kimmswick, Mo....

Hi Bill,

Well, boat captain and cowboy from Ponca City, Oklahoma, Jay Laymon, has made it to Huntsville, Alabama, where he has his houseboat at beautiful Ditto Landing.

Jay is the fellow who bought his boat in St. Paul, Minnesota, and took it down the Mississippi, past Hoppies, where I met him, down to Pebble Isle Marina in New Johnsonville, Tennessee, and now in Huntsville, where he will spend the winter. It's a real pretty place and the people are nice.

Oh, and did I mention, the fishing is real good there, too.

See you on the river!

Second picture.....It appears that the gate under the crane has been removed and next gate to the right looks like it has been lowered down into the river.

Bottom picture...... is of the work equipment located up against the lower side of the dam and lock wall on the Missouri side of the river. The new or repaired roller gate can bee seen setting on the barge located between the two cranes. It is on the far side of the white canopy.  The yellow crane on the right is reported to be the largest on the river.

Nautical Oddities In Hannibal, Missouri

Navy Veteran Restoring WW II "Duck"........

U.S. Navy veteran and crew member of the LST 325, Larry Godert of Hannibal, Missouri has undertaken a unique restoration project:  a WW II DUKW.  More affectionately known as a "duck", it is a six wheel drive amphibious vehicle that was built by the General Motors Corporation assembly line in 1945.  There is no real time table for the completion of the restoration, but to commemorate the 70th anniversary of D-Day in 2014, LST 325 is slated to head for France, and Godert would like the DUKW to go too........

    US Army Corps of Engineers

    News Release

Army Corps of Engineers waives day-use fees
for troops, veterans on Veterans Day

ST. LOUIS – The U.S. Army Corps of Engineers announced it will waive day-use fees for veterans, active and reserve component service members, and their families at the more than 2,400 Corps-operated recreation areas nationwide on Veterans Day, Nov. 11. The fee waiver includes the St. Louis District’s five multi-purpose reservoirs in Illinois and Missouri: Carlyle Lake, Rend Lake, Lake Shelbyville, Wappapello Lake and Mark Twain Lake, and all Corps of Engineers day-use areas nation-wide where visitors would normally be charged a fee.

"This Veterans Day we will honor our veterans, active and reserve service members, and their families with an invitation to visit one of the thousands of Corps recreation sites nationwide, free of charge. As an active participant of the administration's America's Great Outdoors initiative, we hope that you will join us," said Jo-Ellen Darcy, Assistant Secretary of the Army for Civil Works.

The day-use fee waiver requires only verbal confirmation of service. This waiver covers boat launch ramp and swim beach fees. The waiver does not apply to camping and camping-related services, or fees for specialized facilities such as group picnic shelters. Other agencies that manage recreation areas on Corps lands are encouraged, but not required, to offer the Veterans Day waiver of fees in the areas that they manage.

"We began this initiative in 2006 to support and honor the men and women who have served our nation and the armed forces, and to encourage them and their families to visit and enjoy one of our many recreation sites,” said Mike Ensch, Chief of Operations for the U.S. Army Corps of Engineers.

With more than 370 million visits annually to 422 lake and river projects, the Corps is the largest federal provider of outdoor and water-based recreation in the nation. The more than 2,400 Corps-operated recreation areas nationwide provide a diverse range of outdoor activities to people of all ages, and the Corps estimates that 90 percent of its recreation projects are within 50 miles of metropolitan areas. To discover the St. Louis District Corps recreation site nearest you, please visit: http://www.mvs.usace.army.mil/Recreation/ or for Corps-wide visit: http://corpslakes.usace.army.mil/visitors/visitors.cfm

Lake Of The Ozarks

    Feds Say Homes Can Stay........

Thursday, property owners at the Lake of the Ozarks are able to breathe a sigh of relief, as the Federal Energy Regulatory Commission stated that they have not required the removal of any shoreline structures that the owners have the proper deeds, permits and easements.  FERC staffers added that the order announced on July 26th had been misinterpreted to mean that all privately owned structures within the bounds of the Osage project must be removed........

Upper Missouri River

Runoff From The Missouri River Still High........

Up river from Sioux City, Iowa, abnormally high runoff into the Missouri River continued through October, as the U.S. Army Corps of Engineers continued their annual reservoir level drawdown.  The drawdown is to make room for the snowpack and rainfall runoff coming next spring.  October runoff was about 1.6 million acre-feet of water, which is about 124% of normal.  This year, the Corps expects runoff numbers to be about two and a half times normal at 60.8 million acre-feet.  The prior runoff record was set in 1997 at 49 million acre-feet........

Thanks,

News Release From BoatUS

Three Things BoatUS Angler Prizewinner Rick Clark
Learned While Fishing With Mark Zona

TRAVERSE CITY, Mich. November 10, 2011 – Largemouth bass angler Rick Clark of Crystal River, Florida, recently went on the fishing trip of a lifetime to Northern Michigan, guided by none other than BoatUS Angler member and outsized television fishing show personality Mark Zona. Clark’s girlfriend, Layne Lowrey, also of Crystal River, won the fishing trip in a contest for members of BoatUS Angler, and gifted the prize to Rick, proclaiming herself the “best girlfriend ever”.

Of course Rick agreed (as would any wise angler), and while fishing with the “Awesome Fishing Show” host in the backwoods near Traverse City, Michigan, Clark said he learned three important things:

1. Unlike his own home waters of Florida, Clark was amazed at the beauty and clarity of the Northern Michigan waters, which Zona affectionately calls “smallmouth holy land.” Said Clark, “At home (in Florida), we cast anywhere you think they may be hiding. In Michigan, you put it right in front of them and hope they don’t spot you first. Mark popped the lure right in front of them every time.” This confirms that Zona, a former competitive bass angler, certainly hasn’t lost his touch while ascending to the television broadcast booth (Zona hosts his own “Awesome Fishing Show” and is also co-host of the highly popular, annually televised Bassmaster Elite Series).

2. Mark Zona has never eaten an egg in his life. Or, at least an egg he can see, says Clark. Just how did Clark find out this meaningless tidbit if information? “I noticed he didn’t have anything for breakfast,” said Clark. “When I asked him if he was going to eat, he looked at me and said with a straight face, “I’ve never eaten an egg in my life.” Clark said Zona later ate two bananas after catching a few giant smallmouth “fence pandas,” as Zona calls them.

3. What most impressed him was Zona’s ability to find the myriad lakes. “He knows all kinds of places,” said Clark. “You’re driving along through the woods thinking you’re lost, and then suddenly, he’s pulling up to a ramp at another beautiful lake. I have never been to Michigan and was greatly impressed. I want to go back soon.” When asked about Zona’s boat ramp technique with his new Nitro boatClark said, “I give him an A- as he did forget to unhook the bow winch once or twice.”

To view a video of Zona with the newly-nicknamed “Florida Terminator” Clark, or to learn more about BoatUS Angler, a membership program that offers both on-the-water and on-the-road towing assistance, fishing boat insurance and other benefits for boat-owning anglers, go to www.BoatUSAngler.com.

BoatUS Angler members will have another chance to win an Awesome Fishing Trip with Zona in 2012. Contest updates will be posted on www.BoatUSAngler.com.
