Hey Bill!

The Mississippi Valley Chapter of the Antique & Classic Boat Society (ACBS) had our annual Fall Cruise on Saturday, Oct 22nd. We had a total of 7 boats with vintages covering the 50's & 60's head up the IL river for some fall color sight seeing. Including passengers & crews, we had over 40 folks along for the ride. What a beautiful day on the river we had!

Here are pics of the bluff at MM 13 from yesterday and the same shot 3 weeks ago and a few shots of the boats. We truly are blessed to be able to see such beauty while enjoying our passion for classic boats!

Boating Safety

AZ Sees Highest Number Of Boating Fatalities In 5 Years........

So far this year, the boating deaths in Arizona are the highest they have been in five years.  To date, 10 boating deaths have occurred, including six drownings.  In three of those incidents, the victim was not wearing a lifejacket.  In four of the incidents, the victims were using paddle powered vessels.  Authorities attribute several factors for the increase in fatalities, including the increase in the use of paddle powered vessels, and a decrease in law enforcement patrols........

Public Notices Open For Comment

Posted on the US Army Corps Of Engineers Website.....

  1. P-2814:Project Description: The City of Louisiana, Missouri seeks authorization under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act to construct a rock wind dike creating a small harbor which will contain floating dock structures along the right descending bank of the Mississippi River at mile 282.7. The wind dike will start at the right bank of the river and extend out seventy-five feet, slightly angling downstream. The dike will then turn and extend another one-hundred feet downstream, paralleling the river bank. The applicant will use A-stone rip rap with a top size of five-thousand pounds. Once the wind dike is constructed a floating metal boat dock structure with wood decking will be constructed inside the wind dike harbor. The dock structures will be secured by spud poles so they may rise and fall with fluctuating river levels. Additionally, a ramp will be placed from the adjacent parking lot owned by the City of Louisiana and the Missouri Department of Conservation, and then secured to the floating dock structures for access. The site is located along the right descending bank of the Mississippi River at mile 282.7. The proposed project will provide boaters with a safe harbor for docking their boats thereby giving them access within walking distance to all the amenities of downtown Louisiana. The applicant anticipates that the project will aide in stimulating the local economy while increasing the exposure to the City of Louisiana.

Missouri River Aftermath

Groups Looking For Flood Effects Along The Missouri River........

It has been rather well documented that this year's flooding along the Missouri River, and other locations, has caused incalculable damages in several states.  Currently, a few groups are working to assess that damage, both above and below the water.  Missouri National Recreational River, a division of the Wild and Scenic River System, teamed up with the U.S. Army Corps of Engineers and the Missouri River Institute to document the shoreline and identify places that needed clean up........

Looking for info on a Missouri River Trip.......

Hello RiverBills,

We met at the Aquapoloza, and I'm interested in finding someone that is knowledgeable about making a trip up the Missouri River. In the past I've made the trip from the Mississippi up the Missouri to the Hwy 67 bridge. My dream is to make it up to Washington or Herman. Do you know or do you know of someone that is experienced with a trip up the Missouri?

Thanks,

Mississippi River Flood Control

Slow Progress On Plan H, With Input From Local Officials........

While there is much controversy surrounding Plan H, there is some limited activity along the research side of the project.  Hal Graef, U.S. Army Corps of Engineers' St. Louis-area project manager for Plan H, stated that the plan is still in the initial research stage at this time.  Thanks to a limited amount of funding, the Corps is reducing the amount of modeling they are doing.  The Plan calls for upgrades along the Mississippi River Levee system, excepting St. Charles, Pike and Lincoln Counties in Missouri.  Officials believe that would make these counties the floodwater storage areas........

Yesteryear's Picture of this Day in  2009.........   were from Capt'n Gary Lucy, River Artist Extraordinaire !   Gary hails out of Palisade Yacht Club in the houseboat ....River Rover.

Bill,

It is fall....my favorite time to be on the river. This September and October I am going to try to work aboard my studio houseboat River Rover as much as possible. During the last flood I spent a few days aboard the River Rover moored at Palisades Yacht Club. It was like being on my own private island. When I come to the river to paint, I let the river tell me what to paint. From the front door of my boat, I can see "Our Lady of the Rivers". While experiencing our last flood of the year, I noted the appearance of the Lady standing alone in the flood waters. There is always a flag flying from the remains of the old landing at Portage des Sioux. Hurricane Ike had just been through the day before, and, the wind had taken a great toll on the flag. The symbolism of the Lady and Flag standing in the flood waters represented the Flood of 2008 and the lives that had been touch by the flooding plus the turbulent times our country is facing. In these times, it is good to know the Lady is watching over us. I am enclosing an image of the 9"x12" painting completed aboard the River Rover.

Gary

P.S.

News Release From BoatUS

Apply for Boating Safety and Clean Water Grassroots Grants Now
Deadline for Applications: January 4, 2012

ANNAPOLIS, Md. November 8, 2011 –- Community groups, nonprofits and grassroots organizations wanting to keep local boaters safe and waterways clean are eligible for grants for up to $4,000 each from the BoatUS Foundation’s Grassroots Grants Program. A total of up to $50,000 is available this grant cycle, which requires applications to be in by January 4, 2012.

“The Foundation is looking for new and innovative project ideas to educate boaters on safe and clean boating”, says Program Manager Alanna Keating. “Applicants are encouraged to upload photos and videos showcasing their proposed project ideas. The strongest grant applications will be posted online for the public to vote on and choose which projects receive funding in the spring of 2012.”

In the last 20 years the BoatUS Foundation Grassroots Grants Program has awarded more than $1 million to local organizations. Past projects earning funding have included high-flying blimps carrying safety messages, radio public service announcements, custom-made fuel spill containment kits and signs at boat ramps highlighting the threat of invasive species.

Groups interested in applying for one or more Grassroots Grants may go to www.BoatUS.com/Foundation/Grants to look at previous grant projects and photos, review current guidelines and frequently asked questions, and apply online. To be the first to know when voting for projects begins or the deadlines of other Foundation programs, “like” us on Facebook at www.Facebook.com/BoatUSFoundation. You may also sign up for a free Foundation e-newsletter at www.BoatUS.com/Foundation.

The national nonprofit is largely funded by the half-million members of Boat Owners Association of The United States (BoatUS).

Workers performing an archaeological survey for the upcoming replacement of the Missouri Highway 168 bridge over the North River discovered two Native American sites on both sides of the river.  Experts state one site containing cooking pits dates from 650 to 900 AD, but the other site is much older, dating to approximately 3,000 to 1,000 BC........

Thanks,

United States Coast Guard

     Aiding the Heartland......

By Petty Officer 3rd Class Casey J. Ranel

The United States has more than 25,000 miles of inland navigable waterways, almost all of which are in the eastern half of the country. 10,300 miles of those navigable waterways are in the Eighth Coast Guard District. The most navigated of these is the Mississippi River, which is the fourth longest and the tenth largest among the world’s rivers. The upkeep of the Mississippi River’s many Aids-To-Navigation falls within the districts responsibility to ensure the safe flow of commerce; the life blood of America.

The Mississippi rises in Minnesota and flows southward for 2,230 miles until it reaches the Gulf of Mexico. Along the way it drains into tributaries in all or part of 31 states between the Rocky and Appalachian Mountains. With all this navigable water, rules of the road have to be set and followed.

ATON was first established in 1716 with the Boston Lighthouse located in Little Brewster Harbor in Boston. Before this light, navigation aids consisted of burning fires on raised platforms, or on shore. Today those fires have been replaced by a variety of signals to alert mariners. Some of these signals include green and red day boards with large numbers on them, as well as green and red buoys. Some either float while others are secured to a beam sticking out of the water. They may blink brightly, rotate around in a circle or make a loud sound. These signals are paramount to marine safety.

“ATON is important because it shows mariners where dangers lie, and can include shallow water, obstructions or mishaps on the waterways,” said Petty Officer 1st Class John Sadler, a boatswains mate assigned to Coast Guard Marine Safety Unit Pittsburgh. “ATON facilitates the smooth flow of commerce by promoting a safe route-of-navigation for mariners to follow.”

In order to navigate the water or to help plan a trip, it is helpful to have a chart. Charts show the nature and shape of the coast, buoys and beacons, water depths, land features and much, much more.... click here to go to the US Coast Guard website and continue reading this Feature Story

News Release

Go LIVE with the U.S. Coast Guard Auxiliary!

WASHINGTON – The U.S. Coast Guard Auxiliary National Government and Public Affairs Directorate today launched a new online communications vehicle designed to provide an in-depth and behind the scenes look into one of America’s leading volunteer organizations. Coast Guard Auxiliary Live (http://live.cgaux.org) will serve as the official blog for the Coast Guard Auxiliary and the sister site to the immensely popular Coast Guard Compass – the official blog of the U.S. Coast Guard.

This mission of Coast Guard Auxiliary Live is to provide timely and accurate news and information of national interest from throughout the Coast Guard Auxiliary’s various districts, divisions, and flotilla operating units. Auxiliary members may submit news, photo, and video content directly to the editorial staff via e-mail at live@auxpa.org

"Coast Guard Auxiliary Live promises to be a superb source for boating safety and maritime information as well as updates on the phenomenal volunteers of the Coast Guard Auxiliary," said Capt. Ron LaBrec, chief of the Coast Guard office of public affairs. "I am extremely proud to have Coast Guard Compass and Coast Guard Auxiliary Live bringing the public compelling stories of how our service provides the maritime safety, security and environmental sustainability that is so vital to the quality of life and prosperity of our nation."

Coast Guard Auxiliary Live is the most recent collaboration between the Coast Guard Headquarters Office of Public Affairs (CG-0922) and the Coast Guard Auxiliary National Government and Public Affairs Directorate. By having both Compass and Live operating off the same platform, both public affairs teams will be able to share ideas, develop new tactics, and cross promote content more effectively.

The U.S. Coast Guard Auxiliary created by an Act of Congress in 1939 is the uniformed civilian component of the U.S. Coast Guard supporting the Coast Guard in nearly all its missions. For more information on the Coast Guard Auxiliary, please visit cgaux.

Yesteryear's Picture of the Day

Click pic to enlarge

Yesteryear's Picture of this Day in 2009-----  was sent in to us by Capt'n Mike Densmore.

Mike snapped this picture of three towboats heading up river a few weeks ago.

Dan Owen of sent us the following explanation of where they were headed:

Bill;

The reason for one boat pushing two other "dead" towboats upstream is because Thanksgiving Day is traditionally the last day to get southbound barges out of the Twin Cities before the river starts to freeze. All year most boats tow 16 empties northbound, 15 in front and one on the hip. But, they may depart with only 12 or 15 southbound loads, so there is a disparity of barges on the upper end. Crews will be flown to St. Paul for the "dead" boats and they will clear out the barges before the river freezes or they will be stuck until the river opens again in March or April. While these are American Commercial Lines towboats, they will pick up competitor's barges on the southbound trip, too. Their competitors will reciprocate and tow each other's barges, so it all evens out.

The Search For The Missing Trooper Has Resumed........

Thursday, the search for missing Missouri State Trooper Fred Guthrie resumed in an area that had previously been too wet to dig.  On August 1, Trooper Guthrie and his dog Reed vanished while working flood duty.  Guthrie's truck and Reed's body was found near Big Lake, and recently, cadaver dogs picked up a scent in the vicinity.  Recovery workers are searching an area about 150 yards by 300 yards with shovels and metal detectors........

Change of Command for Mississippi Valley Division

VICKSBURG, Miss., November 3, 2011 – In a formal change of command ceremony, Major General Michael J. Walsh will transfer command of the Mississippi Valley Division, U.S. Army Corps of Engineers, to Major General John W. Peabody, Thursday, November 10. The ceremony will be officiated by the Corps' Acting Chief of Engineers, Major General Merdith “Bo” Temple, and will take place at 10:00 a.m. in the Vicksburg Convention Center.

Maj. Gen. Walsh, MVD Commander and President of the Mississippi River Commission since February 2008, has been assigned as the Deputy Commanding General for Civil and Emergency Operations for the U.S. Army Corps of Engineers, Washington, D.C.

Maj. Gen. Peabody comes to Vicksburg from Cincinnati, Ohio, where he was Commander and Division Engineer of the Corps’ Great Lakes and Ohio River Division. As MVD Commander, General Peabody will be responsible for the Corps water resources programs in a 370,000-square-mile area that includes portions of 12 states; its boundary extends from Canada to the Gulf of Mexico. District offices are headquartered in St. Paul, Rock Island, St. Louis, Memphis, Vicksburg, and New Orleans.

As early as Friday, the U.S. House of Representatives was expected to vote on a proposed national policy for cleaning ship ballast water to kill invasive species.  Environmentalists are opposed to the bill, stating it is too weak, and may usurp stronger state and federal rules.  The shipping industry has been pushing for more uniform standards because of jurisdictional conflicts.  The EPA and the U.S. Coast Guard are also working on their own standards........

US Coast Guard News Release

Coast Guard pollution responders continue to monitor cleanup efforts at Oak Creek Power Plant site

MILWAUKEE – Coast Guard pollution responders, working in cooperation with federal and state agencies, are continuing to oversee the environmental response this afternoon to Monday’s landslide in Oak Creek, Wis.

Monday morning, a landslide occurred on the south side of the bluff adjacent to the We Energies Power Plant in Oak Creek that resulted in construction equipment being pushed into Lake Michigan. There were no reported injuries.

In addition to the construction equipment and other debris, an unknown amount of coal ash entered Lake Michigan. At present, potential impact to land and water are unknown, pending completion of soil and water sampling by scientists working with the Environmental Protection Agency and Wisconsin Department of Natural Resources.

Coast Guard pollution responders have been on site every day to monitor the cleanup efforts. Those cleanup efforts have resulted in the deployment of two rows of containment boom in Lake Michigan. Skimmers also have been deployed to remove debris from the surface of the water.

Debris removal is also taking place on land. Soil and ash are being removed and transported to a landfill on the Oak Creek site. Three berms have been constructed to protect the crews performing this work and to prevent additional debris from possibly entering the lake in the event of another landslide.

Ongoing operations include identifying all material that has entered Lake Michigan, retrieving that material, and disposing of it properly.

The cause of the accident is unknown at this time.

Fishing News From Lake Sangchris, Illinois

Good And Bad News:  More Bass In Lake Sangchris........

Lake Sangchris, near Kincaid, IL, is both blessed and cursed by having an abundance of bass.  The quality of the bass is what concerns Illinois Department of Natural Resources fisheries biologist Dan Stephenson.  Stephenson has had limits on the lake allowing the harvest of smaller fish in order to allow larger bass to get even bigger.  Typically, biologists like to see "fat" fish in Lake Sangchris, but most fish are not.  Higher than normal water temperatures this year has contributed to the fish not keeping weight on........

Hey Bill, thought you would enjoy these!

Last week we hung up the wakeboards and winterized the boat (sniff!). The good news? We headed down to the Caribbean for our first ever cruise! Went with friends from Chicago, one born and raised on St.Thomas.

One of the highlights of the trip was getting to crew the "Stars and Stripes" America's cup boat! There is something magical about being on a sailboat that is a living piece of history in the beautiful water surrounding St. Maarten!

US Army Corps of Engineers

    News Release

Army Corps of Engineers waives day-use fees
for troops, veterans on Veterans Day

ST. LOUIS – The U.S. Army Corps of Engineers announced it will waive day-use fees for veterans, active and reserve component service members, and their families at the more than 2,400 Corps-operated recreation areas nationwide on Veterans Day, Nov. 11. The fee waiver includes the St. Louis District’s five multi-purpose reservoirs in Illinois and Missouri: Carlyle Lake, Rend Lake, Lake Shelbyville, Wappapello Lake and Mark Twain Lake, and all Corps of Engineers day-use areas nation-wide where visitors would normally be charged a fee.

"This Veterans Day we will honor our veterans, active and reserve service members, and their families with an invitation to visit one of the thousands of Corps recreation sites nationwide, free of charge. As an active participant of the administration's America's Great Outdoors initiative, we hope that you will join us," said Jo-Ellen Darcy, Assistant Secretary of the Army for Civil Works.

The day-use fee waiver requires only verbal confirmation of service. This waiver covers boat launch ramp and swim beach fees. The waiver does not apply to camping and camping-related services, or fees for specialized facilities such as group picnic shelters. Other agencies that manage recreation areas on Corps lands are encouraged, but not required, to offer the Veterans Day waiver of fees in the areas that they manage.

"We began this initiative in 2006 to support and honor the men and women who have served our nation and the armed forces, and to encourage them and their families to visit and enjoy one of our many recreation sites,” said Mike Ensch, Chief of Operations for the U.S. Army Corps of Engineers.

With more than 370 million visits annually to 422 lake and river projects, the Corps is the largest federal provider of outdoor and water-based recreation in the nation. The more than 2,400 Corps-operated recreation areas nationwide provide a diverse range of outdoor activities to people of all ages, and the Corps estimates that 90 percent of its recreation projects are within 50 miles of metropolitan areas. To discover the St. Louis District Corps recreation site nearest you, please visit: http://www.mvs.usace.army.mil/Recreation/ or for Corps-wide visit: http://corpslakes.usace.army.mil/visitors/visitors.cfm

Reach, Throw, Row, but Don't Go!

Drownings occur as often in fall and spring as in the summer. Most victims that were boating never intended to go into the water. A sudden fall overboard or a boat capsizing finds the boater suddenly in the water.

What Do You Do When Someone Can’t Get Out of the Water?
Reach, Throw, Row, but Don't Go!

1. REACH: Hold on to the dock or your boat and reach your hand, a boat oar, a fishing pole, or whatever you have nearby, to the person
2. THROW: If you can’t reach far enough, toss things that float for the person to grab
3. ROW: If you’re in a boat, use the oars to move the boat closer to the person in the water, or call out to a nearby boat for help. Don’t use the boat’s motor close to a person in the water, they could be injured by the propeller
4. DON’T GO: Remember never enter the water to go after someone who is struggling unless you are trained in emergency water rescue only! Call out for help!

Check out this video for more information about Reach, Throw, Row, but Don't Go!

  Lake Of The Ozarks

What Were The Actual Fates Of Towns Under The Lake?

The commonly accepted number of towns that were flooded by the creation of the Lake of the Ozarks is 22.  The area the Lake covers is certainly large enough for 22 towns to be contained within it's boundaries.  However, this was a rural region, and as  such, was sparsely populated.  Research has turned up the actual locations of these 22 towns, as well as their fate; were they inundated by the Lake, or abandoned for other reasons.........

Noblett Lake Near Willow Springs, Missouri

Vandalized Twain Forest Lake Will Stay Empty........

Back in August, vandals accessed the dam at Noblett Lake, opened a gate and emptied the water into nearby streams.  For decades, the lake has accumulated sediment and vegetation, so the National Forest Service has decided to leave the lake empty over the winter.  The idea is to kill off undesirable plants.  This spring, the gate will be slowly closed, allowing the lake to refill with rainfall........
