Good day Bill,

Here is a photo of "party animals" Sue Brown, Charlene Hernandez and riverdawg Stella last Sunday (10-12-08)  as they take a boat ride on an absolutely gorgeous October day on the river. They are on the back of Capt. Brian Hernandez's boat Docktor's Excuse. They all hail out of Alton Marina.

St. Louis Area Bridges

St. Louis 12th On Bad Bridge List........

Transportation for America recently released a study that places St. Louis No.12 amongst large American cities with structurally deficient bridges.  After crunching the numbers, the transportation reform coalition found that 8.8% or 390 of the bridges in the St. Louis area are structurally deficient.  The Missouri Department of Transportation states that out of about 1,000 bridges in the St. Louis area the state maintains, only about thirty are considered deficient.  There is a major rehab project slated to begin this fall on the westbound span of the Blanchette Bridge, which carries I-70 over the Missouri River........

River History....

20 OCtober 1817 in River History

1st Mississippi "Showboat," leaves Nashville, Tennessee on its maiden voyage. Nashville is located on the Cumberland River.

According to the Wikipedia Encyclopedia:
A showboat, or show boat, was a form of theater that traveled along the waterways of the United States, especially along the Mississippi and Ohio rivers. A showboat was basically a barge that resembled a long, flat-roofed house, and in order to move down the river, it was pushed by a small tugboat (misleadingly labeled a towboat) which was attached to it. It would have been impossible to put a steam engine on it, since it would have had to have been placed right in the auditorium.
However, since the box-office success of MGM's 1951 motion picture version of the musical Show Boat, in which the boat was inaccurately redesigned as a deluxe, self-propelled steamboat, the image of a showboat as a twin-stacked steamboat with a huge paddle wheel has taken hold in popular culture.

Lake Of The Ozarks

    Are Graves Still Under Lake?

Is it possible that there are gravesites under the water in front of homes and hotspots at the Lake of the Ozarks?  The short answer is yes.  The former Osage River valley that is now at the bottom of the Lake was settled by pioneers at least a century before the Lake came into existence.  While the Bagnell Dam was being built, Union Electric undertook the monumental task of moving graves, and their occupants.  Genealogist Johnna Quick states that the grave relocations were piecemeal at best........

Missouri Department of Conservation

Quick Draw set for second year of testing

JEFFERSON CITY – Hunters who pursue waterfowl at Grand Pass, Eagle Bluffs and Otter Slough conservation areas (CAs) will find the Quick Draw reservation system in effect there again this year. Procedures for Quick Draw and reservations at other wetlands managed by the Missouri Department of Conservation (MDC) remain unchanged.

MDC tested Quick Draw for the first time during the 2010-2011 hunting season. The system is designed to make hunting at state-owned wetlands more convenient and accessible to more hunters. Results from the first year under Quick Draw were mixed. MDC is continuing the test this year to obtain more information about how the system works under differing weather conditions and as hunters grow more familiar with the system.....     FERC Rehearing Shoreline Management Plan........

Bowing to intense political pressure, the Federal Energy Regulatory Commission approved a request from AmrenUE for a rehearing of the Shoreline Management Plan, expressly to address the issues of project boundaries.  Recently, FERC had ordered the removal of structures within the AmrenUE project boundary.  There is no timeline for the rehearing process, so lakefront property owners are waiting........

This year's breeding duck numbers have surpassed all previous records and sets the stage for a bountiful harvest. The right weather will determine the rest.

The 2011 North American breeding-duck population is estimated to be 45.6 million, up 35 percent above the long-term average. Metro East Levees

Officials Not Happy About Unacceptable Rating........

A new levee rating that asserts that the Metro East levee system creates an "unacceptable risk to public safety" has Metro East officials up in arms.  The levees have not changed, nor had the standards used to evaluate them.  What had changed was the way the U.S. Army Corps of Engineers looks at levees in the wake of the widespread flooding following Hurricane Katrina, citing the need to educated the public of the risks.  Les Sterman, chief supervisor of the Southwestern Illinois Flood Prevention District stated that the Corps is exaggerating the risks, leaving many levees rated as unacceptable........

River History....

18 October 1847 in River History

Boatmen’s Bank, the oldest bank west of the Mississippi River, was established.

The founder , George Knight Budd, arrived in St. Louis by the river aboard a steamer in 1835. After seeing the thriving commerce on Mississippi riverfront, he decided to settle in St. Louis !

In 1850 the river was the source of a disaster that spared the bank. Not a flood ! A fire that aboard a steamer on the St. Louis riverfront started a blaze that destroyed much of the city. The fire took more than 400 buildings and 23 steamers, but it spared the Boatmen's building ! It was left standing in the middle of the ashes of the structures around it.

Equip Yourself: Gear for Cold Weather Boating

Washington - Cold weather boaters need protection from hypothermia, both on deck and in the event of falling overboard. Cold water shortens in-water survival time, making a quick rescue essential. Fortunately, you have options whether you hunt, fish, or cruise on cold water. Choose the right gear to increase your chances of surviving a cold-weather mishap.

1. Flotation Coat
Flotation coats provide warmth and double as a life jacket should the wearer fall in the water. Float coats are recommended for boaters who boat year-round in locales with moderate air temperatures and cold water. If you boat in extremely cold temperatures, a flotation coat will not protect you from hypothermia if you fall into the water.

2. Immersion or Survival Suit
Winter boating calls for hardy gear. Survival suits protect you from the elements, and provide flotation and hypothermia protection if you enter the water. Wearing a survival suit can increase survival time in cold water.

3. Dry Suit
Dry suits can be instantly drawn tight to prevent water from entering, Appropriate thermal layers worn beneath the dry suit provide insulation and they are not buoyant. Dry suits are suitable for intentional entry into the water, but provide no passive protection if you fall in.

5. Personal Position Locator Beacon
Otherwise known as a PLB, a personal position locator beacon is a scaled down version of the Emergency Position Indicating Radio Beacon (EPIRB). When immersed in water or manually activated both EPIRBs and PLBs transmit a signal that allows rescuers to pinpoint your location.

6. Personal Emergency Locator Light
An emergency light worn and activated if a person is in the water can attract the attention of rescuers, providing a much more visible target than your head in the water. The bright, flashing light increases the chances of being spotted by rescuers or a passing boater.

7. Flares
Store hand held and/or parachute flares in immersion suit pockets, secured with a lanyard. Study their instructions before you need them.

8. Whistle
Attracting attention will increase your chances of surviving in the water. Whistles are a cheap and simple way to make noise without exhausting yourself. Rescuers are trained to turn off the boat engines and listen for a period of time while they are on search and rescue missions, or a nearby boater may hear the signal. Conventional whistles don’t work if the “pea” inside is wet, so choose a waterproof model.

Common sense can also increase your chances of survival in cold weather. Dress in layers to provide maximum protection and warmth. Technical fibers provide thermal protection and won’t absorb water. Include a hat to protect your head from heat loss. Wear gloves.

Don't be tempted to skip proper cold weather clothing and gear. Be sure to wear a life jacket and hypothermia protection when boating in the cold.

Fall A Good Time For Fishing In Branson........

While it is well known that Lake Taneycomo is one of the best rainbow trout fisheries in the nation, the large brown trout are what draws trout fishermen to the lake come fall.  Once a year, the brown trout head upstream to spawn in the shallow waters near the dam.  Branson fly fishing guide Jeremy Hunt stated that the White River in Arkansas is a better brown trout fishery, there are some large browns in Taneycomo.  Hunt caught an 18 lb brown trout in 2004........

FOR IMMEDIATE RELEASE:

Cool Weather Boating Safety

Coast Guard statistics tell us that drowning after a fall overboard is the most common cause of a boating fatality.  Hunters and fishermen alone in small boats represent the highest risk of such an occurrence.

As the weather cools, pleasure boaters’ numbers dwindle and the lakes and rivers play host predominantly to hunters and fisherman in small craft.  Oftentimes these outdoorsmen don’t see themselves as “boaters”.  They are hunters and fishermen.  The boat is simply a tool of the trade; viewed as little more than a means to the end of bringing home dinner, a trophy, or a good fish story.

Hunters and fishermen often fail to take the safe boating classes offered by the Coast Guard Auxiliary or the US Power Squadron.  Wearing a Life Jacket is often viewed as an unnecessary encumbrance upon their freedom of movement – which they consider vital in the pursuit of their sport.

Small craft are inherently less stable than larger vessels.  Their center of gravity is more easily shifted by minimal movement.  A fall overboard can occur easily, even without the contribution of a collision, bad weather, or travel at high speed.

Frequently a man in a small boat will stand up to relieve himself.  This raises the center of gravity, sharply reducing the boat’s stability.  As the boat shifts and rocks, he may lose his balance and fall into the water.  At this time of year, the water is cool enough to trigger a gasp reflex upon sudden immersion.  Inhaling water, he begins to drown.

Even where cold water immersion shock and hypothermia isn’t a factor, a fall of this type still carries a high risk of fatality.  Hunters and fisherman spend much of their time in shallow water around standing timber, submerged rocks, and logs; as these are a great habitat in which to locate (or hide from) their quarry.  Unfortunately, falling headfirst from a standing position into shallow water around rocks and logs is a very good way to be knocked unconscious and drown.  Falling from a standing position, one can also hit their head on the gunwales of their own boat.

While hunters and fisherman will frequently bring along a few beers to drink while they relax and enjoy their activity, drinking alcohol while on the water is ill advised.  After a couple of cold-ones, the need to relieve oneself will probably arise.  Balance will be impaired.  Resistance to hypothermia will be reduced.  Judgment will be diminished.  This is a deadly mix.

What steps can the hunter and fisherman take to keep safe as they commune with nature?

·         First and foremost, wear a Coast Guard Approved Life Jacket every time and all the time you’re on the water.  Having Life Jackets on board, but stowed under the seat, will serve little purpose if you find yourself suddenly and unexpectedly in the water.  There are many types and sizes of approved Life Jacket.  You can find one that is comfortable and won’t be too restrictive to your movement.

·         Bring along a suitable receptacle to relieve yourself into, as this is much safer than standing up and going over the rail.

·         Go with a buddy!  It’s more fun, and there’s someone there to help you if there’s a problem.  When alone, you could be in serious trouble for a long time before anyone even misses you.

·         Use a Float Plan.  Make sure someone knows where you are, and when you’re expected back.

·         Save the alcohol for when you get home with your catch.

·         Take a Safe Boating Class and get a Vessel Safety Check.  The Coast Guard Auxiliary offers both.

Have fun, and come home safe!

Bill,

I stopped off at Palisades Yacht Club today, Saturday and noticed this 1952 restored Chris Craft belonging to Capt. Mark Epperson, owner of Consider It Done Boat and Motor repair. He saved this (yet to be named boat) from the smashing machine and operates it out of North Shore Marina.

As you can see, she get many looks going up and down the Mississippi.

Spooktacular Wines for October

Vampire Merlot
Black Cat Riesling – The Bottle is Actually Shaped Like a Cat.
Hallowine – Apple Wine with Cinnamon and Nutmeg –Warmed up in a Crock Pot – Yummy!
The Spirits of Grafton’s Past – Blend of Chambourcin and Corot Noir

Why Spirits of Grafton’s Past?
Located along the western edge of Illinois, where the waters of the Mississippi and Illinois meet, is the small river town of Grafton.
While the town has never been large, its history is colorful and fraught with ghosts and other spirits.
Almost from its very beginning in 1832, when founder James Mason built the first four log cabins, Grafton’s history is filled with floods, murderous outlaws, ghosts and ghouls.
Some of today’s commercial buildings in Grafton have an established reputation as being haunted from day’s gone by.
Such long-gone Grafton establishments as the “Pest House”,” River House” and the “Bloody Bucket” were a part of the Spirits of Grafton’s Past.
As you enjoy your bottle of Spirits of Grafton’s Past, you can sit very still and if you are lucky or perhaps unlucky, you will hear the moans, shrieks and weeping of those less fortunate from Grafton’s early days.
Who knows, you might even see an apparition.

Illinois Fall Trout Season begins Oct. 15

Trout Being Stocked at 37 Locations

SPRINGFIELD, ILL. – The 2011 Illinois fall trout fishing season opens on Saturday, Oct. 15 at 37 ponds and lakes throughout the state, Illinois Department of Natural Resources (IDNR) Director Marc Miller announced today.

"Fishing is a great family activity and the fall trout season is a great opportunity to take the kids fishing,” Miller said. “Fall is a great time to spend time outdoors, and we want to encourage youth, families and experienced anglers to participate in the fall catchable trout season.”

More than 70,000 trout are stocked by IDNR at the locations listed below just prior to the opening of the fall trout season. Anglers are reminded that no trout may be taken from any of the stocked sites from Oct. 1 until the fall trout season opens on Oct. 15 at 5 a.m. .... Click here to read more

US Coast Guard

Risen from the river: A tender’s journey of mud, ice and modernization

By Petty Officer 2nd Class Bill Colclough

Winter loitered on the banks of the Missouri River in Leavenworth, Kan., in 1979, at about 5:30 p.m., as seismic echoes rippled beneath the feet of two Coast Guardsmen. They were working aboard a drydock that held the Coast Guard Cutter Scioto, a 65-foot river buoy tender and its 90-foot aids to navigation barge. Like boot heels crushing a bag of corn flakes, a cacophony of thwacks, cracks and pops erupted as ice tore free from the banks.

The river quaked and the Missouri Valley Shipyard drydock pushed off en masse like an aircraft carrier, carrying with it the Scioto, its barge and its crew. Chief Petty Officer Douglas Robinson, the executive petty officer, and another crewmember leaped onto the Scioto as it began to free float down the river.

Robinson darted to the pilot house and alerted the engineering petty officer. "Light off the engines!" He screamed. The rest of the crew sprinted to their general quarters positions. Within seconds, Robinson throttled both main engines ahead, away from the stern of a moored barge. The drydock was resting on the outboard side of the ATON barge as the ice shuttled them down the Missouri like an out-of-control industrial flotilla.

Robinson left the engines at full throttle attempting to keep the Scioto as close to the banks as possible. The engineering petty officer yelled for Robinson to watch out for a barge spud. The Scioto and the spud nearly collided with each other, and Robinson fought to keep control of the ship. The spud passed by the ship so close, Robinson could have touched it from the bridge wing.

A minute and a half after the incident began, it ended abruptly as wires broke and metal tore, and the Scioto struck a barge. Robinson kept the engines at full-ahead to keep the ship near the bank, allowing the crewmembers to abandon ship safely. Scioto sustained a gaping hole, which caused a 40-degree list.

It was March 2, 1979, and the Scioto, aground in a muddy clutch, nearly became dead-in-the-water, not just on, but actually in the Missouri River.

On April 1, 1979, Seaman Apprentice Jay Bealer reported to the Scioto fresh from boot camp. Once he arrived, he found that his unit was little more than a lighted handrail. As the river stages rose and fell by a foot or two every day, the hand rail was the only part of the Scioto that remained above the water.

"Just before boot camp graduation, the company commanders congratulated me, tongue-in-cheek, for becoming a new submariner," said Bealer, who retired in 2009 as a Chief Warrant Officer. "When I reported to Group Leavenworth, the boat was half in the water buried in the middle of dark ice."

For two and a half weeks, Bealer and his shipmates labored day and night to raise the boat from its watery grave. The work was intensive and deliberate.

"The objective was, go in the compartment, strip it and get the mud and water out of it," Bealer remembered.

They disassembled the twin Caterpillar D353 main diesel engines and removed them from the side of the ship. They ran fire hoses and P-300 dewatering pumps underneath the hull, as other crewmembers removed mud and silt. According to Bealer, the powerplant removal was a decision point for salvageability. The Coast Guard, at the time, was considering whether or not to keep the vessel in the fleet.

The Scioto did not get underway again until 1981. Operating out of Leavenworth, the Scioto's area of responsibility extended from just north of St. Joseph, Mo., to Jefferson City, Mo. In 1983, she and the crew moved to Keokuk, Iowa, where they assumed the responsibility of 100 shore aids and 1,000 river buoys along 322 miles between Alton, Ill., to Clinton, Iowa. Although the ship had been given a stay of execution, her time seemed to be coming to an end.

Fast forward 32 years, 3 months and 2 days from the Missouri River incident to June 4, 2011. The Scioto once again finds herself in drydock, this time in Memphis, Tenn.
The Scioto was selected to receive a major upgrade to her aging systems as part of the Inland River Emergency Subsystem Sustainment project. The Scioto was the last river tender that would receive a service-life extension by renewing specific systems in lieu of replacement.

During drydock for the IRESS, which occurred during a four-month period from June to September 2011, contractors overhauled the propulsion, firefighting and steering systems.

First, contractors cut a square out of the starboard-side beam and removed both of the Caterpillars, the same workhorses that had been in place since 1962. Then, they installed the new Isotta Fraschini Motori twin V-12 diesel engines.

"The new engines allow me to drive the ship without operating at max capacity," said Master Chief Petty Officer Michael Ellis, officer-in-charge of the Scioto. "We were running the Caterpillars at 120 percent."

Double the cylinders and more than twice the horsepower, the IFM V-12s are actually lighter as well, which poses a slight problem.

The new, lighter engines reduce the cutter's weight by approximately 3,000 pounds, and with the propellers a foot below the waterline, cavitation becomes a potential issue.

Designed to operate at 1,400 horsepower, engineers detuned them to 670 horsepower, which is still nearly double the power of the Caterpillar D353s at maximum capacity.

"They tend to suck air in because the engines are pretty powerful," said Ellis.

On Sept. 10, 2011, the crew successfully completed sea trials, and all that remains until their estimated departure in October is detail work. The day prior to returning home, the crew will conduct ready-for-operations drills complete with a series of main space fire drills and fog navigation drills.

"My main goal is to provide all assurances that we are ready to respond to any emergencies," said Ellis. "The most dangerous period for any crew is the one immediately following an extended drydock. The crew might be rusty, breaking in new equipment."

"This drydock period was a stark reminder for us. You have to be ready - because this boat was at the bottom of the river, " concluded Ellis. "There were no yardworkers back then. The crew did it all by themselves."

If what's on the inside is what's important, the Scioto received a new heart of sorts. Mud, floods and river tides subside, but for the Scioto, it's the mud to modernization that defined the journey.

The Grafton Rendezvous celebrates the French Fur Trading era which began after Louis Joliet and Jacques Marquette journeyed through the area in 1673 and ended around the time when Grafton was established in 1838. The fur trade was the primary reason for the exploration of the American frontier and this enterprise was spurred on by the demand for pelts which were used to make the very expensive and extremely popular felt hats that were fashionable in Europe from 1550 to 1850. The fur trade began to decline when Europeans began to prefer silk hats and the beaver population began to decline. Although its influence isn’t directly apparent, the fur trade had a profound effect on the growth of the European influence on North America. Routes trail blazed by fur trappers became the routes followed by the pioneers and fur trading outposts like St. Louis became cities.

The Rendezvous, adapted from the French word for a date or appointment, was the event of the year for the fur trappers who would come out of the hills and forests every summer with the furs they had collected throughout the year. Coordinated by the fur trading companies, the Rendezvous was a specified time and place where the trappers would meet with the fur trading monopolies and traders of other goods. It was at the Rendezvous that fur traders would sell or get paid for the furs they collected throughout the year and buy the necessary supplies and luxuries such as gunpowder, lead, new animal traps, tobacco, cloth, and coffee for the coming year. A rendezvous was also a long raucous affair, lasting up to a month, that was a continuous celebration that involved drinking, eating, gambling, carousing with women, and competitions that involved shooting, wrestling, racing, and fighting.

Today a rendezvous is a gathering of people interested in reliving the history of the fur trade era. Teepees, tents, campfires, and costumed living history reenactors adopt personas and carry on the day-to-day lifestyle as it would have been done 200 years ago. Medicine Woman and Skunk Face (aka Donna and Larry Denman of Hazelwood, MO, photo right) have been participating in these types of gatherings for years and like the camaraderie and the sense of family and friendship that comes from seeing the same people year after year. They also like the unstructured atmosphere and the individualism that exists at a rendezvous compared to other types of Living History events. Participants at a rendezvous portray a range of characters including fur trappers, mountain men, Native Americans, settlers, and merchants.

Donna also likes taking history out of the text books and classrooms. Many of the participants enjoy the opportunity of illustrating and sharing the knowledge they have gained in researching their personas. Donna and Larry live in a teepee during the event and theirs is one of a large variety of primitive shelters that can be found at a typical rendezvous. Donna keeps hers open and invites those that are interested to check out the inside. The teepee and its cousins - the pyramid and the lean pee - are common sights at a rendezvous. A true teepee has a minimum of 17 poles, a pyramid has 1 pole supporting the center, and a lean pee uses several poles and is tilted towards one side. The most primitive shelter that can be seen is the diamond, which is basically a square piece of material staked down at three corners and propped up by a short pole, usually a canoe oar. This type of shelter was favored by those who were on the move. As more settlers ventured west they brought with them canvas which proved more durable than hides. They also brought different styles of portable shelters including the A-frame, the wall tent, and the marquee. The marquee tent and its variations proved popular with merchants due to the increased interior space its design provided. According to Larry, there is a trade off between comfort and work when choosing a type of shelter. The larger and more comfortable the shelter, the harder it is erect and take down.

Each rendezvous has its own set of rules governing what can be portrayed at the event with some having very exacting standards as to what type of shelters can be used and what types of personas can be portrayed. Although pre-1840's dress is required, the Grafton Rendezvous doesn’t have a strict "dress code" and this allows for demonstrations such as bead making by John Mefford of Granite, IL.   In this demonstration he recreates the making of wampum belts that were used primarily by eastern Native American tribes such as the Iroquois and Huron. These belts, made by beads fashioned from quahog clam shells, were used to record treaties and grant authority. Mefford displays several handmade recreations including the Covenant Chain between the Iroquois and the English, and belts given by the Huron to the Jesuit Church and to the Frenchman Samuel Champlain. Although wampum belts weren’t common in the Middle Mississippi region, the increased manufacture of beads in the East after European contact caused the trade of these beads to reach as far as the Great Plains.

The Grafton Rendezvous is a great place to either participate in the activities or just to experience some of America’s past firsthand. There are plenty of demonstrators, activities, period traders and merchants, and good old fashioned food to go around. If you have any questions about anything you see, just ask one of the reenactors. They have spent much time researching their persona, and most are happy to share what they know. The Grafton Rendezvous is located on the Grafton waterfront at the confluence of the Mississippi and Illinois rivers. Parking is plentiful and downtown Grafton is an easy walk from the site.

New Mississippi River Project

     Bridge Excavations Yield New Discoveries........

As part of the construction on the New Mississippi River Bridge project, archaeologists have been excavating around 70 acres at National City.  Since last week, about 45 people have been working a four acre lot at St. Clair Avenue and North First Street, looking for evidence of the Native Americans that lived in the area 1,000 years ago.  It is thought that the discoveries found here will give insight into what happened at the nearby Cahokia Mounds........
