Missouri River Management

Corps To Hold Meetings On River Plan........

Between October 24th and October 3rd, the U.S. Army Corps of Engineers will be holding a series of public meetings to discuss their plans for managing the Missouri River this coming year.  The Corps recently developed next year's draft plan, which calls for drawing down the reservoirs only enough to remove the floodwater collected this year.  There is no plans to remove any more than the usual 16.3 million acre feet of water, as the Corps states that this amount of storage capacity has proven adequate in most years........

    The Missouri River 340

Better late than never, the Missouri River 340 is slated to run October 11 to the 14th.  The race was delayed by flooding along the Missouri River.  It was originally set to run July 19 - 22.  Recently, the U.S. Army Corps of Engineers issued a statement pinning down when they would halt the releases from the upstream reservoirs, allowing organizers to determine the earliest date that the River would be safe to race on.  The Missouri River 340 is the longest, non stop kayak race in the world........

Confluence Tower Offers Excellent View Of Fall Colors........

While the fall colors are enjoyed by many around the Riverbend by road, Amy Curry, manager at the Confluence Tower, stated that she is looking forward to seeing the colors from a height of 150 feet.  Usually, the best time to observe fall colors in the Riverbend is toward the end of October, and into early November.  The Illinois CVB offers the 2011 Autumn Escapes Guide that provides visitors with three different routes along the rivers, across ferries and around the countryside for the best fall color views........

Riverkeeper Ripples

The Newsletter of the St. Louis Confluence Riverkeeper

Oct. 2011

Welcome,

In this issue: Water testing, Events, Labadie, MO, New Water Trail, & River Bill.

Water Testing

The St. Louis Confluence Riverkeeper (SLCR) organization tests all three of the Confluence Rivers, the Mississippi, Missouri, and the Illinois, once each month at 12 different locations.

Water samples are gathered and taken to PDC Labs for analysis.  Results are published on our website; stlriverkeeper.org.
So far this year the testing has been confined to E.coli.  It is planned that heavy metals will be added in 2012.  Heavy metals include arsenic, mercury, cadmium and other toxic metals.  There are minimum amounts considered safe.  SLCR wants to know if the rivers show low enough readings.
E.coli has shown up in higher than expected readings in two sites this year.  In both cases the cause appears to be old sewers that overflow in heavy rains.  In the city of St. Louis the MSD recently signed a consent decree to fix their sewers over the next 20 plus years at a cost of more than $4 billion.

Events

In the month of August SLCR took part in two events, both held in Grafton, IL.
The first, called “Rockin on the River” took place at the Grafton Harbor Marina.  Riverbills, (see article following) was the primary beneficiary of this event.  Bill Kelly, River Bill, has been serving pool 26 on the Mississippi River for many years with his website.  It contains ANYTHING you want to know about the river from Lock & Dam 26 to Lock & Dam 27.
SLCR put together a 50/50 drawing, met many people, and did its best to get the word out about clean water in the great rivers.

********

Later in the month was the 175th birthday party for the city of Grafton, IL.  Grafton is a super river town.  Attendance at the event was good.  Cars were parked all along highway 100, in every parking lot, and where ever space could be found.
SLCR set up it booth in the ball field along with about 40 other vendors.  We invited people to play a game we have developed to see if you can guess which river water is in three large bottles.  Each bottle is filled with the water (and sediment) from each of the great rivers.  There are three signs on the table with the name of each river.  Visitors to our booth are asked to try to put the proper bottle on the appropriate river name.
The main purpose of the game is to engage visitors and talk about how fortunate we are to have such fantastic rivers right in our backyard. We let them know that the Mississippi River Watershed (the area the river system drains, including the Missouri and Illinois Rivers) is the third largest in the world. Arguably this system which drains 31 states and parts of two provinces of Canada is our nation’s greatest natural resource.

Labadie, MO

The area electrical utility company, Ameren UE, operates the largest coal fired power plant in Missouri and the 14th largest in the nation in Labadie, MO along the Missouri River.

At the present time, Ameren UE has applied to various authorities to build a new pit into which they propose to put coal ash from the power plant.  Coal ash is the by product/waste that results from burning coal.
The new pit would be 440 acres in size.  The current pit is 130 acres.  Coal ash is transported from the nearby plant to the pit by water slurry.  Solid waste falls to the bottom of the pit.
At the present time, the existing pit is leaking at the rate of 50,000 gallons a day per Ameren’s own figures.  The water that leaks goes into the Missouri River and presumably into the ground water.

SLCR has been working with the Washington University in St. Louis Interdisciplinary Environmental Law Clinic concerning the present pit and its related problems.  Another organization, Labadie Environmental Organization, LEO, is also being represented by the Washington University Clinic.
The biggest problem with coal ash waste is that it contains a number of heavy metals, such as arsenic, mercury, cadmium, and others.  These metals are toxic.
SLCR realizes Ameren UE must do something with the coal ash.  However, SLCR feels strongly that the flood plain of the Missouri River is not a proper location.
At the present time SLCR has spoken before the Franklin County (county in which Labadie is located) Zoning Board and the County Board of Commissioners regarding this issue.  No final decision has been made at this time, and based on the very strong feelings of all parties no final decision is expected for some time.
SLCR will keep you posted as to what takes place.

Mississippi River Water Trail Association

A new organization is being formed to build and promote a water trail along the Mississippi River.  This trail would be for paddlers of all types; kyaks, canoes, and all other paddle propelled water craft.

SLCR is part of the organizing committee.  SLCR believes that by encouraging use of the rivers for recreational use individuals will more appreciate what a wonderful resource we have in our area.
This trail will be part of a series of trails all along the river, from near Minneapolis, MN down to the Gulf; each sponsored by a different group.
SLCR will keep you informed as this new venture unfolds.

RiverBills

Riverbills.com is the website of Bill Kelley’s total information for Mississippi River pool 26 which runs from Lock & Dam 26 near Alton to Lock & Dam 27 near Winfield, MO.

No matter what you want to know about pool 26, Riverbills has the information.  From water levels up and down the river to the menu of a bar along the river, its there.
Riverbills is for many boaters, marinas, shoreside restaurants, bars, and shops the source of who, what, when, and where river activities are taking place.  Having said all that it seemed a good move to join with Bill Kelley for some social events.
SLCR and Riverbills are planning four events, parties, along the river during 2012.  Using the seasons of the year as a guide, each event will have a theme; ie: The start of Boating Season, Eagle watching, etc.
The goal is simple; to interact with and get to know the people who inhabit the river shores.  Riverbills has been around much longer than SLCR.  SLCR thinks we will benefit from these joint events and Bill feels the same.

Our audiences are not a total overlap.  This makes things even better for both organizations.  We will announce each event in a newsletter and on our website.  Look for them.

Thank you for your support.  Feel free to contact us at anytime.

Missouri River Flooding

Flooding On The Missouri River Not Anticipated In '12........

Although it is too soon to accurately predict what will happen in the spring of 2012, Iowa's flood forecasters are not anticipating a repeat of the floods of 2011.  The U.S. Army Corps of Engineers gives a 0.2% chance that this years flooding will repeat next year.  The Corps is also predicting normal levels for the reservoirs along the upper Missouri River by February, meaning normal water storage capability in time for snowmelt season........

    Volunteers Participate In Clean Sweep........

Saturday morning, hundreds of volunteers turned out to eight locations around Columbia, Missouri to participate in the Eighth Annual Hinkson Clean Sweep.  Complete results from the cleanup will not be known for a few days. but over 2,200 pounds of trash were picked up from three of the locations.  Beer cans and Styrofoam cups were the main items picked up.  Funding shortfalls this year meant some costs had to be cut, cancelling a "thank you" picnic for the volunteers........

Capt'n Gary Lucy

River Artist Extraordinaire

Yesteryear's Picture of the Day in  2009.........   was from Capt'n Gary Lucy, River Artist Extraordinaire !   Gary hails out of Palisade Yacht Club in the houseboat ....River Rover.

Bill,

It is fall....my favorite time to be on the river. This September and October I am going to try to work aboard my studio houseboat River Rover as much as possible. During the last flood I spent a few days aboard the River Rover moored at Palisades Yacht Club. It was like being on my own private island. When I come to the river to paint, I let the river tell me what to paint. From the front door of my boat, I can see "Our Lady of the Rivers". While experiencing our last flood of the year, I noted the appearance of the Lady standing alone in the flood waters. There is always a flag flying from the remains of the old landing at Portage des Sioux. Hurricane Ike had just been through the day before, and, the wind had taken a great toll on the flag. The symbolism of the Lady and Flag standing in the flood waters represented the Flood of 2008 and the lives that had been touch by the flooding plus the turbulent times our country is facing. In these times, it is good to know the Lady is watching over us. I am enclosing an image of the 9"x12" painting completed aboard the River Rover.

Gary

P.S.

If you are interested in more information about the painting go to garylucy.com

Yesteryear's Picture of the Day in  2008.........   was from Capt'n Rick Flier,  who hails out of North Shore Marina in the motor vessel....... "MISS SIPPY"

Bill,

My son, and a couple of friends, and I, took a nice cruise
yesterday (Sunday). We left from the Meramec River, in Arnold, and motored on up
to the Rat Race at Long Shots. We stayed for a couple of refreshments
then off to Fast Eddie's, for a few more!!! We left and made the trip
back through the locks and got the boat back on the trailer just as
darkness hit us. The picture was taken around 7:00pm, last night (Sunday), as we
were heading back down river. Perfect day, good friends and cold
drinks....ahh to be a boater...

See ya later buddy,
Rick Flier.

Missouri River Near Miami, Missouri

Man Catches 120 Lbs Worth Of Catfish........

When the Missouri River receded from summer flood levels in early September, Marty Ballenger decided to do a little fishing for catfish along the Missouri River.  He found some flooded timber near Miami, Missouri, but unfortunately no limbs to hang lines from.  Using a limb line simulator baited with carp minnows, Ballenger caught a 50 pound blue catfish on the first evening.  Ballenger reset the rig and found a 70 pound blue cat the next morning........

Boat Manufacturer

MTI Interprets Corvette...  The Sports Car, Not The Warship...

Powerboat manufacturer Marine Technology, Inc recently decided to offer their interpretation of the Corvette.  Using multiple styling cues and actual parts from a Corvette ZR1, the 48 foot catamaran certainly appears to be a sports car for the water.  The boat is powered by twin 1,350 hp, twin turbo Mercury Racing engines, giving it the performance to back up the sporty looks.  The vessel comes with a special tilt trailer, and a $1.7 million price tag........

Monday, the Missouri Department of Natural Resources collected the final water samples from the Lake of the Ozarks, and found no elevated levels of E. coli colonies.  The water samples were part of a five year study that was funded by AmrenUE as a portion of the relicensing agreement for the operation of Bagnell Dam.  Over the course of the study, only 2.6%, or 43 out of the 1,619 water samples tested in excess of the U.S. Environmental Protection Agency's single sample guidelines........

Missouri Department of Conservation

Most of Missouri remains zebra-mussel free

JEFFERSON CITY–Hardly a week passes without an invasive plant or animal turning up in a new place. Consequently, the latest news about zebra mussels in Missouri reads a bit like “Man bites dog.”

Tim Banek, invasive species coordinator for the Missouri Department of Conservation (MDC), hears plenty of bad news about zebra mussels and other invasive species. But the lab report he received from 2011 zebra-mussel screenings of selected Missouri lakes and streams contradicts the perception that invasive species are everywhere.

Earlier this year, MDC Fisheries Division staff used fine mesh-sized plankton nets to collect samples and send them to a laboratory to be analyzed for the presence of zebra mussel larvae, known as veligers. Missouri waters sampled in 2011 included Smithville, Table Rock, Stockton, Norfork, Clearwater, Bull Shoals, Mark Twain, Pomme de Terre, Mozingo, Montrose, Hazel Creek, Forest, Thomas Hill, Blind Pony, Hunnewell, Springfield Hazel Hill, Maple Leaf, Binder, D.C. Rogers, Blue Springs, Longview, Little Dixie and Watkins Mill State Park lakes, and the Gasconade River. Banek was pleased but not surprised when every site got a clean bill of health. He said it is important for Missourians to know that most of their lakes and streams are free of zebra mussels.

Fish Tales From Lake Bloomington, Illinois

52 Pound Catfish Reeled In....  On Second Try....

David Shoot has a fish story about the one that got away.  And then came back.  Shoot threw out a line while he was working on his docked boat, when a fish took his bait, and got away.  Shoot made another attempt, and hooked the fish again.  After a 45 minute battle, he was rewarded with a 52 pound catfish. Although this is a big catfish, the Illinois state record is 78 pounds........

Island Opponents March On River Meeting........

Tuesday evening, the Illinois River Council held their quarterly meeting, and parties for and against three Illinois River islands had a chance to speak their mind.  One of these islands is currently under construction in Lower Peoria Lake.  The Illinois River Council outlined their Integrated Management Plan at the meeting.  The plan includes making a considerable reduction in sediment in the Illinois River, and creating additional deep water habitat for fish.  Opponents of the islands claim they are unnecessary, and costs will be transferred to Illinois after the U.S. Army Corps of Engineers is finished with construction........

Rice Lake Near Banner, Illinois

Rice Lake Presents Flying Fish Show........

Fish are more animated at Rice Lake, and fishermen are too.  Once a year, oxygen rich Illinois River water is pumped into the lake, causing fish to become more active.  Fish congregate around the pumps and start jumping out of the water.  The oxygenated water agitates plankton, drawing the fish, which brings out the fishermen.  During a typical year, sufficient water is drawn out of the lake to kill the fish, in order to create habitat for migrating birds........

News Release From BoatUS

BoatUS' Lydecker Honored With SOBA Award

La Crosse, Wis., October 6, 2011 – BoatUS Assistant Vice President of Government Affairs Ryck Lydecker was honored with a States Organization for Boating Access (SOBA) Outstanding Service Award at the group’s annual conference held last week in La Crosse, Wisconsin. The award is presented to an individual or agency that has made either a one-time or continuing contribution to improved access on our nation’s public waters for boaters and anglers.

Since 2000, Lydecker has been a member and eventually chaired the Sport Fishing and Boating Partnership Council, whose goal is to support and increase recreational fishing boating opportunities nationwide, and to promote the social, economic and conservation benefits of recreational fishing and boating.

In 2004, he became chair of the federal Boating Infrastructure Grant (BIG) Program Review Panel and conducted an evaluation of the program. Originally championed by BoatUS as a way to increase boating access through the building of transient boating facilities around the country, the BIG program is funded through a “user pay, user play” concept – money comes from sales and use taxes paid by boaters and anglers.

Today, Lydecker remains a member of BIG Committee for review of Tier 2 projects such as boat ramps and other launch facilities, and he’s also evaluated programs for the US Fish and Wildlife Service and Recreational Boating and Fishing Foundation.

“Ryck is a tireless champion of boating, boating programs and clean water,” said SOBA Awards Chairman David Kieffer. “He’s always willing to help individuals or organizations better understand boating related grant programs and the role they play in keeping our waters clean and accessible to all. “Anyone who has ever met Ryck knows that he’s not only devoted to the work he does, but he embraces boating and fishing in his personal life. It’s a passion that comes from within,” added SOBA President James Adams in presenting the award.

Hi River Bill,
I just happened to find myself in New Johnsonville, Tennessee, last week,
home of Pebble Isle Marina on Kentucky Lake/Tennessee River. I was checking
up on our river friend Jay Laymon from Ponca City, Oklahoma, who we last saw
at Hoppies Marina. He was on his C-Yacht Houseboat that he bought in St.
Paul Minnesota. After staying a month at beautiful Pebble Isle marina, he is
getting ready to depart for Huntsville Alabama, where he will stay for the
winter. Jay met lots of nice people at Pebble Isle, caught some catfish, had
a fish fry and just seemed to be enjoying life on the river! Stay tuned for
more updates on Jay.

See you on the river!
Claudia

Picture of the Day 01 Sept, 2011....

Jay Laymon, from Ponca city, Oklahoma, was down at Hoppies Marina for a
couple of days. He bought his C-Yacht Houseboat in St

Paul Minnesota and is on his way down to  Alabama. To save gas, he had a
little outboard motor mounted onto the back of his boat, and sometimes he
simply floats down the river! So far, he¹s been on the river about a month.
We Œre going to keep in touch through email, so maybe I can update you on
his trip as he goes farther south.
See you on the river!

Yesteryear's Picture of the Day in  2006.........   was sent in by Captain George Shindel.  He drove his land yacht to the Golden Eagle Ferry landing on the Missouri side of the Mississippi River and snapped this shot of The Golden Eagle Ferry and Kinder's Restaurant on the Illinois side of the river.

Lots of lights...headlights, street lights, restaurant lights, ferry lights...And it's all topped off by those light reflections on the Mighty Mississippi.

RiverBill says...Great shot George !

Kinder's seems to be calling to us........Come on over...Have a bite to eat and something to drink.

News Release 344

Final sampling of Lake of the Ozarks study finds no elevated E. Coli levels

JEFFERSON CITY, Mo., OCT. 5, 2011 The final water quality sampling of the Missouri Department of Natural Resources five-year study of the Lake of the Ozarks found no elevated E. coli.

Samples taken Monday found no cases of elevated E. coli in any of the 12 coves sampled on the lakes western end.

The geometric mean for the 2011 recreational season at the coves sampled was 3 E. coli colonies per 100 milliliters of water, which was the lowest geometric mean since the study began in 2007. A geometric mean is a statistical method used to analyze data collected over a period of time.

All of the studys year-end results have been significantly below the geometric mean at which a water body is considered unsuitable for swimming and related activities, which is 126 E. coli colonies per 100 milliliters of water. From 2007-2011 the geometric means were 5, 7.6, 8.8, 3.8 and 3.0.

Over the course of the study, the department, working with volunteers from the Lake of the Ozarks Watershed Alliance, collected and processed 1,619 samples from sites beginning at Bagnell Dam in 2007 and proceeding up the lake to Truman Dam this year. Over the five years of the study, 43 samples or 2.6 percent were in excess of the U.S. Environmental Protection Agencys single sample maximum recommend E. coli level for swimming beaches, which is 235 E. coli colonies per 100 milliliters of water.

The Lake of the Ozarks study was funded by Ameren UE as part of the relicensing agreement for Bagnell Dam.

A link to a map of the 2011 sample areas and results is available on the departments website at dnr.mo.gov/loz.htm. Sample results from previous years are also available online.

The Great Lakes

Report Claims Nutrients And Mussels Harm Lakes........

A report released on Tuesday declares the worst algae bloom outbreak in decades and a sharp decline in the Great Lakes fish populations has been caused by excessive nutrients and invasive mussels.  The National Wildlife Federation's report points to excess nutrient runoff from farmland and other sources as the catalyst for the algae blooms near shore.  Invasive mussels that arrived in the ballast water of ocean-going vessels are gobbling up plankton, causing fish higher up in the food chain to go hungry.  The NWF report states that scientist's predictions for the collapse of the Great Lakes ecosystem are coming true........

Metro East Boat Sales

Fairview Heights Withdraws Boat Sales Ban........

Tuesday, the Fairview Heights City Council voted to withdraw a proposed ordinance that would ban residents and businesses living in commercial areas from selling motorized vehicles, including boats, on their property.  Some critics of the proposal stated that the proposal was not very well defined, and might have unintended consequences.  Others were unhappy because they want to be able to sell what they want on their own land.  The aldermen will put together a less stringent proposal........

    Levee Repairs To Start Soon........

A few months ago, the Southwestern Illinois Flood Prevention District Council approved a $151 million project to upgrade the levees between Alton and the Columbia Bottoms, and work is slated to begin early next year.  The project is intended to return the levees to 100 year flood levels.  Also, the Council is dealing with another partially related concern with the sanitary district levees, but the FEMA issues are the Council's main focus, as FEMA decertification could skyrocket insurance premiums.........

Hi River Bill!

We had a great time in Negril, Jamaica! Thanks for being our trip advisor!

We spent two days with your recommended cab driver, Wayne Irving. He took us to several places including Floyd's Pelican Bar, Peter Tosh's grave, the Push Cart Restaurant, and of course, to the police station for a cocktial.

We had a blast!!!! Thanks again for your suggestions!

New Island Starting To Take Shape........

More than 15 years in the works, the first of three islands for the Peoria Lakes is starting to come together.  So far, over 70,000 cubic yards of dredged silt and river soil have been pumped into 60 and 100 foot long "geotextile" bags to form the island's perimeter.  More dredged material will fill up the interior of the island, and a rock jetty placed at the northern end of the island.  It is slated to be completed in 2012.  The islands are intended to recreate water depth diversity for fish........

Bill,

The Route B bridge over Dardenne Creek in St. Charles County that is one of the Safe and Sound bridge projected re-opened Friday, September 30, 2011 at 4:00pm. The construction to remove and completely replace the bridge deck or driving surface started on August 15th and is completed three days ahead of schedule. Thanks to MoDot and Gershenson Construction Company for completing the project on time and not shutting the bridge down during the spring and early summer flood waters. The timing is great for all the fall festivities and everyone that resides on the Illinois side of the Mississippi River. Great job!!!!!!!!!!

See ya on the water

RiverBill says.... Thanks to Mississippi Joe for the picture and news !

Highway B runs along the upper end of the Missouri side of pool 26.  The bridge construction cut the up river boaters off from the rest of the pool when cruising in their landyachts, heading down river.    Alternate routes added miles and miles.

Yesteryear's Picture of the Day in 2010 ----  were sent to us by Capt'n Gary Hunt who hails out of the Ivy Club in Peoria, IL on the cruiser..... Lien On Me.

Bill,

I got a few pics of the annual Memorial J. Holt Thomas Regatta hosted by The Ivy Club last weekend. Our club hosts this event annually and draws some of the top racing sailors from the International Star Class Yacht Racing Association District 4. This years regatta was attended by sailors from Peoria, IL, Springfield, IL, Racine, WI, and I believe Mendelin, Indiana. I'm sure I've failed to mention someone. I believe there were 18 boats present this year. Although most of us powerboaters have very little involvement in the regatta, our hats are off to another well done job by the sailing fleet. They represented our club well in sailing and superbly in hospitality.
