Picture of the Day

Mary Says......."Just a minute"

Oops !

Click pic to enlarge

Picture of the Day ...... is Mary Beth and girls last night at Mary's Birthday Party at Camp Carl. (Mary has her face covered with her arm..... Oops! )

Here's the story.....

RiverBill took a great pic of Mary Beth and the girls with Mary's camera.... A GREAT PICTURE.

Then I thought I would get a shot with the RiverBills camera too, but Mary raises her mighty finger just at that split second to tell RiverBill "Hold it".   HAHAHAHAHAH. That don't work with me, cause I took the picture anyway.... No problem.

I checked out the shot when I got back at the RiverBills Office.  Oh Buoy, the birthday girl had her face covered.

IIt's the only picture we had, so I decided to post it and include another picture of one of Mary Beth's past Birthday parties.

Below is one the the first pictures ever posted on RiverBills

way back in 2004...

Picture of the Day from 10-02-04........

It's was of a few of the ---- Thirsty - Thursday --- crew at Iowa Island ! The days were getting shorter and the crowd was a bit smaller but it was a fine place to spend Thursday evening. As usual the company was good. The cooks  were Ernie and Ron. Thanks Guys !

It was a special occasion too----- Mary's Birthday---- Happy Birthday Mary !

(She is the 1st gal in from the left.)

RiverBill says..... HAPPY BIRTHDAY MARY !

Another Picture of the Day

A RiverBills Bumper Sticker

Spotted !

Another Picture of the Day ...... was sent to us by Christa Leone who hails out of Woodland Marina in the boat ... Paint Daddy.

Christa sent us a picture of a RiverBills Bumper Sticker that she spotted in DB's Sports Bar located 1615 S Broadway in St Louis, MO 63104.  Click here for map

Dick Proetz .........

The following email is from Con Trios Member Dick ("Trader Dick") Proetz daughter Carla, forwarded to RiverBills.com by Capt'n Darryll Weil......

Information for Dick's long time friends in Con Trios Yacht Club;

Dick was diagnosed with Pancreatic Cancer in late April this year. After a short hospital stint, he moved in with daughter Carla & son-in-law.
He has been in Home Hospice there since August. The Hospice nurse discovered three additional tumors when doing her exam of the swelling in Dick's belly last week. He has been getting continuously weaker, and having very bad back pain. With the great kindness of good friends and great family, we have been doing pretty well with home hospice and still being able to go to work. However, Saturday Dad was very weak and had his legs give way. He slipped down the two garage steps while attempting to get into the car for a trip back home. The wonderful news is that he didn't injure himself in the fall, but I had to have assistance from the two guys doing concrete work in our side yard to help get him up and back into the house. When I contacted the on call home hospice nurse, she said that it seemed like we should make the move to DeGreeff Hospice House. After a short ambulance ride, Dad checked into Hospice House on the grounds of St Anthony’s Hospital. I spent Saturday night with him. By late Sunday afternoon, the staff had his pain under control and his face seemed relaxed and comfortable. If you are unfamiliar with this facility, it is a truly wonderful place. It is very homey, all single rooms with 4 "family areas". The staff is excellent and professional; and the facility is extremely clean and welcoming. It is great to have him be pain-free and safe. Thank you for caring, helping and praying. If anyone would care to send a card, email, or stop by to visit; he would appreciate it.

Boat builder Sea Hunter took a page from Boston Whaler's advertising department and upped the ante.  While Whaler cut one of their boats in half and demonstrated that it would still float, Sea Hunter went a bit further by taking one of their $200,000 fishing boats, dropping it 20 feet onto concrete, cutting it into half, and then taking it for a boat ride.  The company intends to use the footage for a part of a commercial........

News Release

Don't trash our sea

WASHINGTON-The U.S. Coast Guard Auxiliary reminds everyone that marine debris are everyone's concern and everyone's problem. Debris generally originates, from two distinct sources, the sea (and inland waterways) and land. Ocean/inland waterways-based sources include boats and ships including the smallest sailboat to the largest container ship, along with offshore rigs and drilling platforms. Land-based sources include, sewer overflows and storm drains, landfills, manufacturing and sewage treatment plants and beachgoers. About 80% of debris originates onshore with 20% coming from offshore sources. Some marine debris persist in marine environments for a very long time – Mylar balloons (centuries), derelict fishing gear (centuries), plastic bags (centuries), cigarette butts (2 – 10 years), monofilament line (600 years), plastic bottles (450 years), 6-pack holder (400 years), aluminum cans (200 – 500 years), and Styrofoam buoy (80 years)

Balloons exposed to seawater deteriorated much slower than if exposed to air. Even after 12 months in salt water they retained their elasticity. What goes up must come down! Balloons lighting on land or sea can be mistaken for prey and eaten by animals. Balloons in an aquatic environment can look a great deal like jellyfish—a major source of food for many animals. Sea turtles, dolphins, whales, fish, and seabirds have been reported with balloons in their stomachs.

Mylar balloons reflective light and can, be mistaken for a distress signal. Rescuers can waste valuable resources investigating what from several miles away can appear to be a distress signal. In some jurisdictions, the mass release of balloons is illegal

WHAT YOU CAN DO TO REDUCE MARINE DEBRIS

  • Never intentionally discard any item into the marine environment

  • Tie it down, secure it, stow it

  • Secure all plastic wrap and packaging

  • Reduce, reuse, and recycle

  • Properly dispose of trash and fishing gear

  • Participate in coastal cleanup programs

  • Buy recycled products with little or no packaging

  • Keep cigarette butts off streets and beaches

  • Cut the rings in plastic six pack holders

  • Set a good example and educate others about marine debris.

Under federal law, it is illegal for any vessel to discharge plastics or garbage containing plastics into any waters. Additional restrictions on dumping non-plastic waste are outlined below. Regional, state or local laws may place further restrictions on the disposal of garbage. ALL discharge of garbage is prohibited in the Great Lakes or their connecting or tributary waters. Each violation of these requirements may result in a fine of up to $500,000 and 6 years imprisonment.

In lakes, rivers, bays, sounds and up to 3 miles offshore it is illegal to dump:

All garbage

From 3 to 12 nautical miles offshore it is illegal to dump:

  • Plastic

  • Dunnage, lining and packing materials that floats

  • All other trash if not ground to less that 1"

From 12 to 25 nautical miles offshore it is illegal to dump:

  • Plastic

  • Dunnage, lining and packing materials that float

Outside 25 nautical miles offshore it is illegal to dump:

  • Plastic

"MARPOL PLACARD" Vessels 26' or longer must display the above information in a prominent place for passengers and crew to read

FERC Agrees To Another Hearing For Shoreline Management Plan........

As part of Amren Missouri's license renewal for operating Bagnell Dam, they put together a Shoreline Management Plan.  However, the Federal Energy Regulatory Commission did not approve of the plan, potentially requiring the removal of 4,000 non-conforming structures within the utility company's project boundary.  After public outcry, FERC has agreed to reconsider their decision on Amren's Shoreline Management Plan........

Yesteryear's Picture of the Day in 2005 ----  was of a row of sailboats silhouetted against last  Saturday's sunset......What a picture......Look at those magnificent colors !

The pic  was taken by Captain Harry Ragland, of the sailboat "Tapacolo".   Harry wrote in his e-mail:

" Saturday was a good day for sailing, with steady winds out of the East.   I sailed "Tapacolo"  from Portage Des Sioux to Alton and back.   By the time I got docked the sun was setting, and this is how it looked from the back porch of Palisades Yacht Club."

     NMMA Acquires Interactive Game........

Wednesday, the National Marine Manufacturers Association announced that they purchased the Power Boat Docking Challenge game from Culp Concepts.  The idea is to bring an interactive experience to boat show attendees as well as demonstrate that docking can be fun with proper instruction and practice.  The game uses a life sized helm to control a four foot, twin engine remote control boat down a pool, into a marina, eventually into a slip........

Fall Colors Predictions......Missouri Department of Conservation foresters update "Fall Color" reports weekly from mid-September through early-November.

According to the Missouri Department Conservation website... The peak of fall color in Missouri is usually mid-October. This is when maples, ashes, oaks and hickories are at the height of their fall display.

St. Louis Region:
In addition to the sassafras, mulberry, black gum and dogwoods, a few more trees have started to turn colors this week: White ash and blackhaw viburnum have started their color change. Most trees are still green, however, and some have browned or even dropped their leaves from the summer heat and drought conditions. The recent rains will help keep leaves on the trees, but we’ll need a good string of warm days and cool nights for the best display. (Updated Sept. 22, 2011.)

News Release From BoatUS

BoatUS Foundation: Five Fall Boating Safety Tips
What You Need to Know With the Changing of the Season

ANNAPOLIS, Md., September 28, 2011 – As the days slide farther into fall, recreational boaters face a unique set of safety issues. Warm days collide with deceptively cold waters, greatly increasing the risk of hypothermia even on a “T-shirt” day. Weather can change quickly. And, if you run into trouble, the summer crowds have gone (cue the chirping crickets) leaving few potential rescuers close by. The non-profit BoatUS Foundation has five tips that will help boaters, anglers and sailors understand these unique safety issues and ensure everyone gets home safely.

1. Dress for the water, not the weather: Indian summers can bring T-shirt days and downright balmy temperatures – but don’t be lured into this false sense of summer. The sun may be shining, but water temperatures are cooler. Always bring extra layers and rain gear this time of year. Fast moving storms can bring sudden temperature drops, and water temperatures are now getting closer to the zone where a simple fall overboard could be a big problem.

2. Tell a friend: A floatplan could be as simple as letting a family member know where you are going and what time you expect to return, or a more detailed written plan for longer trips, easily left on a windshield, given to a friend, or dropped off at the Harbormaster office. BoatUS has a free floatplan available at www.BoatUS.com/floatplan. One piece of floatplan etiquette: always check back “in” upon your return.

3. Always check the weather: “You could be well prepared, however, the one thing that’s out of your hands is the weather,” says BoatUS Foundation President Chris Edmonston. The good news is that with today’s technology, it’s easy to keep an eye on it. For a look at weather delivery options ranging from VHF DSC radio to smartphones, go to www.BoatUS.com/foundation/Findings/49.

4. Always check the boat: Capt. Rich Lendarson of TowBoatUS St. Joe Michigan reports, ”The majority of small craft that I see in the fall wouldn’t have sunk if owners had checked to see they had a working bilge pump” (For a look at bilge pump maintenance, go to BoatUS.com/boattech/casey/14.htm). Also do a once-over inspection of the engine, communications and safety gear to ensure all are in good shape and ready to go.

5. Leave the drinks for home: Beer, wine or distilled spirits all do the same thing — they quickly drain your body of heat bringing on hypothermia’s deadly effects much sooner when compared to warmer months. Help yourself by avoiding alcohol while you’re out on the water.

Waterfront Property Near Virginia, Illinois

City Sells Lake And Surrounding Property........

During a public auction Monday evening, the City of Virginia sold it's 18 acre lake, as well as the surrounding property for almost 40% more than the appraised value.  The 62.35 acres were appraised at $175,000, but the land was purchased by Lou Messervy for $3,900/acre for a total of $243,165.  It is not certain what Messervy intends to do with the property, but city officials are hoping that the sale of the property will incite development........

News Release From BoatUS

BoatUS Honored with Golden Glow Award at AGLOW Annual Conference

LAKE RATHBUN, Iowa, September 28, 2011 – Boat Owners Association of The United States (BoatUS) was honored with an Association of Great Lakes Outdoor Writers (AGLOW) “Golden Glow Award” at the group’s annual conference held last week at Honey Creek Resort on Lake Rathbun, Iowa. The Golden Glow is ALGOW’s highest honor, nominated and selected by the Council of Past Presidents. It was given to BoatUS for its “appreciation of your exemplary outreach of service, information, and advocacy to the boating and fishing community, and your support of the greater outdoor media.”

Accepting on behalf of the half-million member Association, BoatUS Assistant Vice President of Public Relations D. Scott Croft said, “Since we joined AGLOW five years ago, the members have embraced our message of advocacy and service, giving boat-owning anglers a voice on Capitol Hill on issues such as mandatory life jacket wear, ethanol in fuel, preserving access, and fighting to keep GPS alive. And thanks to AGLOW’s outdoor communicators, anglers know the value of BoatUS Angler membership and having a helping hand 24/7 when you have a breakdown on the water or traveling down the road,” added Croft.

"AGLOW is very grateful for BoatUS' partnership and outreach to the outdoor media," said AGLOW Executive Director Josh Lantz. "Their wide-ranging projects and programs have made boating easier, safer and more enjoyable for over 40 years", continues Lantz. "We're proud to help spread their message".

For more information on AGLOW, go to www.aglowinfo.org. For more information BoatUS Angler membership including on-the-road and on-the-water annual towing plans, go to www.BoatUSAngler.com.

Lake Superior

Coast Guard urges mariners to heed warnings, secure boats prior to

     severe weather

CLEVELAND The U.S. Coast Guard is warning mariners to prepare for extreme weather conditions forecasted by the National Weather Service beginning Thursday afternoon and impacting Lake Superior, northern Lake Michigan and northern Lake Huron.

The most extreme forecasts predict wave heights of up to 33 feet and wind gusts up to 60 mph in western Lake Superior, but mariners should expect conditions across the Great Lakes region to be unpredictable and dangerous as this front moves into the area.

Such conditions are dangerous for mariners and rescue professionals. The high winds are also likely to cause moored vessels to break free from moorings if not properly secured.

The Coast Guard urges those who were planning to boat or recreate in the impacted areas to heed warnings issued by the National Weather Service and plan accordingly.

Additionally, the Coast Guard encourages all vessel owners to ensure boats are well secured to avoid hazardous and unnecessary searches caused unmanned, adrift vessels. This includes personal watercraft as well as beached kayaks and canoes. Life jackets, pool floats and other debris that could lead rescuers to initiate searches should be securely stowed as well.

Coast Guard search and rescue controllers at Sector Sault Ste. Marie, Mich., and Sector Lake Michigan in Milwaukee, Wisc., will broadcast safety information for recreational and commercial mariners via VHF FM marine radio.

The National Weather Service marine forecast is available HERE

River Journeys

Couple Takes Stern-Wheeler From Ohio To Missouri........

Recently, Roger and Barbara Giles began a river journey from Marietta, Ohio to Columbia, Missouri aboard their two story, 80 year old stern-wheeler Nancy Ann.  The couple have worked their way through a variety of different boats, starting with a jon boat and a few small house boats before pursuing their interest in a stern-wheeler.  The Giles found the Nancy Ann a few years ago while on a trip to Ohio, but owners didn't want to sell, and the couple wasn't ready to buy.  Both parties kept in touch, and now the Giles are bringing their stern-wheeler home........

Boater Profiles.......

Who is that Arlie Appler Guy ?

Ahoy Bill,

I've had several people ask me what my (Ret.) status means attached to Capt. Arlie Appler. I've attached a photo of me at the helm of something a little diffeent from our river craft.

30 years as an American Airlines International Captain, the last 10 years as a B777 skipper flying troops from CONUS to Iraq, Kuwait, Afghanistan and Bosnia. I pulled the early retirement ejection handles and haven't looked back until American coaxed me out of retirement to train our senior pilots at DFW.

Thanks for your posting of the Polestar Marina car show....

Arlie

Coast Guard issues Notice of Federal Interest to Transocean Holdings, LLC

NEW ORLEANS ... The U.S. Coast Guard Captain of the Port for Morgan City, La., issued a Notice of Federal Interest to Transocean Holdings, LLC, Tuesday.

A series of sheen sightings in the area of Mississippi Canyon block 252 indicate the possibility of a release from the riser pipe or other debris on the ocean floor from the April 20, 2010, Deepwater Horizon incident. Recent ROV video footage of the capped Macondo well has shown no evidence of a release from the well.

An NOFI puts a potential responsible party on notice and, under the Oil Pollution Act of 1990, the responsible party may be financially accountable for debris removal costs and damages resulting from the pollution incident. Federal removal actions will be limited to monitoring progress of the responsible party's actions and providing guidance as necessary.

"This is part of the process we take whenever there is an oil sighting that cannot be immediately attributed to a specific source. We will actively work with Transocean to discuss options to determine whether or not the wreckage is the cause," said Capt. Jonathan Burton, commanding officer of Marine Safety Unit Morgan City.

Failure or refusal of the responsible party to provide all reasonable cooperation and assistance requested by the Federal On-Scene Coordinator will eliminate any defense or entitlement to limited liability, which might otherwise be available under OPA 90, and subject them to significant fines under the Federal Water Pollution Act.

BP's Macondo well is not suspected as a source of the sheen. The ROV video can be viewed at http://www.restorethegulf.gov

US Coast Guard News Release

Coast Guard oversees salvage of corn barges on Mississippi River

BATON ROUGE, La. The Coast Guard continues the supervision of the salvage of sunken corn barges on the Mississippi River, Sunday, near mile marker 233.

McKinney Salvage & Heavy Lift completed the salvage operations for one of three corn barges, Friday, owned by American River Transportation Company. The salvage of the second barge is scheduled to begin Wednesday. Following the removal of the second barge, the process to remove the third barge will begin.

At approximately 1:30 p.m., May 20, 2011, watchstanders at Vessel Traffic Service New Orleans received a report that a 195-foot tow vessel, Crimson Gem, was pushing 20 barges of grain when the vessel allided with a barge at the Rhodia Dock, and three of the Crimson Gem's barges sank as a result.

The Coast Guard has been working with all interested parties in order to ensure the safe and timely salvage of all three barges," said Lt. Cmdr. Quincy Davis, commanding officer of Coast Guard Marine Safety Unit Baton Rouge. "Regular sonar scans of the barge locations are taken in order to ensure the barges are not drifting from their original location."

How We Hooked The Kids
A Survival Guide For Parents

By Danielle Zartman
This mom decided to instill a love of boating in her three little girls, hoping it would make them enthusiastic about the cruising life. So far, it's working!

"I couldn't do it," my cousin Elizabeth said, shaking her head after hearing my plans. I'd been driving south with my three daughters, Antigone, Emily, and Damaris, visiting friends and family along the way, and San Diego was the last stop. We were expecting my husband Ben to arrive in a day or two after having sailed Ganymede, our Cape George 31-foot pilot cutter, from San Francisco around the southern tip of Baja California and north into the Sea of Cortez. To be honest, I didn't know if I could do it either.

Being a good wife and mother was already difficult enough, and to add first mate to my duties seemed a daunting combination. My only hope, I'd realized from the outset of the project, would be to get the children as excited and eager about sailing as I am.

During the past three years that Ben had spent building Ganymede from a bare hull, I'd done my best to include Antigone, our oldest daughter, in little jobs. Her "help" may have slowed progress down at times, but in this way the boat became hers, too. More than a few fiberglass panels and bits of trim have her crayon drawings on their backsides, and she was always eager to help sharpen pencils on her father's hand-grinder. Nearer the completion of the project, her sister Emily began to add a helping hand and the two girls measured bits of wood and turned the heads of lots of screws. They helped me with pins and measuring tape while I sewed upholstery for the berths and settee, and, of course, were especially excited when I cut up some Bambi-pattern sheets to fit their own tiny mattresses. When all that was done, we celebrated by camping out in the boat right in our own backyard. In the chilly darkness after supper, we baked cookies in the boat's oven to have with hot cocoa and marshmallows on the foredeck. It was so much fun that we stayed a second night before packing up and returning to the house.... click here to continue reading on Boat US website

Mississippi River At Alton, Illinois

Boat At The Riverbend Leaving Alton........

Wednesday, the process to remove the Boat at the Riverbend from the Alton riverfront began.  Formerly the landing for the Alton Belle Casino, it was revamped into a bar, restaurant and reception complex in 2006.  The complex was closed a year later and sold.  The current owners have done little with the Boat on the Riverbend, and have until September 30 to move the vessel, or face possible legal action, and the forfeiture of a $50,000 cash deposit.........

Missouri Department of Natural Resources

     News Release

Boonville lift station failure results in release of up to 400,000 gallons of wastewater to stream

JEFFERSON CITY, MO, SEPT. 22, 2011 – The Department of Natural Resources is overseeing the cleanup from the estimated release of 400,000 gallons of wastewater into a Boonville stream.

Boonville city officials discovered the release of wastewater from manholes near Lift Station #2, located on Water Street, east of the intersection of Water and Bell streets, Wednesday afternoon. City officials noticed the flow to the wastewater treatment plant was significantly lower than normal. Based on the amount of wastewater received at the treatment plant during that time, officials believe that an estimated 400,000 gallons flowed from the lift station into Rames Branch. The bypass was believed to be caused by an electrical system failure at the lift station.

The department dispatched an investigator to the site of the release to determine the extent of the release and gauge any environmental damage. In addition to sampling the water, the investigator discovered a fish kill in Rames Branch approximately 250 yards from the Missouri River. The bypass appeared to affect Rames Branch from the Missouri River back to Morgan Street, south of Water Street. The Missouri Department of Conservation has been called in to document the extent of the fish kill.

The Department of Natural Resources will use the investigator’s findings plus the city’s incident report to determine what enforcement action will be taken in the case.

City crews have begun a cleanup by placing lime in the ground in the affected areas around manholes that were believed to have overflowed because of the lift station failure. The city posted warning signs and planned to post more as cleanup continued. It was also recommended that the creek be pumped in the affected area to remove the wastewater. The department is sending an investigator to the site this afternoon to follow up on cleanup.

The department considers discharges of wastewater from sanitary sewer collection systems to be potential threats to public health and the environment. Such discharges have the potential to contaminate lakes and streams, causing serious water quality problems.
Sanitary sewer overflows can be caused by mechanical failure, obstructions in sewer lines, infiltration of rainwater and snow melt into aging systems, or undersized systems that cannot compensate for sudden increases in wastewater.

To report an environmental emergency, including after-hour sewage overflows, please contact the DNR spill line at 573-634-2436. To report sewage overflows during regular business hours, contact the nearest regional office. A list of regional offices, their contact information and service areas is available online: http://www.dnr.mo.gov/regions/regions.htm

U.S. COAST GUARD

CONDUCTING THE 2011 NATIONAL RECREATIONAL       BOATING SURVEY

The US Coast Guard's Boating Safety Division is currently fielding its 2011 National Recreational Boating Survey. This survey is a key element in collecting data that will support the overall Coast Guard boating safety strategic plan to reduce fatalities, injuries, and property damages. The Survey is being conducting by ICF Macro, NY, NY from various call centers on behalf of the U.S. Coast Guard.

This survey targets all US recreational boaters, and will collect data on the nature and frequency of their boating activities, as well as their exposure to certain hazards. The data will be collected from a randomly selected sample of boaters, and only those selected in this probability sample will have the opportunity to participate in the survey. Selected boaters may receive the survey questionnaire by mail if they own a registered boat. Otherwise, they may receive a phone call if their phone number is randomly generated by the computer.

All information collected from the boating public will be used by the Coast Guard only, and for the sole purpose of creating statistical summaries. Personal data such as e-mail or street addresses may be used only to re-contact respondents with reminders if necessary. If you have further questions regarding this survey, do not hesitate to contact the Coast Guard's National Recreational Boating Survey technical manager at 202-372-1102.

Today is the Fall Equinoix

An equinox occurs twice a year, when the tilt of the Earth's axis is inclined neither away from nor towards the Sun, the center of the Sun being in the same plane as the Earth's equator. The term equinox can also be used in a broader sense, meaning the date when such a passage happens. The name "equinox" is derived from the Latin aequus (equal) and nox (night), because around the equinox, the night and day have approximately equal length.

At an equinox, the Sun is at one of two opposite points on the celestial sphere where the celestial equator (i.e. declination 0) and ecliptic intersect. These points of intersection are called equinoctial points: classically, the vernal point and the autumnal point. By extension, the term equinox may denote an equinoctial point.

An equinox happens each year at two specific moments in time (rather than two whole days), when there is a location (the subsolar point) on the Earth's equator, where the center of the Sun can be observed to be vertically overhead, occurring around March 20/21 and September 22/23 each year.

Illinois Kicks Off Anti-Hunger Program....  With Carp....

Thursday, the Illinois Department of Natural Resources had a public tasting event presented by Chef Phillippe Parola to begin a campaign that may result in carp being fed to people facing hunger.  Parola stated that fish is food and is one of the greatest natural resources we have.  The community dinner was held in Chicago, and several dozen people attended.  The dinner was a success, but getting the carp into food pantries is still a ways off, the main obstacle being how to prepare it........

Subject: Marine Safety Information Bulletin (MSIB) 04-11 - Waterway Restrictions Fish Barrier
NAVNOTICE # 2777

The purpose of this Advisory is to inform the maritime industry and waterway users that the U.S. Coast Guard will enforce a segment of the Safety Zone in the Chicago Sanitary and Ship Canal near Romeoville, IL. This action is necessary to protect the waterway and its users from hazards associated with the Illinois Department of Natural Resources fish suppression operations to clear all fish between Barrier IIA and IIB, in conjunction with the U.S. Army Corps of Engineers scheduled maintenance shutdown of Dispersal Barrier 2B.

This restriction will be active from 7:30 a.m. until 10:30 a.m. on October 17 and 18, 2011. This restriction will also be in effect from 8:00 a.m. until 6:00 p.m. on October 19, 2011. The portion of the CSSC that will be restricted to traffic is all water between Mile Marker 296.1 and Mile Marker 296.7.

The Captain of the Port Lake Michigan reminds mariners that the requirements of the Regulated Navigation Area (RNA) between mile markers 295.5 and 297.2 of the CSSC (as contained in Title 33 Code of Federal Regulations 165.923) remain enforced. For additional information or clarification regarding this Marine Safety Bulletin, please contact Sector Lake Michigan Command Center (414) 747-7182.

During the enforcement period, entry into, transiting, mooring, laying-up or anchoring within the enforced area of this safety zone by any person or vessel is prohibited unless authorized by the Captain of the Port, Sector Lake Michigan.

This MSIB will also be posted on USCG Sector Lake Michigan's HOMEPORT site at:

    NMMA Appeals E15 Ruling........

This week, the National Marine Manufacturers Association, and their partners in the Engine Products Group filed suit in the U.S. Court of Appeals challenging the Environmental Protection Agency's regulation pertaining to fuel pump warning labels and misfueling controls for E15.  E15 has been approved for use in 2001 and newer cars, but not for marine engines.  The NMMA also has concerns that the EPA is not being proactive in the prevention of misfueling........

River History....

Sept 22, 1842 in River History

On September 22, 1842, Lincoln and Shields, each with three seconds, rowed across the Mississippi from Alton. While the parties set up the dueling area, the principal seconds tried to resolve the issue peacefully. To demonstrate his obvious physical advantage, Lincoln then reached up and lopped off a high willow branch. After discussion the two seconds finally agreed that a note in which Lincoln admitted authorship of the letter and asserted that he "had no intention of injuring your (Shields) personal or private character or standing as a man or gentleman" would satisfy the honor of both them.

News Release From BoatUS

Three Holiday Gift Ideas for Three Different Kinds of Boaters

ALEXANDRIA Va. September 21, 2011 – Not all boat owners are the same, so when it comes time to pick out a holiday gift for your favorite boater or angler, not just any present will do. Boat Owners Association of The United States (BoatUS) has three gift-giving options that can all be purchased online at www.BoatUS.com/gift.

1. The “affordable” $24 gift: BoatUS membership is just $24 and is a perfect gift if you are on a budget. A BoatUS membership makes anyone’s boating better and comes in two “flavors” – one for boaters and sailors (BoatUS membership) and one for anglers (BoatUS Angler membership). For each, the $24 annual membership fee includes a subscription to BoatUS Magazine or to BoatUS Angler Magazine (respectively), and includes 24/7 dispatch with $50 of on-the-water boat towing assistance and $50 of on-the-road assistance for a disabled boat trailer and tow vehicle. Exclusive fuel, transient slip and repair discounts, savings on boating gear, fun online learning opportunities (such as navigation video games), and access to lots of “how-to” information is also included. Being a member also means a bigger voice for your boater on Capitol Hill when government unfairly targets boaters with anti-boating legislation.

2. The gift for “trailerboaters”: There is nothing worse than having a boat trailer breakdown on the road, which often results in having to leave the rig unattended while the owner looks for help. Adding BoatUS’ “Trailer Assist” for an additional $14 to any BoatUS or BoatUS Angler membership means this will never happen to your favorite boater. Included is 24/7 dispatch and 100 miles of free towing for both the boat trailer and its tow vehicle to a safe location or repair facility, as well as a lock-out, flat tire, battery jump and fuel drop-off service. We’ll even winch the boat trailer up a slippery boat ramp if you get stuck. Also included is a subscription to BoatUS Trailering Magazine.

3. The “Unlimited” gift: Having an on-the-water towing plan from the nation’s largest towing fleet means your boater will always have the security of knowing help is just a call away. Freshwater boaters can add “Unlimited” on-the-water towing to their membership for just $34 while saltwater boaters can add it for $125 annually. 24/7 dispatch, soft ungroundings, jump starts, fuel delivery and tows back to a marina, home dock or launch ramp are included for any boat that is owned, rented,
