US Coast Guard News Release

     Missouri RIver

UPDATE 9: Coast Guard opens portion of Missouri River

ST. LOUIS The Coast Guard, in partnership with the Kansas City District of the U.S. Army Corps of Engineers, and the states of Nebraska, Kansas and Missouri reopened, Friday, an additional 118 miles of the Missouri River to vessel traffic.

The newly opened portion of the river extends from mile marker 380 just north of Kansas City, Mo., to mile marker 498, Rulo, Neb.

Although this portion of the river is now open to vessel traffic, waterway users are cautioned that high water conditions still exist. Boaters are urged to use caution in and near the river as sustained high water could have modified bottom conditions and exposed or created unexpected navigation hazards. Additionally, boaters must be mindful of their wake and operate in a manner that does not cause further damage to levee systems or privately-owned properties. The reach from St. Joseph, Mo., to Rulo, is especially hazardous due to swift currents and should be avoided by small craft. Waterway users should also contact state and local emergency management and law enforcement officials to ensure that boat ramps are open and accessible.

The Missouri River closure from mile marker 498 to mile marker 753 remains in place. The Big Sioux River closure, from the confluence with the Missouri River to the Military Road Bridge in north Sioux City, S.D., is also still in place.

The Coast Guard, in concert with the USACE and state officials, will continue to monitor water levels in an effort to open the river as soon as levee conditions and public safety concerns warrant.

The Coast Guard advises mariners to monitor VHF-FM channels 16 and 22 for any changes to the closure.

Creek Cleaning Proposal Approved By Corps........

Recently, the U.S. Army Corps of Engineers has approved a plan to clear creeks around the city of Hannibal.  29 sites have been identified as targets for cleanup.  The next hurdle is to find contractors willing to do the work.  It is likely that a "pilot project" will address two of the worst crossings.  Site No. 1 would be at the Warren Barrett crossing near the General Mills warehouse, the second site would be at the Warren Barrett crossing at Black Thunder Powerboats.  So far, funding for the project is coming from the city of Hannibal, and BASF........

USACE Releases Report on Initial Research into the Effects of Woody Vegetation on Levees

WASHINGTON (Sept. 8, 2011) The U.S. Army Corps of Engineers (USACE) today released the results of an advanced, quantitative research effort on the impacts of trees on levees. The research, conducted by the U.S. Army Engineer Research and Development Center (ERDC), focused primarily on the gathering of root characterization and site conditions through fieldwork, and modeling of single, living trees for both slope stability analyses and seepage analyses.

USACE will use this new information to inform its decision making for trees on levees in the USACE levee safety program. The research report, Initial Research into the Effects of Woody Vegetation on Levees, is available at http:wri.usace.army.mil.

Life safety is a top priority, said Steven Stockton, USACE director of Civil Works. We are always looking for new and better information to improve our levee safety policies and procedures, while helping levee sponsors make better informed decisions about safety and setting priorities.

The research included an extensive literature search (263 publications from 30 countries), which revealed minimal information on the complex scientific relationship between levees and trees. USACE started this initial research effort to help determine and quantify the effects, both positive and negative, of trees on levees. The research team included scientists and engineers with geotechnical, environmental, geological, biological and geophysical expertise.

In addition to the global literature review, the research included site characterizations and assessments, field data collection (root mapping, root strength and soil properties) and numerical model development. The research team modified a root pull-out apparatus and applied non-intrusive methods to map tree roots. The team also developed two-dimensional and three-dimensional computer models to help quantitatively define tree root impacts on levee slope stability and seepage.

This initial research advanced USACE knowledge and understanding of some aspects of this complex issue. The presence of trees on a levee increases the uncertainty associated with levee integrity and performance. ERDC researchers considered the effects of trees at various locations on levees and found that a tree may either increase or decrease the factor of safety. At some locations where a tree was found to increase the factor of safety under one set of conditions, that same tree was found to decrease the factor of safety when other likely conditions were considered. ERDC researchers have determined that because of the many variables, including climate, moisture, soil types, tree species and levee designs, the full impacts of trees on levees may never be fully quantifiable.

Though this initial research on impacts of vegetation on levees resulted in additional valuable information, the total impact of vegetation, such as large trees, on levees continues to be extremely complex, highly variable, and unquantifiable. USACE remains confident that a well-constructed levee with well-maintained grass cover represents the optimal goal for reducing the uncertainty of the performance of levee systems. This better ensures long-term reliability throughout the project life. Although the results of this initial research do not warrant a change to the USACE national vegetation management standard, USACE will use the results to inform its decision making for trees on levees in the USACE levee safety program, such as prioritizing deficiencies.

USACE will, however, consider continued research into the impact of trees on levees as it seeks to improve its levee safety policies and procedures. Furthermore, the addition of quantitative and qualitative research will help levee sponsors make better informed decisions about safety and set priorities for operation and maintenance among limited resources. As a next step, USACE will work with other science professionals and stakeholders to identify mutually beneficial research topics.

USACE is working on three levee vegetation management-associated products, intended to improve levee safety policy. Release of these final actions will be in a phased approach in the latter half of 2011. The first is todays report release on ERDCs initial research on the effects of woody vegetation on levees. The second, scheduled for release this fall, is a system-wide improvement framework policy. This policy provides committed levee sponsors an opportunity to implement an interagency approach to identify solutions that optimize resources and prioritize improvements and corrective actions based on risk. The third action is the revised vegetation variance request policy guidance, which outlines the process by which a levee sponsor may request a variance to its current vegetation standards. The revised draft will be posted in the Federal Register late this year after which comments will be considered before issuing the final policy.

Missouri Department of Natural Resources

   News Release......

Lake of the Ozarks sampling of 13 coves finds none with elevated E. Coli levels

Volume 39-307 (For Immediate Release)
For more information: 573-751-1010

JEFFERSON CITY, MO, SEPT. 8, 2011 – The sampling of 13 coves on the western end of the Lake of the Ozark Tuesday found none with E. coli levels in excess of the federal standard for public swimming beaches, the Missouri Department of Natural Resources announced today.

In the final year of a five-year program, the department is sampling water from coves from the Brown Bend area (Mile Marker 61) to the U.S. Highway 65 bridge (Mile Marker 90). The purpose of the program is to develop a five-year baseline that will assist in future studies of the lake’s health.

All of the coves sampled Tuesday will be tested for a final time this year in October.

The state water quality standard for swimming and related whole body contact recreation is a geometric mean of 126 E. coli colonies per 100 milliliters of water during the entire recreational season. A geometric mean is a statistical method used to analyze data collected over a period of time.

Because the state standard requires data collected over the entire summer before a determination is made, the department reports monthly results as compared to the U.S. Environmental Protection Agency’s single-sample standard of 235 E. coli colonies per 100 milliliters of water for swimming beaches.

E. coli is a bacteria found in the intestinal tract of warm-blooded animals, including humans. While most strains of E. coli are harmless, some can cause gastrointestinal illness. The testing process used in this study does not differentiate between strains.

These bacteria and other pathogens can reach lake water from many different sources, both human and animal. For some people, such as children, elderly or those with weakened immune systems, even low levels of these bacteria may cause illness.

The sampling program is a partnership between the Department of Natural Resources, Lake of the Ozarks Watershed Alliance and Ameren UE. When completed, the program will have collected sampling data from coves from Bagnell Dam to Truman Dam.

A link to a map of the areas being sampled is available on the department’s website at dnr.mo.gov/loz.htm. Monitoring results will be posted to the map as they become available.

St. Louis District supports National Public Lands Day, Sept. 24

ST. LOUIS – Hundreds of volunteers from the U.S. Army Corps of Engineers, St. Louis District lakes and recreational sites prepare to participate in the 18th annual National Public Lands Day, Sept. 24. National Public Lands Day is the largest, single-day volunteer event for public lands in the country. Nationwide, thousands of volunteers from coast to coast will come together to improve and restore lands and facilities Americans use for recreation, education, exercise and enjoyment.

Volunteers at St. Louis District sites will take part in trail maintenance, boardwalk construction, flowerbed maintenance, weeds removal and river, shoreline and roadways clean-up. Participating in National Public Lands Day is an opportunity to answer President Barrack Obama’s call to service in supporting America’s Great Outdoors initiative.

The U.S. Army Corps of Engineers is the nation’s leading federal provider of outdoor and water-based recreation. The St. Louis District is home to seven lake and river projects in Missouri and Illinois.

Activities around the St. Louis District will take place on September 24 at the following locations

Bill,

I had the most interesting visitor on Saturday 09/03/11

Ty and Tracy, who hail from Woodland, came to Port Charles for a light bulb and brought their newest, exotic addition, Bindi, an eight week old kangaroo. No River Rat here....We officially have a River-Roo...or Rangaroo. I thought I had seen it all, but apparently not. Leisure boating with a kangaroo is now something I have seen!!!

Happy Labor Day.

River Tried To Change Course During Flooding........

During the floods of 2011, the Mississippi River attempted to alter it's course, nearly cutting President's Island in two.  The River cut a channel into the island a half mile wide, and nearly a mile inland.  Ever since the floodwaters receded, officials have been looking for, and identifying places where the River tried to change course.  Historically, the River has carved new channels many times over, but if it happened in modern times, the results could be disastrous.........

Mississippi River Near Quincy, Illinois

Search For Missing Boater Tapering Off........

Nine days after John Flaiz fell into the Mississippi River after a boat collision, recovery efforts are being scaled back.  Flaiz has been missing since the boat he was riding in was hit by another vessel close to Hogback Island.  Initially, recovery efforts were focused around Hogback Island.  Boats have been dragging the River bottom, and using sonar.  Saturday, an airplane was used to search for Flaiz.  Adams County Chief Sheriff's Deputy Fred Kientzle stated that the search was by no means over........

News Release From BoatUS

For Boats Up North, "Freeze Coverage" Insurance
Takes The Worry Out of Winter Power Outages and Other Snafus

ALEXANDRIA, Va. September 7, 2011 – Boaters who store their boats over the winter in heated storage facilities or garages have it best. But when winter storms bring power outages and the heat goes off, inside temperatures plummet. That’s when a good thing can go bad quickly as the boat’s motor likely has not been “winterized,” causing water in the engine block to freeze. Even a small amount of ice in an engine block can exert tremendous pressure, cracking cylinder walls or other internal engine passageways leading to irreparable harm. And, unfortunately, most boat insurance policies won’t compensate the owner as this kind of damage is considered a maintenance issue.

BoatUS says that’s where boat owners may want to consider adding supplemental “Freeze Coverage” insurance to their boat’s insurance policy to cover the unexpected consequences of winter snow and ice storm power outages. Keep in mind, however, that most insurers only offer this coverage up to the end of October.

“Adding Freeze Coverage costs very little, but will cover freeze-related damage to the single most expensive item aboard a recreational boat – the engine,” said BoatUS Vice President of Marine Insurance, Mike Pellerin. BoatUS freeze coverage, for example, starts at $20 and has an October 31 deadline – after which it’s unavailable until the following season.

In addition to those who store their boats in inside heated storage, Freeze Coverage may also be a smart option for do-it-yourselfers who want peace of mind and are concerned about possible winterization snafus, or by trailer boaters who occasionally travel south for vacations or fishing trips. “When your return home, any water left in the wrong place can freeze,” added Pellerin.

Supplemental Freeze Coverage is usually only offered in regions with consistent below-freezing temperatures, because engine winterization is not optional there. Those in temperate states usually have this feature automatically added to their policy – including all BoatUS policies – but you should check with your insurer.

For more information on boat insurance, or to get a free quote online, go to www.BoatUS.com/insurance or call 800-283-2883.

Hello RiverBill

The best afternoon of fishing !!! My buddy Marlin Rogers and I had the best time fishing Sunday (09/04/2011). We were in the Bolter Slough down stream from the wing dam and started hauling in channel cats and Blues as fast as we could bait hooks. The fishing was great but the laughing and fun was better. Marlin caught the biggest, the blue in the picture. We stayed late and caught the last rays of sun coming up the Dardenne headed back to River Side Marina.

It don't get much better !!!

Missouri River Flooding

Flooding Should Be Over In October........

Recently, the U.S. Army Corps of Engineers announced that they believe that the flood waters from the Missouri River in Nebraska, Iowa and Missouri will arrive at normal levels during October.  On Tuesday, Jody Farhat of the Corps stated that their plan to reduce water flow into the River has been working well.  Since the releases from the Gavins Point Dam started, flows have been reduced from 160,000 to 90,000 cubic feet per second........

Michigan Redoubling Efforts To Halt Spread Of Invasive Species........

Bill Schuette, attorney general of Michigan, recently stated that he and the attorneys general of Minnesota, New York, Ohio, Pennsylvania and Wisconsin were increasing their efforts to prevent the spread of invasive species between the Great Lakes and the Mississippi River Valley.  The Great Lakes states are appealing to federal officials to come up with a plan to ecologically separate the Lakes from the River valley.  To date, 27 other states have been affected by invasive species originally brought into the U.S. via the Great Lakes........

Tom and Nancy Caruso are retracing the route of Lewis and Clark from Pittsburgh, Pennsylvania to Astoria, Oregon by BOAT...

They purchased the center console off of Ebay in Virginia, then trailered it to Pittsburgh and began their voyage in mid July.

They passed through St. Louis, stopping at Alton Marina the weekend of August 6 and 7th, 2011

September 6, 2011 - 11:30pm - Dear Josi, today we made to Fort Clatsop. We received a nice ovation by the employees who were all excited for our arrival. We spent a few hours there talking with the National Park Staff about our journey and about the toughness of Lewis and Clark and the Corps of Discovery. We were given a Fort Clatsop commemorative coin by the executive director. It was a very special day for us. We then went back to the boat grabbed some items and drove our rental car to Walla Walla, Washington. We'll spend the night here, get our car and trailer in the morning, and hopefully be back in Astoria by tomorrow night. It's a 1000 miles round trip! We're exhausted right now. Before we say goodnight we have some good news to share: we're pretty sure we sold the boat! We have to work out some details but it all looks good so far! We'll know more tomorrow.

The Miss Rockaway Armada

Hey Bill,
So this weekend was Labor Day weekend.   Sunday night Me and My friend Darla went on a little evening cruise with her parents and a few other relatives.  We headed up from Royale Landing got a bout 4 miles from Winfield dam and we seen this CRAZY! thing on the side of the river.     I got up and yelled it's the RIVER GYPSIES! and sure enough there they were Bathin in the river on the Missouri side of the river. That boat was Very Interesting.

Then last night the were down by west Alton and we were able to get on it and see the boat.  It was very interesting Bill! Its honestly just a bunch of things piled on top of each other but I'll never forget it!
So here's a picture for you Bill
Thanks,

Cardboard Boat Race For Alzheimer's Foundation.......

Monday, the Illinois Valley Yacht and Canoe Club held their first annual cardboard boat race invitational.  The event was a fundraiser for the Central Illinois Alzheimer's Association. The entrants constructed boats that can carry at least two crewmembers out of cardboard and duct tape.  Five teams constructed boats, and all but one crossed the finish line.  The Ivy Club raised more than $1,200 for the Central Illinois Alzheimer's Association........

Boating Safety

    Be Prepared For Hull Leaks........

Nothing ruins a day on the water like discovering the vessel you are aboard has sprung a leak.  The key to keeping a bad day from turning into a worse day is to be prepared for such an event.  A good place to start is to consider what scenarios might pop up.  Being prepared to evacuate the water that enters the boat is a must, whether the boat is equipped with a bilge pump or an old fashioned bucket.  Another good idea is to know the locations of all through-hull fittings and keep an appropriately sized plug fastened to the fitting.......

 26 States in 80 Days

Tom and Nancy Caruso are retracing the route of Lewis and Clark from Pittsburgh, Pennsylvania to Astoria, Oregon by BOAT...

They purchased the center console off of Ebay in Virginia, then trailered it to Pittsburgh and began their voyage in mid July.

They passed through St. Louis, stopping at Alton Marina the weekend of August 6 and 7th, 2011

September 5, 2011 - 9:00pm - Dear Josi, we did it! We made it to Astoria, Oregon today. The weather forecast said it would be an easy ride, but it wasn't. The winds that were supposed to be at our back shifted and came out of the West heading straight into us at 12 to 18 miles per hour. That caused the swells to average 3 to 5 feet in height. It made for a very rough ride in the last 15 miles. We didn't want a lot of gas leftover in the tank so we planned to pull into port with just a few gallons left. However, we didn't have enough. With about 6 miles to go a siren came on indicating that we were out of gas. Luckily we had a 5 gallon container of gas ready for just such an occasion. The waves were so rough that Uncle Tom spilled a lot of it all over himself just trying to pour it into the tank while Aunt Nae kept the boat moving (to reduce the bouncing). It may not have been the best conditions to make the last leg, but we didn't want to wait another day to go the last 20 miles. It was a good thing too because the fog rolled in in the late afternoon leaving very low visibility. Aunt Nae said she refuses to drive a boat without radar in the fog, so who knows when we would have finished those 20 miles. (As luck would have it the fog rolled away at about sunset, 8pm, but is expected back tomorrow.) When we left North Portland this morning we thought that everything was going to be easy. Little did we know that we were one bad wave away from complete disaster. Uncle Tom even put on his life jacket in preparation for something bad to happen. Regardless of how the conditions changed, the bottom line is that we made it. 61 days after leaving Garden Grove we are done. Note: the boat ramp to pull the boat out of the water is 3 miles back up the river, so we will have 7 more minutes of boating left before the boat is "dry" but we are still considering ourselves done. We want to thank everyone who has been a part of our journey. We've had angels, strangers, family, and friends all help to make this trip possible. Thank you Tariq Farid for your belief in us. We would not have been able to do this trip without you! We've had several people tell us to "enjoy the celebration" tonight. Although we are very relieved to be done on the river, we are not quite done yet. Like Lewis and Clark, we still have the voyage home from Astoria. We would like to invite everyone to our home in 2 weeks (exact date to be determined) for a "safe return home" champagne toast celebration. Good night Josi, we love you. Grandpa, wherever you are YOHO!

Hi RiverBill,

Jay Laymon, from Ponca City, Oklahoma, was down at Hoppies Marina for a
couple of days. He bought his c-yacht houseboat in St Paul, Minnesota, and
is on his way down to Decatur, Alabama. To save gas, he had a little
outboard motor mounted onto the back of his boat, and sometimes he simply
floats down the river! So far, he¹s been on the river about a month. We're
going to keep in touch through email, so maybe I can update you on his trip
as he goes farther south.

See you on the river!

    Many Grants Awarded To Grafton........

In only two days time, the City of Grafton has received nearly $475,000 in grants.  Recently, the U.S. Transportation Secretary announced several highway grants, that include $119,000 in funding to improve the ferry landing.  A day later, the state of Illinois awarded several grants as well, including $70,000 for the wetlands and walkway at Shafer's Landing, and $260,000 for improvements along the bike trail.  The improvements will involve raising an area around the Grafton Harbor.  Grafton Mayor Tom Thompson stated that one of the reasons he thought it wise to own both Grafton Ferry landings was to qualify for federal funding. Grafton is awaiting word on an additional grant for dredging of the ferry route........

Many Shootout Records Fell, But Not The Top Gun........

Several records were set during the 2011 Lake of the Ozarks Shootout, most notably attendance.  Conservative estimates for the event are 82,000, up from 2010's estimates of 70,000.  KRMS radio estimates 100,000 during the two race days.  On Saturday, there were three miles of boats rafted up, two deep, forming the longest gauntlet in recent memory.  Top Gun honors went to Bill Tomlinson and throttle man Ken Kehoe and their turbine-powered 50' Mystic at 208 MPH.  There was some controversy in the Shootout's speed measurements, as GPS speeds were considerably higher.  Other Top Guns included Chip Romer in the non-professional cat category, who ran 191 MPH in a Skater, and a Brad Roland, who ran 107 MPH on a pontoon boat........

More Fish Kills Brought By Heat........

Although there are no official stats on fish kills in Illinois, Dan Stephenson, a fisheries biologist with the Illinois Department of Natural Resources, stated that his calls about fish kills have increased by about 25%.  Typically, fish kills that occur during the summer are caused by a lack of oxygen in the water.  As the water temperature increases, water holds less oxygen.  Usually, summer fish kills happen on ponds that are less than two acres, less than 12 feet deep and are more than 15 years old and fertile........

Missouri River Flooding

Sand Bags Starting To Come Down........

Although hundreds of displaced residents still are not able to return to their homes, the Missouri River has receded enough in many areas for municipalities to begin the task of dismantling their temporary flood walls.  The U.S. Army Corps of Engineers believes that the Missouri River above Rulo, Nebraska should be back in it's banks by the end of September.  It could be several weeks before that happens from Rulo to Brunswick, Missouri.  The Missouri River is already back in it's banks below Jefferson City, Missouri........

US Coast Guard

    News Release.......

UPDATE 8: Coast Guard opens portion of Missouri River

ST. LOUIS — The Coast Guard, in partnership with the Omaha District of the U.S. Army Corps of Engineers and the states of South Dakota and Nebraska, Saturday, reopened an additional 58 miles of the Missouri River to vessel traffic.

The newly opened portion of the river extends from mile marker 811 just south of Gavin’s Point Dam in Yankton, S.D, to mile marker 753 at the southern border of Ponca State Park, Neb. The river from St. Louis to approximately 10 miles upriver from Kansas City, Mo., at mile marker 380 remains open to all vessel traffic.

Waterway users should also contact state and local emergency management and law enforcement officials to ensure that boat ramps are open and accessible.

The Missouri River closure from mile marker 380 to mile marker 753 remains in place. The Big Sioux River closure, from the confluence with the Missouri River to the Military Road Bridge in north Sioux City, S.D., is also still in place.

The Coast Guard, in concert with the Army Corps of Engineers and state officials, will continue to monitor water levels in an effort to open the river as soon as levee conditions and public safety concerns warrant.

The Coast Guard advises mariners to monitor VHF-FM channels 16 and 22 for any changes to the closure.

September 2, 2011 - 9:30pm - Dear Josi, we have now visited all 26 states that we planned on seeing. We are now on the Columbia River. The Snake River ended up being a lot easier than we planned thanks to the nice weather. We were told that the warmer it is the less wind there is. The next several days should be pretty good too, although tomorrow afternoon we could see the winds creep up to 30 miles per hour (eeek!). Everything is going great right now. We are very blessed! Today we went through 3 locks. All the locks here are on the same schedule: 9:30, 12:30, 3:30, 6:30. If we are late to a lock then we'll have to wait 3 hours for the next scheduled time. It makes it hard to plan. If you recall we have learned not to make plans because we know we can't rely on them. We are definitely becoming better people for these life lessons. We had a great day on the river over all. Uncle Tom put on his headphones and "rocked out" on the bow of the boat while Aunt Nae drove. He said it was very moving to hear his favorite songs with amazing scenery and phenomenal weather. Aunt Nae got to listen to some of her music too, but she did it while driving the boat. It was a lot of fun! We got to share a lock with a huge barge. It was pretty tight in there, but a really neat experience too. Today we got another dose of "kindness from strangers" when Mike from the Umatilla RV Park and Marina lent us his car to go get groceries and dinner. Thank you Mike! Lastly, we were on the KLEW news in Lewiston, ID. Wahoo! Thank you Cindy!

Lake Of The Ozarks

Level Of The Lake Falls A Foot........

Over the past ten days, the Bagnell Dam operators have lowered the elevation of the Lake of the Ozarks by a full foot.  The Lake has been close to full pool for the past two months.  This weekend, the dam will be running at light to medium generation, with an expected elevation of 658.6 and low Osage River levels.  If rainfall is normal and the dam operators stick to the guidebook, the Lake should lose another six inches by the end of September........

September 1, 2011 - 9:00pm - Dear Josi, today we went through locks that dropped us 100 feet below the water line! We were told that we had to wear our life vests, which we thought we ridiculous, but it turned out to be a very smart idea. We have never been in a lock that dropped us more than 20 feet before. Hopefully the photos will help you see what we mean. The water on the Snake is 20 degrees cooler than the other rivers we've been on. We saw the water temp stay around 67 degrees. Burr! The wind is a big concern for us in this region of the country. The Columbia River (which we will be on in 2 days) is known to be one of the best places in the country to go windsurfing (that is where a surfer uses a sail mounted on the surfboard to generate speed instead of using a wave). Although the winds hit around 10-15 miles per hour they kept us very cool. The mornings are very cold in this region averaging about 20-30 degrees cooler than the other rivers we've been on. We are getting an early start each day on these 2 rivers so that the big winds that kick up in the afternoon don't send us running for cover. Your great-grandfather had to hide his boat in a large tunnel to escape the winds when he went through this area. The weather is expected to be perfect for the next 5 days so we are excited about that. The scenery here is very different than what we've seen. There aren't any trees on the river banks. Instead, all we see is the dead brush all over the hills and cliffs. We are going to be on the news tomorrow night instead of today. We'll update our website when we have more info.

     News Release

Coast Guard reminds boating safety during Labor Day weekend

NEW ORLEANS — Labor Day marks the unofficial end to the boating season, but the Coast Guard reminds Gulf Coast boaters to boat smart and boat safe as the season changes.

Since October 2010, the Coast Guard along with other federal, state and local agencies responded to 6,982 cases in the Gulf of Mexico, the Mississippi and the Western river systems. Some of the search and rescue cases included: 22 sunken vessels, 10 vessel fires, assisted 3,237 lives and saved $11,225,289 in property. As a result, the Coast Guard and other assisting and cooperating agencies were able to save 496 lives.

To save lives and enhance boating safety awareness, the Coast Guard would like the boating public to remember the word TELL when boating:

T - Tell someone where you are going. File a float plan with family or a friend. A float plan states where you are going and how many people are aboard your vessel, gives a complete vessel description, and details your destination and when you plan to return. Float plans aid rescuers in identifying a search area in the event of an emergency while on the water. CLICK HERE FOR A TEMPLATE.

E - Emergency signaling devices such as red flares enhance visibility during times of distress.

L - Life jackets keep a person's head out of the water and increase the chance of survival.

L - Lights such as flashlights increase visibility for first responders to locate a person in distress. With the aid of night vision goggles, Coast Guard pilots can locate a person shining a flashlight from five to 10 miles away.

The Coast Guard asks boat operators to take preventative measures to ensure their own safety, safety of passengers as well as other boaters.

"Recreational boating deaths continue to be one of the most difficult issues to hear about in my job," said Rear Adm. Roy A. Nash, commander of the Eighth Coast Guard District. "Tragically, many of those deaths are preventable. I urge boaters to follow a few simple rules: 1) check the weather before you go out, 2) tell someone where you're going, 3) wear lifejackets, and 4) carry a radio in case you need to call for assistance. These seemingly simple steps are the most effective actions you can take to make sure you return safely."

Safe boating awareness could save a life. Most boating fatalities occur on boats where the operator has not completed a boating safety education course. Courses given by the Coast Guard Auxiliary and the U.S. Power Squadrons cover many aspects of boating safety, from boat handling to reading the weather.

According to Coast Guard statistics, 85 percent of those who drowned were not wearing their life jackets. In an emergency, there is no time to put on a life jacket, so wearing one at all times is very important. Today's technologically advanced life jackets are inconspicuous; some even double as fishing vests or jackets.

Another aspect of safe boating is not operating a boat under the influence. It is illegal to operate a boat while under the influence of alcohol or drugs in every state. There are stringent penalties for violating BUI/BWI laws, which can include large fines, suspension or revocation of boat operator privileges and jail terms.

In an effort to reduce the number of incidents on the water and to increase the safety of people on the water, the Coast Guard recommends the following:

•Protect yourself against hypothermia and invest in a dry suit or other Coast Guard-approved full-body floatation survival gear. Although Gulf Coast water temperatures are still relatively warm during the end of summer, the threat of hypothermia is still great. The human body reacts to 50 to 60-degree water the same way as it does in 70 to 80-degree water with prolonged exposure. As soon as a person's core body temperature drops below 95 degrees, hypothermia sets in and occurs 25 times faster in cold water than in cold air. A person in the water not wearing a life jacket can lose body heat from efforts to remain afloat. Once the shivering stops, the body is no longer able to heat itself, and the person can lose consciousness and drown.
•Be sure to check the local weather prior to departing the dock. Weather can change very rapidly and boaters should keep a watchful eye on the forecasted conditions.
•The Coast Guard urges mariners to outfit their boat with a functioning marine-band radio, as cell phones are typically an unreliable source of communication due to gaps in coverage and limited battery life. Using channel 16 on a marine-band radio is the most reliable way to communicate a distress to search and rescue personnel in the event of an emergency while on the water.
•Emergency position indicating radio beacons (EPIRBs) provide boaters an excellent enhancement with regard to safety during an offshore voyage. In the event of an emergency, the beacon can transmit the boat's position and other identifying information that will aid in expediting the rescue.

Mississippi River Delta

Mud Island Forming In The Mississippi........

Several years ago, the U.S. Army Corps of Engineers opened a hole in the bank of the Mississippi River near the Delta, in the hopes that the silt-laden waters would mimic nature and rebuild land.  Much time has passed with little results.  This year's high waters along the Mississippi River have conspired with the efforts of the Corps to form a new four acre mud island in an area known as West Bay.  Since the 30's Louisiana has lost about 1,900 square miles of land........

Even though Reggie Fountain left Fountain Powerboats toward the end of last year, Fountain and his former company have been battling in court.  The suits and countersuits involve the alleged theft of trade secrets and intellectual property by Fountain, to the company keeping memorabilia and trophies Fountain claims belongs to him.  Fountain stated that the lawsuits began simply as a way to get his pictures and trophies back, but it snowballed from there........

Wednesday, Brunswick announced their plans to sell their U.K based Sealine brand to The Oxford Investment Group.  Wells Fargo Securities analyst Tim Conder stated that the sale announcement wasn't a surprise, as Brunswick management had recently hinted at getting rid of a few non core/non profitable boat brands.  Brunswick chairman and CEO Dustan McCoy stated the move would allow the company focus their efforts on the marine brands that are competitive........

Separation Sought Between Lakes And Mississippi River........

Wednesday, six Great Lakes state's attorneys general were calling for a multi state coalition that would push the federal government to protect the Great Lakes from invasive species by severing the artificial link between the Lakes and the Mississippi River Basin.  At this time, there are five Great Lakes states suing the U.S. Army Corps of Engineers for their operation of the of the Chicago River, which created an artificial link between the Illinois River and Lake Michigan........

     Noodling.......

Conservation agents thwart illegal catfish noodling

KANSAS CITY Mo -- Catfish noodling, or hand-fishing, is illegal due to potential harm to fisheries. But the method also prompts junk to be tossed into public lakes as accessories.

Missouri Department of Conservation (MDC) agents in recent weeks pulled 142 noodling boxes or containers from Truman Lake. Agents found water heaters, pipes, metal tanks, plastic barrels, wooden boxes and old tractor tires modified for hand fishing.

In noodling – also called grabbing – catfish are taken off spawning nests by yanking them out of cavities where they lay and protect eggs. Poachers who target spawning catfish in lakes create underwater cavities that lure fish by tossing containers into shallow water. Then they wade to containers and remove fish.

A two-foot drop in Truman Lake this summer and better water clarity made noodling containers easier to see from boats, said Conservation Agent Rob Farr of Benton County. Agents also use side-scan sonar and observations from helicopters to locate containers and sometimes to nab poachers. Some noodlers were caught and issued citations this summer, and agents are still watching some sunken containers for activity.

“With the water low, we’ve had quite a lot of success finding these things during the last month and a half,” Farr said..... Click here to continue reading on MDC website

Legally Blind Sailor To Circumnavigate The World Solo........

Dennis Howard, a veteran sailor, is gearing up to start a solo circumnavigation around the globe.  What is most remarkable is that Howard is legally blind. Howard lost an eye, and 95% of the vision in his remaining eye to a severe case of glaucoma.  After losing his eyesight, he did not sink to despair, but he did concede that he would not be able to sail again.  Howard stewed on it and just realized he would just need to change the way he sails........
