Friday's Drowning Fifth In Three Weeks........

Friday evening around 6 pm, Nicholas N. Spangler of Overland, Missouri drowned in the Meramec River after falling from a rope swing.  Witnesses stated that he stiffened up prior to the fall.  Spangler had a history of seizures, which may have caused the accident.  Off-duty firefighters were at the campground, and attempted to revive Spangler.  He died at the hospital about an hour later.  This is the fifth drowning over the past three weeks along the Meramec River........

Fishing News From Truman Lake

Crappie Fishing Hot On Truman Lake........

Lately, the temperature at Truman Lake is not the only thing that's hot.  Fishing guide, Jeff Faulkenberry stated that the crappie fishing is unbelievable, despite the heat.  He added that the heat seems to be affecting the fishermen more than the fish.  Faulkenberry tries to leave the dock early enough to beat the heat.  The water levels of the Lake are low enough to expose tree limbs, giving anglers perfect spots to catch fish........

Saturday morning, the Mississippi River reached the 15 foot flood stage in the Quad Cities, and it is expected to crest at 15.4 feet by Sunday afternoon.  Initially, the National Weather Service was forecasting a crest of 16.2 feet.  Thankfully, the flooding is affecting very little in the Quad Cities area........

Mississippi River Near Clinton, Iowa

    Sewage Released Into The River........

Friday, the city of Clinton, Iowa released about 100,000 gallons of untreated wastewater into the Mississippi River.  The city claims the release was unavoidable, as workers were replacing an aging sewer line.  The Iowa Department of Natural Resources stated that the city advised them about the release prior to starting the sewer work.  Apparently, the wastewater discharge is not a rarity, and thanks to the volume of the Mississippi River, there should be a negligible effect on life in the River........

Mississippi River Info

Hello River Bill

I sent an email to Mark Fuchs with noaa and asked a question about the Mississippi River. I always thought the lock & dams were used to control the level of water for barges and also flood control. This is my correspondence. Interesting!!

Good morning Mark Fuchs@noaa.gov

With the heavy rain up north the Mississippi river is rising. Dubuque +5’, Muscatine +6’, Winfield Lock #25 +3’ by next week (26.5’). With this data known in advance can’t the lock at Alton Dam #26 be opened up to allow a little more water to pass by. St. Louis will be 3’ below flood stage next week and the Winfield pool will be .4’above flood stage. Thanks in advance for helping me understand how river control works. I will share you facts with my river rat friends.

Joe,
Currently, Mel Price is already at "open river" conditions, meaning they have all the gates out of the water, and they are simply passing everything that comes their way.
But even if Mel Price was holding back some water (normal operations) for navigation, the pool height would have little or no effect on Winfield, because the tail water at Winfield is mostly out of the backwater at Mel Price at moderate or higher flows. Only at low flows does the tail water height at Winfield approach the pool height at Mel Price, giving the river virtually no water surface slope between the two structures. An example of this was on August 4th, 2006, when there was only 0.6 feet slope over the 39 river miles between Winfield L&D and Mel Price L&D. Keep in mind, the locks and dams on the Mississippi are not flood control structures. They exist solely for the purpose of creating a navigable 9 ft. channel depth for commercial navigation (barges). That means there is no room in the pools of these structures to hold additional water to prevent flooding downstream. Besides, whenever flows approach bankfull, these locks and dams must pull their gates out of the water to prevent damage from high flows and debris, which puts the river into the aforementioned "open river" condition. That means the river is essentially acting as its natural self, with no control exerted by structure.
If you need additional information, feel free to call the Water Control division of the St. Louis District of the Corps of Engineers. Their number is (314) 331-8342.
Mark Fuchs

Thanks Mark - Mississippi Joe

Department of natural Resources

    News Release 267

Natural Resources, Health departments to take additional water samples, inspect cove for E. coli at Lake of the Ozarks

JEFFERSON CITY, Mo., JULY 29, 2011 -- The Missouri departments of Natural Resources and Health and Senior Services will collect additional water quality samples and inspect Possum Hollow Cove in the Lake of the Ozarks following E. coli levels in excess of federal guidelines.

On May 23, the Lake of the Ozarks Watershed Alliance began a 20-week water quality monitoring project to address stormwater-related pollution affecting the Lake of the Ozarks. As part of the project, LOWA conducts weekly water quality sampling from coves located between mile markers 1-19. Sample results are then shared with both state agencies to take necessary action as needed. Results are also posted online at http://dnr.mo.gov/loz/loz-waterquality-study.htm.

Samples collected from Possum Hollow Cove on Monday, July 25, found three of the four samples exceeded the U.S. Environmental Protection Agency’s recommended maximum level for swimming areas of 235 E. coli colonies per 100 milliliters of water. Sample results ranged from 99.0 to 866.4 E. coli colonies per 100 milliliters of water. These results were received yesterday, July 28.

Staff from the Department of Natural Resources’ Southwest Regional Office will collect additional water quality samples and complete an inspection of the area to determine if there are observable discharges into the coves’ watershed that may be contributing to water quality issues.

Staff from the Department of Health and Senior Services will accompany the Department of Natural Resources to aid in the visual inspection. In addition, DHSS will distribute informational flyers to area residents. If residents are experiencing problems with their on-site sewage systems they are encouraged to contact the Morgan County Health Department for assistance.

The sample test results indicate a snap shot of the water quality taken at the cove at a specific time; however, a single sample does not provide an overall sense of the water quality in the lake. A total of nine coves are tested weekly as part of this water quality monitoring project. Sample results collected from the remaining eight coves were below federal guidelines.

Sample results from LOWA’s water quality monitoring project are available on the Department of Natural Resources’ website at http://dnr.mo.gov/loz/loz-waterquality-study.htm.

Highway Patrol Urges Water Safety As Fatalities Rise Along With Summer Temperatures

EMPHASIS: Highway Patrol Urges Water Safety As Fatalities Rise Along With Summer Temperatures

The Missouri State Highway Patrol has seen a rise in the number of fatalities on Missouri’s waterways along with the rise in summer temperatures. Colonel Ron Replogle, superintendent, of the Missouri State Highway Patrol, urges the public to remember basic water safety when in or around the water, and while boating or swimming. In most years, when the summer temperatures hit their peak, troopers respond to more fatalities on the water, where people flock to escape Missouri’s summer heat. The month of July has seen 14 fatalities on the water, nine of which have occurred in the last seven days. Some of the common elements associated with these most recent tragedies have been lack of or no swimming ability and not using lifejackets.

“Availability and use of lifejackets and other safety devices should be a vital part of our plans for enjoying Missouri’s lakes and rivers,” said Col. Replogle. “This is especially true for children and people with weak or no swimming ability.”

Last year in Missouri, there were 14 boating fatalities and 50 drowning deaths on state’s waterways. So far this year, troopers have investigated 10 boating fatalities and 23 drownings.

River History....

July 29, 2008 in River History

President Bush signed "The Clean Boating Act of 2008," while aboard Air Force One. The law permanently re-established a long-standing exemption for recreational boats from the "permitting requirements" of the Clean Water Act. It exempted effluent discharges incidental to the normal operation of vessels, including recreational boats. This includes deck runoff, bilge water, gray water and engine cooling water.

Yesteryear's Picture of the Day  2009....  was from Guy and Mary Unverferth.

Bill,

I've been wanting to send this picture in for a very long time.

This is a picture of our daughter Amanda and two friends enjoying the sunset from the back of our Sea Ray on a quiet weekday evening last July off Iowa island. We spend a lot of time on the river, and have lots of pictures, but this one makes us smile every time we look at it, so we wanted to share.

Paddle Boarding the Mississippi

Posted 7-26-11

Alex got in 44 miles yesterday. Paddling to Greenville, MS, 37.3 miles, for their last marina which may only have limited facilities due to continued flood recovery. This is the last marina until Venice, Louisiana which is south of New Orleans in the Delta. Yesterday's heat was incredibly oppresive, so we are hoping they get some relief today! Good luck to Alex's fellow paddler Gene Iserman too!

Meramec River In St. Louis County, Missouri

Two Men Drown In Castlewood State Park........

Tuesday, two men waded into the Meramec River in Castlewood State Park and disappeared.  Police and firefighters were called out around 11:20 am to Lincoln Beach.  The bodies of the men were recovered from a depth of 12 - 15 feet near where they disappeared from. Their bodies were about 150 feet from each other.  The Meramec River has been the site of many drownings over the years, typically attributed to uneven terrain and strong undercurrents that are not necessarily visible from the surface........

River History....

July 27, 1817 in River River History

The steamboat era began in the city of St. Louis on July 27, 1817 when the "Zebulon M. Pike" arrived.

Rapids in the Mississippi River north of the city made St. Louis the northernmost navigable port for many large boats. St. Louis was quickly transformed into a bustling boomtown, commercial center, and inland port..

FUNdraiser for one of our Boating Friends

We are putting together a “FUNdraiser” for one of our Boating Friends. Cindra Smith has been one of our favorite bartenders up at the river for many years. Her husband, Bruce, has been battling cancer for the past couple of years and the financial drain is starting to become a serious issue, not to mention the emotional aspects. We would like to have a “FUNdraiser” for them on Sunday, July 31st at Sharky’s. The emphasis on “FUN” is intentional, as Cindra has been a huge part of our boating FUN over the years. Here is a link to more information along with the announcement notice.

Hope to see all you there.

Thank You, Darryll Weil, Past Commodore, Con Trios Yacht Club

Layoffs At Sea Ray's Tennessee Plant.........

Recently, the Tennessee Department of Labor and Workforce Development reported that Sea Ray Boats laid off 17 workers at their East Knox County facility.  Dan Kubera, spokesman for Sea Ray's parent company, Brunswick Corp, stated that the layoffs were in response to the normal cycle of the boat building industry.  Kubera added that Brunswick's overall strategy for managing the supply pipeline guarantees dealers have inventory to meet demand........

News Release From BoatUS

BoatUS Delivers 15,000 Comments to FCC: "Don't Mess With Our GPS"
Last Chance for Public Comment: Saturday, July 30

ALEXANDRIA, Va., July 26, 2011 – The nation’s largest boat owners’ group, BoatUS, hand delivered over 15,000 comments from concerned boaters, sailors and anglers to the Federal Communications Commission (FCC) today asking the agency to protect the future reliability of GPS (Global Positioning System) across the United States. The agency is currently considering a request from a private company, LightSquared, to build up to 40,000 ground stations for a new nationwide broadband wireless telephone network, which, tests have shown, could cause significant interference with most GPS signals.

At issue is LightSquared’s proposed use of radio frequency bandwidth adjacent to frequencies that are used by the relatively weak GPS signal. A recent report to the FCC said, “all phases of the LightSquared deployment plan will result in widespread harmful interference to GPS signals and service and that mitigation is not possible.” In an unusual move, a conditional waiver was granted in January by the FCC to LightSquared to permit the dramatic expansion of land-based use of mobile satellite spectrum, subject to spring testing and public comments.

“We hope these 15,000 comments indicate to the FCC the critical need of having a reliable navigation system, not just for boaters and anglers, but for pilots, drivers, outdoor adventurers, and first responders. It is unimaginable that the federal government – the guardian of the bandwidth – would consider approving a proposal with so many problems and grave public safety consequences,” said BoatUS Vice President of Government Affairs Margaret Podlich.

An unusually short 30-day public comment period on the FCC permit ends Saturday, July 30. BoatUS is urging citizens around the country to share their views by going to www.BoatUS.com/gov to send their comments to the FCC.

After losing their only other viable navigation system (LORAN) last year after the Department of Homeland Security shut the system down, boaters now solely rely on GPS for electronic navigation. The US Coast Guard’s emergency search and rescue system, Rescue 21, now uses GPS to locate stricken vessels on over 36,985 miles of coastline. Mariners also rely on GPS-enabled communications with DSC VHF radios to provide location information, as do 406MHz Emergency Position Indicating Radio Beacons (EPIRBs) and Personal Locator Beacons (PLBs) for mayday and man-overboard situations, respectively.

BoatUS is a member of the Coalition to Save Our GPS, which works to resolve this serious threat to the GPS system.

EPIRB: Post Factory Serving Registration Concerns
In recent months Emergency Position Indicating Radio Beacons (EPIRB’s) registration cards have not been matched to the right beacon after being returned from the manufacturer to their owners after replacing the battery or having factory maintenance repairs made.

If you recently sent your EPIRB back to the manufacturer for repairs and/or to have the power supply (battery) replaced, we suggest you compare the Identification Hexadecimal Number on the registration form sticker with the number on the unit itself. Please verify that the 15 digit Hexadecimal Numbers match your registration certificate. These numbers must match exactly. If you receive your EPIRB back from the manufacturer and the Hexadecimal numbers do not match, you should immediately file an updated registration form with NOAA.

How do I register my beacon or submit an updated registration form?

Preferably register online at: www.beaconregistration.noaa.gov.
However, you can also mail or fax the signed registration form to:

NOAA/SARSAT
NSOF, E/SP3
4231 Suitland Road
Suitland, MD 20746
Fax: 301-817-4565

New beacons come with a registration form. While pre-owned beacons may not come with a registration form, the form can be downloaded from the website identified above or faxed to you on request by calling: 888-212-7283.

Metro East Levees

    Tax To Fund Levee Project........

Construction is likely to begin on upgrades to the Metro East levees protecting Madison, Monroe and St. Clair counties in 2012.  The levee upgrades will be entirely funded by the one quarter percent flood mitigation sales tax, which was approved two years ago.  At this point, the levees are high enough to withstand a 100 year flood, and some will hold back a 500 year flood.  The issues affecting these levees are the sand boils and seepage behind them........

______________________________________________________

Going home to Grand Haven, Michigan

On our boating journey we pretty much cruised at 8-9 mph on water. Now near our hometown with support from our family and accessible cars, we find ourselves traveling 60-70 mph on land. From Boyne City we took my parents car back to Grand Rapids for a visit

Our last 175 mile stretch of the Great Loop journey got us officially to cross our wake in Grand Haven, Michigan.  Craig and I enjoyed this time of reflecting about our lives and path ahead.  With calm seas it made for a great time to play Scrabble too.

Nothing like the great depths of the great lakes. You can see here we are in 588 feet! On the course of our trip, depth seemed to play a factor in many areas.....the great lakes not being one of them.

Meramec River In South St. Louis County, Missouri

Route 66 Bridge Conservation Effort Gets Help........

A $15,000 planning grant from the National Trust for Historic Preservation for saving the Route 66 bridge over the Meramec River is getting matched by several sources.  The National Park Service Route 66 Corridor Preservation Program is donating $15,000 to the cause.  Great Rivers Greenway and the engineering firm, Great Rivers Associates are making in-kind grants of $15,000 each.  The grants will help fund studies for saving the bridge.  The span provides the most direct access to Route 66 State Park, which is located on the former site of Times Beach, Missouri.  The Missouri Department of Transportation closed the bridge in 2009........

Missouri River Shipping

Flooding Thwarts Recovery Of Shipping Along Missouri River........

The flooding along the Missouri River has effectively eliminated any chances for the recovery of the barge shipping industry for this season.  For nearly a decade, low water has driven away heavy barge traffic along the Missouri River between St. Louis, Missouri and Sioux City, Iowa.  When the drought ended, shipping interests were optimistic for a longer and busier shipping season.  High river levels essentially put the kibosh on this shipping season, and the Coast Guard recently extending the closure of the river sealed the deal.........

Paddle Boarding the Mississippi

Flirting with death

A lot of people have had a brush with death or likely will at some time in their life but there is a difference between having a brush with death and flirting with death for almost 2 hours. The St. Louis Harbor (a 5-10 mile stretch through St Louis) had just opened to recreational boats the morning before we passed through town. The harbor had been closed because of the flooding but that morning it had just barely dropped below flood level allowing us to enter. After a sleepless night rocking back and forth on our support boat in the extremely strong current at a ship repair dock just south of the Gateway Arch, we set off to pass through the Harbor. I recommend this to NO ONE. We definitely didn’t know what was to come. My date with death began like this. With dark cloud covered skies and a light rain I proceeded to paddle into the Harbor. As the waves began to build between the barge lined shores, I was quickly was made aware of the danger in the miles to come. Paddling into an area like this you realize how insignificant you really are. St Louis is the largest and busiest harbor on the river in a very tight space where towboats fly around exchanging loads to allow them to fit through the Lock & Dams that begin just north of the city. Entering this towboat playground I was quickly surrounded by enormous towboats and the incredible waves they give off. As if one towboat’s waves weren’t bad enough – being surrounded by a buzzing fleet of them, is overwhelming to say the least. With waves ranging from anywhere between four and seven feet, coming at me from angles as they bounce off the barges lining the shores, my heart began to beat loudly in my ears as my body began to pulse with adrenaline. As the current roared under my feet and I fought the incredible waves crashing over my board, squeezing between them and certain death, all of my senses were on high alert giving me an incredible focus which guided me safely through this death trap. Passing through this area we had workers on the towboats shaking their heads in disbelief that we would even attempt to pass through this section of the river. One of the towboat drivers even went to the extent of calling over his loudspeaker saying “you guys are f***ing insane!” I don’t disagree. It’s hard to describe the severity of the situation but to give you an idea of how dangerous it really was, it was a situation where the support boat barely made it through without being swamped and sinking. It’s situations like this that really remind you to appreciate all that you have in your life and the beauty of everything around you. I am thankful to be able to continue this trip and bring you this story. I appreciate all of you for supporting me and helping me along the way!

  Missouri Department of Natural Resources

Director Pauley announces more than $2 million for water quality improvements in the southwest region

JEFFERSON CITY, MO, JULY 22, 2011 – Sara Parker Pauley, director of the Missouri Department of Natural Resources today announced the awarding of $2,103,759 in grants for three different projects aimed to improve water quality in the southwest region.

Speaking at the ribbon-cutting ceremony for the Watershed Center at the Valley Water Mill Park in Springfield, Director Pauley announced three Springfield organizations to receive grants to reduce stormwater runoff and improve wastewater treatment systems.

The Watershed Committee of the Ozarks received a $1 million grant to improve water quality in the James and Little Sac rivers by reducing pollution from stormwater runoff. The Missouri Sate University’s Project W.E.T. received a $103,759 grant to provide a statewide series of water quality education workshops aimed at addressing stormwater-related pollution. The Upper White River Basin Foundation received a $1 million grant to improve onsite residential wastewater treatment systems in the Table Rock Lake watershed.

“Urban stormwater runoff is a considerable source of water pollution, not only in Southwest Missouri, but throughout the state and nation,” Pauley said. “The department is honored to be part of these projects and is thrilled of the proactive measures these organizations continue to take to help protect and improve water quality in their communities.”

These projects foster Governor Nixon’s vision of using green innovative technology to improve the environment, help create jobs and stimulate Missouri’s economy. The three organizations that were recently approved to receive the funding include:

* Watershed Committee of the Ozarks - grant to develop the Springfield/Greene County Urban Watershed Stewardship Project. The purpose of this project is to reduce the amount of pollutants flowing into the James River and Little Sac River by targeting four urban subwatersheds to implement best management practices that reduce pollution from stormwater runoff. This project will monitor the performance of the selected practices, estimate pollutant loading changes and determine if the quality of water has improved as a result of the best management practices. The committee will apply the lessons learned from this project to all urban and urbanizing watersheds in the Springfield metropolitan area, which is projected to extend to more than 90 square miles by 2020. The Watershed Committee of the Ozarks will provide a match contribution bringing the total cost to $1.68 million. The committee expects to complete the project by April 2015. Partners in this collaborative effort include the city of Springfield; Greene County; Missouri State University; James River Basin Partnership; Missouri Project WET; Ozark Greenways and volunteer citizens.

* Missouri State University’s Project W.E.T. - grant for a statewide series of water quality education workshops aimed at addressing stormwater-related pollution provided to 13 Missouri communities. Project W.E.T., or Water Education for Teachers, is a statewide program to ensure a consistent, well-established method of water quality related education. Workshops will be held around the state focusing mostly on the watersheds that drain into impaired waterbodies. Missouri State University will provide a matching contribution bringing the total cost to $172,935. The university expects to complete the project by Dec. 2014. Partners in this collaborative effort include National Project W.E.T.; Missouri Department of Conservation; University of Missouri-Extension Service; Missouri Stream Team Watershed Coalition; Missouri Department of Natural Resources; Watershed Committee of the Ozark; and many volunteer facilitators.

* Upper White River Basin Foundation - grant to create a local revolving loan and grant fund that will provide financial assistance to residents needing to repair or replace failing onsite wastewater treatment systems in the Table Rock Lake watershed. The program assistance is estimated to cost $1.14 million and is expected to be completed in July 2015.

The U.S. Environmental Protection Agency’s Region 7 has provided partial funding for the Watershed Committee of the Ozarks and the Missouri State University projects under Section 319 of the Clean Water Act. Funding for the Upper White River Basin Foundation comes from Missouri Clean Water State Revolving Fund. The SRF fund provides significant funding to assist communities with infrastructure needs for wastewater. The Department of Natural Resources’ Water Protection Program will administer these grant funds.

The department is committed to working closely with communities and businesses to assist with funding efforts that improve water quality in Missouri as well as provide a financial savings.

Bill,

The dredge America made it happen. They were pumping on the lower end of 521 up until Sunday morning. They broke it apart and moved up to the middle of 521 on the channel side. They placed their discharge pipe in the center of the island and started pumping. I spoke to Steve the dredge captain and he said that they were planning on it running to the Dardenne side of 521. It did and the Logan and Jack had a blast.

More Carp DNA Found Past Barriers........

Water samples taken from the Chicago area waterways over the past few months have revealed more Asian carp DNA above the electric barriers.  The electric barriers were intended to keep the Asian carp from invading the Great Lakes.  Since testing began in 2009, there have been 81 positive hits for carp DNA past the barrier.  The U.S. Army Corps of Engineers states that the barrier is effectively doing it's job, but environmentalists claim the barrier is not working........

July 23rd.....

     Alton Marina 4th Anniversary Celebration

Hello Everyone,

Just wanted to invite you to our 4th anniversary party here at the marina. It is the last big party of the year. The band is great and the food that is available that evening even better.

The food will be available at around 6 p.m. and the music starts at 7 p.m. Bring a lawn chair andget ready to boogie. At dusk we will have the years in review on our big screen- you never know who you are going to see. Hope to see all of you and share a fun night.

Another tidbit- Gwennie Vollintine and Bob Brncic will be celebrating their birthdays that night (Ole Bob is turning the big 60!!)-if you make it by be sure to send a birthday wish their way.

Thanks a lot,
Karen
