Reader Commentary

St. Charles bridge on Hwy B ( Dardenne Creek ) will be closed for repairs on June 20th

Hello River Bill

I sent this note to MoDOT yesterday and thought it may be of interest to other River Rats! MoDot did not offer much help.

Hello Jim Gremaud

I understand that the St. Charles bridge on Hwy B ( Dardenne Creek ) will be closed for repairs on June 20th. I live off of Lehmond Island road and it runs alongside of the Dardenne Creek. The only other avenue for us to enter our homes will be from St. Peters or Hwy - C and there is already a detour in effect for Hwy - C. If the Mississippi would rise, and it is well above flood stage now, we will not be able to go home. No one will be able to use the Golden Eagle Ferry to cross over to Illinois. A heavy rain will sometimes close down Hwy C and we will not be able to make it to our houses in Missouri or Illinois. The repairs to the bridge is a great idea but the timing is not good.

Would you consider placing the St. Charles Mo. Hwy –B bridge project on hold until August as the Mississippi River is currently above flood stage for this area. I will follow this email with a phone call (1-888-275-6636) to you and ask others, with the same concern, to do the same.

Thanks for your consideration
Joe Kaufman

Mississippi River Flooding

River Stopped Flowing Through Breached Levee........

Thursday morning, the level of the Mississippi River fell low enough to stop flowing through the breach in the Birds Point Levee.  The Mississippi River has steadily flowed through the windowed levee since May 2, when the U.S. Army Corps of Engineers detonated the levee in order to ease flooding pressures on Cairo, Illinois.  About 130,000 acres were flooded after the levee was breached........

Upper Missouri River

    More Electricity Generated By Floodwaters........

Surplus electricity is being generated by the six dams on the Upper Missouri River, but ratepayers will not see any decrease in their bills.  At this time, water is being released at record rates.  The Garrison Dam near Bismarck, North Dakota should be disgorging water at a rate of 150,000 cubic feet per by mid-June,  That amount of water would take care of a week's worth of summer water needs in Bismarck in about a minute........

Missouri Department of Conservation.....Kansas City

Explore Lewis & Clark Day at MDC Discovery Center June 18

KANSAS CITY Mo -- Well-honed frontier skills, along with plants, fish and wildlife found along the way, helped the Corps of Discovery complete their epic journey from St. Louis to the Pacific Ocean and back during 1804 and 1806.

See how the Discovery crew, led by Meriwether Lewis and Willam Clark, accomplished the feat when the Missouri Department of Conservation presents demonstrations and exhibits from 10 a.m. to 2:30 p.m. on Saturday, June 18, at the Anita B. Gorman Discovery Center, 4750 Troost Ave., in Kansas City.

Chemist and historian Roscoe Dickison will talk about medicinal plants utilized by Lewis to treat maladies during the journey. MDC staff will show how dugout canoes were created out of cottonwood logs. Expedition expert Steve Wilson will portray Patrick Gass, a woodworker and one of the crew’s most interesting members. Displays will include furs and hides from wildlife used by the Corps for food and clothing.

“Visitors will be able to understand how the men lived on this journey,” said MDC Education Specialist Brandon Pope.

The Lewis and Clark Day event is free. For more information, call 816-759-7300.

Missouri Department of Conservation

    Free Fishing Days  June 11-12

JEFFERSON CITY, Mo. – “Gone fishing” signs will be posted on doors across the state June 11 and 12 as Missourians enjoy a favorite outdoor pastime at no cost. Each year, the Missouri Department of Conservation (MDC) designates the weekend after the first Monday in June as Free Fishing Days in Missouri. The idea is to encourage people to explore the state’s fishing opportunities without having to purchase permits, trout stamps or trout park daily tags.

Fishing is a pastime suitable for all ages. Free Fishing Days encourages experienced anglers to practice a favorite hobby and lures new anglers to try something that could catch them hook, line and sinker. With more than 300 conservation-area fishing lakes or ponds, these opportunities are in no shortage. Missouri waters hold more than 200 fish species. Anglers target 40 of these as game fish, including crappie, catfish, walleye, muskie, goggle-eye and bass.

Normal fishing regulations, such as limits on size and number of fish, remain in effect during Free Fishing Days. Regulations are outlined in the 2011 Summary of Missouri Fishing Regulations, which is available wherever fishing permits are sold, or online at www.mdc.mo.gov/node/11414. Special permits may still be required at county, city and private fishing areas. Free Fishing Days exempts anglers from permit and tag fees only, not parking or other park fees.

Public fishing areas are available in every county in Missouri. Many offer disabled-accessible facilities. For more information about places to fish, visit www.mdc.mo.gov/node/2478 or contact the nearest MDC office.

    Reservoirs Full, Dam Failure Imminent?

According to a reader commentary in stltoday.com

Cities along the Missouri River are facing potential record amounts of floodwaters from the Missouri River.  The six reservoirs along the Upper Missouri River that usually have room to store spring floodwaters are nearly full, and floodgates that have not been opened for half a century are now being opened.  The stress could be taking it's toll on the dams, especially the Fort Peck Dam.  The Fort Peck Dam was constructed using the hydraulic fill method, making it susceptible to liquefaction, and instant failure due to stress........

Wikipedia Online Encyclopedia

Hydraulic fill is a construction technique in which construction materials are placed in an embankment or dam by a flowing stream of water.  The Fort Peck Dam is a hydraulic fill dam that failed during construction, and the hydraulic filling process is thought to at least contributed to the failure........

    Missouri River Flooding

...Flooding on the Missouri River 2011...

In the past few weeks, the upper Missouri basin has received nearly a year`s worth of rainfall. In addition, snow pack runoff entering the upper portion of the river system is 140 percent of normal. These conditions have resulted in Missouri basin reservoirs across eastern Montana and the Dakotas nearing their maximum levels. Record releases have begun at Gavin’s Point dam located to the west of Yankton, South Dakota. Planned water releases have now increased to around 140,000 cubic feet per second (cfs) as of Wednesday, June 8th (up from 93,000 cfs on June 4th), with plans to increase the release rate to 150,000 cfs by the beginning or middle of next week (a release rate of 150,000 cfs would fill the dimensions of a football field 156 ft deep in one minute!). The previous high release at Gavin’s Point was 70,000 cfs in 1997

These extremely high flows, combined with normal rainfall, may result in near-record flooding along portions of the Missouri River. At this time, flooding in the immediate Kansas City area is expected to be within the minor to moderate category, with the potential of flood walls being closed in the central industrial district if the crest nears 39 feet.

    Boy Scouts Help Plan Riverwalk........

A proposed one mile hiking trail along the Meramec River at Pacific, Missouri is getting some input from a group of Pacific Boy Scouts and their parents.  The proposed trail would be located on what is now private farmland, much of which is in the floodway.  Also proposed for the Riverwalk are a  few beaches, wooden decks extending over the River, small boat launches, and of course strategically places benches........

MarineFuel.com special membership pricing for BoatUS members starts at $143 annually (including the discount).

Prices are updated by participating marinas, fuel docks and MarineFuel.com staff. MarineFuel.com’s on-demand fuel pricing service guarantees to provide accurate prices for a specific area within a specified time, which can range from four, eight, or 12 hours depending on the membership level. Missouri River Flooding

Changes Prompted By '93 Flood Tested........

Back in 1993, the floodwaters showed no mercy, damaging nearly every levee in Missouri, and inundating businesses, farms and homes.  After the floodwaters receded, an enormous effort was undertaken to reconstruct the floodwalls and move homes to higher ground.  Fast forward to 2011, the Missouri River is on the way up, and the communities along the River are hoping that all of those improvements will pay off, as the flooding will last for weeks, if not months........

    Grafton Monitoring River....  Again....

Recently, the National Weather Service has announced that they have increased their flood prediction numbers for Grafton, Illinois.  The NWS is predicting that the Mississippi River will creep into the moderate flooding range.  Since points south will see more water because of greater amounts of water flowing from the Missouri River, Grafton will be seeing a slow decline in river levels.  Officials in Grafton are not anticipating any problems........

Through the weekend, we had the V drive out and scattered on the bench 4 times

Missouri River Basin

    Flooding Might Help Endangered Species........

The flooding along the Missouri River is rather problematic for famers and small towns, but it may in fact be beneficial to endangered species throughout the Missouri's basin.  Officials state that the flooding might leave behind a more natural habitat when the water recedes.  Birds like the interior least tern and the piping plover that lay their eggs on sandbars may find more room for their nests, and the pallid sturgeon could benefit from the increase in nutrients and organic matter carried and deposited by the River........

 Missouri River Near Hamburg, Iowa

Corps Say Full Levee Breach Is Expected........

Crews in Hamburg, Iowa are scrambling to protect the town from the Missouri River floodwaters.  If the efforts to construct a secondary barrier as well as bolster the faltering levee fail, a sizable portion of Hamburg could be under up to eight feet of water for several months.  So far, the earthen levee that spans from Omaha, Nebraska and Kansas City has partly breached in two spots south of the Iowa - Missouri border, and the officials are expecting more breaches to come........

Good Use For 13 Year Cicada Found........

Local fisherman claim to have found something to love about the 13 year cicadas:  They make an enticing treat for fish.  Larry Heagy, president of Steel City Bassmasters, stated that every thirteen years, this becomes a big thing for bass fishermen.  It is also said that the noisy, skin shedding bugs are good for catching bluegill, crappie and even catfish........

News Release From BoatUS

"Sisters Under Sail" Founder Honored with Leadership in Women's Sailing Award
110-Foot Schooner Sails New England and Great Lakes

MARBLEHEAD, Mass., June 6, 2011 - Dawn Santamaria, Founder and Executive Director of Sisters Under Sail, was presented the 2011 Leadership in Women's Sailing Award at the 10th Women's Sailing Conference held Saturday at the Corinthian Yacht Club in Marblehead, MA. The award is sponsored by BoatUS and the National Women's Sailing Association (NWSA).

The Leadership In Women's Sailing Award honors an individual with a record of achievement in inspiring, educating and enriching the lives of women through sailing. Santamaria founded the non-profit organization Sisters Under Sail in 2005 to build confidence, enhance self-esteem, develop social conscience and teach the value of working together through sail training. Sisters Under Sail has the only all-female crewed tall ship in the world, the 110-foot, square topsail, gaff-rigged schooner STV Unicorn, which sails New England and Great Lakes waters.

Santamaria said, “We are truly honored and thank BoatUS and the National Women’s Sailing Association for the recognition of the work that we are doing with Sisters Under Sail. I personally want to thank my family for providing the inspiration behind the Sisters’ mission. After all, it is because of our family’s story and our beautiful tall ship that Sisters Under Sail actually ‘found’ me.”

Santamaria purchased the ship with her husband, Jay, and the couple’s four daughters have become intricate parts of the training and business. “As a family, we are proud that Sisters Under Sail has put aboard nearly 200 women and 400 teenage girls. Nearly half of the teens were able to come aboard Unicorn due to sponsorship dollars,” added Santamaria.

Missouri River At Modale, Iowa

    Could Flood Crests Surpass 1993?

General Derek Hill, Iowa's Homeland Security Director believes that the floods of 2011 will surpass the floods of 1993.  Hill added that this year's flooding will make it into the record books, the question is how high in the record books.  The Corps is predicting that the town of Modale could be inundated by 2-4 feet of water, even though the River is more than 4 miles away.  The floodwaters are expected to remain in the area anywhere from a month to six months........

Upper Missouri River Flooding

Floods Blamed On Corps In South Dakota........

Some residents of Fort Pierre, South Dakota are blaming the U.S. Army Corps of Engineers for the sudden threat of flooding along the Mississippi River, stating that the Corps waited too long to begin releasing water from the upstream reservoirs.  The Corps state that the reservoirs were prepared to handle the runoff from the Rocky Mountain snowpack as well as the spring rains. However, the unanticipated heavy rains of 8 or more inches throughout the Missouri River Valley drastically increased the amount of water in the reservoirs........

Laclede's Landing Dig Unearths Great Fire Relics........

A month long anthropological dig in a vacant lot located in Laclede's Landing has unearthed debris from the Great Fire of May 17 - 18, 1849.  Michael Fuller, professor of anthropology at St. Louis Community College at Meramec, and his class began digging at the site hoping to find evidence of American Indian villages that were in the area during the time of the Mound Builders.  It is believed that the former owners of the vacant lot had used fire debris as fill for the basement for the stone building that used to be on the property........

Lower Mississippi River Flooding

    Floods Receding, But Not Over........

While the 2011 floods are over for many that fled floodwaters that never arrived, however, floodwaters still cover acres of catfish farms, crops and timber.  The majority of the flooding is along tributaries of the Mississippi River, because the River was so high.  Although the flooding was not as bad as was initially predicted, some 5,600 people have applied for federal assistance in Mississippi........

The Missouri Department of Natural Resources gave Public Beach No. 1 and Public Beach No.2 the green light to open over the past weekend.  Last year, these public beaches, as well as many others around the state were closed due to highj levels of the E.coli bacteria.  At the end of May, testing from the 60 - 90 Mile Marker of the Lake found high concentrations of E.coli as water from Truman Lake started releasing high levels of water into the Lake........

Illinois Free Fishing Days

Free Fishing Days: The 2011 Illinois Free Fishing Days are scheduled for June 10-13. For more information on fishing in Illinois, check out the 2011 Illinois Fishing Information guide at http://www.ifishillinois.org/pdf/2011fishingguide.pdf

Sylvan Beach, New York

We were fortunate to stumble upon a great amusement park for the kids right outside our boat in Sylvan Beach. There is a dock wall right before Oneida Lake (29 mile stretch of open water) and the kids were thrilled! We rode all of the rides 100's of times! Our next adventure is going to be 'Coast to Coast on Coasters'!!

Hydropower Plant At Center Of Renewable Energy Debate........

When The Amren Missouri hydropower facility at Keokuk went online in 1913, it was considered to be an engineering marvel.  These days, the facility is at the center of of a disagreement over how the plant meets Missouri's renewable energy mandate.  Amren believes that the Keokuk facility plays an important role in Amren's efforts to comply with the clean energy laws.  However, clean energy advocates think that the plant's output exploits a loophole that might slow the development of renewable energy in Missouri........

Missouri Department of Natural Resources

Seeking comments on Missourians’ recreational use of streams and rivers

JEFFERSON CITY, MO, JUNE 3, 2011— The Missouri Department of Natural Resources is seeking public input on Missourians’ recreational use of more than 380 Missouri waterways.

As part of a periodic review of state water quality standards required by the federal Clean Water Act, the Department of Natural Resources is considering revisions to the recreational use designations assigned to a number of Missouri streams and rivers.

The department recognizes that Missouri citizens know best how their local rivers and streams are used and wants those who are familiar with these water bodies to provide their input. In particular, the department is looking for information on whether or not these streams are used by the public for swimming, fishing, wading, tubing or any other type of recreation. This information is critical for helping to maintain appropriate water quality where these uses exist.

Each of the water bodies under review fell under a default designation in 2005 as being suitable for “whole body contact recreation,” meaning that people used or could use the river or stream for activities such as swimming, water skiing or skin diving.

The department’s review of water quality standards will consider public input along with the results of stream surveys, conducted in 2007 and 2008 at the request of the Missouri Clean Water Commission, to determine whether these streams’ use designations should be adjusted to more accurately represent how they are being used or can be used.

These structured, scientific surveys, known as recreational use attainability analyses, or UAAs, combine stream depth measurements with interviews and public notification. In addition to surveying for swimming use, the department looked for evidence of existing secondary contact recreation uses, such as fishing, wading and boating.

The data from each survey have been compiled and reviewed, and a recommendation has been made to either maintain or revise the current recreational use designations. These recommended use designations will ensure appropriate bacteria criteria are in place to protect attainable or existing recreational uses.

The department is committed to protecting the public who use our streams for recreation, while at the same time being careful not to cause small communities or ratepayers to pay higher fees to protect uses that do not exist or are not attainable.

Facilities with state operating permits allowing discharge of wastewater are required to meet the highest federal and state requirements. A downgrade in a water body’s recreational designation does not exempt a facility from the requirements of the federal Clean Water Act or Missouri Clean Water Law. The conditions of each facility’s state operating permit must continue to be followed and enforced. Discharge of raw sewage is a violation of state and federal statute and will not be allowed.

To review the UAA information available online and see which streams may be affected, visit the department’s UAA website, dnr.mo.gov/env/wpp/wqstandards/uaa/index.html. This page includes an online survey to assist the public in submitting comments as well as a video that further explains the process.

Citizens also may submit comments by mail to: UAA Coordinator, Missouri Department of Natural Resources, Water Protection Program, P.O. Box 176, Jefferson City, MO 65102-0176. All comments received during the Recreational UAA public comment period, and any revised department recommendations, will be posted on the department’s UAA website.

The public comment period for this process runs through Dec. 31.

Missouri River In Northwestern Missouri

   Missourians Prepping For Coming Floods........

Thursday, residents of northwestern Missouri were either getting ready to clear out, or assist with sandbagging efforts.  Missouri as well as other down-river states have received notice from the U.S. Army Corps of Engineers that they intend to release record levels of water from the upstream reservoirs.  The releases are looking to take the Missouri River beyond flood stage in several areas, especially at St. Joseph, where the River is expected to crest some 15 feet above flood stage........

Missouri River Flooding

Not Much Rain Needed For Bad Flood........

Wednesday, the National Weather Service and the Missouri Emergency Management Agency held a conference call to advise local emergency officials.  Mark Fuchs of the National Weather Service stated that the the extra water from upstream will take the Missouri River 3 - 4 feet higher for the better part of the summer.  However, not much rain could make the situation much worse........

EMPHASIS: Missouri State Highway Patrol Water Patrol Division To Conduct Sobriety Checkpoint

Major Thomas E. Roam, director of the Missouri State Highway Patrol’s Water Patrol Division, announces efforts to curb intoxicated operation of vessels on the state’s waterways. Sobriety checkpoints are planned for the month of June on Lake of the Ozarks. Sobriety checkpoints will be conducted to increase the boating public’s awareness of the potential hazards of operating a boat while intoxicated, maximize enforcement efforts in deterring impaired boating, remove intoxicated boaters from Missouri waterways, and reduce fatalities and injuries through vigorous enforcement of Missouri boating laws.

Vessels operating through a checkpoint will be stopped systematically as part of this program and efforts will be made to minimize interruptions to the flow of traffic.

Missouri Department of Natural Resources

Lake Ozarks testing finds three samples in 45 with elevated E. Coli levels

JEFFERSON CITY, MO, JUNE 2, 2011 – Water testing in 13 upper Lake of the Ozark coves Tuesday found three samples out of 45 with an E. coli level in excess of federal standards for public swimming beaches, the Missouri Department of Natural Resources announced today.

In the final year of a five-year program, the department is sampling water from coves in the upper Lake of the Ozarks from the Brown Bend area (Mile Marker 61) to the U.S. Highway 65 bridge (Mile Marker 90). The purpose of the program is to develop a five-year baseline that will assist in future studies of the lake’s health.

Each of the three samples exceeding the U.S. Environmental Protection Agency's recommended maximum level for swimming areas of 235 E. coli colonies per 100 milliliters of water were located in Benton County:

·Big Buffalo Creek Cove, 435.2 colonies per 100 milliliters of water.

·Cole Camp Creek Cove, 261.3 colonies per 100 milliliters of water.

·Turkey Creek Cove, 238.2 colonies per 100 milliliters of water.

In each case, four other samples taken in the same cove met the EPA standard.

Department staff will be returning to these coves to take follow-up samples. Inspectors from the department's Southwest Regional Office in Springfield will also begin inspections of permitted facilities within the coves' watersheds to determine if any of them are contributing to water quality issues.

All of the coves sampled Tuesday will be tested again monthly through October, including following the Independence Day and Labor Day weekends in July and September. By the end of the season, each cove will be sampled at least six times.

The state water quality standard for swimming and related whole body contact recreation is a geometric mean of 126 E. coli colonies per 100 milliliters of water during the entire recreational season. A geometric mean is a statistical method used to analyze data collected over a period of time. Because the state standard requires data collected over the entire summer before a determination is made, the department reports monthly results as compared to EPA's single-sample standard of 235 E. coli colonies per 100 milliliters of water.

E. coli is a bacteria found in the intestinal tract of warm-blooded animals, including humans. While most strains of E. coli are harmless, some can cause gastrointestinal illness. The testing process used in this study does not differentiate between strains.

These bacteria and other pathogens can reach lake water from many different sources, both human and animal. For some people, such as children, elderly or those with weakened immune systems, even low levels of these bacteria may cause illness.

The sampling program is a partnership between the Department of Natural Resources, Lake of the Ozarks Watershed Alliance and Ameren UE. Over the course of the program, the department will have collected sampling data from coves from Bagnell Dam to Truman Dam.

A link to a map of the areas being sampled is available on the department's website at dnr.mo.gov/loz.htm. Monitoring results will be posted to the map as they become available. A department fact sheet on E. coli and the Lake of the Ozarks is also available on the web at dnr.mo.gov/pubs/pub2239.pdf.

United States Coast Guard News Release

Detroit man pleads guilty to making hoax distress call causing 2010 Lake Erie search

DETROIT -- A 32-year-old Detroit man pleaded guilty Thursday to communicating a false distress message in March 2010 that resulted in a search on Lake Erie that cost taxpayers more than $50,000.

Rear Adm. Michael N. Parks, commander of the Ninth Coast Guard District, and Barbara McQuade, the U.S. Attorney for the Eastern District of Michigan, said Craig C. Sanders could be ordered to pay about $53,000 in restitution for knowingly and willfully causing the Coast Guard to attempt to save lives and property when no help was needed, which is a violation of Title 14, U.S. Code, section 88(c).

Sanders could also face up to six years in prison and a $5,000 civil fine when sentenced.

Sanders telephoned the Coast Guard on March 11, 2010, and said his boat had capsized in Lake Erie. He told the Coast Guard he was the only member of his family who made it to shore and said he had been wearing a life jacket while other members of his family had not. He added that he was unable to find a buddy, but hung up before the Coast Guard was able to gather additional information.

Coast Guard boat crews from stations Toledo and Marblehead, Ohio, joined an MH-65C rescue helicopter crew from Air Station Detroit in an eight-hour search on Lake Erie. Ultimately, the call was revealed as a hoax.

"We hope that prosecutions like this one will deter others from making false reports to the Coast Guard so that the Coast Guard can instead focus on real emergencies," McQuade said.

The case was investigated by the Coast Guard Investigative Service and is being prosecuted by Assistant U.S. Attorney Gary M. Felder and Special Assistant U.S. Attorney Ted Fowles of the Coast Guard.

“Hoax calls cost taxpayers a great deal of money and pull our critical resources from actual operations and emergencies,” said Parks. “These charges send a clear message that hoax calls will not be taken lightly and will be prosecuted to the fullest extent of the law.”

The Picture of the Day .... was sent in by Claudia Burris wh hails out of Hoppies Marina in Kimmswick, Mo.......

Hi Bill,

Here's a shot of Gary and Judy fishing in Fountain Creek, Ill., just off the Mississippi river south of Hoppies.

Gary and Judy Sorrells keep their cabin cruiser up at Woodland Marina in the winter, but spend their summers down at Hoppies!

They're so much fun!

Fresh Water Yacht For Sale

   New Price 5-22-11

Description

This is a first class example of this very popular aft cabin yacht. This vessel has a large master stateroom and the spacious salon has the admired lower helm station option. The interior has been redecorated with tasteful wallpaper, carpet, etc… to make for an open and warm retreat. Indirect lighting throughout the boat and the two stereo systems can set a perfect mood in the evening. Power for cruising comes from the twin 454 Mercruiser engines that have been upgraded with an electronic fuel injection (EFI) system. This adds power, longevity and economy to these engines. Only synthetic oil has been used in the engines, which have only 880 hours. This boat is a "MUST SEE" for anyone trying to locate a superb freshwater aft cabin.
