I think we have been at the same location at the same time but, I never have had the pleasure of meeting you! I look Forward to meeting you.


Attached are two pictures of us boating on Lake Michigan in Chicago. The date is on the pictures.

One picture is taken from Lake Michigan, notice the haze? Very hot and humid that day approaching Chicago. The other is of the memorial for the fire department just off of Lake Michigan in the Chicago river. The fountain sprays over the Chicago River every hour on the hour.

Both pictures are of Karen and I in the "270 Rinker Gettin By IV".

I was living in Portage IN. at the time. We enjoyed boating on Lake Michigan for the entire season. It was about 33 miles across Lake Michigan from Portage to downtown Chicago. We made the trip at least eight times that season. As well as going up the Michigan side of the Lake where we attended the Michigan City "In the Water Boat Show.

We were able to attend "The Taste of Chicago, The Chicago Blues Fest, The Chicago Water and Air Show" as well as several other events.

It was very comfortable to arrive at Chicago while the various summer activities were in progress. There were only limited routes for cars due to the events and the numbers of visitors. But, by being there by boat we moored at Monroe Harbor about one hundred feet from Lake Shore Drive! The cost, at that time, to dock was $27.00. $1.00/foot. The last time I traveled to Chicago it cost $45.00 for my car to spend the night! And we never needed to get a room!

Metro East Levees

    Cost Estimates Accepted By Council........

 

On Wednesday, the Southwestern Illinois Flood Prevention District Council Board of Directors approved the 30% design and cost estimates of about $160 million for the Metro East Levee improvement project.  During Wednesday's FPD Council meeting, engineers presented an synopsis of the plan, and the costs involved with it.  The latest financial modeling indicates that around $161 million would be raised by sales taxes........

    Barge Slowdown May Cause Price Increases........

 

Prices as the grocery store may be rising on account of a slowdown in barge transportation.  Flooding is causing barge traffic to pile up, forcing producers to use semi trucks or rail cars to move their goods.  This would increase shipping costs, which would then be passed onto the consumer........

Meriwether Lewis arrived in St. Charles from St. Louis in preparation for their expedition, not by boat as William Clark did a few days earlier, but instead via St. Charles Rock Road.

 

FYI: St. Charles Rock Road is the current name of what was the first road to traverse present-day St. Louis County, Missouri between St. Louis and St. Charles (source Wikipedia Encyclopedia )

 

 

Lower Mississippi River

    The Mississippi River Vital To Economy........

 

Whether the Mississippi River is flowing normally or overflowing her banks, one cannot overestimate how important the River is to the economy, and the human psyche.  There are no hard numbers on the number of jobs dependent upon the River.  However, when a fuel spill in 2008 closed a 100 mile stretch of the River, the Port of New Orleans projected that the closure cost the U.S. economy $275 million per day.  On a typical day, around 20 tows consisting of 30 barges each travel along the River.  Each tow represents around 60 semi trailers........

    Flood Painting Sells For $1.9 Million........

 

Thursday, a painting from Thomas Hart Benton illustrating the floods of the Kansas and Missouri Rivers in 1951 sold for almost $1.9 million at Sotheby's.  Benton created the painting to show the damage caused when the River increased their size by 70%, killing 17 people and displacing 518,000 more.  In order to raise awareness of the victim's suffering, Benton made a lithograph of the painting and sent copies to the members of Congress, with the hopes of expanding a flood relief appropriations bill.  The bill did not pass........

   National Boating Safety Week: Timely Reminder Of Safe Boating Basics


News Release

Major Thomas E. Roam, director of the Missouri State Highway Patrol Water Patrol Division, encourages boaters to take the time to prepare for safety before heading to the water. National Safe Boating Week is from May 21 to May 27 this year. It is no coincidence that it is the week prior to the Memorial Day weekend.

Taking basic steps before going out on the water can help ensure a safe and enjoyable outing. The majority of boaters have likely not even had their boats in the water yet this year. That means a complete check of your vessel safety equipment is key before planning your trip to the water. The first thing to check is that the required equipment is in the boat. Many boaters remove equipment for winter storage, so it remains in good, serviceable condition. Be sure the required equipment is placed back into your boat. For a list of required equipment you can visit the Highway Patrol website. A list of required safety equipment based on your boat�s length can be found in the Missouri Boating Handbook in the top right section of the Water Patrol Division page. Make sure your fire extinguisher has a proper charge in it. Marine fire extinguishers should have a way of verifying they are still good without breaking the seal. When they are needed is not the time you want a fire extinguisher to fail.

One of the most important pieces of safety equipment on your boat is life jackets. It is important they are in good condition and fit the intended user. Drowning is one of the leading causes of fatalities on the water. It is not enough to simply carry life jackets; you have to wear one. Accidents on the water happen too fast to reach stowed life jackets. National Safe Boating Week encourages all boaters with their simple slogan of, �Wear It!� A life jacket can save your life. Missouri law requires children under seven to wear a life jacket at all times while on board a boat unless in an enclosed cabin area. The best way to ensure your safety and encourage children to wear their life jackets is to just �Wear It!� yourself.

One great way to ensure all your boat�s equipment is in good working order is to have a courtesy equipment inspection performed by the Missouri State Highway Patrol, U.S. Coast Guard Auxiliary, or the U.S. Power Squadron. You can visit the Highway Patrol website and find locations where officers will be available this weekend and other weekends during the summer months for courtesy boat inspections. See the complete list on the Water Patrol Division page under �Serial Number Verification Inspections� along the left column. Troopers will also perform a courtesy inspection on the water if you wave them over and request one.

The Highway Patrol hopes all boaters have a safe and enjoyable summer on Missouri�s waters. A great way to get your summer off to a safe start is to use National Safe Boating Week as a time to plan and prepare before going out. Should you have an emergency on the water you can use *55 the same as you would on the road to have officers dispatched to assist.

U Can Paddle Day is a great way for paddlers of all abilities to start the season. The U.S. Army Corps of Engineers, in cooperation with the Meeting of the Great Rivers Foundation, will be hosting this event to offer basic paddling instructions and an opportunity to paddle a kayak in the bay adjacent to the Mississippi River. Paddlers need to come dressed wearing water shoes and comfortable clothing. Boats and paddles will be provided. Attendees are encouraged to bring their own boats. The event is free and open to the public. For more inforation, call (314) 581-9060.

ALVISO, Calif. -- Petty Officer 2nd Class Lydia Teal (outside) and Petty Officer 3rd Class Chris McKibben, both marine science technicians at Sector San Francisco, examine an abandoned barge near the South Bay Yacht Club, Thursday, May 19, 2011. The incident management division from Sector San Francisco responded to a report of an oil sheen coming from the abandoned barge.

Metro East Levees

    Permit Delay May Be Costly........

 

A required federal permit may not only delay improvements to the Metro East Levees protecting the American Bottoms area, it could also add millions of dollars to the project as well.  The "Section 408" permit is required prior to making any changes to a federal levee.  The permit guarantees that the changes to the levee will not be damaging to the public interest.  The permit process mimics a considerable amount of the prep work already done on the project........

Five Spring Safety Tips That Work All Summer Long
National Safe Boating Week May 21-27


ANNAPOLIS, Md., May 18, 2011 – With spring’s arrival comes National Safe Boating Week May 21-27, which gives boaters, sailors and anglers time to reflect on and improve their own safety on the water. The BoatUS Foundation for Boating Safety has these five spring boat tips – but they can easily help you stay safe all summer long:

 

1. You’re not in a bar: “Alcohol affects you more out on the water than in an air conditioned bar,” says Foundation President Chris Edmonston. What that means is that boaters experiencing the sun, wind and waves don’t handle alcohol the same way as they would ashore. US Coast Guard studies show that reaction times are slower. Fatigue occurs sooner. It’s best to leave the alcohol for when you are safely ashore.

2. Your brother’s keeper: Don’t forget that a boat owner is also responsible for his or her guests. So while it may be common practice to allow them to drink, inebriated guests can really ruin a day when they become a safety risk or injure themselves.

3. Night operation requires extra vigilance: Operating a boat at night, with fewer visual cues, confusing background lights ashore, and other vessels moving about can be challenging. But there’s one thing you can do which solves many of these problems: slow down. By slowing down the boat you give yourself the time and room to maneuver, make safe course changes and avoid hazards such as unlit navigation aids or shoals. Your second best nighttime “tool” at your disposal: adding an extra spotter.

4. Brush up on your boating safety knowledge: Here’s a simple test: go out this weekend and identify every navigational aid you see and affirm its meaning – or better yet, identify all of them on a chart. If you can’t, it’s time to brush up on your rules of the road knowledge with a boating safety course. (BoatUS has a free online course at www.BoatUS.com/onlinecourse.)

5. Give the boat a “checkup”: A free vessel safety check by US Coast Guard Auxiliary or US Power Squadrons is a good indicator of whether you and your boat are ready to handle a bad situation and have all of the right safety gear.  Mississippi River At Vicksburg, Mississippi

    River Crests Sooner Than Anticipated........

 

The National Weather Service announced that the Mississippi River crested at Vicksburg Wednesday evening.  This is several hours earlier than originally predicted, but the crest was at a record level of 57 feet.  Originally, the River was predicted to crest on Thursday morning at 57.1 feet.  This crest is over 14 feet over flood stage, and more than a foot higher than the record crest set back in 1927.......

Lower Mississippi River

    More Spillway Bays Opened........

 

Wednesday, two more bays were opened along the Morganza Floodway, bringing the total opened to 17.  The Floodway is being utilized to keep the river's flow at or below 1.5 million cubic feet per second at Baton Rouge, and 1.25 million cfs at New Orleans.  The Bonnet Carre Spillway has 330 out of 350 bays opened to divert Mississippi River water toward Lake Ponchatrain.  So far, the Port of New Orleans is not seeing any effects of the high River levels........

Lake Of The Ozarks

    Asphalt Sealer Spilled Toward Creek........

 

Wednesday morning, a tanker truck carrying asphalt sealer overturned, spilling the sealer down an embankment toward a creek near the Hwy 54/Hwy 242 overpass at the exit for Bagnell Dam Boulevard.  The Lake Ozark Police reported that around 4,000 gallons of Rhino Seal was spilled.  The Missouri Department of Natural Resources dispatched an Emergency Response Unit to observe and alleviate possible damage to the creek........

On July 23, 2009, our boat, Kravin, (formerly known as Y2Katy) was stocked up, gassed up, and ready to go!

We set off on the adventure of a lifetime, departing Plattin Rock Boat Club, Crystal City, MO (Mile marker 149.9) for the end of the navigable channel on the Mississippi River.

At 12:05 pm on July 29, 2009, 700+ miles later, we made it as far as we could possibly go, just north of Minneapolis.

While we expected something large and exciting to mark the end of the channel, all we found was a small sign warning of the danger of going any further. Attached is a picture of Captain Bennie at our intended destination.


Round trip details:
1441 miles;
652 gallons of gas;
49 hours 58 minutes spent waiting or locking through 58 times;

Mark Miles called RiverBIlls yesterday afternoon to report that thee is a US Coast Guard tug has been relocating buoys that mark the channel in pool 26.......

 

Mark says to use caution when coming out of Lumpy's slough into the channel.  The channel buoy has been relocated.

Lower Mississippi River

   River Open For Business....  Once Again....

 

On Tuesday, the U.S. Coast Guard reopened the Mississippi River upstream of New Orleans.  Cargo vessels will be able to traverse the area one at a time, at as slow a speed as possible.  Barge traffic must stay toward the center of the River as well.  The Coast Guard had closed the River because the wakes generated by passing barges could increase the strain on levees.  The River closure was the third move in recent days intended to defend businesses and homes behind the levees from the River........

In early May, the head of the Southwestern Illinois Flood Prevention District Council met with over 60 members of the Leadership Council of Southwestern Illinois to discuss the movement made toward a finalized levee improvement plan.  The levee plan will have a budget of $150 million, and should be completed by 2015.  However, experts are claiming that cost estimates to update the levees from Alton to Columbia to 100 year flood protection levels will run about $450 million........

    Steamboat Company Considers Move To Memphis........

 

It is possible that overnight riverboat passenger service might make a comeback to Memphis, Tennessee.  The Great American Steamboat Co. is thinking about relocating their corporate headquarters to Bluff City.  If the move is made, between 250 and 500 new jobs could come to the Memphis area.  Before filing for bankruptcy, the Great American Steamboat Company was based in New Orleans.  The new owners are also considering a site in Mississippi........

    Releases Work Plan for Fiscal 2011 Civil Works Appropriation

 

Washington (May 17, 2011) - The U.S. Army Corps of Engineers (USACE) today released its work plan for the Army Civil Works program through the end of fiscal year 2011 (FY11). The work plan details how USACE will execute the $5.065 billion Civil Works appropriation it received on April 15 when President Barrack Obama signed Public Law 112-10, the Department of Defense and Full-Year Continuing Appropriations Act, 2011.
The Act provides funding to federal agencies through the end of FY11. Title IV of the Act provides funding for energy and water development, including the Civil Works program.

The $5.065 billion in FY11 funding is distributed among Civil Works appropriation accounts as follows:
   $2.371 billion for Operation and Maintenance (O&M)
   $1.793 billion for Construction
   $264 million for Mississippi River and Tributaries (MR&T)
   $190 million for the Regulatory Program
   $185 million for Expenses
   $130 million for the Formerly Utilized Sites Remedial Action Program (FUSRAP)
   $127 million for Investigations
   $5 million for the Office of the Assistant Secretary of the Army for Civil Works

Upper Missouri River

    Releases From Garrison Dam Increasing........

 

At this time, the U.S. Army Corps of Engineers is releasing 50,000 cubic feet of water per second form the Garrison Dam, increasing the level of the Missouri River through Bismarck, North Dakota.  In order to limit the level of Lake Sakakawea, the Corps will increase the outflow to 52,000 cfs.  Currently, there is 68,000 cfs of water flowing into the Lake.  The Lake is getting close to it's full level of 1,850 feet........

    Lake Levels Ready For Boating........

 

The elevation of the Lake of the Ozarks is getting close to full pool, and at this time, there is no concern over flooding.  Over the past several days, the level of the Lake has risen a foot, reaching 658.55 feet.  The operators of Bagnell dam will be running heavy generation over the next three days.  So far in 2011, the Bagnell Dam floodgates have not been opened.  It is unlikely the floodgates will be opened this spring........

Boat Buying Tips From BoatUS: The Naked Truth About Extended Warranties


ALEXANDRIA, Va., May 17, 2011 -  "Do I need an extended warranty?" asked the caller to the Boat Owners Association of The United States' (BoatUS) Consumer Protection Bureau.

 
It was one of dozens of similar phone calls the organization gets each spring from harried boat buyers around the country. The answer is that �extended warranties,� also known as service contracts, may not offer the full coverage you�re hoping for. Knowing what they will and will not cover, however, will give a boat buyer the chance to make an educated purchase.
 
Here are some tips from the BoatUS Consumer Protection Bureau:
 
Naked truth #1: An extended "warranty" is not a warranty: An extended warranty (service contract) is not a warranty at all but rather an insurance policy that pays for repairs if the breakdown, failure, or failed component is specified as covered by the policy. On the other hand, a new boat warranty covers much more and generally offers more protections to the boat buyer.
 
Naked truth #2: Don't let the name fool you: Service contracts with names like Mercury Product Protection, Volvo Penta Extended Protection Program, and Brunswick Product Protection are usually written by independent companies, not the manufacturer.
 
Naked truth #3: Not everything is covered: A service contract does not imply that the boat or engine manufacturer will go above and beyond if problems occur. It covers specific items only. On the other hand, a new boat warranty is a guarantee that the manufacturer will stand behind the product in a specific way or period of time. What does this mean to the boat buyer? A new boat warranty would replace a defective water pump, for example, and repair any damage that was a result of the failed pump overheating the engine. With a service contract, the pump is a commonly covered repair but the overheating damage is generally not.
 
Naked truth #4: The real cost of repairs could be higher: Service contracts could come with some out-of-pocket repair costs. That's because while they may cover a certain broken engine part, the contract may not cover the costs to remove the engine to access the part. Also, service contracts generally have nominal deductibles.
 
Naked truth #5: The overlap issue: Service contracts sold by independent companies begin as soon as they receive your premium, but these contracts take a back seat to the new boat warranty. This means if your service contract is for five years and the new boat warranty is for two, you actually only get three years of service contract protection. The exceptions are the extended warranties sold by Mercury and Volvo that begin after the manufacturer's new boat warranty runs out.
 
Naked truth #6: Wait to buy: If you're buying a new boat, don't rush into a decision to purchase a service contract at closing, as many independent service contract providers give up to a nine-month or one-year window to purchase an extended warranty for new boats. Waiting to purchase until you're near the end of this window extends the life of the service contract in your favor. This is usually not an option with a used boat purchase.
 
Naked truth #7: The check was in the mail: Twenty-five percent of all service contract complaints to BoatUS involve dealers "forgetting" to send the premium to the contract's provider, which doesn't come to light until the boater needs the coverage.
 
Naked truth #8: Approval needed: All service contracts require preauthorization before work begins, some will require work to be done only at "approved" shops or, in the case of third-party service contracts sold by dealers, may require all the work to be completed by the dealer who sold you the boat.
 
Naked truth #9: Breakdown time revealed: Most defects in new boats and engines appear within the standard warranty period.
 
Naked truth #10: The durability wildcard: Knowing how "durable" your boat is can help you make a decision on purchasing a contract.     IDNR Announces Schedule of Waterfowl Blind Site Drawings


Drawings to be held for public hunting area waterfowl blind sites


SPRINGFIELD, IL – Waterfowl hunters are encouraged to mark their calendars for upcoming waterfowl hunting blind site random drawings to be held at several public hunting areas in Illinois this summer.


Duck and goose hunters must register in person for waterfowl blind site drawings and must be present at the drawing – held at each location designated below immediately after the registration period – to claim their blind sites. Mail-in registrations are not accepted. Blind allocations are good for one year, except on the Mississippi River, Horseshoe Lake State Park in Madison County and Meredosia Lake in Morgan and Cass Counties.


To participate in a drawing, applicants must present a 2010 or 2011 Illinois hunting or sportsman combination license and a 2010 or 2011 Illinois Migratory Waterfowl Stamp at the time they register, unless exempted by law. Applicants must be at least 16 years old by the date of the drawing.

    Missing Man Identified, Undergoes Autopsy........

 

Sunday, searchers recovered the body of a man who was missing in the Illinois River since Thursday.  44 year old George "Leroy" Price and his girlfriend were thrown from he 16 foot johnboat they were riding in last Thursday.  She was found floating in  the boat.  Neither were wearing lifejackets.  Monday, Price underwent an autopsy, where the preliminary results named drowning as the cause of death.   Toxicology results are pending........

    To Hold Informational Meetings Concerning Wappapello Lake........

 

Wappapello Lake – May 17, 2011: Personnel from the Wappapello Lake Project Office will host a series of informational meetings regarding the recovery and reopening of facilities and State Route T that were affected by record reservoir levels. The first meeting will be on May 24, 2011, from 1 p.m. to 3 p.m. with a formal presentation to begin at 1:30 p.m. The second meeting will be on May 24, 2011, from 6 p.m. to 8 p.m. with a formal presentation to begin at 6:30 p.m. These meetings will be held at Crabb’s Fisherman’s Net in Wappapello, Missouri. The third meeting will be held on May 26, 2011, at the Greenville Junior High School multipurpose building in Greenville, Missouri, from 6 p.m. to 8 p.m. with a formal presentation to begin at 6:30 p.m. Personnel from the Corps of Engineers Wappapello Lake Project Office, St. Louis District Office, and the Missouri Department of Transportation will be available to answer questions and receive input from the public regarding issues such as reopening campgrounds, special events, and repair of State Route T.

The Federal Emergency Management Agency has announced that a second disaster recovery center will be opening in eastern Missouri.  The center will utilize space in the firehouse at Morehouse, Missouri.  FEMA personnel and representatives from the Small Business Administration will be offering assistance with loans and housing, as well as other types of aid.  Saturday, FEMA opened an assistance center in St. Louis........

     Inmates Helped With Flood Fighting Efforts........

 

Several towns in southeast Missouri have some unlikely people to thank for flood fighting efforts.  Prison inmates from minimum security facilities in Charleston, Farmington, Potosi and Bonne Terre helped to construct temporary levees and fill sandbags to fight the floods.  The Missouri Department of Corrections stated that the inmates filled some 55,000 sandbags among other odd jobs........

Mississippi River At Clinton, Iowa

     Partnership Struck For River Cleanups........

 

Recently, Stream Stomp announced that volunteers from that organization would be teaming up with Living Lands and Waters for the second annual Great Mississippi River Cleanup from St. Paul, Minnesota to St. Louis, Missouri.  The decision will push the Stream Stomp cleanup back to July 9 to coincide with the Great Mississippi River Cleanup.  The Stream Stomp crew will be focusing their efforts around Clinton.   Over 80 volunteers participated in the inaugural Stream Stomp event last year........

    15 Miles Of River Closed........

 

The U.S. Coast Guard has closed 15 miles of the Mississippi River near Natchez, Mississippi in order to protect vessels and flood protection structuresThe River is expected to crest at 57.5 feet at Vicksburg, Mississippi on Thursday.  On Saturday, the River should crest at 63.5 feet at Natchez, Mississippi.  The United States could lose upwards of $300 million per day if the Mississippi River is closed at New Orleans........

Lower Mississippi River Flood Fighting

    Two More Gates Open Along Spillway........

 

On Monday, the U.S. Army Corps of Engineers opened another two floodgates at the Morganza Spillway.  This means that 11 of the 125 gates have been opened, and more will be opened as the Mississippi River rises.  Floodwaters are flowing into the spillway at a rate of more than 100,000 cubic feet per second.  This is more water than flows over Niagara Falls per second.  This spillway is being used for the first time in 40 years to keep floodwaters away from Baton Rouge and New Orleans........

    IDNR Announces Schedule of Waterfowl Blind Site Drawings


Drawings to be held for public hunting area waterfowl blind sites


SPRINGFIELD, IL – Waterfowl hunters are encouraged to mark their calendars for upcoming waterfowl hunting blind site random drawings to be held at several public hunting areas in Illinois this summer.


Duck and goose hunters must register in person for waterfowl blind site drawings and must be present at the drawing – held at each location designated below immediately after the registration period – to claim their blind sites. Mail-in registrations are not accepted. Blind allocations are good for one year, except on the Mississippi River, Horseshoe Lake State Park in Madison County and Meredosia Lake in Morgan and Cass Counties.


To participate in a drawing, applicants must present a 2010 or 2011 Illinois hunting or sportsman combination license and a 2010 or 2011 Illinois Migratory Waterfowl Stamp at the time they register, unless exempted by law. Applicants must be at least 16 years old by the date of the drawing.

EMPHASIS: Vessel Sobriety Checkpoints On Missouri's Waterways Announced For 2011 Boating Season

Major Thomas E. Roam, director of the Missouri State Highway Patrol’s Water Patrol Division, announces efforts to reduce the incidents of intoxicated vessel operators by the establishment of sobriety checkpoints on Missouri’s lakes and rivers. Vessel sobriety checkpoints will be conducted on many of the state’s bodies of water throughout the 2011 boating season. Sobriety checkpoints are conducted to increase the boating public’s awareness of the potential hazards of operating a boat while intoxicated, maximize enforcement efforts in deterring impaired boating, remove intoxicated boaters from Missouri waterways, and reduce fatalities and injuries through vigorous enforcement of Missouri boating laws.

Last year, just over half of the boating fatalities in Missouri involved alcohol. Missouri boat operators found to have a blood alcohol content of .08% will be arrested for boating while intoxicated. Studies have shown that it can take less alcohol to affect a person’s reaction time when out on the water due the additional environmental stressors boaters are exposed to such as noise, wind, vibration, sun, and the rocking motion of the boat. The Missouri State Highway Patrol wants everyone to return to port safe. If alcohol is part of your plans this summer, designating a sober skipper is a good start to ensuring a safe trip, however vessel passengers need to do their part and keep alcohol consumption within reason.

Illinois River Near Grafton, Illinois

    Missing Man's Body Has Been Recovered........

 

Sunday, searchers found the body of a man who has been missing since Thursday.  The man will not be formally identified until an autopsy has been performed.  On Thursday, rescuers were called out for a water rescue.  Apparently, a man and a woman went into the Illinois River near Nutwood, Illinois.  The woman had been rescued and brought to shore.  She told rescuers that the pair had been thrown from a boat.  The woman was not wearing a lifejacket, and stated that she could not swim........

    1849 Fire Devastated Riverfront........

 

The St. Louis Great Fire of 1849 was started on the evening of May 17, 1849 by a smoldering mattress aboard the steamboat White Cloud.  The fire quickly spread to an adjoining steamboat, the Edward Bates, which burnt free of her moorings located on what is now Laclede's Landing.  She drifted downriver, spreading fire as she went.  In a half an hours time, 23 steamboats were on fire.  The Great Fire would claim 418 buildings along 15 blocks........

The U.S. Environmental Protection Agency announced that they have received 266 requests for funding for Great Lakes cleanup projects, totaling $124 million.  This is over three times the $40 million available for such projects under the Great Lakes Restoration Initiative.  The $40 million is the  EPA's cut of the $300 million allotted to all of the federal agencies for Great Lakes Restoration Initiative projects........

Lower Mississippi River

    Flood Fears High After Spillway Opening........

 

On Saturday, the first gate of the Morganza Spillway was opened, allowing 10,000 cubic feet of Mississippi River water to flow into the Atchafalaya Basin, in an effort to ease pressure on the levees protecting Baton Rouge and New Orleans.  By the time Sunday morning arrived, four gates had been opened.  Around 11,000 structures and 25,000 people may be affected by the coming River water.  People have already begun to evacuate........

US Coast Guard Auxiliary Vessel Safety Checks

Safe Boats Save Lives

Learn the federal and state requirements for operating a vessel, and make sure your boat or personal watercraft is in compliance. Have a Vessel Safety Check performed to ensure that your vessel meets these requirements and has all the necessary safety equipment on board and in good condition.

Flotilla 3-13 of the United States Coast Guard Auxiliary conduct a free Vessel Safety Check Station at Grafton Harbor on Saturday, May 21st from 10:00 AM to 1:00 PM.

If you will not be available at this time, you can still request to schedule a safety check for your vessel by contacting Ron South at rons1769@sbcglobal.net.

A Vessel Safety Check is a courtesy examination of your boat (Vessel) to verify the presence and condition of certain Safety Equipment required by State and the Federal regulations. The Vessel Examiner is a trained specialist and is a member of the United States Coast Guard Auxiliary. They will also make certain recommendations and discuss certain safety issues that will make you a safer boater.
This is not a boarding or a law enforcement issue. No citations will be given as a result of any deficiencies found. We will supply you with a copy of our evaluation so that you may follow some of the suggestions given. Vessels that pass will be able to display our distinctive VSC decal. This does not exempt you from law enforcement boarding, but you can be prepared to make this a positive encounter

Missouri Department of Natural Resources News Release

    Missouri State Parks will waive camping fees for flood victims


JEFFERSON CITY, MO., MAY 12, 2011 – Missouri State Parks will waive all camping fees for families displaced by recent flooding along the Mississippi River in southeast Missouri.

“Our thoughts are with the families, businesses and communities going through this difficult situation,” said Sara Parker Pauley director of the Missouri Department of Natural Resources. “The department and its Missouri State Parks system is happy to be able to extend this offer to displaced flood victims and hoping it can ease a few of their worries.”

“Recent flooding has devastated many families and individuals and this is one way we can assist them until they can return to their homes,” said Bill Bryan, director of Missouri State Parks.

The waiver applies to all Missouri residents who are victims of flooding along the Mississippi River in state-declared disaster counties. Camping fees will be waived at Trail of Tears State Park near Jackson and Lake Wappapello State Park near Williamsville, both in southeast Missouri. The waiver will apply for 30 days, after which time each situation will be re-evaluated to determine if the stay needs to be extended.

All campsites will be available on a first-come, first-served basis. Basic sites are available at Trail of Tears State Park and sites with electricity are available at Lake Wappapello State Park for those who have access to a camper. Campers will need to bring their own camping equipment and other supplies. If necessary, free camping will be extended to additional state park campgrounds.

People requesting the fee waiver should provide documentation from a governmental or charitable organization certifying that they have been displaced by flooding in a declared county in Missouri.

Displaced individuals seeking a place to camp should contact the park superintendent at either Trail of Tears State Park (573-290-5340) or Lake Wappapello State Park (573-297-3232) to make arrangements for camping. Highland Native to Graduate from the Coast Guard Academy Wednesday
 


The US Coast Guard and US Coast Guard Auxiliary take pleasure in announcing that Cadet First Class Jason T. Mayes of Highland, IL will be one of the cadets to graduate next Wednesday, from the U.S. Coast Guard Academy with a Bachelor of Science Degree in Civil Engineering.

During commencement exercises, graduates of the Class of 2011 will receive their commission as ensigns in the U.S. Coast Guard from President Barack Obama.

A 2007 graduate of Highland High School, Jason is the son of Mr. and Mrs. Calvin Mayes of Highland, IL.
 

Jason’s first tour of duty will be aboard Coast Guard Cutter Bertholf.

“Graduating from the Coast Guard Academy is the most influential, meaningful and challenging event that I ever experienced. Throughout this experience I gained practical and technical knowledge that will be useful not only to myself, but in my service to the American People. This accomplishment would not have been possible without the love from my family and friends, and I thank them for their support,” said Mayes.

The Coast Guard Academy’s mission is to educate, develop, train and inspire leaders of character. In order to graduate officers of the highest caliber, the Academy offers a comprehensive program that emphasizes academics, physical fitness, character and leadership.

Graduates go directly to positions of leadership in the Coast Guard and are obligated to eight years service, five of which must be active duty.

A new iPhone app has been released by Florida By Water in recognition of National Safe Boating Week.  The app, Vessel Safety Check, uses federal boating requirements for recreational boaters, and other boat examiner documentation to guarantee that boaters have the required equipment for safe boating aboard.  The app uses information specific the user's boat, including the size of the boat, engine/drive configuration, and where the vessel is being operated to generate a list of required equipment........

Beach Haven, New Jersey


Beach Haven Yacht Club has been a great stop for us! They have the best fuel price around, friendly staff, laundry and are only a few blocks away from a great market (with Boar's Head meat :-), the beach, parks, museum, arcade, shopping, etc. They have the most reasonable price in all of Beach Haven too! You can't beat the great sunsets!
 

 

It’s a sunny day as we prepare for our journey north. From here we go 45 more miles on the ICW then venture out into the Atlantic Ocean for a 26 mile stretch to Sandy Hook, NJ and from there into the Hudson River. Made a big grocery run, laundry, gas, water, etc. and just as we started loading bikes into the boat the dockmaster informed us that the Manasquan Inlet was closed. There was a 64 foot scallop boat that was unable to control his vessel after its hydraulic hose broke, and they lost their clutch and steering and began drifting toward the rocks on Wed. The three men aboard were able to get off the boat with help from the Coast Guard, but it is overturned and blocking the inlet now.

A couple of us went out boating today and hung out in Brickhouse for a little well we noticed a storm blowing in so we headed back to the marina, thanks to our friends George and Cindy for letting us all hang on there houseboat til the storm was over!!

In the picture is: Steve and Sue form Nothin but a good time , Stephanie and Kraig from Blonde Kitty, Dan and Cheryl Rauschkolb from Never Satisfied and George and Cindy Bray from The Happy Ending.

Hey Bill,

Here are a few pictures of my husband, Eric Ridenhour, approaching the finish line in the MR340 race last week. For those who aren’t familiar with the MR340, it’s a 340 mile kayak/canoe race which starts in Kansas City and finishes in St. Charles . The racers started at 8:00 am last Tuesday and had 88 hours to complete the race. There were 9 checkpoints along the way where the racers where disqualified if they didn’t make it by a certain time. We followed him along the way and he was so far ahead of his deadline that when he arrived in Hermann, he decided we should go out for wings and hit our favorite Tin Mill Brewery. He stayed over in Hermann on Thursday evening and was still able to finish in St. Charles about 7 hours before the Friday night midnight deadline. He did awesome! The cooler temps brought a lot of fog in the mornings, but overall the weather could not have been better.

 

Way to go, Eric!

   Sometimes a person just don't pay attention to their surroundings !..........Have you ever noticed the mailbox on the ferry landing of the Golden Eagle Ferry ?  

   This one is on the Missouri side of the river, but there is one on both landings.   The deck hand on the ferry told me it had something to do with recording the number of vehicles on crossing the river, but she wasn't sure.   

 

...Look close and you can see Kinder's and the Golden Eagle Ferry across the river.

Mississippi River At Morganza, Louisiana

    Floodwaters Come After Spillway Opens........

 

Over the next several days, the swamps of Louisiana's Cajun Country will be playing host to River waters between 10 and 20 feet above normal.  Saturday, the U.S. Army Corps of Engineers opened the floodgates along the Morganza Spillway in order to relieve flooding along the Mississippi River.  It took around 15 minutes for one of the floodgates to be opened.  One or two more will be opened on Sunday.........

     Barges Strike Bridge At Baton Rouge........

 

Saturday afternoon, two runaway barges struck the U.S. Highway 190 bridge at Baton Rouge, Louisiana, causing it's closure.  Later Saturday, the span was re-opened, after being inspected by the authorities.  The cause of the barge strike is under investigation........

EMPHASIS: Vessel Sobriety Checkpoints On Missouri's Waterways Announced For 2011 Boating Season

Major Thomas E. Roam, director of the Missouri State Highway Patrol’s Water Patrol Division, announces efforts to reduce the incidents of intoxicated vessel operators by the establishment of sobriety checkpoints on Missouri’s lakes and rivers. Vessel sobriety checkpoints will be conducted on many of the state’s bodies of water throughout the 2011 boating season. Sobriety checkpoints are conducted to increase the boating public’s awareness of the potential hazards of operating a boat while intoxicated, maximize enforcement efforts in deterring impaired boating, remove intoxicated boaters from Missouri waterways, and reduce fatalities and injuries through vigorous enforcement of Missouri boating laws.

Last year, just over half of the boating fatalities in Missouri involved alcohol. Missouri boat operators found to have a blood alcohol content of .08% will be arrested for boating while intoxicated. Studies have shown that it can take less alcohol to affect a person’s reaction time when out on the water due the additional environmental stressors boaters are exposed to such as noise, wind, vibration, sun, and the rocking motion of the boat. The Missouri State Highway Patrol wants everyone to return to port safe. If alcohol is part of your plans this summer, designating a sober skipper is a good start to ensuring a safe trip, however vessel passengers need to do their part and keep alcohol consumption within reason.

Mississippi River Commission President order
Morganza Floodway opening


MORGANZA, La., May 14, 2011 – The President of the Mississippi River Commission
Major General Michael J. Walsh has directed the Corps’ New Orleans District
Commander Col. Edward Fleming to open the Morganza Floodway today to relieve
pressure on the Mississippi River and Tributaries System. The operation will include
the deliberate and slow opening of the structure.


Historic flood levels are creating the need to operate the entire MR&T Flood Control
System to protect millions of lives and prevent catastrophic damages to billions in
property.


The opening marks the first time in history three of the MR&T floodways are in
operation simultaneously. The inundation will spread slowly over several days as the
attached map indicates.


(The structure could be opened as early as 3 p.m. today; however depending on the
status of the evacuation process it could be as late as 5 p.m.)

Federal Disaster Assistance

    Help Center Opens In St. Louis County........

 

Since April, St. Louis has seen it's share of severe storms, tornados and flooding.  As a result, on Saturday, the Federal Emergency Management Agency will be opening a federal disaster help center in St. Louis County.  Representatives from FEMA and the Small Business Administration will be on hand to assist homeowners and business owners with housing assistance and loans among other things........

  1. P-2796: The applicant seeks authorization to impact 18.87 acres of emergent wetland to modify the property for flood management and water control. The impacted wetlands drain to the west to Peruque Creek and to the northeast to an unnamed tributary to Peruque Creek. Peruque Creek is a primary tributary to the Mississippi River. The property is approximately 163.23 acres and contains a bermed lake, small interior levees, and multiple culverts and pump stations. The property is currently used for agricultural practices and recreational duck hunting. The project will consist of a ring levee, multiple borrow ditches, a rock dike, and multiple drainage control structures. The ring levee will be approximately 6 - 7 feet tall (built to an elevation of 436.5) and will have a crown width of 10 feet. Excavated borrow ditches and drainage control structures will be installed as needed to drain the property and maintain control of water levels within the ring levee. A rock dike will be built along the east side of Peruque Creek Road as a requirement of St. Charles County to prevent erosion and gravel loss on the roadway. The applicant has reviewed alternatives to impacting the wetland and has minimized the width of the levee and total impact by reducing the crown width of the levee. In order to offset this impact to the wetland the applicant is currently reviewing on site mitigation options as well as purchasing mitigation bank credits. The project is located at 1230 Peruque Creek Road, in unincorporated St. Charles County, Missouri. The site is located within Township 48 North, Range 3 East, Section 35; using NAD83 the site is located at longitude -90.473 and latitude 38.935.

2011 marks the 125th anniversary of American Water, and the 34th year that Mike Lawhon has been with the company.  With the high levels of the Mississippi River, Lawhon, the operations superintendent for Illinois-American Water at the Alton facility, is reminded of the floods of 1993.  When the 15 foot high sandbag wall succumbed to the floodwaters, the water treatment plant was destroyed.  The replacement plant was built 50 feet over the '93 flood levels, and was completed in 2000........

The Corps of Discovery, boarded their boats at mouth of the River Dubois on the eastern shore of the Mississippi, into the mouth of the Missouri River on their journey west to the Pacific Ocean.
President Jefferson had instructed them to take observations of latitude of longitude at all remarkable points along Missouri River, especially at the mouths of rivers, at rapids, at islands, etc............

  Illinois River Near Grafton, Illinois

   Coast Guard Stops Missing Man Search........

 

At around 2:30 pm on Friday, the U.S. Coast Guard halted their search for a missing boater that disappeared into the Illinois River.  Local authorities stayed at the scene to keep searching.  Rescuers were called out to the River by reports of a woman in the water as well as an empty boat.  The woman was recovered, but she stated that her companion was missing.  So far, the man has not been located........

Gas dock owners around the Lake of the Ozarks are hopeful for a gas price decrease prior to Memorial Day weekend.  Recently, some marina owners reported a 5 cent increase in the price of wholesale gas.  As of this weekend, the price of gas is being held stable.  When the wholesale price of gas finally comes down, the marinas will typically pass the savings onto the customers........

Lake Of The Ozarks

   Flood Pressures Eased By Bagnell Dam........

 

When the Bagnell Dam operators were called by the U.S. Army Corps of Engineers with the request for minimal water release from the Dam to help with flooding along the Missouri and Mississippi Rivers, the operators were able to comply thanks to shrewd water management.  Two drawdowns occurred this spring, leaving a Lake elevation of 654 feet, allowing the accommodation of the Corps' request........

ASTORIA, Ore. - Crewmembers from the sailing vessel L'Orca display pieces of whale flesh and a barnacle left aboard their boat after it was struck by a breaching whale near Astoria, Ore., May 12, 2011. The vessel and its crew were taking part in a race to Victoria, B.C., when the whale surfaced and were escorted to Astoria by a 47-foot motor lifeboat crew from Station Cape Disappointment, Wash.

Illinois River Near Grafton, Illinois

    Missing Man Reported On Illinois River........

 

Thursday evening at around seven pm, rescue workers with the Rosedale Township Fire Protection District were called out for a water rescue between river miles 17 and 19 on the Illinois River.  Apparently, a man and a woman were thrown into the River, and the woman had been rescued and returned to shore.  The man had not been located by 9:30 pm, and the search was called off for the night.  Searches will resume at first light........

    Confluence Tower Observes Anniversary........

 

The first birthday of the Lewis and Clark Confluence Tower in Hartford, Illinois, will be celebrated on Saturday from 10 am to 4 pm.  In the year the Confluence Tower has been open, more than 25,000 people from around the world have toured the facility.  The Confluence Tower had humble beginnings as a grassroots citizen's group intending to commemorate the bicentennial of the Lewis and Clark expedition, but has evolved as a structure that honors the starting point for the expedition........

Water Project Grants

     Grant Awarded To Land Trust........

 

Recently, the Illinois American Water Company awarded a grant of $5,000 for a two tiered filter pond project at The Nature Institute in Godfrey, Illinois.  The pond will be constructed by the Great Rivers Land Trust who hope the pond will serve several purposes.  The pond is part of a plan to keep impurities and sediments out of the streams and rivers.  Also, the pond will be visited by people young and old, who will see how the pond works........

The U.S. Environmental Protection Agency recently ordered the Illinois Pollution Control Board to immediately implement more stringent water quality standards on the North and South branches of the Chicago River, the North Shore and the Cal-Sag Channels, and the Little Calumet River.  The EPA states that the stricter standards are needed because more people are using these waterways for recreation........

  Lower Mississippi River Flooding

     Flood Crest Predictions Increased For Greenville, Mississippi........

 

While the National Weather Service has increased the forecast for the Mississippi River's crest at Greenville, Mississippi, the U.S. Army Corps of Engineers stated that the crests further downstream will not change.  The River is now expected to crest at 65 feet.  Flood stage at Greenville is 48 feet.  Robert Simrall, chief of water control for the U.S. Army Corps of Engineers said that the speed and flow of the Mississippi River will reach record levels........

WASHINGTON (May 11, 2011)– The United States Army Corps of Engineers (USACE), National Oceanic and Atmospheric Administration (NOAA), and U.S. Geological Survey (USGS), today signed a Memorandum of Understanding (MOU) to form an innovative partnership of federal agencies to address America’s growing water resources challenges.

Water resources decision makers nationwide require new and more integrated information and services to adapt to the uncertainty of future climate, land-use changes, an aging water delivery infrastructure, and an increasing demand on limited resources. These agencies, with complementary missions in water science, observation, prediction and management, have formed this partnership to unify their commitment to address the nation’s water resources information and management needs.

U.S. Representative Mike Quigley of Illinois and Reps. Tim Walz  and Gary Peters  introduced legislation to eliminate taxpayer subsidies for yachts.

 

The Ending Taxpayer Subsidies for Yachts Act will amend a tax provision that allows boat owners to write off their mortgage interest payments on boats that are classified as second homes.

Happy Easter Monday! I have attached some pictures from the Easter Sunrise Service in Panama City Beach, Florida. I am saddened by the terrible events of the weekend in St. Louis on a most joyous holiday.At the same time, I am thankful to the good friends we have that invited us to spend Easter holiday with them in Panama City Beach. I thought I had died and went to heaven when we had the opportunity to spend a Easter Sunrise service on the white sands of the beach.

WATER PATROL ARRIVED WITH A RESCUE BOAT AND THEY WERE ABLE TO LOCATE THE SUBJECT WITH SONAR. THE SUBJECT, MICHAEL SOUTHARD WAS FOUND TO BE DECEASED. FAMILY WAS ON SCENE AND HAS BEEN NOTIFIED. BODY OF DECEASED WAS LOCATED AT MILE MARKER G6 ON TRUMAN LAKE

Mississippi And Ohio River Flooding

    Transportation Tribulations Caused By Flooding........

 

Thanks to the high water along the Ohio and Mississippi Rivers, travel by rail has been interrupted.  Amtrak's City of New Orleans has been cut off.  The train is not running north of Memphis, Tennessee.  There will not be a replacement for the City of New Orleans between Carbondale and Chicago.  Amtrak is hoping to have the entire route re-opened by the weekend........

Heart of the Wild, Heart of the Child


      WildHeart, the Emmy-Award winning duo Jan and George Syrigos, will perform at the National Great Rivers Museum on Thursday, May 12 from 6 – 8 pm. This program is part of the museum’s summer series, Flock to the Lock, held every 2nd Thursday from May through September.


      WildHeart uses a variety of wacky tunes to capture audiences throughout the United States, entertaining and educating kids of all ages. Their science-based, highly interactive performances are packed with facts and fun about our natural world. Kids can squirm to the music during Buzzy Wuzzy Buggy Boogie, wiggle through the Armadillo Alphabet, and gross out their parents with Scit, Scat, Diddly Doo! This event is free and open to
the public.


      This is the first program in the Flock to the Lock summer program series, presented by the Meeting of the Rivers Foundation. Meet at the National Great Rivers Museum on the second Thursday of each summer month, May through September, to enjoy some quality time with the whole family!

Mississippi River Flooding

   Floods To Get Worse With No Change In River Management........

 

Robert Criss, PhD has stated that the floods are happening more frequently, and are becoming more severe.  Criss added that the federal government needs to recognize that the flooding is getting worse, and the methods used to combat flooding are not effective, and in fact are making the situation worse.  Criss declared overbuilding levees and building in floodplains increase the severity of flooding.  Criss suggests moving homes and businesses out of the floodplains, and adding gates to the levees, in order to gradually breach the levees for gentle flood relief........

Mississippi River At Memphis, Tennessee

    Satellite Photos Show Memphis Flooding........

 

Wednesday, NASA released satellite photos showing downtown Memphis before and after the Mississippi River crested near 48 feet on Tuesday.  The Mississippi River is expected to stay at flood stage for another four days.  A second crest has not been ruled out by federal forecasters.  The current River levels are the highest Memphis has seen since 1937........

     Mississippi River Drawdown Cancelled........

 

Recently, the U.S. Army Corps of Engineers announced that they would be cancelling the planned drawdown of the Mississippi River pool near Winona, Minnesota on account of flooding.  The drawdown was intended to improve emerging vegetation in the lower portion of the pool. Drawdowns have been employed in other Mississippi River pools to help plants and wildlife, especially waterfowl........

Gasconade River Near Waynesville, Missouri

     Missing Woman, Vehicle Found In River........

 

The body of 54 year old Deborah Cirrincione has been recovered from the Gasconade River, along with her Jeep Wrangler.  Cirrincione disappeared 2 weeks ago, when she left home on a shopping trip and failed to return.  State troopers found the vehicle while scanning the Gasconade River with electronic instruments.  Divers were called out to recover Cirrincione and her Jeep.  The cause of death has not been established........

   Wildlife Will Survive Flood Conditions.......

 

CAPE GIRARDEAU, Mo. -- With current flood conditions in southeast Missouri, the Missouri Department of Conservation (MDC) encourages the public to leave wildlife on levees and other high areas alone. According to Protection Regional Supervisor Ken West, �The flooding has displaced a few hundred deer and turkey as well as other wildlife� West advises that native wildlife are resilient and have been surviving floods for many years.

One of the biggest concerns for wildlife is food and cover during flood conditions. Jason Sumners is a cervid biologist with MDC and works extensively with Missouri�s deer herd and said, �Deer are exceptionally good swimmers. We have documentation of deer swimming to and from river islands.�

Certainly the flood conditions in New Madrid and Mississippi County are more extreme with 132,000 acres in the inundated floodway. During recent aerial and boat surveys MDC estimated that on roughly fifty miles of levee there are about twelve deer per mile. The levees are covered with grasses, forbs and tree sprouts which provide food and some cover for wildlife stranded there.

Wildlife can usually survive if given the chance to cope with the situation as nature has equipped them.

West has seen numerous floods in the region and knows from experience that even if nutritious food could be provided, delivering it often causes more harm than good to the animals. "Attempts to feed them can disturb the animals and force them back into the water."  Boats and helicopters are noisy which run deer into the water and away from habitat, sometimes causing more harm than good. "That's why it is so important that stranded wildlife not be disturbed", says West.

MDC is currently taking food to stranded wildlife on Towosahgy State Historic Site mounds where an exceptionally high number of deer have concentrated. They are completely out of food and isolated from any nearby high ground. MDC will continue to monitor the situation and make decisions on a case-by-case basis.
