Levee Breach Update

USGS Hopes Breach Won't Harm Farmland........

Farmers are concerned about what they will find when the waters recede from behind the breached Birds Point levee.  It is entirely possible that massive ruts will have developed in the land and the topsoil may have washed away, having been replaced with River sand.  Bob Holmes of the National Geological Survey stated the sheer scale at which the Birds Point levee was blown, it may have allowed the River to flow in gently enough to prevent major damage........

Chesapeake Bay

A lighthouse pictured here in the Chesapeake Bay marking a bad shoaling area.

The Annapolis harbor was having a sailing regatta and there were hundreds upon hundreds of sailboats everywhere. The marinas and surrounding areas were all booked and it was a maze just get to through them. Craig left me at the helm for 5 minutes (which I confess I don't captain the boat much) and low and behold I have three instances of weaving a bit to miss a sailboat under 'sail'...which means he ALWAYS has the right away when using his sails. Craig came up laughing at me wondering what I was doing!

Hi Bill,
Joan & I were in Grafton on Sunday, to kick back with a little food & drink and watch the river.
There were few boats out on the river. The water is still too high for me. I thought you might like to see some of the flooding.
I hope the reports are correct and the river goes down some this weekend.

See you on the river,

Paul & Joan Barbary

    Flood Gates To Come Down........

With the level of the Mississippi River on the decline in the Hannibal area, the emergency management director for the city, John Hark is hopeful that at least two of the city's floodgates can be taken down early next week.  The National Weather Service has forecast rain in the area over the weekend, and into next week.  How much rain falls will determine how many floodgates can be taken down.  The Mississippi River at Hannibal is well below the moderate flood levels reached last month........

It's Derby Time

Hi Bill.

My Grandfather, Earl Ruby, was 2 time derby Hall of Fame, and one time sports Hall of Fame he was Founder of the Kentucky Derby Festival and sports editor of the Courier Journal for 65 years and wrote 2 novels and a cook book.…

And then there was Roscoe Goose who loved my father so much, Jack Tingle who died of cancer when I was just a small boy of 3 .. Roscoe loved to watch my dad play basketball for Kentucky and was best friends with Earl Ruby..

Jack Tingle was an all American for Kentucky and was all SEC all four years at Kentucky and first player to be drafted to a pro team from Kentucky going on to the Lakers..

Growing up Roscoe took us kids to his farm where we rode horses and stayed with them, from there on he was Uncle Roscoe and Aunt Jenny… Roscoe was the winner of the Kentucky derby in 1913 and him and Donerail won the derby with 90 to 1 odds , the highest odds to this day in a derby race.

Great sports history here…Earl Ruby, Jack Tingle, and Roscoe Goose on Donerail…

It’s Derby Time….

FOR IMMEDIATE RELEASE:

Gold Medalist Mark Spitz Joins National Safe Boating Council as National Spokesperson

Each year the US Coast Guard Auxiliary joins with The National Safe Boating Council (NSBC) and other partners to commemorate National Safe Boating Week during the week preceding Memorial Day.

NSBC is excited to announce that Mark Spitz, nine-time gold medalist swimmer and motivational speaker, will serve as the spokesperson for the 2011 North American Safe Boating Campaign. In addition to his support of the “Wear It!” campaign, Spitz will appear in a Public Service Announcement on behalf of the NSBC reminding people to always wear a life jacket while boating or participating in other water activities.

“Being a swimmer isn’t just at hobby, it’s been my life’s passion. I know the importance of boating safety and how important wearing a life jacket is,” Spitz said. “I want to encourage everyone who spends time on the water to always wear a life jacket.”

Spitz has been a swimmer his entire life. He started swimming at the age of two when his family lived in Hawaii. He began competing at the age of six and grew into one of the most successful swimmers and decorated athletes of all time. A two-time Olympian, Spitz won nine Gold medals and numerous Amateur Athletic Union (AAU) and NCAA medals. After a successful career in the water, Spitz is now a motivational speaker, author, parent and avid boater.

The National Safe Boating Council is elated to have such a decorated athlete like Mark Spitz to participate in the “Wear It!” campaign. We know Mark’s positive message will serve as inspiration that there’s no reason why everyone can’t have fun on the water while also choosing to always wear a life jacket. Even the most experienced and talented swimmers in the world like Mark Spitz still choose to ‘Wear It!"

Remember, always wear your life jacket each and every time you are on the water.

To learn more about boater education, Vessel Safety Checks and other services provided by the Coast Guard Auxiliary – or if you are interested in learning how to become one of us – please visit us online at www.uscgauxflotilla3-13.org or contact us at msz@charter.net.

     Mississippi River Closed....  Then Re-Opened....

Friday, the U.S. Coast Guard closed a five stretch of the Mississippi River near Caruthersville, Missouri.  The closure was intended to keep the wakes from barge traffic from overtopping the floodwall.  The River shut down could have lasted for up to eight days.  Later Friday, the National Weather Service issued a revised forecast with lower crest predictions.  The Coast Guard re-opened the river to barge traffic........

Friday, water was inching closer to East Prairie, and worries were increasing with the water levels.  During the past two weeks, some 22 inches of rain fell and that water is collecting in the St. John's Bayou Basin.  The city of East Prairie is located there.  The water is unable to drain into the Mississippi River because floodgates in New Madrid are closed.  Even though East Prairie is close to the breached Birds Point Levee, Mayor Kevin Mainord stated that the breach was unrelated........

Mississippi River Levee Blast Aftermath

Missouri Farmers Lose At Least A Year Of Growing........

The blasts along the Birds Point levee earlier in the week have succeeded in easing the pressure on the floodwalls around Cairo, Illinois.  However, the damage caused by the floodwaters rushing into the farmland turned spillway may take months or even years to correct.  The true nature of the damage will not be known until the floodwaters recede.  It could be late summer or even fall before the waters ebb........

Missouri River Dam Releases

Fisheries Could Be Hurt By Dam Releases........

Since the reservoirs on the Upper Missouri River are pretty much full, the releases from those dams are anticipated to be at the highest levels they have been in 14 years.  The releases should be between 49,000 - 54,000 cubic feet per second.  These high  water flow figures have fisheries officials in the Dakotas concerned about the effects on rainbow smelt.  1997 saw high water releases, and a significant portion of the smelt population was lost.   The rainbow smelt is a feeder fish for larger game fish like walleye........

     News Release

St. Louis Confluence Riverkeeper
“Helping to preserve and protect the Mississippi, Missouri, and Illinois Rivers in the Greater St. Louis metropolitian area”

May 3, 2011

NEWS RELEASE

Subject: Blowing up of Bird’s Point Levee by Corps of Engineers.

Direct questions and comments to:

St. Louis Confluence Riverkeeper, Capt. Mike Bush.

Office: 314-567-3900,
Toll free: 877-567-3955,
Cell phone: 314-265-2686.

The blowing of several holes in the Bird’s Point Levee in southeastern Missouri along the Mississippi River proves that the long debated value, if any, of agricultural levees is more than overshadowed by these levees seriously exacerbating yearly flooding along our rivers.

Yesterday the US Army Corps of Engineers was forced to blow holes in the Bird’s Point levee to save the town of Cairo, Illinois. By blowing those holes in the levee pressure was relieved as the rising waters were allowed to flood over more than 100,000 acres of farm land in New Madrid and Mississippi counties of Missouri as opposed to flooding the town of Cairo, IL.

St. Louis Confluence Riverkeeper Capt. Mike Bush states, “Agricultural leeves cost far more in flood damage downstream from their locations than they ever provide to farmer’s crops now planted on what used to be the river’s normal flood plain.” Agricultural levees are supposed to prevent farmer’s fields located along our nation’s great rivers from being flooded year after year. However, these same levees force flood waters into narrower channels thereby raising the overall flood level, and causing more damage downstream.

Bush further notes, “The solution to our continually fighting Mother Nature, and losing, is to purchase these flood plain properties from farmers along the rivers. Once purchased, the leeves should be destroyed. The cost of buying the land and destroying the levees will be more than offset in reduced downstream flooding, levee maintenance, and reduced flood damage and destruction year after year. Annual flooding is only going to get worse if we think we can control our great rivers and streams with levees. The farm land may be kept from flooding, but many population centers face even higher floods due to the upstream attempts at crop land protection.”

Famers could still be allowed to plant the flood plains and get one crop each year in many cases. However, there should be no payment for damage to crops planted on flood plains.

Since the great Mississippi River flood of 1927 a debate has continued; to levee or not to levee. Flood plain lands are flat land with rich soil and their protection eventually won out over those who felt levees would cause more destruction than protection during annual flooding.

However, as cities grew and the number of residents along the rivers increased the potential for aggregation of damage and loss grew too. Eventually the value of flood plain farm land protection was overshadowed by the increase in flood damage to population centers.

The blowing of holes in the Bird’s Point levee finally proves the point: had the levee never existed the flood threat to Cairo, IL would not have existed either. Its time our leaders took action on this issue.

Mississippi River Near Memphis, Tennessee

Officials Concerned Flooding Could Create New Island........

The officials in Tipton County are concerned that the flooding Mississippi River may change it's course, creating a third island in the area.  There are already two Tipton County islands on the opposite bank of the Mississippi River, that were created in the late 1800's during a similar flood.  The officials state that if the levee breaks, that third island could become reality........

Flood-Related Closures: A number of IDNR facilities are closed or have limited access as a result of flooding or recent storm-related damage in southern Illinois and elsewhere along the state’s waterways and major reservoirs. Visitors are encouraged to check the IDNR website for updated closure information before planning a visit to any IDNR facility. The website link is available at www.dnr.illinois.gov/closures.

Invasive Species Awareness: Governor Pat Quinn has declared May as “Invasive Species Awareness Month” in Illinois. The proclamation encourages all Illinoisans to learn about ways in which they can help combat the spread of animal and plant species that endanger the Illinois landscape. Examples of invasive species of concern in Illinois range from autumn olive, garlic mustard and kudzu – to emerald ash borer, gypsy moth and soybean aphid – to Asian carp, zebra mussels and wild boar. Learn more by checking the website at http://www.invasive.org/illinois/.

OutdoorIllinois: The cover of the May 2011 issue of the IDNR monthly magazine OutdoorIllinois features silver carp, one of the species of Asian carp found in the Illinois River, which are the focus of the Great Lakes Restoration Initiative, a national program to restore the ecological health of the Great Lakes. This edition of OutdoorIllinois features articles about some of the invasive species found in the Prairie State and efforts under way to control their spread. In addition to the update on Asian carp, this month you can learn about increases in sport fish recreational opportunities, how releasing bait can impact our aquatic ecosystems, the fish virus Viral Hemorrhagic Septicemia, aerial surveys for bush honeysuckle and more. We don’t stop there, the May issue also includes articles on combating exotic species on your property and how to get involved with organizations working to curb the spread of these invasive species. For a summary of feature magazine articles, listen in on monthly podcasts at www.dnr.state.il.us/OI. OutdoorIllinois is a great tool for learning about Illinois' natural, cultural and recreational resources and a bargain at only $15 for a one-year, 12-issue magazine subscription that includes an information-packed annual calendar in the December issue. Visit www.dnr.state.il.us/OI or call 1-800-720-3249 to subscribe. VISA and MasterCard are accepted. For information on advertising in OutdoorIllinois, call (217) 785-8610 or e-mail michelle.silver@illinois.gov.

Free Fishing Days: The 2011 Illinois Free Fishing Days are scheduled for June 10-13. For more information on fishing in Illinois, check out the 2011 Illinois Fishing Information guide at http://www.ifishillinois.org/pdf/2011fishingguide.pdf

US Army Corps of Engineers News Release

    Carlyle Lake Update.......

Carlyle Lake – As of 9:00 a.m., Thursday, May 5, 2011, Carlyle Lake has crested and the pool elevation of the lake is 458.18 feet NGVD, with a release of approximately 4,200 cubic feet per second (cfs). Yesterday’s inflow was 3,890 cfs. A series of gate changes will be made the next few days to increase releases to approximately 10,000 cfs by Saturday May 7, 2011. The target pool elevation is 445.0 feet NGVD.

Due to the high pool elevation, recreation opportunities at the lake are impacted. The Dam West, Coles Creek and Boulder Campgrounds are closed however; campsites are still available at the McNair and Dam East Spillway Campgrounds. In addition, several private campgrounds around the lake remain open. Eldon Hazlet State Park is also closed due to high water. Boulder, General Dean and the City of Carlyle Boat Ramps are currently available for launching.....

Mississippi River Flood Fighting

As The Mississippi Rises, So Do Worries........

Along the Lower Mississippi River and it's tributaries, people are grabbing their belongings and evacuating while the high waters are rolling downstream.  Forecasters believe several of the high water records set during the floods of 1927 and 1937 will be broken.  After this week's levee demolition, farmers are concerned that the U.S. Army Corps of Engineers will sacrifice more farm land for use as floodplains.  The National Weather Service has attributed this year's extreme flooding to extended periods of heavy rain, and the continued snow melt from up north.........

Mississippi River At Caruthersville, Missouri

    Record Flooding Arrives In Caruthersville........

On Wednesday, the floods of 2011 topped the record 46 foot mark made during the floods of 1937.  By Sunday, forecasters anticipate a crest of 49.5 feet.  This is only six inches below the floodwall protecting the downtown business district.  To protect the city, the Missouri National Guard and volunteers built a three foot high sandbag wall about 30 feet behind the floodwall.  The idea is to catch water that overtops the floodwall........

Birds Point Levee Update

    Levee Breach Irks Missouri Officials........

Many Missouri officials are unhappy with the federal strategy to save the Illinois city of Cairo from flooding.  Kevin Mainord, Mayor of East Prairie, Missouri, stated that the U.S. Army Corps of Engineers floodplain plan has placed thousands of acres of farmland and hundreds of homes at risk.  Mainord has advised the feds that all the plan will accomplish is flooding farmland.  Jim Pogue, a Corps spokesman stated that the plan is working as intended, as pressure at Cairo has been relieved........

US Coast Guard Auxiliary Safe Boating Class

Contact: Doug Edelman
Assistant District Staff Officer - Public Affairs
edeldoug@charter.net
636-379-0877
February 18, 2011

FOR IMMEDIATE RELEASE:

US Coast Guard Auxiliary Safe Boating Class

Boater Education Saves Lives

Missouri’s Mandatory Boater Education Law took effect January 1, 2005, and requires that every Missouri resident born after January 1, 1984 who operates a vessel on Missouri lakes must carry a boating safety identification card issued by the State Water Patrol and a valid photo ID. This includes personal watercraft like Jet-Skis. The Boating Safety ID Card indicates successful completion of a boating safety education course. Illinois and many other states have similar requirements.

Flotilla 3-13 of the United States Coast Guard Auxiliary will be offering the “About Boating Safety” course at Grafton Harbor this spring. The course runs on 2 consecutive Saturdays from 9:00 AM till 1:00 PM. The next class begins April 9 and concludes on April 16. Another class will begin May 7 and conclude on May 14. Successful completion of this course will not only earn the Boating Safety ID Card, but will also give you invaluable information which will help you to remain safe on the water. Whether you are required by law to take the course or not, Boating Safety Education will help you be a better, safer boater. Insurers recognize this and most offer a discount on your insurance for completing the course.

Course Preregistration is necessary. Sign up or for more information by dropping by the Harbor, or calling Jan at 618-786-7678 or by contacting Mark via e-mail msz@charter.net or cell phone number 314-803-7044.

To learn more about boater education, Vessel Safety Checks and other services provided by the Coast Guard Auxiliary – or if you are interested in learning how to become one of us – please visit us online at www.uscgauxflotilla3-13.org or contact us at msz@charter.net.

Mississippi River At St. Louis, Missouri

New Name Suggested For The New Bridge........

Recently, Missouri State Senator John Lamping offered a suggestion a name for the New Mississippi River Bridge that may appease baseball fans on either side of the bridge.  If you are crossing form Missouri to Illinois, the name will be The Cards-Cubs bridge.  If you cross from Illinois to Missouri, the span would be called The Cubs-Cards Bridge.  Lamping believes that legislatures in both Missouri and Illinois could get behind the proposal........

Mississippi River Flood Fighting

Corps' Plan Alleviates Cairo Flood Threat........

It seems that the Corps spectacular plan to blow the Birds Point levee in order to relieve pressure at Cairo, Illinois seems to have worked.  However, the blast did not do much to reduce risks of flooding further downstream.  The Corps is thinking about using other floodways to divert floodwaters further downstream.  On Tuesday, 25 farmers filed suit against the federal government, claiming their land had been taken without adequate compensation........

Mississippi River Flood Fighting

     After Levee Breached, Farmland Swamped........

By noon Tuesday, farmland once protected by the Birds Point levee was covered by several feet of Mississippi River water. The U.S. Army Corps of Engineers detonated another levee near New Madrid Tuesday afternoon.  This blast is intended to allow the flood waters to flow back into the Mississippi River.  All of these actions are part of the Corp's floodway plan.  The floodway plan was last used in 1937........

Mississippi River Near Caruthersville, Missouri

    Bridge Closed After Barge Strike........

The Interstate 155 bridge between Caruthersville, Missouri and Dyer County Tennessee was closed after the span was struck by a barge.  The bridge will remain closed until authorities from the Tennessee Department of Transportation can inspect the viaduct for damage.  Officials are not certain if the barge strike is related to the record flooding in the area.  The U.S. Coast Guard is investigating the accident, and there were no reports of spills or injuries........

The Pictures of the Day .... were sent to us by Claudia Burris who hails out of Hoppies Marina in Kimswick, Mo

Hi Bill,
Because of the high water, we helped Fern and Hoppie move out of the lower
level of their house on Saturday! They got the carpet out minutes before the
water started seeping into the room! Whew! The high water also made it tough
to get to our boats, so a new ramp was built, thanks to the ingenuity of
Hoppie and the hard work of all the boaters. In this shot, Ray and Harry are
working on the ramp which is extended from a big trailer into the river.

Hope to see you on the river soon!

At around 2 am Monday morning, water began flowing over a temporary levee recently built near Lake Wappapello, spilling onto the adjacent highway.  The overtopping could mean flooding along the St. Francis River downstream from the Lake Wappapello dam.  As of 8 a Monday, the elevation of Lake Wappapello was 398.28 feet, with an anticipated crest of 399.2 feet.  At this time, outflow from the Lake is around 15,000 cubic feet per second, and is expected to increase to 23,450 cubic feet per second........

News Release From BoatUS

New "Boating Simulator" Lets You Boat Anytime
BoatUS Foundation Virtual Boating Experience is the Next Step in Boater Education

ANNAPOLIS, Md., May 2, 2011 –- A new downloadable BoatUS Boating Simulator, provided by the BoatUS Foundation for Boating Safety and Clean Water aims to use animation, simulation and video to keep boaters on the virtual “water” anytime - and teach them how to navigate through congested and sometimes treacherous waters.

The Boating Simulator’s interactive boating experience - complete with throttle, shifter and chartplotter - makes learning fun. “Research shows that most people use visual cues when learning and when you combine it with active participation, comprehension and retention increase,” said BoatUS Assistant Director of Boating Safety Ted Sensenbrenner. “Simply put, you learn while you’re having a great time driving the boat.”

The Simulator, which utilizes your keyboard, mouse and arrow keys to operate, is free to download at www.BoatUS.com/Foundation/games. During the game’s voyage, players must use all of the tools at their disposal to navigate around aids to navigation as well as shallow water and other vessel traffic. Along the way you could be penalized for violating speed zones, approaching too close to another vessel or navigating out of bounds.

This is the third interactive video game offered by the BoatUS Foundation that puts new or seasoned boaters alike behind the helm of a virtual boat. The first two games, DockIt! and NavigateIt!, teach docking and navigation skills respectively. All BoatUS Foundation games are provided at no cost at www.BoatUS.com/Foundation/games and BoatUS membership is not required to play.

For the Boating Simulator, a standard home PC with Windows XP or newer and a DirectX 9.0 compatible video card is required. Simply follow the on-screen instructions and prompts to download to your computer.

High Court Refuses Intervention In Levee Breach........

Sunday evening, the U.S. Supreme Court refused to stop the U.S. Army Corps of Engineers' plan to breach the Birds Point levee in southeastern Missouri, as a way of relieving water pressure on the levees protecting Cairo, Illinois.  Sunday afternoon, the Corps began preparations to activate the floodway by placing explosives in the levee.  The loading process is expected to take 20 hours.  After the levee is breached, the floodwaters would cover 132,000 acres of settled bottomland........

Wappapello Lake Flooding

     Record Water Levels At Wappapello........

Recently, Wappapello Lake encountered near-record inflows, close to 88,000 cubic feet per second.  The elevation of the Lake is expected to crest more than two feet over the emergency spillway.  In order to protect a nearby highway and other infrastructure, a plan was developed and executed.  A rock dike was built in less than 24 hours, to help keep the largest possible discharge through the dam gates........

Carlyle Lake Pool Rising........

Carlyle Lake – As of 9:00 a.m., Saturday, April 30, the pool elevation of Carlyle Lake is 456.55 feet NGVD, with a release of approximately 1,670 cubic feet per second (cfs). Yesterday’s inflow was 32,860 cfs. The lake is predicted to crest on Wednesday, May 4 at 458.0 feet NGVD; however, with additional precipitation in the forecast, the crest prediction may increase. The target pool elevation becomes 445.0 feet NGVD on May 1st.

Boulder, General Dean and the City of Carlyle Boat Ramps are currently available for launching.

Other areas closed due to the high pool include several township roads around the lake, the Lakeview and Maple Grove Fishing Piers, Keyesport, Coles Creek, Dam West and McNair Beaches, and the Coles Creek Day Use Area. As the lake continues to rise, other roads will become inundated. Motorists should use caution when driving in low lying areas around the lake.

Due to the high water level, many breakwaters and other facilities have been overtopped by water and caution should be used when boating near these and other submerged structures. Boaters should become familiar with the location of these structures before launching and must stay clear of all inundated recreation areas and beaches. Boaters should also watch for floating logs and other debris.

Tangier Island, Virginia

Our visit to Tangier Island, Virginia was just what we needed! It was relaxing, quiet, remote and historic little town that made for a great layover while the severe weather made it's way through the east coast this week. We loved our time spent here and enjoyed the people we met and fun things we encountered.
Pictured here is Parks Marina, the only marina in Tangier

The owner, Milton Parks (80 yrs old) is an expert helmsman, retired watermen and dockmaster greeted us with a big smile and and helpful hand in the strong winds. We enjoyed many interesting conversations with him through the week. He's a wise man that is a bit hard of hearing, but made us laugh constantly
