Given the popularity of the Gypsy Rose in the Riverbend area, it was inevitable that Captain Tim Woodson would need to construct a larger pirate ship to ply the waters of the Mississippi River.  Captain Tim began looking for an interested party to purchase the Gypsy Rose, and found one in Captain Ron Duggan.  The Gypsy Rose will make berth at Captain Ron's Bar and Grille, and will begin offering pirate ship tours and beachfront treasure hunts in the near future........

Levee Break Preparations Stopped....  For Now....

Thursday, the U.S. Army Corps of Engineers stopped preparing to blast a two mile long hole in the Bird's Point levee, located in Southeast Missouri.  The Corps stated that they will need the weekend, to see if such drastic methods will be necessary.  In the meantime, U.S. District Judge Stephen Limbaugh Jr. was hearing arguments from Missouri and the Corps about the Corps' levee break plan.  Judge Limbaugh left the bench without making a ruling, but implied that he did not want to get in the Corps' way........

As the levels of the Mississippi and Ohio Rivers rise, Cairo Mayor, Judson Childs, has asked that residents evacuate the city on a voluntary basis.  About 100 residents have heeded the warning so far.  If the Rivers rise a few more feet, officials will be making the evacuations mandatory.  The U.S. Army Corps of Engineers is debating whether they should breach an upstream Missouri levee protecting farmland in order to help Cairo........

Conservation Agents employ MDC boats for flood rescues

PITTSBURGH - The Coast Guard has recovered a barge carrying coal tar light oil with benzene, which broke free from a towing vessel on the Ohio River, April 27, 2011.
Watchstanders at Coast Guard Sector Ohio Valley received a report at 4:45 a.m., that the towing vessel, Carl L. Johnson was pushing four barges which broke free from the tow. One barge, which has been recovered, contains coal tar light oil with benzene. The three remaining barges contain steel and coal and have not yet been recovered.

The river current carried the freed barges down the back channel of Neville's Island under the Fleming Park Bridge, at mile marker 5. Currently, the Fleming Park Bridge is closed to vehicle traffic. There are no waterway closures.

A Unified Area Command has been established and includes the Coast Guard, the Army Corps of Engineers, Pittsburgh Department of Public Safety and barge owner, Marathon Petroleum Company.

"The Unified Area Command placed the highest priority on the safe recovery of the tank barge," said Cmdr. Richard Timme, Incident Commander for the UAC. "We are working together to mitigate any potential hazards to navigation, to the environment and to the community."

There are no reported injuries or pollution.

The cause of the incident is under investigation.

EMPHASIS: Boat Operation Considerations in Flooded Areas

Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, asks boaters across the state to take extra precautions when boating in flooded areas. The entire southern region of Missouri has experienced large amounts of rainfall over the last week causing rivers and lakes to become swollen. Many times the right decision is to stay off the water.

In areas where lakes or rivers have spilled over the banks, erosion and damage can occur to flooded structures, docks, or water laden levees by boat wakes. Boaters should avoid operating in these areas. If operation in these areas is necessary boaters should operate at idle speed so as not to cause a wake. Troopers are being utilized to patrol flooded areas to prevent theft from evacuated homes.

Flooded rivers and streams with moving currents present some of the most dangerous situations a boater can encounter. Fast moving water can easily capsize or flip a boat, especially when combined with fixed objects such as trees and buildings. Boaters should avoid any operations in these swift flowing waters.

Many lakes and rivers across the state have only seen routine increases in water levels. It is for the safety of the public and to minimize damage to property that the Highway Patrol requests boaters avoid waterways that have been impacted by the most severe flooding.

Levee Break Decision To Come After Weekend........

The U.S. Army Corps of Engineers will be waiting until the weekend before they decide if it will be necessary to blow a Missouri levee in order to protect Cairo, Illinois from floodwaters.  Missouri has filed suit in federal court to stop the endeavor, as farmland would be inundated.  Illinois Attorney General, Lisa Madigan's spokeswoman stated that Madigan would "do anything she can" to safeguard Illinoisans by vanquishing the Missouri motion.   A hearing on the matter is slated for Thursday.  The Corps stated they would wait for better crest forecasts before making their decision........

Mississippi River Near Poplar Bluff, Missouri

     Breached Levee Had Problems........

Wednesday, the U.S. Army Corps of Engineers released information that the breached levee south of Poplar Bluff failed an inspection conducted in 2008.  Inspectors found buildings and at least one house along the Black River levee.  There were also holes dug out of the base of the levee, which contributed to soil sloughing off of the levee.  The levee had suffered breaches during the 2008 floods, some of which were not repaired by the time of the inspection........

Between Tuesday and Wednesday morning, the elevation of the Lake of the Ozarks rose by a foot, and more water is expected.  Over the next three days, the Bagnell Dam operators will be expecting elevations of 656.74, 656.94 and 657.05 feet.  The dam is running at full generation.  At this time the Lake elevations are in line with the Lake Ozark Guide Curve which recommends an elevation of 657.5 feet by May 1..

     Cairo Residents Flee Rising Rivers........

Coast Guard responds to barge breakaway on the Ohio River

Portsmouth, Virginia

Sorry for the delay in this blog posting, but I’ve been waiting for internet tower all week! I will continue to post a small amount as much as possible. It's taking a VERY long time to post so I'm doing my best.

It was VERY fun for me to see my new Followers, thank you for your support!!

After we left the Dismal Swamp lock we headed into Portsmouth for a few days. As we made it to the junction where the ‘Virginia Cut’ met the “Dismal Swamp Cut’ you could tell we entered into a busy port. It was evening and the sun was setting, but there were many barges and commercial traffic everywhere. The waterway was lined with tons of huge naval ships including aircraft carriers, destroyers, subs, etc. My kids had played ‘Battleship’ the game recently and were excited to see the real thing!

This particular vessel was armed with two men on the bow loaded with machine guns and watching us carefully. Below the ships there would be men in smaller boats traveling back and forth protecting it in the water. We watched two men get pizza in our harbor two nights in a row as they’d meet the delivery man right next to our boat. It was a quick grab as they scurried back to their post!

Flash Flooding Reminder

April 25, 2011
EMPHASIS: Flash Flooding Reminder

Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, would like to remind the public that flooding or flash flooding affects safety on the roadway. Flash flooding, due to the recent heavy rains, can be expected over the next few days and can be especially dangerous.

Never drive through fast-moving waters; even a small amount of fast-moving water can sweep a slow-moving vehicle off the roadway. If your vehicle becomes stuck in rising water, get out quickly and move to higher ground.

For their safety and that of their passengers, drivers are reminded to stay alert while driving in areas known to flood. Barricades closing a roadway are there to protect you. Drivers must respect barriers or barricades put in place by MoDOT -- it is extremely dangerous, and a violation of state law to drive around them.

“This is as dangerous as it gets,” said Colonel Replogle. “I strongly urge all drivers to avoid traveling on flooded roadways. Oftentimes, the water is moving more swiftly than you realize. It’s better to take extra time and drive around, than not make it to your destination.”

Motorists also are reminded that state law requires them to turn on their vehicle’s headlights any time they are using the windshield wipers. It only takes a second to turn on your vehicle’s headlights. But, that second could make you more visible to other drivers and prevent a traffic crash.

News Release From BoatUS

Five Questions to Ask Your Boat's Insurance Agent
What Makes a Good Policy?

ALEXANDRIA, Va., April 25, 2011 – Got the boat ready to go into the water? Hold it, just a minute! Boat Owners Association of The United States has five hard questions you need to ask your boat’s insurance agent before your summer boating season begins. Their answers could let you know how worthwhile or worthless your current policy is:

1. Does your insurance company expect you to pay salvage costs that should be paid by them? Most people say the main the reason they buy insurance is to cover the “big things.” The most common types of catastrophic insurance claims are sinkings – which can happen to anyone – or hurricane claims, which destroy your boat and leave it in pieces in the neighbor’s back yard.

In both of these cases, it is the policy’s “salvage” coverage that will pay to remove your boat from the bottom of the lake or from your neighbor’s back yard. A good policy has separate and full salvage coverage (up to your policy’s limits) for the costs to remove the boat that is not less than or limited to a percentage of the “hull” value (which is the part of the policy that reimburses you for actual the loss of the boat). A bad policy reimburses you for the loss of the boat, but could make you pay some salvage fees out of your own pocket – and isn’t that what insurance is for in the first place?

2. When you have a claim, how much help will you get? When insurance companies handle a claim, there are two schools of thought: those that are “hands-off” and those that are “hands-on.” A hands-off insurance company believes you should do all of the work. With a big claim, that could include finding a salvor, crane company, barge and trucking service on your own, and then reimbursing you. A hands-on insurance company – usually a specialty marine insurer – has access to these unique services 24/7 and wisely negotiates pricing, hires and pays these contractors for you, and can arrange for and even guarantee repairs.

3. Does the policy have “consequential damage” coverage? In the world of boat insurance, catastrophic losses that include fire, explosion, sinking, demasting, collision or stranding are considered a “consequence.” For example, when your boat sinks due to rusted, through-hull fitting breaking off, the sinking is a consequence of the broken thru-hull.

Good boat insurance policies include “consequential damage” coverage for these specific catastrophes. In plain English: if consequential damage is not covered in your policy, almost every sinking or fire could be excluded as a result of “wear and tear.”

4. Do you want me out of harm’s way? A better insurance policy will offer 24/7 emergency claims response that can immediately step in with the necessary resources to prevent further damage. And if you live in a hurricane zone, it will also share the cost of a haul-out to move your boat to high ground or pay a captain to move it to a hurricane hole.

5. What are you doing to reward me? A good insurance policy will give you credit for not having claims and reward you with things like diminishing deductibles that reduce the amount of your deductible for each year you remain claims-free.

If you’re not satisfied with your insurance agent’s answers to these questions, it’s time start shopping around for a better policy. For more information on boat insurance, or to get a free quote online, go to www.BoatUS.com/insurance

St. Louis District moves to close gap in Grand Tower Levee

St. Louis, Mo. April, 23, 2011 – Late yesterday afternoon, the St. Louis District awarded a contract modification to close an excavated portion of the Grand Tower levee in southern Illinois. The $734,000 contract was awarded to A & H Contrators, Inc., of Memphis, Tenn. Work should be completed by Monday, April 25.

“The safety of the public and property behind the levee has always been a top priority,” explained Col. Thomas O’Hara, Commander of the St. Louis District. “Based on the forecasts and the potential risks, it is time to execute this part of our plan and close that section of the levee.”

During the floods of 2008, a gravity drain on the portion of the levee that faces the Big Muddy River at river mile five was damaged and required replacement. Excavation of a segment of the levee is required to perform the work. That work was underway when the decision to close gap was made.

Corps of Engineers officials will be on site with the contractors 24 hours a day until the work is completed. Upon completion, the repairs will be monitored periodically. The public is reminded that the area is an active construction zone and that equipment traffic on Illinois Route 3 in the vicinity of the Big Muddy River will be heavier than usual. Please drive with caution.

The Bedford, a relatively small side wheel steamboat was headed down the Missouri River for St. Louis when she struck a snag and sank in less than five minutes in deep water near the confluence of the two rivers..

Since that time, the Missouri River channel has shifted to the south and the wreck site of the Bedford's now lies below dry land.

Mississippi River At The Quad Cities

What Is Hiding In That Flood Water?

Recently, KWQC in the Quad Cities took water samples from the floodwaters covering Modern Woodman's parking lot and sent them off for analysis.  What was found to be in the water was a bit unexpected.  There was harmful bacteria present, but in much lower concentrations than one would expect.  The lab experts stated that the concentration of bacteria was lessened by the rushing floodwaters........

Bill,

We were out on the river yesterday floating to Grafton and saw this tug we thought looked funny, when we got closer we realizes that it was 3 tugs, the back one is pushing the front two and 6 barges, 3 full and 3 empty, must be heading up to get the grain. Also if you look in the second picture up close on the top deck, the deck hand started playing the air guitar with his mop.... Just another day on the river....

Missouri Flooding Outlook

    Weather More Troubling Than Flooding........

Some Riverrats don't bat an eye when the River rises out of her banks, believing that the water is supposed to rise each spring.  However, those who watch the River levels are concerned how far it may rise.  The National Weather Service has forecast close to major flooding Clarksville, Hannibal and Louisiana.  The weather is worrisome as well.  Portions of Missouri are forecast to see up to 9 inches of rain over the next several days........

Mississippi River Near The Quad Cities

    Quad Cities Flood Threat Diminishing........

Although the levels of the Mississippi River have been well above flood stage in Iowa, there have been fewer issues than had been originally expected.  The Mississippi River crest of 20.8 feet was expected to arrive at the Quad Cities on Saturday.  Localized flooding is still a threat, but overall, the slow thaw of winter snow packs to the north, and lack of heavy rains has led to lower flood crests than forecast earlier in the year.  The National Weather Service recently lowered their predictions again........

Missouri River Creeping Up On Flood Stage........

Friday afternoon, the recent soggy weather pushed the Missouri River levels close to flood stage around Plattsmouth, Nebraska.  By 4 pm, the National Weather Service's Advanced Hydrologic Prediction Service logged the River at 25.69 feet.  Flood stage is 26.0 feet.  Over the past three weeks, the Missouri River levels have been high.  The level of the Missouri River upstream of Plattsmouth have remained at least 5 feet below flood stage........

Missouri River To See More Releases........

Recently, the U.S. Army Corps of Engineers announced that they need to continue to remove flood waters from the main stem reservoir system.  To achieve this, the Corps will increase the amount of water released from the Fort Randall Dam and Gavins Point Dam, starting Monday.  The rate of release will be gradually be increased as the runoff downstream from Yankton, South Dakota decreases........

Boat Wake Encounter Leads To Catastrophe........

On Thursday morning, a fishing trip turned deadly for William C. Ray and Scott A. Kimble.  The pair were riding in an 18 foot Bass Tracker traveling around 50 mph, when the vessel struck a wake thrown off by a large cruiser approximately 1/2 mile away.  The bass boat jumped the first wake and capsized on the second.  The men were thrown into the water.  Kimble was able to reach shore, but Ray drowned.  Neither were wearing life jackets........

News Release From BoatUS

BoatUS and NOAA Make Earth Day a Work Day:
400 Fishing Line Recycling Bins Built in Two Hours

ALEXANDRIA, Va., April 22, 2011 – Boat Owners Association of The United States (BoatUS) staffers and National Oceanic and Atmospheric Administration (NOAA) leaders gave a little back to mother earth today by teaming up to build 400 fishing line recycling bins in just under two hours. The three foot-long cylindrical bins constructed of PVC drain pipe are mounted to fishing piers, at launch ramps or marina boat docks, and are part of the Reel In and Recycle national fishing line recycling program. The bins are distributed to local groups around the country to help keep fishing line out of our waterways where it can be dangerous to wildlife. To view a time-lapse video of the bin-building event, go to www.BoatUS.com/binbuilding.

Under Secretary of Commerce for Oceans and Atmosphere and NOAA Administrator Dr. Jane Lubchenco brought a 10 member "recycling bin brigade" to BoatUS Alexandria, Virginia, national headquarters for the event. White House Council on Environmental Quality staff and 20 BoatUS employees joined her. "NOAA¹s mission touches the lives of every American and we are proud of our role in protecting life and property and conserving and protecting natural resources," said Lubchenco. "Earth Day is an opportunity for everyone to reflect on our connection to the natural world. Healthy oceans matter to all of us and we can all do our part to keep them vibrant. This project helps anglers take concrete steps to protect places in their own backyards," she added.

"As boaters we rely on NOAA for so many services,” said BoatUS Foundation Director of Environmental Programs Susan Shingledecker. “From checking the National Weather Service forecasts before we leave the dock, to looking at the latest charts to ensure there’s enough water under the keel, NOAA is a vital resource to America’s boaters Today, they helped us celebrate Earth Day in a hands-on way that will benefit boaters and our waterways for years to come.”

The 400 bins are already enroute to community groups, marinas and fishing clubs who had previously signed up to adopt one at www.BoatUS.com/foundation/monofilament. This brings the total to nearly 2,000 bins around the country. “It’s our goal to make fishing line recycling as commonplace as recycling cans and bottles," added Shingledecker. In 2010 alone, the program recycled over 2,700 miles of fishing line – enough to stretch from coast to coast.

The program is funded by a grant from the NOAA Marine Debris Program and the National Fish and Wildlife Foundation and is matched by contributions from BoatUS members.

To learn more about the program, add your name to a waitlist for future bins, or learn how you can easily build your own fishing line recycling bin, go to www.BoatUS.com/foundation/monofilament.

Bill,

Jon Klipp of Sundowner’s asked me to forward these photos to you. They are for an event sponsored by Yacht Club of St. Louis, Marine Max and Bloch Marine Service. We called it “Boats, Brats, and Beer”. It was a customer appreciation event held Saturday night (April 17) at the Bloch Marine Service building at the Yacht Club of STL. 120+ were there and we had a band called “Brotha’D and the Woo-daddies”, and some even danced. There will be more of these elsewhere this year. Use it however you want, if you want.

Thanks,

Missouri Flooding Outlook

     Rain Predictions Increase Worries........

As the Mississippi River overruns her banks, all of the Missouri River towns are now under a flood warning.  Heavy rains predicted over the next few days means that residents of flood prone areas are preparing for significant flooding.  The Mississippi River is expected to crest just shy of flood stage at St. Louis on Sunday.  There is moderate flooding along the Missouri River, luckily, there is no significant damage........

Bighead Carp Caught In Lower St. Croix........

Monday, a fisherman reeled in a 34 inch long, 27 pound bighead carp from the Lower St. Croix River, compounding fears that the Asian carp epidemic has spread to Minnesota border waters.  The fish was taken north of the confluence of the Mississippi and St. Croix Rivers.  Officials believe that this fish was a loner, and that is no signs of a reproducing population present at this time.  Officials are looking at methods to block the carp advance upriver........

At Dam 25 near Winfield, a large steel dam gate some 100-feet long, failed when the chain mechanism that raises and lowers it broke at its connection point. The failure was attributed to a faulty mechanical-electric limit switch. It occurred while lock maintenance personnel were lubricating the dam’s gate chains.

Mississippi River At Sabula, Iowa

    Flooding Worries Abound In Sabula........

Sabula city workers and volunteers are "patrolling" the levees that protect the tiny island town of Sabula, Iowa.  The inspections have been carried out every two hours since Monday.   So far, there is some seepage through the levee, but the water streaming from the levee is clear, indicating that the levee is not being compromised.  Many of the town's residents have to pump flood waters from their basements.  There may be some breathing room for the residents, as flooding is not as bad as originally predicted.......
