Mississippi River At Hannibal, Missouri

     Flood Gate Installation Scheduled.........

 

Thanks to revisions made Tuesday by the National Weather Service, the City of Hannibal has announced that they will be installing all five flood gates, instead of the originally planned two gates.  By next Monday, the Mississippi River is expected to rise to 22.6 feet.  The good news is that the Mark Twain riverboat will be able to run, despite the Hannibal Riverfront being inaccessible by car.  The boat's landing will be further upstream........

Please Watch Your Wake.......

 

With the river up, I was wondering if you could remind folks to keep their wake’s affect on the homes in the area. With a crappy weekend in store, it may not be an issue this weekend but who knows how long the water will be up.

This is particularly a concern because a number of homes are still in the process of being raised after the flood of 2008. Some are still on the cribbing and would be particularly vulnerable.

Thanks for any reminder that you can pass along to early boaters anxious to hit the water.

Illinois Towns Along The Mississippi River

    Prior Floods Leave Lessons Behind........

 

While municipalities along the Mississippi River are preparing for the predicted flooding, officials are looking back upon lessons learned from the floods of 2008.  After '08, an organization was formed  that will bring emergency management agencies together for faster responses to flooding.  Dubbed the Silver Jackets, the organization considers the level of protection a flood barrier offers, and works to help residents make more rapid decisions during an emergency........

US Coast Guard Auxiliary Vessel Safety Checks

Safe Boats Save Lives

Learn the federal and state requirements for operating a vessel, and make sure your boat or personal watercraft is in compliance. Have a Vessel Safety Check performed to ensure that your vessel meets these requirements and has all the necessary safety equipment on board and in good condition.

Flotilla 3-13 of the United States Coast Guard Auxiliary conduct a free Vessel Safety Check Station at Grafton Harbor on Saturday, May 21st from 10:00 AM to 1:00 PM.

If you will not be available at this time, you can still request to schedule a safety check for your vessel by contacting Ron South at rons1769@sbcglobal.net.

A Vessel Safety Check is a courtesy examination of your boat (Vessel) to verify the presence and condition of certain Safety Equipment required by State and the Federal regulations. The Vessel Examiner is a trained specialist and is a member of the United States Coast Guard Auxiliary. They will also make certain recommendations and discuss certain safety issues that will make you a safer boater.

This is not a boarding or a law enforcement issue. No citations will be given as a result of any deficiencies found. We will supply you with a copy of our evaluation so that you may follow some of the suggestions given. Vessels that pass will be able to display our distinctive VSC decal. This does not exempt you from law enforcement boarding, but you can be prepared to make this a positive encounter

Mississippi River Flooding

     River Water Inundating Missouri Towns........

 

In some portions of Missouri, the Mississippi River has crept up to moderate flood stage, and heavy rains throughout the week may make the situation worse.  According to the National Weather Service, the Mississippi River is anticipated to reach flood stage by early next week in Canton, Clarksville, Hannibal, Louisiana and Winfield.  There are few homes and businesses in the flood plain, thanks to the buyouts following the 1993 floods........

Mississippi River Basin

     EPA Won't Regulate Farm Runoff........

 

Tuesday, Lisa Jackson, chief of the Environmental Protection Agency, stated that they would not be regulating the runoff from Mississippi River Basin farms.  Jackson stated that the voluntary efforts of farmers will need time to work.  Nitrogen and phosphorous runoff from farmland in the Mississippi River Basin hurts the water quality of the River, and plays a role in the Gulf of Mexico dead zone.  Budget cuts for conservation programs will not allow the for the procedures needed to stop runoff........

Mississippi River Near Guttenburg, Iowa

    Residents Trapped On Mississippi River Island........

 

The rising Mississippi River has severed the only way in or out from the Iowa communities on Abel and Esmann Islands near Guttenburg, Iowa.  Year-round residents Bob and Barb Engle decided to stay put after the River overtopped the only road leading to the islands.  The River has made it to their house, and filled the basement.  The Engles are ready for the floods, as they have plenty of food and beer........

  Mississippi River Shipping

     Budget Cuts May Hurt Shipping........

 

Recently, the U.S. Army Corps of Engineers advised the officials with the Port of Memphis what their shrinking dredging budgets could be for the next two years.  James R. "Randy" Richardson, executive director of the Port of Memphis stated that the funds will allow for dredging of the Port's mouth.  This dredging will let the lion's share of the shipping to get in and out of the Port.  More than $1 billion in exports travel along the Mississippi River system annually........

Lake Of The Ozarks

    Level Of The Lake Up Again........

 

Over the past three days, rains have driven up the level of the Lake of the Ozarks by a foot and a half.  As of Tuesday morning, the Lake elevation reached 656.78 feet.  The operators of the Bagnell Dam will be running heavy generation for the next two days, because they are expecting Lake levels up to 656.65 feet.  The Lake Ozark Guide Curve calls for the Lake to reach 657.5 feet by May 1, with the goal of 659 feet by Memorial weekend........

USACE releases benchmarks to meet energy and sustainability goals
 

WASHINGTON (April, 19, 2011)– Today, the U.S. Army Corps of Engineers (USACE) released, for the first time, its fiscal year 2010 scorecard on sustainability and energy performance. Using this scorecard as a benchmark, the USACE will identify and track the best opportunities to reduce pollution, improve efficiency, and cut costs. Under Executive Order 13514, President Obama directed Federal agencies to lead by example in clean energy and to meet a range of energy, water, pollution, and waste reduction targets. Based on scorecard benchmarks, USACE will update its Sustainability Plan, as required by EO 13514, no later than June 3, 2011 and shortly thereafter post its Sustainability Plan on the USACE public website.........

SAN JOAQUIN RIVER, Calif. - A houseboat sits aground in the San Joaquin River Tuesday, April 19, 2011, after the owner attempted to tow it Sunday, April 17, 2011. The owner has contracted a commercial towing company. Coast Guard Station Rio Vista and Sacramento Sheriff's Department crews are on scene, monitoring the situation.

One of the many pictures of Karen and I while on vacation in Puerto Vallarta Mx. Karen and I while being shuttled from a larger boat to shore. Karen was standing and I was sitting! Not a PFD to be found in or on this craft! Not sure about any of the other passengers but, Karen and I can swim!

Boat people Mexican style!

While on the boat trip we witnessed dolphins and several Whales. More pictures to come later!

We were in Nuevo Valetta for a week with our good friends and neighbors Dr. Thom and Gloria Shanahan.

Meramec River At Arnold, Missouri

    River Assists With Firefighting Efforts........

 

Fire crews battling a massive mulch fire at Hanson's Green Waste Recycling Center in Arnold pumped water from the adjacent  Meramec River to put out the blaze.  The fire crews had been working on extinguishing the fire since Sunday evening.  Firefighters from the Eureka, Jefferson R-7 and Pacific fire departments brought out portable pumps to take water from the Meramec River about 100 feet uphill to the blaze........

    CCR Frontman Celebrating On The Bayou.......

 

The former Creedence Clearwater Revival frontman, John Fogarty will be celebrating his 20th wedding anniversary by performing "Proud Mary" aboard a Mississippi Riverboat in New Orleans.  Fogarty made the announcement Monday that the private event will be held on April 23rd.  The Riverboat will be renamed "Proud Mary" for the day as well........

Mississippi River Near Savanna, Illinois

     Mississippi River Bridge Closed Due To Flood Waters........

 

The rising Mississippi River is forcing the closure of the Savanna-Sabula Bridge.  Monday, the Illinois and Iowa Departments of Transportation ordered the closure, which took effect at 2 pm.  The DOT officials are concerned that swift moving flood waters could be hazardous to motorists.  Potentially the bridge could wash out, causing one or more of the piers to crumble and collapse........

     Lake Shelbyville Public Information Meeting

 

Lake Shelbyville- The U.S. Army Corps of Engineers will be conducting a public information day at the Lake Shelbyville Visitor Center, located off of Illinois Rt. 16 East, in Shelbyville on April 20, 2011 at 10:00a.m. Topics to be addressed include an update on the lake, construction updates, 2011 boat rafting policy, upcoming recreation season, and visitor center grand opening that is scheduled for May 7 & 8, 2011. The public will have an opportunity to provide written questions and comments and they will be addressed if time allows. If time does not allow, the U.S. Army Corps of Engineers will address questions on an individual basis either by phone or via email.

Mississippi River Maintenance

    Questions Arise Over Maintenance Budget........

 

Since more than $100 billion in exports travel along the Mississippi River system annually, U.S. Senator Thad Cochran (R-Miss) is questioning how the U.S. Army Corps of Engineers is prioritizing the maintenance of the Mississippi River channels with the reduction in federal funding.  Cochran stated that inadequate funding for dredging efforts will bring about restrictions on shipping traffic and cargo........

Boaters Are Keeping Their Butts Out of the Water
BoatUS Foundation Looks for More Marinas for 2011 Cigarette Litter Prevention Program

 

ALEXANDRIA, Va., April 18, 2011 – Boaters are keeping their butts out of the water - and we’re not talking about the kind in swim trunks. The BoatUS Foundation reports that the 43 marinas that participated in its 2010 Cigarette Litter Prevention Program saw an amazing 63% average reduction in the amount of cigarette litter – which ultimately would have ended up in the water.

Now, the boating safety and clean water non-profit is looking for more marinas to join its 2011 program, but time is running out. Marinas have until May 2 to apply at www.BoatUS.com/foundationcigarettesurvey. If selected, marinas will receive funds to cover the cost of ash receptacles and a supply of portable ashtrays.
The program is a partnership with Keep America Beautiful, a nationwide non-profit organization that encourages individuals to take greater responsibility for improving the environment in their local community. With funding from Phillip Morris USA, Keep America Beautiful provides each marina with a cash grant to purchase the cigarette ash receptacles and a supply of portable ashtrays for use on boats. Marinas are asked to install the receptacles, distribute the portable ashtrays, and educate their customers about the importance of proper disposal.
“When a cigarette butt is discarded at a marina, there is a fair chance it will find its way into the water,” said Susan Shingledecker, the BoatUS Foundation’s director of environmental programs. “Many people assume butts are made from paper that will break down over time, and don’t think of them as litter. However, cigarette filters are plastic and when tossed overboard or washed into storm drains, creeks and waterways they can last for decades resulting in an unsightly mess and harming fish and other wildlife.”
Some comments from last year’s marina participants include: “The receptacles (provided by the program) make an attractive addition to our trash receptacles at the head of each ramp…the volume of butts in the can is three times that of those first counted on the ground around the location. This leads me to believe that previously the other two-thirds was just being tossed into the marina.”
Another said, “It’s a very good feeling to empty the cigarette receptacles and see large numbers of cigarette butt waste that would have otherwise been flicked into the lake.”

Red River Near Fargo, North Dakota

    USCG Busts Man Using Casket Lid Kayak........

 

Sunday, The U.S. Coast Guard, Cass County Deputies and personnel from the Department of Natural Resources were called out to investigate reports of a man kayaking on the Red River in a makeshift kayak derived from a fiberglass casket cover.  The man was later located at a riverside residence.  The authorities learned that the casket cover had washed up in his yard during the floods of 1997.  Since the Red River was essentially closed, the man could be facing fines up to $40,000........

The weather forecast has improved for this weekend's in-water boat show at Dog Days Bar and Grill.  Dealers will be exhibiting all types of watercraft, and will even be offering test drives at the 19 Mile Marker, or Jefferies Road in Osage Beach.  Also on display will be docks, lifts, and boating accessories.  The show will run 10-7 Saturday and 10-4 Sunday.  Adult admission is $5.00, and kids under 12 get in free........

Michigan-based Coast Guardsmen assist Red River flood victims


CLEVELAND - Personnel and equipment from various Great Lakes Coast Guard units are in the Fargo, N.D., area this week sharing their knowledge and expertise to help evacuate and provide aid for Red River flood victims in the region.

Stations Marblehead, Ohio, and Belle Isle in Detroit, each sent an airboat and personnel to the region. Air Station Traverse City, Mich., sent one MH-65C Dolphin helicopter, one aircrew and one aircraft maintenance team.

With dozens of active-duty, reserve and civilian Coast Guard personnel responding, 26 of them, more than one-third, are from the Ninth Coast Guard District.

"We are glad top be able to send our people and assets to help those that have been affected by the flooding," said Chief Warrant Officer Robert Clark, commanding officer of Station Belle Isle. "And while we have people and assets deployed in support of those rescue efforts, we still ensure our readiness and ability to respond to any emergencies in the Detroit area."

I recently had the opportunity to take a sneak peak at the Lewis and Clark Memorial Tower under final construction in Hartford, Illinois.  The facility is due to open next month.  The tower viewing platforms provide a panoramic view of the Missouri and Mississippi confluence.

Mississippi River Ferries
     Grafton Ferry To Reopen Soon........



Officials from the city of Grafton, Illinois have stated that they expect the city-owned Grafton Ferry will begin operations after Easter. Grafton owns both the Illinois and Missouri ferry landings, as well as the rights to a ferry in the city. Before the ferry can run, downed trees and a small sandbar need to be removed. Last year, the ferry did not start running until late May, and during 2008, the ferry was not operating at all for the tourist season........

Many people have turned out to get a firsthand look at the rising Mississippi River at East Dubuque, Iowa. Luckily, there were no waders , as the current is very swift in the area. As of Sunday evening, the Mississippi River was at 22.26 feet, which is over five feet above flood stage........

With the arrival of spring many boaters and fishermen are getting eager to get out onto the River. In the Quad Cities area, many boat ramps are closed and/or flooded and some locks and dams have been closed at Bellevue, Iowa, Fulton, Illinois and Illinois City, Illinois. The higher River levels also brings bacteria, trash, debris, downed trees and submerged logs. Dubuque, Iowa is looking to see it's fifth highest River crest ever later in the week........

    Blues Festival Coming To The Grafton Winery And Brewhaus........


The Grafton Winery and Brewhaus is holding their second annual blues festival May 21 - 22. Last year, the Grafton Winery and Brewhaus hosted some 2,500 guests for the blues festival. On the lower level of the facility, there is a microbrewery, winery, and a gift shop. The upper level offers two large open air rooms that can seat 400, as well as two sizable decks that look out over the Illinois River. The Grafton Winery and Brewhaus also offers a full menu and live entertainment on the weekends........

Recently, U.S. District Judge William Griesbach threw out a lawsuit filed by six former Mercury Marine managers that claimed that the company did not pay out bonuses that were promised in 2008. The judge ruled that the Cost Reduction Incentive Program that was offered to 100 managers as an incentive to control costs was trumped by a clause that stipulated that the CRIP could be cancelled at any time........

The weather forecast has improved for this weekend's in-water boat show at Dog Days Bar and Grill.  Dealers will be exhibiting all types of watercraft, and will even be offering test drives at the 19 Mile Marker, or Jefferies Road in Osage Beach.  Also on display will be docks, lifts, and boating accessories.  The show will run 10-7 Saturday and 10-4 Sunday.  Adult admission is $5.00, and kids under 12 get in free........

     Lake Shelbyville Public Information Meeting

 

Lake Shelbyville- The U.S. Army Corps of Engineers will be conducting a public information day at the Lake Shelbyville Visitor Center, located off of Illinois Rt. 16 East, in Shelbyville on April 20, 2011 at 10:00a.m. Topics to be addressed include an update on the lake, construction updates, 2011 boat rafting policy, upcoming recreation season, and visitor center grand opening that is scheduled for May 7 & 8, 2011. The public will have an opportunity to provide written questions and comments and they will be addressed if time allows. If time does not allow, the U.S. Army Corps of Engineers will address questions on an individual basis either by phone or via email.

Elizabeth City


Elizabeth City, North Carolina is known as the 'Harbor of Hospitality.' We had heard that this was a friendly town before we came. The "Rose Buddies" date back to 1983 when two gentlemen would greet new boaters into the harbor with roses and information about their town. See the monument on the third picture down. They have 14 free slips for transients which is a real treat due to the average rate on the east coast ICW to be $2 a foot

  North River Near Palmyra, Missouri
     Hannibal Rescue Boat Put To Good Use........

 

Sunday afternoon, a boy stranded on the dam along the North River near Palmyra, Missouri was rescued by crews aboard the Hannibal Fire Department's rescue boat. Two boys were swimming in the North River and got tired. One boy was stranded on the dam, but the other made it out. The boy was transported to the hospital, where he was listed in stable condition........

Sponsor Sought For Gold Cup........

 

The 102nd American Power Boat Association Gold Cup hydroplane race in Detroit, Michigan may not be held this year.  The reason is the lack of a title sponsor for the race.  Detroit has been home to the Gold Cup race since 1989.  On six occasions, the Gold Cup has not been awarded.  Four years were chalked up to World War II, and in1960 and 2008, the event was called on account of weather........

     Anglers Confuse Local Fish With Snakehead........

 

Recently, Adam Hopper, an angler fishing the Wolf River reeled in a fish that resembled the voracious snakehead.  Hopper snapped photographs sent them off to Bobby Wilson, the chief of fisheries for the Tennessee Wildlife Resources Agency for verification.  Wilson studied the photos and identified the fish as a bowfin, a harmless native fish.  The bowfin looks similar to the snakehead, and are more aggressive than normal, because they are spawning........

Kankakee River Near Channahon, Illinois 

     Monster Carp Caught Actually Moderate In Size........

 

An Asian carp caught in the Kankakee River was three feet, nine inches long and weighed in at 50 pounds.  It was called a monster in local news papers. Greg Sass, a fisheries biologist with the Illinois Natural History Survey stated that this fish was only moderate in size, and that bighead carp have been caught weighing in at 90 pounds.  Sass added that the location the fish was caught does not indicate whether the carp are getting any closer to Lake Michigan........

The Missouri River Recovery Program, a multi state, multi agency program led and funded by the U.S. Army Corps of Engineers, is working on helping fish and wildlife that have been affected by modifications made to the River.  Crews from the Missouri Department of Conservation are catching wild pallid sturgeon from the Missouri River as brood fish for use in spawning at the Sweet Springs, Missouri Blind Pony Hatchery........

The Mississippi river was swollen by torrential rains.  It was reported to be near or past it's highest flood stage on record at points from St. Louis to Calro, Ill., where the Ohio river was also at flood stage dumped it's great bulk of water...... and threatened the worst flood in history.

     ACL Announces New Sternwheeler's Name........

 

Friday, American Cruise Lines announced the name of their new 140 passenger sternwheeler, the Queen of the Mississippi.  The vessel is the first new sternwheeler built for the Mississippi River in over 20 years, and looks to be the most opulent.  The latest addition to ACL's fleet is currently under construction at Chesapeake Shipbuilding Corp in Salisbury, MD.  Construction work on the Queen is 2 months ahead of schedule.  The Queen of the Mississippi will be cruising along the entire Mississippi River system.......

Mississippi River Locks

    Locks 12, 13, and 16 Closing On Account Of High Water........

 

The U.S. Army Corps of Engineers has announced that on Friday, they are closing three Illinois and Iowa locks on the Mississippi River due to rising River levels.  The closures are necessary, because the waters that overtop the lock gates render the locks inoperative.  The locks closing are Lock No.12 at Bellevue, Iowa; Lock No.13 at Fulton, Illinois and Lock No.16 at Illinois City, Illinois.  Dependent upon spring rains, more lock closures may be announced........

Mississippi River Near Crawford County, Wisconsin

     The River Is Closed To Recreational Boat Traffic........

 

Starting Thursday, Dale McCullick, Sherriff of Crawford County, Wisconsin, stated that the Mississippi River is closed to recreational boat traffic because of fast currents, high waters and debris in the River.  The level of the River is at 19.5 feet.  That is the same level the River reached when it was last closed in 2001.  Commercial fishermen may obtain a permit to be on the River, with the request to advise the authorities when and when the anglers will be on the River........

Riverman" Update

     DNA Reveals "Riverman's" Identity........

 

An unidentified man found last August floating between two barges on the Mississippi River near Arsenal Street has finally been identified.  The torso, formerly known around the St. Louis Medical Examiner's office as "Riverman" is now identified as Billy Joe "J.R." Basinger, thanks to DNA.  Basinger had been missing since March 22, 2010, when he, his truck and dog left home and never returned.  Basinger was found near the U.S. Coast Guard base by workers cleaning the Riverbank........

April 15, 1927 in River History

 

The flood of 1927 actually started with heavy rainfall in the central basin of the Mississippi River in the summer of 1926.

By September of 1926 the Mississippi River's tributaries in Kansas and Iowa were already filled to capacity. On New Year's Day in 1927, the Cumberland River topped the levees at Nashville, Tennessee. Fifteen inches of rain fell in an eighteen hour time period causing flooding which overtook the levees. The Mississippi River broke out of its levee system in 145 places and flooded 27,000 square miles. This flood waters engulfed an area of more 50 miles wide and a 100 miles long and in some places the water measured 30 feet deep.

The flood caused over $400 million in damages and killed 246 people in seven states that border the Mississippi River......... Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, Tennessee, Texas, Oklahoma, and Kansas.

The state of Arkansas was hit the hardest by the flood......14% of the state was covered by floodwaters. In May of 1927 the Mississippi River measured 60 miles wide below Memphis, Tennessee.

New Mississippi River Bridge Names

     Illinois Officials Pass Name Proposal........

 

Thursday, Illinois legislators passed Illinois House resolution HJR1, which is a name proposal for the New Mississippi River Bridge.  The Illinois House voted unanimously to call the I-70 span the "Veterans Memorial Bridge".  House resolution HJR1 is heading for the Illinois state Senate.  Missouri legislators must vote to approve a like resolution in the Missouri House and Senate in order for the name to become official........

Mississippi River Near Vicksburg, Mississippi

    Submerged Barge Removed From Bridge Piling........

 

Wednesday, the U.S. Coast Guard finally removed a damaged barge from a piling on the Interstate 20 Bridge spanning the Mississippi River at Vicksburg, Mississippi.  The barge had collided with the bridge back in March.  The Coast Guard has made several unsuccessful attempts to remove the barge.  Wednesday, crews used cranes and chains to pull the barge away from the piling.  The barge is headed to the Port of Vicksburg for salvage........

     Lake Shelbyville Public Information Meeting

 

Lake Shelbyville- The U.S. Army Corps of Engineers will be conducting a public information day at the Lake Shelbyville Visitor Center, located off of Illinois Rt. 16 East, in Shelbyville on April 20, 2011 at 10:00a.m. Topics to be addressed include an update on the lake, construction updates, 2011 boat rafting policy, upcoming recreation season, and visitor center grand opening that is scheduled for May 7 & 8, 2011. The public will have an opportunity to provide written questions and comments and they will be addressed if time allows. If time does not allow, the U.S. Army Corps of Engineers will address questions on an individual basis either by phone or via email.

The Discovery Expedition of St. Charles (www.lewisandclark.net ) is a local non-profit organization that has gained national recognition for its historic reenactment of the Lewis and Clark Expedition during the bicentennial of 2003-2004. Its volunteers remain active as historic reenactors, educating children and families throughout the country, as well as telling the story of westward expansion at the Lewis and Clark Museum and Boathouse near Frontier Park in St. Charles. This non-profit organization owns full size replicas of the keelboat as well as the two pirogues used in the Expedition. They are in the process of gaining the necessary approvals to bring visitors out on the boats as a fund-raising effort for the group’s activities and are currently seeking a captain certified as an OPERATOR OF UNINSPECTED PASSENGER VESSELS (A.K.A. SIX PAC). This would preferably be a volunteer position for someone who loves the river and has an interest in sharing American History.

 A U.S. Coast Guard airboat from Station Belle Isle in Detroit and an airboat operated by the Cass County Sheriff's Office are ready to be deployed in Harwood, N.D., April 9, 2011.

The Coast Guard has a total of 54 people in the region to support this operation and multiple assets including two airboats, two rescue helicopters, an aircraft maintenance team, and a boat maintenance and support team on scene.

Probably one of the best places (outside of church) I've been for a wedding was at The Vineyard at The Riverbend Chapel. It is located about 5-miles east of Washington, Mo., on old Route 100.

It was an outdoor wedding service. The bride, groom, and minister stood under a trellis with the Missouri River as backdrop.

    Group Wants More Life Jacket Restrictions........

 

Recently, the National Boating Safety Advisory Council approved a resolution that would ask the U.S. Coast Guard to think about requiring mandatory life jacket usage on any vessel under 18 feet in length, as well as people being towed while engaging in water sports.  The Marine Retailers Association of America stated that the federal government has been pressing for mandatory adult life jacket use for many years.  The MRAA has released a position paper opposing the adult life jacket requirement.........

    Corps Talks About River Operations........

 

The U.S. Army Corps of Engineers is holding public meetings this week to discuss their operating plans for the Missouri River mainstem reservoir system. The Corps is hosting the meetings to explain the operation of the river and it's reservoirs, as well as outline planned operations for the remainder of the year.  This year, the Corps is anticipating higher than normal runoff into the Missouri River basin, and is releasing more water from the reservoirs to make room........

New Mississippi River Bridge Update

     Drivin' 'Cross The River On A Span With No Name.........

 

The proposed name for the New Mississippi River Bridge that will be taking I-70 over the Mississippi River has been rejected by the Missouri Senate Transportation Committee.  Last month, the Missouri House approved a bill that would name the span the "Jerry F. Costello-William "Bill" Clay Sr. Veterans Memorial Bridge".  Because of the rejection, the name game will have to start from scratch.  The span's new name will have to be approved by both Missouri and Illinois' legislature........

  Mississippi River At Rock Island, Illinois

     Rock Island Prepping For Floods........

 

Officials in Rock Island, Illinois are getting ready for the expected flood waters.  As of Wednesday, there were eight gatewalls closed up, and pumps installed.  By next Monday, crews anticipate having fourteen gatewalls installed, with pumps installed.  Temporary flood panels were also installed Wednesday at Schweibert Riverfront Park.  The electricity and front office at Sunset Marina will be shut down Friday.  Security will be posted at the marina........

  Mississippi River Near Hastings, Minnesota

     Rising River Stops Bridge Construction........

 

Swift currents and rising Mississippi River levels have conspired to shut down construction on a new bridge at Hastings, Minnesota. So far, construction has been delayed several weeks this season, but overall, the construction schedule is still looking good.  However, if the anticipated second crest happens, this year's schedule could be impacted.  When completed, the bridge will feature the longest free standing arch main span on the continent........

The Discovery Expedition of St. Charles (www.lewisandclark.net ) is a local non-profit organization that has gained national recognition for its historic reenactment of the Lewis and Clark Expedition during the bicentennial of 2003-2004. Its volunteers remain active as historic reenactors, educating children and families throughout the country, as well as telling the story of westward expansion at the Lewis and Clark Museum and Boathouse near Frontier Park in St. Charles. This non-profit organization owns full size replicas of the keelboat as well as the two pirogues used in the Expedition. They are in the process of gaining the necessary approvals to bring visitors out on the boats as a fund-raising effort for the group’s activities and are currently seeking a captain certified as an OPERATOR OF UNINSPECTED PASSENGER VESSELS (A.K.A. SIX PAC). This would preferably be a volunteer position for someone who loves the river and has an interest in sharing American History.

CLEVELAND — A U.S. Coast Guard boatcrew from Station St. Joseph, Mich., rescued three people whose boat capsized in the 59-degree water of Lake Michigan Tuesday.

Rescued were:
Seth Kulpinski, 36, of Three Rivers, Mich.;
Jake Rolan, 24, of Marcellus, Mich.;
Chad Witt, 28, of Three Rivers, Mich.

Kulpinski, Rolan and Witt reportedly used a VHF-FM radio initially to call for help, but after the men’s initial mayday calls went unanswered, they used a cell phone to call 911. They were only able to pass the first line of their GPS position when dispatchers lost contact with them on the cell phone.

Crews from Station St. Joseph had just returned from training on their 25-foot Response Boat-Small and their 47-foot Motor Life Boat and were still dressed in their personal protective equipment when 911 dispatchers notified them of the accident. Both boats were underway again at 11:47 a.m., about two minutes after the notification.

Since the boatcrews didn’t have a precise location, they split up to search in two different areas.

The RB-S crew found the men on top of their capsized boat about 800 yards off Glenlord Beach in Stevensville, Mich., at 12:01 p.m.

The boatcrew brought the men aboard the RB-S and transported them to awaiting emergency medical technicians on shore. The EMTs treated all three men for hypothermia before releasing them.

Kulpinski, Rolan and Witt reported that they took a wave over the side of their 18-foot outboard fishing boat, which decreased the vessel’s stability and eventually caused it to capsize. They estimated that it capsized about 20 minutes before the Coast Guard boatcrew arrived. Only one of the three men was wearing a life jacket.

“Many boating accidents occur quickly and without any warning,” said Petty Officer 1st Class Ian Eady, the RB-S coxswain and executive petty officer at Station St. Joseph. “That’s why it’s vital for boaters to be prepared with the right equipment and to ensure that equipment will be accessible during an emergency.”

The Coast Guard recommends that mariners heed the following safety tips to greatly improve their chances of survival:

•Wear a personal floatation device/life jacket at all times. The law states you must have a PFD for every person on board, but the Coast Guard suggests you go one step further and wear your PFD at all times when boating. It is much more difficult to locate, access, or don a PFD at the moment an accident occurs.
•Have a registered 406MHz Emergency Position Indicating Radio Beacon. EPIRBs can be automatically or manually activated during an emergency and notify response agencies that you are in trouble and provide your precise location.
•Have a marine band radio and visual distress signals. These devices will greatly assist you if you are in distress.
•File a float plan and leave it with someone who is not recreating on the water. A float plan is a lifesaving device on paper and can assist emergency responders with locating a distressed mariner.
•DO NOT boat under the influence of alcohol. Alcohol affects judgment, vision, balance and coordination. Factor in boat motion, vibration, engine noise, sun, wind and spray and a drinker's impairment is accelerated.

Upper Missouri River

     2011 Runoff Expected To Be Higher Than Normal........

 

The runoff into the Missouri River is anticipated to be lower than the near-record amounts of last year, but will likely be more than normal.  Mountain snowpack is a major contributor to runoff, and the U.S. Army Corps of Engineers has stated that the mountain snowpack is between 112% and 116% of normal.  Runoff is expected to be 36% more than normal, or 33.8 million acre feet of water.  Last year, the Upper Missouri River took in 38.8 million acre feet of water........

Recently, Bunge North America announced plans for a joint venture with SCF Marine Inc. to build a River grain terminal near Fairmont City, Illinois.  The terminal will be built on land leased just south of the new Mississippi River Bridge.  Bunge picked the Fairmont City site because it will be the northernmost point on the River that will allow year-round, ice-free access for the loading of deepwater barges........

The Chicago Flood

A pile driven into the riverbed of the Chicago River caused stress cracks in the wall of an abandoned tunnel of the Chicago Tunnel Company.
Sixty miles of the underground freight railway was flooded along with the lower levels of buildings that the railway once serviced. Also flooded where underground shops and pedestrian ways.

On Saturday, James Ray of Versailles, Missouri won the Super Slab Crappie Tournament with a 2.36 lb. fish.  The three largest fish of the tourney was taken from the Osage Arm of the Lake of the Ozarks.  Matt Webster came in second, with a 1.92 pounder, and Larry Drunert came in third with a 1.82 lb lunker........

  Mississippi River At The Quad Cities

    Quad Cities Prepping For The Rising River........

 

The Mississippi River is on the rise in Davenport, Iowa, hitting 16.5 feet as of Monday.  The River is expected to crest over 18 feet.  On Tuesday, several city streets were close for the construction of flood barriers.  Flood waters have caused the closure of several streets across the River in Moline, Illinois.  Public works crews in Rock Island, Illinois will utilize a crane to install a 29 foot flood wall Wednesday........

Mississippi River At Alton, Illinois

     Sailboat Destroyed At The Alton Marina........

 

In the wee hours of Monday morning, the Alton Fire Department was called out to the Alton Marina to battle a boat fire at the end of I dock.  It seems that the fire was started when lightning struck the 30 foot tall sailboat mast. The vessel was burned nearly to the water line.  Luckily, the 34 foot Seafarer was in the second to last slip on I dock, which kept the potential damages to a minimum.  Thankfully, there were no injuries reported........

Mississippi River Near West Alton, Missouri

    Dead Dog Found In Carrier On Dresser Island........

 

Sunday morning, a man hunting mushrooms on Dresser Island came across a small animal carrier with a dead dog inside.  The hunter alerted the St. Charles County Division of Humane Services, who then called the St. Charles County Sherriff's Department to investigate the cause of death, and determine whether to file criminal charges.  The dog had been adopted from the Humane Society last summer, and authorities do know who adopted the animal, but they do not if the dog was in the care of them at the time of death........

April 12, 2008 in River History

The Captain of the Port at Coast Guard Sector Upper Mississippi River closed the Upper Mississippi River to all recreational boaters between the Chain of Rocks and the J. B. Bridge in St. Louis.

This closure was a result of extreme high water, strong currents and the difficulty of navigating towing vessels through the St. Louis area during these conditions.

 

St. Louis County Port Authority

     Port Authority Awards $750,000 To Lemay Community........

 

Friday, the St. Louis County Port Authority awarded $750,000 to nine Lemay community groups from their Community Reinvestment Fund.  The fund came about from revenues earned by the lease of the former National Lead site to Pinnacle Entertainment's River City Casino.  The Port Authority had promised to reinvest 75% of those lease payments into the Lemay community for the first five years of casino operation. Some of the beneficiaries include the VFW Post 4223, the Lemay Memorial American Legion Post 162, the U.S. 2nd Rangers Battalion and the Jefferson Barracks Heritage Foundation........

    Loading Dock Expands, Flea Market Starting........

 

The Loading Dock at Grafton is expanding and the new addition to their facility has added 1,200 square feet to the business.  The addition will allow for more interior seating, and will offer bands shelter, eliminating cancellations on account of inclement weather.  Also, 2 new, air conditioned restrooms were added........

 

The Riverside Flea Market will be starting the weekend after Easter, and will be running monthly through October.  The flea market will be held on the fourth weekend of each month, except July and October, when it will be held on the third weekend........

Mississippi River At St. Paul, Minnesota

    Mississippi River Crests Early Monday Morning........

 

Early Monday morning, the Mississippi River reached the second crest of 2011, reaching 18.71 feet.  The River is expected to remain steady over Tuesday, and begin falling Wednesday.  Back on March 29th, the Mississippi River reached a crest  of 19.01 feet, which is the eighth highest crest on record.  Monday's crest is the ninth highest.  Major flood stage at St. Paul is 17 feet........

  Missouri River Releases

     Corps Increases Releases To Counter Runoff........

 

Recently, the U.S. Army Corps of Engineers announced that they have started releasing more water from the reservoirs on the Missouri River, because March's runoff into the reservoirs was more than double normal levels.  The increase in releases will mean that the lower Missouri River basin will be about two feet above normal.  These increased releases will negate the need for a spring pulse in May........

The U.S. Environment Protection Agency (EPA) is developing future clean boating requirements for all recreational boats in the next few months, and they need to hear from you. During April, they are hosting weekly "webinars" to solicit boater input (April 6 - 6 pm, April 14 - 8 pm, April 22 - 10 am, and April 25 - 12 pm; all eastern time). I'm writing to encourage you to participate in one of these online events.

A specific list of proposed requirements is not yet available. We do know that sewage will not be discussed or covered - it's part of a different law. EPA is looking at several broad categories of vessel discharges:

Antifouling paints and zincs
Graywater (from showers and sinks)
Bilge water (with concern about oil and grease, which is already illegal to discharge)
Cleaning products/maintenance practices
Disposal of garbage and fishing waste
Transport of invasive species
We need you to help EPA know that any new mandatory "management practices" must be based in science, and should be reasonable, practical, and economical. You should share with EPA the clean boating practices that you already employ, or that can be easily adopted within your boating. For ideas:

Illinois River Near Starved Rock State Park

    Human Remains Discovered In Illinois River........

 

Sunday afternoon, human remains were discovered in the Illinois River close to Starved Rock State Park.  The Illinois Department of Natural Resources, the Marseilles Police Department and the LaSalle County coroner are investigating.  The authorities have been looking for a missing woman from Marseilles; that search in ongoing........

The Discovery Expedition of St. Charles (www.lewisandclark.net ) is a local non-profit organization that has gained national recognition for its historic reenactment of the Lewis and Clark Expedition during the bicentennial of 2003-2004. Its volunteers remain active as historic reenactors, educating children and families throughout the country, as well as telling the story of westward expansion at the Lewis and Clark Museum and Boathouse near Frontier Park in St. Charles. This non-profit organization owns full size replicas of the keelboat as well as the two pirogues used in the Expedition. They are in the process of gaining the necessary approvals to bring visitors out on the boats as a fund-raising effort for the group’s activities and are currently seeking a captain certified as an OPERATOR OF UNINSPECTED PASSENGER VESSELS (A.K.A. SIX PAC). This would preferably be a volunteer position for someone who loves the river and has an interest in sharing American History.

Lake Of The Ozarks

    Level Of The Lake On The Way Up........

 

After hitting a low of 653.94 last Sunday, the level of the Lake of the Ozarks has risen over a foot and a half.  The Bagnell Dam operators intended to run medium generation Monday, prior to tapering off in order to bring the Lake level to 655.55 by Wednesday.  By following the Lake Ozark Guide Curve, the dam operators will be aiming to bring the Lake Level up to 657.5 feet by May 1, and a peak elevation of 659 feet by Memorial Weekend........

CRESCENT CITY, Calif. - Response workers remove the oily remains of the final sunken vessel that posed a pollution hazard, the Ge Ge, in the harbor inner boat basin, Saturday, April 9, 2011. The Coast Guard, California Department of Fish and Game and various contractors deployed as pollution response after a tsunami swept through the area, March 11, 2011, sinking the fishing vessel Ge Ge and 15 other vessels.

Cabo Wabo Dreaming - Sunday was a wonderful day out, a little breezing but we will take it. Riverside had 1 dock open and that is all we needed..had a great day. Not as many boats out as we thought. Water was very cold saw some skiiers and some brave kids tubing.

Sunken barges affecting river level at Dam 25
 


      St. Louis, Mo. – April 8, 2011: Four barges that sank last month upstream of Dam 25 on the Mississippi River near Winfield, Mo., are impacting river flows above the dam and impeding operation
of one of the dam’s gates.
     The barges are creating approximately one foot of additional head differential at the dam and inducing additional flooding. The Corps is also concerned that significant scouring may be occurring both upstream and downstream of the dam as a result of the sunken barges, which could put the entire dam structure at risk of failure.
      “We are monitoring the structure closely, but we won’t be able to fully assess the impact of the barges on the dam until they are removed,” said Andy Schimpf, Operations Manager, Mississippi Rivers Project for the Corps of Engineers’ St. Louis District.
      The Corps of Engineers is also using an additional guide boat at Lock and Dam 25 to assist tows bound downriver. While the barges are not in the navigation channel, their location has altered the current enough that a smaller “helper boat” has been brought in to assist tows entering the lock
chamber from the upstream side. The extra utility boat will help keep barges headed downriver pressed up against the lock wall. Without it, the currents could pull the barges toward the dam.
      Salvage operations contracted by the barges’ owner on the first of the four barges have so far been unsuccessful. The Corps of Engineers has been in contact with the owners and requested to review the schedule and plans for removal of all the sunken barges.
      The barges were being pushed downstream March 6 by Motor Vessel Julie White, part of American River Transportation Company’s towing fleet, when they impacted the river wall bullnose approaching Lock 25. The four barges loaded with gravel broke free and sank. There were no injuries. The U.S. Coast Guard is currently investigating the cause of the incident.
      Lock and dam structures on the Mississippi River and many other rivers of the Nation’s Inland Waterway System, like Lock and Dam 25, are purely navigation structures. They are designed to maintain the congressionally mandated minimum nine-foot deep navigation channel and do not serve to provide any flood protection.

Illinois Flood Preparedness

    Officials Believe They Are Ready For Floods........

 

In spite of some rather dire flood predictions for the flooding coming this spring, officials in the Riverbend are expressing their confidence that the levees will up to the task of holding the Mississippi River back.  Officials are concerned about areas to the North and South of the Riverbend, where lands are protected with agricultural levees.  Those levees are only rated to offer protection against a 15 to 25 year flood........

Asian Carp Update

    Chicago Wants Corps Carp Report Quicker........

 

The City Chicago has started to pressure the U.S. Army Corps of Engineers to speed up their ongoing study to protect the Great Lakes from the Asian carp invasion.  On March 25th, Chicago environment commissioner, Suzanne Malec-McKenna advised the Corps that the timeline of the study is too long.  She added that the carp problem has been around for over a decade, and that waiting another five years for answers to the problem is not acceptable........

US Coast Guard News Release

    Coast Guard rescues five during multi-agency flood response in North Dakota

 

ST. LOUIS - A Coast Guard airboat crew rescued five people as Coast Guard personnel, airboats and aircraft continue to assist in a multi-agency operation responding to heavy flooding along the Red River in North Dakota and Minnesota, Sunday.

The rescue occurred Saturday afternoon near Argusville, N.D., and involved one resident and four responders. There were no report of injuries.

The flood response operation is being led by the state of North Dakota, the state of Minnesota and the Federal Emergency Management Agency.

The Coast Guard currently has a total of 51 people in the region to support this operation. There are two airboats, one helicopter, two Coast Guard Auxiliary communications units, an aircraft maintenance team, and a boat maintenance and support team on scene. Another helicopter is enroute and is awaiting favorable weather conditions. An additional 18 personnel comprise the incident management team located at Sector Upper Mississippi in St. Louis.

"Our primary goal is to provide the necessary support to the states of North Dakota and Minnesota," said Capt. Steven Hudson, commander of Sector Upper Mississippi. "Our crews will work with our fellow agencies to conduct wellness checks and perform rescues and other critical functions to ensure the safety of the residents potentially affected by this flooding event."

Due to the dangerous flood conditions and to protect levees from damage, Coast Guard Sector Upper Mississippi has a safety zone along the Red River to include Richland, Cass, Traill, Grand Forks, Walsh, and Pembina counties in North Dakota. All recreational vessel traffic is prohibited in these areas.

Federal spending cuts could negate years of progress in the control of sea lamprey populations, as well as the restoration of fish species decimated by the lampreys.  The proposed cuts would require the joint U.S.- Canada run Great Lakes Fishery Commission scale back their lamprey control programs.  Some charter boat captains believe that an explosion of the lamprey population will be the death knell of their charter businesses........

The Discovery Expedition of St. Charles (www.lewisandclark.net ) is a local non-profit organization that has gained national recognition for its historic reenactment of the Lewis and Clark Expedition during the bicentennial of 2003-2004. Its volunteers remain active as historic reenactors, educating children and families throughout the country, as well as telling the story of westward expansion at the Lewis and Clark Museum and Boathouse near Frontier Park in St. Charles. This non-profit organization owns full size replicas of the keelboat as well as the two pirogues used in the Expedition. They are in the process of gaining the necessary approvals to bring visitors out on the boats as a fund-raising effort for the group’s activities and are currently seeking a captain certified as an OPERATOR OF UNINSPECTED PASSENGER VESSELS (A.K.A. SIX PAC). This would preferably be a volunteer position for someone who loves the river and has an interest in sharing American History.

We made it through some crazy thunderstorms in Southport with lot's of rain, wind, thunder, lightning and more wind! Once it all died down it was nice to enjoy the town and sun again

FARGO, N.D. Đ Flood waters overflowing from the banks of the Red River, submerge the surrounding area April 9, 2011. The Coast Guard has a total of 54 people in the region to support this operation. There are two airboats, two rescue helicopters, an aircraft maintenance team, and a boat maintenance and support team on scene.
