Spring Flooding Outlook

Flood Predictions Still Up In The Air........

Back in January, the National Weather Service was predicting the worst ever outlook for that time of year.  The modeling showed moderate to major flooding from St. Paul, Minnesota to St. Louis, Missouri.  The same model was run in February, with similar results, and again in March, with a two to three foot increase in predicted flood crests.  The increase was due to heavy snowpack in the Upper Midwest.  A late winter thaw has brought the predictions back to the January - February levels.  However, heavy spring rains could bring the likelihood of flooding back........

Upper Mississippi River Flooding.....Rochester Minnesota

River On The Rise, Crests Expected Later In The Week........

The level of the Mississippi River is on it's way up again, surpassing flood stage in several places.  The recent warm weather is melting the remaining snow cover, and the resulting water is making it's way into the Mississippi River.  Beginning Friday, the levels of the Mississippi River will begin to rise, with the crest expected between April 15th through the 20th.  Higher crests may occur because of a storm forecast for the weekend........

While the hyped-up predictions of historic flooding have so far turned out to be reports that everything is O.K., the emergency management director of Clayton County, Iowa, Joel Biggs, has to remind the five Mississippi River cities under his watch that the threat is not gone.  The recent cold weather has definitely helped the situation, but any rain could mean flooding.  That is what occurred in 1965 as well as 2001........

U.S. ARMY CORPS OF ENGINEERS

For Immediate Release:

April 8, 2011

Release No. 11-04

BUILDING STRONG

Contact:

George Stringham, 314-331-8068

U.S. Army Corps of Engineers preparing for possible nationwide
closure of Corps-operated campgrounds and day-use parks

WASHINGTON – The U.S. Army Corps of Engineers is preparing for the closure of all Corps-operated campgrounds and day-use parks nationwide beginning Saturday, April 9, if the potential shutdown of the federal government goes into effect. Affected recreation areas would not reopen until after the shutdown is lifted.

Corps parks leased to partner agencies and concessionaires will remain open, but cannot be supported by the Corps while the shutdown is in place.

“The U.S. Army Corps of Engineers understands the impact that these actions might have on the American recreating public if we are required to close our recreation areas,” said Michael G. Ensch, Chief of Operations, Headquarters, U.S. Army Corps of Engineers. “We know that this is a time of year when many vacationing families are using or planning to use Corps recreation facilities, and we will reopen them for public use and enjoyment as quickly as possible.”

eginning Saturday and continuing through the end of the shutdown, if it goes into effect, no new visitors will be allowed into, or reservations accepted for, Corps recreation facilities. Campers who are on site prior to the shutdown going into effect will be required to vacate campgrounds not later than 8 p.m. Sunday, April 10.

In the event of a shutdown, customers may cancel their reservations for a full refund. Customers required to vacate campsites early will receive a partial refund for any unused portion of their reservations. As an alternative, customers may elect to leave reservations open for possible use after the shutdown is lifted. Customers may request a partial refund for any unused portion of their reservation due to the shutdown. To request a refund please contact the reservation customer service at 1-877-444-6777. If the customer chooses to do nothing, the reservation service will automatically cancel reservations after their departure date during the
shutdown period.

The Corps will post current information on the closure and reopening of facilities on the Headquarters website at www.usace.army.mil and locally on the District’s website at www.mvs.usace.army.mil.

 Wanted.....

   Certified Six Pac Captain(s) Sought.....

The Discovery Expedition of St. Charles (www.lewisandclark.net ) is a local non-profit organization that has gained national recognition for its historic reenactment of the Lewis and Clark Expedition during the bicentennial of 2003-2004. Its volunteers remain active as historic reenactors, educating children and families throughout the country, as well as telling the story of westward expansion at the Lewis and Clark Museum and Boathouse near Frontier Park in St. Charles. This non-profit organization owns full size replicas of the keelboat as well as the two pirogues used in the Expedition. They are in the process of gaining the necessary approvals to bring visitors out on the boats as a fund-raising effort for the group’s activities and are currently seeking a captain certified as an OPERATOR OF UNINSPECTED PASSENGER VESSELS (A.K.A. SIX PAC). This would preferably be a volunteer position for someone who loves the river and has an interest in sharing American History.

YesterYear's River Picture of the Day in 2007.......were sent in by Mark Cutler of the boat Cutty's Ark.

Hello Bill,

Thought I would send you a few pics of the fun on the water some of our young river rats enjoyed during spring break 2009.

They rented a house boat on Bull Shoals lake, took a ski boat and a wakeboard boat, and had the lake to themselves. I've included pics of them wakeboarding, barefooting, trick skiing, kneeboarding, and finally - did you know of this use for an empty beer keg? Kids don't try this at home....

Red River Near Fargo, North Dakota

Fargo Confident It Can Handle Flooding........

For the third year in a row, the Red River is creeping toward Fargo, North Dakota, there are those that believe the citizens have become a bit overconfident.  Some 12,600 volunteers filled over 2.5 million sandbags since the Fargo sandbag warehouse opened.  When it was time to start placing the sandbags, however, volunteer turnout was a bit light.  The city claims that they will be ready for the predicted 39 - 40 foot crest........

Chicago Sanitary And Ship Canal

Corps Activates Third Electric Fish Barrier........

On Thursday, the U.S. Army Corps of Engineers flipped the switch on the third electric barrier installed along the Chicago Ship and Sanitary Canal.  Intended to help thwart the advance of the Asian carp into the Great Lakes, the $19 million barrier was installed a bit upstream from the first two barriers.  The barriers are installed within a 1,500 foot section of the canal, about 25 miles south of Chicago.  The first electric barrier was activated in 2002, and the second went hot in 2009........

Boat Regulations

    Boats Will Carry Fewer People........

An increase in the average weight of Americans has led the U.S. Coast Guard to adjust the occupancy regulations for boats.  The occupancy regulations were drafted in the 1960's, when the average weight of an American was 160 pounds.  The standard weight for American flagged vessels will be figured at 185 pounds.  What the rule changes mean is that vessels will be rated to carry fewer people.........

News Release From BoatUS

Boaters and Swimmers at Pine Flat Lake Have New Life Jacket Rule

Increasing Federal Regulation for Many Boaters, Says BoatUS

PINE FLAT LAKE, Calif. April 7, 2011 -- Jumping off your boat for a swim in Pine Flat Lake, California without a life jacket? As of April 1, anyone found swimming more than 100 feet from shore without a life jacket – including boaters who routinely jump in to try to beat 100-degree-plus temperatures – could result in a $175 fine as part of the new life jacket regulations put in the place by the US Army Corps of Engineers (USACE), which manages the lake.

In addition to life jackets now being mandatory for all swimmers outside of designated swim areas, new USACE regulations say that US Coast Guard approved life jackets must be worn by:

•Everyone aboard all non-motorized vessels, regardless of length, at all times,
•Everyone aboard motorized vessels up to 16-feet in length, at all times.
•Everyone aboard motorized vessels 16-feet in length or larger when underway (except when powered by trolling motor or if you are inside a fully-enclosed cabin or the boat is stationary.)

The US Army Corps of Engineers is the nation's largest provider of outdoor recreation, operating more than 2,500 recreation areas at 456 projects (mostly lakes) in 43 states and leasing an additional 1,800 sites to state or local park and recreation authorities or private interests.

With nearly 372 million visits a year at the Corps lakes, beaches and other areas, the overall number of Corps water-related fatalities nationwide averages around 150 annually. Boating-related fatalities at Corps facilities nationwide average 32 deaths a year (not including those who voluntarily left their boat to swim).

“Unlike state agencies, or even the US Coast Guard, the Corps of Engineers can make this kind of change without any public comment,” said Boat Owners Association of The United States (BoatUS) Vice President of Government Affairs Margaret Podlich. “As part of a multi-year study, they have instituted similar requirements in the Pittsburgh, PA area and some lakes in Mississippi. While the word ‘study’ implies a temporary ruling, the Corps says they are considering more permanent life jacket rules in the future that would cover much larger geographical areas.”

Boaters are encouraged to share their thoughts about these requirements by logging in at www.BoatUS.com/gov/action to send email comments to the Pine Flat Lake Park Manager and their members of Congress.

Mississippi River At Alton, Illinois

Empty Boat Beached On A Sandbar........

Tuesday evening, the U.S. Coast Guard asked Alton firefighters to investigate an empty vessel on the Mississippi River, but shallow waters kept the firefighter's boat from reaching the vessel.  It seems that the 14 foot Starcraft broke loose from her moorings, and floated down river.  The Starcraft ran aground on a sandbar near the Clark Bridge.  At this time, the vessel is not a navigational hazard, nor should it hit the Melvin Price Locks and Dam No.26........

Rescuers Looking For Boat On The River........

Rescue crews were called out Wednesday evening to search for a missing vessel on the Mississippi River in north St. Louis County.  They found them adrift in their distressed boat near the confluence of the Missouri and Mississippi rivers.

Both boaters were reported to be okay and left the scene when they reached shore.   The boat reportedly lost power and the two were drifting down-river just north of the Chain of Rocks Bridge.   Cell phone contact helped rescuers find the distressed boaters in the dark.  No injuries were reported.

New Mississippi River Bridge Update

Work Ramping Up On Bridge Project........

The construction work for the New Mississippi River Bridge at St. Louis is running on schedule.  On land, the tasks that are being focused on are the ramps and interchanges for the bridge.  In the Metro East, archaeologists will be spending the summer, and possibly a portion of next year excavating in the area.  As far as the actual bridge is concerned, workers are scrambling to get the final concrete pours into the foundation before the floods arrive.  If the project remains on schedule, the bridge towers should be several hundred feet tall by fall........

FOR IMMEDIATE RELEASE:

“Inflatable Life Jacket World Record Inflation Day”

The US Coast Guard Auxiliary, in partnership with The National Safe Boating Council (NSBC), and the Canadian Safe Boating Council (CSBC) invites the public and the media to participate in this year’s “Inflatable Life Jacket World Record Inflation Day!”

Throughout North America, participants will simultaneously inflate their life jackets to set an unprecedented world record.

This World Record Day will help to usher in National Safe Boating Week, May 21 – 27, 2010. The goal of National Safe Boating Week is to educate and inform the public about boating safety, especially about wearing life jackets. The use inflatable life jackets has been the main focus on the campaign for the past few years.

Cabela’s® is the national sponsor of the event, offering their stores across the county as the locations to hold events. Leland, Ltd. has worked with the NSBC to offer over 1,000 CO2 cartridges to allow participants the opportunity to not only inflate their life jacket, but also to practice the repacking and re-arming techniques.

Flotilla 3-13 of the US Coast Guard Auxiliary will host 2 “Ready, Set, Inflate” events. The first will be held at Grafton Harbor - May 21st, at 1:00 PM in front of the Ship’s Store. There will also be an opportunity to obtain a free Vessel Safety Check performed by the Coast Guard Auxiliary. The second event will be at Cabela's in Hazelwood - May 22nd at 2:30 PM in front of the store just south of the main entrance. The event will be moved inside in the event of inclement weather.

For more information about the World Record Inflation Day, please visit www.ReadySetInflate.com.

To learn more about boater education, Vessel Safety Checks and other services provided by the Coast Guard Auxiliary – or if you are interested in learning how to become one of us – please visit us online at www.uscgauxflotilla3-13.org or contact us at msz@charter.net.

The United States Coast Guard Auxiliary is composed of uniformed, non-military volunteer civilians who assist the Coast Guard in all of its varied missions, except for military and direct law enforcement. These men and women can be found on the nation’s waterways, in classrooms and on the dock, performing safety patrols, vessel safety examinations and public education. The 29,000 members of the Coast Guard Auxiliary donate millions of hours annually in support of Coast Guard missions.

Mississippi River-Gulf Outlet Update

To Repair MR-GO Damage....  Dig Another Canal....

The U.S. Army Corps of Engineers has announced a controversial plan for repairing the damage caused by the Mississippi River-Gulf Outlet.  They intend to dig another canal.  The channel is intended to shield New Orleans from hurricanes by rebuilding wetlands.  The proposed channel will be routed over 3 miles of cow pasture, to bring sediment rich water from the Mississippi River to the sinking marsh........

U.S. Coast Guard rescues Canadian man, dog from icy river
Second time in 3 weeks CG rescues dog

CLEVELAND A U.S. Coast Guard helicopter crew from Air Station Detroit rescued a Canadian man and his dog after he became surrounded by ice and stranded while canoeing in a river near Kettle Point, Ontario, Tuesday night.
Personnel from Joint Rescue Co-ordination Centre Trenton, Ontario, requested assistance from the U.S. Coast Guard around 7:45 p.m., after Ken Glendining, 57, of Port Franks, Ontario, used his cell phone to call for help, stating that he couldn't make it through the ice to shore.

The Canadian coast guard ship Samuel Risley was en route but had a roughly two-and-a-half hour transit to Glendining.

When the MH-65 Dolphin rescue helicopter crew from Air Station Detroit arrived, it attempted to hoist Glendining and his dog, Grace, using the aircraft's rescue basket, but chunks of ice from the river were getting caught in the basket, submerging it in the water. Instead the flight mechanic, Petty Officer 3rd Class Luke Lohn, lowered the rescue swimmer, Petty Officer 1st Class Craig Miller, to hoist Glendining with the aircraft's rescue sling. Glendining held Grace as the three of them were hoisted into the helicopter.

The aircrew transported Glendining, who was reportedly showing onsets of hypothermia, to emergency medical technicians waiting in Sarnia, Ontario, at about 9:45 p.m. He reportedly declined medical treatment.

The rescue was Lohn's first as a Coast Guard rescue flight mechanic.

This was the second time in three weeks the Coast Guard rescued a dog in the Great Lakes region. To read a blog post about the other rescue, click here.

Description:

There are over 3,000,000 miles of waterways in the United States. Some of these waterways are creeks and brooks only a few feet across. Others, like the Mississippi River, are expansive waterways that contribute millions of dollars to the national economy. But these large and small waterways have one important element in common-they are subject to flooding. Floods are as old as the rivers themselves and flooding, on the average, is the most expensive form of natural disaster in the United States. This course was designed to provide specific information on riverine flooding. Other types of floods, such as flash floods, flooding related to ice jams or packs, and
floods on alluvial fans present unique problems which are beyond the scope of this program. However, there are similarities between all of these floods and persons dealing with these and other unique flood hazards can still benefit from the information presented in this program.

NOTE: As this is a workshop participants will receive practical, hands-on experience with sandbags and sandbagging techniques. Participants should wear work clothes and sturdy shoes or boots and bring work gloves.

Mississippi River Near Red Wing, Minnesota

Corps Starts Work At Lock And Dam No.3........

The U.S. Army Corps of Engineers has started construction on Lock and Dam No.3, about six miles upriver from Red Wing, Minnesota.  The lock and dam is located on a bend in the river, which makes downstream navigation for tows very difficult.  Since 1968, there have been 11 instances where tows have collided with the gated portion of the dam.  Work to repair low and weak embankments along the Wisconsin shore will be carried out over the spring and summer........

As China is getting wealthier, boating is becoming more popular.  Brunswick is anticipating that their sales will grow in China by about 25% this year.  Brunswick CEO, Dunstan McCoy stated that the long term potential is greater than than anywhere else in the world.  China's government is working on cleaning up the country's lakes.  This, combined with increasing levels of prosperity and a growing appreciation of family oriented leisure activities could drive demand for boats........

Hi Bill,
Thousands of pelicans showed up for the "War of the Wings" Saturday Night. The second picture shows everyone on deck of the BIG KAHUNA soaking up their beauty.
The pelicans arrive beginning in March and stay in the region for three to five weeks when the last of the pelicans depart sometime in April. This is a prime time to see huge flocks of these magnificent birds. The American White Pelican are one of two species of pelicans in North America and is one of the world's largest birds.

Boat Sales

Heavy Traffic Reported On Dealer Cost Website........

As of March 31, the contentious SeeDealerCost.com website has brought in 250,000 page views and 23,000 unigue visitors since going live on March 17.  The website does not sell boats, but rather information on boats, including features, prices and specifications.  Many in the marine industry are worried the website will hurt business.  Last week a lawsuit was filed by J&D Acquisitions citing that the information the website provides will harm J&D's brands and dealers........

News Release From BoatUS

MA Alert:

Massachusetts to Take Up Mandatory Life Jacket Bill Tomorrow, April 5

BOSTON, Mass. April 4, 2011 – Boat Owners of The United States (BoatUS) says the Massachusetts State Legislature is considering a bill tomorrow, Tuesday, April 5 that would require everyone, including adults, to wear life jackets on boats under 20-feet while in operation year-round. The bill’s text currently reads:

“SECTION 1. Section 5A of Chapter 90B of the General Laws, as appearing in the 2008 Official Edition, is hereby amended, by inserting at the end thereof, the following sentence:
Any person on a vessel, under twenty feet in length, that requires a life saving device is required to wear said device at all times during the operation of said vessel.”
Currently in Massachusetts, life jackets must be onboard all boats, be worn by kids under 12 and be worn by all who are waterskiing, on personal watercraft, or in canoe/kayaks in the winter.
“BoatUS is a strong supporter of safe boating practices, but our half-a-million members have expressed significant concern about government mandating when and where adults must wear life jackets,” said BoatUS Vice President of Government Affairs Margaret Podlich.
Given the immediacy of this issue, BoatUS is urging Bay State boaters, sailors and anglers to contact their state representative today to let them know how they feel about House Bill 646, which is sponsored by Representative Viriato D. deMacedo of Plymouth. The bill will be heard tomorrow by the Joint Committee on Public Safety and Homeland Security at 1 p.m.
For more information on the bill’s language: Massachusetts House Bill 646
Massachusetts boaters can contact their representative by going to
www.wheredoivotema.com/bal/myelectioninfo.php.

04 April 1998 in River History

About 7:50 pm on April 4, 1998, a tow of the M/V Anne Holly, comprising 12 loaded and 2 empty barges, which was traveling northbound on the Mississippi River through the St. Louis Harbor, struck the Missouri-side pier of the center span of the Eads Bridge. Eight barges broke away from the tow and drifted back through the Missouri span. Three of these barges drifted toward the Admiral. The drifting barges struck the Admiral, causing 8 of its 10 mooring lines to break. The Admiral then rotated clockwise downriver, away from the Missouri riverbank. The captain of the Anne Holly disengaged his vessel from the six remaining barges in the tow and placed the Anne Holly’s bow against the Admiral’s bow to hold it against the bank. About the time the Anne Holly began pushing against the Admiral, the Admiral’s next-to-last mooring line parted. The Anne Holly and the single mooring wire that remained attached to the Admiral’s stern anchor held the Admiral near the Missouri bank. No deaths resulted from the accident; 50 people were examined for minor injuries. Of those examined, 16 were sent to local hospitals for further treatment. Damages were estimated at $11 million.

Missouri River Usage

    River Priorities Questioned........

In the 1944 Flood Control Act, the original eight authorized River uses are flood control, hydropower, water supply, irrigation, navigation, recreation, water quality, and fish and wildlife.  Congress has charged the U.S. Army Corps of Engineers with creating the Missouri River Authorized Purposes Study. One of the main concerns is that the government is subsidizing navigation on the Missouri River, even though shipping on the Missouri River has been on the decline........

Shoreline Clean Up At 8 Mile Marker........

Friday, volunteers from the Lake of the Ozarks Watershed Alliance cleaned up the shoreline close to the 8 Mile Marker at Sunrise Beach, Missouri.  This area of the Lake has not been targeted by clean up crews for the past three years.  The volunteers cleaned up a variety of items, including foam, a self contained waste water septic system, and even a complete abandoned foam dock.  Bryan Vance, Amren Missouri Shoreline Manager stated that there was considerably less foam along the shoreline since the encapsulated foam law went into effect.........

A two year long effort to create legislation that would protect the 72 mile long stretch of the Mississippi River that runs through the Minneapolis - St. Paul area may get scrapped.  The rulemaking process began with the Minnesota Department of Natural Resources commissioning the Friends of the Mississippi River to find out what the public thinks of the River.  Two years ago, lawmakers instructed the DNR to come up with laws to protect the River.  Now, legislators are proposing legislation that would strip the DNR from making rules for the River........

Beaufort and Charleston, South Carolina

We are now in South Carolina and enjoying the beautiful continued scenery, friendly people and new sights to see. However, this entire week has been thunderstorms and raining. Luckily the wind has stayed quite mild, but our fearless captain has persevered through it all and we made our way to some fun ports. We figured it was a good time to travel when you couldn't do much outside. We had a few moments of intense rain, lightning and thunder, but once into port we were able to enjoy the towns.

Hilton Head was our first stop in South Carolina. We docked at the harbor marina where they had a really nice RV park, pool, etc. We walked around a bit, but also tended to inside projects

Boaters Encouraged To Comment On EPA Requirements........

While the Clean Boating Act of 2008 kept recreational vessels from being lumped in with commercial vessels as far as operating discharges were concerned, the Act required that the Environmental Protection Agency analyze recreational boat discharges.  The analysis will help the EPA put together "Management Practices" to deal with environmental issues.  The EPA is now looking for public comment from boaters on how they operate and maintain their vessel.  The deadline is June 2........

Lake Michigan At Milwaukee, Wisconsin

   Fish Kill Caused By VHS........

In the middle of March, thousands of gizzard shad were killed in the Milwaukee Harbor Ship canals.  Thursday, a report released by the Wisconsin Veterinary Diagnostic Laboratory cited the cause of the fish kill as viral hemorrhagic septicemia.  VHS is able to infect many different species of fish.  The disease causes fish to bleed to death, and it is not transferrable to humans.  The Wisconsin Department of Natural Resources will be testing fish for VHS throughout the spring........

Another Vicksburg Bridge Video from the Pilot House

Bill,

I thought a lot of the pleasure boaters would like to see how much room a tow takes to navigate through bridges.
There is also a video of a coal tow taken from the pilothouse of a pilot lining up to run to Vicksburg bridges, indicated on other videos to choose on the right side of the page.

Asian Carp Update

Live Carp Smuggling is Threat To Great Lakes........

The threat to the Great Lakes may not be the Asian Carp swimming up the Chicago Ship and Sanitary Canal, but rather the smuggling of live carp across the U.S.- Canada border.  Over the past four months, Canadian customs officials have ramped up their inspection efforts, and have stopped three trucks trying to enter Canada with live carp.  The draw for smugglers is that dead Asian carp brings in around .85 cents per pound, and the live fish reel in closer to $1.50 per pound........
