Spring Has Arrived

Burn the Socks

RiverBill's winter socks up in flames ...circa 2010

A Mariner's Tradition

Burning of the Socks Signifies

Goodbye Socks... HELLO SPRING !

“The tradition dates back to the mid-1980s when Bob Turner, then manager of the Annapolis Yacht Yard, got tired of the winter blahs. He’d spent the whole season working on OPBs (other peoples’ boats), all the while collecting metal filings, bottom paint grindings, sawdust, fiberglas fibers, and globs of paint, caulk, resin and filler in his socks. On the first day of spring one year, he took off his socks, put them in a paint tray, doused them with lighter fluid, and toasted spring with a longneck beer while they burned.

Traditionally, die-hard boaters wear deck shoes sans socks from the Vernal Equinox until winter arrives.*

New Mississippi River Bridge

Perhaps The Bridge Should Remain Nameless........

Now it seems that some politicians are not accepting the idea of naming the New Mississippi River Bridge after other politicians.  In fact, Representative Ron Stephens of Highland, Illinois stated that he would be embarrassed if Missouri and Illinois follow through with efforts to name the Bridge the "Jerry F. Costello-William Lacy 'Bill' Clay Sr. Veterans Memorial Bridge".  Stephens has instead proposed a simple honorarium to our troops by naming the span the "Veterans Memorial Bridge"........

Certified Six Pac Captain(s) Sought.....

The Discovery Expedition of St. Charles (www.lewisandclark.net ) is a local non-profit organization that has gained national recognition for its historic reenactment of the Lewis and Clark Expedition during the bicentennial of 2003-2004. Its volunteers remain active as historic reenactors, educating children and families throughout the country, as well as telling the story of westward expansion at the Lewis and Clark Museum and Boathouse near Frontier Park in St. Charles. This non-profit organization owns full size replicas of the keelboat as well as the two pirogues used in the Expedition. They are in the process of gaining the necessary approvals to bring visitors out on the boats as a fund-raising effort for the group’s activities and are currently seeking a captain certified as an OPERATOR OF UNINSPECTED PASSENGER VESSELS (A.K.A. SIX PAC). This would preferably be a volunteer position for someone who loves the river and has an interest in sharing American History.

Spring Arrives Today

Spring arrives today at 7:21PM

At the start of spring—the vernal equinox—day and night are each approximately 12 hours long (with the actual time of equal day and night, in the Northern Hemisphere, occurring a few days before the vernal equinox). The Sun crosses the celestial equator going northward; it rises exactly due east and sets exactly due west.

MDC to hold open house on proposed striped bass plan for Bull Shoals

WEST PLAINS Mo -- The Missouri Department of Conservation (MDC) will hold an open house on Tuesday, March 29, in Forsyth to discuss its proposed striped-bass management plan for Bull Shoals Lake. The open house will be from 6-8 p.m. at the Taney Center, located approximately two miles east of Forsyth on U.S. 160.

MDC staff will discuss management strategies for a fish that has had wide popularity, despite somewhat limited availability. An open house on this topic is also scheduled for April 5 at Gainesville High School.

Striped bass (Morone saxatilis) are native to the Atlantic Coast, but have been stocked in numerous reservoirs around the country, including a select few in Missouri. Because of their size (the world record is 67 pounds, 1 ounce; the Missouri record is 58 pounds, 10 ounces), fighting qualities and well-flavored meat, striped bass have been popular wherever they’ve been introduced.

Bull Shoals and Norfork lakes are the striped bass sites in southern Missouri. (Lake of the Ozarks also receives periodic stockings of striped bass.) The current Norfork population is maintained through annual stocking on the Arkansas portion of the lake by the Arkansas Game & Fish Commission (AGFC). The current Bull Shoals striped bass fishery is the result of AGFC stocking in 1998.....

  Mississippi River Near Bellevue, Iowa

Bellevue Keeping Tabs On The Mississippi River........

The city officials in Bellevue, Iowa are keeping a wary eye on the Mississippi River, as the level of the River is expected to rise to around 24 and a half feet by mid-April.  If the River reaches that level, it would set a new record along that portion of the Mississippi River.  Bellevue officials are most concerned that the floodwaters will force the closure of the wastewater treatment plant, causing raw sewage to be released into the River........

People of all ages warm up to watery places at Wetlands for Kids Day

ST CHARLES MO - Special places that help clean water, reduce flooding and provide homes to fascinating plants and animals are worth celebrating. They can be a lot of fun too.

That’s the idea behind the annual Wetlands for Kids Day event happening this year on Saturday, April 2, from 10:00 a.m. to 3:00 p.m. at the August A. Busch Memorial Conservation Area in St. Charles. Wetlands for Kids Day is sponsored by the Dana Brown Charitable Trust and US Bank. It’s hosted by the Missouri Department of Conservation (MDC) and Ducks Unlimited. The event is free and open to both kids and adults.

“Wetlands are a very precious resource that a lot of people don’t understand,” said Dan Crigler, MDC Private Lands Conservationist who is coordinating the event.

He explained that Wetlands for Kids Day is an effort to help demonstrate the importance of these special environments. “We do it through enjoyable activities that relate fun with wetlands,” said Crigler.

The activities include more than 20 stations where visitors can learn about wetland creatures first hand. There will be a chance to see real birds of prey, thanks to the World Bird Sanctuary. A live reptile and amphibian station will allow a close up look at these wetland inhabitants. Kids can explore the Duck Wing Maze while learning to identify ducks by wings and plumage along the way. They can also crawl through a beaver den......  Click here to go to the MDC website and read more

Flood Buyouts Around LaGrange, Missouri

    Buyout Money Coming From FEMA........

Close to three years have passed since the Mississippi River floods of 2008, and with the help of nearly $300,000 in Community Development Block Grant funds, the process of purchasing properties affected by the floodwaters has begun.  Even though funds are forthcoming, demolition on the properties will not begin until later in the year.  Once the structures on the buyout properties have been removed, federal guidelines prohibit the construction of other buildings on the premises........

News Release From BoatUS

Why Do So Many Boats Sink in the Spring?
BoatUS Spring Commissioning Checklist

ALEXANDRIA, Va., March 17, 2011 -- It’s a sad fact: Every spring, shortly after being launched and commissioned for the season, boats sink while safely tied up at the dock, turning what should be a good time of the year into a real mess.

BoatUS’ Seaworthy magazine, a publication that helps BoatUS members avoid accidents or injuries, has identified the top five reasons for springtime sinkings, and has a free Spring Commissioning Checklist to help boaters start the season right.

The Top Five Reasons Why Boats Sink in the Springtime:

1. Missing or damaged hose clamps: These clamps are often removed in the fall to winterize the engine, and then forgotten about in the spring when the boat is launched. Tight spaces in engine compartments make it difficult to see some unsecured or deteriorated clamps.
2. Unsecured engine hoses: Over the winter, freezing water can lift hoses off seacocks (valves).
3. Spring rains: Combine heavy rains with leaking ports, deck hatches, cracked or improperly caulked fittings, chain plates and even scuppers clogged by leaves and your boat could be on the bottom soon.
4. Broken sea strainer: Glass, plastic and even bronze strainer bowls can be cracked or bent over in the winter if not properly winterized, allowing to water trickle in when the seawater intake seacock is in the open position.
5. Leaking stuffing box: If equipped, a steady drip from an improperly adjusted stuffing box (the “packing” around the prop shaft) has been known to swamp a boat.

Recently, the Historical Society of Fulton, Illinois decided to put together a program that highlighted the history of steamboat operations in the area.  The researchers got more than they bargained for, as the area's River history had many facets, from the steamboats and ferryboats, to barges and rafters.  The ferryboats and rafters will be discussed in a later program........

Boating Websites

    SeeDealerCost.com Website Debuts........

Thursday, a controversial website, SeeDealerCost.com, was introduced.  the website includes pricing information, including manufacturer and dealer pricing, but for used vessels as well.  Also, the website offers dealer locator information, insurance and financing information, FAQ's and educational articles.  While some in the marine industry believe that the website will hurt the industry, some think the website's transparency could help the marine industry........

Missouri River Levees

Levees Along Missouri River To Get Repairs........

The Omaha District of the U.S. Army Corps of Engineers is anticipating spending about $40 million on rehabbing levees along the Upper Missouri River that were damaged during the flooding of 2010.   Damage that is needing to be repaired includes erosion and underseepage.  One of the levees that suffered significant damage is a 15 mile stretch near Watson, Missouri.  Repairs will include the replacement of damaged drainage pipes, reinforcing weak spots on the levee, and building earthen berms behind the levees in the seepage prone areas........

Mississippi River At St. Paul, Minnesota

    Floods Could Force Evacuations........

This spring, it is possible that the city of St. Paul, Minnesota may see flood levels not witnessed in more than 40 years.  The experts are giving odds at an even 50% that the Mississippi River will rise past the current record of 26.4 feet, set in 1964.  City officials are getting ready by alerting residents around the downtown area to find alternate lodging, and places to store their property.  The residences are expected to stay dry, but utilities and essential services may be cut off........

Boating Grants for Eleven States

Interior Secretary Ken Salazar

Announces Major Boating Grants for Eleven States

Secretary of the Interior Ken Salazar announced today the awarding of more than $13.5 million in competitive grants to 11 states for 16 boating infrastructure projects. The U.S. Fish and Wildlife Service awards these grants, which will help fund construction of docks, boat slips and other facilities to support recreational boating, through the Service’s Boating Infrastructure Grant (BIG) program.

“The Boating Infrastructure Grant program is one of the many ways we support access and provide quality outdoor opportunities for the nation’s recreational anglers and boaters,” said Secretary Salazar. “These grants also spur major construction projects, creating jobs and providing much-needed economic benefits.”

Funding for the BIG program comes from the The Sport Fish Restoration and Boating Trust Fund, formerly known as the Aquatic Resources Trust Fund, which boaters and manufacturers support through excise and other taxes on certain fishing and boating equipment and boat fuels. The Service will also release approximately $2.7 million to 27 states, commonwealths, and territories willing to match a smaller, non-competitive grant program known as “BIG Tier 1” funding.

Grantees use Boating Infrastructure Grant funds to construct, renovate, and maintain facilities with features for transient boats (those staying 10 days or less) that are 26 feet or more in length and used for recreation. Grantees may also use funds to produce and distribute information and educational materials about the program and recreational boating.

The Service received 20 eligible applications from 13 states for the “BIG Tier 2” competitive grants. The 16 winning projects for competitive grants include:

•Illinois: The Illinois Department of Natural Resources, in cooperation with the City of Rock Island, will receive $1,500,000 and match that amount with $565,000 to add a floating dock system that will accommodate 23 transient slips at the Schwiebert Riverfront Park on the Mississippi River.

The city of Davenport, Iowa is gearing up for the coming floods in a variety of ways.   Workers are constructing a flood wall at Modern Woodmen Park to protect the stadium.  The Public Works Director of Davenport, Mike Clarke, stated that the flood wall is slated for testing at the end of the month.  Davenport is also planning on deploying Hesco bastions, which are combat-born, steel reinforced sandbags that will allow the rapid construction of a four foot levee........

Ohio River Barge Accident

2 Barges Break Loose, Strike Third Barge........

Wednesday, two empty barges broke free from a tow boat, struck a third barge that was hauling petroleum, sending it adrift as well.  It is possible the empty barges might have collided with another barge hauling anhydrous ammonia.  The loose barges were rounded up by a tug boat.  Officials are not certain that the barge hauling the ammonia was struck, as there is no evidence of damage, and no leakage........

News Release From BoatUS

Boater's Spring Commissioning Tips for Saving Gas
Do it Now or Pay Later

ALEXANDRIA, Va. March 15, 2011 – With gas prices forecast to remain higher than last summer, BoatUS has six tips on spring commissioning that can be done now to save you money on gas all summer long:

Lighten the load is one of easiest no-cost things to save on gas. Clear out all of that junk that’s been stored aboard the boat over winter.

Get a tune-up: An annual tune-up is a must if you’re truly serious about saving gas.

Check the prop: Props with little dings should be taken to a repair shop now. This is also the time to ensure you are happy with your prop’s performance – have a discussion with your marina or local prop shop to ensure you still have the right prop installed based on your current boating needs.

Paint the bottom: For boats docked in salt or brackish water, keeping the fuel-robbing “green gunk” growth from adhering to your boat’s hull can save a lot of fuel. But you’ll need to ensure the vessel has a new coat of bottom paint put on, making it difficult for anything to grow on the hull bottom.

Check the trim tabs: Unbalanced boats chew up the gas. During spring commissioning, ensure that trim tabs function properly. Check the reservoir for leaks.

Join BoatUS for only $24 to take advantage of the fuel discount at over 300 BoatUS Cooperating Marinas across the country. All you have to do is find a marina near by visiting the online BoatUS Member Services Locator (select the “Cooperating Marinas” box in the upper left). The discount can be as much as $.10 off each gallon. For more information on this exclusive BoatUS member discount, go to http://www.BoatUS.com/discountcenter.

Upper Mississippi River in Wisconsin

Flooding May Arrive As Soon As The Weekend........

The warmer weather expected through out the week should begin to melt the deep snowpack, causing the levels of waterways to rise.  Rain showers are anticipated late in the week, and how much rain falls will determine just how much the rivers will rise.  Heavy rainfall could in fact accelerate the snowmelt, creating major runoff.  There is a high risk for flooding along the Mississippi River, but the levels of the Chippewa and Eau Claire Rivers should remain below flood stage........

Missouri River Pulses

Corps Might Not Make March Release........

The U.S. Army Corps of Engineers may call off the scheduled 2-day March pulse, if the levels of the Missouri River are already high from spring runoff.  The water releases from the Gavins Point Dam are intended to replicate the natural spring River rise.  The pulses are intended to prompt the endangered pallid sturgeon to spawn........

Marco River Near Naples, Florida

Dolphin Jumps Into Boat, Injures Woman........

While enjoying a Sunday boat ride on the Marco River, JoAnn Lorek and her 5 companions were quite surprised by an unexpected passenger, a 600 pound dolphin.  The group was watching for dolphin activity when one leapt aboard the 22 foot boat, grazing Lorek's head, and coming to rest on her foot.  Rescue workers were called out to rescue the dolphin and treat Lorek.  The dolphin suffered a few superficial cuts, and luckily, Lorek only sustained a sprained ankle and some bruises........

News Release From BoatUS

BoatUSAngler.com Gets an Extreme Makeover

New Pro Staff Blogs, Easier to Use

ALEXANDRIA, Va., March 14, 2011 – The nation’s largest organization for boat-owning anglers has given its website an extreme makeover, adding new blogs by prostaff and making it easier to use.

BoatUSAngler.com is the website for BoatUS Angler – the fishing services division of Boat Owners Association of The United States (BoatUS). BoatUS Angler offers on-the-road and on-the-water towing services, bass and fishing boat insurance policies, boating safety “tools” such as the BoatUS Foundation Free Online Boating Safety Course, and more.
The newly-updated website includes new fishing blogs from television hosts, fishing guides and tournament anglers, including Mark Zona of Zona's Awesome Fishing Show and Kim Stricker of Hook n' Look.
Also offered is information on the BoatUS Angler tournament incentive program, Weigh-to-Win, which offers cash bonuses to highest placing BoatUS Angler members at most B.A.S.S, FLW, PAA and ACA tournaments across the country, a bait and tackle shop, fishing guide and tournament locator, a free insurance quote section and a library of do-it-yourself articles.
“Anglers are increasingly realizing that any boat insurance policy will no longer do,” said BoatUS Angler Brand Manager Steve Levi. “So, they are going to our website to find specialized and affordable fishing boat, tournament or fishing guide coverage.”
For more information, go to www.BoatUSAngler.com.

New Mississippi River Bridge Update

Lawmakers Pushing For An Awkward Bridge Name........

It's a good thing Shirley Ellis didn't have to sing The Name Game song with the convoluted moniker that Missouri legislators have come up with for the New Mississippi River Bridge.  The proposed "Jerry F. Costello-William Lacy 'Bill' Clay Sr. Veterans Memorial Bridge" doesn't quite roll off the tongue as some of the other name suggestions like the Dred Scott Bridge or the Stan Musial Bridge.  Many other name suggestions have come up, including the Women Veterans Memorial Bridge........

Upper Mississippi River Flooding

Floods Could Push Levees To The Limit........

Residents near the Mississippi and St. Croix Rivers in Minnesota are concerned that spring flooding may push the levees protecting them to the limit.  The levees close to Newport, Minnesota were hastily thrown together during the floods of 1965, and were not intended to be permanent structures.  Back in 1997, U.S. Army Corps of Engineers declared the levees deficient.  Volunteers will be walking the levees around the clock in order to keep an eye out for levee breaches........

    Wetlands Restoration Plans Flawed.....

Garret Graves, Chairman of Louisiana's Coastal Protection and Restoration Authority, is claiming that the $2.9 billion Army Corps of Engineers plan to restore wetlands destroyed by the recently decommissioned Mississippi River-Gulf Outlet is too narrow in scope, too slow to be implemented, and is sticking Louisiana with the bill.  Louisiana is supporting a plan backed by local officials, residents, and environmental groups.......

Authorities Trying To Save Port Grant........

Officials in northwest Tennessee are trying to retain a $13 million federal grant for a port project on the Mississippi River.  The officials are concerned that a bill passed in the U.S. House of Representatives that cuts $62 billion in spending during fiscal 2011 would affect the $13 million grant.  The proposed Port at Cates Landing is intended to be the deepest Mississippi River port between St. Louis and Baton Rouge.  There would be a 9,000 foot harbor and a 500 acre industrial park on 1,200 acres of property.........

Faith on the Rocks

At an anchorage on March 10, I sprung out of bed at 1:00 am and could barely make out what I was looking at. It was land and it was less than 10 feet away. The wind was blowing over 40 knots, waves around three foot and raining so hard. As Craig raced past me checking the engine systems and running for the bilge, I pulled the kids out of bed and while putting on their life jackets he started sounding the horn non-stop and then made his way to the bow of the boat with an air horn. There was a sailboat that we were sharing our anchorage with whose ground tackle had broke free and was coming right for the Negotiator at high speeds and the captain was asleep. I struggled to reach the bow of the boat in the high winds and pelted with rain I screamed at the top of my lungs like I had never done before....HELP...WAKE UP!!!!!

Backing up a few hours, we were just north of Cocoa, Florida at the Palm Shores Causeway Bridge area. It was our first night traveling in five days and we were excited to have a good spot to anchor and felt protected from the wind. Beautiful peaceful sunset and we checked the forecast a few times that evening and it stated 10-15 mph winds from the south and 20% chance of isolated T-storm. We went to bed around 10:30; Craig was up at 11:30 and 12:30 checking everything as the wind had picked up more than anticipated. It was then that we awoke to our grounding.

It was one of those surreal moments that we shared a moment of disbelief looking into eachothers eyes. Comforted knowing we were close to shore and could reach safety, our senses were heightened with the kids on board and constant bantering of waves, wind and rain. I've never been in such a bad storm and made me think of the movie Cape Fear and the book Black Wave.
The engines were able to start, but once put into gear would shut off as the stern was lodged into the shore and propellers with no room to move. As the storm increased in severity, the anchor wasn’t able to reset itself quickly enough. However, right at the end it did grab and was able to keep the bow off the rocks. The sailboat captain finally awoke just in time to get out. He was fortunate enough to have a keel to keep his propeller out of harms way as he gunned the engine before colliding with us and the rocks. .....Click on their blog to read more    http://parrentfive.blogspot.com/

YesterYear's River Pictures of the Day in 2009...... was a picture Alton Marina's 2009 Ice Breaker Party.....

HI Bill,

I wanted to share this photo with everyone. This was taken at Mac's Time Out Wednesday March 11th. This is just a few of the many Alton Marina boaters who participated in our Marina Ice Breaker party. There were a lot of happy boaters there who are anxious to get back on the water. It was a good time and nice to see our boater family again.

A quick update on us, our boat is still being repaired from the Marina fire but Farmer's Fiberglass tells us it's moving along nicely and were expecting her to be good as new and back in her Marina home by May 1st. Thanks to everyone on their kind words during a stressful time.

We will see you all on the water.

Sincerely,

Cheryl and Dan Rauschkolb

News Release From BoatUS

Towing a Big Boat on the Road?
BoatUS Trailering Club Offers Discount Wide-Load Permit Service

Wide-Load Trip Planning Tips

ALEXANDRIA, Va. March 10, 2011 – If your boat has a beam greater than eight-and-a-half-feet, 47 states as well as the District of Columbia require a wide-load or “oversize” permit to tow it over the road. If you’re towing the boat locally, getting one permit isn’t that hard if you are familiar with the process.

However, for longer trips across state lines, getting the necessary multiple permits isn’t that simple because each state requires its own permit. That’s a lot of time and paperwork. To help make this process easier, the BoatUS Trailering Club now offers a Wide-Load Permit Service in partnership with Mercury Permit Services.

“We can help you navigate your way through each state’s complicated oversize permit application process, figure out which states have additional insurance requirements, identify those that require a US DOT number, if you need a pilot car, the best routes and which states allow weekend travel,” said BoatUS Trailering Club Director Beth McCann.

Trip Planning Tips:

The February 2011 issue of BoatUS Trailering Magazine recently highlighted these permit challenges as well as some trip planning tips in the story “The Wild World of Wide” found at BoatUS.com/trailerclub/wide-permit.asp. They include:

•Texas and Ohio are the most problematic in securing oversize permits. Texas requires a $10,000 surety bond that costs a few hundred dollars and requires “going through a number of hoops,” says Steve Thomas of Mercury Permits. Ohio requires a specific form be faxed directly to a state office from the boater’s insurance company, which can add delays.
•California is a close “runner-up” — The Golden State has a permit requirement for towing on numbered highways while each county as well as some cities also require a permit.
•In Virginia, a number of cities such as Suffolk, Chesapeake and Newport News all require separate permits, so Thomas recommends avoiding them if possible.
•In most states, permits are only good for a specified amount of time (usually three to 10 days). In New York State it’s only good for one day and the Thruway and New York City require separate permits.
•Only one-third of states allow travel after sunset.
•In many states, long bridges that cover significant stretches of water have additional restrictions, and will halt wide-permit tows during periods of high winds.
•The legal height for an oversize permit is 13 feet, six-inches. However, in places like the Northeast, many bridges (lower than 13 feet) were already in place before this was the legal height, which could lead to an accident. “This is where we can help with route planning to ensure you don’t hit a low bridge,” said Thomas.
•Interstate highway bridge clearance is generally 16-feet, but there are exceptions, such as in Pennsylvania where clearance is less and detours are required.
•Before you trailer a wide-load, check your boat and tow vehicle insurance policies as some put limits on boat size. Also understand that boat insurance polices cover the actual loss of the boat, and your motor vehicle policy would potentially provide liability coverage.
•Have an accident? You’d better have an oversize permit or your insurer can legally deny the claim.

To learn more about the permit service, go to www.mercurypermits.net/boatus-members. To get a permit, call 888-239-7773.

BoatUS Trailering Club and BoatUS Angler members receive 30% off oversize permit service fees with Mercury Permits. For more information on the BoatUS Trailering Club or how to become a member, go to www.BoatUS.com/trailerclub, or call 800-245-6923.

Thursday, several U.S. Senators, including Dick Durbin and Mark Kirk of Illinois, announced that the Federal Emergency Management Agency will not be ignoring the existing flood protection devices when they are updating flood insurance maps.  FEMA Administrator Craig Fugate advised the Senators that the "no levee" designation will no longer be used in the map updating process.  Fugate added that this change will slow the implementation of the new maps, which were due out in December........

Asian Carp Update

That's One For Me....  And One For My Homies....

Is it possible that an ancient Chinese custom may be thwarting the multi-million dollar war on Asian carp?  After last weeks bust of an Ontario fish importer for attempting to smuggle live Asian carp into Canada, stories have popped up of Asian immigrants buying two live fish; one to eat, and one to throw back.  A spokesman for the Chinese Cultural Centre of Greater Toronto, Kevin Truong, stated that he has not heard of someone buying a fish in a store, just to release it back into the water........
