YesterYear's River Picture of the Day in 2007-----  was a shot of a fog bank that started forming on the river one Friday evening.   This is sort of a neat looking picture, but as night fell the fog got thicker and thicker.  It made the boat ride with Carl and Mary Tiemann to Grafton's Landing very, very interesting.    Almost "Zero" visibility.  The spot light did absolutely nothing except to make things worse. 

    After a bit of circling.....and searching for land marks or something we could recognize...... anything we could recognize would have been nice.  All of a sudden the fog lifted and we could see the lights of Grafton.   So we motored on over to Grafton's Landing for their Season Opener.

Mississippi River At St. Louis, Missouri

    Workers Prepping The Admiral For Her Final Journey........

 

Within the next few weeks, the Admiral will be leaving her berth along the St. Louis Riverfront for the final time, as she is heading to Alton, Illinois to be dismantled.  In the mean time, workers have started dismembering the upper deck of the Admiral, in order for her to clear the bridges between the St. Louis Riverfront and Alton.  The Admiral's final voyage is expected to take between 8 and 10 hours........

King Harbor Marina in Redondo Beach, California

    Marina Inundated With Dead Sardines........

 

Tuesday, millions of dead sardines appeared in and around several dozen private slips in King Harbor Marina in Redondo Beach, California.  Andrew Hughan, a spokesman for the California Department of Fish and Game stated that about 5% of the harbor is full of dead fish.  It appears that the fish died due to oxygen depravation, by swimming into a portion of the harbor that does not have any free-flowing oxygen present.  The affected part of the marina has been cordoned off while clean-up efforts get underway........

Mississippi And Ohio Rivers Near Cairo, Illinois

    Corps Getting Ready For River Flooding........

 

Recently, the Memphis District of the U.S. Army Corps of Engineers began a Phase I floodfight because of high River levels on both the Mississippi and Ohio Rivers, and the forecast of more water to come.  The implementation of Phase I floodfight actions begin when the Mississippi River gauge at Cairo reaches 49.0 feet.  The Mississippi hit 49.0 feet on March 7th.  Phase I floodfight actions involve Corps personnel monitoring flood walls, levees and pumping stations........

The Great Lakes

   Report Warns Lakes Phosphorous Levels Rising........

 

Wednesday, the International Joint Commission released their biennial state of the Great Lakes report, with the warning that the reappearance of phosphorous in the Great Lakes could be detrimental to the marine food chain, and human health.  The commission is recommending renewed efforts at getting the chemical out of the water.  The last efforts to keep phosphorous out of the Great Lakes ended 15 years ago........

    Crestliner Announces Online Fishing Tourney........

 

Crestliner's marketing director, Lori Kneeland, has announced that the company will be hosting an online fishing tournament.  The tourney will start in May and run through mid August.  The idea is for anglers to trump other fishermen's trophies on virtual leaderboards.  Participants need to acquire an official "Trumped" ruler to measure and photograph their catch.  Monthly prizes will be up for grabs for the longest fish, in addition to chances for winning a new Crestliner boat........

It's been an amazing summer up here at Peoria.


I've also been spending a lot of time over on the Mississippi during the week. I took this pic of the river boat, Twighlight, as it was returning to it's mooring in LeClaire, IA. I think it just takes short excursions up to around Clinton, IA and Fulton, IL. This is a beautiful pool on the ole Miss. Great group of boaters too.


Hope the river has finally settled down for you guys.

Four barges sink at Dam 25 in Winfield, Mo.
 


     St. Louis, Mo. – March 8, 2011: The Corps of Engineers is using an additional guide boat at Lock and Dam 25 to assist tows bound downriver after four loaded barges broke loose and sank Sunday.


     While the barges are not in the navigation channel, their location has altered the current enough that a smaller “helper boat” has been brought in to assist tows entering the lock chamber from the upstream side. The extra utility boat will help keep barges headed downriver pressed up against the lockwall. Without it, the currents could pull the barges toward the dam.
 

     Four loaded barges being pushed downstream by Motor Vessel Julie White impacted the river wall bullnose while approaching Lock 25 Sunday. The four barges loaded with gravel broke free and sank. They are currently resting against piers on the dam and pose no risk to navigation or the dam’s structure. There were no injuries.

 

     The incident occurred at period of high flows on the Mississippi River, when Dam 25 is operating in a condition referred to as “open river,” meaning that all of the dam’s 17 gates are out of the water. Since the incident, all the gates have been tested and are in working condition; however, one of the barges is resting partially in one of the gate bays, preventing that gate from being lowered.
 

     Lock and dam structures on the Mississippi River and many other rivers of the Nation’s Inland Waterway System, like Lock and Dam 25 at Winfield, Mo., are purely navigation structures. They are termed low flow structures, designed to maintain the congressionally mandated minimum nine-foot deep navigation channel and do not serve to provide any flood protection.
 

     “This has been an unfortunate incident, thankfully there weren’t any deckhands on the barges when they broke loose and sank,” said Andy Schimpf, Chief of Navigation for the Corps of Engineers’ St. Louis District. “With the gates all the way open like they are, the currents are strong and turbulent as the water rushes through the dam.”


     MV Julie White is part of ARTCO Towing’s fleet. The loaded barges were being delivered to Lemont, Ill., on the Illinois and Michigan Canal near Chicago.


     “The main concern is not as much how strong the currents are. A bigger factor is that the currents are moving in directions that towboat pilots aren’t used to,” said Schimpf.

    Bottomland Conservation Conference Has Convened........

 

Tuesday, a conference began at the National Great Rivers Research and Education Center that is focusing on the restoration of bottomlands ecosystem.  The scope of the conference is applying scientific expertise to particular restoration problems to create better solutions to ecosystem management issues in the Upper Mississippi River Valley.  During the three day conference, over 30 featured speakers will be discussing ecological topics........

Asian Carp Update

    Feds Defending Their Carp Strategy........

 

At a meeting on Tuesday, federal officials defended their efforts thus far on keeping the Asian carp out of the Great Lakes.  The meeting marked the end of a three month, 12 city tour intended to inform the public about the carp issues.  The meetings are a portion of the U.S. Army Corps of Engineers' Great Lakes and Mississippi River Basin Study.  The study is not expected to be completed until 2015, but the public is asking why the process is taking so much time........

Lake Of The Ozarks

   Coves To Be Monitored For Water Quality........

 

Friday, officers from the Lake of the Ozarks Watershed Alliance met with representatives from Geosyntec Solutions, the Missouri Department of Natural Resources and Amren Missouri, to put together a water quality monitoring study, and to hash out the initial draft of the study's Quality Assurance Protection Plan.  Geosyntec will be inspecting nine coves in the Buck Creek and Lick Branch sub-watersheds between the Bagnell Dam and the 19 mile marker........

Fishing News From Granite City, Illinois

   Shielded Waters Fishing Program Kicked Off Last Week........

 

A week ago, more than 50 kids received free fishing equipment during the beginning of the Shielded Waters fishing program in Granite City, Illinois.  Shielded Waters is run by the Police Department, and is intended for at-risk kids, especially those lacking a strong male influence.  Three years ago, a few officers, who happen to be in the Steel City Bassmasters fishing club, started the program.  Local businesses and community groups have made contributions to the program as well........

Missouri River At St. Charles, Missouri

    St. Charles Not Sure What To Do With Land Near River........

 

 

Close to eleven years ago, St. Charles County effectively gave close to 100 acres of land north of the Boeing plant, between North Hwy 94, Hawning Rd. and North River Road to the city of St. Charles for the purpose of building a park.  Prior to the flood of 1993, the area had been occupied with mobile home parks.  After the floods, St. Charles County acquired the land with federal flood buyout funds, and the City of St. Charles took possession of the land in 2000.  All sorts of plans have been proposed for the property, but funding for these projects has yet to be found........

Mississippi River Dredging Update

    HR 104 Proposed To Free Up Dredging Funds........

 

Recently, Louisiana Representative, Charles Boustany Jr. introduced legislation that would resolve issues concerning funds for river dredging.  HR 104, the Realize America's Maritime Promise Act, would free up revenues brought in annually by the harbor maintenance tax for the funding of needed dredging operations.  The idea is to allow the use of these funds as Congress originally intended.  Incoming revenues from the maintenance tax should be sufficient to cover all dredging needs........

Snaggers can expect another good crop of paddlefish

 

JEFFERSON CITY–If heaving big treble hooks and doing battle with man-sized fish is your idea of fun, you will love this year’s paddlefish season forecast.

The Missouri Department of Conservation (MDC) is offering morning and afternoon paddlefishing clinics through its Discover Nature Family program. The clinics will take place April 16 in Warsaw. Participants will learn about paddlefish biology and snagging techniques and then go out for hands-on experience. To register for clinics, call 660-530-5500 by April 11.

Missouri’s fishing regulations say that paddlefish season opens March 15 and runs through April 30. However, weather and, more importantly, water conditions get the final say about when the action starts. Paddlefish spend most of the year dispersed throughout large reservoirs and rivers. Snagging is an inefficient way to find them until warm spring rains increase flows and raise the water temperature to 50 degrees, prompting the big fish to swim upstream on their spawning run.

Missouri’s best paddlefish stream, the Osage River, is blocked by dams. When a slug of amorous paddlefish reaches one of these barriers, they stack up, dramatically increasing anglers’ chances of hooking one with a random jerk on a fishing line equipped with one or more miniature grappling hooks.

Fisheries Management Biologist Trish Yasger says the action likely will get off to a slow start again this year, thanks to snowmelt and chilly weather.

“The heavy snowfall and extremely cold weather we experienced in February are still making themselves felt in stream temperatures,” said Yasger. “A spell of unusually warm, sunny weather could speed things up a little, but that doesn’t seem likely to happen before March 15, based on the extended weather forecast.”

Yasger said paddlefish season often gets off to a slow start. That is because the opening and closing dates are set to ensure that the season brackets the fishes’ spawning run.

“Paddlefish don’t often start running upstream as early as March 15,” said Yasger, “and it would be very rare for the run to extend past April 30, so naturally we don’t usually see lots of big fish being caught on opening day. Harvest early in the season is dominated by local fish and small males. As water temperature and flows increase, you will start seeing more of the larger females.”

Marine Conservation Grants

     West Marine Taking Grant Applications........

 

West Marine has announced that they have begun to accept applications for their Marine Conservation Grants program.  The program is for conservation projects that will benefit recreational and sustainable commercial fishing, while preserving marine resources.  West Marine will be awarding between 5 and 10 grants of between $500 and $1,000 per recipient. Entries will be accepted through May 1........

Flooding Outlooks

    High Risks For Spring Flooding Across The Heartland........

 

While the Dakotas and Minnesota are no strangers to high water levels during the spring thaw, chances are high that portions of the Midwest will be seeing higher water levels as well.  The National Weather Service has given river basins from Minnesota down to St. Louis ratings of high or above average for this years flooding.  Closer to home, Grafton, Illinois is hoping for the best, but are making preparations for the worst........

    Levee Issues Topic Of Southern Illinois Summit........

 

Some students of Shawnee High School in Wolf Lake, Illinois have been writing letters to federal and Illinois state officials about the issues associated with the levees in the area.  The efforts of the students have paid off, as the Delta Regional Authority has gotten involved to help find a solution.  The reason that the students appealed to state and federal authorities is that the costs of needed repairs to the levee systems far exceed what local levee and drainage districts can afford........

    Wholesale Boat Shipments Up........

 

The National Marine Manufacturers Association has reported that since January, there has been an upward trend in the wholesale shipments of traditional powerboats.  In the NMMA's control group of manufacturers, wholesale shipments were up by 31% over the previous year, while the corresponding dollars were up by 37%.   However, during the third quarter of 2010, registrations of new powerboats were down by 18%, and down by 13% on a rolling 12 month basis........

Stuart

 

After staying near Peanut Island in the Palm beach area we headed north to Delray Beach for the day. There was a free day use dock and we enjoyed the park and walking through town.
We stayed at a mooring ball in downtown Stuart for four nights. My parents came for one last visit before they headed back to Michigan after being in Florida for over two months.

Morgan is officially double digits! It's been a fun week of celebrating. The cake is a Heath Bar dessert, her favorite

 

 

We stayed a night in the Jupiter area at Hobe Sound, which was a great place to build sand castles

HAMPTON, Va. - Crewmembers from the Norfolk Fire Department recover an eight-man offshore life raft that was deployed during the 5th annual search and rescue forum in Hampton, March 4, 2011. After notifying mariners, coordinators of the forum simulated a search and rescue by placing objects like coolers, life jackets, life rafts, life rings, and dummies in four locations between the Monitor Merrimac Memorial Bridge Tunnel and the Hampton Roads Bridge Tunnel for participants to search for.

The Pictures of the Day .... are from Saturday's St. Louis Mardi Gras Parade. Captain Tim's Shark Boat was big hit throughout the entire parade route and the Bite Me Krewe threw out thousands of beads to waving, screaming Mardi Gras party goers !

After the parade the Krewe made it's way back to DB's Sports Bar where the Shark was on display.

We had such a wonderful drive with the sunset.  Seen some Eagles right at the end, seen some Deer right across the Ferry and two Red Fox with the car lights.  

   What a trip.... What we take For granted here..... lots of people would pay money to see.

Mississippi River Near Alton, Illinois

    Alton Fish Kill Boon To Eagles........

 

Several hundred dead fish have been discovered in and around the Riverlands Migratory Bird Sanctuary.  This might not be a bad thing after all, as Asian carp are among the dead.  Also, the fish give eagles still wintering in the area an easy meal.  Charlie Deutsch, supervisory wildlife biologist with the U.S. Army Corps of Engineers, stated that the mass fish kill is a normal event that occurs annually, especially if the winter has been long and cold........

    Cuivre Current Eroding Hwy 61 Bridge........

 

Routine inspections of the bridge that carries Highway 61 over the Cuivre River near Troy, Missouri turned up erosion damage around the bridge's supports.  MoDOT will commence with repairs as soon as the water recedes........

    Eagle Watching Season Winding Down........

 

Warmer weather is a sign that eagles will be heading for cooler climates soon.  Typically, by mid March, the eagles are departing the area.  The recent cold snap may delay their departure.  Eagles seem to prefer the Rivers around St. Louis because of the open water provided by the Melvin Price Lock and Dam.  Some have even chosen to call the Riverbend area home year round........

Flooding Outlooks

    Rains May Bring Flooding

 

Heavy storms were expected to deposit 2-3 inches of rain across the lower Great Lakes, as well as the Ohio and Tennessee River valleys through Saturday evening, with some areas seeing up to 5 inches of rain.  As a result, the National Weather Service has issued flood watches for several counties in Ohio, Kentucky, Illinois, Indiana, Tennessee and Mississippi.  These areas have already been drenched by heavy storms earlier in the week........

Asian Carp Update

    Importer Busted For Possession Of Live Carp........

 

Over the past week, Feng Yang, a Canadian fish importer pled guilty, and has been fined $50,000 for attempting to haul a truckload of live Asian carp into Canada.  Last November, inspectors found over 4,000 pounds of bighead and grass carp in the tanks aboard Yang's truck after he crossed the Ambassador Bridge from Detroit Michigan to Windsor, Canada.  Yang purchased the carp from dealers in the southern U.S.  This is the second conviction for Yang........

    Capitol City Queen For Sale........

 

Recently the Pierre, South Dakota Chamber of Commerce announced that they intend to sell their riverboat, the Capitol City Queen.  The Queen has been managed by the Chamber since 2003.  The 46 seat vessel had been used for weekly and charter cruises on the Missouri River.  Unfortunately, charters and ticket sales have not been sufficient to keep up with the operating expenses........

Plan H Update

    St. Charles County Backs Flood Control Proposal........

 

During Monday's St. Charles County Council meeting, the Councilmen approved a resolution supporting coordinated flood control efforts between St. Charles, Pike and Lincoln counties.  The officials are concerned that when the levees on the Illinois side of the Mississippi River are raised under the proposed Plan H, flood levels would increase along the Missouri banks of the Mississippi River.  At this point Plan H is not funded, and the U.S. Army Corps of Engineers is not supporting the project........

Iowa Flood Outlook

    Higher Than Normal Risk For Minor Flooding........

 

Recently, the National Weather Service released their flood outlook for Iowa, from the end of February through early June.  The risks are highest along the Mississippi and the Big Sioux Rivers, as well as streams in northern Iowa, thanks to the snow pack in Minnesota and the Dakotas, and the uncertainty of how quickly it will be melting........

Tax Time Tip: Boat Owners May Have Federal Tax Deductions Available
 

ALEXANDRIA, Va., March 3, 2011 � Recreational boat owners who paid state sales taxes on a boat purchase, or those who secured a loan to finance a boat, may have some tax deductions coming to them when filing their 2010 federal income tax return, says a national boat owners group, BoatUS.

The Sales Tax Deduction
For boat owners who paid substantial state sales taxes on a new or used boat purchase last year, the Tax Extenders Act of 2008 continues to offer a federal tax deduction for state sales taxes. Boaters must choose either the state sales tax deduction or state income tax deduction on their federal tax return � you cannot take both.

In addition, to take the state sales tax deduction, the sales tax on a boat purchase must be applied at the same tax rate as the state�s general sales tax. In order to claim the sales tax deduction, tax returns must be itemized. State sales taxes are entered on IRS form Schedule A line 5b.

The Boat Loan Deduction
For those owners with a secured boat loan, mortgage interest paid on the loan may be deducted from your federal income taxes. Taxpayers may use the home mortgage interest deduction for one second home in addition to their primary home, and must itemize deductions on their returns. A boat is considered a second home for federal tax purposes if it has a galley, an installed head and sleeping berth.

Some boaters may be unaware of this potential tax benefit because not all lending institutions send borrowers an Internal Revenue Service form 1098 which reports the interest paid. Not receiving the form does not preclude taking the deduction. If a 1098 is not available, boaters should contact their lender for the amount of interest paid and should enter it on line 11 on Schedule A along with the lender�s tax ID number. If a form 1098 is sent, boaters should simply enter the amount on line 10 of Schedule A.

   Officials To Corps:  Get Study Done........

 

Legislation put forth by Senators Debbie Stabenow, D-MI and Dick Durbin, D-Ill would give the U.S. Army Corps of Engineers 18 months to put together plans to effectively separate the Great Lakes from the Mississippi River to keep invasive species from reaching the Lakes.  Congressman Dave Camp, R-MI has introduced a similar bill in the House.  These bills are not calling for the closure of the Chicago area locks.  Senator Stabenow stated that she would introduce legislation to close the locks, even though comparable bills had been introduced, and failed........

Missouri River Rises

   Gavins Point Dam May Not Make Release In March........

 

This year, the U.S. Army Corps of Engineers might not need to release water from the Gavins Point Dam, as nature may impart a natural rise in Missouri River levels which in turn would trigger spawning in the endangered pallid sturgeon.  Depending upon how and when the snow cover in South Dakota melts, there could be adequate water flow down the Missouri River, and the predicted water levels should not cause flooding.  The Corps will make a final decision the day before they would need to make a release........

Department of Natural Resources investigating wastewater overflow in Bismarck
 

JEFFERSON CITY, MO, MARCH 3, 2011 – The Missouri Department of Natural Resources is investigating the release of an undetermined amount of wastewater from a pump station in Bismarck into an unnamed tributary that flows into the Flat River Creek in St. Francois County.

City public works officials notified the department Wednesday morning that one of the city’s main sewage lift stations had failed, causing wastewater to back up into a retention basin and eventually overflow from the basin in the unnamed tributary to Flat River.

The department dispatched an investigator to the scene to oversee the cleanup and determine the extent of the environmental damage. Regional office staff will use the investigator’s findings plus the city’s incident report to determine what enforcement action will be taken in the case.

The department considers discharges of wastewater from sanitary sewer collection systems to be potential threats to public health and the environment. Such discharges have the potential to contaminate lakes and streams, causing serious water quality problems.
Sanitary sewer overflows can be caused by mechanical failure, obstructions in sewer lines, infiltration of rainwater and snow melt into aging systems, or undersized systems that cannot compensate for sudden increases in wastewater.

Communities across Missouri produce millions of gallons of wastewater that must be properly transported and treated before being released to waterways. However, some communities are facing challenges in accomplishing this.

In order to protect public health and the environment, the department requires communities to take appropriate action to eliminate their sanitary sewer overflow issues. To do this, communities should develop a system to track information about such incidents, including the date, time, location and size of the overflow, weather data, who notified them, when they notified the department and the measures taken to respond. The community can then use this data to aid in developing a plan to inspect the collection system, and plan and finance system upgrades.

To report sewage overflows during regular business hours, contact the nearest regional office.     Mo. Congressman To Block Study Funding........

 

Blaine Luetkemeyer, Missouri's 9th District Congressman, is heading the battle to halt funding for a $25 million redundant study of the Missouri River.  Called the Missouri River Authorized Purposes Study, it comes on the heels of a previously completed, 17 year, $35 million study that made changes along the Missouri River Basin.  Luetkemeyer states that barge traffic and agriculture in Missouri could be hurt by the new study's recommendations........

    Island Construction Project Has Been Proposed........

 

The U.S. Army Corps of Engineers has proposed the restoration of 10 islands along the Capoli Slough, in addition to the construction of 9 new islands.  Capoli Slough is located on the Wisconsin side of the Mississippi River, close to Lansing.  The project would create 10 acres of habitat that would give fish a place to spend the winter.  The islands along the slough have been dwindling since the completion of the lock and dam system on the Upper Mississippi River........

WA State Boater Gets Cash Reward for Busting Crime: Stolen Goods Found Online
$2500 from BoatUS; Winter Crime Prevention Tips



OAK HARBOR, Wash. March 2, 2011 -- When one Washington State boater had his boat burglarized at his marina, he didn’t take the news sitting down.

 

Peter Hunt’s internet sleuthing cracked a local burglary

 ring on Washington’s Whidbey Island and netted

him a $2500 reward from BoatUS.



Peter Hunt, of Oak Harbor, Washington, went to the internet, where he found the thieves selling the stolen items taken during a rash of boat burglaries – including his own chartplotter – on eBay. Recently, he brought his internet investigation to the attention of authorities that led to the arrest and conviction of an adult and two teenagers and recovery of over $50,000 in stolen electronic equipment. Over 90% of the goods stolen at Hunt’s marina were recovered and returned to owners.

For his effort in breaking the crime ring – which had burglarized three marinas on North Whidbey Island, WA, as well as 30 cars - Boat Owners Association of The United States (BoatUS) honored Hunt with $2500 from its Theft Reward Program. Created to combat the increase in boat theft nationwide, all BoatUS members are automatically enrolled in the program which simply requires the boat owner to affix highly visible, orange theft reward sticker to their vessel.

Winter Anti-Theft Tips:
As winter goes on, BoatUS says boaters, anglers and sailors must remain vigilant about boat theft and burglary and has these tips:

  • Keep your boat locked when you are not aboard. Never leave your keys or valuable items on the boat. BoatUS reports the top three items stolen from boats over the winter are electronics, outboards and outdrives. Remove electronics (if possible) and use a lock on outboards and drives.

  • Continue to make periodic visits to your boat when it’s in winter storage. Keep liquor out of site of prying eyes.

  • If a boat is stored on its trailer, the best way to prevent a theft is to remove one or more wheels.

  • Keep copies of ownership documents, serial numbers and photos of your boat and equipment in a safe place - off the boat for easy access should a loss occur.

2011 License Year Begins April 1: The new license year for Illinois fishing, hunting and sportsmen combination licenses begins April 1. Those licenses are available from DNR Direct license and permit vendors, online through the IDNR website at http://www.dnr.illinois.gov/online/Pages/default.aspx, or by calling (888) 6PERMIT (1-888-673-7648). DNR Direct makes buying licenses, habitat stamps and waterfowl stamps convenient and easy. By going online, license buyers can use American Express, Discover, MasterCard, Visa or E-Check and print their own license or receipt. Best of all, the system is available 24 hours a day. The 2011 annual licenses are valid through March 31, 2012, unless otherwise noted.


Safety Education: Now’s the time to begin planning for the 2011 hunting and boating seasons in Illinois by checking the schedule of IDNR hunter safety education and boating safety education courses. There are lots of hunter safety classes scheduled in March prior to the upcoming spring turkey season. Classes fill up quickly, so check the IDNR website for scheduled classes (more are being added each week). Mississippi River Near Hannibal, Missouri

    River Still Flooding....  Slightly........

 

The Mississippi River at Hannibal, Missouri is expected to fall below flood stage later in the week, but there is still a flood warning in effect.  Hannibal saw a crest of 16.65 feet on Monday.  As of Tuesday, flood warnings were still in effect for Louisiana and Clarksville, as the Mississippi was still on the rise.  Tuesday night the Mississippi was expected to crest at 15.5 feet in Louisiana, and 25.8 feet at Clarksville........

Mississippi River Near Marion County, Missouri

    Marion County Backs Hydropower Project........

 

The proposed hydropower project at Lock and Dam No.21 at Quincy, Illinois has another supporter:  The Marion County Commission.  During their Tuesday morning meeting, the three commissioners voted unanimously to back the project, citing that what is good for Quincy, is good for the region.  New tax legislation introduced in Jefferson City would reduce the tax liability for the project.  Without the tax incentive, the hydropower project would likely die........

Mississippi River At Hannibal, Missouri 

    Riverboat Landing Barge Damaged By Ice........

 

Thursday evening an ice floe on the Mississippi River broke one of the mooring poles that secures the mooring barge for the Mark Twain riverboat along the riverfront at Hannibal, Missouri.  The mooring barge houses the riverboat's gift shop and provides an approach for passengers to the riverboat.  The stern pole can be repaired within a day.  The barge itself will need to be inspected for damage.  Currently, the Mark Twain is docked at a marina in St. Charles County........

Piloting is the first course in the sequence of USPS courses on navigation, covering the basics of coastal and inland navigation. This course focuses on navigation as it is done on recreational boats today and embraces how to find your way even if your GPS fails. The course includes many in-class exercises, developing the student’s skills through hands-on practice and learning.

Topics covered include:
- Charts and their interpretation
- Navigation aids and how they point to safe water
- Plotting courses and determining direction and distance
- The mariner’s compass and converting between True and Magnetic
- Use of GPS – typical GPS displays and information they provide, setting up

   waypoints and routes, staying on a GPS route.
- Pre-planning safe courses and entering them into the GPS
- Monitoring progress and determining position by both GPS and traditional

   techniques such as bearings and dead reckoning
- The “Seaman’s Eye” – simple skills for checking that one is on course.

The Piloting class requires 10 sessions to cover the course topics.

Missouri Department of Conservation News

     New e-Permits Began March 1st

 

 

JEFFERSON CITY Mo – Beginning today (March 1), the Missouri Department of Conservation’s (MDC) new e-Permits system will enable Missouri hunters, anglers and trappers to purchase, print and immediately use most permits.

All sport-fishing and sport-hunting permits will be available through e-Permits, along with trapping permits and the Apprentice Hunter Authorization. Commercial permits and lifetime permits will continue to be sold through MDC’s Central Office by calling 573-751-4115.

Hunters, anglers and trappers will be able to buy permits online and print them 24/7 anywhere they have access to a computer and printer. They can still buy permits from vendors, and by phone by calling toll-free 1-800-392-4115. Phone purchases are subject to a $2 convenience fee, while the fee for online permit purchases is $1.

They also can save e-Permits on their computer and print extra copies of permits in case one is lost or ruined. As always, permits may not be shared, and additional copies of a permit do not provide additional valid permits for the buyer or others to use.

Missourians have been able to buy permits online since 2002. However, under the old online system, buyers received only confirmation at the time of purchase. They used this confirmation while waiting to receive the actual permits through the mail, which could take up to two weeks. This was no help to turkey and deer hunters, who need actual permits to tag game. With e-Permits, turkey and deer hunters will be able to buy permits, print them and have valid permits immediately.

Deer and turkey tagging procedures will change with the change to e-Permits. The main difference is that permits no longer will include a removable transportation tag. Instead, the permit itself will be the transportation tag. Deer and turkey permits will have months printed along one edge and dates on another edge. Hunters will notch the month and day as part of recording their harvested game and attach the permit to the animal. They will continue to check harvested animals through the Telecheck system.

E-Permits will not be printed on adhesive-backed material, so hunters will need to provide a means of attaching them to harvested game. Hunters are encouraged to put e-Permits inside zipper-type sandwich bags and attach them to deer or turkeys with string, twist-ties, wire, plastic cable ties or tape.

“Our change to e-Permits will also reduce costs as we phase out software, hardware and special permit material used in the old Point-of-Sale permit system,” said MDC Director Bob Ziehmer. “When fully implemented, e-Permits will reduce the cost of issuing permits by approximately $500,000 annually.”

Flood warnings are in effect in Southeast Missouri, as the Mississippi has risen above flood stage at Cape Girardeau, Missouri.  Mid-morning Tuesday, the Mississippi reached 32.75 feet.  Flood stage at Cape is 32 feet.  The high levels of the Mississippi River has prompted the closure of the Dorena-Hickman Ferry.  The National Weather Service is predicting that the Mississippi will rise to 34.5 feet by Saturday........

The National Weather Service has alerted residents around Peoria, Illinois that the Illinois River is under a flood warning, starting Tuesday evening, and running until further notice.  Minor flooding is likely through Friday.  Wednesday morning, the Illinois is expected to creep above Peoria's flood stage of 18 feet.  Friday morning, the Illinois River should crest near 18.4 feet........

After 25 years of boat building, Hannibal, Missouri based boat manufacturer, Black Thunder Powerboats, is up for sale.  The company's owner, Don Jenkins, stated that his 78 years of age is the reason for the sale.  Jenkins quipped that if he were 20 years younger, he would not be selling the company.  He further stated that his hopes were that the new owners would be go-fast boat enthusiasts that could take the company to a new level.  Jenkins is asking for $950,000 for Black Thunder Powerboats........

I went down to Our Lady of the Rivers this afternoon to shoot some pictures of the high water at the shrine. The water level at Grafton was at 20.6’ when I shot these. The crest of 20.9’ is predicted tomorrow for April Fools Day. Apparently the shrine was a cool place to be today if you are a Pelican. Since these pictures have so many birds in them, I thought about sending them to that other website that has more of an avian theme to it, but decided to give you first shot at them.

Illinois River

    Refuges On Illinois River May Close........

 

If the continuing resolution to operate the federal government is not approved, National Wildlife Refuges could close along 125 miles of the Illinois River between Meredosia and Henry.  The refuges are intended primarily for migratory birds, shorebirds and other waterfowl.  Lee Albright, manager of the Illinois River National Wildlife and Fish Refuges stated that they have not gotten instructions as of yet, or what the protocol will be in the event of closures........

The National Great Rivers Museum

    Rambling River Display Extended 

 

 

The display has been extended to run through March 26, 2011.

What: View the Rambling River fiber art display and discover how Missouri quilters are connected to the Mississippi River. The display is a series of small quilts forming one river that flows through a 22' compilation. The quilters were given only the dimensions of the panels and agreed upon the height of the river as it flows from piece to piece. Each section is the quilter's interpretation of what a river means to her.

When: Through March 26. The exhibit is available 7 days a week from 9 a.m. to 5 p.m.

Who: The Rambling River Fiber Artists is made up of quilters from the St. Louis and Kansas City regions. Fifteen ladies from across Missouri worked on the project.

Why: The exhibit was brought to the museum to illustrate how individuals can "Rediscover your connection to the river!"

Asian Carp Update

    Results Of Carp Barrier Study To Be Released........

 

In the near future, the U.S. Army Corps of Engineers will be releasing the results of a study that looked at the effectiveness of the electric Asian carp barriers installed on the Chicago Sanitary and Ship Canal.  Completed in the beginning of 2009, the barrier was designed to put out as many as 4 volts per inch into the water.  While the results of the study should be out within the next few weeks, this study is just a small portion of a larger study on the overall success entire barrier system........

Osage River Dams

   Corps To Hold Osage River Dam Meeting........

 

Next week, the U.S. Army Corps of Engineers will be holding a public meeting to discuss the operation of the dams on the Osage River.  The Truman Dam forms the Truman Reservoir, and the Bagnell Dam forms the Lake of the Ozarks.  The controls the Truman Dam, but Amren Missouri controls the Bagnell Dam.  The meeting was requested by Representative Blaine Luetkemeyer to head off concerns of flooding in areas below the dams........

01 March 1917 in River History


Congress passed the first federal flood control legislation on 1 March 1917. The measure authorized $45 million for flood control work on the Mississippi and Sacramento rivers. The next major flood control act was passed on 15 May 1928. This act established what came to be called the Mississippi River and Tributaries Project, a flood control project for the lower Mississippi basin. On 22 June 1936, President Franklin D. Roosevelt signed into law an act that recognized that flood control was a "proper activity of the Federal Government in cooperation with States, their political subdivisions, and localities thereof." Subsequently, the Corps was given nationwide responsibilities for flood control work. Thus, although there were earlier flood control acts, the 1936 legislation marks the true beginning of federal commitment to flood control.

    Sea Ray Chooses Satellite Partner........

 

Recently, Sea Ray announced that they have inked an agreement with KVH Industries naming KVH their exclusive satellite partner for the next three years.  Joe Cacopardo, director of marketing for Sea Ray, stated that the company chose KVH to supply satellite television receivers, fully stabilized antennas and associated hardware because they believe the TracVision line is superior to the competition.  Jim George, KVH's director of sales for satellite products declared that the TracVision line is flexible enough to offer satellite solutions for any Sea Ray vessel........

    Sales Numbers Down In January........

 

During January, fiberglass boat sales in the ever popular 14 - 30 foot segment dropped by 5.9% in January versus January of 2010.  Personal watercraft sales fell by 3.8% and the sales of all fiberglass boats declined by 6.3% during January as well.  Aluminum boat sales increased by 8.6% for January 2011, as compared to January 2010.  Sales of pontoon boats increased 8.7% and aluminum fishing boat sales increased by 8.2% during January 2011........
