Who is he ?

John is one of the people that works down in the hull of the "RiverBills.com boat" to keep it a-float and on-line each and every day.

John likes to burn the midnight oil cruising around on the water-ways of the internet in search of river news and oddities.  He likes to write the news intro's.  He takes pictures here and there ....and... even dabbles in a little river history now and then.

2-19-2010 Update:

John has pulled up anchor in St. Louis and is now moored his ship in Enterprise, Alabama. He still cruises the waters around St. Louis via the internet, collecting news, doing want ads and keeping the RiverBill's Boat Afloat.

RiverBill says...Thanks for all you do John !

The Federal Energy Regulatory Commission has effectively put the brakes on the proposed hydropower project at Quincy, Illinois.  FERC has dismissed the permit and license applications from the principals in the project, Great River Hydropower, LLC and Mississippi River 21 Hydropower Company.  The good news is that this possibly creates opportunities for other hydropower developers at the site.  There is at least one other company that has filed for preliminary permits for a hydropower project at Lock and Dam No.21........

FOR IMMEDIATE RELEASE:

US Coast Guard Auxiliary Safe Boating Class

Boater Education Saves Lives

Missouri’s Mandatory Boater Education Law took effect January 1, 2005, and requires that every Missouri resident born after January 1, 1984 who operates a vessel on Missouri lakes must carry a boating safety identification card issued by the State Water Patrol and a valid photo ID. This includes personal watercraft like Jet-Skis. The Boating Safety ID Card indicates successful completion of a boating safety education course. Illinois and many other states have similar requirements.

Flotilla 3-13 of the United States Coast Guard Auxiliary will be offering the “About Boating Safety” course at Grafton Harbor this spring. The course runs on 2 consecutive Saturdays from 9:00 AM till 1:00 PM. The next class begins April 9 and concludes on April 16. Another class will begin May 7 and conclude on May 14. Successful completion of this course will not only earn the Boating Safety ID Card, but will also give you invaluable information which will help you to remain safe on the water. Whether you are required by law to take the course or not, Boating Safety Education will help you be a better, safer boater. Insurers recognize this and most offer a discount on your insurance for completing the course.

Course Preregistration is necessary. Sign up or for more information by dropping by the Harbor, or calling Jan at 618-786-7678 or by contacting Mark via e-mail msz@charter.net or cell phone number 314-803-7044.

To learn more about boater education, Vessel Safety Checks and other services provided by the Coast Guard Auxiliary – or if you are interested in learning how to become one of us – please visit us online at www.uscgauxflotilla3-13.org or contact us at msz@charter.net.

The United States Coast Guard Auxiliary is composed of uniformed, non-military volunteer civilians who assist the Coast Guard in all of its varied missions, except for military and direct law enforcement. These men and women can be found on the nation’s waterways, in classrooms and on the dock, performing safety patrols, vessel safety examinations and public education. The 29,000 members of the Coast Guard Auxiliary donate millions of hours annually in support of Coast Guard missions.

News Release From BoatUS

Safely Keeping Off the Chill
BoatUS' Four Safety Tips for Electric Heaters Aboard Boats

ALEXANDRIA, Va. February 18, 2011 - While ice has overtaken much of America's northern waterways, recreational boating continues throughout the Southeast, Gulf and Western regions. Keeping the chill off at night when temperatures plummet often requires the need for boaters to keep warm, leading many to use portable electric heaters aboard their vessels. That, however, can lead to safety concerns.

Problems often come from the limitations of the boat's own AC electrical system - also commonly called "shore power" and used while the boat is docked. Additionally, some portable heaters' poor design features make them a bad choice for use aboard boats.

"Portable electric heaters can work well in a house, but putting them aboard a boat requires more vigilance," said BoatUS Director of Damage Avoidance Bob Adriance. "Our boat insurance claims files show that fires often originate with boat's electrical systems, as they can't handle the high amperage. And some portable heaters don't have tip-over switches that automatically shut them off after wave action knocks them over."

BoatUS has these top four tips when using a portable electric heater:

  1. Turn if off: Never leave a portable electric heater on while you are away from the boat or when you go to bed.

  2. "Tip Over" switch is a must: Many portable heaters are not intended to be used for unstable locations and don't have wide bases needed to keep them upright when another boat's wake strikes your boat. Use only an electric heater with a tip-over switch that will shut off the heater automatically if it gets knocked over.

  3. Keep the heater separate: Never use another high-amperage appliance on the same receptacle with a portable electric heater.

  4. Don't take the "Extension:" Never use an extension cord with an electric heater.

This press release reprinted by permission of Scott Croft of BoatUS.

Illinois Conservation Districts

Soil and Water Conservation Offices To Lose Funds........

Amid the cuts in Illinois Governor Pat Quinn's $35.4 billion budget, the $600,000 slated to be removed from soil and water conservation offices could be among the most hotly contested.  Some of the state's 100 Soil and Water Conservation offices will be closed or consolidated, but which offices will close has not been decided.  SWC districts do as their name implies, they help property owners and governments protect land and watershed resources.  The SWC districts also reel in federal funding, and may lose some of those dollars with the office closures.........

Missouri River At Jefferson City, Missouri

Project Allows People To Walk Under The Missouri River........

The Missouri American Water Company is working on a unique construction project, that created an odd opportunity:  a goup of people got the chance to walk under the Missouri River.  Missouri American is replacing the old limestone hole that had serviced Jefferson City's water needs since 1888.  The new intake will feature special screens to keep debris and large fish from getting sucked into the well, and electric pumps will move River water to a treatment plant before sending it to customers........

News Release From BoatUS

Vote For Your Favorite New Life Jacket Design
Videos Depicting Innovation in Life Jacket Design Competition Entires Available on Facebook

ANNAPOLIS, Md., February 17, 2011 – The BoatUS Foundation for Boating Safety and Clean Water is asking boaters, sailors and anglers to vote now for their favorite new life jacket design entry in the “Innovation in Life Jacket Design Competition”.

To view the life jacket design entry submissions – including video footage of prototype demonstration - visit the Foundation’s Facebook page at www.Facebook.com/BoatUSFoundation.

Hurry, because online voting ends Monday, February 28 and your vote will help the judges select the finalists.

Design entries will also be judged by a panel of boating safety experts who will evaluate the designs based on the following criteria: innovation, wearability, value/affordability, reliability, versatility and practicality. Finalists will get the chance to showcase their designs in person at the upcoming International Boating and Water Safety Summit in Savannah, Georgia. The winning designer will receive a $5,000 cash award.

The competition is a partnership of the BoatUS Foundation, Underwriters Laboratories and the Personal Floatation Device Manufacturers Association. The goal is to rethink a 100-year-old design, seek out the newest technologies and design innovations and develop interest in newer, more comfortable life jackets. For more information, visit the BoatUS Foundation Facebook page or go to www.BoatUS.com/Foundation/lifejacketdesign.

    Brunswick Sees Signs of Recovery.....

According to a news article in Trade Only today......Executives at Brunswick Corp. are convinced that market for new boats hit the bottom in 2010.  The company has taken the steps to capitalize on a recovery.

The company is comfortable being in the marine business and says it can be profitable even if the new-boat market is smaller than it once was. They estimate that 132,000 new boats were sold in the United States in 2010.

Boaters have continued to boat during this recession... the company thinks they will continue to do so,

After running aground on December 11, 2010, the Branson Belle may be re-opening next month.  The U.S. Coast Guard had cleared the vessel to resume shows shortly after the accident, but the owners, Herschend Family Entertainment, decided against re-opening due to extensive damage.  The Belle needed repairs to her hull, and extensive renovations were made, including a new propulsion system........

House Bill Would Close Chicago Locks........

Wednesday, a Michigan Congressman put forth legislation that would force the closure of 2 shipping locks linking the Great Lakes to the Mississippi River Basin.  Republican Dave Camp's bill would be an attachment to a federal spending bill.  It would essentially deny funds to the U.S. Army Corps of Engineers for the operation of the locks. Opposition to the bill will be headed up by Judy Biggert, an Illinois Republican, who calls the proposal "short sighted and ineffective"........

Missouri Department of Conservation to hold public forums on preventing invasive “rock snot”

.

Statewide
Posted by Joe Jerek on Feb 16, 2011

JEFFERSON CITY Mo – The Missouri Department of Conservation (MDC) will hold public open-house forums in March and April to help educate anglers and boaters about the dangers of “didymo” or “rock snot.” This invasive alga forms large, thick mats on the bottom of lakes and streams, smothering aquatic life vital to the food chain that supports many fish species, including trout. Didymo (Didymosphenia geminata) has been found just south of the Missouri-Arkansas border in the White River.

According to MDC Fisheries Biologist Mark VanPatten, preventing the spread of this invasive species is critical to the health of Missouri’s lakes and streams. He added that recreational equipment such as boats, lifejackets, and fishing gear -- particularly waders -- are the most likely ways for Didymo to spread into Missouri.

“In addition to educating anglers and boaters about the threats of Didymo, we are considering potential regulation changes to prevent the spread of this invasive alga,” said VanPatten. “Public input in this process is very important.”

Public meetings will be held at or near the following fish hatcheries:

• Montauk State Park: Searcy Building, Tuesday, March 15, 6 p.m.

• Bennett Spring State Park: Hatchery Building, Monday, March 21, 6 p.m.

• Shepherd of the Hills Hatchery – Lake Tanyecomo: U. S. Army Corps of Engineers’ Dewey Short Visitor Center at Table Rock Dam, Saturday, March 26, 1 p.m.

• Roaring River State Park: Emory Melton Inn and Conference Center, Thursday, April 7, 6 p.m.

• Maramec Spring Park: James Memorial Library Meeting Room, 300 W. Scioto St. in St. James, Monday, April 11, 6 p.m.

To help reduce the spread of Didymo, remember, “Check. Clean. Dry.”

• Check all gear and equipment and remove any visible algae. Do not dispose of algae by putting it down a drain or into bodies of water.

• Clean all gear and equipment with a solution of 2-percent bleach, 5-percent saltwater, or dishwashing detergent. Allow all equipment to stay in contact with the solution for at least one minute. Soak all soft items, such as felt-soled waders and life jackets, in the solution for at least 20 minutes.

• Dry all gear and equipment for at least 48 hours by exposing it to sunlight.

VanPatten added that replacing felt-soled waders with waders that have rubber or synthetic soles can also minimize the risk of spreading rock snot and other invasive species.

For more information about the meetings, contact VanPatten at 573-751-4115 ext. 3892 or mark.vanpatten@mdc.mo.gov.

Tri-States Flooding Outlook

    Some Levee District Directors Optimistic........

Even though some twenty inches of snow was dumped on the Tri-States area two weeks ago, nearby drainage district directors are optimistic.  Over the past few days, quite a bit of that snow has melted, running off into creeks and rivers.  At this time, the snow melt has been slow enough not to cause issues.  What the directors are concerned with is the rains coming in March and April.  They will also be keeping an eye on, but are not too concerned with the snow pack in Wisconsin and Minnesota.......

River History....

16 Feb 1854 in River Racing History

Competition between the boat lines brought about the beginning of racing by the captains. The first boat to come into port was given first chance to unload and to be the first to get away to pick up freight at the next stop. This made it necessary to build faster boats.

Houses were built with lookouts on top making it possible for the people to watch the racing steamers coming into dock. The boats were loaded with freight and crowded with passengers who felt lucky to be aboard during the race.

The townspeople came to the riverfront and cheered as the speeding boats entered the Alton port. The prize was a set of gold covered antlers, which were placed in the pilot house until some other boat defeated the champion.

The boat racing continued until a tragic accident happened. On February 16, 1854, the steamer "Kate Kearney" blew up as she was pulling away from the crowded wharf at St.Louis. Fifty people were killed and twenty-five were badly injured. Some of the passengers and crew were blown into the river and lost. Newspaper criticism of the races and government action brought an end to the reckless races on the Mississippi.

Boat Manufacturer

Costco Displaying Whaler and Sea Rays........

Over the summer, at a few select stores, Costco members were able to check out a few of the new Boston Whalers and Sea Rays, amid the giant sized toilet paper and gargantuan mayonnaise bottles.  The unmanned boat displays were part of a pilot program that offered sizable discounts and incentives to Costco members that purchased a boat.  The program was slated to end in September, but strong sales led to the program running through the end of the year.  This year, the program extends to all dealers close to a Costco store........

Washington (February 14, 2011) - The President’s Budget for fiscal year 2012 (FY12) includes $4.631 billion in gross discretionary funding for the Civil Works program of the U.S. Army Corps of Engineers (USACE), offset in part by a proposal to cancel $57 million of prior year funding, of which $35 million was provided through an emergency supplemental appropriation.

The Honorable Jo-Ellen Darcy, Assistant Secretary of the Army for Civil Works, said, "This year’s Civil Works budget for the U.S. Army Corps of Engineers reflects the Administration’s priorities through targeted investments in the nation’s infrastructure that help restore the environment and revitalize the economy, while also reflecting the need to make the tough choices necessary to put the country on a fiscally sustainable path.

"The Budget funds the planning, design, construction, operation and maintenance of projects, and focuses on the three main Civil Works mission areas: commercial navigation, flood and coastal storm damage reduction, and aquatic ecosystem restoration, as well as hydropower.

“This is a performance-based budget that funds the construction of projects that reduce risk to public safety, provide significant environmental restoration benefits, or provide significant economic returns on the nation’s investment,” said Darcy.

The Army Civil Works program additionally contributes to the protection of the nation's waters and wetlands; the restoration of certain sites contaminated as a result of the nation's early atomic weapons development program; and emergency preparedness and training to respond to natural disasters.

New federal funding in the Civil Works budget consists of $3.753 billion from the general fund, $758 million from the Harbor Maintenance Trust Fund, $77 million from the Inland Waterways Trust Fund, and $43 million from Special Recreation User Fees.

The FY12 funding will be distributed among the appropriation accounts as follows:

  • $2.314 billion for Operation and Maintenance

  • $1.48 billion for Construction

  • $210 million for Mississippi River and Tributaries

  • $196 million for the Regulatory Program

  • $185 million for Expenses

  • $109 million for the Formerly Utilized Sites Remedial Action Program

  • $104 million for Investigations

  • $27 million for Flood Control and Coastal Emergencies

  • $6 million for the Office of the Assistant Secretary of the Army for Civil Works

News Release From BoatUS

BoatUS Smart Phone App Will Get You Home When Your Boat Won't

ALEXANDRIA, Va., February 15, 2011 – When your boat breaks down on the water or runs out of gas, calling for an on-the-water tow is simple. The hard part, sometimes, is being able to tell the BoatUS towing fleet precisely where to find you, which can delay a safe tow home.

Now, Boat Owners Association of The United States (BoatUS) offers the only smart phone “App” that helps you call for a tow in a hurry and also adds helpful location and tracking features just for boaters, sailors and anglers. And you don’t have to be a BoatUS or BoatUS Angler member to download the free App.
“The new BoatUS App can greatly improve towboat response times due to the accuracy of the GPS latitude and longitude technology built into these high tech phones,” said BoatUS Vice President of Towing Services, Jerry Cardarelli. “The moment you hit the App’s ‘Call Now for a Tow’ button, it automatically provides us with critical information before our crew even answers the phone. We think the App really adds a new layer of comfort and peace of mind.”
Available for iPhones and Android phones, the App is available by going to www.BoatUS.com/app. Once uploaded to your smart phone and information is entered, the App is ready to go and gives boaters three choices: Call Now for a Tow, Share Your Location, and BoatUS Directory......... Metro East Levee Update

    Alton Hosted Levee Update Meeting........

Monday evening, Alton played host to an informational meeting to discuss concerns stemming from the Wood River Levee system.  The Metro East Levees were constructed more than 50 years ago and many experts state that the levees are showing their age.  Recently, the communities protected by the levee system filed suit against FEMA, citing that the revised flood maps label the levees as useless, effectively freezing development in the floodplain.  At this time levee repairs and upgrades are being made........

News Release From BoatUS

Twelve On-the-Water Recreational Boat Towing Captains
Honored for Heroism in 2010

ALEXANDRIA, Va., February 14, 2011 - With over 600 tow boats spread across the country responding to over 60,000 routine requests from boaters for on-the-water assistance, the law of averages dictates that the captains of these vessels are bound to run into life-threatening emergencies. And, as with any heroic act, the captain is faced with the split-second decision to either step in - putting them in harms way to try to save the individual - or to call for help.

BoatUS Towing Services honored 12 of its TowBoatUS and Vessel Assist captains with its annual BoatUS "Woody Pollack Lifesaving Award" at a ceremony that capped off the group's annual conference held recently in Long Beach, CA.

"When the normal routine of dropping off gas or providing a tow back to the launch ramp is interrupted by a life-threatening may day call on the radio, our captains stepped in," said BoatUS Vice President of Towing Services Jerry Cardarelli. "They are not in the rescue business, but without hesitation they went out to save fellow boaters. We are very proud of their heroic actions."

Here are the details on the incidents:

Capt. Clayton Tieman of TowBoatUS Tampa Bay / Tarpon Springs, FL responded to a report of a boat on fire and safely removed the crew of two, just as the boat's decks began to burn their feet and live ammunition stored below began to explode.

Capt. Daniel McAndrew of TowBoatUS Detroit Lake / Lake St. Clair, MI was the first to arrive on scene at a tragic collision between two boats and successfully pulled eight persons - some critically injured - aboard his boat and rushed them to shore.

Capt. Kevin Freestone of TowBoatUS Big Pine Key, FL was nominated for two life-saving actions. The first was for locating, providing urgent aid and emergency transport of a kayaker gravely wounded by a barracuda that struck her while traveling at 40-50 miles per hour. The second incident involved coming to the assistance of a vessel that ran ashore onto rocks with 65-year-old man aboard with a severe head laceration and a broken arm and leg.

Capt. John Aydelotte of Vessel Assist Anacortes, WA successfully retrieved an out-of-gas pleasure boat with a family of four aboard under extreme weather and sea conditions.

Capt. Zach Willis of TowBoatUS Beaufort, NC pulled three anglers from the Beaufort Inlet after a wave capsized their small fishing boat and plunged them in the turbulent water.

Capt. Paul Amaral of Vessel Assist Ventura, CA was honored for responding to the assistance of two sailing vessels disabled and adrift in treacherous seas off the California coast.

Capt. Augustine Malfavon of Vessel Assist San Diego, CA retrieved an unconscious man from the water who then was revived onboard a San Diego Harbor Patrol boat.

Capt. Lee Sykes of TowBoatUS Beaufort, NC performed CPR on a man in cardiac arrest aboard a commercial vessel and kept the crewman's airway open until the Coast Guard arrived on scene, and continued CPR while being transported to shore.

Capt. R.W. Henson of TowBoatUS Falmouth, MA responded to a call for a heart attack and provided first aid, coordinated rescue efforts, and transported the victim to shore.

Capt. Tim Simpson of TowBoatUS Swansboro, NC responded to a capsized vessel at the Bogue Inlet where he found five individuals, including an 8-year old child, clinging to the overturned 19-foot skiff. All were safely rescued.

Capt. Mike Procek of TowBoatUS Falmouth, MA was able to save one man who was swept away from his anchored boat and not wearing a life jacket.

Capt. Jason Davis of Vessel Assist Ventura, CA provided an emergency communications relay between a bystander reporting a kayaker in distress off Santa Cruz Island and the local Coast Guard station

Mississippi River Levees In State of Louisiana

State Must Help Foot Levee Repair Costs........

Monday, Louisiana state officials were notified by the U.S. Army Corps of Engineers that the state would have to pay for 35% of the possible $1 billion increase in the cost of repairs to certain federal and non-federal levees.  This notification came on the heels of the release of the Obama administration's proposed 2012 federal budget.  The Corps statement drew the ire of U.S. Senator David Vitter, R-La, and Plaquemines Parish President, Billy Nungesser, who stated that the president is breaking a promise made by former President Bush to restore the levee system and pay for the repairs........

Late last year, Skipperliner of La Crosse, Wisconsin was awarded a $1.7 million contract to construct a new tow boat and barge for Cassville, Wisconsin.  The new ferry will replace the existing ferry, dubbed the Charlie D, that has been shuttling cars across the Mississippi River at Cassville since 1966.  The suggested names include "Charles Dietrich", who was instrumental in establishing the ferry and "The Spirit of Cassville"........

River Gauge On Eads Bridge Re-Located........

Last week, workers with the U.S. Geological Survey were scaling one of the piers of the Eads Bridge in an effort to move the River Level gauge to the upper road deck.  Mounting the new equipment box to the road deck was the easy part of the undertaking.  Installing new conduit from the road deck down to the River bottom was a bit more difficult.  The conduit connects to an under water pressure sensor.  The new equipment box will feature a large screen that will allow motorists and pedestrian to observe the current River level........

Gypsy Rose ....

Ahoy! River Bill,

Pirate News!

The Gypsy Rose is going to the Lake of the Ozarks this spring. We are building a bigger Pirate Ship for the river, it will be ready in April of this year. We will now have two locations. Captain Ron's at the lake and Pirates Cove at Grafton.

The cove will be next to the Loading Dock. A great place for people to hang out and for kids to play games and search for Pirate treasure while waiting to go on a Pirate Ship cruise. The Sharkboat will be there too!  Looking for lunch!

It's going to be a great Summer.

The Winter of 1898-1899 in River History

Water Powered Jet Pack Coming This Summer........

While any kid with an imagination dreams of soaring over the terrain, thanks to a trusty jet pack.  These days, the waterpowered Jetlev is getting ready to make that dream a reality. The unit consists of the main backpack, an engine that doubles as a floatation device and a 10 meter hose.   Water is drawn through into the device, where it is pumped out of two nozzles on the rear of the jetpack, creating roughly 500 pounds of thrust.  The jetpack is capable of speeds over 20 mph........

SD Boaters ....

Hi Bill,

I saw your Tee Shirts made it up to SD, any idea where in SD?

My home port is Sioux City, IA, it’s the last port at mm 732 on the Missouri River. The Missouri River Boat Club ( TheMRBC.com ) is just across the river from SD.

A little cold up there just yet but as soon as the ice melts the club will be busy.

RiverBill says..... We will see what we can find out.  I posted some info about the Missouri River Boat Club below...

Missouri River Boat Club

    Sioux City, IA.......

The Missouri River Boat Club (MRBC) was founded in 1955 by a group of boat owners who wanted a convenient place to put their boats during the summer months, without having to take them to the public ramp and found the perfect spot on the Big Sioux. MRBC is located in the Riverside Park area. The MRBC started out with only a few members but has snowballed into 200+ members.

Southern most point

We have officially traveled to our furthermost point of our trip. We decided to continue north on our Great Circle Loop Route and attend our first Miami Boat Show this week. We are currently in Key Largo at an anchorage with Blue Yonder (Pete and Anna). We all left our mooring this morning at Shell Key and made it to our current anchorage before the winds and rain prevailed. This afternoon was a fun dinghy ride and walk into town and this evening was spent aboard baking a yummy recipe from Anna that everyone loved. Strong winds and storms are expected over the next several days so we'll stay put for awhile.

As for the past week.....Craig scrubbed the exterior of the boat and while a hose set dripping off the side of the boat, a big manatee came up for a drink

Sombrero Beach was a hotspot for our stay in Marathon. Pictured here on top of the sand that was dropped here by a dump truck earlier in the day.

Bill:

Susan & I went to Florida over the Christmas holidays. And while it wasn't as warm as it was in Negril, Jamaica, 62 degrees and sunny sure beat 15 degrees and snowy.

It seemed as though everywhere we went in Florida, there were reminders of Riverbills.com . So we took a few pics that we figured you'd like.

We have:

A) An empty Bench (usually very popular on Riverbills)

B) Birds (we KNOW how much you like birds) BTW, that's me sitting with my new bird friends. That's Boca Ciega Bay in the background.

C) Birds with an empty bench. (this "combo" pic may send you "over the top".)

If we could have taken a pic of a wet dog, we know we would have made Carl's day, too.

However, we know your readers would appreciate the truck we passed on on I-275. It was promoting Medical Marijuana. I've attached a pic.

Warming Weather Spells Dangers On Ice --

Missouri State Highway Patrol Reminds Public Of Ice Safety

MISSOURI STATE HIGHWAY PATROL
a division of the
DEPARTMENT OF PUBLIC SAFETY

Water Patrol Division, Post Office Box 568, Jefferson City, MO 65102-0568

News Release

EMPHASIS: Warming Weather Spells Dangers On Ice -- Missouri State Highway
Patrol Reminds Public Of Ice Safety

The Missouri State Highway Patrol cautions the public to be wary of and
avoid walking on frozen bodies of water. Most of Missouri’s waterways have
been at least partially ice covered at some point over the last few months.
With the weather forecast predicting a short warming cycle and the
encroaching spring, many of these frozen surfaces will be melting rapidly.

Four inches of good ice is the recommended thickness to support the weight
of a person. Ice formed over natural bodies of water many times is not
uniform in its thickness for a variety of reasons. Ice formed over moving
current or naturally occurring springs tends not to be as strong. Other
factors that can weaken ice are exposure to sunlight and snow covered ice
as is present around most of the state. Snow can act as insulation,
inhibiting ice formation and speeding up the melting process as the sun
shines on it.

Adults should educate children about the dangers of playing on ice. Many
ice victims start out as would-be rescuers. To prevent this from
happening, do not go out onto the ice to rescue another person or retrieve
a pet. To aid someone who has fallen through the ice the first step should
be calling for emergency services. Most local fire departments have the
quickest response time, the proper equipment, and have trained to handle
ice emergencies. Rather than going out onto the ice one should extend a
ladder, pole, or rope to a victim along with something that will float.

If you find yourself in the position of needing to be rescued, there are
techniques that should be followed for self rescue. Try not to panic.
Face the direction you came from and spread your arms out on the unbroken
ice. Kick your feet and try to pull yourself onto the ice. Once out of
the water, do not attempt to stand. Lying on the ice keeps your weight
distributed. Roll away from the hole then crawl across the ice back to
solid land.

Upper Mississippi River

    Quick Warm-Up Could Bring Floods........

Maren Stoflet, a hydrologist with the National Weather Service's Quad Cities office, stated that the recent blizzard events will increase the potential for flooding when the temperatures warm up.  While the snowmelt will contribute to flood conditions, the higher moisture content of the soil and the higher than normal stream flow over the winter, could really increase the potential for flooding.  If the snow melts gradually, the severity for flooding would be reduced........

Plan H Update

   Plan H:  Good Or Bad?

Many Missouri residents believe that the proposed Plan H is a catastrophe waiting to happen.   Plan H would raise all but 20 of the 140 levees along the upper Mississippi River to withstand 500-year-flood levels.  The majority of the levees that would not be raised are in the Missouri counties of Pike, Lincoln and St. Charles.  Jerry Daugherty, the leader of a group opposed to Plan H, plans to attend the annual meeting of the Upper Mississippi, Illinois and Missouri Rivers Association on Friday.  The UMIMRA originally backed Plan H, but is open to other methods of flood control........

Wednesday evening, representatives from the National Weather Service stopped in Williston, North Dakota to discuss concerns that current flood levels are ineffective.  The National Weather Service is suggesting raising flood levels along the Missouri, because during the past two years when flood warnings had been issued, there were no casualties or property damage.  By raising the flood levels, warnings would be more accurate, and the public may take them more seriously........
