Delta Queen Update

The Queen May Be Resuming Cruises........

The Delta Queen may be making a return to a River near you, thanks in part to the defeat of a longtime Minnesota congressman, Jim Oberstar, in the recent mid-term elections.  Apparently, the former U.S. Representative had cited safety concerns in not continuing the exemption from the 1966 law that prohibited wooden vessels from carrying more than 50 overnight passengers.  Save The Delta Queen 2010 is looking to buy the Queen, and believe that Oberstar's defeat may very well open the door for her return to the cruising........

One of Missouri's favorite native son's
The man was born in Florida, Mo and lived in Hannibal, Mo and St. Louis Mo.
He was a riverboat captain, a journalist, a lecturer (comic) and an author.
He lived most f his boyhood years on the banks of the Mississippi River in Hannibal, Mo.

The town of Hannibal and its inhabitants became the subjects of Mark Twain's later famous writings........ especially The Adventures of Tom Sawyer.

St. Louis Corps of Engineers schedules Dec. 1 open house on Upper Mississippi River Comprehensive Plan

St. Louis, November 5 – The St. Louis District Corps of Engineers will host an open house Dec. 1 from 4-6 p.m. at the Old Monroe, Mo., Knights of Columbus Hall to answer questions and address concerns about the Upper Mississippi River Comprehensive Plan. The open house will feature information stations geared to answer questions on the Plan and the alternatives studied, to include Plan H. A public discussion will follow from 6-7 p.m.

The Knights of Columbus Hall is located at 121 Maryknoll Rd., Old Monroe, Mo., 63369.

Congress authorized the Upper Mississippi River Comprehensive Plan in 1999 to address water resource and related land resource problems and opportunities in the Upper Mississippi River Basin above Cairo, Ill. The study focused on comprehensive flood damage reduction on the Mississippi and Illinois rivers floodplains.

Under the study, the Corps investigated eight flood risk management options – ranging from flood buyouts, and nonstructural plans, to structural alternatives with varying levels of protection. The study considered the benefits, risks and costs of every option.
The study was finalized and sent to Congress in January 2009.
The Corps of Engineers was unable to recommend any of the options to Congress because the costs outweighed the benefits.
“The Corps understands the need for a comprehensive plan,” said Col. Tom O’Hara, St. Louis District commander. “An Upper Mississippi River Comprehensive Plan is needed to ensure a more unified approach to flood risk management and will allow us to better plan for flood risk reduction.”
Information on the Upper Mississippi River Comprehensive Plan, to include frequently asked questions can be found at the St. Louis District web site: www.mvs.usace.army.mil.

Making Headway - Weekly Column
    By Captain Larry Walker

What would you do if one of your passengers fell overboard? How much thought have you given to what you would do if that occurred? If your answer is "not much," maybe its time that thought about it. Also, if it is you in the water, is your crew trained to deal with it?

There are a few things that should be done as soon as a person falls overboard. Any crewmember or passenger onboard that observes the incident should shout "man overboard" clearly and loudly enough for the vessel's operator and all others to hear.

On recreational vessels, due to their size, shouting "man overboard" is usually sufficient. On larger vessels where the operator is isolated from the passengers and crew, other means of notification will be required. Going to the bridge, or using a telephone or intercom may be alternatives.

As soon as possible after a person is spotted in the water, a buoyant device (anything that floats) should be thrown in the direction of the person overboard. Care should be taken to avoid hitting the person with the buoyant device. The object is to mark the spot and to give the person in the water something to hold onto.

Marking the spot is critical. Never make the assumption that the person in the water is a "good swimmer" or in "perfect shape." Mark the spot anyway. The fall overboard may include a knock in the head on the way over, or the fall may be the result of some condition that could render the person in the water motionless. Unconscious people cannot swim.

Keeping track of how far the buoyant device actually lands from the person in the water is also very important. If after turning the boat around, you cannot see the person in the water, they are likely to be under water. Remembering how far the buoyant device landed from the person in the water will help you find the person, if they are not visible above the water line later.

Another very important step is to assign a "pointer" who will keep their eyes focused on the person in the water, and their arm outstretched with their finger pointing in that direction. The "pointing" aspect of this is critical, since if you take your eyes off the person for a second, and they go under in that second, continuous pointing will get you back to the spot. The pointer also serves as a guide for the boat operator.

If you have several people onboard, assignments can be distributed among them. However, there may be times when you are the only remaining person onboard, and all assignments will fall on your shoulders.

If you have the additional help onboard, while on the way back to retrieve the person in the water, you can be getting a few things ready. In a cold-water situation, towels, dry clothing, blankets, etc. will be needed. A person in a life vest standing by to go into the water, if necessary, would be helpful. Cold water may render the person in the water unable to climb a boarding ladder without assistance from below.

As you may have noticed, there are a few things to think about, and now is the time!

Until next time, I wish you clear skies, fair winds and calm seas!

News Release From BoatUS

BoatUS Angler Goes Underwater with Hook n' Look TV Sponsorship
Fishing from The Fish's Perspective

ALEXANDRIA, Va., November 29, 2010 - To help anglers get more out of their fishing, BoatUS Angler has signed up to sponsor the Hook n' Look fishing show, which offers a unique underwater perspective in the field of fishing TV shows.

Broadcast on the Versus cable network and premiering its first show of the fourth season December 27, Hook n' Look's father-and-son team of professional angler Kim Stricker and his son Danny, don dive gear at fishing destinations across the country. "As a lure goes below the surface the cameras follow, revealing how the fish relate to the underwater habitat, where the bait fish lie, and how the lure is presented," said BoatUS Angler's Steve Levi. "This is the kind of stuff that is usually out of sight, and it's really eye opening."

"Most of us know how to read our electronics," continued Levi. "However, Hook n' Look will then dive on the same location to see what it really looks like underwater, demystifying the angler's experience. It's fishing from the fish's perspective, and it makes you a smarter angler. Being a provider of helpful information is exactly what BoatUS Angler is all about."

BoatUS Angler is a membership and services program from the nation's largest boat owners group, BoatUS. Services include on-the-water towing, roadside help for disabled boat trailers and their tow vehicles, and boat insurance that comes with the features that anglers need.

The TV show will also include segments that ride along with the BoatUS on-the-water towing fleet, the largest in North America.

"BoatUS has been around since 1966, and I think a lot of anglers really don't know what a great value BoatUS Angler membership is," said Kim Stricker. "We're going to show why their services, information and advocacy are important to have."

For more information on BoatUS Angler, go to www.BoatUSAngler.com. For more information on the Hook n' Look go to www.kimstrickerproductions.com.

###
Boat Owners Association of The United States (BoatUS) is the nation's leading advocate for recreational boaters providing over half a million members with a wide array of consumer services, including on-the-water towing assistance provided by TowBoatUS and Vessel Assist Pacific. Combined, these two towing fleets offer North American boaters the largest network of US and Canadian towing ports with over 290 locations and over 600 towing assistance vessels — more than double that of any other service provider

Meramec River Near St. Louis, Missouri

Funny Tasting Water O.K. To Drink........

There have been reports of odd tasting water in south St. Louis County since Thanksgiving.  Ann Detmer, spokesperson for Missouri American Water, stated that the recent rains had washed sediments into the Meramec River.  Missouri American has responded by changing their treatment processes and they will flush fire hydrants to rectify the problem.  Detmer added that the hydrant flushing will change the color of the water, and that running the tap will clear it up.  The water quality will still meet all standards........

    Marine Theft Prevention Tips.......

THEFT PREVENTION
Marine theft is on an increase, and is usually done by relatively unskilled, young amateurs who strike where they find an easy opportunity.

We can defend ourselves against this type of crime by becoming security conscious and by practicing the following common sense crime prevention measures, keeping in mind three factors which discourage thieves everywhere: TIME NOISE VISIBILITY

In considering boat security, try to think like a criminal. What factors about your boat or moorage would make it an easy target for a thief?

20th Anniversary Of Mississippi River Run........

20 years ago this summer, a rather impressive powerboat endurance record was set:  Howard Arneson's 1,039 mile run from New Orleans to St. Louis in just 12 hours and 40 minutes.  Arneson and his navigator, Thomas George accomplished this feat in a 32 foot Skater catamaran powered by a 1,250 hp General Electric gas turbine engine.  The pair beat the old record by 7 and a half hours.  The nearest competitor was in Memphis when the Skater crossed the finish line.   A party was held recently to celebrate the endurance record, where Arneson quipped that the only time they slowed down was for fuel and

barge wakes........

Lake Of The Ozarks

Levels At The Lake Up A Foot........

Thanks to the extended rains over the past week, the elevation of the Lake of the Ozarks has risen from 657.7 feet to 658.6 feet,  The operators of Bagnell Dam has reported that they are running at minimum generation .  The increase in elevation puts the lake levels in line with the Lake of the Ozarks Guide Curve that recommends an elevation of 659 feet through December.  Starting in January, the operators will begin a two month drawdown to prepare for spring rains and runoff........

Panama City to White City, Florida

We just can’t get enough of these sweet dolphins. We’re convinced that they’re smiling at us and can hear our screams when they come. They’ll swim next to the boat for so long and tilt their heads slightly to look up at us. Each and every time the kids leap from whatever their doing to watch them in awe.

I’ve had several people ask why there aren’t any pics of myself (Danielle) on the blog…..so here are my feet on the bow pulpit!

Massalina Bayou in Panama City was a great anchorage completely protected through a narrow little drawbridge right next to town. It was quiet and peaceful (until we came haha) and we were able to dinghy up to a local restaurant and enjoy the town

Across St. Andrews Bay we took the dinghy to the Gulf of Mexico for a long walk of “shelling and crabbing.”

Dam Questions From The Lake Of The Ozarks

Why Is The Bagnell Dam Lake Level Different Than The Corps, GPS?

Recently, lakeexpo.com received a question inquiring why there is a difference in what Amren, the U.S. Army Corps of Engineers, and GPS report as the level of the Lake of the Ozarks.  The answer is that the Bagnell Dam as well as all LOTO surveys were based on a different zero elevation than Truman Dam.  Sea level was redefined after the dam Bagnell Dam was built, and as a result Bagnell Dam data is .9 feet higher than the current standard, and GPS measurements........

Mississippi River Near Portage des Sioux, Missouri

Smoke On The Water....  A Fire In The Sky....

Some changes have occurred at the Amren power plant near Portage des Sioux, Missouri.  Large white plumes of water vapor will be visible coming from the power plant.  The water vapor is the product of the new sulfur dioxide scrubber that removes 95% of the plant's sulfur dioxide emissions.  The scrubbers spray a slurry of crushed limestone and water into the hot flue gas, causing a reaction between the sulfur and limestone, creating synthetic gypsum.......

The Great Lakes

Carp Adding To Struggling Fishing Industry.........

Commercial fishermen have been feeling the pressure of regulations and the poor economy for some time now and the impending arrival of the Asian carp is giving the fishermen something else to worry about.  Some commercial fishermen are concerned that with the quotas, increasing costs and poor economy, the Great Lakes fishing industry may be extinct by the time the carp arrive.  While Lake Erie would be the most hospitable of the Great Lakes for the carp, if they make it into the Lake, experts say that all is not lost.  Sportfishing is holding it's own elsewhere that the carp have gained a toe-hold, such as the Missouri River........

Fishy Tales

Fish Drags Angler Into The Water........

Apparently, fishing is a bit different in Russia, as a giant fish reeled in an angler.  A banker was fishing and got a large bite.  Throwing caution to the wind, the banker leaned over the side of the boat, lost his balance and fell overboard.  Luckily, a boat with the border service was in the vicinity and was able to assist the overboard angler.  There were no reports on the whereabouts of the monster fish........

 Hi Bill,

I wanted to send you a few pics that were taken yesterday, Nov. 24, 2007. The skiing pics were taken in Snake Chute, and the boat pic was taken down at the Grafton marina. Pictured are my son Zac and our friend Caroline. They braved the 44 degree water yesterday for a ski run or two. Susie skiied a quick run as well, but no pictures of her!

Went to Grafton for some hot chocolate afterwards.

Mississippi River Is One Of The Best Eagle Watching Spots........

Thanks to conservation efforts, bald eagle populations have made a comeback.  The Upper Mississippi River Corridor from Wabasha, Minnesota to Rock Island Illinois is one of the prime areas for viewing the eagles.  In 1986, there were only 9 nesting pairs of bald eagles along the 261 mile stretch of the Mississippi River.  These days, there are 244 nesting pairs.  Recently, Bill Thrune, a wildlife expert with the U.S. Fish and Wildlife Service, revealed why this is.......

Making Headway - Weekly Column
    By Captain Larry Walker

Have you ever had a problem on your boat that was the result of leaving it unattended for a few weeks or more? There are a few things that could go wrong, given the proper circumstances.

It is fairly easy to avoid the occasional disaster that could befall our lonely boat while we're away. Let's start by listing a few unwelcome outcomes, along with some preventive measures. Some problems that come to mind include sinking from various causes, and damage from docks & pilings.

When it comes to sinking, we usually think about the prospect of hitting a submerged object, damage resulting from going aground, or some such event. We don't often think about other ways in which water can infiltrate our boat while dockside. Rainfall, dockside freshwater connections, or poorly maintained hoses connected to "through-hull" fittings are some of the causes.

Whether you own a sailboat or a sport fishing boat, your cockpit drains are an important piece of the puzzle. They keep your cockpit from filling with rainwater and overflowing into your salon. Drains are installed in the deck of your cockpit. They collect the rainwater and carry it over the side. That is, if they are working properly.

Cockpit drains can become clogged by leaves, other natural debris, or from onboard trash. Once a drain is partially blocked, an even smaller piece of foreign matter can block the remaining opening. Even if your drains are not completely blocked, a heavy rain can "out pace" them and fill your cockpit. After that, the next stop is to flood your salon. It pays to check those drains out regularly.

We rely on seawater to cool equipment such as our engines, generators and air-conditioning systems. That water enters our boat through valves connected to "through-hull" fittings. The valves should be closed when the equipment is not in use. If not, a weak or deteriorated hose could spring a leak, and attempt to fill our boat with water.

Another and more powerful source of water is a "dockside water connection." These hose fittings allow us to connect pressurized water from the dock to supply domestic water to sinks and other plumbing fixtures. You may be away when a hose in the interior of your boat gives out. Water can fill your boat at whatever the dockside water pressure and volume will supply. Not many bilge pumps can compete with that. It is wise to disconnect the dockside water when it is not in use.

When left unattended, your boat's dock lines must deal with rising and falling tides, wind and other sources of stress. If you leave your boat on tidal water, be sure to adjust your dock lines to be effective at the highest high tide and the lowest low tide. Remember that tidal activity varies, primarily based on the phases of the moon. If your dock lines will not accommodate the full range of tides, they may chafe through and expose you to damage.

The bottom line is that we should maintain those critical areas with care, especially when we leave our boats for any extended periods of time. It is a good idea to make a checklist of potential problem items and check them out periodically. You'll be glad you did!

Until next time, I wish you clear skies, fair winds and calm seas!

News Release From BoatUS

Holiday Boat Parade Finder at BoatUS.com
Is Santa a Powerboater or Sailboater?

ALEXANDRIA, Va., November 23, 2010 - The nation's largest boat owners group wants every American to enjoy some festive holiday cheer on the waterfront with the offering of a new online Holiday Boat Parade Finder at BoatUS.com/Events. The website lets anyone easily seek out local lighted boat parades by state or specific date, and includes website links and contact information. There's also an easy way to add a listing for a boat parade that's not already included.

"Watching a slow parade of boats - each one decorated and lit up brighter than a Christmas tree - is spectacular, and something the kids won't forget," said BoatUS spokesman Scott Croft. "Many holiday boat parades also tie into local festivals, so these events aren't just for the boater in the family."

Croft also mentioned that Santa Claus often appears at boat parades because, "the North Pole is frozen all year long and these parades are his only chance to get out on the water." Croft also refused to speculate on whether Santa prefers powerboating or sailing. "Representing over half a million boaters who own all types of recreational vessels, I'll kindly decline comment, but I encourage you to go to your local boat parade to find out," he added.

For more, go to BoatUS.com/Events.

US Army Corps of Engineers to Study Interbasin Species

The U.S. Army Corps of Engineers will prepare a draft Environmental Impact Statement for the Great Lakes and Mississippi River Interbasin Study to study all aquatic nuisance species —not just Asian carp. The study will accomplish a directive of the Water Resources Development Act of 2007.

The study area includes the entire Mississippi River basin, the Great Lakes and its tributaries, about one third of the U.S. land mass. The study will look at “options and technologies” for preventing the nuisance species moving from the Mississippi River basin into the Great Lakes.

Sales of Mercury Marine engines have improved thanks in part to international sales including Asia and South America.  International sales make up about 38% of Mercury's annual sales.  During 2009, Mercury had laid off 500 people, but are now on hiring people, as jobs are being shifted from Stillwater, Oklahoma to Fond du Lac, Wisconsin.  South America has not been as affected by the global recession and Brazil seems to be one of the fastest growing regions in the world........

Gulf Of Mexico Dead Zone

Dead Zones Partly Caused By Farm Drainage........

According to a study conducted by Cornell/University of Illinois-Urbana, tile drainage systems in the Mississippi River Valley are the greatest contributors of nitrogen runoff into the Gulf of Mexico.  The runoff of nitrogen has been cited as a main cause of the dead zones in the Gulf.  The nitrogen fertilizes algae, causing blooms that oxygen from the water.  There are a few ways to combat the nitrogen runoff, including the installation of wetlands, and the planting of winter or rotational crops.  These so-called cover crops could decrease nitrogen leaching by 70%........

Asian Carp Update

Asian Carp Act Passes In The Senate........

When is comes to Asian carp, is it possible that an act of Congress could accomplish what poisons and an electric barrier could not?  Last week, the U.S. Senate unanimously passed the Asian Carp Prevention and Control Act.  The legislation will be moving to the House in the near future.  The legislation will make the bighead carp an "illegal alien" under the Lacey Act, which basically declares the carp as too destructive to bring into the U.S........

The Lacey Act of 1900 offers protection for plants and wildlife by creating a variety of punishments for violations.  Most notably, the Act bans trade in fish, plants and wildlife that was illegally sold, taken or transported.  The Lacey Act was the first federal law aimed at protecting wildlife.  These days, the Act is mostly used to prevent the spread of invasive species........

Phase One Of Blue Cat Survey Complete........

Recently, biologists with the Missouri Department of Conservation completed the first phase of a blue catfish survey at Truman Lake and the Lake of the Ozarks.  In early November, MDC crews working on the Osage River Arm brought in 52 jug lines that were baited with cut shad.  The jug lines yielded 17 blue cats, who were evaluated, measured, weighed and released.  This survey is a baseline for proposed regulations.  If the regulations are approved, another survey will be conducted to assess the effect of those regulations........

News Release From BoatUS

You've Put the Boat Away for the Season: Now What?
Suggestions on How Boaters Can Idle Away Their Winter Months

An "Auto Club" for Boaters Provides Reliable Help 24 Hours a Day

ALEXANDRIA, Va., November 22, 2010 - Across much of America, boaters, sailors and anglers have put away the boat for the season. With spring a long way away, what will keep boaters' passion for water alive all winter long? Boat Owners Association of The United States (BoatUS) has these suggestions:

1. Make frequent visits to your boat club or marina: Hey, they aren't expecting you, right? Gosh, who knows what goes on during the sleepy winter months, but you are about to find out. While you are at it, check up on your boat and make sure the family of raccoons living in the cuddy has everything they need.

2. Take care of your boating spouse: Spend a good amount on a gift for your boating spouse and give it to him or her now. This way, the moment they start to complain that you are spending way too much money over the winter on "toys" for the boat, you can smartly respond that you did think of them first.

3. Drive your family crazy: All that nautical knowledge you've accumulated over the years isn't going to be passed down to future generations without a little help. Start by referring to everything in the house by its nautical name, and announce the time by ringing a large brass bell. Carry on the great musical traditions of the sea by learning a few sea chanties (great for company, too!). This is also a great time to pick up that boatswain's pipe you've been meaning to play with - the kids will appreciate being summoned to breakfast with a cheerful "all hands" call. At least when spring does finally roll around, they'll all be excited to get you out of the house for some boating fun!

4. Start an ice-out contest: To engage your local community and do some good, start a charity fundraiser that centers around correctly guessing when the local waterway will be free of ice come springtime. Please note that the practice of using elected officials to stand on the ice to monitor and advise of the exact time ice-out occurs is no longer acceptable.

5. Practice your safety-at-sea: No one will object to donning their life jacket on the boat after they get used to wearing them all winter long from the moment they wake up to the moment they go to bed. Impromptu abandon ship drills are easy to do with the family sedan, and if you've got a cat and a bathtub, you've got all the makings of a realistic man overboard scenario. Remember: disaster strikes when you least expect it, like in the middle of the night, when everyone else is sleeping peacefully!

6. Make a list of boating stuff you want for Christmas gifts: And share it now with family members so they get the point that the items listed are the only ones you will be expecting under the Christmas tree. For heaven's sake, aren't you tired of getting pajamas - again?

7. But seriously, folks: BoatUS strongly urges boaters to use the off-season to improve their knowledge of boating safety. You can start by taking the free online boating safety course and learning about other boating safety programs at www.BoatUS.com/Foundation.

The Pictures of the Day ....  were sent to us by Capt'n Larry Snopek

Bill:

Travelled up to La Crosse this past weekend...(Nov13, 14). While we were there, we drove up the Minnesota side of the river, and back down the Wisconsin side. Stopped at Danzinger winery in Alma, WI. Very nice view of the river from there. Lock and Dam 4 can be seen through the trees. While it appears some distance away, L & D 4 was about 1-1.5 miles away. While we in town, we stopped off at the Dam View Bar, which is directly across from L & D 4, in Alma.

One other stop I would suggest is the Harbor Bar, just across the river from Red Wing Mn.

Pensacola Bay to Fort Walton Beach

Each week that I post to my blog I want to take the time to tell stories about our adventures. It seems that every time I sit down and actually find time to do it....I run out of time for long stories and details. So hear I am on a Saturday night working on the kids school curriculum for this week.

My favorite part about this adventure is that everyday is something new. After our fun day seeing dolphins and swimming in salt water last week we were faced head on with a huge storm, including strong winds/waves. Before the brunt of the storm we found an anchorage and were hoping to secure ourselves before the onset. However, plan B took effect when the front cleat (that holds the anchor chain) broke off and ended up in the water. God was telling us to get to a safe dock, and boy are we glad we did. For two days the wind howled through the canvas and waves slapped the hull. Luckily we were still able to take in the sites around Sabine Bay Harbor, south of the Pensacola area.

Kids played center stage at Quietwater Beach

Clean up crews for the BP oil spill lined the beach on the Gulf of Mexico....the high winds and "danger/red flags" didn't stop them

This is a photo of Chuck Lockyear, a boater at Hoppies Marina, with a shovel-nosed sturgeon. One afternoon Chuck caught nine in a row! Chuck has a Sea Ray at Hoppies called “Note Boat.” Chuck is a great musician who sings, plays reeds and piano all around town.

The concert featured Tom Byrne & Company, the SIU-E Student Jazz Combo and the Eric Slaughter Trio. Four hours of music was recorded and edited to a 90 minutes program.

I am happy to say that the program “ Jazz At SHARKY’S “ will be broadcast on WSIE 88.7 FM Saturday, November 20 at 5:00 PM and again on Sunday, November 21, at 6:00 Pm.

Missouri Department of Conservation News.................

Blue catfish survey is hands-on
Written by Bill Graham, Missouri Department of Conservation

TRUMAN LAKE Mo -- Missouri Department of Conservation (MDC) biologists recently wrapped up the first phase of a new blue catfish survey at Truman Lake and Lake of the Ozarks. MDC crews used methods typically employed by anglers to catch a representative sample of fish from each lake.

Crews at Truman Lake, led by Fisheries Biologist Mike Bayless and Resource Scientist Zach Ford, concluded their final survey day on Nov. 4. Winds following a cold front sent whitecaps across the Berry Bend area where they hauled in 52 jug lines set on the Osage River arm. Using hooks baited with cut shad, they landed 17 blues. All fish were measured, weighed, evaluated and released.

The information expands the database for a popular sport fish that faces heavy fishing pressure.

“This survey is being conducted in advance of proposed regulation changes,” Bayless said. “We’ll gather data over a three-year period. Then, if our proposed regulation is approved and takes effect, seven or eight years down the line we’ll start another three-year survey so we can determine if the regulation has had the desired positive impact on the blue-cat fishery.”

Anglers can currently keep five blue catfish of any size daily.

A committee of biologists and other MDC staff is proposing a regulation change that would allow each angler to keep 10 blue catfish daily. The current proposal would require that all fish between 25 and 35 inches long, usually 6- to 17-pounds, would have to be released. The proposal calls for allowing one or two fish above the slot to be part of the overall limit.

The goal is to allow more blue catfish to reach their potential larger sizes – 20 to 80 pounds – because big fish are why many anglers target blues with rod and reel, trotlines or jug lines. Many anglers and biologists are concerned that the numbers of big blue catfish have declined at Truman Lake, and the proposed regulation is designed to reverse that.

“We started hearing concerns from anglers back in the early 1990s,” Bayless said.

Since the regulation change would allow anglers to keep 10 blue catfish, including one or two above the slot limit, anglers would still be able to harvest plenty of fish to eat.

Bayless said that Truman Lake still has large numbers of small blue catfish and reproduction remains strong. He added that growth rates for blues at the lake are slower than normal, which may be due to the large numbers of small catfish.

“Blue catfish are vulnerable to fishing pressure,” he said. "Most blue catfish are being caught before they reach the larger sizes coveted by many catfish fans. They readily take baits and they swim in open waters easily accessible to anglers."

An MDC survey at the lake from 2003 to 2008 utilized reward tags placed on blue catfish. Anglers were paid $50 for reporting the tags. The study showed that for blue catfish 24 inches or larger, 92 percent were caught within the five-year period.

Angler harvest rates in the study were two-to-three-times higher than similar catfish studies nationwide.

In a 2002 catfish-angler survey by the MDC, the largest percentage of anglers responding said the Truman Lake fishery had declined.

Bayless explained that the MDC is proposing the slot limit to restore more large blue catfish in Truman Lake. The same regulation is proposed for Lake of the Ozarks to keep that catfish fishery from declining.

The MDC's Regulations Committee reviews such proposals. Pending that review, it would then be presented to the Department director and then to the Missouri Conservation Commission, which sets regulations.

MDC biologists began gathering blue catfish data this fall to have more reference information. But because the fish grow slowly it will take some years before results can be measured, Bayless said.

A similar survey was conducted this fall at Lake of the Ozarks by Fisheries Management Biologist Greg Stoner and Fisheries Resource Technician Clark Foster and crews.

“We wanted to use methods for the survey that are like what many fishermen use,” Bayless said. “And we wanted to be able to catch fish of all sizes.”

US Coast Guard News........

Cheboygan man sentenced on charges related to boat sinking

CLEVELAND – A Cheboygan, Mich., mariner has been sentenced to 50 months in custody as a result of having been found guilty on charges related to the sinking of a boat and polluting the water, U.S. Attorney Barbara McQuade announced Wednesday.

Wayne T. Duffiney, 60, was sentenced by U.S. District Judge Thomas L. Ludington and ordered to pay $57,308.05 in restitution to the U.S. Coast Guard.

Duffiney was convicted by a federal jury in April of 2009 in Bay City, Mich., on three of four charges stemming from his conduct on May 14 through 17, 2007. He was convicted of violating the federal Clean Water Act by discharging pollutants into the navigable waters of the United States; sinking or causing the sinking of the Misty Morning in the navigable channels of Lake Huron; and of failing to mark the sunken vessel with navigation aids after it was sunk in the navigation channel of Lake Huron.

"The Great Lakes are true national treasures of the United States and Canada," said Rear Adm. Michael N. Parks, commander of the Ninth Coast Guard District. "As such, we are committed to working with our local, state, federal and international partners any time someone harms the lakes, whether accidentally or intentionally, and to prosecute the individuals who commit those acts."

Duffiney was acquitted on the charge that alleged willfully causing and permitting destruction and injury to the Misty Morning in the territorial waters of the United States.

He failed to appear in federal court in Bay City for a sentencing hearing scheduled for Sept. 30, 2009. He was arrested eight months later in Costa Rico as a result of a cooperative investigation conducted by the U.S. Marshal Service and Interpol, and eventually returned to Michigan for sentencing on Nov. 16, 2010.

"Michigan's greatest assets are our lakes and other natural resources, and protecting them are the key to our future," McQuade said. "Cases like this one are important to deter others from polluting."

Administrative forfeiture of the vessels used by Duffiney to tow the Misty Morning, as well as a loss of his mariner’s license, are additional potential consequences of the convictions in this case.

The initial criminal case was investigated by the Coast Guard Sector Sault Ste. Marie, Mich., Coast Guard Investigative Service, and the Michigan Department of Environmental Quality.

The prosecution was handled by the U.S. Attorney’s Office in Bay City, Mich.

Illinois River Near Peoria, Illinois

    Restoration Of Wildlife Refuge Complete........

Following an extensive restoration effort by the Illinois Department of Natural Resources and the wetlands initiative, Hennepin and Hopper Lakes are home to wildlife again.  The Lake's ecosystem was destroyed by the carp.  By 2008, the waterfowl population had dropped by 90% from it's 2004 peak.  Last winter, the 2,600 acre lake and wetlands were drained to remove Asian carp.  Since then, the Lake was refilled by rain and groundwater and then it was restocked with fish........
