NTSB Says Improvements Made In Boating Safety........

Tuesday, the National Transportation Safety Board updated their Most Wanted List by adding motorcycle safety, and removing recreational boating.  The Most Wanted List is intended to direct transportation safety improvements to state governments.  In the U.S., close to 700 people die annually in recreational boating accidents.  Back in 1994, the NTSB put recreational boating onto the list, and asked states to impose license and training requirements for boaters, as well as requiring personal floatation devices for children........

NEWS RELEASE

Public Information Director
Phone: (573) 751-3333

FOR IMMEDIATE RELEASE: Jefferson City

Missouri Patrol encourages boaters to take extra precautions when boating during cold weather months

Water Patrol encourages boaters to take extra precautions when boating during cold weather months

The Missouri State Water Patrol urges boaters to be prepared when boating during cold weather. Lower temperatures and less daylight mean additional safety measure should be kept in mind.

Shorter Days
The shift back to standard time from daylight-saving time means the sun sets earlier and that can mean rapidly dropping air temperatures.

  • Boaters should also plan to return from voyages to avoid being stranded after dark.

  • Bring extra clothing for all passengers just in case.

Colder Water Temperatures
With water temperatures in the 50s around the state, the danger of hypothermia must be remembered. Water causes the body to lose heat 25 times faster than the air. An unexpected fall can trigger a fatal sequence of events if not dealt with promptly and properly. Lifejacket use becomes even more important in cold water because cold water shock and hypothermia quickly rob the body of the ability to perform the most basic tasks. Precious time and energy is lost while struggling to put on a lifejacket.

  • If you wind up taking an unexpected plunge into cold water, it is vital to get out of the water and into dry clothes as soon as possible.

  • If dry clothes are not an option leave the wet ones on. Even wet clothes will offer some insulation and trap body heat.

  • A warm drink can be given to someone suffering from hypothermia as long as they are conscious. Caffeine and alcohol should be avoided.

  • Drinks with sugars for quick energy are preferable.

Boating Safety
Many cold weather boaters are out primarily for fishing and hunting. Many smaller utility boats are used for these activities.

  • Be sure not to overload utility boats—or any boat—because it makes them more susceptible to tipping or swamping.

  • Cold weather boaters should avoid boating alone.

  • Make sure a responsible person has your float plan so someone can contact help if you fail to return at the scheduled time.

All boaters should monitor the weather and avoid heading out when winds are strong or during inclement weather. Remember, safe boating begins at the shore and can sometimes mean never leaving the dock.

News Release From BoatUS

The Best Christmas Gift - Ever - to Give a Boating Guy is Just $24

Moms, Wives Look Good When Giving a BoatUS Gift Membership;
Includes Stocking Stuffer

ALEXANDRIA, Va., November 17, 2010 - For the man in the family hopelessly obsessed with boating or sailing, mothers and wives can now purchase a gift membership in the nation's largest boat owners group for their favorite guy.

Being a BoatUS member means all year long sons and husbands will have help just a phone call away. The $24 annual membership fee includes $50 of on-the-water boat towing assistance - available 24/7 - with North America's largest fleet of towboats, and $50 on-the-road assistance for a disabled boat trailer and tow vehicle. This gives the whole family peace of mind.

Your boating guy also gets exclusive fuel, transient slip and repair discounts at over 900 BoatUS Cooperating Marinas; savings on boating gear, a subscription to the nation's largest boating publication, BoatUS Magazine, fun online learning opportunities such as navigation video games, and access to lots of "how-to" information. He also joins half a million other BoatUS members that will ensure that the voice of recreational boaters is heard on Capitol Hill.

"Unlike a pair of socks or just another tie, BoatUS membership means your boating guy will be taken care of long after the holidays are over," said BoatUS spokesman Scott Croft. "And they will love you for it."

Anglers Can Get in On the Action Too
BoatUS Angler, the organization's program for boat-owning fishermen, is also available as a gift membership for the same price, $24, and includes a subscription to BoatUS Angler magazine.

For more information on buying a BoatUS gift membership, go to https://www.BoatUS.com/gift.

In addition, as a way to give your guy something extra, gift givers will get either a free BoatUS khaki hat or famous "no-stink" angler hand towel to use as a stocking stuffer.

###
Boat Owners Association of The United States (BoatUS) is the nation's leading advocate for recreational boaters providing over half a million members with a wide array of consumer services, including on-the-water towing assistance provided by TowBoatUS and Vessel Assist Pacific.    NMMA Tells EPA To Prevent Misfueling.......

During a recent public hearing, the National Marine Manufacturers Association warned the Environmental Protection Agency that they need to set up misfueling controls to prevent boaters from filling up with the higher ethanol blend.  At the same meeting, many boating groups, including representatives from Mercury Marine and the National Boating Federation voiced similar concerns.  Next month, the NMMA will be submitting written comments on the proposed gas pump labels........

River History....

November 17, 2008 in River History

The US Coast Guard hearing on the cause of the July 23, 2008 accident that spilled 280,000 gallons of oil into the Mississippi River in New Orleans concluded.

Neither the captain of the pushboat Mel Oliver nor the executives of the towing company testified. The captain filed a statement, refusing to testify, and four officers of the company that operated the Mel Oliver submitted statements declining to be interviewed.

The Mel Oliver was pushing a barge loaded with fuel oil when it suddenly changed course and veered into the path of the ship Tintomara.

The captain of the Mel Oliver was not on board. He had left the pushboat several days earlier to drive to Illinois for personal reasons. The Apprentice Mate testified that the two had an arrangement where they would cover for each other when one wanted time away from the pushboat.

Mississippi River.....

New Waterfalls for downtown Minneapolis Possible

In years gone by, St. Anthony Falls was a natural wonder of the Mississippi River. They were the only waterfalls on the entire length of the Mississippi River and inspired pioneers and 19th-Century painters alike.

The power potential of the falls was one of the reasons that helped the city of Minneapolis to grow and become the milling capitol of the world. The falls have long been constrained by the city's industrial purposes, but an effort is now underway to bring back a small piece of natural waterfalls to downtown area of Minneapolis.

The Minneapolis Park and Recreation Board is conducting a feasibility study to see if a waterfall can be recreated in Father Hennepin Bluffs Park. A concrete dam covers most of the natural limestone today, but two small sections of the original limestone shelf remain exposed and that area could be turned back into it's natural state.

Metro East Levees

Suit Filed Against FEMA Over Map Procedures........

Monday, a lawsuit was filed in U.S. District Court in East St. Louis on behalf of Madison, Monroe and St. Clair counties, the Southwestern Illinois Flood Prevention District and others challenging the process FEMA used to reclassify the flood plain as high risk.  The 40s and 50s era levees were designed to withstand 500 year floods, however, in 2007, the U.S. Army Corps of Engineers would not recertify the levees to withstand a 100 year flood, because of increased underseepage after the floods of 1993.  The Metro East Levees have never failed........

    Grass Armor To Protect Levees?

Last year, the U.S. Army Corps of Engineers financed a $1.7 million simulator located in Colorado to study many things, including whether New Orleans Levees could survive overtopping during a 500 year hurricane armored with grass.  Oddly enough, researchers were impressed by the erosion resistance some of the grasses offered.  Apparently, issues with grass on the levees has been a problem for quite some time, so researchers are hopeful that the Colorado research will offer insight on how to grow grass on the levees........

Making Headway - Weekly Column
    By Captain Larry Walker

It's a good thing that cats can't walk on water. If they did, and would cross the path of a vessel, that would have been one more thing that mariners could have been superstitious about. As it turns out, there have been quite a few superstitions over the years.

Most of the superstitions that I was able to dig up were from days of old when "ships were made of wood and men were made of steel." There was no shortage of things to believe in back then.

One practice that we are all aware of is breaking a bottle of wine across the bow of a new ship just prior to launching. This is a variation on the ancient belief that it was wise to "offer a libation to the gods of the sea." It was common to pour wine on the deck of a ship before launching or departing on a long journey. It was believed that good fortune would come to the ship and her crew.

In early times, Friday was considered to be "a day of ill-omen." Most seamen considered it "bad luck" to start a voyage on a Friday. This fear was due to the belief that the Crucifixion took place on a Friday.

There were other days thought to be unlucky. The first Monday in April was believed to be the day of Cain's birth and of Abel's death. It was thought that Sodom and Gomorrah were destroyed on the second Monday in August. Judas Iscariot hung himself, supposedly on December 31. To depart on a voyage on any of those days was considered bad luck.

There was a time when the presence of flowers on a vessel was a sign that a death of a crewmember or a shipwreck was in the future. It was believed that the flowers would form a wreath on a sailor's grave. Submarine crews were particularly superstitious about this one.

It was also believed that the sea would grow angry at the sight of a woman. Fishermen held this belief through the end of the nineteenth century. However, superstitions change, as did the thought that a naked woman would calm the wind and the seas. Eventually, bare-breasted figureheads adorned the bows of sailing ships.

It is considered unlucky to wear the clothing of a sailor that has died at sea, before the voyage is over. Wearing his clothing after the voyage was not a problem. A Priest, due to his duty to bury the dead and his black clothing, was considered to be an unlucky passenger.

It was once believed that the keel of a warship must "taste the blood" of a live human during launching. The Mediterranean ships were launched with the blood of slaves. Norse ships satisfied this custom with the blood of prisoners-of-war. Luckily, that superstition has been abandoned for a long time.

For the most part, we don't believe in many superstitions today. Although, we still hear that it is bad luck to change the name of a boat. We've come a long way in understanding what brings us misfortune while underway. There is no magic to it. The best sources of good luck are "Hard Work" and "Common Sense." And there is nothing "spooky" about that!

Until next time, I wish you clear skies, fair winds and calm seas!

Asian Carp Fishing

    Extreme Bow Fishing Thriving........

Chris Brackett has begun offering Illinois River fishing charter customers the opportunity to participate in Extreme Aerial Bowfishing for Asian carp.  Extreme Aerial Bowfishing takes the sport of bow fishing, combines it with shooting skeet and wraps it up with a boat ride.  The sport has even attracted the attention of country music star and television host Craig Morgan.  Morgan gave Extreme Aerial Bowfishing a try, and discovered that the hunter becomes the hunted when the carp leap into the boat.........

Asian Carp Update

Chef Parola Offers Tips On Preparing Silverfin........

While Chef Philippe Parola was in Alton, Illinois for Thursday's silverfin dish demonstrations at Chez Marilyn, the Chef had a few tips for those who would like to prepare the fish at home.  To start with, the fish needs to be properly bled, then split the fish down it's back, and filet as usual.  Parola suggests steaming the filets prior to deboning.  It is said that the properly prepared silverfin does not have a "fishy" taste, and is comparable to crab meat or scallops.  As it feeds on plankton the silverfin has no mercury and carries a high Omega-3 rating........

Gulf Intracoastal Waterway, Alabama

We left Dog River Marina in Mobile, Alabama on Sunday and had a fun first day in salt water! Upon leaving you could smell the change in the air and it was interesting to see passing shrimp boats loaded with birds preying around and dolphins falling behind searching for escapees.
In the middle of Mobile Bay stood this 'home' that was abandoned (land was around ten miles away).

Morgan's first jump into salt water. No hesitation, happy as could be to jump....and then came up spitting out the salty taste!

The Picture of this Day in 2009-----

Dear River Bill,

My friend and I were out for an end of season ride on the river on Sunday. We were up on the deck at Grafton’s Landing having cocktails and snacks when low and behold, we looked down and saw to our amazement, Asian tourists jumping in our boat and taking pictures of themselves! We shouted at them, but they just smiled and continued to take turns pretending to be driving while holding up our bottles of beer, all while taking more pictures! I always knew to be on the lookout for the Jumping Asian Carp, but now we have to watch out for the Jumping Asian Tourists as well!

    McKinley Bridge Turned 100 Wednesday........

It was estimated that about 100,000 people turned out on November 10, 1910 for the opening of the McKinley bridge.  For the Bridge's 100th birthday celebration on Wednesday, only about a dozen showed up.  The McKinley was the last toll bridge over the Mississippi River.  The span closed in 2001 because of safety concerns, but following a $52 million rehab in 2007, it re-opened as a free crossing........

The level of the Lake elevation is holding steady in spite of recent rains.  The Lake is expected to remain at 657.7 feet, as the Bagnell Dam operators are running at minimum generation.  The Dam operators have lowered the level of the Lake in accordance with the Lake of the Ozarks Guide Curve, and intend to maintain the elevation around 658 feet through December.  A short lived rise to 659 feet is in the works, followed by a drawdown to 654.0 feet by March of 2011........

The Picture of the Day .... was taken last Friday at Woodland Marina.  It's one of RiverBills long time river friends.... River Jim.

RiverBill says......I have known Jim for at least 30 -35 river years.

How did I get to know Jim ?  Well, I bought a brand new  23 ft IMP in 1977. It was one of those boats that broke down all the time and every time it did, I would look up and there was Jim. He was always kind enough to pull me back to the dock.  Over the years we have spent many a day on the sandbar with our families.

Good seeing you Jim !

S.S. Admiral Update

    No-Sale For The Admiral........

In spite of several on-line auctions, there were no takers in the bidding war for the S.S. Sad News...

Pat Tevebaugh has passed away. Pat boated out of Grafton Harbor with his wife Bev in the boat SeaHag.

Bev and Pat Tevebaugh

We WIll Miss You Pat !

Friends,

Grafton Harbor and the Boaters of Pool 26 have lost a very dear friend. Pat Tevebaugh of the vessel SeaHag past away of a massive heart attack last night. Pat and Bev are the couple in the last slip on the up-river side of C-Dock that always have the friendly wave as you pass by their dock. They are the folks with the extra patio built into their dock so that they could always welcome friends for a cocktail. It is hard to say goodbye to a man as wonderful as Pat. Pat left us all many happy smiles and memories. Our hearts and our prayers are with Bev and her family today.

We will forward any information to you as it becomes available.

With Deepest Sympathies,

Joe and Jan DeSherlia

On November 17th, the U.S. Army Corps of Engineers is planning to hold an open house to address issues concerning a proposal for using a slurry of lime and coal ash to strengthen levees along the Mississippi River.  The Corps is proposing to use the mixture to strengthen 10 Illinois levee systems and 1 Missouri levee system between Alton, Illinois and Gale, Illinois.  Environmental groups are concerned about the heavy metals present in the coal ash.  The corps has used the slurry in levees near Memphis, Tennessee, and state that the substance hardens into cement, sealing in the toxins........

The "Other" Illinois River Update

Fish Kill Cause Still Under Investigation........

According to the Arkansas Department of Environmental Quality, the fish kill in the Illinois River near Prairie Grove, Arkansas may be attributed to a sewage leak.  Water samples have led scientists to believe the fish kill was caused by low oxygen levels, however, they are not sure why.  If the fish kill was caused by a sewage leak, the two sewage treatment plants nearby have no indication of leaks........

Tuesday, the U.S. Army Corps of Engineers held the first of three public meetings about a proposed $417.5 million project that would divert freshwater and sediment from the Mississippi River for the construction of new wetlands.  The thought is that the project would serve to reduce the loss of wetlands, help habitats and protect the coast from storm surges.  Final plans for the project are still in the works, and would rely upon extensive modeling to determine potential issues........

News Release From BoatUS

Dramatic Footage of Burning Sportfish: Are You Prepared?

Dear Friends:

Sometimes no matter what you do, a day on the water doesn't turn out the way you planned. I want to share some video footage of an incident that occurred yesterday on the ICW in St. Petersburg Beach, Florida.

Capt. Clayton Tieman of TowBoatUS Tampa Bay arrived on the scene of a large sportfish engulfed in flames, and took these nine short video clips:

http://www.youtube.com/user/tiemanwc#p/u/8/cX-j2exr3Bs

Tieman's arrival was less than five minutes after the time of the mayday call, yet the vessel's deck was already hot enough to burn the mate's feet before Tieman was able to evacuate the captain and mate to the TowBoatUS vessel. After discovering the fire, the crew had done everything right by immediately issuing a mayday call with precise location information, set anchor, and attacked with every available extinguisher.

Yet it wasn't enough.

Are you ready for a day like this on the water? What is the condition and location of your fire extinguishers or other firefighting equipment? And most importantly, are you ready to abandon your boat in a moment's notice? Are your survival gear, life jackets and valuables within arm's reach?

Just some things I hope you think about.

Here's some more information on the subject:

-Top six causes of boat fires:
http://www.boatus.com/seaworthy/fire/default.asp

-Everything you ever wanted to know about fighting boat fires:

PS. In the fifth video of the series you can hear ammunition that was stored aboard the vessel igniting.
