Good day Bill,

Here is a photo of "party animals" Sue Brown, Charlene Hernandez and riverdawg Stella last Sunday (10-12-08)  as they take a boat ride on an absolutely gorgeous October day on the river. They are on the back of Capt. Brian Hernandez's boat Docktor's Excuse. They all hail out of Alton Marina.

Floodplain Forests Now "Wetland Of International Importance"........

Recently, the floodplain forests on the Upper Mississippi River have been recognized as a global treasure an international treaty called the Ramsar Convention.  This designation does not effect how the river is used, nor the responsibilities of local, federal or state governments.  It is believed that the international recognition will assist in bringing in attention from the feds, as well as encouraging cooperation with international experts........

River History....

20 October 1817 in River History

The 1st Mississippi "Showboat," left Nashville, Tennessee on its maiden voyage. Nashville is located on the Cumberland River.

According to the Wikipedia Encyclopedia:
A showboat, or show boat, was a form of theater that traveled along the waterways of the United States, especially along the Mississippi and Ohio rivers. A showboat was basically a barge that resembled a long, flat-roofed house, and in order to move down the river, it was pushed by a small tugboat (misleadingly labeled a towboat) which was attached to it. It would have been impossible to put a steam engine on it, since it would have had to have been placed right in the auditorium.
However, since the box-office success of MGM's 1951 motion picture version of the musical Show Boat, in which the boat was inaccurately redesigned as a deluxe, self-propelled steamboat, the image of a showboat as a twin-stacked steamboat with a huge paddle wheel has taken hold in popular culture

The Picture of the Day ...... was sent to us by Kurt Jaeger who hails out of My River Home marina in the ......M/V Patricia Ann

Hello Bill,

We took this picture while anchored in the Missouri River, near the confluence on Thursday. It's a Corps of Engineers tow, pushing a barge loaded with passengers. They went about a mile up the Missouri and turned around. We caught up with them later about half way down the Chain of Rocks Canal. What a great day it was to be on the water (and in mid - October no less).

See ya on the river !!!!

The 11th Annual St. Louis Earth Day Water Symposium.....
Barge Trip Oct 14, 2010 (pictured above)

The 11th Annual St. Louis Earth Day Water Symposium kicked off in St; Louis on October 14th with a barge trip along the Mississippi River and a public lecture that highlighted local and global humanitarian water projects. The barge trip took it's passengers along the Mississippi River and St. Louis Riverfront on a tow piloted by the U.S. Army Corps of Engineers.

The passengers learned about river transportation, maintenance of the river channel , river levees, flood protection, river businesses, efforts to protect and improve natural areas of the rivers, habitat and recreational opportunities in the confluence region.

Speakers representing stakeholders along the rivers presented information throughout the day to a background of live bluegrass music and waterfront scenery.

Metro East Levee Update

Madison County Board To Vote On Levee Repairs........

Last week, the Madison County Finance Committee approved the bond issue that would fund repairs to the levee system.  Now, the Madison County Board needs to vote on the bond issue, which should happen Wednesday.  Earlier this year, a 1/4 cent sales tax was approved to cover the bond principal and interest.  Recently, FEMA granted a temporary reprieve to Metro Est Property owners by rolling back the release of their revised flood maps........

Chicago Sanitary & Ship Canal

Coast Guard announces temporary vessel traffic restrictions

United State Coast Guard News Release

Date October 18, 2010

CHICAGO – The Coast Guard announces temporary waterway restrictions for vessel traffic on the Chicago Sanitary and Ship Canal Oct. 19-21.

These vessel traffic restrictions are necessary to facilitate fish sampling by the Illinois Department of Natural Resources in their efforts to prevent the passage of Asian carp into the Great Lakes.

These temporary restrictions to vessel traffic will allow the IDNR to safely gather essential data in support of the U.S. Army Corps of Engineers' electric fish barrier that was constructed to deter the environmentally harmful fish.

To support these actions, the U.S. Coast Guard will enforce a safety zone on the Chicago Sanitary and Ship Canal. Vessel traffic will not be permitted to transit through the zone during periods of work. However, every effort will be made to allow vessels to transit when work is no longer taking place.

WHERE: Chicago Sanitary and Ship Canal from the Lockport Lock and Dam to the fish barrier (mile marker 291-296.1).

WHEN: From 4 p.m. on Oct. 19 to 10 a.m. on Oct. 21, with the exception of a four-hour opening from noon to 4 p.m. on Oct. 20.

Questions regarding the waterway closure can be directed to U.S. Coast Guard Sector Lake Michigan at 414-747-7182 or to U.S. Coast Guard Marine Safety Unit Chicago at 630-986-2155. Questions on the construction project can be directed to the U.S. Army Corps of Engineers at 312-846-5330.

Iowa state environmental officials stated that 11,000 gallons of raw sewage was released into the Mississippi River near Burlington, Iowa on account of an equipment malfunction.   Saturday, weekly testing on the equipment at the city's treatment plant was being performed when the malfunction occurred, causing the backup and overflow of raw sewage.  Once the overflow was found, the bypass was shut down........

Illinois Department of Natural Resources Press Release.....

For Immediate Release

October 18, 2010

Wetlands Reserve Enhancement Program comes to Illinois
Illinois natural resource partners announce new effort to address wet and flood-prone lands along the Wabash River in southeast Illinois

SPRINGFIELD, IL- The Illinois Department of Natural Resources has teamed with the USDA Natural Resources Conservation Service (NRCS) and The Nature Conservancy (TNC) to announce a new effort to address wet and flood-prone lands along the Wabash River in southeast Illinois with long-term solutions.

The Wetlands Reserve Enhancement Program (WREP) is a voluntary conservation program offering both financial and technical assistance to private landowners interested in restoring wetlands and increasing wildlife habitat. WREP is a part of the USDA Wetlands Reserve Program (WRP) administered by the NRCS.

“There has been a great deal of flooding on farmland in the last few years,” says Bill Gradle, state conservationist for NRCS in Illinois. “Some acres were damaged badly enough to affect crop production. When fields along the river like this are flooded repeatedly, owners ask themselves if it’s still feasible to farm those fields. This program and this partnership project finally offer a reasonable--and profitable--answer to that question.”

This wetland restoration program is part of a larger, multi-state effort by TNC and Illinois Department of Natural Resources called the Wabash River Floodplain Corridor Project. The project was launched earlier this year in several Indiana counties that border the Wabash River, and private landowners in Illinois can now apply for similar program opportunities. Farmers with land located in the Wabash River floodplain in Lawrence, Clark, Crawford, Gallatin, Lawrence, Wabash, and White counties in Illinois who meet Wetlands Reserve Program (WRP) requirements are eligible for participation.

Fishy Tales

Kayaker Injured By Barracuda Off The Keys........

Sunday evening near Big Pine Key, Florida, a four foot long barracuda knocked a woman out of a two person kayak, and bit her in the chest.  It was believed that the woman suffered broken ribs and a punctured lung.  After climbing back into the kayak, the woman's companion was unable to paddle to shore and called for help.  The U.S. Coast Guard sent a vessel, but was unable to to assist due to the shallowness of the water.  Ultimately, a small boat from TowBoatU.S. was deployed with a paramedic to retrieve the woman and bring her back to shore.......

Making Headway - Weekly Column
    By Captain Larry Walker

Most of us don't give much thought to those red and green symbols marking our waterways. We follow the path that is charted out for us and keep red on the right as we return from the direction of seaward. While there is an obvious method to the system, there are some design features that are not so obvious.

Our waterways are marked with what is known as a "lateral system." In the lateral system, there is a specific side on which to pass most floating buoys and fixed dayboards. Collectively, these "aids to navigation" are referred to as ATON's (an abbreviation for "A"ids "TO" "N"avigation).

Beyond their red and green color-coding, there are some other subtle design characteristics which enlist shapes and numbers to assist us in finding our way. Which ones to keep right, and which direction to follow these symbols that mark the route home, are among the most basic questions.

On a calm sunny day with a mild breeze, the nautical path can be followed with ease. But how about when you are on your way through an unfamiliar area, a little behind schedule, and the sun is setting dead ahead of you? With the sun directly behind a buoy or dayboard, it is nearly impossible to determine the color.

At sunrise or sunset, we have the same problem that we do on the road. When the sun is glaring in our eyes, we have trouble seeing the color of a traffic light or reading a road sign. However, on the water, while we cannot see the color of a buoy, we can still see the shape. The same is true for dayboards.

It is no coincidence that a red buoy has a "conical" shape and a red dayboard is an equilateral triangle pointing upward. In both cases, the tops of these fixed and floating ATON's have similar shapes. That is, they both come to a point on top. The green buoy is a "can" shape which has a "flat" top like a square green dayboard.

When you are following a line of aids to navigation, keeping one color consistently on your right, if that color cannot be determined, we can navigate by shapes. Even when the channel alternates between dayboards and buoys, we can let the shape be our guide.

In deepwater harbors we may encounter very large buoys, commonly referred to as "sea buoys." These are generally the same shape for red and green, but are large enough to be more visible. Fortunately, in a deepwater port, the edge of the channel offers more than ample depth for the recreational boater.

In order to assist us in recognizing ATON's in all weather and states of visibility, reflective tape marks the number and the color of each ATON. In the event that we are out on a foggy or stormy night, a searchlight will reveal the color and number of an ATON.

Once the color and shape questions are answered, which way do we go? Well, the numbering system helps us there. ATON's are numbered in ascending order as they proceed inland. While there are some exceptions to these rules for the Intra-Coastal Waterway, for the most part, the system is intact. So it's more than just "Red-Right-Returning” after all!

Until next time, I wish you clear skies, fair winds and calm seas!

Asian Carp Update

   Chicago Canal Restrictions Not Needed........

In a news report dated October 14th, the Great Lakes Boating Federation announced that the U.S. Army Corps of Engineers has finished the first two phases of parasitic installation, ahead of schedule.  This means that planned restrictions on the Chicago Ship and Sanitary Canal are unnecessary.  The next closure is slated for November 3-5, to allow the installation of the third and final structure.  The lifting of restrictions should allow Lakes boaters to move their vessels to dry storage without issues........

Camping On The River Best This Time Of Year........

The Wisconsin River is tamed by some 24 dams and bordered by predominately hardwood forests.  The final 92 miles of the River are unimpeded until meeting the Mississippi River, and are heavily traveled by paddlers.  Usually, from the end of June, through winter time, water levels are low enough for sandbars to pop up every 200 yards or so.  With the changing of the seasons, from summer to fall, the banks of the Wisconsin River are practically on fire with color........

FEMA Revises St. Charles Flood Maps........

Last year, FEMA announced that they would be revising potentially erroneous St. Charles preliminary flood insurance rate maps after receiving numerous complaints from St. Charles officials. The maps would have mistakenly placed businesses and homes in the 100 year flood plain.  The newly revised maps have taken care of some of the issues and added some more properties to the flood plain.  A public review of the revised maps will be on October 28, at the St. Charles County Administration Building........

Bill,

We made our final run of the season last weekend. Our son Michael, undeterred by the cold water, tried some new tricks before hanging up his wakeboard for the winter. It was a very short season, but it ended with some spectacular weather and wonderful family time on the river.

Thanks for a great website,

Owners Of Boat At The Riverbend Have High Hopes

It's fairly certain that the Alton City Council will be extending a lease agreement with the Boat at the Riverbend.  This development comes as there is potential to locate a new operator.  The facility had opened briefly, and operated a bar, banquet hall and a restaurant.  It had closed down on account of a lack of business on top of the financial issues of a former owner.  If all goes to plan, the current owners will be re-opening........

Fall Colors Predictions......

According to the MDC website,  fall colors are in full swing in the St. Louis area and will climax within the next couple of weeks. Many oaks and hickories are now turning colors and adding yellows and russets to the red, orange and purple of sassafras, white ash, dogwoods and maples.

Oaks will be a bit subdued and brown colored this year due to the extended warm and dry weather we have experienced. Some white, scarlet, northern red and pin oaks are displaying good purple and red colors this week.

Metro East Levee Update

   Levee Repair Bond Issue Advancing........

It is likely that the Madison County Board will be voting next week on a $100 million bond issue aimed at repairing aging levees in the Metro East.  If approved, the bonds could go up for sale as early as November and would do so during a time of very low interest rates.  The bond issue would be constructed so that a trustee bank will hold onto the sales tax proceeds until they are due for bond payments........

Bill,

I stopped off at Palisades Yacht Club today, Saturday and noticed this 1952 restored Chris Craft belonging to Capt. Mark Epperson, owner of Consider It Done Boat and Motor repair. He saved this (yet to be named boat) from the smashing machine and operates it out of North Shore Marina.

As you can see, she get many looks going up and down the Mississippi.

Mississippi River Near Alton, Illinois

Interest In Alton Water Ski Club Picks Up.........

On the heels of a ten year hiatus, the Alton Water Ski Club has had an influx of new members and spent the summer getting ready to perform shows again.  The club began offering shows over 50 years ago.  Following the Great Flood of 1993, membership dwindled to around six to eight members.  The reinvigorated show team is looking to enter competitions next year, and has appropriately adopted the name The River Road Renegades........

Avoid live carp as bait to protect lakes

Kansas City MO - Invaders that could harm sport fishing and injure boaters at Smithville Lake and Mozingo Lake are near both waters, and extra care by fishermen is needed to keep them at bay.

Silver carp and bighead carp are non-native Asian fish that are swimming up small streams and congregating below the dam at Smithville and the Mozingo dam near Maryville. They’re also found downstream of other small water-control structures in northwest Missouri.

Fishermen use cast nets in shallow waters to catch small fish such as gizzard shad for catfish bait. But there’s a close resemblance between the shad and small Asian carp, which are prohibited as live bait.

Biologists fear that fishermen netting small fish will dump unused bait into a lake and introduce the Asian carp into lakes where they are not currently found, said Scott Ryan, a fisheries biologist for the Missouri Department of Conservation (MDC).

"It is illegal to transport live Asian carp or use them as live bait," Ryan said.........Click here to continue reading this news article (with illistration)

Coast Guard Sector Lower Mississippi River advises cold water boating safety

United State Coast Guard News Release

Date October 13, 2010

Coast Guard Sector Lower Mississippi River advises cold water boating safety
MEMPHIS, Tenn. - As the air and water temperatures grow colder, Coast Guard Sector Lower Mississippi River reminds mariners to take extra precautions on the water.

Although summer officially ended just six weeks ago, the area is already experiencing colder weather, which means boaters, paddlers, sailors, fishermen and hunters should carry extra gear to protect them from the cold. They should plan for what might go wrong while on the water and be equipped and prepared for survival.

"As the boating public heads out to enjoy hunting, fishing and other recreational pursuits on the water this fall, it's important we remind them of the potential for things to go wrong," said Capt. Michael Gardiner, the commanding officer of Sector Lower Mississippi River. "The onset of cold weather exponentially increases the risk mariners may face if they find themselves in an emergency situation while on the water."

Hypothermia begins to occur when the body's core temperature falls below 95 degrees, occurs 25 times faster in cold water than in cold air and may eventually lead to death. How quickly hypothermia sets in depends on many factors including the environment, whether or not a person is wearing protective gear and one’s physical condition.

Boaters are urged to follow these safety rules:

- Leave a float plan with a responsible individual who knows your intentions, location and who they should call if you do not return as scheduled. CLICK HERE FOR A TEMPLATE;

- Wear a Coast Guard approved life jacket and set the example for your passengers or paddling partners;

- Carry a marine-band radio and GPS on board your vessel;

- Plan for the worst; dress as though you are going to get wet and be cold;

- Maintain situational awareness on the water. Be aware of activity around your vessel, including changing weather, and always know your location;

- Be responsible! Don't boat under the influence of drugs or alcohol;

Mississippi River At St. Louis, Missouri

Mighty Mississippi Flowing Faster Than Normal........

Thanks to the runoff from recent heavy rains up north, the volume of the Mississippi River is flowing around three times higher than normal.  Mark Fuchs, a National Weather Service hydrologist, stated that the Mississippi River usually flows about 100,000 cubic feet per second at St. Louis, at this time, it is flowing around 300,000 cubic feet per second.  Northeastern Missouri is seeing minor flooding, but at St. Louis, the River is well below flood stage........

Illinois Department of Natural Resources Press Release.....

          Illinois Department of Natural Resources
For Immediate Release

October 13, 2010

IDNR, Fox Waterway Agency Announce Cooper Farms “Mud to Parks” Facility

Project will help maintain Chain O’ Lakes while providing high-quality topsoil for parks, construction projects, area residents

FOX LAKE, IL – The Illinois Department of Natural Resources (IDNR) and the Fox Waterway Agency today announced development of the Cooper Farms sediment dewatering site that will allow reuse of tens of thousands of tons of eroded topsoil from Wisconsin and northeast Illinois that settles in the Fox River and Chain O’ Lakes annually.

Partial funding for the $880,000 project comes from the Illinois’ Mud to Parks program supported by capital bond funds. Governor Pat Quinn has been a longtime advocate of the Mud to Parks program – supporting Illinois’ first Mud to Parks project taking Illinois River sediment from the Peoria Lake to help develop a new park on Chicago’s south side in 2003.

“Having this reusable dewatering site will help promote the worthwhile reuse of rich soil that has ended up in the waterway, while ensuring that these lakes and channels are dredged and maintained for public access and recreation within the Chain,” said IDNR Director Marc Miller. “The Mud to Parks concept is a winner – getting eroded mud out of the waterway and putting that valuable Illinois and Wisconsin topsoil to good use throughout the region.”

With more than 60,000 tons of eroded soil and farmland from the Fox River basin ending up in the waterway and Chain O’Lakes each year, the Cooper Farms soils farm site will store and allow the drying of the dredged sediment for later reuse. Removing the material from the Chain will improve the water quality of the lakes, help restore navigability for boaters and increase recreational opportunities, and enhance nearby property values. The sediment dewatering site is located northeast of Grass Lake and west of Lake Marie, on a parcel managed by Chain O’Lakes State Park.

“Especially in this economy, the State of Illinois has given us a tremendous opportunity to create a source of revenue by reclaiming lake bottom that we would normally have to pay to get rid of,” said Executive Director Ingrid Danler. “It will allow us to self-fund projects in the future, rather than using tax dollars or user fees, and we appreciate the foresight of the State of Illinois in recognizing this opportunity.”

Topsoil is a valuable commodity for construction and landscaping projects. The dewatering facility will include two earthen cells or holding tanks that will store the wet or muddy dredged material – and a sediment recovery and recycling area. The reclaimed topsoil will be sold to area businesses and individuals for use in parks, recreation facilities, construction projects, and landscaping. Funds generated by the sale of the reclaimed soil can support the cost of maintaining and operating the facility.

2010 duck season promises plentiful ducks, generous limits, spotty habitat

An investment of time and shoe-leather could pay special dividends this year.

JEFFERSON CITY–The 2010 waterfowl season promises a mixed bag for hunters, with more ducks but less habitat than usual. The winners will be those hunters who look for opportunities outside the usual hunting hot spots.

WATERFOWL POPULATIONS
Resource Scientist Andy Raedeke said annual surveys of waterfowl nesting grounds in the northern United States and Canada show continued strong numbers of most duck and goose species. Raedeke, the Missouri Department of Conservation’s waterfowl expert, said the total number of breeding ducks seen in mid-continent surveys was approximately 41 million. That is down three percent from 2009, but still 21 percent above the long-term average.
The number of mallards – the mainstay of mid-continent duck hunting – mirrored the overall trend, similar to last year but still 12 percent above the long-term average.
Eight out of 11 species tracked in the annual surveys were above long-term averages. Those showing the strongest long-term gains were green-winged teal (+78%), northern shoveler (+76%), gadwall (+67%) and redhead (+63%).
Species whose numbers remain below long-term averages include northern pintail (-13%) and scaup (-16%).
Blue-winged showed the only statistically significant population change from 2009, with a 14-percent decrease, from 7.4 million to 6.3 million. However, blue-winged teal remain 36 percent above the long-term average. The current teal breeding-population estimate is well above the 4.7-million level that would trigger a more restrictive hunting season.
The number of Canada geese in states north of Missouri has ballooned to more than 750,000. Many of these birds migrate into or through Missouri during the fall and winter, providing opportunities for Show-Me State hunters.
Mid-continent white-fronted geese numbers are estimated as average, while light-goose numbers remain above average.

WEATHER & HABITAT

While these numbers are promising, the number of ducks is only one of three factors needed to produce good hunting. The other two are habitat and weather. Raedeke said habitat conditions differ dramatically across the state..... Click here to continue reading this news article

Mississippi River At St. Louis, Missouri

Cause Of Towboat Sinking Not Clear..........

Over the weekend, the towboat "Bill Pehler" was raised to the surface of the Mississippi River by the Okie Moore salvage rig.  The workers offloaded the remaining fuel and repaired the hull, before towing the vessel to a Grafton area shipyard.  The U.S. Coast Guard's investigation into the sinking may take at least a week.  Officials are not certain ho much fuel spilled into the the Mississippi River.  The Pehler sank on Wednesday just north of the McKinley Bridge........

News Release From BoatUS

America's Boaters Speak Up Loudly: Don't Give Us More Ethanol
Without Testing It First

Boat Owners Association Reports Grassroots Efforts

ALEXANDRIA, Va., October 12, 2010 - In the battle to add up to 50% more ethanol to the nation's gas supply without first providing scientific evidence it won't harm boat engines or cause serious safety issues, America's recreational boaters have spoken. Of the over 22,000 Americans who have emailed President Obama in the last thirteen days urging him to stop the EPA from approving the increase, BoatUS reports that nearly three-fourths of those emails are from BoatUS members and other recreational boaters.

"On the very first day there were over 11,000 emails sent to the President that were generated through the http://www.FollowTheScience.org website attributed to BoatUS members and their friends," said BoatUS Vice President of Government Affairs Margaret Podlich. "This shows our boat-owning membership is very worried about this issue and wants to see independent testing completed first. We hope their grassroots activism has an impact on this decision."

A wide-ranging coalition of groups behind FollowtheScience.org created the email campaign in anticipation of the EPA's decision - expected in just a few days - that is likely to announce the authorization of increased ethanol in the nation's fuel supply.

Why are boaters speaking out so strongly?

Large numbers of boaters have been impacted by 10% ethanol in their gasoline, which was rolled out nationwide a few years ago. A solvent, ethanol can degrade fuel systems and harm boat engines. BoatUS members have reported engine breakdowns, some leading to expensive repairs and potential safety issues. "Boaters have already been left holding the bag once when ethanol was introduced at 10% (E10)," said Podlich. "With no recourse, our members were forced to use a fuel that affected the reliability of their engines."

Working on behalf of over 500,000 members, BoatUS had previously asked the EPA to see the science first. However, to date no independent testing of marine engines with the use of "mid-level" ethanol blends (up to 15%) has been completed. Most boat engine warranties are void when using ethanol beyond the 10% blend level.

BoatUS continues to urge recreational boaters or anyone with gas-powered equipment or vehicles to go to www.BoatUS.com/gov and let President Obama know your concerns about ethanol and ask him to require the EPA to complete testing and get the science first.

BoatUS is part of FollowTheScience.org, a coalition of 46 motor sports, environmental, food and citizen advocate groups asking for "science first" before the EPA allows a new fuel on the market. BoatUS is also a member of AllSAFE, the Alliance for a Safe Alternative Fuels Environment.

###
Boat Owners Association of The United States (BoatUS) is the nation's leading advocate for recreational boaters providing over half a million members with a wide array of consumer services, including on-the-water towing assistance provided by TowBoatUS and Vessel Assist Pacific. Combined, these two towing fleets offer North American boaters the largest network of US and Canadian towing ports with over 290 locations and over 600 towing assistance vessels — more than double that of any other service provider

River Shipping

Barges Most Economical Method To Ship Grain........

Before the U.S. Army Corps of Engineers built locks along the Upper Mississippi River, transforming the Mississippi River into a reliable navigational channel, under 1 million tons of exported products were moved through New Orleans.  These days, some 85 million tons of grain originating in 19 Midwestern states move down the Mississippi River, through the Port of New Orleans, headed for ports in Europe, Asia and South American.  It would seem that the most economical way to move grain would be in barges, as a tow pushing 15 barges moves the same tonnage as 2-100 car trains or 900 loaded semis........

Missouri River

Releases Increase From Missouri River Reservoirs........

Recently, the U.S. Army Corps of Engineers announced that the Missouri River reservoirs will be drawn down at a near record rate.  The reason for the increase is to move the stored floodwaters in order to make room for the runoff that will arrive next year.  It is expected that most of the stored floodwaters should be removed from the system by December........

Rogersville, Alabama
Joe Wheeler State Park Marina in Rogersville, Alabama is where we’ll call “home” for the next month. It is 60 miles upstream on the Tennessee River past our turn to go down the Tenn-Tom Waterway. It is also the location for the annual Looper Rendezvous. There are already a ton of Loopers here to stay for a month (the event goes from Oct. 24-28).
Pictured here is the main building with convention center, hotel and restaurant (our boat is in the middle).

The boat pictured here at the marina took over 19 years to build and was quite impressive.

The pool was gorgeous…but cold! We all tried hard to stay in it, but even on the 90 degree days it was still rather refreshing! It’s been unseasonably warm here all summer and fall (over 90 degrees every day we’ve been here and will continue through the week......Click on their Daily Blog to read more   http://parrentfive.blogspot.com/

Gates At Lock & Dam No.7 Help River Conditions.........

While the high River levels are a bit odd for this time of year, and have affected barges, boaters and fishermen.  At this point, the levels of the Mississippi River have fallen sufficiently, that the gates are being put back into Lock and Dam No.7.  Since the 5 roller and 11 tainter gates have been put in, boaters and residents should see the River currents slow, and the level of the River begin to recede........

The Picture of the Day ...... were sent to us by Kathleen Quade

Bill,

We had a wonderful event at Sundowners at Yacht Club of St. Louis that we would like to share on RiverBills.

Gary Heller and Kathleen Quade of Lake Center Marina (Riverdreams II) were married at Sundowners at Yacht Club of St. Louis on Saturday October 9, 2010. We would love to express our sincere thanks and gratitude to John Klipp, Jeff Pollard and the Sundowners staff for an outstanding event. They went way beyond our expectations to make this special day a wonderful memory. With nearly 200 guests, we had only positive comments regarding the food and service we received throughout the evening. NONSTOP Classic Rock Band played and also received many compliments on their performance. We had guests from Florida, Maryland, Michigan, Ohio, Illinois, Indiana and Arizona as well as guests from up and down the river who were very impressed with the overall success of the entire event. We would also like to thank the Yacht Club of St. Louis for allowing us to use a boat slip for the night. We would like to thank Mary Henderson for taking professional photos during our special day. He did a tremendous job on capturing our memories.

We are attaching a few pictures (with permission) that were taken by Marty Henderson during our wedding.

We highly recommend Sundowners for your next event, as well as NONSTOP Classic Rock Band!

Gary and Kathleen Heller will be seeing everyone soon back at the river!

Kathleen

Inland Waterways

Inland Waterways Are Highways Without Potholes........

With the recent designation of several inland waterways as federal marine highways, the government is hoping that their increased usage will decrease congestion, pollution, as well as transportation costs.  Maritime Administration documents documents state that freight trucks are usually congested in the cities along the Ohio-Mississippi-Missouri River corridor, including Pittsburgh, Columbus, Cincinnati, Dayton, Louisville, St. Louis and Kansas City, and rail traffic is congested primarily around St. Louis and Kansas City........

New Scenic Byway Sign Colors Under Fire........

Conservation advocate, Annie Hoagland, believes that the proposed new orange and blue Scenic Byway signs take away from labors to maintain the natural beauty of the Mississippi River corridor.  Hoagland contends that the signs are a bit garish for the Mississippi River.  The signs are a product of a three year market study, which was commissioned by the Great Rivers Scenic Byway Council.  The study results were based upon a survey of tourists that stayed in the area.......

Making Headway - Weekly Column
    By Captain Larry Walker

Can you keep a secret? Not everybody can. However, when our vessel is in distress, some of us inadvertently keep it a secret from nearby boaters that may be willing and able to render assistance. How about composure? Do you keep a cool head in an emergency? If we combine a distress situation with a cool head, it should yield a good result. Or, sometimes . . . maybe not?

Assume that you are in the middle of a large body of water in poor visibility when you discover a fire onboard. One of your friends, a volunteer fire fighter, organizes the crew and fights the fire. While the crew is at work, with your cool head, you decide to call the U.S. Coast Guard on your VHF radio.

Your channel 16 radio communications start with " U.S. Coast Guard , U.S. Coast Guard , U.S. , Coast Guard, this is the sailing vessel Serenity, over." The Coast Guard then replies with "sailing vessel Serenity, please switch to channel 22a." You then switch to channel 22a and inform the Coast Guard of your position, the fire and that the fire has already injured one passenger.

Upon receiving the information about your situation, the Coast Guard will likely send a vessel and crew to your location, unless there is a better alternative. The Coast Guard radio operator will first relay the information to the individual in charge, who will in turn, determine the size vessel and crew to dispatch to your location.

Once the Coast Guard radio operator is certain that your situation is attended to, he or she can then make a VHF radio broadcast alerting all mariners in the area of your distress situation. However, if another call comes in, that broadcast may not happen immediately. By this time, the fire may have rendered your radio inoperative.

That radio procedure sounded good. But, if the Coast Guard's boat is 45 minutes away, and their radio operator is still busy with other calls for assistance, the broadcast to other boaters may take some time. The Coast Guard must prioritize simultaneous calls for assistance. The fact is that you may not be the highest priority.

I bring this matter up because there is a procedure that you can use to significantly improve your situation. An example would be "this is the sailing vessel "Serenity" one mile off Good Luck Point with a fire onboard." Your message can be preceded by “Mayday, Mayday, Mayday” or “Pan Pan, Pan Pan, Pan Pan” depending on the severity of the fire.

The difference from our earlier example is that all nearby boaters will hear about your distress on VHF 16 and will likely listen for more information. Also, the Coast Guard will not switch you to their working channel since they will know at the beginning of your call that you have a serious situation.

A fellow boater with additional fire extinguishers or some medical expertise may be only minutes away. However, in the first example, he may not learn of your situation for 10 or 15 minutes, since the visibility is poor and he can't see you.

The bottom line is to NOTIFY ALL NEARBY BOATERS ASAP when in distress. A calm call to the Coast Guard without the words "MAYDAY" will attract no attention. Your fellow boaters will not hear what you have to say on most other channels. Help from a "Good Samaritan" may actually be a few minutes away. Don't forget, in a distress situation, time is of the essence!

Until next time, I wish you clear skies, fair winds and calm seas!

   River Aficionado Measures River Depths........

Almost every morning over the past 45 years, Arthur F. Denkmann Jr. has measured the level of the Mississippi River at the foot of the Gateway Arch.  Denkmann, a field gauge reader for the U.S. Army Corps of Engineers, is among the few remaining gauge readers.  Way back when, the Corps and others paid hundreds of people to manually read the gauges; nowadays, there are 120 sensors that that take the measurements.........

Update: Coast Guard responds to sunken towing vessel in Mississippi River

News Release

Date: October 10, 2010

ST. LOUIS - The Coast Guard supervised the salvage of the sunken towing vessel Bill Pehler from its moorings in the Mississippi River, Saturday, at approximately 5 p.m.

The salvage company Okie Moore delivered a crane barge to the scene, Saturday, and began operations to remove the vessel at approximately 8 a.m.

The Crimson Glory, a 170-foot uninspected towing vessel (UTV), brought the Bill Pehler in an along-side tow for transport back to shore. The diesel fuel in the tanks aboard the Bill Pehler was transferred safely to tanks on board the Crimson Glory.

The 170-foot UTV brought the Bill Pehler to the National Shipyard Marine near Grafton, Ill.

The sunken vessel has been secured.

Watchstanders at Coast Guard Sector Upper Mississippi River received a report, Wednesday, that a 70-foot by 26-foot towing vessel sank at its moorings with diesel fuel in its tanks on board.

The Coast Guard is investigating the cause of the incident.
