Attached are some pics of some good boater friends who hang out with me at the Sandbar at the top of Two Branch Island. The Red Buoy was found by us a few years ago (Oct 2003) and we " Planted it" in the Sand but the High water washed it away. We found it again last weekend and we "planted it" AGAIN!! This time we signed the Buoy with are Boat names. Hope she makes it thru Jamaica Daze 2006 and the High waters!!

The Golden Eagle Ferry will close at 10 am.and remain closed until further notice, we have about 5 inches of water on the road at the Golden Eagle Ferry.
 

The Winfield Ferry is open.

The Blessing of the Fleet has been rescheduled for Saturday July 24th (this is the first time in over 50 years it is ever been rescheduled). Water is expected to be out of the building on Friday the 16th and we can begin clean up. This gives us a week to get ready!

Also the Backstoppers boat race has been rescheduled for September 11th. The starting line is right in front of PYC.

Ricki & Rob have been checking on the boats/docks and everything appears to be fine at this time.

Missouri River Levels

    Reservoirs On The Missouri River Remain High........

 

The U.S. Army Corps of Engineers is blaming heavy rains and mountain snow melts for keeping the Upper Missouri River's reservoirs above normal.  The Corps wants to move water through the Gavins Point Dam, however, they will keep releases at the current 34,000 cubic feet per minute until conditions get better downstream.  The Corps stated that it will be December before the majority of the water is gone from the reservoir........

Flood of 1993....
The bridge closes at Fort Madison, Iowa, which has experienced rain for 54 of 58 days. 830 miles of Mississippi River are closed to boat traffic between Cairo, Illinois and St. Paul, Minnesota. Over 100 rivers feeding into the Mississippi River flood by July 14. Unprecedented high-water on the Missouri River, Des Moines River, Illinois, Iowa, Skunk, Rock and Raccoon rivers (all tributaries of the Mississippi River) promote the massive flooding of the Mississippi River.

   Mercury Racing Testing New Engine........

 

Mercury Racing announced that they are still refining their new Quad Cam 4 Valve engine family.  Since the engine's introduction at the 2010 Miami International Boat Show, Mercury has been testing on the dyno as well as in boats.  The development of the engine is on schedule, and production of the 1,350 hp QC4v will start this month.  Shipments of the propulsion system should begin in August, with the first pair of the new engines slated to be installed in the AMG Cigarette........

Lake Of The Ozarks

    Gravois and Osage Arms Clean, Public #2 Beach Closed........

 

At the Lake of the Ozarks, the Missouri Department of Natural Resources has given the Gravois and lower Osage arms a clean bill of health.  However, after samples taken from Public Beach No. 2 tested over seven times the acceptable levels on Tuesday, the DNR closed the beach.  Pomme De Terre State Park and Wakonda State Parl was closed due to high water and high bacteria levels........

CLEVELAND Ð Crewmembers from U.S. Coast Guard Station Cleveland Harbor provide a safety and security zone during the Cleveland Tall Ships Festival, July 8, 2010. Station Cleveland Harbor crewmembers utilized a 25-foot Response Boat-Small (RB-S) and 41-foot Utility Boat (UTB) to provide a perimeter for the tall ships moored and underway in the Cleveland Harbor area.

I'd like to submit the attached photo taken on July 7th, 2009. Two Branch Island is on the left side of the photo and as you can see the sunset was great. I snapped this shot with a camera phone off the back of Captain Nick Jacobs' $napper Trapper, a Crownline 266BR. Nick hails out of the Huster Ramp in St. Charles.

 

After enjoying the sunset, we went over near John's Boat Harbor to yell like idiots into "echo wall".

D. THE FOLLOWING ZONES ARE IN THE HIGH WATER RECOVERY PHASE IN
ACCORDANCE WITH THE WESTERN RIVERS WAP ANNEX:

Mississippi River Rescue Update

   Man Honored For Rescuing Woman From The River.........

 

Tuesday evening, Anthony "Tony" Sparks was honored at the Godfrey Village Board of Trustees meeting for his selfless acts of bravery on the evening of June 27th.  After witnessing Barbara Nowack's car veer into the Mississippi River, Sparks jumped in the River, and pulled Nowack to safety.  Godfrey Mayor, Mike McCormick, choked up while reading the proclamation that honored Sparks.  McCormick happened onto the scene as Sparks was puling Nowack ashore........

    With The Stroke Of A Pen, The Alexander-Cairo Port District Is Born........

 

On Thursday afternoon, Illinois Governor Pat Quinn, signed a bill that will create the Alexander-Cairo Port District.  The goal of the District would be to take advantage of the River, rail and highway infrastructure.  Within the next 60 days, a district board will be created.  Many of the local businesses in Cairo are looking to benefit from the opening of the Port District as well.........

The Army Corps of Engineers announced the completion of the closing of the Mississippi River Gulf Outlet on this day in 2009.

The channel was built in the 1960s to provide a shipping shortcut from the Mississippi River to the Gulf of Mexico. It was blamed for the loss of thousands of acres of protective wetlands over the years and many elected officials and residents of the area loudly blamed the waterway for the massive flooding that decimated the region after Hurricane Katrina.

The Mississippi River Gulf Outlet was blocked by dumping 352,000 tons of rock into the waterway at a cost of $11.2 million. Pine Bluff Sand and Gravel Co. of Arkansas spent six months to build the barrier. The barrier stretches 950 feet across the MRGO channel, and has a 12-foot top crown, a 450-foot bottom width, and stands 7 feet above the water level.

Illinois River At Peoria, Illinois........

   Columbus' Vessels Tied Up At Peoria, Illinois Over The Weekend........

 

Two out of three of Christopher Columbus' ships are moored in Peoria, Illinois over the weekend.  Actually, the Nina and Pinta are replicas of the Columbus ships.  The floating museums will be offering tours from 9 am to 6 pm.  The ships sail the Western Hemisphere for 42 weeks out of the year, giving people an idea what life aboard a ship was like 500 years ago.  The captain is also looking for 4 crew members while visiting Peoria, and no experience is needed........

   ICP Arrests 32 On DUI Charges Over Holiday Weekend........

 

The Illinois Conservation Police were busy over the 4th of July weekend, arresting 32 boaters for operating under the influence, 6 for driving under the influence and another 13 for various drug offences.  9 boating accidents were investigated , including the fatal accident in Litchfield.  Officers issued  564 arrest citations for various offenses and issued 858 warnings.........

Saves Three Lives Off California Coast


Crew Sends Mayday Just Before Capsizing


ALAMEDA, Calif. July 8, 2010 -- The day before departing Crescent City, California, on July 1 for an offshore passage bound for Alameda, California, the shore-bound father of one of three crewmembers aboard the 32-foot catamaran sailboat Catalyst wanted to ensure his daughter was safe. So he went to www.BoatUS.com/Foundation/epirb to rent an Emergency Position Indicating Radio Beacon (EPIRB).

Normally costing about $800, the BoatU.S Foundation rents the life-saving units for just $65 per week. The rental program is intended to fill the short-term safety need for occasional offshore cruisers. When activated by immersion in water or manually by pressing a button, the units broadcast an emergency mayday signal via satellite along with precise location information of the vessel in distress, allowing for a speedy rescue. A dedicated global satellite system relays 406-MHz EPIRB distress signals to rescue stations around the world.

The last-minute rental saved all three this past weekend when stormy seas led the crew to activate the beacon just minutes before massive waves capsized the vessel, plunging all three into the frigid Pacific waters 20 miles off Fort Bragg on the Northern California coast.

On Saturday July 4 with winds gusting past 50 mph and seas treacherous, the three crew -- two men in their 40s and a woman of unknown age -- activated the EPIRB at about 12:44 p.m. Soon after, 15-to-20-foot waves knocked the boat completely upside down, pinning all three underneath. Once they freed themselves from the overturned boat, the three lashed themselves to the overturned vessel, but without survival suits to protect them from the cold water, hypothermia quickly set in.

A U.S. Coast Guard helicopter was able to home in on the signal given by the EPIRB, and after commencing a search pattern, quickly found the floating wreck awash in the sea. With the help of a rescue swimmer, Catalyst's three crew were quickly loaded into the helicopter for a life-saving flight to the hospital. The female crew member's body temperature was only 79ºF and pulse barely 30 beats per minute. All are expected to fully recover.

The signal from the EPIRB was the only distress signal received by the Coast Guard from Catalyst. The Coast Guard also credits the crew for staying with the boat after it capsized and filing a float plan, which allowed the rescuers to expedite the search.

"That EPIRB saved their lives," said USCG Lt. George Suchanek, an MH-65C Dolphin helicopter pilot that responded to the call.

River Destinations....Mississippi River At Dubuque, Iowa

    Transient Boat Docks Closer To Reality........

 

On Tuesday evening, the City Council of Dubuque, Iowa voted 5-1 in favor of proceeding with final design and the development of construction documents for a 68 slip marina.  The proposed marina will include docks that would accommodate vessels from 26 to 50 feet in length, as well as a shore based building that would be equipped with electricity, water and showers.  The project is expected to cost $4.2 million, $3 million of which would come from a U.S. Fish and Wildlife grant........

Delaware River At Philadelphia, Pennsylvania

   "Duck Boat" Rammed By 800 Foot Long Barge........

 

Wednesday afternoon, a "Duck" tourist boat was struck by an 800 foot barge being towed by a tug boat.  The Duck had lost power following an engine fire and was sitting in the water waiting for assistance to arrive.  After the collision, the Duck sank quickly.  37 passengers were thrown into the Delaware River.  Luckily, the passengers were wearing lifejackets, and rescuers were nearby.  As of Wednesday evening, two people were still missing........

Nautical Assistance

    Sea Tow Reports Increase In Assistance Calls........

 

Over the 4th of July weekend, Sea Tow has reported a 19% increase in assistance calls over the same period during 2009.  The increased call-outs have been attributed to higher temperatures leading to more boaters heading to the water.  Sea Tow captains responded to at least 9 accidents, 789 tows, 91 jump starts, 5 maydays and 76 fuel drop requests to name a few........

Ralph Samuelson, the man who invented water skiing and the water ski, became the first ever water ski jumper. He smeared cooking lard on a half-sunken diving platform and then proceeded to make a jump.

The City of Steelville proposes to clean out an approximately 900 linear foot section of Yadkin Creek, which flows into Whittenburg Creek, a primary tributary to the Meramec River. The proposed creek clearing is to be conducted with a bulldozer and/or backhoe. The City would like to remove the gravel bars and vegetation that has built up within the creek. The Public Notice comment period opens on July 1, 2010 and closes on July 21, 2010.

  2. P-2763: H&R Development, L.L.C. has submitted a Mitigation Banking Prospectus to establish and permanently protect 18.59 acres of emergent wetland and 14.82 acres of aquatic resource buffer. If approved, the Mitigation Bank would serve as a compensatory mitigation option for Department of the Army permit recipients to fulfill their mitigation requirement. The Mitigation Bank is proposed along the Meramec River in unincorporated St. Louis County, Missouri. The Meramec River is a tributary to the Mississippi River. The public notice opens July 7, 2010 and closes on August 6, 2010.

Recently, Cook Composites was found not responsible for gelcoat cracks formed on yachts constructed by Viking Yacht Co. and Post Marine Co.  Last week's verdict from the U.S. Third Circuit Court of Appeals, upheld last July's jury verdict.  Last year, Cook Composites was able to enter evidence that their product met CCP's warranties, and that the issues that Viking and Post encountered were unique to them........

United State Coast Guard News Release

Date July 6, 2010

 

LOUISVILLE, Ky. — The Coast Guard captain of the port for Sector Ohio Valley has closed a portion of the Ohio River to all commercial traffic due to high current out flow of the Wabash River, Tuesday.

The river is closed from mile marker 847.5 to 849, near Uniontown, Ky. The closure is based on input from the Army Corps of Engineers, as well as key maritime industry stakeholders, in order to prevent vessels from running a ground. High water on the Wabash River has caused strong currents at the intersection of the Ohio River.

The Coast Guard is working with the ACOE and representatives of the towing industry to survey the area, mark the channel and develop plans to re-open the waterway to commercial traffic when deemed safe for transit

   Legislation Drafted To Protect Mississippi River, Farmland........

 

U.S. Senator Amy Klobuchar of Minnesota and U.S. Representative Ron Kind of Wisconsin are the main authors of legislation before Congress intended to protect the quality of water in the Mississippi River as well as farmland.  The bill would require the U.S. Geological Survey establish a joint public-private method of observing and reducing the nutrient and sediment runoff into the Upper Mississippi River Basin........

Highlighting IDNR programs and events for the month of July

 


Horseshoe Lake State Park (Madison Co.) Chouteau Island Dove Hunting Program: Due to unusually wet conditions, the Chouteau Island unit of Horseshoe Lake State Park (Madison Co.) was removed from the drawing for dove hunting permits for this fall. No permits for this area were allocated for the first five days of dove hunting season, allowing alternate hunting choices to be granted for individuals who were successfully drawn in the lottery. Sunflowers were planted early on Chouteau Island, but excessive rains and river water seepage have flooded and destroyed the majority of the crop. The fields remain flooded at this time. From July 14 through August 4, unsuccessful applicants, non-residents and anyone who has not applied for or received a dove hunting reservation may call 217-524-6514 (8:30 a.m.-4:30 p.m. M-F) to apply for any remaining open areas and dates at other sites throughout the state.



Boating Infrastructure: Local governments, privately-owned marinas and boatyards have until August 2 to apply for grants available to provide temporary docking facilities for large boats. Funds for the program come from federal excise taxes on fishing equipment and motorboat fuels through the Sport Fishing and Boating Safety program, and can provide up to 75 percent of an approved project’s cost. The program is intended to enhance boating for transient, non-trailerable recreational boats - those 26 feet long or longer. The applicant must provide the remaining 25 percent of a project’s cost. Eligible facilities must accommodate boats of 26 feet or longer, must be used by transient boaters who do not stay more than 10 consecutive days, and must be open to the public. Projects could include boat slips, mooring buoys, navigational aids, safe harbors and initial dredging to provide transient boats with safe channel depths. All proposals must be submitted to the U.S. Fish and Wildlife Service through the IDNR Federal Aid/Special Funds Section of the Office of Resource Conservation. For additional information, call 217-782-2602.

Chicago River

    Water, Waste, Invasive Species, Oh My........

 

The turn of the century feat of reversing the flow of the Chicago River has been under fire pretty much since the beginning.  The first controversies arose from the removal of water from the Great Lakes, and the "flushing" of Chicago's waste water into the Mississippi River Basin.  Then came the invasive species, first mussels then round gobies.  These days it is viruses and of course, the Asian carp.  By 2003, Chicago Mayor Richard M. Daley had suggested damming the canal in order to renew the original separation of the Great Lakes from the Mississippi River Basin........

Flood of 2008.....

The flood waters receded off the Great River Road between Alton and Grafton, Illinois and it was re-opened for traffic.

The Winfield Ferry, Golden Eagle Ferry, Grafton Ferry and Brussels Ferry are still closed.

The Mississippi River was still closed to recreational boat traffic between the Jefferson Barricks Bridge at MM 168.7 UMR and Lock and Dam 20 at MM 343.2 UMR..

The Lighthouse Inn @ Two Rivers Marina, Louisiana, Mo....has re-opened

Des Moines River Near Ottumwa, Iowa

    Mobile Home Park Evacuated Ahead Of Flooding........

 

Almost 300 people have evacuated the Valley Village Mobile Home Community near Ottumwa, Iowa due to the Des Moines River spilling out of it's banks.  The majority of residents had left by noon Tuesday.  Water was encroaching on the park by the early afternoon.  The mobile home park flooded in 1993 as well as in 2008........

Asian Carp Update

    Corps Building New Barriers To Halt Carp Advance........

 

The U.S. Army Corps of Engineers is constructing a third electric barrier in the Chicago Ship and Sanitary Canal.  The first part of the barrier went online in 2002, and was intended to stop all species of fish, but especially the round goby.  The second and third phases are intended to stop the Asian carp in addition to other invasive species.  A concrete jersey wall is also being constructed in certain places on the Centennial Trail to prevent Asian carp from crossing from the Des Plaines River the the Chicago River during times of flood........

    Car Driven Into River Now Visible.......

 

On June 27, 2010, a car driven by Barbara Nowack blew a tire and veered into the Mississippi River.  Anthony Sparcks dove into the River and rescued Nowack.  In the meantime, the flooding River washed the car closer to shore.  As the River recedes, the submerged car has now become visible........

Notes: Very, very calm start to the day.

My strategy of early starts to beat the wind worked quite well this morning. Now I’m faced with what to do with the rest of the day when I’m done paddling by 1:00 PM. It wouldn’t be a problem if I was camped somewhere away from civilization but for the next couple of weeks that won’t be the case. State parks and established campgrounds would allow me to set up camp early and laze around for the rest of the day but both cost money. In addition (and more importantly), both private and state campgrounds generally are not worth the trouble involved with securing my kayak and moving my gear up to wherever the camping areas are.

    Teen was Killed By Boat Driven By Father........

 

On Saturday, 15 year old Haley Hazelwonder died after being struck by a boat operated by her father, Eric.  Hazelwonder and his family was anchored in a cove on Lake Lou Yager with with several other boats.  He was trying to leave the cove at the time of the accident.........

Catalyst aground Robert Island



KODIAK, Alaska - The 75-foot passenger vessel Catalyst sits aground after it reportedly struck a rock while nine passengers and four crewmembers were whale watching near Port Houghton west of Robert Island, a small island about 68 miles south of Juneau, July 6, 2010. The captain of the Catalyst reported approximately 1,600 gallons of diesel on board and there are no signs of pollution or visual damage and the vessel reportedly re-floated about 6:40 p.m. during high tide.

After a Fireworks display at Little John's 4th of July BBQ.......things really lit up when Capt'n Tim pulled up in his Hummer .   A local river establishment cancelled Tim's gig because of slow business on Sunday night, so Tim and Martha motored on over to Little John's party, backed up to the race trailer and Capt'n Tim put on a show from the tail gate ....Wow !

Another great time at Grafton Harbor on the 4th. I have sent a picture of a few Grafton Harbor Girls at the pool. Some of your readers have been begging for this type of picture.
 

The other picture is of a church pew that was recovered from the river. As much as all of us have moaned about the inability to use our boats and "party on the river", this picture reminds me of the many people that have lost their homes, their businesses and even their churches. We should all keep those people in mind as the water recedes and have a healthy respect for the river and those that travel it.

Summary : 

Victims boat was floating down river mid-channel occupied by eight people. It was secured to another vessel with nine people onboard. Victims boat was struck in the stern by a boat travelling upstream with eight people on board. Noland Stuecken was arrested on suspicion of boating while intoxicated. On 7-4-10, manslaughter charges were filed in Cole County Missouri.

Summary : 

THERE WERE FOUR SUBJECTS ON A BOAT NEAR THE HURRICANE DECK BRIDGE. THREE OF SUBJECTS DECIDED TO JUMP FROM THE BRIDGE. THEY CLIMBED TO A PLATFORM JUST BELOW THE BRIDGE FLOOR APPROXIMATELY 60 FEET ABOVE THE WATER. THE VICTIM JUMPED FIRST. THE SUBJECT IN THE BOAT SAW HIM HIT THE WATER AND HE DID NOT RESURFACE.

Meramec River Near Arnold, Missouri

    Mulch Fire Burning Along The Meramec River........

 

Sunday afternoon, a large mulch fire lit off at the Simpson Quarry near the Meramec River.  The Rock Community Fire Protection District responded and found that they could not use conventional heavy equipment to spread out the mulch.  The reason is that the mulch is close to 300 - 400 degrees toward the bottom of the pile.  Firefighters also had a challenge with available water supplies for their hoses.  Luckily, the Meramec River was close enough for a pump to connect to.........

Making Headway - Weekly Column

One of the most frequent questions about the Navigation Rules is the topic of "Right of Way." Oddly enough, the term "Right of Way" appears only once in the Inland Rules and not in the International Rules at all. Yet we, as mariners, use the term regularly.

The section of the Inland Rules that uses the term "Right of Way" involves the Western Rivers and Great Lakes . Inland Rule 14 states that a power-driven vessel "proceeding down-bound with a following current shall have the right of way over an up-bound vessel."

The logic on the use of the term "Right of Way" is sound. A vessel traveling in the direction of the current has less water passing by her rudder, and accordingly, less steering control. Up-bound vessels, traveling against the current, have more steering control.

There are many other instances where the Navigation Rules specify that one vessel has "priority" or "preference" over another vessel. The phrase that is used in all of those cases is that one vessel "shall keep out of the way" of the other. Clearly, with the exception of the down-bound vessel case, the Navigation Rules do not grant any vessel the "absolute" right of way.

Most of the confusion about which vessels must "keep out of the way" of others involves operation in open water. In a narrow channel or fairway, the traffic is moving predominately in two directions. Channel limits are marked with aids to navigation (buoys, dayboards, etc.). What we end up with is a traffic pattern similar to that of a roadway, which even a "landlubber" can deal with. There are Navigation Rules for both the narrow channel and the open water situations.

Let's focus on "Open Water" operations, since those traffic patterns vary greatly without the confines of channel markers. The proper protocol is less obvious. There are several categories in which a vessel can be due to the "nature of its work" or other constraints. There is a "Pecking Order" (order of priority) prescribed by the Navigation Rules that clarifies which vessels have to "keep out of the way" of other vessels operating in open water.

At the top of the pecking order are vessels that have constraints due to propulsion failure, steering problems or activities that restrict their ability to give way to another vessel. Next are vessels constrained by draft (super tankers, etc.), vessels engaged in commercial fishing, vessels under sail, power-driven vessels and seaplanes.

How about a commercial fishing vessel while not "engaged in commercial fishing?" What about a sailboat when not "under sail?" The Navigation Rules require that for a vessel to claim a priority over another vessel, it must be "constrained" by something or "engaged" in some activity that limits maneuverability.

A commercial fishing vessel that is on the way out of the harbor and headed across the sound to begin fishing has the status of a regular "power-driven" vessel. A buoy tender that is on the way to its next repair site is not "restricted in its ability to maneuver" and has the status of a regular "power-driven vessel."

It is not what your vessel is designed or equipped to do that gives it priority over other vessels. It is being engaged in the activity or having a constraint that moves you up in the pecking order.

Osage River In Cole County, Missouri

    82 Year Old Woman Killed On Osage River.........

 

Nolan Stuecken is facing manslaughter charges following a deadly boat collision on the Osage River over the holiday weekend.  Norma Sandbothe, 82, was aboard a pontoon boat that was rafted up to another pontoon, which was struck by a deckboat piloted by  Stuecken.  The Missouri State Water Patrol arrested Stucken on suspicion of boating while intoxicated.  On July 4th, the Cole County prosecutor filed manslaughter charges against Stuecken........

Arkansas River At Little Rock Arkansas

   Tugboat Sinks In The Port Of Little Rock........

 

Recently, a tugboat sank in the Port of little Rock while tied up to another vessel.  The tug was used to move barges around the port.  The tug released around 100 gallons of fuel into the water.   Oil containment booms have been deployed  and has contained the leak.  A clean-up crew has been hired to mop up the spill, and a diver was dispatched to plug up holes oil could escape from.  The U.S. Coast Guard is investigating the cause of the sinking.........

    Boat Sinks In The Mississippi, Anglers Rescued........

 

While fishing in the Mississippi River on Friday, 69 year old William Wright and 61 year old David Wright found themselves walking through swampy woods after their boat sank.  The pair hiked for three hours before they were able to pick up a cell phone signal.  Another 90 minutes of walking went by before the men found rescuers.  Other than insect bites, exhaustion and dehydration, the men were reported to be safe and sound........

    Lake Elevation Rises Over The Holiday Weekend........

 

Bagnell Dam is now operating at high generation levels following weeks of holding back water in Truman Lake in order to ease flow into the Missouri River. Truman Lake had reached levels approaching flood stage at over 717 feet.  Truman Lake has since fallen to 714.8 feet.  Between June 30 - July 5, 2010, the level of the Lake of the Ozarks has risen from 658.2 feet to 659.56 feet, which is the new high level for 2010..........

Today my host Jim graciously took me down to see Niagara Falls which was an experience I shall not soon forget. Seeing the waters of the great lakes squeezing through a comparatively narrow river then cascading over a ledge hundreds of feet high is incredible. Absolutely incredible.

    Financing Falls Through, SkipperLiner Sends Workers Home........

 

A financing deal that could have footed the bill for two vessels fell through, resulting in 20 workers being sent home.  Last Monday, around half of the SkipperLiner workers were called back to complete the vessels, which would have taken until the end of October.  When workers showed up for work on Thursday, they were informed that the financing deal fell through and sent home.  SkipperLiner filed for Chapter 128 receivership on April 30th........

Summary : 

 THERE WERE FOUR SUBJECTS ON A BOAT NEAR THE HURRICANE DECK BRIDGE. THREE OF SUBJECTS DECIDED TO JUMP FROM THE BRIDGE. THEY CLIMBED TO A PLATFORM JUST BELOW THE BRIDGE FLOOR APPROXIMATELY 60 FEET ABOVE THE WATER. THE VICTIM JUMPED FIRST. THE SUBJECT IN THE BOAT SAW HIM HIT THE WATER AND HE DID NOT RESURFACE.

Coast Guard closes sections of Mississippi River during holiday


The United States Coast Guard has temporarily restricted recreational boating traffic on a section of the Mississippi River that includes the St. Louis riverfront due to extreme high water. The Coast Guard has closed the Mississippi River between mile markers 179 (MacArthur Bridge) and 184 (Chain of Rocks Canal).

In addition, recreational boating traffic is prohibited from operating on the Mississippi River in St. Charles County between mile markers 226 and 229 on the west back channel of Dardenne Island due to flooding conditions. This restriction is in place due to concerns of property damage to flooded structures, and dangers posed by debris.

Recreational boaters are reminded to listen to marine band channel 16 for broadcast notices to mariners for updates to this operating restriction. All closure information is posted by the Coast Guard on the following website:

Chicago Ship And Sanitary Canal

     Floods May Increase With Lock Closure........

 

The U.S. Army Corps of Engineers has announced that they are concerned that the closure of Chicagoland Locks could in fact increase the risk of flooding in the area's waterways.  Thursday, numerous U.S. senators and representatives sent a letter to President Obama, requesting a more aggressive strategy for separating the Great Lakes from the Mississippi River Basin.  While severing the link between the Lakes and the basin will halt the carp's advance, Corp's hydrologists suggest that flooding is a possibility.  As of yet, the Corps has not conducted any studies on the effects on flooding that the lock closure would have........

    Man Injured In Bluff Diving Accident........

 

On Saturday, Michael Sherrick dove from a bluff into the Niangua River and was injured.  Apparently, the water was more shallow than Sherrick thought.  Sherrick was taken to St. John's hospital with serious injuries........

     Fisherman Bitten By Shark He Caught........

 

A 20 year old fisherman was bitten by a shark, after catching it.  The fisherman was attempting to remove a hook from the shark's mouth when the shark bit the fisherman on his right bicep.  The incident occurred only a day after the U.S. Coast Guard issued a warning to recreational boaters to keep an eye out for sharks in the waters from Maine to New Jersey.  The fisherman was taken to shore where he was treated by paramedics........

Lake Of The Ozarks

     PWC Hits Wake, Boat Runs Aground........

 

On Saturday, Aaron Bose was a passenger on a PWC, when the operator hit a boat wake causing Bose to become airborne. 

When Bose came down, he injured his back, and was taken to the hospital for treatment.  Early Sunday morning, a 2007 Sea Ray was leaving Shady Gators when the vessel ran aground on riprap and a sea wall.  Luckily, none of the 10 aboard was seriously injured........

BoatU.S. has compiled a few tips for captains to keep their guests and vessels safe during the holiday weekend.  While a designated captain is a good place to start, a skipper should keep an eye out for guests aboard.  Sun, wind and waves can add up, causing boater's hypnosis, which can have effects similar to inebriation.  As far as the captain is concerned, even a little alcohol can increase the risk of accidents.  The best advice is to know when to head for shore, and to wait until the boat is put away to enjoy some libations.........

    It's Official....  Admiral Allen Retired.....

 

As of Wednesday, U.S. Coast Guard Admiral, Thad Allen, has retired.  Admiral Allen served in the Coast Guard for 40 years, culminating in the achievement of the Coast Guard's highest position: Commandant of the Coast Guard.  Late last month, Allen left his post as Commandant to focus on being the Oil Spill Incident Commander.  Allen will remain on as the Incident Commander........

     Tow Company Charged For Mississippi River Collision........

 

Federal prosecutors have announced that DRD Towing Co. has been charged in a bill of information with breaking maritime environmental and safety laws.  One of the owners of DRD, Randall Dantin, was also charged with obstructing justice, for allegedly deleting payroll records.  The charges stem from the July 23, 2008 collision of the towboat  Mel Oliver with the tanker Tintomara. An investigation revealed that an apprentice mate was at the tow's helm........

D. THE FOLLOWING ZONES ARE IN THE HIGH WATER RECOVERY PHASE IN ACCORDANCE WITH THE WESTERN RIVERS WAP ANNEX:

Independence Day weekend boating safety reminders



The Missouri State Water Patrol is preparing for the Fourth of July holiday to be one of the busiest boating weekends of the year. Additional officers will be on the state's waters to ensure safety. The Water Patrol asks Missouri's boaters to do their part by remaining alert for other boats and swimmers.
With more boats on the water, it is even more important to avoid becoming distracted while operating your vessel.

Remember:
· Distractions and alcohol consumption slow reaction time.
· Appoint a passenger to help monitor the other boats around you.
· Make evasive maneuvers early and deliberately.

The many firework displays after dark bring many more boaters out at night.

At night, remember to:

  • Check your vessel's navigation lights before heading out and be sure to have spare bulbs on board.

  • Avoid overloading your boat with too many passengers. This can cause the boat to become swamped and affect the handling of the boat.

  • Observe Missouri's night time speed limit of 30 miles per hour on the water.

  • Slow down and take your time. Night time accidents tend to involve more serious injuries and damage, due to the lack of visibility.

Finally, it is illegal to discharge fireworks from a vessel, so leave them in a safe place on shore.

  1. P-2763: H&R Development, L.L.C. has submitted a Mitigation Banking Prospectus to establish and permanently protect 18.59 acres of emergent wetland and 14.82 acres of aquatic resource buffer. If approved, the Mitigation Bank would serve as a compensatory mitigation option for Department of the Army permit recipients to fulfill their mitigation requirement. The Mitigation Bank is proposed along the Meramec River in unincorporated St. Louis County, Missouri. The Meramec River is a tributary to the Mississippi River. The public notice opens July 7, 2010 and closes on August 6, 2010.

Hi Bill,

Can you please post the following revised statement at the beginning of your website from the Coast Guard about river traffic being prohibited between MM 225-228? (It was originally 226-228)

Now it includes the Dardenne Slough above the Yacht Club St Louis…..THANK GOODNESS the waves are damaging our property and docks!!

 

People with large boats really should be more mindful of their wakes during flood conditions.  

 

One more thing while I have you, would it be possible to send out a notice to the boaters (with 30ft + boats) in Harbors about “No Wakes” in front of clubhouses? If they want to go fast wait until they get in the channel. Really does destroy property.

    Big Blue Catfish Caught On The Kaskaskia River........

 

Last Friday night, Aaron Bergmann and his fishing pal, Adam Rhein, dragged in a 46 pound blue catfish on the lower Kaskaskia River.  They got the fish using trotlines with bluegill for bait.  When the duo saw the cat, they didn't know what to do with the fish as he was too big for their net........

In the past week, 6 sewage spills have occurred in St. Louis and Kansas City, 5 of which occurred in in Kansas City. Unfortunately, the worst spill of the six occurred in St. Louis, with 4.6 million gallons of sewage per day.  Apparently, workers thus far have only been able to repair one of the two pumps.  High water has hampered usage of the emergency pumps.  In K.C., the biggest spill saw some 2 million gallons of sewage spilled into the Blue River, a tributary of the Missouri River.........

    Court Order Halts Wastewater From Grandview Condos........

 

A temporary restraining order was obtained by Missouri Attorney General, Chris Koster, against Grandview Amenities, Inc. and the company's president, Michael Petrovich.  The restraining order pertains to the Grandview Condominium development in Lake Ozark.  The Missouri State Department of Natural Resources found that the condo's wastewater treatment facility was not working correctly due to sludge buildup, which if discharged into the lake would be a serious environmental threat........

Asian Carp Update

   Asian Carp On The Move Toward Lake Erie........

 

Late Wednesday, congressional staff were briefed on the discovery that Asian carp have been migrating up the Wabash River, located in Indiana, which is far removed from the Locks and electric barriers of Chicago.  It is not surprising that that the carp are in the Wabash, as it is part of the Mississippi River Basin.  What is of concern, is the close proximity of the Wabash to the Maumee River, that drains into Lake Erie.  The waterways are only separated by about 3/4 mile in a flood-prone area........

Asian Carp Legislation Update

   Al Franken Helps Introduce Carp Legislation.........

 

On Wednesday, Senator Al Franken (D-Minn) teamed up with Sens. Dick Durbin (D-Ill) and Debbie Stabenow (D-Mich) in introducing legislation designed to prevent invasive species from reaching the Great Lakes.  The bill, the Permanent Prevention of Asian Carp Act requires the U.S. Army Corps of Engineers to conduct and accelerate a study that lays out engineering choices as a way to determine the best way to separate the Great Lakes from the Mississippi River Basin.........
