You have probably gotten a ton of flood pics so I had to throw in one with a
little lighter touch, namely the "Lake Luttrell" one. Also put the river
levels on them so everyone has a reference point. Hopefully it won't be
long until I am walking downhill instead of uphill to my boat dock. By the
way "Sharky's Island" should be open Wednesday so if you are in need of a
"Boat Ride" come on out and enjoy the "Sharky's Water Taxi".

Could it have something to do with the 11-point government consolidation bill that contains a clause to merge the State Water Patrol into the Highway Patrol ?

Water Patrol announces results of safe boating effort
 



This past weekend, the Missouri State Water Patrol participated in “Operation Dry Water,” a national campaign to discourage the operation of boats by intoxicated operators. The June 25-27 campaign encouraged states to increase their presence on waterways by using check points and saturation patrols to reduce drug and alcohol impairment on the water.

The Missouri State Water Patrol conducted special enforcement operations in three locations around the state. Sobriety check points were set up on Table Rock Lake and Lake of the Ozarks. A saturation patrol was conducted on the Niangua River in Dallas and Laclede counties.


Results of special enforcement operations:

● 6 arrests for boating while intoxicated
16 citations for drug violations
13 arrests for minors in possession of alcohol
11 citations for other safety violations
45 warnings were issued for safety violations


In 2008, a national study showed 17 percent of boating fatalities involved an operator who was impaired by drugs or alcohol. Last year in Missouri, there were 17 boating fatalities, four of which involved alcohol.

Missouri River At Washington, Missouri 

   River Rescue Call-Out Proves To Be Groundless.........

 

A passerby crossing the Missouri River bridge at Washington, Missouri noticed what appeared to be a person hung up amongst debris west of the bridge.  The Washington Fire Department alerted the Missouri State Water Patrol, and launched their boat.  It turns out that when the Fire Department located the person, their response was not needed, as the person was just tending his fishing lines........

    Corps of Engineers Monitoring River Stages


June 29, St. Louis – The St. Louis District is continuing to closely watch as river stages in the St. Louis region crest or begin to slowly fall. The Mississippi River crested at St. Louis slightly over 35 feet yesterday, June 28, and has begun a gradual fall of a few inches a day. The Mississippi River at Grafton, Ill., already crested at 26.8 feet, however, due to high river stages coming out of the Illinois River, very little fall will be experienced in the coming days. The District is continuing to closely coordinate with the National Weather Service and Corps of Engineers Districts upstream on the Mississippi River and its tributaries.

“Although river stages in the region are high, there is no need for immediate alarm,” said Col. Thomas O’Hara, Commander for the St. Louis District. “Local, state and federal authorities have plans in place and are prepared to handle levels currently being forecasted.”

Col. O’Hara added however, that due to the high stages and slow fall of river levels, it wouldn’t take much precipitation upstream to bring river levels back to where they were a day or two ago.

Elsewhere in the District, Corps of Engineers personnel have contacted local drainage and levee districts to find out if they need any flood fighting materials, like sandbags or plastic sheeting or to identify any areas where they need assistance.

Along the Wood River Levee, adjacent to Melvin Price Locks and Dam, additional monitoring and ponding of water will be visible from the berm highway. Since gravity drains in the interim dikes have been closed to prevent Mississippi River water from flowing into the ponding area, pumps have been installed at the dikes to evacuate water that accumulates behind them during any local, interior rain events.

Mississippi River Near Winona, Minnesota

    Mississippi River Levels Being Drawn Down.........

 

The U.S. Army Corps of Engineers in collusion with the Water Level Management Task Force, began drawing the level of the Mississippi River Pool 6 on June 18, 2010.  The water draw-down is slated to run through September 30, 2010 and intends to reduce water levels at Winona by about 6 inches.  The end result of the lower River levels is the exposing of some 500 acres of mudflats, which will help make the flats a more favorable environment for the growth and reproduction of critical aquatic vegetation........

Boating and the July 4th Holiday: Does Alcohol Mix with Water?


The Busiest Boating Day of the Year and Alcohol's Influence

ALEXANDRIA, Va., June 29, 2010 - The July 4th holiday is expected to bring record numbers of boaters, sailors and anglers to the water. Along with hot dogs and apple pie, alcohol will be on hand for many on this national day of celebration. Boat Owners Association of The United States(BoatU.S.) has three tips that can help ensure it's also a safe holiday for everyone aboard.

Designated drivers are good - but don't forget your guests. "To use a designated skipper would seem like welcome advice," says BoatU.S. Director of Damage Avoidance Bob Adriance. "However, having a designated skipper aboard may suggest to everyone else that they are free to drink as much as they want, and that's the trouble."

The BoatU.S. insurance claims files don't lie -- statistics show that sober boating guests are much more likely to be injured on a boat than the captain and regular crew. Adding alcohol to the mix only increases the risk for injury.

Adriance says guests' lack of basic boating skills are the main reason. "Someone who boats infrequently may not be familiar with wakes, docking, or boarding, which increases their chances of falling overboard," he said. "Boat operators need to really ask themselves, how much attention can I devote to watching inebriated guests while trying to safely make my way home?"

For the boat's operator, even small amounts of alcohol increase the risk of an accident. The July 4th celebrations mean many boaters will be running at night. The challenge is that small amounts of alcohol lower a boater's ability to discern moving objects, faint lights, and unlit objects on the water, and it also takes very little alcohol to affect a person's night vision. Glare from a masthead light or the moon can significantly impair night vision when blood alcohol levels are as low as .01%, or about half a beer.

Alcohol also affects peripheral vision. Even small amounts affect a person's ability to judge the speed and distance of an approaching boat -- all conditions expected on recreational boating's busiest traffic time of the year.

Sun, wind and waves take their toll. On the holiday weekend many boaters, sailors or anglers will stay out all day. However, a few hours in the sun combined with the wind, motion, noise and vibration typically found aboard a boat can produce "boater's hypnosis," which reduces an operator's performance as much as alcohol would. U.S. Coast Guard tests found that an operator who has two beers and four hours of exposure to the elements can be expected to demonstrate the equivalent performance of a rested operator who has had six beers.

The best advice? "Know when it's time to call it a day and save the alcohol for when you are safely back home," said BoatU.S. Foundation Director of Boating Safety Chris Edmonston.

Mississippi And Illinois Rivers

   With Recent Storms, Officials Are Monitoring River Levels........

 

Officials in the counties surrounding the Mississippi and Illinois Rivers are keeping a close eye on the levels of the Rivers.  The National Weather Service's Advanced Hydrologic Prediction Service has stated that the levels of the Illinois and Mississippi Rivers are on the way down.  Low lying areas of Grafton, Elsah and Chautauqua, Illinois are being affected by the high water.  The village of Hamburg is watching the River to determine if sandbagging is needed.  This village, located in Calhoun County, does not normally alert the media when sandbagging efforts are undertaken, but volunteers may put their name on a "Go To" list by contacting the Hamburg Mayor........

Mississippi River At St. Louis, Missouri

    Pump Station Failed, Raw Sewage Dumped Into River........

 

A MSD pump station failed near Jefferson Barracks Park last Thursday, causing up to 4.6 million gallons of raw sewage into the Mississippi River every day since.  The spill was just verbally reported to the Missouri Department of Natural Resources on Tuesday.  This is not within the 24 hour period required by the DNR.  A written report was submitted Tuesday, which is within the 5 day deadline. Late Tuesday afternoon, repairs were completed, and the station is now operating properly........

In the wake of the recent boat/PWC collision and houseboat sinking, there is a call for an increase in restrictions for the Lake of the Ozarks, including speed limits, licensing requirements for operators of vessels over 30 ft, rules that boats over 40 feet may not operate at speeds over no-wake speed and that no vessel may operate with the intent of forming a wake........

    Boat Flies....  Lands On Shore....

 

The Illinois Conservation Police are looking into an incident where a boat operator struck an object, went airborne and landed ashore.  The vessel's pilot, Paul Reimer, states that he hit an object in the water, lost control of his vessel, causing it to go airborne, striking a vessel on a lift prior to landing on terra firma.  An occupant of Reimer's boat fled the scene, but was later apprehended.  Reimer has been cited for operating a vessel without current registration, and may face additional charges depending on the outcome of the investigation........

Petty Officer 1st Class David Ramsey, a boatswain's mate at Station Cape Disappointment, Wash., encourages recreational fishermen to stay safe on the Columbia River near Hammond, Ore., Saturday, June 26, 2010. Ramsey's effort was part of Operation Dry Water, an initiative to inform boaters of the dangers of boating under the influence (BUI) of alcohol and to enforce laws concerning BUI and safe boating. The Coast Guard contends that this BUI crackdown is just as important to public safety as the enforcement of drunk driving laws. The fishermen were found to be in compliance with all boating laws.

1. UMR: ZONE 28 (MM 109.9-185.4).
2. ILR: ZONES 1-7 (MM 0.0-180.9).
3. MOR: WASHINGTON REACH (MM 0.0 - 100), BRUNSWICK REACH (MM 200-
300), ST. JOSEPH (MM 400 - 500), AND OMAHA REACH (MM 500 - 630).
4. FOR UMR ZONE 28, A SAFETY ZONE HAS BEEN ESTABLISHED IN ST. LOUIS
HARBOR (MM 179-184 UMR). THE COTP RECOMMENDS THAT TOWING VESSELS HAVE A PILOT ON BOARD WITH EXPERIENCE IN HIGH WATER, SIMILAR SIZED TOWS, AND ALL ST LOUIS HARBOR BRIDGES. ALL RECREATIONAL TRAFFIC IS PROHIBITED FROM TRANSITING WITHIN THIS ZONE. FOR ILR ZONES 1-7, ALL TOWBOATS ARE TO MINIMIZE WAKE WHILE TRANSITING THROUGHCOPPERAS CREEK (MM 136-138 ILR) AND PEORIA (MM 166.5 - 178.0) TO PREVENT PROPERTY DAMAGE.
B. THE FOLLOWING ZONES ARE IN THE HIGH WATER WATCH PHASE IN ACCORDANCE WITH THE WESTERN RIVERS WAP ANNEXES.

MARINERS ARE ADVISED TO ENSURE THAT FLEETS ARE ATTENDED BY TOWBOATS AT ALL TIMES, USE CAUTION IN PASSING AND MEETING SITUATIONS, AND FAVOR THE CENTER OF THE CHANNEL. MARINERS ARE REQUESTED TO REVIEW ANCHORING REQUIREMENTS AND PRE-IDENTIFY LAY UP AREAS IN THE EVENT OF A RIVER CLOSURE OR BARGE BREAK AWAY. MARINERS ARE ENCOURAGED TO ENSURE THAT MOORED VESSELS AND BARGES ARE ADEQUATELY SECURED WITH THE ANTICIPATION OF INCREASED VELOCITY AND HIGH WATER. DRIFT OF DEBRIS MAY BE A HAZARD TO NAVIGATION AND MAY DRAG BUOYS OFF STATION. DOWN STREAMING OPERATIONS ARE NOT RECOMMENDED UNLESS A VESSEL IS EQUAL TO OR GREATER THAN 75 FEET IN LENGTH AND HAS A MINIMUM OF 1800 HORSEPOWER. ALL MARINERS ARE REQUESTED TO STAY AWARE OF THE CLOSE PROXIMITY TO RAILWAYS WHEN CHOOSING A LOCATION TO PUSH INTO THE BANK. WITH CURRENT RIVER STAGES, RAILWAY SYSTEMS CLOSE TO THE RIVERS EDGE MAY BECOME THREATENED BY THE HEAD OF A TOW WHEN PUSHED INTO THE BANK.

Coast Guard closes section of Mississippi River to recreational boating due to high water
 



The United States Coast Guard has temporarily restricted recreational boating traffic on the Mississippi River in St. Charles County between mile markers 226 and 229 on the west back channel of Dardienne Island due to flooding conditions. The operation of boats in the restricted area could cause excessive wakes which could damage property along the river. Recreational boaters are reminded to listen to marine band channel 16 for broadcast notices to mariners for updates to this operating restriction.

Missouri Flooding Update

....And The Flood Goes On....

 

Portions of northern and central Missouri are still under flood warnings because the Rivers have remained up and the ground is still saturated.  The Missouri River has fallen from it's crest of last week however, moderate flooding is ongoing in the northwestern corner of the state.  The Mississippi River is hanging in around 5 feet over flood stage at St. Louis and Hannibal.  Hannibal has made plans to relocate their Fourth of July celebration, Tom Sawyer Days, from the Riverfront to Main Street........

Making Headway - Weekly Column

Every so often we find ourselves out on the water when we can't see where we are going due to a change in atmospheric conditions. Such changes could be the result of rain, snow or temperature variation, just to name a few. When visibility conditions begin to deteriorate, we refer to it as "restricted visibility."

Navigation Rule 3 defines "restricted Visibility" as "any condition in which visibility is restricted by fog, mist, falling snow, heavy rainstorms, sandstorms or any other similar causes." Wait a minute, did that say "sandstorms?" That's right; a sandstorm along the coast could have an impact on your visibility. Restricted visibility could even be the result of smoke from a land-based fire.

In short, anything that interferes with your ability to see where you are going is a state of restricted visibility. Restricted visibility is one of the strongest arguments for having a current chart onboard. And, no . . . . an artist's rendering of the area on a restaurant place-mat is not a substitute for a good chart.

A current chart will show the location of the buoys, dayboards and other aids to navigation that you need to find your way to your destination. Your chart also provides a few other things that can be useful, especially in restricted visibility. One thing is the water depth, which is represented by the "soundings" printed on the chart.

When you are following a compass course to your next "way point," you can monitor your position by checking the charted depths against your depth-finder readings. Knowing the charted depths can help you to make a course correction, keeping you on course and preventing you from running aground.

Your chart also provides distances from which you can calculate your "estimated time of arrival" to your next waypoint. If you know that you are making 6 knots and that your next way point is 3 nautical miles away, you can expect to be there in approximately a 1/2 an hour. If you don't see the buoy or dayboard that you are heading for in 30 minutes, it's time to stop and regroup.

There are times when the visibility is restricted, but not to the extent that it would be in dense fog or heavy rain. In those cases, your visibility is hampered, but you can still see for several miles. Your ability to see aids to navigation will be somewhat less than it is on a on a clear day. Your chart can help you there too.

There is information on your chart that indicates the number of nautical miles from which you should be able to see a lighted aid to navigation. The standard for that mileage is "10 nautical mile meteorological visibility." Visibility is the measure of your ability to see objects through the atmosphere.

You may see the notation "5 M" on your chart in the description of a light. What that means is when the visibility is 10 miles, the light in question can be seen from 5 nautical miles away. In restricted visibility, you would not expect to see that light from the same distance.

Your chart has many features that can help you in varying conditions of visibility. It pays to keep it current and onboard!

With great regrets we have no choice but to change the date of the Boat Race for Backstoppers at Portage Des Sioux. With the current river levels and the projected levels and length of time the river is to remain above flood stage there is simply not enough time to prepare the race site. The new date is September 11th. Mississippi River Along The Great River Road

   Good Samaritan Pulls Woman From Sinking Car........

 

While driving along the Great River Road, Anthony "Tony" Sparks and his girlfriend Amanda Moxey came across a land slide that left debris across the highway.  Sparks circled around to clean some of the debris from the roadway and witnessed a car driven by Barbara Nowack strike an object, blow a tire, drive through a void in the guardrail and plunge into the Mississippi River.  Sparks dashed to the River's edge and dove in after the car.  Sparks was able to free Nowack, and assist her to shore.  Luckily, other than soreness and bruises, no injuries were reported........

There is a Fourth of July celebration, hosted by the St. Charles Riverfest Committee, slated for July 2nd through July 4th at Frontier Park.  Festival-goers will be entertained by live music, food, carnival rides and even Olympic-style entertainment.  A special treat is in store for this year.  Jim Deken, host of local Cable Access Channel 990, will be decked out in period garb as Samuel Adams, in order to read the Declaration of Independence.........

    PWC Struck By 43 Foot Skater........

 

During the Support The Troops Poker Run, 17 year old John Overbey jumped his PWC over a cruiser wake, directly into the path of a 43 foot Skater, Bad Moon Rising.  Overbey's PWC was struck by the Skater.   Bad Moon Rising was participating in the Support The Troops Poker Run.  Overbey suffered a shoulder injury, a bruised lung and a laceration to the back of the head.  The PWC was totaled, but the Skater did not suffer serious damage.  Although the Missouri State Water Patrol called Bad Moon Rising's speed excessive, no citations have been issued at this time........

Mississippi River At Alton, Illinois

   Classic Boats Descend Upon Alton Marina........

 

Over the weekend, several hundred visitors headed to the Alton Marina to check out the fifth annual antique and classic boat show.  The event was sponsored by the Mississippi Valley Chapter of the Antique and Classic Boat Society.  Alton Marina manager, Karen Baker-Brncic, stated that the event went well, but mentioned disappointment at the high level of the Mississippi River, as it prevented antique and classic cruisers from reaching the marina........

Alton Fireworks Update

   In Spite Of High Water, The Show Must Go On.........

 

While the Mississippi River is up, officials are stating that the fireworks display slated for this coming Friday at the Alton Riverfront should go on.  The Alton Fire Department's Chief, Greg Bock, stated that an official from the U.S. Army Corps of Engineers is helping the City of Alton pull off the display.  The fireworks will be launched from the Lincoln-Shields Recreation Area located in West Alton.  The show is expected to begin around 9:20 p.m..........

Boat Race For Backstoppers... Cancelled

With the current river levels and the projected levels and length of time the river is to remain above flood stage there is simply not enough time to prepare the race site. Metro East Levees

   Suggested Levee Fix Raises Issues........

 

A proposed fix for the Metro East Levee system has raised the ire of an environmentalist.  Kathy Andria, president of the America Bottom Conservancy, and chair of the Illinois Sierra Club Floodplain Task Force, is concerned about the suggestion to use fly ash to repair the Metro East Levee deficiencies.  Coal fly ash contains many toxins, including arsenic, mercury and dioxins.  Andria states that these contaminants could leach into the Mississippi River and/or the aquifer.  Corps spokesman, Alan Dooley, said that there are different types of fly ash, some hazardous and the U.S. EPA added that the "right kind can be used"........

Asian Carp Update

   Sen. Durbin Wants Carp Czar..........

 

With the discovery of an Asian carp past the electric fish barriers, Illinois Senator, Dick Durbin has requested that President Obama appoint a carp czar.  The czar would coordinate carp fighting efforts put forth by federal, state and local agencies.  Durbin also intends to introduce a bill that will have the U.S. Army Corps of Engineers looking into a hydrological separation between the Great Lakes and the Mississippi River basin.  Durbin expects the Corps to come up with the report within 18 months........

Riverlands Migratory Bird Sanctuary In West Alton, Missouri

   Construction Progressing on Riverlands' Orientation Center........

 

Construction is moving right along on the orientation center at the Riverlands Migratory Bird Sanctuary.  The center is being erected as an addition to the existing U.S. Army Corps of Engineers River Project Office that is currently serving duty as the headquarters of the sanctuary as well as the visitor's center.  The Corps has partnered up with the Missouri Audubon Society for this project, and will share in the operations of the building........

Illinois River Television

"Dirty Jobs" Filming Cancelled Due To High Water........

 

The high levels of the Illinois River torpedoed plans for Mike Rowe and the "Dirty Jobs" crew to film an episode near Utica, Illinois.  Mike was to net Asian Carp with members of the U.S. Fish and Wildlife Service.  Filming has yet to be rescheduled.  An earlier attempt at filming a "Dirty Jobs" episode was called off due to high water.  A German crew put off filming Asian carp for German television earlier in the month on account of high water as well........

   Hughes Swam Past The 600 Mile Mark Saturday........

 

Mimi Hughes, the Tennessee teacher who is swimming the length of the Ohio River from Pittsburgh, Pennsylvania to Cairo, Illinois, reached the 600 mile mark on Saturday.  Hughes will spend Saturday night in Louisville, Kentucky, and will resume her swim Sunday........

Gulf Of Mexico Oil Spill Update

   Jimmy Buffett And Pals Donate Animal Rescue Boat........

 

Friday, a unique animal rescue vessel was donated to the University of Southern Mississippi Gulf Coast Research Laboratory by Jimmy Buffett.  The vessel was christened with a pitcher of Buffett's own brew, Landshark.  Buffett, who graduated from USM in 1969, partnered up with Dragonfly Boatworks to create the Shallow Water Attention Terminal, or SWAT.  The vessel is one-of-a-kind, and was created with the input of animal rescue workers.........

Missouri State Water Patrol to participate in national effort to reduce boating while intoxicated incidents and raise safety
 

The Missouri State Water Patrol announces it will participate in a safe boating campaign that spans virtually every U.S. state and territory. "Operation Dry Water" is spearheaded by the National Association of State Boating Law Administrators and aims to raise awareness and reduce the incidence boating while intoxicated.


The campaign will be conducted June 25 – 27. The Water Patrol will be conducting multiple check points and saturation patrols on lakes and rivers throughout Missouri during the June 25-27 weekend. Nationally, alcohol and drug impairment is a contributing factor in more than one-fifth of all boating fatality accidents.


Boaters that come across a checkpoint should be prepared to be stopped as part of this effort. Officers will make brief contact with the operator and perform a basic safety check of the boat's equipment. If the officer suspects an operator is under the influence of intoxicants, the operator will be asked to submit to a field sobriety test. All efforts will be made to keep the process as brief as possible and to ensure that traffic does not back up. The Missouri State Water Patrol appreciates the public's cooperation.


The Missouri State Water Patrol reminds everyone to "boat smart." If alcohol will be included as part of your next excursion, be sure to designate a sober captain.

Mississippi River Around St. Louis, Missouri

   As The Mississippi River Rises, Tourism Drops..........

 

The high water that has lapped over the banks of the Mississippi is causing many problems around the St. Louis area, some of which are real, and some imaginary.  There were concerns in Grafton, Illinois about a sign close to Alton, stating that the River  Road was closed.  However, the sign did not specify where the River Road was closed.  The sign has since been corrected to say that the road is closed past Grafton.  In St. Louis, officials are not expecting trouble with next week's Fair St. Louis, as the majority of the flooded areas are cordoned off for the fair anyway........
