 Fire / Explosion  - Lake Ozarks - 07/07/10

Location:

     7 MM Four Seasons, Camden


Summary : 

Operator had just finished refueling the boat and was pushing away from the gas dock. Operator attempted to start the engine once. Upon the 2nd attempt they noticed smoke coming from the cushions over the motor compartment and from the cabin area. Passenger in the boat (Gail Shumate) sustained minor burns to her arm. She refused treatment.

Glad to see the river levels predictions have went down for this weekend. Hopefully we'll get out on Sunday.

We normally boat in the Winfield Pool by Elsberry, although we do come down to Alton Pool a few times a year. I like to park the boat at Grafton Marina and eat at the Restaurant.

Des Moines River

   Wakeboarding Teen Injured, Making Recovery........

 

Landon BeLieu was wakeboarding on the Des Moines River over Memorial Day weekend when his wakeboard caught, flipping him into the water.  The 15 year old was struck by the board, rendering him unconscious.  BeLieu was wearing a life jacket, but it did not keep his head above water.  Friends and family were eventually able to get the teen to shore, where a retired Fire Captain began performing CPR.  The teen was rushed to the hospital, where he is recovering, and going through physical therapy........

There hasn’t been too much to report from the last three days and that in itself is a wonderful thing. Throughout this trip I’ve managed to fill my “rest” days with enough activity to make my time on the water look restful. That finally was NOT the case earlier this week.

On Sunday (day 183) I had made plans to ride into the city with Steve to meet up with a kayak club from Maryland to do a paddle to and around the Statue of Liberty and Ellis Island. Of course I had already been there but I was looking forward to sharing the experience with the group. However, by Saturday night (after the club picnic) the weather predictions for Sunday were looking iffy. That, combined with the fact that the three hour outing would involve four hours of driving, was enough to steer us away from the trip. As it turned out by Sunday morning the trip organizers had called off the outing due to the weather

St. Francis River Near Farmington, Missouri

    Bar Owner Sued For Clean Water Violations........

 

Matt Grisham, owner of Farmington, Missouri's Rum Runners bar is being sued by Missouri's Attorney General, Chris Koster for allegedly violating the state's Clean Water law.  Grisham was granted a one year license for four sewage holding tanks while a waste treatment facility was being built.  The tanks were supposed to be emptied by a licensed septic waste hauler. An inspection in March by the Missouri Department of Natural Resources discovered that raw sewage was being pumped directly onto the ground, only 40 yards from the St. Francis River........

NEW BEDFORD, Mass. - Coast Guardsmen talk to Kieran Kelly (top), the captain of the fishing vessel ESS Pursuit, as teams prepare to decontaminate the vessel in Buzzards Bay off New Bedford June 9, 2010. The Coast Guard issued a captain of the port order June 7, 2010, for the vessel to be decontaminated after three of their crewmembers were taken to a local hospital and treated for symptoms of exposure to a hazardous/chemical substance.

Mississippi River Near Caruthersville, Missouri

    man Missing Following Fall From Boat........

 

On Sunday, Jeffery Leon Bollinger of Caruthersville, Missouri fell into the Mississippi River from the boat he was riding in.  Bollinger was one of three men aboard the boat, which was launched from  Caruthersville, and traveled to a landing close to Tiptonville, Tennessee.  The boat was on the return trip when Bollinger fell out.  The Coast Guard is assisting rescue workers from Missouri and Tennessee with the search for Bollinger........

Another round of flooding was on its way.
The Mississippi River at Hannibal, MO. rose from 5 feet to 19 feet in 3-1/2 days. The second time the town was threatened with floodwaters in 2008.

Water Safety Team brings home awards

Safety is paramount in everything done in the Corps of Engineers, whether that is repelling down a miter gate leaf at Locks 27 to inspect for stress fractures or metal fatigue or whether it’s providing safety to the public and minimizing risk through flood protection projects. Another opportunity and mandate the Corps has is to stress the importance of safety to the public is through the District’s water safety program.

Through our lakes projects and their partners in the community, the Corps has the unique opportunity to reach out to the general public and educate them on the importance of water safety and how they can enjoy water-related recreation activities at U.S. Army Corps of Engineers facilities safely. This spring, the St. Louis District was recognized twice for their efforts to do just this, both regionally and locally in the St. Louis market.

At the International Boating and Water Safety Summit, held at Daytona Beach, Fla., on March 28-31, the St. Louis District was awarded the Regional Water Safety Award by the National Water Safety Congress.

    Cove Fails Follow-Up E. Coli Test........

 

Porter Mill Hollow Cove has once again failed an E. coli test with 275.5 E.coli colonies per milliliter against the federal guidelines of 235 cfu/100ml.  There were three samples taken from the cove on June 4, 2 of which were below federal standards.  The single sample that was above the federal standards was lower than the sample taken on June 1, which was 325 cfu/100 ml........

    Clam Boat Catches More Than The Crew Bargained For........

 

While fishing for clams about 45 miles south of Long Island, New York, a crew aboard a clam boat dredged up two military shells, that apparently contained mustard gas.  One crewman was severely sickened by the exposure to the chemical.  Blood and urine samples confirmed that the chemical was indeed mustard gas.  The vessel was fishing for clams in a charted munitions dumping area.  The area has no fishing restrictions. Following WW II, the government used the oceans as dumping grounds for both conventional and chemical munitions.  The practice had been abandoned by 1970........

Nautical Inventors

    Former Engineer Cruising Solar Powered Boat........

 

Richard Trudell, a retired engineer, was looking for a boat to cruise in, but was unable to find one that didn't make and noise.  So he decided to build his own, equipped with solar panels on top of the vessel, to charge the batteries, which power two electric motors.  The vessel can be operated with a joystick, or by remote control.  Trudell is in talks with a Spokane boat manufacturer, Metalite, about bringing the solar powered boat to market........

Safety Enforcement at Illinois Parks and Waterways Results in More than 2,000 Arrests and Warnings During Recent Memorial Day Weekend
 


SPRINGFIELD – Illinois Department of Natural Resources (IDNR) Conservation Police officers arrested 19 boaters for operating under the influence and another 13 motorists for driving under the influence as part of enforcement efforts during the recent Memorial Day holiday weekend on Illinois waterways and at state parks, recreation areas, fish and wildlife areas and other IDNR-managed sites.

In addition to the OUI and DUI arrests, Conservation Police officers (CPOs) issued 814 arrest citations for other offenses and issued 1,267 written warnings statewide while on patrol during the Memorial Day weekend, May 28-31.

“Having a great time while on the water or at a state park is a big part of the spring and summer for millions of residents and visitors to Illinois, and our job is to make sure those enjoying the outdoors are safe,” said IDNR Conservation Police Chief Rafael Gutierrez. “Operating a vehicle or a boat while under the influence is dangerous and our Conservation Police officers will always remove impaired drivers and boaters to help make our parks and waterways safe.”

Offenses for which arrest citations were issued range from possession of drugs and drug paraphernalia, underage drinking and disorderly conduct to illegal fishing and a variety of boat safety and boating law violations. CPOs investigated 13 boating accidents on Illinois waters during the holiday weekend.

“Boating safety begins with making sure your watercraft has the required safety equipment, including personal floatation devices for everyone on board, being aware of others on the water and staying sober while operating the boat,” Gutierrez added. “Our officers take boating safety – and safety in our parks – very seriously. We want boaters and park visitors to do the same.”

Boating Accident Near Eau Claire, Wisconsin

   5 Year Old, Neighbors Avert Tragedy........

 

James Braaten was cruising in a 17 foot runabout with his young daughters, and 1 year old nephew, when the boy fell off of the boat.  He was wearing a lifejacket.  When Braaton tried to retrieve the boy, he fell into the water as well, and in the process, knocked the shifter into reverse.  Braaten was able to grab onto the boat, but was severely cut up by the prop as the boat turned lazy circles in reverse.  The 1 year old nephew in the water was nearly struck by the boat.  Bystanders were able to hop aboard another vessel, and approach the runaway boat, shouting instructions to the 5 year old on the pilot-less boat to turn off the key, which is what she did........

Upon the 2nd attempt they noticed smoke coming from the cushions over the motor compartment and from the cabin area. Passenger in the boat (Gail Shumate) sustained minor burns to her arm. On June 15, 2010, the Minnesota Marine Art Museum in Winona, Minnesota will open an exhibition of Norman Rockwell's paintings of Tom Sawyer and Huckleberry Finn.  These 16 signed prints were commissioned in 1935 for publisher George Macy's illustrated editions of Mark Twain's  "The Adventures of Tom Sawyer" and "The Adventures of Huckleberry Finn".  Rockwell visited Hannibal, Missouri to research details, and then painted scenes from the books........

Making Headway - Weekly Column

When two vessels approach one another, which one has the "Right of Way?" Does one vessel have the "absolute" right-of-way over the other regardless of the circumstances? What do the Navigation Rules say about the so-called "gray" areas? These are a few common questions that deserve some discussion.

First, let's start with the definitions found in Nav Rules 16 and 17. Those Rules define the responsibilities and conduct expected of vessels approaching one another. The Nav Rules specify the designations "Stand-on" and "Give-way" to describe the status assumed by each vessel.

According to Rule 16, the Give-way vessel, "is directed to keep out of the way of another vessel shall, so far as possible, take early and substantial action to keep well clear." What that amounts to is thinking ahead and altering your course and/or speed to avoid a collision with another vessel. The "Give-way" vessel has the obligation to "keep out of the way" of the vessel in an encounter.

Rule 17 defines the "Stand-on" vessel, which is the vessel for which another vessel is obliged to "keep out of the way." The Rule requires that the Stand-on vessel "keep her course and speed." This obligation is as serious as the obligation of the Give-way vessel to keep out of the way of the other vessel.

Keeping your course and speed is important because it removes any doubt about what the Give-way vessel must do to "keep out of the way." If the Stand-on vessel was to alter course or speed, the circumstances would continue to change, resulting in an uncertain situation for the Give-way vessel to respond to. The obligation of the Stand-on vessel to keep her course and speed provides a predictable scenario for the Give-way vessel to deal with.

Have you noticed that I haven't used the term " Right-of Way " and instead, have used the term "keep out of the way?" That's because the term "Right-of-Way" appears in the Nav Rules only in relation to the "down-bound" vessel having the "right-of-way" over an up-bound vessel on the Great Lakes and the Western Rivers . Everywhere else, the Nav Rules use the phrase "keep out of the way" to indicate the obligation of the Give-way vessel.

The term "right-of-way" implies an "absolute right" of one vessel over another. In the river situation, with a current astern of your vessel, the resulting reduction in the steering ability puts your vessel at a distinct disadvantage. The up-bound vessel has more water passing by its rudder giving it a steering advantage over the other.

Given the "river current" situation, it is unlikely that the down-bound vessel would ever "out maneuver" the up-bound vessel. In most inland and offshore cases, where a "river current" is not present, the phrase "keep out of the way" applies to the Give-way vessel.

Lastly, let's talk about the issue of an "absolute right-of-way" of one vessel over another. Rule 17 requires the Stand-on vessel to "take such action as will best aid to avoid a collision" if the give-way vessel fails to "take appropriate action." The bottom line is that the stand-on vessel shall keep her course and speed as long as the give-way vessel takes early and substantial action to avoid a collision.

In short, there is no absolute right-of-way!

Ancient Rivers

    New Study Suggests Rivers Once Ran Westerly........

 

An idea that a huge Amazon-like river system once flowed west across North America now has some evidence in the form of zircon mineral grains.  The zircon grains found in the Colorado plains originated from the northern Appalachians, with a pit stop in Michigan.  The only easily accessible Jurassic rocks in the Midwest are in Michigan quarries. The age dispersion of the zircons is similar in the Michigan and Colorado sandstone samples........

Mimi Hughes Ohio River Swim Update

   American Spirit Is Key To Hughes' Drive........

 

Mimi Hughes is swimming the Ohio River from Pittsburgh to the Mississippi River in order to raise money and awareness for the education of women and girls, in the U.S. and abroad.   Hughes swims around 20 miles per day, which takes between 7 and 12 hours.  She swims with a kayak escort in order to be more visible to barges and other vessels.  Hughes also keeps a stash of energy bars aboard the kayak, to be consumed at the rate of one per hour.  Hughes expects to swim into the Mississippi River on July 17th........

   Volvo Penta Issues Warnings On Damage Caused By Oily Water........

 

In the wake of boaters expressing concerns about operating their vessels in oil contaminated waters, marine engine manufacturer Volvo Penta has issued a statement urging Volvo Penta owners to be preemptive in protecting their vessels.  Volvo Penta states that they have not tested their engines under these conditions, however, they do know that small amounts of oil in the cooling system can cause damage to the engine, and other subsystems.  Sterndrives could possibly be damaged by being submerged in oily water as well........

    National Mississippi River Museum And Aquarium Expansion Set To Open

 

On June 26, 2010, the National Mississippi River Museum and Aquarium will be opening the new River Center.  The Captain William Bowell Sr. River library is being moved from the Woodward River Discovery Center to the NMRM&A's second floor.  Some of the highlights of the collection include Civil War items, Henry Bosse's historical photos of the Mississippi River before and after the introduction of wing dams and a copy of "The Navigator" a guide for settlers moving west, dating back to 1801........

Coast Guard rescues 5 boaters off Charleston, S.C

CHARLESTON, S.C. - A Coast Guard Air Facility Charleston HH-65 Dolphin rescue helicopter crew hoisted five boaters from the 25-foot sail boat, The Rambling, shortly after 12 p.m. Monday. The boat was reported aground while attempting to sail near Deweese Island, S.C. U.S. Coast Guard video by Air Station Savannah, Ga.

A. ZONE 28 (MM 109.9 - 185.4 UMR) HAS ENTERED THE ACTION PHASE FOR HIGH WATER IN ACCORDANCE WITH THE UMR WATERWAY ACTION PLAN ANNEX. THE SAFETY ZONE ST LOUIS HARBOR HAS BEEN ESTABLISHED FROM MILE MARKER 179TO MILE MARKER 184. Share a pastime that can last a lifetime. Along with the fish, you may catch some priceless memories.

JEFFERSON CITY MO – Discover the lure of Missouri outdoors with Free Fishing Days on June 12 and 13. Each year the Missouri Department of Conservation designates the weekend after the first Monday in June for permit-optional fishing. The goal of Free Fishing Days is to encourage people to sample the state's abundant fishing opportunities. During Free Fishing Days, anyone can fish in the Show-me State without having to buy a fishing permit, trout stamp or trout park daily tag.

Missouri is blessed with more than a million acres of surface water, and most of it provides great fishing. Fly fish for trout in a spring-fed Ozark stream or trotline for monster catfish on Missouri’s Big Rivers. Our waters hold ancient paddlefish and sturgeon, ferocious muskies, wary bass and tasty bluegill, crappie and walleye. More than 200 different fish species live here, and 40 of them are the targets of anglers.

Normal regulations, such as limits on size and number of fish an angler can keep, remain in effect during Free Fishing Days. Regulations are outlined in the 2010 Summary of Missouri Fishing Regulations available at bait shops and other stores where fishing permits are sold, or online at www.MissouriConservation.org. Some private fishing areas still require permits on free fishing days, and trespass laws remain in effect on private property.

Public fishing areas are available in every county in Missouri. Many state-owned fishing areas also have special facilities for anglers with disabilities. To learn more about fishing and find local spots, visit www.Missouri Conservation.org and search “fishing” or contact the nearest Conservation Department office.

The big event in store for today was the Long Island Paddlers kayak club spring picnic. After two long days of touring the city I was happy to have such a simple and fun way to fill the day. After sleeping in a bit (lord knows I needed the rest) we stopped at the grocery store deli to pick up no less than 19 feet of sandwich along with salads and trimmings for the picnic. Without quite enough room in the car to haul everything we ended up putting the sandwiches in the cockpits of our kayaks in order to get it all to the picnic..... On Saturday, June 7th, 2008.... the McKinley Bridge opened up the bikeway.

 

In 2004, the Great Rivers Greenway District worked with the Metro East Park and Recreation District to make an agreement with the Illinois Department of Transportation to open up a bikeway/pedestrian access on the McKinley Bridge. This project was finished and officially opened up Saturday. They had a beautiful day for the festivities. This was the first pedestrian/bike trail over the Mississippi River in the St. Louis area.

Gulf Of Mexico Oil Spill Update

    Estimates State Cataclysm Will Last Into The Fall........

 

As BP has announced that their containment cap is now capturing a guesstimated hundred thousand-plus gallons of oil per day, the U.S. Coast Guard has spoken cautiously of the success, stating that the cap does not represent a success in halting the spill, a feat that will only be achieved when the gusher is sealed off with concrete.  In the wake of the disaster, protesters are popping up urging a boycott of BP, however, Elvis made an appearance on behalf of the locally owned franchise, holding a sign that said "This BP Station Locally Owned.  Be Kind"........

Little John's Motorsports Update .....

 

Little John called in from the Drag Boat Races in Kentucky. 

 

Out of 58 boats Kwitchabitchin was number one qualifier.  The other boat in his trailer is number one qualifier in their class too.

 

They tore the boat up a little bit on Saturday, but it will be back together by Sunday morning.

Mississippi River At Alton, Illinois...

    Possible Hotel At Site Of Former Lumber Yard........

 

On Monday, an aldermanic committee will decide if the City of Alton should the former Great Central Lumber Co. property, as well as an adjacent property for redevelopment.  The properties in question are close to Landmarks Boulevard, and the Clark Bridge.  City Officials believe the property would be perfect for a hotel or another development.  Alton is working on a hotel project, but will still intends to purchase the land, even if the hotel plans do not work out........

  "Life On The Mississippi" May Still Be Recognizable To Mark Twain........

 

Even 175 years after the birth of Samuel Clemmons, some of the River destinations visited by Clemmons, and written about by Mark Twain may in fact be recognizable to him.  The towns that influenced his life and writings include Grand Tower, which Twain described as in "need of a few repairs here and there, and a coat of whitewash everywhere" apparently has not changed much, nor has the Tower Rock, from which the town gained it's name........

On Saturday, Jimmy Buffett was on the tar ball blotched Pensacola Beach leading a pro-beach rally, and encouraging Floridians not to develop a "sky is falling" attitude.  Florida Governor Charlie Crist was in attendance as well, knowing that the oil spill, though mostly offshore, could devastate the even-important Florida tourism industry.  Jimmy Buffett is telling people to "Just batten down the hatches" as he is pressing on with the opening of his Margaretaville Beach Hotel in Pensacola next week........

Upper Mississippi River News

   Four Rescued After Attempting River Crossing........

 

Four tourists from Pennsylvania were rescued Thursday, after they decided to attempt to swim across the Mississippi River at Lacrosse, Wisconsin.  The men were able to get around 200 feet out when they ran into trouble.  Two of the men were able to pull themselves out of the water, but rescuers had to use an extension pole to retrieve the other two.  On May 24th, a trio attempted to swim across the Mississippi River, and were rescued by a private boater........

Chain of Rocks Bridge Official Grand Re-opening.

 

The bridge was opened to pedestrian traffic as part of the Trailnet Bike Trail. It is open to bike riders, walkers, joggers, and rollerbladers.
 

 

Mississippi River At Memphis, Tennessee

    Stolen Truck Pulled From The Mississippi River........

 

Thursday evening around 11:30 pm, Memphis authorities received a call that a truck had gone into the Mississippi River.  Witnesses state that they saw brake lights prior to the vehicle going into the water, leading authorities to believe that the truck was occupied.  After the truck was pulled to the surface, rescue workers found that the truck was empty.  Later it was discovered that the truck had been reported stolen........

MISSOURI WATER PATROL CONDUCTS SWIFT WATER TRAINING


The Missouri State Water Patrol put officers to the test with four days of specialized swift water rescue training below Pomme De Terre Dam from April 26 to 29. The challenging training in simulated fast-moving flood conditions expanded upon exercises conducted for the first time last year below the dam near Hermitage, Missouri.

"This kind of exercise and training provides invaluable experience for our Water Patrol officers," said Missouri State Water Patrol Lt. Col. Michael Smith. "The conditions are very similar to the dangerous swift water officers face during real flooding here in Missouri. The training means officers will be able to work more safely in dangerous conditions, protecting the public and themselves.”

During the training, Water Patrol instructors covered boat operations in swift water, self rescue techniques, rope and pulley rescue systems and other flood rescue techniques. Many of the techniques focused on methods of rescuing victims without putting a boat in the water because conditions are often simply too dangerous to both maneuver a boat and perform a rescue. The rope and pulley techniques learned will allow the officer to better coordinate efforts with rescuers from other agencies that have received similar training.

"This training is a great opportunity to bring together officers from different agencies who often wind up working together during flood response efforts in Missouri," said Water Patrol Training Coordinator Lt. Eldon Wulf. "Swift water flooding is one of the most dangerous environments officers who work the water will find themselves in. The skills practiced in this training will increase safety for our emergency responders.”

Ten Water Patrol officers took part in the training. Agents from the Missouri Department of Conservation and rangers from the U. S. Army Corps of Engineers and the National Park Service also took part in the training.

Fox River Dumping Update

    Two Men Indicted In Dumping Incident........

 

Prison time and fines of up to $25,000 each face two men indicted for the illegal dumping of alkylbenzene sulfonic acid anionic surfactant into a creek, which is a tributary of the Fox River.  Yu Tan Zheng and An Hong were arrested when authorities investigating large white bubbles and a fish kill discovered one of the men dumping a substance from a 55 gallon drum into a storm sewer.  The authorities attempted to stem the flow of the suds into the Fox River, but many fish and wildlife perished........

Hi Bill,


I am so glad no one lost their in the Ridenour family over the CO poisoning. One thing not mentioned is the use of generators while parked on the beach. The boat needs to be swinging at anchor, so the wind can take the generator exhaust away from the boat. Being on the beach, at a dock, or anchored in such a way to prevent the boat from swinging with the wind are all risky practices. Rafting up is risky, too, but risk is minimized if generator exhaust exits from the rear of the boat and the wind is allowed to take the gases away, but this is minimized when several boats cannot swing with the wind. Protect yourselves, if you don't like the boating or safety practices of your boating neighbors, SPEAK UP!, and move if you have to.
One thing that I have a hard time with is the subject of diesel generator exhaust. We have a diesel generator and I understand the advantage of diesel from an explosive aspect, but people say that diesel exhaust does not present the same CO dangers that gas does. That doesn't make sense to me, CO is CO, no matter the source.

 

Does anyone have an educated opinion on this?

CO2 is carbon dioxide, it is what we breath out. It is an asphyxiant. It is 1.5 times heavier than air.

CO is carbon monoxide, is a byproduct of any fossil fuel not fully burned, that which is found in exhaust from any engine or generator.

CO- carbon monoxide is slightly LIGHTER than air! That is why you find them on your ceiling at home. On a boat, detectors should be placed where CO has the ability to enter the living space of your boat. I also recommend placing one as close to your head were you sleep. Hatches, doors and drains are all points of entry. Check your drains! Not all are trapped, if it is not trapped you should plug it when not in use. Never run a generator or be around any internal combustion engine without a CO detector. Always confirm its operation! NOTE: A CO2 detector will not help you.

CO is what we are talking about!

PLEASE, go to the EPA’s website and learn how to protect yourself, don’t forget about your pets as well.
