Missouri River Diversion Project

Red River Valley Water Supply Project Moves Forward In 2010........

According to a news article from minotdailynews.com........  Progress will be made on the proposed Red River Valley Water Supply Project in 2010, as environmental efforts, financial planning, operational planning, permitting, and pre-final design are slated to be completed this year.

The project is intended to provide a back-up water source for residents and industries of the Red River Valley.  This will happen by diverting water from the Missouri River at Lake Sakakawea, and pumping it to the Sheyenne River, and eventually into the Red River.

Since the project would entail moving water from one river system to another, a biota treatment plant would need to be constructed.  Biota transfer is a touchy subject, as the Red River flows north into Canada........

Invasive Species

Government Debates Merits Of Fighting Invaders........

What is the lesser of two evils?  The loss of vital shipping avenues from the Great Lakes to the Mississippi River, or the damage to a $7 billion fishing industry caused by an invader that dominates the available food supply?  Invasive species have come to public attention recently, although they have been an issue for years.  The real question is the cost versus liability to fight the invaders........

IDNR Announces $17 million in Grants for Parks and Open Space

Forty-nine projects will enhance park development and reserve open space through OSLAD program

Chicago, IL – Illinois Department of Natural Resources Director Marc Miller announced today announced $16.9 million in grants for 49 park development and land acquisition projects throughout Illinois. Director Miller made the announcement at the Illinois Association of Park Districts (IAPD) annual conference in Chicago.

“These grants will help create a better quality of life in many communities throughout Illinois, while also creating jobs in this tough economy,” said Governor Quinn. “By investing in parks and playgrounds, we are also investing in the lives of children and families who need more opportunity to play outdoors.”

Forty-nine projects are being funded statewide through the 2010 Open Space Lands Acquisition and Development (OSLAD) program facilitated through Illinois Department of Natural Resources (IDNR). Of those, nine projects will result in the purchase of new land for future open space use and 40 will focus on outdoor recreation development.

Outdoor recreation projects include (some projects fit into multiple categories):

  • 15 development projects for facilities that promote environmental and wetland studies,

  • 9 projects that will provide initial recreation development of park sites for their respective communities,

  • 20 development projects that will provide new playground equipment,

  • 7 projects that will create water based recreation by constructing access to lakes, rivers or streams,

  • 10 projects that will include water play features known as “spraygrounds”, and

  • 6 projects that will provide in-line skating/roller hockey or skateboard areas.

“This money will help communities further the overall goal of leaving no child inside,” said IDNR Director Marc Miller. “These projects will offer a wide variety of activities for everyone to enjoy the outdoors.”

This $16.9 million combined with the grantees’ minimum 50 percent share will result in more than $33.8 million of local acquisition and development projects to enhance the quality of life in Illinois. The amount awarded each year for the OSLAD program is based on the condition of the housing market, because the grants are funded through a percentage of the real estate transfer tax.

The complete list of projects can be seen at http://dnr.state.il.us/pubaffairs/2010/January/FY10OSLAD-list.pdf

Jake The Kayaker 6100 mile Great Loop Adventure

Jake The Kayaker Update........

Day 55 - (Friday 1/29/10)

01/29/2010

It was a late night for me last night so it was very hard to get up this morning. It didn’t matter because with the intricate shallow water channels outside of Carrabelle I needed daylight to see where I was going anyway. Before I could do any paddling at all I had to drag my boat over a couple hundred yards of tidal mud flats due to the fact that the tide was out and I pulled out of very shallow water last night. The drag went well and thankfully the mud was firm enough that I didn’t sink in past the top of my boots.

Sturgeon Ban Update

    Fishermen Suggest Education Versus Ban........

According to a news story from semissourian.com........  20 commercial fishermen showed up to discuss the proposed shovelnose sturgeon fishing ban at a public hearing that was held at the Southeast Missouri State University campus in Cape Girardeau, Missouri.

The fishermen suggested an arduous training program that will prevent the fishermen from killing a pallid sturgeon by mistake.

The shovelnose sturgeon fishing ban was first proposed in September, as a way to protect it's identical cousin, the endangered pallid sturgeon.  Shovelnose sturgeon eggs are harvested as a more economical substitute for Russian Beluga caviar........

The Great Lakes

Deadly Fish Virus Discovered In Lake Superior........

According to a news article from detnews.com........  Apparently, the Asian Carp epidemic is not the only worry for the health of the Great Lakes.  Scientists from Cornell University have discovered viral hemorrhagic septicemia (VHS) in Lake Superior for the first time.  This means that the virus has spread to all of the Lakes.

VHS causes bulging eyes, bleeding, and bloated abdomens in fish, prior to killing them.   The virus is not dangerous to humans, but has caused fish kills in Lakes Erie, Huron, and Ontario.  The virus has been found in Lake Michigan.

It is not known for sure how the virus ended up in the Great Lakes.  Some theorize that migrating fish, or ballast water is the culprit.  Michigan and Wisconsin stated that they have no intentions of changing boating or fishing regulations at this time........

Hi RiverBill,

I had to get my river fix today and took a trip to Hardin to have lunch at Mel's. Along with the wife and kids I took my faithful boating companion Emily. One picture was taken at Mel's, the other at Grafton. She's a 3 year old retriever/lab/chow mix, smartest dog I have ever had. I enclosed a couple of river pics of her. I'll spare you the Eagle pics I got today, although they were quite plentiful at Grafton today.

Have a great day!

Meramec River At Eureka, Missouri

Old Route 66 Bridge May Be Torn Down........

According to an news report from stltoday.com........  In October, the Missouri Department of Transportation was forced to close the old Route 66 bridge over the Meramec River due to it's deteriorating condition.  If MoDOT does not find someone to assume liability for the structure, and agree to repair it, they will have to remove the bridge.

Estimates to repair the structure will fall into the $10 - 20 million range.  MoDOT must prioritize it's spending on spans that carry more traffic than the 400 cars that traveled over the bridge before it closed.

However, Joe Sonderman, local traffic reporter and author of three books about Route 66, stated that the old bridge is one of the the last historical links to old Route 66 in the western portions of St. Louis County.  He hopes that enough public objection will preserve another piece of Route 66........

S.S. Admiral/President Casino Update

Gaming Commission Votes To Close The President........

According to a news article from fox2now.com........  Wednesday, Missouri Gaming regulators voted to revoke the license of the President Casino, citing that there is a pattern of intentionally placing the Casino in decline.

The casino could close as early as July 1, 2010, however, the casino may still challenge the Gaming Commission's decision.  The owner of the casino, Pinnacle Entertainment Inc. stated that they are reviewing their legal options.

The President Casino is aboard the 100 year old S.S. Admiral.  The Admiral is in need of significant repairs, and it is unlikely that she will be certified to carry passengers after July........

IDNR making plans for more fish stocking in Rock River
Catfish among target species for 2010

STERLING, IL – The Illinois Department of Natural Resources (IDNR) is developing plans to stock flathead catfish and channel catfish in the Rock River later this year as part of a continuing effort to speed the recovery of the river’s fishery in the aftermath of a June 2009 fish kill.

Tens of thousands of sport fish were lost in the Rock River fish kill event first reported on June 20-21, 2009. At that time, dead fish were discovered in the Rock River in an area from two miles north of Grand Detour to 50 miles downstream at Prophetstown.
The IDNR stocked the river with smallmouth bass and northern pike last summer and channel catfish last fall in the aftermath of the fish kill.

“At a recent meeting of area anglers, we again heard loud and clear how important the Rock River fishery is to them and to all of those who enjoy fishing from throughout the region,” said Dan Sallee, regional administrator for the IDNR Division of Fisheries. “The Rock River fishery is very important to the local anglers and to the communities along the river. Although the fishery is expected to fully recover, the public would like to see all possible efforts made to speed this recovery.”

IDNR fisheries biologists this spring plan to collect and relocate up to 100 pairs of flathead catfish into areas of the Rock River that were affected by the fish kill. At the same time, IDNR personnel will relocate pre-spawn channel catfish to the same area of the Rock River, and further supplement the channel catfish population by stocking small fish from state hatcheries.

“Individual female flathead catfish may lay 100,000 eggs or more. If only one in 1,000 of these eggs survives and thrives, this stocking level would result in an increase of up to 10,000 flathead catfish in the population,” Sallee said. “This number of spawning pairs should speed the recovery of the fish kill zone. The channel catfish stocking will also be beneficial.”

Anglers with questions about the Rock River fishery can contact IDNR District Fisheries Biologist Ken Clodfelter at 815/454-2759.

Mississippi River At St. Louis

S.S. Admiral's Days May Be Numbered........

After 70 years on the St. Louis Riverfront, the Admiral's fate may be decided by the Missouri Gaming Commission on Wednesday.  It is expected that the commission will recommend that the President Casino aboard the Admiral be closed in July.  The vessel is also up for a Coast Guard inspection in July, and the 103 year old hull may not make the grade.

Originally known as the Albatross, the vessel was built in 1907 as a side wheeled steam boat.  In 1940, she became the S.S. Admiral after receiving her Art-Deco makeover.  She cruised the Mississippi through the '70s.  In 1979, she became a nightclub, and in 1992, she became the President Casino........

Asian Carp Update

Carp Danger Questioned:  What Exactly Constitutes An Invasion?

According to a news report from freep.com........  Since the Asian carp are prolific breeders, and voracious eaters, many experts agree that if the carp get into the Great Lakes, the future looks grim.  Others counter that the amount of trouble the carp will cause will be decided by how many carp get into the Lakes, and if they find the correct conditions to survive, and breed.

Food supply in Lake Michigan may play a factor in the carp debate.  The carp feed on tiny plankton, however, the amount of plankton present is at an all time low, following the arrival of quagga and zebra mussels.  The cold water temperatures may be a consideration as well.

The feds have mapped out how they intend to halt the carp progress.  They will construct another electric barrier in the shipping canal, begin electrofishing, and netting to capture carp that may be in the Lake, as well as plugging up "holes" the carp can use to get around the barriers........

J Bar H Estates Water Case Sent To Attorney General........

The Missouri Department of Natural Resources has referred a case against the J Bar H Estates Master Association Inc. to the Missouri Attorney General, citing multiple clean water violations.  On two occasions in 2009, the DNR inspected the J Bar H wastewater treatment facility, and found exposed distribution lines in the filter beds, vegetative growth, exposed pipes at the pumping station, and corrosion around the electrical control panel.  The DNR noted that J Bar H had not installed a dechlorination system, as agreed when operating permits were issued.  The DNR also noted fecal coliform levels higher that permit limitations........

The Picture of the Day ........was sent to us by Capt'n Jeff Osborne, who hails out of Paisa Harbor.

Bill,

Photo taken Saturday, Jan 23, 2010 at My Lady of the Rivers next to Palisades. The forecast calls for rain this afternoon, but it was beautiful this morning. The river takes on a whole different feel in the calm of a cool winter fog. The ice was breaking apart and we watched it drift down river. The gulls were singing and feasting on a bounty of fish breaking over the dike. God willing, I will remember this day at Blessing of the Fleet later this year.

Mississippi River At Hannibal

Ice Jam Breaking Up, No Need For Flood Gates........

According to a news article from hannibal.net........  The three week long freeze of the Mississippi River at Hannibal, Missouri ended Sunday.  The River levels dropped about a half a foot as well.  Officials were preparing to install flood gates.

Hannibal officials were anxiously watching the River levels, as the National Weather Service had predicted that the River would top out at 20.7 feet by Wednesday.

There is plenty of debris locked in the ice as it flows down the Mississippi, from logs and trees, boat dock pieces, and even three River markers, encased in ice........

Port Author Collision

    Reader Commentary........

Bill,

This may be the cause of the collision at Port Arthur
This from a professional riverman friend who analyzed a tape of the AIS at the time of the collision.

Dan Owen

Dan Owen's Boat Photo Museum

"From looking at the AIS replay, both boats were making around 7 mph right before the collision happened. From the AIS replay, it looks like the Eagle Otome was set up for a one whistle pass, then crossed over at the last second but failed to get over enough in time for the two whistle pass."

Water Rights Litigation

Supreme Court Will Not Hear Mississippi's Water Rights Case

     Against Memphis........

According to a news report from commercialappeal.com........ The U.S. Supreme Court declined to hear Mississippi's water rights lawsuit against Memphis, Tennessee on Monday.  Mississippi was seeking damages of $1.3 billion, and an order that Memphis draw their drinking water from the Mississippi River.

The suit accuses Memphis of stealing a third of it's water by over-pumping an aquifer that lies under Mississippi and Tennessee.  The suit also alleges that the wells are creating depressions in the Memphis Sand, causing water underneath Mississippi to flow across the state line.

Memphis officials state that their wells go straight down, and Memphis' use of the aquifer is fail, and poses no threat to Mississippi.  Memphis is still facing two similar water lawsuits........

Yesteryear's Picture of the Day

Yesteryear's Picture of the Day from 2005....  was of some gulls on the ice on the up-river side of Alton Dam.

Some of the gulls were always diving into the cold water for food and the rest seemed to be waiting to fight over and hopefully share part of the new catch. One of the gulls on the ice has some food in front of him that he is trying to keep the others away from. The river channel is on the other side of the island that is in the background.

Asian Carp Update

Carp DNA Evidence Subject To Interpretation........

According to a news report from wgntv.com........  While the science behind environmental DNA (eDNA) seems to be sound, the interpretation of the results may vary.  The experts know that they have found Asian carp eDNA, the question is how the eDNA got into Lake Michigan, when there have been no carp sightings.

eDNA comes from small cells left behind as the carp swim through the water.  The cells are usually found in fish scales, urine and feces.  The science of using eDNA to track aquatic life is not new, however this is the first case of the technology being used in freshwater.

Asian carp eDNA has been discovered in 5 places north of the electric fish barrier.  Some speculate that the eDNA arrived past the barrier from ballast water that was collected downriver, or a positive result could come about from the carp that are being used as bait along the lakefront.......

Mississippi River Near Quincy, Illinois

Officials State Eagle Numbers Are Low........

A ranger from the U.S. Army Corps of Engineers has stated that the number of eagles along the Mississippi River at Quincy seems low this year.  There are several possible explanations for this.  The warmer weather has freed up some of the River ice, causing the birds to disperse.  The River construction projects may play a factor as well........

Bill,

Here are a couple of photos taken Saturday, Jan 16, 2010 of what is left of Sherwood Harbor on the Mississippi just down the road from the Grafton Ferry on the Missouri side. Club house store is gone and the Corp of Engineers has rocked the property. No docks or ramp. We do not know what is going to become of land. Maybe a park. Someone else may know. There are still some private homes and private docks in the slough.

Sherwood Harbor

      More information.........

Bill,

Seen your picture of the day on Sherwood Harbor.
My Dad inquired about it a while back with the core of engineers and this was the reply he received.

Thank you for the inquiry of Sherwood Marina, I'm familiar with the
Marina and it's current status. To answer your initial question, "Is it
possible for a person to lease this land from the Federal government for
personal and privet use?". No, this area will no longer be used as a full
service marina.

Please see the news release that was sent out below:

Sherwood Marina Closure

WEST ALTON, MO - The Sherwood Marina, operated by Donler, Incorporated under
a lease agreement with the U. S. Army Corps of Engineers, has been
permanently closed. Two significant factors played a part in the Corps'
decision make this closure: lack of quality service to the public and failure
of the concessionaire to meet health and safety requirements. The marina had
been closed previously for the entire 2008 recreation season for public
health and safety violations.

Pending stabilization and restoration of the site, the entire marina area
will remain off limits to all visitors. All former slip renters have been
notified of the need to relocate their vessels. Boat launching at the site
is not permitted, and the land area is currently off-limits to the public.
All recreational use activities are prohibited until restoration is complete.
Once restoration is complete, there are plans to reopen day use facilities so
that the public may again enjoy safe river access in a manner compatible with
sustaining the natural values of the site.

For more information please contact Jon Summers at the Rivers Project Office
at 636-899-2600.

U.S. Army Corps of Engineers Completes
Wood River Levee underseepage analysis

St. Louis – The U.S. Army Corps of Engineers in St. Louis today announced results of extensive subsurface soil investigation and analyses of the Wood River Levee system. This work was undertaken to refine requirements to restore the design level of protection to the system, which calls for the levees to be able to resist a flood registering a stage of 52 feet with two feet of freeboard on the Mississippi River gage at St. Louis.

It was initially believed that seepage of river water, especially at flood stages, could be adequately countered at Wood River by installing additional relief wells. However, the new analyses which are both much more thorough and consistent have revealed that subsurface soils conditions are less favorable than historic data indicated.

Based on analyzing the new data, Corps of Engineers experts believe added work will be necessary, raising estimated costs for the Wood River Levee from about $40 million to a final figure of some $111.3 million.

Levee Restoration May Cost More Than Expected........

According to a news report from ksdk.com........  After additional analysis of the Wood River Levee data, the U.S. Army Corps of Engineers has determined that the original $40 million estimate for restoring the levee was a little low.The new estimate to restore the Levee is $111.3 million, nearly $72 million more than anticipated.

The Levee needs to take a flood of 52 feet with two feet of freeboard, as measured by the St. Louis Gauge.

The experts originally believed that they could fight seepage by installing more relief wells.  The new data shows that the soil conditions are not up to the task, as the older data showed. The new plan will involve the construction of sand berms and cutoff walls........

Cleveland's Mid-America Boat & Fishing Show........

Boat show wraps up: There is a noticeable difference at Cleveland's Mid-America Boat & Fishing Show that wraps up Sunday at the I-X Center. The show is quite a bit smaller, although the fishing section has been expanded. The big difference is a lack of large, plush pleasure boats, with some brokers bringing photographs and information instead of the expensive 40- and 50-footers.
Boat dealers report that sales of smaller boats, especially fishing boats, have been fair to good.

Asian Carp Update

DNA Data Arrived Too Late For The Supreme Court........

According to a news report from detnews.com........  At the time the U.S. Supreme Court handed down the decision to deny the request for the immediate closure of Chicago area waterways, the High Court did so without the latest DNA tests showing that Asian carp may already have arrived in Lake Michigan.

As of Wednesday, it was not certain if this new revelation will prompt the justices to reconsider their decision.

Michigan's Attorney General Michael Cox believes that it is troubling that the Corps did not reveal the DNA in a timely fashion.  Apparently, the Corps had the DNA results 4 days prior to the High Court's announcement........

Mississippi River At New Orleans

    Controversial Wetlands Project Discontinued........

According to a news article from nola.com........ Louisiana's first major effort in freshwater diversion projects, the West Nay diversion, has been shut down.  An agreement was reached between federal and state officials on Wednesday.  The diversion may be closed as soon as fall, 2010.

Several reasons were cited for the closure, including the expense of dredging a nearby shipping anchorage every three years, and the fact that the diversion was constructed too close to the mouth of the Mississippi River to maximize the use of sediment and fresh water for the construction of new land.

While the West Bay diversion is not the sole reason for silting in the anchorage, a Corps study concluded that the diversion really was not doing much to add land in the West Bay area........

The Pictures of the Day ........were sent to us by Sharon Gwillim

Bill,

Went over to West Alton and up to Gilbert Lake today (01-16-10). Wish I was in Jamaica - but alas, we are doing what we do here in the winter. Saw some hunters and their dog in this really neat blind. Then on up the river to Gilbert Lake, it was a pretty day! I was amazed to watch them move these sleds with supplies and decoy's over the ice. Since it was in the 40's I was afraid to try to venture out on the ice. How I long to dig my toes in the sand!!!

Drunk Driver Has 4 Head - On Collisions....Aboard Ferry........

According to a news report from thetelegraph.com........  Tuesday evening, suspected DUI driver Andrew W.J. Plato sped aboard the Brussels Ferry and hit a parked vehicle 4 times.  Plato then backed off the Ferry, up the ramp, and parked his car.

Luckily, no injuries were reported, as the deckhand was just starting to tie the ferry to the landing when Plato drove off the landing ramp, smashed through the gate, and into a jeep owned by Elaine M. Droege.

Plato was arrested for DUI, and failure to reduce speed to avoid an accident.  Plato was taken to the Calhoun County jail, where he posted bail of $100 and his driver's license........

Bud's Place

    Reader Commentary.......

Bill,

Welcome back. Hope you enjoyed your vacation.

I saw your post about Bud’s Place. I actually was in there a few days before they closed because I had some parts that they had ordered for me that I was going to just leave there until this season and they called since they were closing the location and let me know to come get them or they would be thrown away. I went in there and talked with a couple of the guys who let me know that they were closing this location and not reopening. Also, since then, I have gotten a letter from Bayliner and Cope (we are still under warranty on our 245 bowrider) that Buds was closed and that Cope was the place that I would have to go for warranty service. So I feel pretty confident in saying that I think they are gone for good.

Bud's Place

    Reader Commentary.......

River Bill,

Welcome back. The weather's been cold and foggy while you've been enjoying sunshine.

Bud's Place for Boats is closed and the place is locked up. December 31st was their last day open. I think the original Bud's Place was opened in south Saint Louis in 1947. My dad bought a boat from him in 1954 at the original location. Probably one of the oldest boat businesses in the Saint Louis area. Bud was a fine gentleman and took pride in his business.

I heard that two of the top mechanics were perhaps planning on opening a repair and service shop.
Hope all the ex-employees do well in this tough economic environment.

Missouri River At Boonville, Missouri

Lift Station Failure Dumps Wastewater Into Missouri River........

In a news article from ksdk.com........  Following an electrical failure at a wastewater lift station in Boonville, Missouri, some 50,000 gallons of untreated wastewater overflowed into the Missouri River.  Boonville authorities reported the incident to Missouri Department of Natural Resources on Wednesday.

Boonville officials believe that a circuit breaker tripped due to a loose electrical connection, shutting off the power to the pumps. Wastewater then began to back up, spilling into the River.

The electrical issue has been resolved, and the overflow was halted on Tuesday.  The Missouri DNR will be monitoring the River to see if any environmental damage has occurred........

Mississippi River Levees

Levee Seepage Being Investigated Near New Orleans........

According to a news report from nola.com........  A levee seepage site that is leaking water onto River Road is being investigated by Louisiana officials.  The site is in along the Mississippi River in Elmwood, Louisiana in Jefferson Parrish.

The U.S. Army Corps of Engineers does not believe that the seepage is being caused by the River, but by a nearby stagnant pond.  Levee District officials state that the land owner will drain the standing water into the River, until they come up with a permanent drainage solution.

The Levee District's executive director, Fran Campbell, states that if the road does not dry out once the standing water is removed, then the district will ask the Corps to take bore samples in order to assess the levee's condition........

Public Notices Open For Comment

Posted on the US Army Corps Of Engineers Website.....

  1. P-2746:The St. Louis Port Authority proposes to construct an approximate 540 foot dock structure connecting the North and South, St. Louis City Municipal docks, along the right descending bank of the Mississippi River at river mile 181.6. The project would involve the removal of an existing 24 foot by 162 foot concrete dock structure, removal of an existing sheet pile cell, installation of a new tie-back dead man system, installation of a sheet pile bulkhead and the back filling of the bulkhead with clean crushed stone. The new middle dock would be constructed at a similar elevation and alignment as the north and south docks creating increased linear footage at the St. Louis City Municipal loading and off-loading river terminal facility. The new middle dock would not project into the river any further than the existing north and south docks. Approximately 1.10 acres of the Mississippi River would be impacted by the proposed plans. Similar loading and off-loading activities would occur at this location as conducted along the north and south docks. The use of temporary barges for construction purposes may be moored at this location to complete the work.

St. Louis District's Dredge Potter
in Army's Soldier's Magazine

From Soldiers Magazine,

Jan 2010

The U.S. Army Corps of Engineers Dredge Potter, built during the Great Depression, is still cruising the Mississippi watershed. It scours the riverbed, removing sediments so vessels don’t run aground. In addition to dredges, USACE maintains a fleet of research vessels, towboats, survey and patrol vessels, and a variety of barges.

The Army also has a sizeable fleet of landing craft, logistics support vessels, tugs, barges, and ferry boats. It employs a number of large merchant vessels for theater support as well. During World War II, the Army’s fleet of ships was nearly twice as large as the U.S. Navy’s, and included tankers, transports, hospital ships and other vessels.

Asian Carp Update

Carp DNA Discovered In Great Lakes........

According to a news report from businessweek.com........  The U.S. Army Corps of Engineers announced that Asian carp DNA has been discovered in Lake Michigan.  The announcement comes only hours after the U.S. Supreme Court refused to order the closing of Chicago area locks and dams.

Federal officials have stated that they have yet to find actual carp in the Lake, and it is not certain how much of a threat the carp would be.

Michigan's Attorney General Mike Cox stated that the discovery of DNA evidence beyond the electric barrier and the locks is alarming.  Cox added that Michigan residents were incensed that despite "continued evidence of an immediate threat", Illinois officials and the Obama administration refuse to take immediate action........

Illinois River At Spring Valley, Illinois

Fish Plant May Be Answer To Carp Blues........

According to a news article from bcrnews.com........  The owners of Heartland Processing Inc. met with officials at Spring Valley City Hall to discuss the proposed Asian carp processing plant.  Heartland currently runs a pilot fish plant in Havana, Illinois.

The plant uses a flash heating method to render the complete fish into dry agricultural feed and pharmaceutical fish oil, with little waste or odor.  The proposed plant could process 32 tons of carp per day, employ up to 5 workers, and keep around 30 area fishermen busy.

Heartland does admit that the plant would not be a permanent fixture, as they would be around long enough to clean out the Asian carp.  Heartland expects to "chase" the Asian carp from the northern reaches of the Mississippi River Valley south........

Metro East Levees

Illinois Asks:  What Is Wrong With The Levees?

According to a news report from stltoday.com........  Illinois officials are well aware that the federal government is gearing up to force many to purchase flood insurance, and restricting development until repairs are completed on the Metro East levees.

Metro East leaders are stymied that nobody seems to be able to tell then what is wrong with the levees.

The Southwestern Illinois Flood Prevention District has asked FEMA and the U.S. Army Corps of Engineers to disclose the reason that FEMA announced that 5 Metro East levee systems are being de-certified.  FEMA has yet to the respond to a November 3, 2009 Freedom of Information Act request.  FEMA did respond to a prior request for information, however, most of the information was irrelevant........

River History.......

In the summer of 1673 Marquette and Jolliet were traveling down the Mississippi River by canoe just below the mouth of the Illinois River when they spotted a demon painted upon a bluff. (The Piasa Bird)
Marquette wrote in his journal that demon worship existed in this area of the wilderness, but before Marquette could finish his writing they encountered the swirling waters where the Missouri River entered the Mississippi River .
The demon remained visible on the river bluffs until the 1850's. The cliff containing the painting was quarried for gravel.

The tow was pushing 20 barges loaded with grain.  The impact caused the barges to break loose.  One barge was sinking, and the others were being rounded up Monday evening.

Commercial Fishing News

Public Hearing To Be Held On Shovelnose Sturgeon Ban........

According to a news article from semissourian.com........  The proposed ban on commercial fishermen catching shovelnose sturgeon has not been met with enthusiasm by commercial fishermen, Missouri's Department of Conservation, or Illinois Department of Natural Resources.

The proposed ban, put forth by the U.S. Fish and Wildlife Service aims to protect the shovelnose sturgeon's endangered larger cousin, the pallid sturgeon.  Shovelnose sturgeon is usually caught for it's eggs, which are a stand-in for Russian Beluga caviar.

To iron out differences in the ban proposal, the U.S. Fish and Wildlife Service will hold a public hearing on January 28, 2010, at the University Center at Southeast Missouri State University in Cape Girardeau, Missouri........

Although foul play is not suspected, officials state that the tracks in the snow and mud indicate two or three attempts to drive into the Canal.....

Marine Navigation

Plug Is Being Pulled On LORAN-C........

According to a news report from bradenton.com........  The Department of Homeland Security has announced that with the advent of low cost GPS units, the LORAN-C system is obsolete, and is no longer needed for safety and navigation.

LORAN, short for long range navigation, was World War II era technology developed for military ships and aircraft.  The civilian version, LORAN-C was developed in 1957, and used 24 land based towers emitting radio signals to determine positions at sea or in the air.

The majority of the LORAN transmission towers will be shut down on February 8, 2010, and the rest will be turned off by October 1, 2010........

Illinois River Ferries

    Kampsville Ferry Has Reopened........

According to a news article from thetelegraph.com........  Friday morning, the Kampsville Ferry re-opened, since the ice on the Illinois River had broken up a bit.  The Ferry had closed on January 3, 2010.

IDOT operators made several test runs with both the Kampsville and Brussels Ferries early Friday morning.  At that time, the ice was considered to be too thick at the Brussels location.

The Illinois Department of Transportation runs the two free ferries at Kampsville and Brussels 24/7 weather permitting.  With ice still coming down the River, IDOT officials state that operations may be sporadic for a time........
