Missouri River Diversion Project

Red River Valley Water Supply Project Moves Forward In 2010........

According to a news article from minotdailynews.com........  Progress will be made on the proposed Red River Valley Water Supply Project in 2010, as environmental efforts, financial planning, operational planning, permitting, and pre-final design are slated to be completed this year.

The project is intended to provide a back-up water source for residents and industries of the Red River Valley.  This will happen by diverting water from the Missouri River at Lake Sakakawea, and pumping it to the Sheyenne River, and eventually into the Red River.

Since the project would entail moving water from one river system to another, a biota treatment plant would need to be constructed.  Biota transfer is a touchy subject, as the Red River flows north into Canada........

Invasive Species

Government Debates Merits Of Fighting Invaders........

What is the lesser of two evils?  The loss of vital shipping avenues from the Great Lakes to the Mississippi River, or the damage to a $7 billion fishing industry caused by an invader that dominates the available food supply?  Invasive species have come to public attention recently, although they have been an issue for years.  The real question is the cost versus liability to fight the invaders........

IDNR Announces $17 million in Grants for Parks and Open Space

Forty-nine projects will enhance park development and reserve open space through OSLAD program

Chicago, IL – Illinois Department of Natural Resources Director Marc Miller announced today announced $16.9 million in grants for 49 park development and land acquisition projects throughout Illinois. Director Miller made the announcement at the Illinois Association of Park Districts (IAPD) annual conference in Chicago.

“These grants will help create a better quality of life in many communities throughout Illinois, while also creating jobs in this tough economy,” said Governor Quinn. “By investing in parks and playgrounds, we are also investing in the lives of children and families who need more opportunity to play outdoors.”

Forty-nine projects are being funded statewide through the 2010 Open Space Lands Acquisition and Development (OSLAD) program facilitated through Illinois Department of Natural Resources (IDNR). Of those, nine projects will result in the purchase of new land for future open space use and 40 will focus on outdoor recreation development.

Outdoor recreation projects include (some projects fit into multiple categories):

  • 15 development projects for facilities that promote environmental and wetland studies,

  • 9 projects that will provide initial recreation development of park sites for their respective communities,

  • 20 development projects that will provide new playground equipment,

  • 7 projects that will create water based recreation by constructing access to lakes, rivers or streams,

  • 10 projects that will include water play features known as “spraygrounds”, and

  • 6 projects that will provide in-line skating/roller hockey or skateboard areas.

“This money will help communities further the overall goal of leaving no child inside,” said IDNR Director Marc Miller. “These projects will offer a wide variety of activities for everyone to enjoy the outdoors.”

This $16.9 million combined with the grantees’ minimum 50 percent share will result in more than $33.8 million of local acquisition and development projects to enhance the quality of life in Illinois. The amount awarded each year for the OSLAD program is based on the condition of the housing market, because the grants are funded through a percentage of the real estate transfer tax.

The complete list of projects can be seen at http://dnr.state.il.us/pubaffairs/2010/January/FY10OSLAD-list.pdf

Jake The Kayaker 6100 mile Great Loop Adventure

Jake The Kayaker Update........

Day 55 - (Friday 1/29/10)

01/29/2010

It was a late night for me last night so it was very hard to get up this morning. It didn’t matter because with the intricate shallow water channels outside of Carrabelle I needed daylight to see where I was going anyway. Before I could do any paddling at all I had to drag my boat over a couple hundred yards of tidal mud flats due to the fact that the tide was out and I pulled out of very shallow water last night. The drag went well and thankfully the mud was firm enough that I didn’t sink in past the top of my boots.

Sturgeon Ban Update

    Fishermen Suggest Education Versus Ban........

According to a news story from semissourian.com........  20 commercial fishermen showed up to discuss the proposed shovelnose sturgeon fishing ban at a public hearing that was held at the Southeast Missouri State University campus in Cape Girardeau, Missouri.

The fishermen suggested an arduous training program that will prevent the fishermen from killing a pallid sturgeon by mistake.

The shovelnose sturgeon fishing ban was first proposed in September, as a way to protect it's identical cousin, the endangered pallid sturgeon.  Shovelnose sturgeon eggs are harvested as a more economical substitute for Russian Beluga caviar........

The Great Lakes

Deadly Fish Virus Discovered In Lake Superior........

According to a news article from detnews.com........  Apparently, the Asian Carp epidemic is not the only worry for the health of the Great Lakes.  Scientists from Cornell University have discovered viral hemorrhagic septicemia (VHS) in Lake Superior for the first time.  This means that the virus has spread to all of the Lakes.

VHS causes bulging eyes, bleeding, and bloated abdomens in fish, prior to killing them.   The virus is not dangerous to humans, but has caused fish kills in Lakes Erie, Huron, and Ontario.  The virus has been found in Lake Michigan.

It is not known for sure how the virus ended up in the Great Lakes.  Some theorize that migrating fish, or ballast water is the culprit.  Michigan and Wisconsin stated that they have no intentions of changing boating or fishing regulations at this time........

Hi RiverBill,

I had to get my river fix today and took a trip to Hardin to have lunch at Mel's. Along with the wife and kids I took my faithful boating companion Emily. One picture was taken at Mel's, the other at Grafton. She's a 3 year old retriever/lab/chow mix, smartest dog I have ever had. I enclosed a couple of river pics of her. I'll spare you the Eagle pics I got today, although they were quite plentiful at Grafton today.

Have a great day!

Meramec River At Eureka, Missouri

Old Route 66 Bridge May Be Torn Down........

According to an news report from stltoday.com........  In October, the Missouri Department of Transportation was forced to close the old Route 66 bridge over the Meramec River due to it's deteriorating condition.  If MoDOT does not find someone to assume liability for the structure, and agree to repair it, they will have to remove the bridge.

Estimates to repair the structure will fall into the $10 - 20 million range.  MoDOT must prioritize it's spending on spans that carry more traffic than the 400 cars that traveled over the bridge before it closed.

However, Joe Sonderman, local traffic reporter and author of three books about Route 66, stated that the old bridge is one of the the last historical links to old Route 66 in the western portions of St. Louis County.  He hopes that enough public objection will preserve another piece of Route 66........

S.S. Admiral/President Casino Update

Gaming Commission Votes To Close The President........

According to a news article from fox2now.com........  Wednesday, Missouri Gaming regulators voted to revoke the license of the President Casino, citing that there is a pattern of intentionally placing the Casino in decline.

The casino could close as early as July 1, 2010, however, the casino may still challenge the Gaming Commission's decision.  The owner of the casino, Pinnacle Entertainment Inc. stated that they are reviewing their legal options.

The President Casino is aboard the 100 year old S.S. Admiral.  The Admiral is in need of significant repairs, and it is unlikely that she will be certified to carry passengers after July........

IDNR making plans for more fish stocking in Rock River
Catfish among target species for 2010

STERLING, IL – The Illinois Department of Natural Resources (IDNR) is developing plans to stock flathead catfish and channel catfish in the Rock River later this year as part of a continuing effort to speed the recovery of the river’s fishery in the aftermath of a June 2009 fish kill.

Tens of thousands of sport fish were lost in the Rock River fish kill event first reported on June 20-21, 2009. At that time, dead fish were discovered in the Rock River in an area from two miles north of Grand Detour to 50 miles downstream at Prophetstown.
The IDNR stocked the river with smallmouth bass and northern pike last summer and channel catfish last fall in the aftermath of the fish kill.

“At a recent meeting of area anglers, we again heard loud and clear how important the Rock River fishery is to them and to all of those who enjoy fishing from throughout the region,” said Dan Sallee, regional administrator for the IDNR Division of Fisheries. “The Rock River fishery is very important to the local anglers and to the communities along the river. Although the fishery is expected to fully recover, the public would like to see all possible efforts made to speed this recovery.”

IDNR fisheries biologists this spring plan to collect and relocate up to 100 pairs of flathead catfish into areas of the Rock River that were affected by the fish kill. At the same time, IDNR personnel will relocate pre-spawn channel catfish to the same area of the Rock River, and further supplement the channel catfish population by stocking small fish from state hatcheries.

“Individual female flathead catfish may lay 100,000 eggs or more. If only one in 1,000 of these eggs survives and thrives, this stocking level would result in an increase of up to 10,000 flathead catfish in the population,” Sallee said. “This number of spawning pairs should speed the recovery of the fish kill zone. The channel catfish stocking will also be beneficial.”

Anglers with questions about the Rock River fishery can contact IDNR District Fisheries Biologist Ken Clodfelter at 815/454-2759.

Mississippi River At St. Louis

S.S. Admiral's Days May Be Numbered........

After 70 years on the St. Louis Riverfront, the Admiral's fate may be decided by the Missouri Gaming Commission on Wednesday.  It is expected that the commission will recommend that the President Casino aboard the Admiral be closed in July.  The vessel is also up for a Coast Guard inspection in July, and the 103 year old hull may not make the grade.

Originally known as the Albatross, the vessel was built in 1907 as a side wheeled steam boat.  In 1940, she became the S.S. Admiral after receiving her Art-Deco makeover.  She cruised the Mississippi through the '70s.  In 1979, she became a nightclub, and in 1992, she became the President Casino........

Asian Carp Update

Carp Danger Questioned:  What Exactly Constitutes An Invasion?

According to a news report from freep.com........  Since the Asian carp are prolific breeders, and voracious eaters, many experts agree that if the carp get into the Great Lakes, the future looks grim.  Others counter that the amount of trouble the carp will cause will be decided by how many carp get into the Lakes, and if they find the correct conditions to survive, and breed.

Food supply in Lake Michigan may play a factor in the carp debate.  The carp feed on tiny plankton, however, the amount of plankton present is at an all time low, following the arrival of quagga and zebra mussels.  The cold water temperatures may be a consideration as well.

The feds have mapped out how they intend to halt the carp progress.  They will construct another electric barrier in the shipping canal, begin electrofishing, and netting to capture carp that may be in the Lake, as well as plugging up "holes" the carp can use to get around the barriers........

J Bar H Estates Water Case Sent To Attorney General........

The Missouri Department of Natural Resources has referred a case against the J Bar H Estates Master Association Inc. to the Missouri Attorney General, citing multiple clean water violations.  On two occasions in 2009, the DNR inspected the J Bar H wastewater treatment facility, and found exposed distribution lines in the filter beds, vegetative growth, exposed pipes at the pumping station, and corrosion around the electrical control panel.  The DNR noted that J Bar H had not installed a dechlorination system, as agreed when operating permits were issued.  The DNR also noted fecal coliform levels higher that permit limitations........

Bill,

Photo taken Saturday, Jan 23, 2010 at My Lady of the Rivers next to Palisades. The forecast calls for rain this afternoon, but it was beautiful this morning. The river takes on a whole different feel in the calm of a cool winter fog. The ice was breaking apart and we watched it drift down river. The gulls were singing and feasting on a bounty of fish breaking over the dike. God willing, I will remember this day at Blessing of the Fleet later this year.

Mississippi River At Hannibal

Ice Jam Breaking Up, No Need For Flood Gates........

According to a news article from hannibal.net........  The three week long freeze of the Mississippi River at Hannibal, Missouri ended Sunday.  The River levels dropped about a half a foot as well.  Officials were preparing to install flood gates.

Hannibal officials were anxiously watching the River levels, as the National Weather Service had predicted that the River would top out at 20.7 feet by Wednesday.

There is plenty of debris locked in the ice as it flows down the Mississippi, from logs and trees, boat dock pieces, and even three River markers, encased in ice........

Port Author Collision

    Reader Commentary........

Bill,

This may be the cause of the collision at Port Arthur
This from a professional riverman friend who analyzed a tape of the AIS at the time of the collision.

Dan Owen

Dan Owen's Boat Photo Museum

"From looking at the AIS replay, both boats were making around 7 mph right before the collision happened. From the AIS replay, it looks like the Eagle Otome was set up for a one whistle pass, then crossed over at the last second but failed to get over enough in time for the two whistle pass."

Water Rights Litigation

Supreme Court Will Not Hear Mississippi's Water Rights Case

     Against Memphis........

According to a news report from commercialappeal.com........ The U.S. Supreme Court declined to hear Mississippi's water rights lawsuit against Memphis, Tennessee on Monday.  Mississippi was seeking damages of $1.3 billion, and an order that Memphis draw their drinking water from the Mississippi River.

The suit accuses Memphis of stealing a third of it's water by over-pumping an aquifer that lies under Mississippi and Tennessee.  The suit also alleges that the wells are creating depressions in the Memphis Sand, causing water underneath Mississippi to flow across the state line.

Memphis officials state that their wells go straight down, and Memphis' use of the aquifer is fail, and poses no threat to Mississippi.  Memphis is still facing two similar water lawsuits........

Here is a picture of a few guys doing the final details to Tom Lenkmans 1957 Chris Craft Cavalier (Tom not pictured) We are getting the boat ready for the 56th annual St. Louis Boat and Sport Show February 10-14th. Yesteryear's Picture of the Day

Yesteryear's Picture of the Day from 2005....  was of some gulls on the ice on the up-river side of Alton Dam.

Some of the gulls were always diving into the cold water for food and the rest seemed to be waiting to fight over and hopefully share part of the new catch. One of the gulls on the ice has some food in front of him that he is trying to keep the others away from. The river channel is on the other side of the island that is in the background.

Asian Carp Update

Carp DNA Evidence Subject To Interpretation........

According to a news report from wgntv.com........  While the science behind environmental DNA (eDNA) seems to be sound, the interpretation of the results may vary.  The experts know that they have found Asian carp eDNA, the question is how the eDNA got into Lake Michigan, when there have been no carp sightings.

eDNA comes from small cells left behind as the carp swim through the water.  The cells are usually found in fish scales, urine and feces.  The science of using eDNA to track aquatic life is not new, however this is the first case of the technology being used in freshwater.

Asian carp eDNA has been discovered in 5 places north of the electric fish barrier.  Some speculate that the eDNA arrived past the barrier from ballast water that was collected downriver, or a positive result could come about from the carp that are being used as bait along the lakefront.......

Mississippi River Near Quincy, Illinois

Officials State Eagle Numbers Are Low........

A ranger from the U.S. Army Corps of Engineers has stated that the number of eagles along the Mississippi River at Quincy seems low this year.  There are several possible explanations for this.  The warmer weather has freed up some of the River ice, causing the birds to disperse.  The River construction projects may play a factor as well........
