Hi Bill !

Here’s hoping for a great 2009 boating season!

We had our first fish fry of the season recently (April 4). The wind was blowing so hard that we had to make a windbreak and move the fryer to keep the flame from blowing out. But we did it! We never pass up the opportunity for some good food.

Lou & I kept the fish, fries and onion rings going and everybody ate till they were stuffed. But they saved room for the apple fritters that I always make for the finishing touch. This was the first time that Ron & Paul had them, they didn’t want to share!

There was a good turn out despite the weather and a good time was had by all. Everyone got an Island Lei upon arrival

The 2 piece Jimmy Manno band was belting out the tunes and had the party goers dancing late into the night .

FOR HIGH WATER CONDITIONS IN ACCORDANCE WITH THE ILR WAP ANNEX.
ALL TOWING VESSELS ARE PROHIBITED FROM LAYING UP ON LEVEES AND ARE REQUESTED TO TRANSIT THIS ZONE WITH CAUTION AND AT THE SLOWEST SAFE SPEED TO MINIMIZE WAKE DAMAGE ESPECIALLY AT COPPERAS CREEK (MM 136.0 - 138.0 ILR). ALL RECREATIONAL VESSEL TRAFFIC IS PROHIBITED FROM TRANSITING THIS AREA.

U.S. Army Corps of Engineers in St. Louis announces stimulus work

St. Louis, MO – April 29, 2009 – The United States Army Corps of Engineers has released a listing of Civil Works projects to be funded by the American Recovery and Reinvestment Act (ARRA) of 2009.

The legislation, signed into law by President Barack Obama on February 17, appropriated $4.6 billion to the Corps for its Civil Works program.

The portion of that work allocated to the St. Louis Engineer District totals $279.4 million. This is compared with the District’s funding of $160.7 million under the 2009 Omnibus Appropriation. Work will be conducted across the 28,000 square mile, two-state region of Illinois and Missouri in the St. Louis Engineer District.

“The Recovery Act funds for Civil Works will enable the U.S. Army Corps of Engineers to do much good for the nation,” John Paul Woodley, Jr., Assistant Secretary of the Army for Civil Works, said from Washington.

“In addition to the opportunity to help the nation and her citizens recover from this time of economic hardship,” said Woodley, “the Corps will be able to use these funds to accomplish work on water resources projects that will benefit the nation for years to come.”

“The Corps is fully committed to ensuring the Recovery Act funds provided for Civil Works are used to achieve the purposes envisioned by the President and Congress for the legislation,” said Maj. Gen. Merdith “Bo” Temple, deputy commanding general for Civil and Emergency Operations for the Corps.

“We intend to quickly put these dollars into action to get our fellow citizens to work on Corps projects throughout the nation. At the same time, we will use these funds to build long-term value for the nation in its water resources projects with these funds.”

Surplus property auction set for May 30

Passenger vehicles and heavy equipment are among the offerings.

JEFFERSON CITY–Five bulldozers, three tractors, 39 passenger vehicles, 16 boats, 12 outboard motors, five boat trailers and other surplus property of the Missouri Department of Conservation will go on the auction block May 30.

The auction will take place at the Conservation Department’s Equipment Maintenance Office, 115 Pershing Road, Brookfield. Auction items will be on display May 29 from 8 a.m. until 5 p.m. Bidders can register then or the day of the sale. The gates will open at 7:30 a.m. The auction will begin at 10 a.m.

Auction offerings typically include office equipment and furniture and other miscellaneous items. A complete list of sale items will be available at the registration desk the day of the sale. To request a tentative list of sale items, call 573-522- 4115, ext. 3279 or 3283.

All property must be paid for on the day of the sale and before removal. Acceptable methods of payment include cash, MasterCard or Visa or personal checks with proper identification.

Hi River Bill,

We sailed the Alton Pool on Sunday. Although the weather was warm, it was blowing around 20 knots with gusts of 32 knots (verified on our wind meter) as we sailed aboard Michelle and Denny Wertheimer's 43' Beneteau, Breeze Pleeze. John and Lynda Heald joined the crew. (pix of Michele at the helm, with John on the cockpit coming)

Breeze Pleeze was the only sailing vessel that we spotted all afternoon as we beat down to Alton and ran back to Sioux Harbor. Our top speed over water was 9 knots, which is the max.

 

Jimmy Buffett sings it best,

Sherwood Marina.......

 

RiverBill's has received reports that the US Army Corps of Engineers is closing down Sherwood Marina and that the boat owners were notified to remove their boats.  The marina is located on Corps of Engineers property.

 

We contacted the US Army Corps of Engineers and received the following information in an e-mail:

 

 

 

* The U.S. Army Corps of Engineers, St. Louis, MO District has informed the proprietors of the Sherwood Marina in St. Charles County, MO, on the Mississippi River, that their lease was being revoked effective 15 April.

* Reasons for revocation are non-compliance with health and safety requirements of the lease.

* The purpose of such leases to operate recreation facilities on U.S. Army Corps of Engineers property is to provide healthy and safe recreation to the public.

* The Sherwood Marina was closed all of last year due to inability to meet health and safety requirements and thus was not meeting the stated purpose of such an operation.

Biologists Shock Up Another Illinois Record Fish.......

Dr. Tim Spier of Western Illinois shocked up a
fat-bellied hybrid striped that weighed 22 pounds, 8 ounces at Spring Lake near Macomb, IL last week..

The Illinois state record is  20-pound, 0.32-ounce.

   Sewer Overflows Into The Illinois River At Peoria...........

According to a news report from peoriapundit.com.......... Rainfall in Peoria, Illinois has caused the sewage system to overflow into the Illinois River.

While water warnings are in effect, it is recommended that full body contact with the Illinois River be avoided. Also, sickness may occur if river water is ingested during water skiing, swimming, and engaging in other water sports.

As required in the Clean Water Act, Peoria is putting together a plan to reduce overflows during rainy weather...........

   Hopes High That Dry Summer, Levee Repairs Fend Off Flooding.........

According to a news article from suburbanjournals.stltoday.com............... Even though the 2008 Mississippi River flooding only took a couple of hours to destroy the fields at the St. Louis Youth Soccer Association Complex, as well as local farmer's fields and crops, almost a year has passed, and the repairs are nearly complete.

Alan Dooley, U.S. Army Corps of Engineers spokesman, states that levee repairs are at a "flood fightable" level, and should be completed by July.

The St. Louis Youth Soccer Association has taken this opportunity to make improvements to the damaged fields. It is expected that the fields will be ready to play on by fall.............

     Boat "Repo Depot" Opens ..........


According to a news story from tradeonlytoday.com.......... Skipper Bud's has opened a Midwest Marine Repo Center in Oshkosh, Wisconsin. The reason is to liquidate boats purchased from a bankruptcy proceeding, in addition to selling consignment vessels held by local banks.

Skipper Bud's president, Mike Pretasky Jr. states that in comparison to last year, sales are booming.

The idea of a repo center came about since inventory is easier to move if it is consolidated in one spot. Also, boat shoppers are looking for deals, and the Midwest Marine Repo Center is offering vessels that are priced to sell, and some are below market value.............

Rainfall Is Slightly Below Normal .....


According to a news story in the Belleville News Democrat rainfall has been less than normal so far in 2009..

The greater St. Louis area has received 9.72 inches of rain so far this year....that's more than 1.5 inches normal.

Panama Canal Changes Could  Affect the Mississippi & Missouri River Traffic

  

According to a news report in the Richmond, Mo Daily news...... Missouri Senate Transportation Committee Chairman Bill Stouffer, R-Napton, stated that there will be two way traffic on the Panama Canal in the next few years.  That should put more barges into the Gulf of Mexico and in-turn could lead to more traffic on the Mississippi River. 

 

Stouffer believes that the state of Missouri could utilize the Missouri and Mississippi Rivers to become the goods distribution center for United States.  More than half of the country's population live within a 10 hour drive of Missouri's border.

I believe that this is a wood "pirate ship" that has been in dry storage in Channel Islands Harbor, Oxnard, CA for the past several years. It has likely passed through a few ownerships while on the hard. It was recently relaunched about 4 weeks ago. It is wooden. I would suspect a sprung plank based upon its appearance and history. I would appreciate a link the the image that you posted.

   Survivors Of Fatal Easter Boat Crash Sue Crownline..........

According to a news report from tradeonlytoday.com.......... Crownline is being sued in federal court by Francis Moore, Joshua Moore, and Jamie Hole, with the claim that an unsafe boat design contributed to a fatal boating accident on Easter Sunday.

The suit claims that passengers in the bow obscure the driver's vision, and have an increased risk of ejection in a collision.

News accounts state that there were 14 passengers in the 22 foot Crownline when it struck the push-boat. That model is only rated for 12 passengers..........

   Wisconsin's Educational Schooner, S/V Denis Sullivan Springs Leaks, Hauled For Repair..........


According to a news article from tradeonlytoday.com........... The S/V Denis Sullivan, while on a cruise from the Caribbean to the Great Lakes, sprouted several leaks, requiring an emergency stop for repairs at Core Creek Marine, in Beaufort, North Carolina.

The schooner is a 137 foot, 150 ton replica, that plies the waters from the Great Lakes, to the Caribbean, collecting data to transmit to schools around the country. Tours of the vessel, as well as sailing cruises are offered............

Bill,

I was at George Winter park here in Fenton and this guy's trans slipped out of gear while he was loading his Seadoos and his truck rolled backwards into the river right in front of us. My niece's boyfriend swam down and tied the tow-strap on and I pulled it out backwards by the trailer with my Bronco. Somehow it did a complete "180" as it was sinking. His Seadoos were OK and nobody was hurt.

Equipment Thefts Under Investigation at Lake of the Ozarks



The Missouri State Water Patrol is investigating thefts that occurred this weekend at a resort located near the 8mm on Lake of the Ozarks. In the early morning hours of April 26, electronics and fishing equipment were stolen from several boats participating in a fishing tournament. The value of the stolen property is estimated at more than $20,000.

Fishing tournament participants continue to be targeted , however, the Missouri State Water Patrol would like to offer all boaters of a few tips to help minimize the risk of property theft.

· Store valuables in secure, locked facilities rather than leaving them out in the open.

· Remove all valuables from boats and docks when possible.

· Items attached or stowed onboard boats should be inventoried with serial numbers, if available. The color, make and model should also be recorded. If an item does not have a serial number, it should be engraved with a personal marking, such as initials. Serial numbers or identifying markings are important in the recovery of stolen property. Photos are helpful, but items that are photographed still need some type of identifying mark.

· Lighting is one of the most effective deterrents to crime. Docks and marinas should be illuminated at night to give the appearance of activity. Lighting on docks can be added in the form of blue dock lights, yellow bug lights or regular lights with sensors or timers.

· Surveillance video cameras may deter thieves and assist authorities in apprehending suspects. They are especially helpful on community docks.

If you see anything suspicious, please report it immediately. If anyone has any information about these thefts or secondary markets for fishing tackle, please contact the Missouri State Water Patrol (573) 751-3333 or go online to http://www.mswp.dps.mo.gov and click on the crime tip link to leave an anonymous tip.

Grafton Ferry Update .........

Pete Tully provided RiverBill's with the following update:

 

The Grafton Ferry Boat Company has plans to try to start dredging in May and  "hope" to be open for business by Memorial Day.  They have all of the required Corps of Engineers permits for the dredging and the tugboat and barge are ready to go.

 

They are still trying to get help from the city of Grafton, St. Charles County and the State of Illinois.

   Dog Causes Boating Accident............

According to a news story from news-leader.com.......... Two men were injured in an accident Saturday on Lake Taneycomo. Apparently, the pilot of a bass boat, Michael Gonzalez, was distracted by a small dog aboard, and struck a log.

The boat went airborne and then hit a tree on the shore. Michael and Phillip Gonzalez were seriously injured.

A third passenger, Mark Gonzalez, was reported uninjured................

   Earnings Estimates Have Been Lowered For Brunswick.........


According to a news report from tradeonlytoday.com......... Since wholesale shipments are on the decline, RBC Capitol Markets analysts have dropped their sales and earnings estimates for Brunswick.

Retail trends seem to be performing as expected, but dealers are hesitant to replace the inventory.

Estimates for Brunswick's first quarter 2009 sales are $746 million, down from the previous estimate of $906.3 million. This prediction assumes total sales decline of 45% for Brunswick as a whole, and a 54% decline in the marine segment.............

   Vessel Once Owned By Billy Joel Sinks.............


According to an news story from connpost.com............. A 35 foot yacht, "Sea Major", once owned by the Piano Man, sank near the dock where she was moored early Saturday morning.

The current owner, Hub Orr, had the boat at Cos Cob marina for winter inspections and repairs, and was waiting for the weather to cooperate before moving her to the Seaview House Marina.

Recovery workers are not sure what caused the sinking...............

An internet search revealed that there was a schooner named Ingomar, built in 1903, was a 127' Herreshoff designed and built schooner whose first captain, Charles Barr, was one of the early professional America's Cup racing.

National Marine Manufactures Association Fights E15 Ethanol .........

According to a news article on TradeOnlyToday.com........... The NMMA has setup an alert on their website for interested parties to submit comments to the U.S. Environmental Protection Agency encouraging them to deny the petition to increase ethanol blend levels in gasoline to E15.

 

 Growth Energy, a pro-ethanol lobbying organization, and 54 ethanol manufacturers have petitioned the EPA to increase ethanol blend levels in gasoline up to 15 percent (E15) by volume.

Marine engines are designed to run on gasoline containing no more than 10 percent ethanol.  Increasing the ethanol will likely harm marine engines and make them out of compliance with the federal clear-air laws and possibly void the manufacturer's warranties.

Enjoyed your article on the reservoir at Yankton, SD this Sun. We moved here out of Sioux City, IA and have boated all of that area. The Lewis & Clarke is the first of many dams above Sioux City, mm 732 on the MO. The Corp marks the river for 15 miles up river to Ponca, NE but Sioux City is as far as the barge traffic goes. Above Ponca for 70 miles is the only Historical part of the river left and is too shallow except for your John Boat.

    Upgrades To Locks Needed To Improve Commercial Traffic On River.....


According to a news article from timesfreepress.com............ The time required to traverse the locks on the Tennessee River is increasing as barges grow larger. Apparently, the aging locks were designed and built when vessels were much smaller.

These days, the current generation of tows must break down, lock through, and reassemble before continuing on their journey.

These navigational issues, in conjunction with deterioration, have prompted officials to begin the process of replacing the lock at Chickamauga Dam, which is the most degraded of all the dams in the Tennessee River System. The new lock is expected to be completed in 2013 or 2014...........

  Save-the-delta-queen.org’s position on the steamboat's permanent mooring permit is as follows.

"We would like to see the "permanent" mooring permit issued with additional restraints to make sure there will not be any structural changes to the Delta Queen (especially in case Ambassadors International sells the boat) so she can in fact be easily re-activated as an overnight passenger vessel once she receives a new exemption from Congress. The leasing contract between Ambassadors International and the operators of the Delta Queen Hotel at Chattanooga contains an agreement that "the Delta Queen will still be maintained in operating condition and able to return to cruising service at any time"

According to a news report from pjstar.com......... Travelers arrived in Peoria with containers of water from various sources, including the Illinois River, and combined them in a large bowl Sunday. This Parade Of waters is the customary opening ceremony to the festival.

An American Indian, Hayna Sine, an elder of the Winnebago-Hochunk tribe, was present to offer a blessing of the waters. This ceremony included prayers to the North, South, East and West to keep the earth's water safe.

This Clean Water Celebration is organized by the Sun Foundation, and the Rivers Project, whose goals are to educate the public the need for water conservation, on a global scale............

   2 Urban Explorers Swept From Storm Drain Into River, One Drowns......


According to a news story from startribune.com............. While Ian William Talty, and Nicholas Breid were exploring and photographing a storm drain on the St. Paul shore of the Mississippi River, a storm broke out, sending torrents of water through the tunnel. Talty and Breid were caught in the maelstrom, and ejected into the Mississippi River.

Breid was able to swim to the safety of the shore. Talty was not as fortunate.

In this photo released by the Coast Guard, a 25-foot small response boat from Coast Guard Station Cape Disappointment, Wash., forms a 300-yard safety zone around a burning vessel near Jim Crow Point, Wash., on the Columbia River April 26, 2009. The two people on board the burning vessel were able to successfully make it into their life raft and were rescued by a Good Samaritan.

YesterYear's River Picture from 2006.....  was of a  Turtle Fest in the Lehmond Island Slough.   These guys were all negotiating for a spot on this one log in the middle of the slough to get in some "Sun Time".   There were more turtles on the log when we first seen them, but some slipped off into the water as I approached.   Looks like there were still about 15 -16 left when this picture was taken, depending if you count them on the small picture or on the full size one.   Lehmond Island Slough is located between Dardenne Slough and Highway B at approximately the UMR 227 -228 mile marker.

    Sedimentation Under Study On Upper Missouri River..........


According to a news article from cjonline.com............ Lewis and Clark Lake near Yankton, South Dakota is having a problem with sedimentation. As is other sections of the Missouri River.

Researchers claim that there is a lack of sediment in the Gulf Coast of Louisiana. And that the sediment is locked up in the Midwest.

The U.S. Army Corps of Engineers is examining the issue, and the possible solutions. Options under investigation are dredging, and even utilizing a slurry line to flush sediment around dams..............

   New Head Of The Illinois River National Wildlife And Fish Refuges Confronts Wetland Challenges............


According to a news report from sj-r.com.......... As of March 1, 2009, Lee Albright took over as manager of the Chautauqua National Wildlife Refuge near Havana, Illinois, the Cameron-Billsbach Unit in Marshal County, the Meredosia National Wildlife Refuge, and the Emiquon National Wildlife Refuge. Albright's charge covers 12,000 acres and is distributed over 125 miles.

The 24 year veteran of the U.S. Fish and Wildlife Service faces challenges in imitating historic conditions that promote habitat for migrating birds, as seasonal flooding is happening more often, and at odd intervals.

Since the refuges are spread out over a large area, Albright is working on getting to know the organizations, as well as the partner agencies in the area. This team work will enable the refuges to be managed as a unit.........

Effective 5/1/2009 they will no longer accept new business.

For all policies currently in force Zurich will be sending non renewals.

  Featured in the April 21st 2008 edition of the Alton Telegraph was a picture of 1903 flood.   It's of a rescue in progress of some people from Alton's East End who were on a tiny piece of high ground.  The rescuers are walking a raft through the floodwaters.

MR. WHITE WAS FISHING IN THE AREA AND HIS ENGINE WOULD NOT START. AS HE WAS WORKING ON THE VESSELL, WATER CAME OVER THE STERN CAUSING THE VESSEL TO CAPSIZE. MR. WHITE WAS ABLE TO SWIM TO THE NEAREST SHORE.

Civil Engineer Testifies In Corps Of Engineers Trial.............

According to a news article from wdsu.com............... A forensics expert from UC Berkley testified that the Mississippi River-Gulf Outlet built during the 60's was to blame for the widespread flooding during 2005's Hurricane Katrina.

Bob Bea, a civil engineer, states that the shipping canal was improperly built, and maintained. Bea also believes that flooding would have been minimal if the canal had not been constructed, or if the Corps had maintained it.

This testimony was heard at the close of the first week of a federal trial against the Corps of Engineers. 5 people, and 1 business are suing the Corps, stating that the Corps is responsible for flooding during a hurricane..............

     Missouri Department Of Conservation Looks To Buy Island...........


According to a news report from semissourian.com............... The U.S. Fish and Wildlife Service will provide a grant for nearly $250,000 to the Missouri Department of Conservation, to aid the purchase of an island near Cape Girardeau.

The acquisition of Marquette Island would facilitate the protection of habitats of the pallid sturgeon, least tern, as well as Indiana bats.

The grant is only about 1/3 of the funds needed, so the grant may not be accepted by the conservation department............

YesterYear's River Picture from 2007....  are a couple of river shots "of" and "from" the McKinley Bridge sent in by Dave Vance.

  This is the view a river pilot would see as he approaches St. Louis from the North. I am working above the river everyday, rebuilding the old McKinley Bridge (picture attached). This 100 year-old bridge is scheduled to reopen later this year without any tolls. It will also carry a bicycle path.

Some history about the the old bridge that is sort of  interesting.

 

    It is normally assumed that the bridge was named after President William McKinley; but the name in reality is that of the builder.  The bridge was dedicated on Nov. 10, 1910 and recently closed for repairs in October 2001.   At one time it carried both automobiles and trains......later converted to carry only automobile traffic.

   According to the information in the link below, "the McKinley Bridge was the last sighting of the Little Green Man, a ghostly figure said to fly off the bridge into the night during the '50s and '60s when cars or RR personnel approached."

A. ZONE 1 (MM 0.0 - MM 180.9 ILR) IS IN THE RECOVERY PHASE FOR HIGH WATER CONDITIONS IN ACCORDANCE WITH THE ILR WAP ANNEX. ALL VESSELS ARE REQUESTED TO TRANSIT THESE AREAS WITH CAUTION AND AT THE SLOWEST SAFE SPEED TO MINIMIZE WAKE DAMAGE.

US Coast Guard Releases Information About Mariner Reference Numbers....

According to a news report from seafarers.org........... Recently, the U.S. Coast Guard released a privacy statement pertaining to the personal information of mariners.

As of October 6, 2006, the Coast Guard stopped using mariner's social security numbers on credentials, and replaced it with a mariner reference number. The number is created by the Merchant Mariner Licensing and Documentation system.

Although a social security number is required on a credential application, it is no longer used internally by the Coast Guard............

Brunswick's New Model Releases Pushed Back To The Fall.........

According to a news article from tradeonlytoday.com......... Brunswick announced that their 2010 model year boats will not be released until September, 2009. This announcement has the support of the Marine Retailers Association of America, (MRAA). For the past 20 years, the MRAA has advocated that new products be released in the fall.

Brunswick states the changes were made to allow dealers to move the existing inventory, as well as decrease the chance that retail lenders will lower the available credit on the current inventory.

Brunswick's family of boats include Bayliner, Crestliner, Cypress cay, Harris, Kayot, Lowe, Lund, Maxum, Triton, and Trophy..............

Wetlands Are Crucial To A Functional Environment...........

In an opinion column from uis.edu........... Wetland restoration is high on the priority list at the University of Illinois, Springfield. Given that wetlands act as natural filters for freshwater, restoration efforts have proven to help remedy Gulf Hypoxia, or oxygen depleted dead zones in the Mississippi River delta.

Apparently, the Illinois River is a large contributor to the excessive nutrients that cause dead zones.

The University of Illinois, Springfield has gotten involved with restoration efforts. An example of this is the Emiquon Restoration project. Located in Havana, Illinois, the Emiquon Field station is a research facility, that has also become a habitat for several species..........

In 2007, the non-profit organization, The Nature Conservancy began to restore some Illinois farmland back to it's natural state......wetlands. The University of Illinois, Springfield established the Emiquon Field Station, a research facility on the Illinois River in order to study, document as well as research the project...............

Kayaker Rescued From Missouri River Near Rainbow Dam....With Photo

An amateur kayaker capsized in the Missouri River just above rainbow Dam on Wednesday in high winds and swift running water.  The man floated about a quarter of a mile down-river towards the Rainbow Dam and then managed to pull himself onto a railroad bridge support just above from the dam.  The water temperature was about 35- 40 degrees.. ....Click here
