St. Peters Business Park Starts New Year With A Lawsuit.............

In a news report on stltoday.com............. The Great Rivers Habitat Alliance filed suit December 23, 2008, in U.S. District Court, in St. Louis.

The goal of the suit is to reverse a change to FEMA's flood plain map that grants rights to buildings in the Premier 370 project to purchase federal flood insurance.

This suit states the levee constructed for the development will not provide the necessary flood protection. FEMA declined to comment.

Looking Back On 2008, Floods Near Record Levels...........

In a news report from thetelegraph.com........ Things are pretty much back to normal in Illinois communities along the Mighty Mississippi. However, tourism, businesses, farmland and lives have certainly been affected. Luckily, there were no fatalities.

The wet rainy season caused the worst flooding since 1993, and fortunately, flood predictions came in lower than what was expected. Business was what seemed to be hit the hardest, at least in Grafton. Not many of the establishments had water in them, however, the flood water reduced accessibility.

Lake Ozarks  Encapsulated Foam.............

As of December 31 at midnight...non-encapsulated foam is officially banned from Lake of the Ozarks.

Approximately 95 percent of docks are in compliance, however some holdouts still exist.

Some dock owners have not complied because of financial problems......AmenUE could show some leniency.

The dock owners refusing to comply should get ready for a fight.

After the deadline, all non-conforming dock owners will get their dock permits revoked and AmerenUE will have the non-encapsulated structures removed from the lake at the owner’s expense. A maximum of $2,000 may also be levied.

New dock permits applied for by the non-compliant owners will be denied.

Coal Ash Spill May Have Caused Permanent Damage

In a news article on findlaw.com............... The Emery River is congested with coal ash, uprooted trees, and other debris. Sixty two heavy machines are working to mop up the mess from roads, railroad tracks, and the river. Estimates on the time and quality of the cleanup are not available.

The Tennessee Valley Authority will not return the ash to the retention ponds upon cleanup, it will be looking into other options for long term ash disposal.

Another long term concern is the quality of drinking water. Water samples taken near the spill are slightly over the standard for toxic substances. However, the municipal water supply is safe for consumption.

   Argosy Casino-Open After Barge Accident...............

In a news article on thetelegraph.com.................. The Argosy Casino-Alton was reopened following a barge accident that occurred Saturday. Two barges are lashed together upstream of the casino, to offer protection from river traffic. Pressure from ice broke the mooring cable, allowing the barges to strike the casino's employee cafeteria. No one was injured, and no damages were reported.

A tugboat was enlisted to reposition the barges. A call also went out the the Alton Fire Department to check for water and gas leaks, and to ensure that the utilities are properly secure. Sunday morning marked the return of business as usual..................

High Arsenic Levels At TVA Spill Site........

According to a new story on TennesseeGreen.com...... High levels of arsenic have been found in the waterway next to the Tennessee Valley Authority's Kingston power plant where a recent dike break caused the released of more than 1 billion gallons of coal ash sludge.

Several river water samples showed arsenic levels higher than the amount permitted in drinking water, but no problems have been found in nearby drinking water.  Ordinary treatment at drinking water plants should remove the pollutants. Federal and state agencies will continue to test the water.

Kansas City Riverfront .............

According to a news story in the Kansas.com .......... a portion of the southern bank of the Missouri River at Kansas City is being restored to the way it would have been for the early settlers.   The way it looked before flood control and bank stabilization.

A gap in the Riverfront Heritage Trail will be filled with an extension of the walk and bikeway.

These projects are expected to greatly improve the riverfront and contribute to the River Market revitalization.

The riverbank work was started prior to Thanksgiving and most of the the concrete and other debris from the 5½-acre site has been removed.

The project is being supervised by the U.S. Army Corps of Engineers and will include a wetland surrounded by native trees and grasses, bisected by the heritage trail.

Bill,

Just wanted to clear up some confusion. Marinemax, Roberson Marine, and Jim Motes have NOT closed their doors or moved away. They are all now located at Landlocked Marina which is a Boat/RV storage facility on the North Service Road across from Mid Rivers Mall.

Marinemax has slimmed down its workforce but they still offer new and used boats and have a mobile service technician. Tony Roberson and Jim Motes are still servicing all boating repair needs at fair prices. We also have a fiberglass repair by Mark Modica from First Class Fiberglass, a detailer (No Wake Detailing), upholstry ( Sew Fine Interiors), canvass (The Canvass Man) etc., etc.

Please let everyone know if they need to reach these folks they can call Landlocked Marina @ 636-970 1200.

We are having a winter time Dock Party on Friday, January 16, 2009 from 6 to ? to let everyone see the new facility.

Hope to hear from you soon.

Asian Carp Found In Mississippi River In Wisconsin ...........

According to a news article in the Prairie States Outdoors website............. the first Silver Carp have been found in the Mississippi River near LaCrosse, Wisconsin.  Its also the first confirmed finding of a silver carp upstream of Clinton, Iowa.

There was one silver carp wasamong three species of invasive Asian carp found in a commercial fishing net that was pulled from the Mississippi River near La Crosse. Two grass carp and one or two bighead carp also were pulled from the net.

Biologists are trying to determine the extent of the problem and a lot of things are still unknown:

  • Are there more silver carp are in the river ?
  • Are there are enough to support reproduction ?
  • Will the habitat of the northern Mississippi support the fish ?

The News From Lakeshore

     Icebreak '08..................

Bill,

As we end 2009, the Mississippi dealt one more blow to the ‘hood. Apparently, spring AND summer AND fall floods were not quite enough for Mother Nature this year.

After bitterly cold temps over the weekend, the river froze over for a few days. Overnight, we got 3 inches of rain so we awoke at 6AM on Christmas Eve to the loud sounds of the ice breaking due to a rise in the river. As we turned on the spotlights, we watched the ice crunch 7 boat docks and 3 boats, wiping clean the shore at our end of the river.

The neighborhood rallied to spend much of the day trying to rescue the 3 boats which broke loose and were trapped in the ice (yes, it was lesson for the hunters who gambled on leaving them in thru the rest of the hunting season). Midday, there was a second ice break which was caught on video. Awesome!

Sue Schneider

Missourians Can Celebrate An Environmentally Cleaner 2009...............

In a news report on infozine.com.................  The Missouri Department of Natural Resources states that 2008 was a banner year for Missourians.  Several projects have reduced the amounts of hazardous chemicals that get into Missouri's air, land, and water.

The DNR teamed up with the Center for Safe Schools, and the Missouri Department of Elementary and Secondary Schools to get rid of dangerous and outdated instructional chemicals.  So far, the dept. has accepted 221 schools into it's program, and has taken care of 53% of them............

Other projects cover a broad swath.  From the e-cycle program addressing the electronic waste disposal, and the search for lead contamination, to the new surficial maps showing sinkholes in the St. Louis area, it is just the tip of the iceberg................

Recreation Reclassification

EPA Wants Mississippi River Safe For Swimmers..................

According to a news article in the Southeast Missourian................ the EPA has sent a letter to the Missouri Department of Natural Resources telling them to re-examine its "recreation use" designation for the Mississippi River stretching from the Meramec to the Ohio River.

The federal Clean Water Act presumes that rivers, streams and lakes should be clean enough for swimming.  If the water is not safe enough foe swimming... then the law allows for a state to show why it is not possible to make the water clean.

Early next year the Department of Natural Resources will recommend that the state Clean Water Commission change the Mississippi's designation from "secondary contact" recreation to "whole body contact."  Secondary contact is a a standard that covers boating, fishing and wading.

The most important measure of the water for human contact is the level of E. coli.  E. coli is a bacteria found in human and animal waste that gets into the river in the discharge from sewage treatment plants and in runoff from areas where animals graze.

The new change in the law would require sewage treatment plants along the Mississippi River to make expensive upgrades.

Cleaning Up the Ohio River..................

According to a news article in the Kentucky.com................ The federal government and six states will work together on a program aimed at cleaning-up about 475 miles of the Ohio River that is sometimes not safe for swimming because of sewage.

More than 14,000 water samples were analyzed by the The Ohio River Valley Water Sanitation Commission.  The water samples were taken in an area stretching from Pittsburgh to Cairo.  Almost half of them contained high fecal counts after heavy rains along.

Heavy rains can cause water flows to exceed the capacity of treatment plants, thus flowing untreated waste into the river.  Additional problems come from runoff from farms and slaughterhouses, and factories. Untreated sewage can contain harmful pathogens, including E. coli and salmonella.

The Ohio River is a source of drinking water for nearly 3 million people and is a major transportation route and a place of recreation.

"The commission is working with the U.S. Environmental Protection Agency and Illinois, Indiana, Kentucky, Ohio, Pennsylvania and West Virginia to develop a remediation plan required to meet water quality standards of the federal Clean Water Act."

Little John's Motorsports Update..................

Hi All

Some of you have heard a little about our teams mystery project. A few have figured out what it is that we are building. Every year, about this time, we come up with some kind of project. When work is slow, and money tight, with the times, we keep busy doing something.

WE HAVE A LOT OF SEGRAMS VO IN THIS ONE.

A big problem that we have had, is that when we travel long distances, we haul as little as we canto save fuel, but still have everything we need to do it right.

This means that, a lot of times we have to rent, or barrow, a tow vehicle to get in and out of the water.

With the help of MIDWEST RECYCLERS, we have solved this problem.

They have given us a very nice car to cut up, and make a self powered trailer.

The first problem that we had, THE CAR WAS TO NICE TO JUST CUT UP.

How can we keep the heat, air, stereo, great look, (not one dent) and still get it in the trailer??? This is where the VO comes in.

As you can see in the pictures, that we have taken in progress, the whole thing slides together, and will fit in the trailer.

With the push of a lever, the unit will slide apart, and make a comfortable, good looking ride around the track.

Just about all of the rough work is done, and we did a test ride to see if it would work.

I DID WONDER ABOUT THAT!!!!!!!!!!!!

Now, we are down to painting ( purple of course) putting interior back, and a lot of shiny stuff.

We now have a vehicle that can do anything we need around the track, OR MY WIFE TERRIE can take the grand kids to church YEA WE DID GET MARRIED.

We call this our wedding present to each other. (well kinda)

Seriously, A lot of people have helped us do a lot, to get where we are. With out this help, we would not be here.

This year we are #2 in the nation, and Ashly is the youngest licensed PRO driver in the world.

If the economy permits CAN WE BE #1 ?????????

Thank you from the family and team of Little Johns Motorsports

Hydrokinetic Turbine Installation Commences On Mississippi River..................

In a news article on twincities.com................  Just downstream from Lock and Dam #2, an experimental turbine is being installed.  Suspended below an anchored barge, the turbine is expected to generate 35 kilowatts, supplementing the existing 4.4 megawatt hydroelectric plant.

The turbine has three 12-foot blades that spin at 21 revolutions per minnute. The National Park Service has voiced concerns that fish could be ground up by the turbines whirling blades, but given the large blade size, and slow speed, in is not for certain that fish will have a problem.

The Hastings Public Works Director stated that a fish survivability study is in the plans.

Non-Resident Fishing And Hunting Permit Prices To Increase...........

In a news report from bnd.com...............  The Missouri Conservation Commission announced that "non-resident" hunters and fishermen will be paying more for permits.  Missouri residents, however, will not face the permit rate hike.  The rate hike is scheduled to begin on July 1, 2009.

A Missouri Conservation Department press release cites the economy as the main reason for eliminating the resident permit price hike.  The economy is worse off than when the price hikes were proposed.  The hope is that Missouri hunters, trappers, and fishermen will be better able to get through the economic crisis.................

River Ice ....................

The Friends of the Mississippi River website has an interesting article on the formation of River Ice.

According to the article, river ice is different than lake ice.  In a lake, the water just sits there and freezes. Making ice out of river water is a bit different because its made on the run.  Since the water is on the move, just like river boaters, large sheets of ice can't form.

When the water temperature drops below freezing, ice crystals form, but the river's current prevents them from joining together and forming sheets of ice.  The river water becomes sort of like a slurpee at this point..

When the temperature falls further, some of the slurpee chunks freeze together and form ice pancakes. The ice pancakes are most often round with raised edges because they continually bump into each other. At this point the river is filled with ice pancakes and river slurpee.....still on the move south towards warmer weather.

In extreme cold, the ice pancakes and the river slurpee freeze up into one solid chunk, but be warned ......the thickness varies. The ice may be thick enough to support the weight of a human in one place and only and only one inch thick just a few feet away.

"River ice should never be considered safe!"

Something Smells Fishy In Grafton Bait And Switch Scheme.............

In a news article from stltoday.com................  Oliver and Janet Ready plead guilty to a federal charge of false identification of fish shipped in interstate commerce.   Apparently, the owners of Ready's Fish Market, and O'Jan's Fish Stand were selling saltwater Alaskan pollack and tilapia as more pricy freshwater walleye and crappie.  Oliver Ready had been warned since 1992 not to sell misbranded fish.

Also of interest, the Ready's had underreported their income to the feds by over a quarter of a million dollars from '99-'03.

Amren U.E. Announces Annual Lowering Of Lake Of The Ozarks Will Begin Soon............

In a news report on ky3.com............  Dock owners may want to take action to protect their docks from lower water levels and winter weather coming soon.  Amren lowers the water level by several feet each year to prepare for flood control during the rainy season.  The lowering is slated to begin January 1, 2009.

They are aiming for a level of 654 feet, above sea level.  Lake elevations to 651 feet are attainable during the winter.  This is 9 feet below the reservoir's full capacity.  Amren's Federal license allows the water level down to 645 feet during emergency conditions.  Water releases from the Bagnell Dam can occur at any time, but are preceded by a warning siren.  These releases into the Osage River result in rapidly rising water levels, and swift currents.....................

Inland Flooding Measured By Satellites................

In a news article on sciencedaily.com.....................NASA's TOPEX/Poseidon and the European Space Agency' ENVISAT satellites were used by researchers to document the extent and depth of flooding in North and South America, and Asia.  These measurements can supplement information gathered by the USGS's ground flood gauges.

This information can help flood modeling by showing the origin and extent of the flood.

The satellite's signals get skewed by irregularities over rough surfaces.  Scientists use "re-tracking" software to correct this condition.  Scientists from Ohio State created an algorithm that can differentiate between land and water conditions............

Swing Bridge Sways Toward Demolition............

In a news article from the Star-Tribune........  Washington County commissioners voted for the immediate removal of the crumbling Rock Island Swing Bridge.  The 5-0 vote means that Washington County will team up with Dakota County to remove the Mississippi River span near St. Paul, Minnesota.

The National Park Service has expressed interest in preserving a portion of the western side as part of the Mississippi River Regional Trail, or for other recreational use.  This bridge is within the 72 mile Mississippi National River and Recreation Area.

Demolition could commence as soon as March, unless the N.P.S. is able to find funding for preservation.  Washington and Dakota counties acquired the bridge as a tax forfeited property in 1999.  The counties view the bridge as a liability........

Virginia Bennett, The "Harbor Mother"  Has Been On and Along The Ohio River All Her Life.............

In a news report from cincinnati.com................  Bennett began her River career at the ripe old age of 2 1/2.  She had such a good time on the boat, she hid, because she didn't want to leave.  She had many jobs on the River, from tearing off freight bills as a grade schooler, to being a paymaster for the Green Line Steamboat Co.  She also worked on the Delta Queen as an Assistant Purser.

Her nickname "Harbor Mother" originated from her listening to the crew changes broadcast from the tows, and alerting the loved ones by telephone of the shift changes.  Three years prior to her retirement in 1991, she was a regular contributor to The Waterways Journal.  She penned a column called Cincinnati News.

All of this, in addition to her work in the proper handling of River artifacts and memorabilia helped her earn a rare honor from the U.S. Coast Guard.  On April 22, 2000, The Virginia Bennett light was erected on the south bank of the Ohio River, near her apartment in Covington..................

In a new article from the St. Louis Business Journal............  The U.S.A.C.E. filed suit Dec 12th against Amren U.E. in federal court, in Missouri's eastern district.  The suit states the 2005 Taum Sauk reservoir breech deposited debris and sediment in the Clearwater Lake Reservoir, diminishing its' capacity, as well as its' lifespan.

Amren U.E. states that they have investigated this issue, and have seen no evidence to bolster the U.S.A.C.E.'s claims.  However, Amren had agreed to pay Missouri almost $180 million in damages to "clean up" the worst man-made disaster in state history...........

An e-mail From The Raft Girls

Hey Bill Thanks !

Hey, we just wanted to thank you for all the publicity your website has given us on this trip. It is ending here, for now, as the ice has told us to stop in St. Charles, MO. But it's amazing how many contacts we've made because of your picture of the day. Gave us a great home for these last days at the North Shore Oasis, amazingly generous people, and good times too.

So, happy winter, happy boating and hope the river stays flowing.

Best,

Lindsey and Hannah (the raft girls)

RiverBill says... Lindsey and Hannah, I wish that could have met with you both while you were here.    Please stay in touch and keep us informed of your plans for 2009.

River Minnows On Antidepressants.......

According to a news story in the StarTribune.com from Minneapolis - St. Paul, Minnesota....... some of the drugs that humans take, flow through the body into the toilet.   That means the drugs eventually end up in out rivers and lakes. When you multiply it by millions of people......tons of diluted, biologically active drug residues end up in the water we drink.

St. Cloud State University's aquatic toxicology lab has been studying the effects of pharmaceuticals on fathead minnows for several years.  Research has shown that minnows exposed to antidepressants become "more laid back."  This is not good for their survival because they could be eaten by larger fish before they try to escape.

Bill,
This is me on the Meramec in Fenton near our house. I'm on a 20 year old "Sail-board" that I found at a second hand shop. I may even take it up on the Mississippi this summer. As expensive as gas is, I'm sure glad to have water-toys that don't use any. I'm starting to see more kayakers than powerboats some days.

Our Pictures of The Day.......  Are from Capt'n Ron Bachman who hails out of Woodland Marina

HELLO BILL,

I WAS GOING THROUGH SOME PICTURES I TOOK EARLIER THIS YEAR AND CAME ACROSS A FEW THAT WERE TAKEN IN SEPT.

WE WERE ANCHORED ON ANCHOR YANKERS ISLAND. AROUND 8 AM I LOOKED OUT THE WINDOW DOWN RIVER TOWARDS IOWA ISLAND AND NOTICED SEVERAL OBJECTS IN THE RIVER COMING UP RIVER AGAINST THE CURRENT TOWARDS THE BOAT, I COULDN'T FIGURE OUT WHAT IT WAS SO I GOT THE CAMERA AND GOT SEVERAL PICTURES. COMING TOWARDS THE BOAT AGAINST THE CURRENT SLITHERING BACK AND FORTH REALLY GOT MY CURIOSITY GOING, THEY ACTUALLY MOVED UP UNDER MY ANCHOR LINE BEFORE I FIGURED OUT WHAT THEY WERE.

THE WIND AND WAVE ACTION BLOWING UP RIVER CAUSED THE FOAM IN THE RIVER TO FORM AGAINST THE END OF THE ISLAND AND WHEN THE WIND CHANGED THEY MOVED AWAY AND THEN THEN THE WIND PUSHED THEM UPSTREAM TOWARDS THE BOAT. THOUGHT YOU MIGHT BE INTERESTED. YOU WOULD HAVE HAD TO SEE THIS IN MOTION WITH THE WIND AND WAVE ACTION.

KEEP UP THE GOOD WORK

Small barge sinks at Melvin Price Locks and Dam

St. Louis - A small barge that was a support vessel for Dredge Dubuque sank
yesterday below the U.S. Army Corps of Engineer’s Melvin Price Locks and Dam near Alton, Ill. Dredge Dubuque is a small cutter head-type dredge from the Corps of Engineers’ St. Paul District. There were no personnel aboard the dredge or barge at the time of the sinking.

Dredge Dubuque arrived at the Melvin Price Locks and Dam Monday, Dec. 15, to
winter over inside the land side guide wall area downstream of the locks and dam and was moored there when this happened.

Three work pontoons also broke loose and were recovered by personnel from the
Melvin Price facility. These same personnel also removed four floating barrels from the
water.

A small quantity of oil created a sheen of about 1500 square feet. It was quickly
surrounded with floating absorbent booms available for that purpose by Melvin Price
personnel. The U.S. Coast Guard, which along with the EPA and Illinois EPA was called to the scene, estimates that a maximum of 40 gallons of oily material may have entered the water, but it was contained.

The St. Louis District is sending its floating crane Sewell to the site today to support recovery operations. Divers are being dispatched from St. Paul to assess possible damage to the 20 by 60 foot barge and to begin plans to raise it safely. They will be ready to dive as soon as Friday, weather permitting. There is no anticipated environmental damage from the incident.

More Stringent Rules for Mississippi River Water Quality..............

Coast Guard finds no discrepancies during Operation Big Tow's initial phase

ST. LOUIS - Personnel from Coast Guard Sector Upper Mississippi River have contacted and safety-checked more than 74 towing vessels and examined 310 mariner licenses and have found no discrepancies in the early phases of Operation Big Tow in the upper Mississippi River region.

Operation Big Tow, a national initiative that began in the upper Mississippi River region Saturday, is using safety spot checks, vessel and operator credential examinations, and company audits to ensure towing vessels are being operated safely and are manned by properly licensed individuals. To minimize the impact to vessel movements or the flow of commerce, the Coast Guard is working with industry and towing vessel operators to conduct examinations at locks and dams, while vessels are tied up pierside, or through other methods that allow examiners to check licenses and conduct safety checks with minimal impact.

"We are extremely pleased to report that we have not found a single person operating without a license on the upper Mississippi and southern portion of the Illinois River," said Lt. Rob McCaskey, Sector Upper Mississippi incident management chief.

Operation Big Tow was implemented in response to an incident in New Orleans in July in which a towing vessel and a tanker collided, spilling approximately 280,000 gallons of #6 fuel oil into the Mississippi River. Coast Guard investigators determined that the individual at the helm of the towing vessel improperly licensed.

FOR IMMEDIATE RELEASE:

Lifesaving holiday gift ideas from the U.S. Coast Guard Auxiliary

The U.S. Coast Guard Auxiliary would like to suggest a few last minute holiday gift ideas for the boater in your life… Gifts that may save a life.

For a potentially lifesaving gift this year, consider buying and registering a 406 MHz Emergency Position Indicating Radio Beacon (EPIRB). As of February 2009, older beacons that transmit only an analog signal (121.5 or 243 MHz) will no longer be "heard" by search and rescue satellites. This presents the opportunity to help your family or friends make the switch to 406 MHz with a great gift idea.

"A properly registered EPIRB takes the search out of search and rescue," said Sandy Needle, Coast Guard Search and Rescue controller, Sector Los Angeles-Long Beach.

A life jacket might make an inexpensive gift idea. The value of a properly fitting life jacket can't be overstated. There are a wide variety of life jackets that serve the demands of every on-the-water activity. Whether the gift recipient is an off-shore boater, coastal kayaker or inland canoeist, there's a comfortable, easy-to-wear life jacket to meet their needs.

Other gift suggestions might be:

* Signaling kit (mirror, flares, whistle, lights, and an air horn, preferably with a pump)
* Nautical charts
* Submersible, hand-held VHF radio
* Dry/Wet Suit
* Neoprene gloves
* Compass
* Life raft
* First aid kit

Some valuable gift ideas don't cost anything but time. You could schedule a free vessel safety check with the local Coast Guard Auxiliary or Power Squadron. Another option might be to sign your family or friends up for a boating safety course. Course topics include basic boating knowledge, laws, navigational rules and problem solving.

To learn more about boater education, Vessel Safety Checks and other services provided by the Coast Guard Auxiliary – or if you are interested in learning how to become one of us – please visit us online at www.uscgauxflotilla3-13.org or contact us at bcz@charter.net

The United States Coast Guard Auxiliary is composed of uniformed, non-military volunteer civilians who assist the Coast Guard in all of its varied missions, except for military and direct law enforcement.  These men and women can be found on the nation’s waterways, in classrooms and on the dock, performing safety patrols, vessel safety examinations and public education.  The 28,000 members of the Coast Guard Auxiliary donate millions of hours annually in support of Coast Guard missions.

River Collision Hearing Continues.........

In a news report from theadvertiser.com........A Coast Guard hearing into the July collision will resume Thursday in New Orleans. The hearing originally started in August of 2008 and ran through November.  The agency could not obtain testimony from several key witnesses

The incident in question involved a towboat and an ocean-going tanker. The result of the collision was the spillage of approximately 283,000 gallons of oil. This incident also caused the closure of almost 100 miles of the Mississippi river near New Orleans.

Protection for Southeast Louisiana Against Rising Sea Levels Will Be Costly and Delay Will Add Costs ............

In a news article from the Times-Picayune...........Dredgers are creating new barrier islands to protect Louisiana's central coast from rising sea levels, and storm surges . These barrier islands, in conjunction with raising facilities, and levee construction are the main tools to protect the gulf coast. Another tool under consideration is altering the course of the Mississippi river.

These countermeasures are quite expensive. Current levee projects are already in the billions of dollars, and the additional protection needed for future climate change only adds to the bottom line..........

River Picture of the Day

Our Picture of The Day.......  is of River Dawg.... Sydney.  A 17 year old-rescue dog from Panama City, Florida. Owners Mary and Lloyd-Two Rivers Marina..

Bill,

I am originally from Louisiana, Mo., but lived in Panama City, Fla and found Sydney at the humane society. She was 5 wks. old and had been scalded with boiling water across her shoulder. She has always loved boating, and everyone. Many will remember her from past parties at the "Tiki Bar" at the Lighthouse, and from the sandbars. She just turned 17 and hopes for another great party on the river in 2009!

Thanks,

Mary

With the Year End, it's Time for the Waterway Events Annual Review.............

According to a news report in this week's Waterways Journal..... 2008 has been a year of change, although it will be into 2009 before some of these changes will come into effect. Whether it is towboat designs, inspections, or appropriations for infrastructure, change is coming.

Something significant on the realm of boat builders is Steiner Shipyard's Frank T. Stegbauer. This 3200 hp tow, built for Southern Towing, is the first ever built with "Z" drives, in which the props and nozzles can be rotated in 360 degrees, thus rendering rudders obsolete.

Mississippi River Gulf Outlet OK'd.............

According to a news article on WDAM.TV..... the US Army Corps of Engineers has OK'd the building of a 950-foot-long barrier across the Mississippi River-Gulf Outlet. It is the last step in closing the outlet and the structure at would end navigation on the shipping channel shortcut from New Orleans to the Gulf of Mexico.

The Gulf outlet was blamed for some of the flooding during Hurricane Katrina

The US Army Corps of Engineers reported that the barrier should be complete by the part of next year's  hurricane season.

Study of Tank Barge Emissions .............

According to a news article in this weeks Waterways Journal.....
A study has been  commissioned by the Louisiana Department of Environmental Quality to determine actual measurements of tank barge emissions and is due out in early 2009.

Infrared cameras were used to capture the first images of emissions leaking from from tank barges back in 2005.  Its never been determined ...."How much" of the volatile organic compounds are being emitted into the atmosphere.

This study, with actual numbers,  is expected to be released in the first quarter of 2009. It is currently undergoing scientific review by the EPA, and the State of Louisiana.

Great Lakes Carp Barrier OK'd For Use.............

According to a news article on Freep.com..... the US Army Corps of Engineers has OK'd turning on the electrical barrier in the Chicago Ship Canal that is designed to keep the Asian Carp out of the Great Lakes.

A group of U.S. senators and representatives recently wrote a letter to the US Army Corps of Engineers demanding answers as to why the electric barrier that was built in 2006 had not been turned on.

The Coast Guard has now given it the green light to start using the electronic barrier.

The agency only wants to operate the barrier at one fourth of capacity, but biologists say that will not repel all sizes of fish in the canal..

After a 2 1/2 year study not all safety questions have been answered and the Coast Guard and the U.S. Army Corps of Engineers plan more safety tests this coming spring.

New Exhibits, and Name for the Paducah River Museum...............

According to a news article in this weeks Waterways Journal.....
With the splash of champagne, the Paducah River Museum became the River Discovery Center. This rechristening in addition to three new high-tech exhibits is just the beginning in a 3-5 year plan to add at least 30 more exhibits and an aquarium.

The high point was the introduction of a high tech simulator, giving the operator an idea of piloting three very different vessels...... a swift responding speedboat, a Coastie vessel and a tow, complete with a barge

Robert E. Lee to Be Auctioned This Friday.............

According to a news article in the Suburban Journal ....the Lt. Robert E. Lee riverboat is scheduled to go on the auction block this coming Friday.  Auctioneers are hoping for more interest in the riverboat from buyers in Jefferson County.

There is some local interest in the riverboat, but the majority of the parties interested are from out of the area.....everywhere from Minnesota to New Orleans.

The most important thing about the sale.......the boat  will go to the highest bidder. There is no minimum bid.

Clean Water Regulations Begin as of Dec. 19th, In Spite of Several States Delaying........

According to a news report in this week's Waterways Journal.....a 35 year old exemption pertaining to liquid discharge for vessels over 79 feet in length expires on December 19th. Although no actual permits are required, E.P.A. enforcement protocols will soon follow.

In light of confusing language contained in the regulation, several states are being cautious on their required responses even though potential fines can be up to $32,000 per day,

Bill

I went up to LaCrosse Wi, to visit my brother. On my way up there, I stopped off at Galena Il. It's nice place to visit, some what similar to Old Town St. Charles. The route I took to get there might be a challenge for the faint of heart. The pictures are of the bridge across the Mississippi, between Sabula IA, and Savanna Il. As you can see, it is a steel decked bridge. And yup, that metal rail is all that keeps a vehicle from going into the river. It must be made of good material, and well constructed. Unless it was made that way, the rail has a number of scrapes, dents, and other signs of abuse. And in case your asking yourself, yes the bridge is narrow; like the old Lewis or Clark bridges.

River Destinations....Alton, IL

    Riverbend Billiards and Grill Burns

In a news article in TheTelegraph.com, it was reported that a popular boater destination, the Riverbend Billiards & Grill, was destroyed in an early morning fire.  The Alton Fire Department responded with nearly 30 Firefighters, and all of their equipment.

To ensure that the fire didn’t spread to neighboring businesses a “mutual aid” call was put in to the Godfrey Fire protection District; who responded with a pumper truck and crew.

In addition to battling flames, Firefighters also had to battle the bitter cold.  The Firefighters braved 12 hours at the scene by rotating shifts in and out of heated fire trucks………….

The Mississippi River Steamboats ......

The Future of the Delta Queen, American Queen, and Mississippi Queen unknown

According to a news report from the Pioneer Press, the Seattle-based Majestic America will not run cruises in 2009, due to the inability to obtain an exemption from the 1966 Safety at Sea act for the Delta Queen.

Ever since 1927, the Delta Queen has run overnight cruises until its’ final exemption ran out on Oct. 31.  The Delta Queen must run overnight cruises to remain economically viable.

The controversy is spurred by House Transportation and Infrastructure Committee Chairman Jim Oberstar, D-Minn.,  who agrees with the Coast Guard’s stance that vessels with wooden superstructures, such as the Delta Queen, are not safe for overnight passengers.

The Delta Queen is currently moored at the Perry Street Wharf in New Orleans.  It is tied to the American Queen Riverboat. According to the article it is doubtful that either steamboat will operate in 2009.

Birth Dates of the Queens:

     Delta Queen.............1927

     Mississippi Queen....1976

     American Queen.......1995

Operation Big Tow begins on the Upper Mississippi River

ST. LOUIS -- The Coast Guard Sector Upper Mississippi River and other Coast Guard units, along the Western River System began Operation Big Tow today, an operation to ensure towing vessels are being operated by properly licensed individuals through a combination of vessel safety checks and verbal "call in" checks.

After a recent collision between a cargo vessel and an oil barge in the Mississippi River near New Orleans more then 420,000 gallons of #6 fuel oil was spilled into the river. Coast Guard investigators determined that an improperly licensed individual was at the helm of the UTV pushing the barge. The ensuing spill and clean up operations did significant damage to the environment and cost the responsible party millions of dollars.

"The majority of the towing industry operates safely and complies fully with licensing requirements," said Coast Guard Lt. Rob McCaskey. "This comprehensive operation allows the Coast Guard to identify companies that may have problems with compliance and we are committed to minimizing any impact to vessel operations while Coast Guard examiners conduct license and safety checks."

Vessel owners and operators are encouraged to correct any issues with license compliance and vessel safety.

Show Me The Mississippi Committee Report........

To: All Show Me the Mississippi Committee Members
Re: Notes from the Last Meeting in 2008
From: Jim Marr, Chairman 2009

Seasons greetings to all!

The final meeting of the year was held at the Yacht Club of St Louis, December 4, 2008. The committee decided not to meet regularly from September 2008 until March 2009. However, a year end recap and new year planning meeting was decided desirable.

We discussed the value of our group effort through the Chamber of Commerce as one of the most cost effective ways to promote our area as well as our individual businesses in our currently difficult economic times.

Several successful projects were completed in 08’ and decided to continue in 09’ – our Advertising and Informational Map (copies still available at the Chamber office) and the National Marina Day which will be Sat. Aug 9, 2009.

The treasury is healthy with $ 4,662 and only one invoice due to Grafton’s Landing.

Possible new activities were discussed for National Safe Boating Week May 16-22, 2009.

It was decided to support the Blessing of the Fleet committee, John Bloch will coordinate.

Wind Turbines and Dams On Missouri River........

According to a news story on KDLT.com.......the US Department of Energy is studying the possibility of using both wind turbines and dams to generate electricity.

Use wind power to generate electricity when water discharges are low....and when the wind is not blowing... produce hydroelectric power with water.

The Missouri River could be the home of a project to demonstrate the capabilities of the study.

Alabama's New Limit on Big Catfish ........

According to a news story on TheCabin.net..... The state of Alabama has imposed a new fishing rule to protect its catfish population.

Alabama started enforcing a new fishing regulation in October that allows an angler to harvest only one catfish per day measuring more than 34 inches long in hopes of stopping  out of state fishermen from hauling away Alabama's big catfish and putting them in "pay-to-fish ponds up North."

Live blue catfish and flathead catfish longer than 34 inches cannot be taken out of the state without written approval from the state's conservation commissioner.

Louisiana:  Surrendering to the Abyss?

In a news article from the Times-Picayune, it is reported that the Louisiana coast as we know it is vanishing at an ever-increasing rate.  The level increases of the Gulf of Mexico, as shown on a tidal gauge on the eastern end of Grand Isle, may be small in size, however, they do add up.

The Mississippi River delta is the most vulnerable area in the U.S. to global warming.  This is due to the fact that the delta is sinking, as the water level is rising.  This phenomenon is referred to as “relative” sea level rise.

The prediction is that southeastern Louisiana will sink approximately 2-5 feet by this century’s end, and the level of the gulf will increase around 16 inches by 2050…

RiverBill's received the following e-mail newsletter from save-the-delta-queen.org

Dear Bill,

it has been quite for a while since the Delta Queen had her last cruise for the 2008 season. But the efforts to save her are going on in the background.

This is a call to action, supporting a new approach from the House Minority Leader John Boehner and others, asking President George W. Bush for help.

House Minority Leader John Boehner, Representatives Steve Chabot (R-OH), Geoff Davis (R-KY), and Jean Schmidt (R-OH) have sent a letter to President Bush, asking him to issue an Executive Order continuing the Delta Queen's exemption from the 1966 Safety of Life at Sea Act. We've gone on record numerous times as saying that the President does not have the power to overturn an Act of Congress.

That is true, but Congressman Boehner thinks that in this case we may be able to squeak by on a technicality. He is operating on the theory that, although the Constitution does not grant the President the power to overturn the law itself, there is a chance that he can order the continuation of an exemption that has been routinely granted for the past 42 years.

Please contact President Bush and ask him to act on our behalf. He will be under extreme pressure from the Coast Guard bureaucracy to turn thumbs down on Congressman Boehner's request, so please stress the Queen's impeccable safety record (see fact sheet at www.save-the-delta-queen.org) and the fact that the Coast Guard inspectors who examine the boat six or more times each season say she is in fine shape to keep plying our waterways for many years to come.

Please also contact Mrs. Bush and remind her that keeping this irreplaceable hist! oric tre asure alive would be a truly significant part of her husband's legacy.

You can mail letters and petitions to the White House at 1600 Pennsylvania Avenue NW, Washington, DC 20500. But because time is of the essence, faxes, email, or phone calls are better. Email messages should go to comments@whitehouse.gov. And here are the fax and phone numbers:

Fax: (202) 456-2461
Phone: (202) 456-1111 (comment line)
(202) 456-1414 (main switchboard)

Please help by contacting the White House immediately, expressing your support for the Save the Delta Queen Campaign!

Have a joyful and happy Christmas any may one of our biggest wishes - and for some of us the only wish for this year, come true: May the Delta Queen be saved.

Yours Sincerely,
Vicki Webster & Franz Neumeier

    Cuervo Christmas Cookie Recipe .......

Ron and Mare Rubel, who hail out of Two Branch Marina, sent us a Christmas Cookie recipe in 2007......Its still a good way to get the Christmas Season going !

Cuervo Cookies

I know it's a little early, but it is time to start baking for the
holidays. This is the BEST Christmas Cookie recipe EVER!

Christmas Cookies

1 cup of water
1 tsp baking soda
1 cup of sugar
1 tsp salt
1 cup of brown sugar
Lemon juice
4 large eggs
1 cup nuts
2 cups of dried fruit
1 bottle Jose Cuervo Tequila

Sample the Cuervo to check quality. Take a large bowl, check the Cuervo again to be sure it is of the highest quality, pour one level cup and drink. Turn on the electric mixer. Beat one cup of butter in a large fluffy bowl. Add one teaspoon of sugar. Beat again. At this point it's best to make sure the Cuervo is still OK, try another cup just in case.

Turn off the mixerer thingy. Break 2 leggs and add to the bowl and chuck in the cup of dried fruit, Pick the frigging fruit off floor. Mix on the turner. If the fried druit gets stuck in the beaterers just pry it loose with a drewscriver. Sample the Cuervo to check for tonsisticity. Next, sift two cups of salt, or something. Check the Jose
Cuervo.

Now shift the lemon juice and strain your nuts. Add one table. Add a spoon of sugar, or somefink. Whatever you can find. Greash the oven. Turn the cake tin 360 degrees and try not to fall over. Don't forget to beat off the turner. Finally, throw the bowl through the window, finish the Cose Juervo and make sure to put the stove in the dishwasher.

Aging Levees on Ohio River.....

According to a news story on NewsandTribune.com.......  Many of the floodwalls along Southern Indiana area of the Ohio River are close to 80 years of age. A growing concern is their structural integrity.

At a recent levee safety convention in Jeffersonville, Indiana, levee inspections were the focus of conversation for government officials from Indiana, Kentucky, Illinois and Ohio.

According to the US Army Corps of Engineers, about 70 percent of floodwalls in the area are considered to be in "minimally acceptable condition."  That means there are minor problems with the levees, but the problems do not seriously impair the functionality of the floodwall.

Turn On The Electronic Carp Barrier on The Chicago Ship Canal...

According to a news story on UPI.com....... A group of 29 federal lawmakers, called the Great Lakes Task Force,  wants the U.S. Army Corps of Engineers to turn on the new electrical fish barrier on the Chicago Ship Canal.

Construction on the electronic barrier was completed in spring 2006 and the federal lawmakers want to know why the electronic fence has not been turned on.

The Asian Carp have migrated north up the Illinois River and are within 45 miles of Lake Michigan.  The electronic fence is considered the best know method to keep the Asian Carp from entering the Great Lakes.  Its been tested, but never turned on.

Mark Bertsch   1959 - 2008

With Deepest Sympathy........

Thursday afternoon long time River boater Mark Bertsch lost his battle. Mark first began boating on the River in 1980 with a small group of fraternity brothers. In those early years it was difficult for the financially strapped college students to keep their old boats operating, but with continued effort and river-rat ingenuity the group of friends was always able to get at least one of the boats in working condition to enjoy each summer weekend.

Throughout the years Mark had an affinity for “West Coast Boats”, owning boats from such recognizable manufacturers as Advantage, Eliminator, Marlin, and Sleek Craft, all with enormous horsepower. Given his love for horsepower, Mark often volunteered as a patrol boat during drag boat races on Creve Coeur Lake , and in Litchfield Illinois . Although the River was always home, Mark was often seen on the waters of Kentucky Lake , Lake Norfolk , Bull Shoals, and Table Rock. Occasionally taking his boat on its own bottom from the Alton Pool down to Kentucky Lake , and then on to Nashville .

Mark was a very giving person, always willing to help out a friend with a boating p rob lem, or as an attorney entertain a request for free legal advice. While boating was his first love, Mark also enjoyed softball, trap shooting, and Cardinal Baseball. Mark was preceded in death by his mother, and is survived by his father Philip and stepmother Ana.

Mark, you will be missed but not forgotten, may the good Lord be a shining beacon on your cruise to heaven.

Funeral arrangements will be posted when available.

We Need Rules on Fertilizers......

According to a news story in STLtoday.com..... a study made by the National Research Council concludes that the US government and the states of the Mississippi River basin should setup pollution limits on the common nutrients found in farm fertilizers that wash into our rivers.  The nutrients end up in the Gulf of Mexico and contribute the the "Dead Zone".

Nitrogen and phosphorus are the key nutrients responsible for causing the Gulf of Mexico's dead zone....an 8,000 square mile area where depleted oxygen levels have caused widespread fish kills.

Soybean and corn cultivation are the main source of the nitrogen that makes its way into the Gulf.  The manure put on pastures is the cause of the high phosphorus levels.

The St. Louis-based Monsanto Co. is planning to fund $5 million to voluntary programs that are aimed at reducing the nutrient and sediment runoff into the Mississippi River.

Old Chain of Rocks Bridge Eagle Days......Jan 17 & 18

According to a news story on the St. Charles Journal ............Eagle Days on the Old Chain of Rocks Bridge is scheduled for January 17 -18, 2009.  The hours are 9:00AM - 3:00PM both days.

The Old Chain of Rocks Bridge is an ideal location for everyone to get up close to the birds....

The eagles are attracted to areas like Chain of Rocks in the Mississippi River because the dams keep the water open from the ice, and some fish going through the dams are stunned and float to the surface of the river.....making for easy fishing.

A Modern Parable.....

Canoe Race Missouri River, Americans vs. Japanese

The Montey Fool's caps website has a well written parable about a canoe race between  Japanese company and an American company..  Both teams were at their best when the canoe race took place on the Missouri River.

The Japanese won the race by a mile.

The Americans decided to find out why the Japanese won.  A team made up of senior
managers was created to investigate.

The conclusion of the investigation showed that:

  • The Japanese "team" ......had 8 people rowing and 1 person steering

  • The American "team"...... had 8 people steering and 1 person rowing.

Missouri Stream Team wins Presidential Environmental Award
This high school group is a model for

youth conservation programs around the nation.

WASHINGTON, D.C. —Reeds Spring High School Stream Team No. 432 has seen a lot of milestones, but none has exceeded winning the President’s Environmental Youth Award from the U.S. Environmental Protection Agency.

These dedicated juniors and seniors clearly didn’t need outside recognition to motivate them. In the past 15 years they have picked up litter and monitored water quality on Railey Creek and worked to increase awareness of stream conservation through media outreach and educational projects.

2007 was a particularly good year, even by ST 432’s standards. They monitored water quality in streams each month after school and on weekends. They got involved in this water stewardship project after its members studied environmental issues that affect streams in their community.

In the spring they researched and designed a project on water monitoring. In September they collected and analyzed water samples at specific sites along a local stream. Students tested the stream’s water for pH, dissolved oxygen, ammonia, nitrates, phosphates, conductivity and clarity. They also sampled the variety of insects and other tiny animal life in the stream bottom for biological evidence of water quality. They analyzed these data and sent them to the Missouri Department of Natural Resources to be included in a statewide water quality database.

The team also floated the James River to pick up litter, sample stream invertebrates, test water acidity, and take water samples back to the laboratory to measure fecal coliform counts. They prepared maps, graphs and spreadsheets of data to illustrate the results of water testing.

ST 432 members also gave presentations to school staff and organizations to inform the community about protecting its streams and how individuals can become involved in improving the quality of Missouri's streams. They researched environmental regulations and their effects on stream quality and traveled to Jefferson City to discuss local water quality issues with the State Legislature.

Asian Carp Cleanup....Kaskaskia River

According to a news story on bnd.com....... Last year 60,000 pounds of the invasive Asian Carp were taken from the Kaskaskia River and it was such a success that they are going to do it again.

The crews will have six weeks to net the carp.

The Illinois Department of Natural Resources will hold a drawing on Monday for three commercial fishing contracts for removing the invasive fish from the spillway at Carlyle Lake.

A Look at the Mississippi River After the New Bridge In Downtown St. Louis......

The STL Rising website has an article on the new bridge that is slated to be built in downtown St. Louis, complete with an artist's picture looking up-river at the new bridge and the Poplar Street Bridge, the Eads Bridge and, the Dr. Martin Luther King Bridge.

The new bridge will be located about one-half mile up-river from the Edwards Jones Dome.  The hopes are that the new bridge and a new boulevard along the Mississippi River will stretch the downtown area to the north and create a new "Miracle Mile" for the city.

AWO Wants Programmed Spring Flooding on Missouri River Stopped .........

The American Waterways Operators has asked the U.S. Army Corps of Engineers to stop the programmed spring flooding on the Missouri River.  The flooding is designed to increase spawning of the pallid sturgeon.

A November 20 letter, the AWO urged the US Army Corps of Engineers and the U.S. Fish and Wildlife Service to consider a 2007 study by the U.S. Geological Survey that indicates spring flooding is not necessary to trigger pallid sturgeon to spawn.

The letter also sited a 2005 ruling by the Eighth Circuit Court, “which clearly defines flood control and navigation as the primary purposes of the Missouri River system.”

Per the ruling, in case of conflict....the purposes of the Flood Control Act of 1944 overrule compliance with Endangered Species Act.

The AWO represents the owners and operators of barges, tugboats and towboats.

Human Heath Dangers in Oklahoma's ....Illinois River

KFOR.com reports that Oklahoma's Attorney General is concerned about the danger to human health of the Illinois River watershed because of poultry operations located in the area.

According to the news story..... thirteen poultry companies dispose of the bird waste into the Illinois River.

According to a poultry industry spokesperson, the bacteria levels in the watershed are no greater than they are in the state of Oklahoma's other rivers and streams where poultry waste isn't a factor.

In September, a federal judge rejected the State of Oklahoma's request for a preliminary injunction to stop the poultry companies from dumping the waste into their rivers.

Navigable Waters Definition Still Murky.............

According to a news article on the Nation's Building News website..... Decisions and revised guidance documents by the U.S. Supreme Court, the U.S. Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers have added more fuel to a long-standing debate over Clean Water Act jurisdiction.

On Dec. 1, the Supreme Court denied a petition to review a Clean Water Act case in United States v. McWane.  That was considered as a strong signal to leave jurisdictional questions to the regulators, but their ruling left unanswered the question of what is “traditional navigable water.”

On the day after the decision.....the Environmental Protection Agency and the US Army Corps of Engineers repeated their earlier declaration that they “generally will not assert Clean Water Act jurisdiction over upland roadside drainage ditches or certain desert washes with infrequent water flow."

On the following day.... the EPA declared certain parts of the Santa Cruz River in Tucson, Arizona  as traditional navigable waters.  Historical records show that the river has never been used for shipping or boating !

Water Release on Missouri River to Increase This Month.......

According to a news story in the billindsgazette.com.....the US Army Corps of Engineers will increased reservoir releases this month in an attempt to  prevent ice problems down-river.

Gavins Point Dam is increasing the water release to 12,500 cubic feet per second.  It was 9,000 cubic feet per second in the month of November.

Water releases from the reservoirs have been held down since October 31, the end of the commercial navigation season. This was done to help conserve water in the six big reservoirs in Montana, North Dakota and South Dakota.

Ice jams can back the river's water upstream and drop water downstream. Ice formations did just that a few years ago at two locations between Omaha and St. Joseph, Mo.

Missouri State Water Patrol Awarded International Accreditation

Colonel Rad C. Talburt is pleased to announce the Missouri State Water Patrol was awarded full accreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA). The Water Patrol was awarded the CALEA Accreditation at the fall conference December 6, 2008 in Tulsa, OK. This award is the culmination of a three year process which the Water Patrol undertook to examine department policies and procedures to bring them in line with what are considered to be public safety industry best practices. The Water Patrol will be required to undergo reassessment every three years in order to maintain full CALEA Accreditation. These assessments examine the department's policies, procedures, management, operations, and support services. Included in these assessments are on-site reviews by teams of outside CALEA Assessors.

CALEA was established as an independent accrediting authority in 1979. CALEA's purpose and mission is two-fold. First, the purpose is to establish a body of standards designed to increase agency effectiveness and efficiency in the delivery of public safety services. Second, it establishes and administers a series of accreditation programs through which public safety agencies can demonstrate voluntarily that they meet an established set of professionally recognized standards leading to excellence in management and service delivery.

There are currently 748 agencies accredited by CALEA. Twenty-six of those agencies are in Missouri. The Missouri State Water Patrol has the proud distinction of being the only marine specific law enforcement agency nationwide to gain accreditation.

FOR IMMEDIATE RELEASE:

Mumbai Attacks Highlight Relevance of America's Waterway Watch Program

In light of the tragic terrorist attacks in Mumbai it is important to remember that all Americans play a vital role in homeland security. Whether you live, work or recreate near the waterways of the United States you can assist the Coast Guard by remaining vigilant and reporting any suspicious activity you might see.

With this in mind, the Coast Guard Auxiliary reminds the public of the America’s Waterway Watch program.

America's coasts, rivers, bridges, tunnels, ports, ships, military bases, and waterside industries may be the terrorists' next targets. Though waterway security has been increased greatly in recent years, with more than 95,000 miles of shoreline, over 290,000 square miles of water, and approximately 70 million recreational boaters in the United States , the Coast Guard and other law enforcement agencies can not do the job alone.

The America 's Waterway Watch program simply requests that the public do their part and report:

unusual surveillance of vessel or waterside facility operations,
unattended boats near bridges,
unusual diving activities,
unauthorized vessels operating in restricted areas, or other suspicious activities
Call the National Response Center at 1-877-24WATCH or radio the Coast Guard on marine channel 16. Call 911 or use marine channel 16 to report immediate danger to life or property. For your safety, do not approach or engage anyone acting in a suspicious manner – call for help.

For more information on the America’s Waterways Watch program please visit
www.americaswaterwaywatch.org. America's Waterway Watch video is available at http://www.youtube.com/watch?v=YCCKQjEqiJw

To learn more about boater education, Vessel Safety Checks and other services provided by the Coast Guard Auxiliary – or if you are interested in learning how to become one of us – please visit us online at www.uscgauxflotilla3-13.org or contact us at bcz@charter.net.

 Legislating Morality on Missouri's Rivers......

The LakeExpo.com has a good commentary about the legislation that has been introduced by  State Senator Delbert Scott for the upcoming session of the General Assembly that is designed to curb some of the more unruly renditions of "fun" on the float rivers in the state of Missouri.

"Places that were once the refuge of two-beer fishermen are now the venue for parties that would make a Bourbon Street whore blush."

Buying Boat Insurance............

Tips to Help Sort through The Confusion.......The Right Coverage

Today's edition of the Mad Mariner Magazine has an article on buying boat insurance.

Experts warn that shopping for boat insurance is a lot different than purchasing automobile or homeowner's insurance. According to the article, there is no standard policy and boat insurance coverage varies widely depending on the company. Losses covered by one company might be totally excluded by another.

Here are a few items to consider:

 ~ Stand alone policy

 ~ All risk policy

~ Agreed value... or....actual cash value policy

~ Environmental and marina property damage

 ~ Salvage and towing

Mississippi River Hydropower.............

According to a news story on knoxnews.com..... Three companies have received preliminary federal permits to harness the energy of the Mississippi River current with underwater turbines.

The plans are to install more than 60 underwater turbine generators at locations along the Mississippi River between St. Louis and the Gulf of Mexico.

Construction would begin within three years after the firms receive final licensing from the Federal Energy Regulatory Commission.

No dams or river diversions will be required. The turbines will be mounted in the river bed, on bridge piers or barges and the natural current will spin them, producing clean, renewable electric power.

The turbines are about 10 feet in diameter, look like an underwater jet engine and function like a windmill.  They will be installed below the 9 foot minimum depth of the channel.

According to another news story on KansasCity.com........ a Massachusetts based company is looking at installing turbines in a 10.5 mile stretch of the Missouri River near Columbia.    Up to 6,300 Free Flow turbines could be installed one day with enough generating capacity to power more than 100,000 homes.

The company is also looking at placing hundreds at sites in Callaway, Cooper and Howard counties.

Update... Repair Work on Breached St. Charles County Levees Levees Will Soon be Underway......

In a news article in the Suburban Journal, St Charles county levee district representatives are signing contracts with the Army Corps of Engineers, to repair the damage to several St. Charles levees due to the summer and fall flooding.

The goal for the Army Corps of Engineers is to have the repair work completed in time for the spring flood season. However the repair work may be delayed by winter weather.

The approximate time for contractors to complete repair on a levee, is about 90 days. Repairs are made by adding dirt and clay 6 inches at a time. After the repair is complete, grass seed, with an extra long root system will be put down.

Boaters, Anglers and Hunters: Beware of Cold Water

St. Louis – Boaters, anglers, and hunters need to take extra precautions when around water during the cold weather season. The US Army Corps of Engineers, which is the largest federal provider of outdoor recreation opportunities, cautions outdoor recreationists to protect themselves against cold water immersion and hypothermia.

The water does not have to be extremely cold to create problems or possibly death if you are immersed in it. It just has to be cooler than your body temperature so the most effective precaution against drowning is to wear your life jacket. Everyone should make an effort to become familiar with techniques of surviving in cold water. The best way to reduce cold water immersion while boating is to prevent falling overboard or capsizing. Do not overload your boat and avoid heavy wave conditions. Accidents can happen quickly, so always ensure that everyone, including you, is wearing a Coast Guard approved life jacket. Also remember that it is very difficult and sometime impossible to put a life jacket on after falling in the water.

People mistakenly think if they can swim they don’t need to wear a life jacket. When the water is cold sudden immersion can cause shock, involuntary gasping, and deep hyperventilation. This is followed by cold incapacitation. In a short amount time, as the muscles and nerves in the limbs get cold, a person will lose the ability to self rescue or even swim. People have died because of the initial effects of cold water immersion and they were within swimming distance of safety.

Silver Carp Don't Pose A Threat To Wisconsin Rivers ............

According to a news report in the wisinfo.com....... The silver carp that were found n the Mississippi River near La Crosse, Wisconsin are not a threat to the rivers in the central part of the state.

The invasive, leaping fish swam hundreds of miles up-river from Arkansas to Wisconsin in about 10 years.   They probably won't go much further because of the height of the power generating dams on the Wisconsin River.  The spring flood waters don't get high enough for the carp to pass over the dams.

The invasive fish are a threat on the river's ecosystem because they feed on the plankton that the mussels and native fish rely on.
